Regulating Hydrofracking

A new drilling technique called

in natural gas production. But it’s
also generated a lot of controversy,
since hydrofracking is exempt from
almost all federal regulations.
Samara Freemark reports

Hydrofracking involves pumping millions of gallons of water, sand, and chemicals a mile into the ground to break up rock and extract gas. But since 2005 the technique has been exempt from federal environmental legislation like the Clean Water Act and Safe Drinking Water Act.

Now some members of Congress have introduced a bill to restore federal oversight over fracking. Kate Sinding is with the Natural Resources Defense Council, which supports the bill.

“So what has been proposed is known as the FRAC act. And what that would do is restore regulatory authority over hydrolic fracturing which means we would have some federal standards about how to regulate this activity. And it would require the public disclosure of the fracturing fluids that are used in fracturing fluids.”

That’s an important point for fracking opponents, who say those chemicals have contaminated wells and groundwater across the nation.

Lead in Toys, Despite Law

So far this year, more than one million toys and kids’ products have been recalled because they contain high levels of lead. That’s actually a big drop from the past two years.

The toy industry, government officials, and even environmental groups all say this holiday season is safer.

“This is all due to parent and consumer demands and outrage over what’s happened in the past.”

That’s Mike Shriberg. He’s with the Ecology Center. Parents were outraged because lead exposure can cause the loss of IQ points, brain damage and even death. The American Academy of Pediatrics says there is no safe level of lead exposure.

But Shriberg says there’s a little good news here. Most toy companies and retailers have heard parents’ demands.

“Companies are trying to prove their safety to customers. And so, many of them have announced voluntary standards above federal laws. They’re more motivated to test and show that their products are safer and that’s where we’re seeing some of the improvement.”

Both Walmart and Toys R’ Us responded by email to questions from The Environment Report. Both retailers say they are thoroughly testing toys, and in some cases, hold their suppliers to stronger standards than the federal law.

But Mike Shriberg says the news is not all good.

“We’re still finding about 3% of toys we tested actually exceed recall levels which means they have lead above level deemed to be safe by federal laws.”

The government’s Consumer Product Safety Commission is in charge of making sure toys are safe. Three billion toys are sold in the US each year. The federal government does not test every kind of toy.

Nychelle Fleming is with the commission. She says the commission has a team of people testing toys, and inspectors do random toy checks at ports and retail stores. But she says the commission also relies on toy makers, advocacy groups and even parents to report problems with toys – including lead contamination.

“Unfortunately there’s no real way I can tell shoppers to know how to look out for or avoid. I think the best way for shoppers to know that is to really be in loop with the commission, to be a part of getting our recall announcements directly so you don’t have to question or wonder which product is affected.”

The Toy Industry Association says it’s not just the government’s job to make sure toys are safe. It says the industry has undertaken an unprecedented level of inspections and re-inspections to keep lead out of toys.

But some shoppers are not getting a clear message about lead in toys. Like these people we caught up with at a Target store.

“When you’ve got little kids that say I want this or I want that when they see it on TV or in the store it’s kind of hard to balance that against whether something has lead or not.”

“Usually they’ve been pulled haven’t they? I don’t know! Maybe they haven’t.”

“Well I just watch for it because I know you’re supposed to, but I don’t know the guidelines or the limits or anything like that, I really don’t.”

So clearly, not everybody knows what to look for when they’re shopping.

Mike Shriberg with the Ecology Center says it really shouldn’t be this hard.

“Part of our message as parents is, your lives are already complicated. The fact that our federal chemical regulatory system is completely failing means that really you almost have to be a chemist to do your shopping and that’s not… that shouldn’t be.”

Shriberg says, when it comes to lead, you can be a little more confident this holiday season. But he says there’s still no guarantee that all toys will be lead-free.

He says you should avoid children’s metal jewelry and toys from vending machines. He says simpler toys, like unpainted wood toys, tend to be the safest choices.

The U.S. Supreme Court ordered the EPA to decide whether greenhouse gases are pollutants. The EPA is making the case that they are.

But setting rules to reduce those emissions is problematic.

The Clean Air Act says it you emit 250-tons a year of a pollutant, you need a pollution permit. 250-tons of CO2 a year is not a lot.

Jeff Holmstead worked in the EPA on air pollution issues during the last Bush Administration. Now, he’s a lawyer with the Washington DC firm Bracewell and Giuliani.

“You know, 250-tons of CO2 according to EPA would include most schools, most apartment buildings, any kind of commercial building. It just isn’t possible to develop permits for all of these sources.”

So the EPA plans to raise the amount to 25,000-tons. But, that’s not what the Clean Air Act says.

That’s one reason why the Obama Administration prefers a climate change law passed by Congress.

For all the talk about carbon cap-and-trade, few people really understand what it is. And no one really knows what it will end up costing you on your electric bill – at least not yet.

The President wants carbon dioxide polluters such as coal-burning power plants to cut how much carbon dioxide they spew from the smokestacks.

So, the government is now designing a plan to cap the total amount of carbon dioxide pollution nation-wide. Once that amount is set, each polluter is allotted a limited amount of allowances to release carbon dioxide. Go over that allowance and the polluter has to pay per ton of CO2 released. Don’t use all of the allowances, and a company is free to trade them -–for a price—to others who need the allowances.

Over time that nation-wide cap will keep get lower, making carbon pollution more and more expensive.

How much of that cost ends up on your electricity bill is the big question.

There are some wildly different predictions. Some lobby groups indicate cap-and-trade could nearly double electric rates. But politics really plays into many of those predictions.

We went to analysts at Point Carbon. It’s a respected world-wide carbon market consultant. Veronique Bugnion says Point Carbon made some estimates based on President Obama’s carbon cap-and-trade plan in his proposed budget.

“Now, in terms of the U.S. average, what we calculated is that it would represent a roughly seven% increase over current electricity rates.”

That’s the average.

But, if your power company uses mostly coal instead of hydro-power or nuclear or wind or solar, Bugnion says it could cost more.

“At the extreme, in the regions that are essentially entirely coal dependent, the impact would be closer to anywhere between ten and 15-percent.”

President Obama says says a carbon cap-and-trade scheme can be designed so that it smooths out the effect on consumers who live in a coal-dependent area.

“The way it’s structured has to take into account regional differences. It has to protect consumers from huge spikes in electricity prices. So, there are a lot of technical issues that are going to have to be sorted through.”

And Congress is just beginning to sort through them. But coal and power companies as well as big oil and industries that use a lot of energy are lobbying hard to kill carbon cap-and-trade or make sure doesn’t cost them, or their shareholders, more than they want.

That leaves most of us wondering what reducing the greenhouse gases will end up costing us after Congress gets finished.

Sandy Kline runs a small house-cleaning business called “More Grime than Time” out of her home in suburban Detroit. Because of the economy she’s lost some business lately. Times are a little tighter.

She says she’s concerned about climate change, but she’s worried what the President’s carbon cap-and-trade plan might do to her power bill and her family budget.

“What he’s proposing sounds like a good idea –big picture– as far as the greenhouse emissions and that, but, you know, on an individual basis it can really hurt people like me.”

She wonders if consumer pressure isn’t enough to get those power companies using coal-burning plants to change. But, that could take decades. Climate scientists say we don’t have that kind of time. We have to do something to reduce greenhouse gases now.

So, experts say you should get ready. Since we don’t know exactly what cap-and-trade will do to electricity rates, it might be a good idea to reduce your power usage. Take advantage of the current tax incentives to get more energy efficient appliances and tighten up your home.

They say, even if rates do go up because of carbon cap-and-trade, if you’re using less power, it could be you won’t see a much of a difference when you get your electric bill.

Perchlorate is a chemical in rocket fuel. It’s been linked to thyroid problems in
pregnant women and babies. It’s been found in milk, and lettuce and water
supplies from coast to coast.

But the Environmental Protection Agency has not set a safety standard for the
chemical in drinking water. Recently, a draft document obtained by the press
stated that EPA does not intend to set that standard.

The Washington Post reported that White House officials edited the EPA
document. And took out references to some studies that linked perchlorate to
thyroid problems.

Senator Barbara Boxer is a Democrat from California. She says she’s troubled
by this news.

“To me it’s just an immoral decision that EPA has made not to set forth a
standard for perchlorate. Perchlorate interferes with production of hormones
that are needed for development of the brain and the nervous system. This is
really a dangerous, dangerous chemical.”

Boxer endorsed a bill that would force EPA to set a standard.

The EPA says, ‘whoa, hang on a minute, this is just a draft.’

In a statement sent to The Environment Report, EPA assistant administrator
Benjamin Grumbles says quote.

“We know perchlorate in drinking water presents some degree of risk and
we’re committed to working with states and scientists to ensure public health is
protected.”

Grumbles says the agency will release its draft decision soon. That version will
be open to public comment.

But some critics say politics is shaping this entire decision.

Perchlorate has been used for decades by the defense industry. The chemical’s
used for making and firing rockets and missiles.

John Stephenson is with the Government Accountability Office. It’s the federal
agency that acts as a watchdog.

“Setting a standard is important because, in the Department of Defense’s case,
they don’t clean up anything for which there is no standard.”

Stephenson says his watchdog agency is bothered by some recent changes at
the EPA. This spring, the EPA changed its chemical review process. It’s used
to decide how dangerous a given chemical might be.

Stephenson says now, the Department of Defense and the White House can
keep their comments private.

“And EPA can receive comments behind closed doors in what amounts to a
black box. So let’s say the Department of Defense offers up some new
research on perchlorate that they think is compelling reason why the standards
should be set or shouldn’t be set at a certain level but nobody else in the
scientific community can see what this is until the end of the process.”

Stephenson says he’s lost confidence in the EPA to change this.

The GAO is urging Congress to step in and bring more light to the process
that’s supposed to keep the public safe.

Maybe you’ve never seen a cement kiln. That’s where limestone and other materials
are baked using coal to make cement, used in concrete.

Later this year the Environmental Protection Agency is going to set court-ordered
standards for mercury pollution from cement kilns.

“It’s about time, isn’t it? I mean, the standards were due more than ten years
ago.”

That’s Eric Scheaffer. He’s with the Environmental Integrity Project.

The EPA had relied on self-reported estimates on mercury pollution from the cement
kilns. Turns out, after the EPA actually checked a few of the kilns, a lot of those
mercury pollution estimates were a little low.

“They’re now saying about 23,000 pounds a year. And that’s double the
previous estimates from EPA. So, the numbers are growing.”

Most states have issued advisories about mercury contamination of fish. Mercury
can cause neurological and developmental problems with fetuses and young
children.

Wars.” Annin says some of the states have been reluctant
to approve the treaty because Michigan has an image of saying
‘no’ to water requests from other states while putting
almost no water restrictions on its own towns and businesses:

Peter Annin: “Michigan has been a laggard in monitoring and regulating its own domestic water
use. And so it’s seen by some other states as being somewhat hypocritical in the water debate.
For example, Minnesota, which is the most progressive domestically, if you’re going to withdraw
water from the Great Lakes at 10,000 gallons a day or more, you have to get a permit. In the state
of Michigan you can go up to 5 million gallons of water withdrawn from Lake Michigan per day
before you have to get a permit. 10,000 gallons in Minnesota, 5 million gallons in Michigan, and
this is what is causing tension between Michigan and some of the other Great Lakes states.”

Lester Graham: “Lets assume that all 8 Great Lakes states do pass this within the next year or
two, Congress then has to pass it – and many of the members of Congress are in those thirsty
Southwestern states. What happens then?”

Annin: “Yeah, that’s a really good point. We have to remember that the compact is just a piece of
paper until it passes all 8 Great Lakes legislatures and then is adopted by Congress. And there
are a lot of concerns among the general public, given that we have these dry-land states that have
a lot of problems with water perhaps opposing the Great Lakes compact. I’m not so certain that
that’s going to be an issue, because those states also have a lot federal water projects that come
up for renewal all the time that require the Great Lakes Congressmen to sign off on. And I’m not
sure they’re in a position, given how precious and important water is for them to survive on a daily
basis down there, that they’re really that interested in getting into a water fight with the Senators
and Congressmen in the Great Lakes basin. But, we’ll see.”

Graham: “I’ve looked at different models for getting Great Lakes water down to the Southwest,
and economically, they just don’t seem feasible. It would be incredibly expensive to try to get
Great Lakes water to the Southwest states, yet, State Legislators say again and again ‘oh no,
they have a plan, they know how it will happen.’ And as water becomes more valuable, they could
make it happen. How likely is it that there would be a canal or pipe and pumping stations built to
divert Great Lakes water, if this compact doesn’t pass?”

Annin: “It looks highly unlikely today, for the reasons that you just mentioned. It takes an
extraordinary amount of money to send water uphill, which is what would be to the West, and we’d
certainly have to cross mountain ranges if you’re even going to send it a shorter distance, to the
Southeast. To the point where it would be cheaper for many of these places to, even though it’s
expensive, to desalinate water from the ocean and then send it to inland places. But, you know, a
lot of water experts in the United States say ‘never say never’, because the value of fresh, potable
water is probably going to skyrocket in this century. We’re leaving the century of oil; we’re entering
the century of water. But, for right now, you’re absolutely right, it is extraordinary cost-prohibitive.
But let me say one other footnote here, it’s hard to find a federal water project in this country that
actually made economic sense.”

Legal Battles Over Oil and Gas Drilling

In some states, local governments have been able to stop developments they thought might be bad for the area or damaging to the environment. But across the nation, state governments have been taking some of those decision-making powers away from local governments. The latest battle is over drilling for oil and natural gas. The Great Lakes Radio Consortium’s Julie Grant reports:

But, across the nation state governments have been taking some of those decision-making powers away from local governments. The latest battle is over drilling for oil and natural gas. The Great Lakes Radio Consortium’s Julie Grant reports:


A year ago Joel Rudicil, owner of Bass Energy Company, couldn’t drill an oil and gas well in Mayfield Heights, Ohio. He had a property owner with more than twenty acres who was willing to deal. But city officials would not permit it.


“I had met with city council here on many occasions dating back to 1998 and they simply did not want well-drilling to occur in their community. So we were really at a point of just walking away from this opportunity, or litigation.”


Instead, he joined the oil and gas industry to lobby for a bill that would take authority to regulate drilling away from local communities.

Today, his workers are placing piping down well number three on the Knollwood Cemetery property in Mayfield Heights. Once the oil and gas bill became law last fall, all local laws pertaining to oil and gas drilling were scrapped and the state took sole authority.


“In our case, we’ve drilled 28 wells since the bill was signed into law.”


Eight of the communities where Bass Energy dug those wells had had regulations or outright bans on oil and gas drilling.


“Of those 28 wells that I just mentioned, we would not have been able to drill 20 of those wells.”


Mayfield Heights has become the poster child for Ohio’s battle for control of oil and gas drilling. Margaret Egensperger is the city’s mayor.


“Our area’s all built up here. Anywhere you’re going to build a well, you’re going to hurt our residential areas.”


Northeast Ohio is the most densely populated part of the state, but also has much of the oil and gas companies want to extract. Mayor Egensperger says one of the wells Bass Energy dug at Knollwood Cemetery was next to townhouses, condominiums, and the street.


Egensperger: “And they are right up by the condos and the noise was absolutely awful. I believe they drilled for 5 or 7 days there. We have a noise ordinance. The city was told that if, once they start to drill, if we stop them, that we’d have to pay 5-thousand dollars a day. So, of course we didn’t enforce the noise ordinance. That’s a lot of money.”


Niehaus: “It is what’s called state pre-emption…”


Republican state senator Tom Niehaus sponsored the bill that gives the authority to the Ohio Division of Mineral Resources.


Niehaus: “The state has exercised its right to say that this is an important state resource. I personally feel, and my fellow legislators felt, that the state division was in the better position to evaluate whether or not drilling should be permitted in certain areas.”


Grant: “What to do you say when they say ‘we know our issues, we know our citizens, we know the land here and our planning better then the state could ever know it’?”


Niehaus: “I probably would agree that they know their local community better, but I would argue that they do not know the best way to tap the natural resources that exist underneath the land.”


Many local governments are like Mayfield Heights; they want to fight the state law in court, but worry it would cost too much money.
Some homeowners are also concerned that oil and gas wells will reduce their property values. But the oil and gas industry feels there are bigger issues at stake. Tom Stewart, Director of the Ohio Oil and Gas Association, says the nation needs energy.


“And you see how emotionalism is stifling what we need to do in this country to find the energy sources we need. And obviously we’re not doing the job, because you’re paying $2.30 for a gallon of gas. Right? We’re not doing the job. And we’re fighting wars. Meanwhile, we have this wonderful resource base in the United States, and every hole is a fight.”


It’s arguable whether the relatively small amount of natural gas or oil reserves left in the continental United States will make any real difference in the price of gasoline at the pump. Many city officials believe the trend tonward bigger government control will have much larger costs.

The chemicals are designed to keep plastics and foam from
catching on fire, but the flame retardants are worrying some
scientists because these chemicals are turning up in people’s
bodies, sometimes at alarmingly high rates. The Great Lakes

to keep plastics and foam from catching on fire. But the flame retardants are
beginning to worry some scientists because these chemicals are turning up in
peoples’ bodies. Sometimes at alarmingly high rates. The Great Lakes Radio
Consortium’s Mark Brush has more:


If you take a look around your house, you can find a lot of things that have
flame retardant chemicals in them. They’re in your television set, the cushions
in your couch, and the padding underneath your carpet. They’re known as poly-bromiated-diphenyl
ethers, or PBDEs. And they’re either mixed in or sprayed on plastics and foam to keep a fire
from spreading.


Five years ago a Swedish study found these chemicals were accumulating in women’s breast
milk. Studies in the U.S. followed, and researchers also found PBDEs in Americans, but at
even higher levels. In fact, Americans have some of the highest levels ever measured. And
over time, the levels have been going up.

Meredith Buhalis was one of those people measured in a study by an envrionmental organization
called the Environmental Working Group. Buhalis and 20 other first time moms sent in samples
of their breast milk. When the samples were tested, all of them had some level of PBDEs in
them. Buhalis says when she read the results she didn’t know what to think.


“I guess I kind of read the results and the study was like, ‘Oh, well that sort of sucks.’
I wish I knew more about what that meant. ‘Cause I don’t. You know, they don’t know what
that means.”


Scientists don’t know how or if the chemicals affect human health. And some scientists
think the government and the chemical companies aren’t doing enough to look into PBDEs.

In his office at the University of Texas in Dallas, Dr. Arnold Schecter is working on an
article about the flame retardants. He’s been studying toxic chemicals for more than thirty
years. He and some of his colleagues think PBDEs are a lot like another type of chemical…


“It reminds us of PCBs. PCBs structurally are similar to the PBDEs. So there is the worry,
or the concern, that they may have many, if not all, the toxic effect that PCBs have on humans.”


So far the data on PCBs strongly suggest that the chemicals can cause cancer in humans as
well as other human health effects such as damage to the nervous and immune systems. The
companies that manufacture the flame retardants say it’s not fair to compare PBDEs with
PCBs. They say the chemicals are vastly different.


But no one really knows whether the chemicals are similar in the way they affect human
health. That’s because no one’s studied the human health effects of PBDEs.


“Unfortunately, there are no published human health studies and I don’t believe any have
been funded by the federal government to date. Nor by industry, nor by any foundations,
which is a bit different than the situation with PCBs and dioxins years ago when many
studies were being funded.”


Some animal studies suggest that the chemicals can permanently disrupt the hormone and
nervous systems, cause reproductive and developmental damage, and cause cancer. All that
makes scientists such as Dr. Schecter especially concerned about the most vulnerable
population – developing babies.


Because of the concerns, the biggest manufacturer of these chemicals in the U.S. has agreed
to stop making two of the PBDE formulations that were found to accumulate in people. Great
Lakes Chemical says production will stop by the end of this year. The chemicals will be
replaced with another type of brominated flame retardant.


The Bromine Science and Environmental Forum is a trade group that represents companies
that make the flame retardants. Peter O’Toole is the group’s U.S. Director. He says so
far the amount of chemicals found in people doesn’t concern the companies, but the upward
trend does.


“And again, it wasn’t of alarming numbers, but the manufacturer was concerned that these
numbers were going up nonetheless. And they thought it was prudent, and they talked to the
EPA and EPA thought it was prudent if there was some sort of mutual phase out of those materials.”


Dr. Schecter says he commends the company for taking this step. But he says even though these
two formulations will be phased out, the flame retardants are already in our environment now.
He says his research has found high levels of PBDEs by wiping the plastic casing on television
sets, and in the dust found in homes. He says what’s in our homes now isn’t going to vanish,
so we need to figure out how the chemicals get into us, so we can avoid potential health problems.


For its part, the U.S. Envrionmental Protection Agency says large-scale human health studies
take a long time to develop. An agency spokesperson says the EPA first needs to learn how a
person becomes highly exposed. After that, they say researchers will be able to ask the question,
“for the highly exposed people, are there any health effects?”

That leaves people such as Meredith Buhalis, with a lot more questions than answers.


“We are thinking of having another baby, and I think I would really like to know more about
PBDEs. I think about it when I think about that.” (to her daughter) “Oh thank you. Hi, baby.
Hi, Zoe.”


The Federal government doesn’t plan to regulate the chemicals anytime soon. But some states
aren’t waiting for more studies. A handful of states have placed restrictions on certain
types of PBDEs. And in other states, legislation is pending.

A few weeks ago, a Chicago fisherman caused a stir when he found a northern snakehead fish. The find set off a frantic search to find out if yet another invasive species is threatening the Great Lakes. The Great Lakes Radio Consortium’s Jenny Lawton has this report:


Just before Halloween, the so-called Frankenfish reared its ugly head… filled with sharp teeth… in Chicago’s Burnham Harbor on Lake Michigan. And it’s still a mystery as to just how it got there.


Although the snakehead is arare item in some Asian cuisines, there’s a more common suspicion amongst local experts and hobbyists. That snakehead was probably a pet that outgrew its tank, and instead of the traditional farewell down the toilet, it was set free in Lake Michigan. Free to eat through the Lake’s food web.


Local pet store manager Edwin Cerna says that’s why he stopped selling the fish years before they were banned by U.S. Fish and Wildlife. He remembers one day, when he was adjusting a tank, he accidentally got in between a snakehead’s lunch and its mouth.


“He bit me in the hand… made me bleed. It hurts. It’s got a nice strong jaw and that’s why it’s so dangerous because it can kill big fish, literally cut them in half. It’s almost like a big old killer whale, like a miniature version of it.”


But why on earth would anybody buy a vicious fish that can grow up to three feet long in the first place? Jim Robinett is with the Shedd Aquarium in Chicago. He says he’s a fish geek.


“I gotta say, as a little fish, when you first buy them, they’re really attractive; they’re neat little animals, but they eat like crazy. They’re voracious.”


Robinett knows not to be fooled by the little guys because what happens next is the perfect plot for a B-horror movie. He says the snakehead fish grows quickly, eventually eating everything in its tank. If it doesn’t die from overgrowing that tank, its owner might be tempted to dump it into a nearby body of water where it will keep eating its way up the food chain. Robinett says that’s the fear in Lake Michigan.


“They could potentially start picking off small salmon and lake trout, which is native to these waters here, they’re not real discriminating, they’ve been known to take things as large as frogs, some small birds, even small mammals that happen to get in the way there close to shore. They’ll eat anything they get their mouth on.”


Most hobby fish don’t last long in Chicago’s cold water. But the northern snakehead is different. The snakehead is native to northern Asia, and the Lake Michigan Federation’s Cameron Davis says that makes the fish feel right at home around here.


“It’s a lot like us Midwesterners, it just kind of hunkers down and… that’s part of the problem with the snakehead is that it can live under very extreme conditions. Which means it’ll out compete those other fish, and that’s a tremendous problem.”


Snakeheads have another edge on other species. The fish guard their eggs, giving their young a better chance of reaching maturity. But perhaps the most peculiar thing about snakeheads is that they can breathe. In addition to its gills, they have an organ that works like a lung and allows it to breathe air. It’s able to live up to three days as it uses its fins to wriggle across land in search of another body of water.


But looking down into the murky waters at Burnham Harbor, Davis says we shouldn’t run screaming yet. It’s not exactly a horror film scenario.


“I don’t think that the snakehead is going to come and grab our children out of schools and eat them or anything like that. But it is a problem for those of us who like to fish for yellow perch and whitefish and some of the things that make the Great Lakes so fantatstic, could really be threatened by this fish getting into Lake Michigan.”


Other invasive species cause an estimated 137-billion dollars of losses and damages in U.S. waterways each year. Cameron Davis says simply banning the local sale of fish like snakeheads hasn’t been enough to keep the Great Lakes safe.


“We’ve got to stop imports of these kinds of fish into the United States. We can’t protect the Great Lakes unless we’re checking these things at the door when they come into the country. It’s that simple.”


Davis is pushing for the passage of the National Aquatic Invasive Species Act. The bill would allocate a total of 174-million dollars to develop new technology for identifying and eliminating the invaders if and when they arrive.


So far, local authorities ahven’t found another snakehead near the banks of Lake Michigan, but Cameron Davis says the initial find just proves how hard it is to regulate what comes into the country’s largest body of fresh water.


Standing on the dock at Burnham Harbor, Davis looks out over the dark waters and shakes his head.


“It’s just an indicator that we’re in a race against time right now. Let’s hope that if there are more than one out there, that they haven’t hooked up.”


If they have, he says, it could truly be the stuff horror movies are made of… at least, for the other fish in the Great Lakes.
