It’s one of the eternal questions, ‘paper or
plastic?’ They’re both recyclable, but only paper
bags come from a renewable resource. And since only
1% of all the plastic bags on earth are actually
recycled, Lisa Ann Pinkerton reports some cities and
even one national company are wondering why we need
plastic bags at all:

plastic bags at all:

Americans send around 100 billion plastic bags to landfills every
year, where they’re supposed to be compacted by bulldozers.

That is, unless they catch the wind and transform into mini
parachutes.

Carmine Camillo is a spokesman for the national company Waste Management.

“The tree lines and fence lines can be littered with bags, until we get
a chance to get out there and clean them up.”

This happens so much around the world, it’s picked up the nickname ‘tree condoms’. Besides that,
they clog storm drains, and
eventually end up in waterways and oceans, where fish
mistake them for jellyfish.

The solution, it would seem, is to recycle them.

But shopper Mary Jo Wickliffe says that’s too much of a hassle.

“You unload your groceries and you go home and throw them away. That’s what I do with them.”

Since Wickliffe shops at the organic market Whole Foods she
says she’s been doing less of that. Because the
chain recently bagged the plastic.

Cleveland Store Manager Chery Wiseman says to stop offering plastic bags is a decision that goes against busines school 101.

“It costs us more money to buy our paper recyclable bags, but we
feel that’s worth it to keep the plastics out.”

Whole Foods’ paper bags are made from 100% recycled content and
shopper Bruce Kane says it’s about time plastic went out of
style.

“I notice that China has fines for stores that use plastics. I think it’s a
positive trend and I’m glad to see it coming to Whole Foods and coming to the
United States.”

The trendsetter in this country is San Francisco. It’s the only city to successfully ban plastic bags.

New York City, Annapolis, Maryland, New Haven,
Connecticut, Santa Monica, and Portland, are looking to shun plastic too. But the bruising the city of Oakland took might make them think twice.

A plastics industry group, called the Coalition to Support Plastic
Bag Recycling sued Oakland over its ban and won. It
claimed the city didn’t do its homework on alternatives such as compost-
able plastic bags or a recycling program.

Sharon Kanise is a spokeswoman for the plastics industry at the
American Chemistry Council.

“We certainly hope that the city of Oakland will work with the state of
California on recycling, because it
doesn’t belong in the roadways, it belongs in the recycling bin.”

Plastic bags are made from petroleum and natural gas, but
Kanise says their manufacture and transport uses 70% less
energy and produces half the carbon dioxide that making paper
bags does.

But for some, choosing between paper and plastic isn’t enough. A few people are starting to shop with reusable cloth bags. Some
stores sell them for about a dollar and Wal-Mart recently gave
away 1 million free to its customers.

But the concept of bringing
their own bags to the store is still foreign to some Wal-Mart
shoppers.

Customer 1: “It really doesn’t matter to me, but I’m going to need a
bigger bag than this.”

Customer 2: “It’s easier just to throw these out and come back to
the store with nothing in our hands.“

Customer 3: “Well, it’s just becoming popular, so I’ll start to.”

Whether it’s paper, plastic, or cloth, each can be environmentally-friendly, if
consumers go to the extra effort. But if people keep throwing them away, local governments might attempt to
reduce plastic bag use. A move the plastics industry will certainly
contest.

More Scrap Tires Reused

ravines or in huge tire piles. These piles have created eyesores,

reports that the days of widespread illegal dumping and monster tire
piles are waning:

ravines or in huge tire piles. These piles have created eyesores,
toxic fire traps and places for mosquitoes to breed. But Ann Murray
reports that the days of widespread illegal dumping and monster tire
piles are waning:


Michelle Dunn is making her way through shoulder high knotweed to
show me an urban tire dump:


“This is the start of the tires. They’re all entwined in here.”


About 300 tires have been chucked over the hill in this quiet
Pittsburgh neighborhood. Dunn’s with a non-profit that helps
communities clean up old dump sites. She says illegal tire dumping is
still a problem but not the gargantuan problem it used to be:


“I don’t think you’re seeing new major piles appearing. The regular
Joe isn’t dumping as many tires because people are now becoming
educated. They have a service they can take their tires to have them
disposed of properly.”


In many states, the place to take old tires is now the neighborhood
tire store. Since the early 1990s, about 35 states have required tire
dealers to collect small fees to dispose of used tires. Now fewer
people dump tires and about 4 out of 5 scrap tires have been
cleaned up. Numbers have nosedived from a billion stockpiled tires to
less than 200 million.


Not all states have had equal success reducing their cache of old
tires. Some states such as Alaska, Wyoming and Nevada are still
struggling. Their rural landscapes have made it hard to catch illegal
dumpers and collect tires. Many other states have stepped up
enforcement. They now make dumpers pay to clean up waste tire
sites and register scrap tire haulers. But Matt Hale says new laws
aren’t the only reason scrap tire programs are working. Hale directs
the division of solid waste for the US Environmental Protection
Agency:


“In many cases a successful program is the result of being near
markets for tires. In the southeast for example, tires are in demand as
a fuel use and that certainly makes state tire programs in that part of
the country easier.”


Stricter waste tire laws have made it easier for the tire
recycling industry to take hold. Dave Quarterson is a senior director
with Liberty Tire. Liberty’s the biggest tire recycling company in the
country:


“It has been difficult for companies like ours in the past to look at
having to invest 5 or 10 million dollars into a facility to recycle tires
and then to have to compete on the street with a guy with a $1000
pickup truck who’s rolling ’em down an embankment somewhere.”


In 1990, very few of the 300 million scrap tires generated each year
were re-used. Today about 90 percent are recycled. A majority of
these tires are chipped and shipped to cement kilns and paper mills
to be burned for fuel. A fuel source that US EPA says is relatively
safer than burning coal but environmental groups say is still polluting.


Tire recyclers like Liberty Tire are now in big demand. Liberty uses
almost 75 million scrap tires a year. Their headquarters
plant specializes in making “crumb” rubber. Crumb’s used in
everything from football field turf to brake lining. It’s made from
shredded tires that are frozen with liquid nitrogen and then pulverized
into various sized bits.


Dave Quarterson, says tire recyclers are starting to move away from
producing tire chips for fuel to making newer products like crumb
rubber:


“We’ve got a lot more money into producing it but it’s a lot more
rewarding financially.”


States are also encouraging new uses for the decades old tires that
still remain in big, abandoned piles. Even with this backlog of old
scrap tires, states and recyclers are optimistic that growing markets
and new laws mean more and more scrap tires will have a useful
second life.

in smoke, but a promising new technology turns these ordinarily
troublesome waste products into something that’s especially valuable
these days: cheap electricity. The Great Lakes Radio Consortium’s Julie
Halpert has this report:


Remember the children’s story, where Rumpelstiltskin was able to take
straw, a cheap, abundant material, and magically transform it into
precious gold? Well, these days, cheap energy is like gold, and one
company has found a way to similarly generate power from pollution.

To see how it works, I’m standing on a roof sixty-five feet above the
ground. This is where Ford Motor Company maintains its pollution
control equipment. There are rectangular gray metal boxes as tall as I am
all over the roof, so many that we can barely walk between them. Under
the roof, they’re painting trucks. The paint emits vapors that Ford is now
capturing with these big boxes of machinery.


Mark Wherrett is Ford’s principal environmental engineer.


“We’re here at the Ford Motor Company Michigan truck plant, where the
paint solvent is collected from the process and used as a fuel to make
electricity in a Stirling Engine.”


The Stirling Engine is key. Here’s how it works. Ford’s using an engine
developed by STM Power. STM is using an old engine style called a
Stirling Engine that was once used in place of a steam engine. Instead of
using coal or wood to heat up water and make steam, STM burns the
paint fumes to heat up hydrogen and power the engine. The fumes will
generate 55 kilowatts of electricity. That’s enough to power 11 homes.


There’s not as much pollution emitted at the end, since burning can be
adjusted to temperatures where pollutants are reduced. Wherrett says
that for Ford, the technology simply has no downsides.


“The fumes to fuel process takes the environmental emissions and turns
them on their head, so instead of them being a waste product that we
have to dispose of, we can then turn it into a commodity where we can
then use that to make electricity and use that in our plant systems.”


And that means Ford doesn’t have to purchase as much power from the
grid.


Dorrance Noonan is CEO of STM Power, the company that’s redesigned
the old engine. Noonan says Ford is a perfect candidate for this
technology.


“We’re really excited about the Ford project because it offers a
tremendous opportunity to manufacturing companies and large paint
operations, who have large VOC problems that they have to deal with in
very expensive ways.”


The Ford plant is just the beginning for the company. They also plan to
deliver their portable on-site generators to landfills and wastewater
treatment plants. In that situation, methane gas is used as the fuel to
generate electricity. Noonan says his company has a bright future.


“Well, in the next couple of years, we see strong penetration in our two focus
markets, which are the landfill markets in the U.S. and the wastewater
treatment markets in the United States, and then we see that expansion
going outside of the United States to Europe and eventually to Asia.”


There are some skeptics.


Dan Rassler, with the Electric Power Research Institute, says STM’s
technology does have the potential to create viable new sources of
energy, but more companies need to actually start using it before he can
know for sure, and he says that right now the technology is still too
expensive for many companies.


“We’d like to see the capitol costs of these systems be lower than where
they are today.”


Right now, an STM unit costs $65,000. Rassler would like to see overall
costs cut by 10 to 20 percent. He says costs could decrease as more of
these units come on line.


STM CEO Dorrance Noonan says the costs are comparable to competing
on-site generators, and these expenses will be offset by using the free
fuel used to generate electricity that his engines provide. Noonan says
that continuing high natural gas prices will be his technology’s best
friend, as companies strive for ways to reduce energy costs.

say the amount of agricultural land is increasing worldwide… bringing
additional challenges to U.S. farmers. The Great Lakes Radio
Consortium’s Chuck Quirmbach reports:


Researchers have used satellite data and statistics from
government agencies to determine that more than one-third of the
earth’s land is used for agricultural activity.


Scientist Navin Ramankutty is at the University of Wisconsin-Madison.
He says urban sprawl may be gobbling up farmland in the Midwest,
but in places like South America, farms are replacing the rainforest.
Ramankutty says the change concerns U.S. soybean farmers.


“The U.S. still continues to be the largest soybean exporter in the world,
but Brazil’s catching up really fast. So, soybean farmers here in the
Midwest are concerned about whether/how their markets will change
in the future.”


But while the global growth in agriculture is feeding more people,
Ramankutty says there are downsides for the environment in terms of
more water pollution and loss of forests. So, he says his research
team is trying to weigh the tradeoffs, and make recommendations on
what might be the best locations for new farms.

Poultry farmers in the Midwest are taking extra precautions after the discovery of avian flu
among chickens in Pennsylvania and Delaware. But there are some things the industry can’t
control, as the Great Lakes Radio Consortium’s Tracy Samilton reports:


Most commercial poultry farmers practice state-of-the-art biosecurity because of what’s at stake.
Some avian flu is relatively harmless, but if a lethal variety breaks out, the farmer’s entire flock
has to be destroyed. So birds are isolated from contact with visitors and delivery trucks, and
workers frequently change clothes and disinfect their shoes.


Paul Wiley is with Michigan State University’s agricultural extension service. He says
that’s not the case with city émigrés to the country who raise chickens as a hobby.


“The first thing they want to have is two horses, the second thing they want is some kind of flock
of poultry, and they are clueless about poultry!”


Wiley says more backyard flocks could threaten the health of the large commercial flocks. Still,
he says the situation is not nearly as bad as in some Asian countries. There, birds are sold live at
markets, which brings them into frequent contact with people, other birds and wild animals.
