The US Environmental Protection Agency
is wrapping up a 60-day initiative
looking at toxic air pollution around
schools. They’re looking to gauge the
health effects linked to pollution exposure.
Many of the schools were chosen based
on how close they were to heavy industry.
Gigi Douban reports:

It’s pretty much a given: put a school near heavy industry and an interstate, and those
kids are going to be breathing polluted air. What the EPA didn’t know was just how
polluted it would be. So the agency in August put air samplers outside of 63 schools in
22 states. One of those schools is Lewis Elementary in Birmingham, Alabama.

As he does every day, Richard Gooden is waiting in the carpool line to pick up his
granddaughter, who attends pre-K at the school. Not far away, near the basketball
court, there’s an air pollution monitor. Gooden, for one, was glad it was there. Living
up the hill from the American Cast Iron Pipe Company, he’s seen thick layers of dust
settle on his windows.

“I got a little white house with vinyl siding, and you can’t tell there’s vinyl hardly
because of the dirt coming from that pipe shop.”

Gooden has lived in that house for 43 years. His granddaughter spends most days
there, and he worries about her health and his own.

“I had a triple heart bypass a while back. I’m just wondering is that air completely
clean to breathe.”

The EPA plans to have some answers. In Birmingham, the Jefferson County Health
Department is collecting the data on the EPA’s behalf. Corey Masuca is the county’s
senior air pollution control engineer. He says they’re screening for about 100 different
pollutants.

“We looked for them, then, we found them.”

So far, he says, only three of those – benzene, manganese and acrolein – were found
at high levels. Most concerning, acrolein levels were more than 100 times higher than
what the government considers safe. Where does it come from?

“Pretty much any type of combustion source – whether it’s combustion coal, or
fuels from a plant, or fuel from a car. It even emanates from cigarette smoke, so it’s
fairly ubiquitous.”

But ubiquitous doesn’t mean safe. In fact, excess exposure to manganese can cause
brain damage. Acrolein can damage the lungs, and benzene is a carcinogen.

Masuca says the findings aren’t a major cause for concern. But Janice Nolen,
Assistant Vice-President for Policy and Advocacy at the American Lung Association,
disagrees.

“The fact that it’s in lots of places doesn’t mean it is not a big problem. It means
that we have a lot of things that we need to clean up.”

And when it comes to schools, she says, industrial pollution isn’t the whole picture.
Diesel buses drive right up to the school doors every day. Inside schools, poor
ventilation and even things like some glues can lead to health problems.

Yet there are definite links between these air toxins and heavy industry. So Masuca, of
the Jefferson County Health Department, says just knowing what’s out there is a huge
first step. Next they’ll come up with ways to reduce exposure. Things like having kids
stay indoors during recess on days when pollution levels seem to be highest.

Janice Nolen of the American Lung Association hopes monitoring will lead to stricter
controls on nearby industry. And maybe spark even a little bit of self-regulation.

“Letting people know about what’s in the air often raises public awareness and
causes industry to rethink what they’re doing and come up with less toxic ways to
produce their products.”

She says this research can galvanize communities into action. Most of the parents I
spoke with at Lewis Elementary didn’t know a thing about the EPA’s monitoring
program. But perhaps once the EPA gathers long-term data on schools across the
country in the months to come, that will change.

Tackling a climate change bill is the next big issue for Congress. And special interest groups are going on the offensive. Mark Brush reports big oil is going after Republican Senator Lindsey Graham for working with Democrats on a climate change bill:

This ad comes from the American Energy Alliance – a group backed by oil and natural gas companies.

“There are some scary stories coming out of Washington. The latest is Senator Lindsey Graham’s support for a new national energy tax called cap and trade.”

But by working with democrats on a climate bill, Senator Graham says his main goal is to make the country more energy independent.

There are people coming to his defense.
They like the fact that he’s sitting down with the other party.

Michael Couick is the President of the Electric Cooperatives of South Carolina.

“I think we’ve got to get smart folks in Congress to talk to each other, reason together. Otherwise we’re not going to be able to solve a problem, that if we don’t do anything by default we’ve got an energy policy that will not work for the long term.”

Some in the Republican Party say Senator Graham is selling out.
He was recently called a traitor at a town hall meeting in South Carolina.

Rallies on health insurance reform can be pretty rowdy at times. It looks like you can expect the same over climate change legislation.

The American Petroleum Institute, and other big industry types formed a group called “Energy Citizens.”

They say the current climate change bill will mean higher energy prices and the loss of millions of jobs. A video on their website portrays everyday folks opposed to the idea.

“The principle of the government trying to help the environment is a good thing, but I don’t think this legislation is the best way to go about it.”

A memo from the American Petroleum Institute to oil company execs encourages getting those kind of people to townhall meetings. Environmental groups say it’s a fake grassroots movement.

A spokesperson for the Petroleum industry says oil companies are not against climate change legislation, just the climate legislation being considered by Congress.

The new General Motors, which recently emerged from bankruptcy, wants to create a clean, green image with its Chevy Volt electric car. But GM might have a bit of an environmental PR problem on its hands. Tamara Keith explains:

Automakers used to use mercury switches for lights and anti-lock brakes. But when old cars are scrapped and melted down, those parts turn into toxic air pollution.

So automakers and environmental groups created a program to recycle the mercury.

More than half of the mercury switches still on the road are in GM’s cars. But, since filing for bankruptcy, GM stopped paying into the program.

Rich Bell is president of the program, and he also works at Ford.

“None of our members are interested in paying for GM’s environmental legacy issues, and so we’re looking for a path forward, and we’re kind of in the midst of that now.”

In a statement, the new GM said those cars with mercury switches were made by the old GM.

The new GM that emerged from bankruptcy is not responsible for those old switches.

A new film documentary that’s hitting theaters now looks at the underbelly of the food industry. We’ve all heard about food recalls because of E.coli bacteria contamination. There was peanut butter, hamburger, spinach – and the list goes on. Lester Graham reports the documentary, Food Inc., looks at why food gets contaminated and reveals a lot more about our industrial approach to producing food:

A new film documentary that’s hitting theaters now looks at the underbelly of the food industry. We’ve all heard about food recalls because of E.coli bacteria contamination. There was peanut butter, hamburger, spinach – and the list goes on. Lester Graham reports the documentary, Food Inc., looks at why food gets contaminated and reveals a lot more about our industrial approach to producing food:

This documentary is disturbing. It shows some of the things that happen to our food behind the scenes.

“There is this deliberate veil, this curtain, that’s dropped between us and where are food is coming from. The industry doesn’t want you to know the truth about what you’re eating, because if you knew, you might not want to eat it.”

The film, Food Inc., looks at how raising animals and growing crops have been industrialized from the farm to the grocery store.

Food processors have relied more and more on technological and chemical fixes to food contamination problems and storage issues instead of questioning whether the assembly line factory, mass production approach is the best way of handling food.

It looks at how companies such as Monsanto are treating farmers who want to save their seeds to replant next year – hint — involves lawyers and lawsuits.

It looks at how companies fight against labeling that would give consumers more information on packages. They say more information might unnecessarily scare their customers.

And it uses video from hidden cameras to show how animals are treated at big factory slaughterhouses.

Robert Kenner is the film’s producer/director. He thinks most people won’t like what they see.

But, he also says things can change. If people think about it, they actually vote with their forks three times a day.

“On some level, I think it’s going to be lead by moms who don’t want their children to be eating this food that’s making them sick.”

Kenner says these massive food recalls we’ve seen over the last several years are bad enough, but there’s a greater threat to our health.

“Obviously E.coli and things like that are very frightening, but ultimately it’s the everyday stuff that we don’t see – such as the sugar, salt and fat – that are making us fat. And that’s what I think needs to be changed most. That we get food that’s healthy and that we don’t subsidize food that’s making us sick.”

Food Inc. interviews farmers and food processors and some food industry critics, including author Michael Pollan.

He says those foods subsidized by the government are the kinds of ingredients that are causing some of the leading health problems, such as early onset of diabetes and heart disease.

“All those snackfood calories are the ones that come from the commodity crops – from the wheat, from the corn, and from the soybeans. By making those calories really cheap, that’s one of the reasons the biggest predictor of obesity is income level.”

Pollan says it’s wrong when it’s cheaper to buy a cheeseburger than it is to buy broccoli.

The director and producer of Food Inc., Robert Kenner says he knows the film spends a lot of time looking at the dark side.

But he also gives some of the progressive food processors and even Wal Mart credit. He says they’re doing something about meeting the consumer demand for better, safer and more healthy foods.

“There are lots of great options out there and they are growing options.”

Such as farmers markets, grocery stores letting you know if food is grown locally, and a growing selection of organic foods.

Kenner says he hopes his film, Food Inc., not only outlines the problems with how our food is handled, but gets people to start asking questions about the choices they make when it’s time to eat.

House Gives Cash for Clunkers Green Light

The so-called “Cash for Clunkers” bill has passed the US House. Automakers say it could help boost sluggish sales if it passes the Senate and gets signed into law. But as Rebecca Williams reports some people think the bill isn’t very green:

The so-called “Cash for Clunkers” bill has passed the US House. Automakers say it could help boost sluggish sales if it passes the Senate and gets signed into law. But as Rebecca Williams reports some people think the bill isn’t very green:

If you have a car or truck that gets 18 miles per gallon or less, under this bill, you’d get to trade it in for a more fuel efficient car or truck. The old car would get scrapped.

You’d get a voucher for several thousand dollars. Old gas guzzlers would get taken off the road.

But Ann Mesnikoff points out: in the House bill you could trade in an old SUV that gets, say, 14 miles per gallon… for a new SUV that gets just two miles per gallon more.

She directs Sierra Club’s Green Transportation Campaign.

“The key things to change in the cash for clunkers program are to ensure that taxpayer dollars are going to buy vehicles that have at least better than average fuel economy. Not those that can’t even meet today’s fuel economy standards.”

Congress is also going to have to figure out how to pay for the bill. It’s expected to cost about 4 billion dollars.

West a lot worse. It’s because energy companies hope to develop the oil shale industry.
Getting oil from shale requires lots of water, and the richest oil shale deposits happen to be
in the dry state of Colorado. Shawn Allee headed there to see why a fight over water and
oil could be in the works:

West a lot worse. It’s because energy companies hope to develop the oil shale industry.
Getting oil from shale requires lots of water, and the richest oil shale deposits happen to be
in the dry state of Colorado. Shawn Allee headed there to see why a fight over water and
oil could be in the works:

Oil companies have their eyes on vast oil shale deposits in western Colorado, Utah and
Wyoming.

The federal government says companies could pull 800 billion barrels of oil out of that shale.

That’s about three times the proven oil reserves in Saudi Arabia.

Oil shale’s an impressive resource but it depends on water and there’s not much available
there.

How much would an oil shale industry need?

Shell Oil PR guy Tracy Boyd says the simple answer is that it will likely take his company
three barrels of water to extract one barrel of oil.

It’s because oil shale doesn’t really have oil in it – it’s got something called kerogen.

“You can heat this kerogen up. If you do it really slow, which we do for about 3.5 –
4 years, by putting heaters down in the rock formation, (you) produce a crude-oil
like material but with a little processing this is the first product we get out of it
which basically transportation fuels.”

Heating the ground require loads of electricity from new power plants and generators, and
they’d be cooled by water.

Oil companies are just experimenting with shale right now, but they’re securing rights to
water just in case.

Shell’s latest water claim is on Colorado’s Yampa River.

When Shell filed its court papers – some town governments warned they might fight the
claim.

One of these towns was Parker – a Denver suburb hundreds of miles east of the oil shale
region.

Frank Jaeger runs Parker’s water district.

Jaeger says, like other Colorado cities, Parker plans to expand.

“We know approximately what our numbers are and it will be somewhere in the
neighborhood of 150,000 people. In order to assure 150,000 people for another
150 years from now, I have to be proactive, I have to be at the front of the line for
the next drop of water available in the State of Colorado.”

Oil shale developers and cities across Colorado are set to fight over the water they might
need for the future, but some feel oil companies already have an edge.

“They’re actually one step ahead of the game.”

David Ableson is with Western Resource Advocates, an environmental group.

Ableson says energy companies tried developing oil shale several times in the last century.

They failed, but each time, they bought more water rights – just in case.

Now, they’ve got loads of water rights – and if the industry takes off, they’ll use them.

That could stop cities like Denver and its suburbs from getting water they hoped to have for
new homes and businesses.

Ableson says this isn’t just a Colorado fight, though.

He says some congressmen sell the idea of oil shale as an energy source the whole country
can depend on – even though its future could get tied up in Colorado water courts.

“And so, folks who are looking at this issue who do not live in CO, UT, or WY, need
to understand that when an elected official says, “this can solve our energy woes,”
that it’s actually a far more complicated situation than that and if there are severe
water impacts, that makes it much less likely that you could develop that
resource.”

The energy industry claims the concern over water is overblown – they say they just might
not need all that much water.

Ableson says that’s only true if oil shale fails. But if it succeeds, and we fill up on oil shale
gasoline – he predicts some towns or industries in the West will be left dry.

Dreaming Big, Despite Bankruptcy

Someday you might be able to power your radio through your car’s paint.

Christopher Webb is GM’s senior creative designer.

He says GM’s research teams are giving some thought to solar powered paint. He says it might start with tiny solar cells called quantum dots.

“You could suspend these solar cells in a resin system or a waterborne or solvent carrier and spray it over the surface of the vehicle. Technically the entire surface of the vehicle could become almost a solar conductor.”

Webb says nobody knows exactly how this might work yet. But he says he’s confident that GM will continue their research into new technologies like this even with the bankruptcy announcement.

Something else that’s being talked about is using volcanic rock in paint. It could be a coating that would reduce a car’s interior temperature by reflecting heat – so you could use the air conditioning less often.

In one sentence President Obama summed up his vision for the U.S. auto industry.

“I am absolutely committed to working with Congress and the auto companies to meet one goal: the United States of America will lead the world in building the next generation of clean cars.”

Some analysts say the market should decide whether consumers want fuel-efficient, clean cars. They point to headlines noting hybrid car sales fell off a cliff since gasoline prices went down.

But J.D. Power and Associates’ Michael Omotoso says yeah, hybrid sales are down – but not as much as everything else.

“Hybrid sales are actually doing well compared to overall sales.”

Hybrid sales in February were down 29% from last year, but overall light vehicle sales fell 40%.

Omotoso says hybrids are still selling because people expect gas prices will go up as the economy recovers.

A new report finds that almost one quarter of the private wells in the country are contaminated. Mark Brush reports on a new study that tested the quality of well water:

A new report finds that almost one quarter of the private wells in the country are contaminated. Mark Brush reports on a new study that tested the quality of well water:

The government sampled wells across the country. And it found that twenty-three percent of the private wells tested had chemicals at levels that could cause health problems.

The United States Geological Survey published the report. Bob Gilliom is one of the authors.

He says most of the contaminants they found came from natural sources underground – such as arsenic – which is a poison:

“So certain parts of the country there was a relatively high incidence of arsenic concentrations that were greater than the maximum contaminant level identified in the Safe Water Drinking Act.”

Man-made chemicals were also found – especially near farms where nitrogen fertilizers are used. Around one quarter of all the wells tested in these areas had levels of nitrates considered to be unsafe. In the U-S – about 43 million people get their water from a well. And the government says it’s often up to the home owner to find out whether their water is safe.
