Predicting Wildfires in a Warmer World

researchers believe global warming
will cause major shifts in wildfire
patterns around the world. As Sadie
Babits reports, scientists hope to

Trying to predict where wildfires are likely to start decades from now, is
kind of like getting a full body scan.

Except instead of a medical scanner, scientists scanned the earth using
satellite data, climate models and the history of present day wildfires to
map out global wildfire patterns.

“The impacts of climate change on wildfires are expected to be widespread
around the world.”

Katherine Hayhoe is a climate scientist at Texas Tech University. She’s part
of a group of scientists that has for the first time, tried to project where fire
hotspots will crop up around the world. She says they found that climate
change will affect wildfire patterns.

Hotter temperatures and rain and snow coming at different times in the
year or perhaps not at all, will mean forests and grasslands will dry out
quicker – becoming tinder boxes for fire.

In the next 30 years, scientists believe that the Western U.S. will continue
to see catastrophic fires like the recent blaze in Santa Barbara, which
destroyed 80 homes.

In the next 60 years, they predict wildfires will increase in the Corn Belt and
spread into the East Coast.

Hayhoe says having an idea of how wildfire patterns will shift will help
communities better prepare.

“We can never eliminate the risk of climate change entirely but by making
wise choices and planning strategically we can minimize those risks.”

Some communities are already taking steps to prevent wildfire. The city of
Bend, Oregon was one of the first in the country to launch a public
education campaign to get homeowners to fire proof their homes. The
program, called FireFree, started more than a decade ago, after a massive
wildfire burned nineteen homes and scorched thousands of acres.

“It was something that scarred our community.”

Gary Marshall is the deputy chief of Bend’s Fire Department.

“We have this history of people wanting to live outside the urban area and
live out in rural areas, where they can see the deer and be out in the trees
and live that lifestyle that most Americans who move out to the West want
to be a part of that.”

Bend lies in what’s known as wildfire alley. Every year there are dozens of
fires that crop up either from lightning strikes or from people. The flames
are fed by dried out grasses and forests so dense you can’t see through
them. Add homes to the mix and you have a recipe for disaster not just
here but throughout the West.

But Marshall says the Fire Free program is working.

County forester Joe Stutler and Gary Marshall drive me through
neighborhoods outside Bend. We stop first at an upscale suburb called
Coldera Springs. Everyone here has volunteered to fire proof their new
homes.

But just down the road, there’s a much older suburb and a lot of trees that
have been thinned out.

Sadie: “You can’t see through the trees it’s so dense.”

Joe: “You can’t walk through.”

Gary: “And a firefighter won’t go in there. You’d write that off. So if you
don’t take care of it, the fire will.”

That’s a picture that climate scientist Katherine Hayhoe hopes to avoid.
She says having a long term view of where wildfires might pop up could
help communities to start now and follow Bend’s lead.

It took Bend years to get most of the homeowners here to take
responsibility, and give their homes a fighting change to survive a
devastating blaze.

Steam plants haven’t been en vogue since Thomas Edison’s day. But now, they’re back in the spotlight thanks to the Obama administration. The Department of Energy just got 106-million dollars worth of stimulus money to fund steam-related projects. Jennifer Guerra takes us back to the future:

You hear that? That’s the sound of efficiency.

It’s what you get when you combine steam pipes with a giant jet engine.

These steam systems are called combined heat and power, or CHP, and the government wants to see more of them.

Getting energy from coal-burning power plants isn’t very efficient. Most CHP systems, on the other hand, use natural gas and are more than 80% efficient.

The DOE says that’s like taking 45 million cars off the road.

Neal Elliot is with the American Council for an Energy-Efficient Economy.

“So whether you’re concerned about local air quality or whether you’re talking about global climate change gasses, the more efficient the system, the lower the emissions.”

And if you’re worried about seeing a giant CHP plant pop up in your backyard – don’t worry, most CHP systems are underground.

When schools get too crowded, they often resort to sticking students in modular classrooms – cheap trailers, essentially. But Sheryl Rich-Kern reports some innovative architects are saying that the energy savings and efficiency of modulars make them an ideal, and often, permanent solution:

When schools get too crowded, they often resort to sticking students in modular classrooms – cheap trailers, essentially. But Sheryl Rich-Kern reports some innovative architects are saying that the energy savings and efficiency of modulars make them an ideal, and often, permanent solution:

I’ve actually taught a class in one of those temporary, portable classrooms. It was in the early morning at a community college.

Students would walk in droopy-eyed. My job was to keep them engaged and awake.

Not an easy task – the room was either too hot or too cold. And the ventilation system made weird noises.

But, some experts say portables don’t have to be that way. They can be the kind of room that educators actually prefer.

Michelle Gould is a teacher and parent at the Carroll School in Lincoln, Massachusetts. And she teaches in a new kind of portable classroom.

“The air is very clean in here. It smells like the outside. It doesn’t smell like air conditioning or heating. The lighting is very good for not working under natural light. It seems like you’re outside. And it makes a big difference tutoring kids.”

Tutor: “Did you write your last name, Will? No? Very good, nice spacing. Close your books and put your pencil down.”

The Carroll School’s main building is a brick mansion from the early 1900s.

It is stately, elegant. The portable next to it is not. It’s boxy, and has a flat, white roof. Kind of ugly.

But, when you walk in to the portable you feel a change. It’s comfortable!

Cliff Cort is president of Triumph Modular, the firm that leases the country’s first green portable classroom.

“This is a vestibule, we think is a necessary ingredient to almost all buildings, because it controls the weather from the outside to the inside.”

Vestibules aren’t typically found in modular classrooms. Neither is the paperless drywall that eliminates mold, or the sensors that “learn” the best way to control the heating.

“If the teacher tends to come in early on Mondays, the building will begin to learn her habits, and then turn on the heating or A-C just before she gets here. And if they start to take off half a day on Wednesdays, the building would start to learn that no one is here in the afternoons, and then they can shut down. So it helps manage the use of the HVAC system.”

Cort points to the domed skylights known as sun tunnels, which bring in daylight.

“But they don’t bring it in a way that’s too harsh. As you can see, this is screened a bit. So it’s diffused light.”

Triumph Modular is just one of the companies making these more environmentally friendly modular classrooms.

Tom Hardiman is director of the Modular Building Institute, a trade association for dealers and manufacturers of commercial modular buildings.

“Improved acoustics. Improved daylighting. There are countless studies out there that show that it does improve the learning environment.”

Hardiman says many of the old-style portable classrooms end up being used for 20 or 30 years. The problem is they weren’t meant to.

But higher-end portables, like the one in Lincoln, Massachusetts, are built to last.

And, because of the modular construction, they’re greener.

“We typically produce much less construction waste material than site-built construction. Because our factories buy in bulk, they can resuse smaller pieces of material. If you’ve been on a construction site, you’ve seen dumpster after dumpster of two-by-fours and drywall and siding sticking out of the dumpster. There’s just not that much waste with modular construction.”

Hardiman says that green portables are the wave of the future.

They’re not the cheapest solution. But Hardiman says they do provide the best learning spaces on campus.

Someday you might be able to power your radio through your car’s paint.

Christopher Webb is GM’s senior creative designer.

He says GM’s research teams are giving some thought to solar powered paint. He says it might start with tiny solar cells called quantum dots.

“You could suspend these solar cells in a resin system or a waterborne or solvent carrier and spray it over the surface of the vehicle. Technically the entire surface of the vehicle could become almost a solar conductor.”

Webb says nobody knows exactly how this might work yet. But he says he’s confident that GM will continue their research into new technologies like this even with the bankruptcy announcement.

Something else that’s being talked about is using volcanic rock in paint. It could be a coating that would reduce a car’s interior temperature by reflecting heat – so you could use the air conditioning less often.

Solar panels and wind turbines get most of the buzz, but it’s far easier and cheaper to save
energy than it is to make more of it. Now, President Obama’s economic stimulus package
is pouring billions into energy-efficiency programs. As Amy Standen reports, it’s shining
a new spotlight on some of the simpler ways we can all reduce our energy use:

Sure, I’ve thought about buying solar panels to put on my roof. There’s a perfect spot on
the south-facing slope – maybe we could power the whole house. But there are some
easier things we could do first – like insulate the attic or weather strip the doors. And yet,
somehow I never quite get around to them.

Why is that? Well James Sweeney directs the Precourt Energy Efficiency Center at
Stanford, and he has a theory.

“Energy efficiency turns out to have low salience to people.”

Which is to say, it’s maybe… a little bit boring?

“It’s very boring.”

But if your eyes start to glaze over at the mere mention of the word “efficiency,” consider
the compact fluorescent light bulb.

“The easiest thing everyone can do is change their lighting.”

If everyone in the U.S. traded in their old incandescent light bulbs for compact
fluorescents, we’d cut electricity use by about 2%.

Which, maybe, doesn’t sound so impressive – until you consider the fact that all the solar
and all the wind power combined in the entire country amounts to point .4% of our total
energy use. That’s 0.4.

“The cleanest energy is the energy you don’t need in the first place.”

That fact has not been lost on the Obama White House. The American Recovery and
Reinvestment Act is pouring approximately 20 billion dollars into efficiency projects.

Five billion of that will fund what’s called the Weatherization Assistance Program, which
helps low-income families weatherproof their homes. To qualify, a family of four must
make less than $44 thousand dollars a year.

That stimulus cash funds local non-profits like Community Resource Project, in
Sacramento, California. Since January, Community Resource’s budget has tripled, from
1.3 to 4.5 million dollars a year. They’re buying new trucks, hiring at all levels, and
going to more and more homes.

Like this one – a five-bedroom stucco ranch house in a newer suburban development
outside of Sacramento.

“Hello, how are you doing?”

At the door is TinaMarie Dunn, a family friend who’s showing us around today. She
gives a squeeze to two-year old Anaya, one of ten children who live here.

“Look Anaya, say cheese!” (Anaya: Cheese!)

Dunn says utility bills here can hit $500 dollars a month. She says the house just doesn’t
work right.

“When the heat is on, downstairs is hot, downstairs is cold. When the air’s on, the
upstairs is cold, the downstairs is hot.”

Community Resource’s Dana Gonzalez walks into the kitchen, and pauses to take a look
around.

Standen: “So when you walked in, what was the first thing you saw?”

Gonzalez: “It’s funny. You see this door shoe and you see, actually the bottom rubber
is gone.”

He points to a two-inch gap under the front door.

“And if you put your hand here, you can actually feel the air. Anytime they kick on
their heat and cool, that’s definitely affecting their house, and in the long run, affects
their bill.”

Community Resource will spend about $1500 here, aiming to cut monthly utility bills by
as much as 20%.

They’ll weather strip the doors, patch up holes in the walls, install CFL bulbs. We’re not
talking solar panels or radiant heating – just small, mostly inexpensive adjustments that
cumulatively, have a huge impact.

The White House says these efficiency projects will create thousands of jobs, but there’s
also concern that the huge cash infusion is a recipe for fraud and mismanagement.

Department of Energy officials have called for extra vigilance in the disbursement of
weatherization cash. But, they say, the benefits, both environmental and economic, far
outweigh the risks.

Each winter presents some homeowners with a choice: whether to replace old,
wooden windows with modern, energy-efficient ones before cold winds blow
again. Each year, more homeowners choose the replacement windows, often made from vinyl or aluminum. Shawn Allee found some historical preservationists want homeowners to think twice about that:

If you think century-old windows have to be rickety and leaky, Jack
Spicer would like you to come to his place.

He’s eager to show off windows on his Chicago two-flat, built in 1908.

“So, here’s an example of the way an old-fashioned wood window
looks from the outside a hundred years later. These windows are
longer-lasting and obviously better looking than any replacement window you
can find.”

It’s no surprise Spicer makes this pitch.
He’s with a group called Preservation Chicago, and he’s on a campaign
to save wood-frame windows from the onslaught of vinyl and aluminum-framed
replacements.

Spicer’s losing ground, even in his own neighborhood.

“This apartment building replaced their windows. The next building
replaced all their windows. If you look across the street at this huge
courtyard building, there’re about 48 units in there. Those windows were
fine, and those windows are now trashed. They went into a dumpster and are
now in a landfill somewhere.”

But if old wood-framed windows are so great, why do so many US homeowners
replace them?

“Somebody told them it would save them money if you put in brand-new
replacement windows. Everybody’s taught that – you read about it, you
see the ads. All the replacement window (companies) tell you, if you’re
American and you love your children, you’ll replace your windows. Well,
we’re getting over that now, I hope.”

Spicer insists replacing your windows is not an environmental slam dunk.

He says if old wood-frame windows are properly sealed and have storm
windows, they’ll hold heat almost as well as replacements.

I ask Spicer for numbers on this, and he sends me to Mike Jackson, with
Illinois’ Historic Preservation Agency.

“Several years ago, Vermont as a state did a study and they looked
at repairing windows, adding storm windows, replacing windows, and what it
really came down to was, how leaky are your windows? If they were
reasonably tight, there wasn’t a lot of savings to replacing your windows
at all.”

Jackson says a new furnace or insulation are better pay-offs, and
replacement windows often last just a few decades.

“We’re throwing away items that lasted for a hundred years with
simple technologies and replacing them with more complex things with
shorter life spans. In our line, the reason they call them replacement
windows is because you have to keep replacing them.”

Well, people in the replacement window industry don’t take kindly to
this.

One rep told me the short life span of replacement windows is overblown –
high quality ones last longer.
And he told me, if energy prices rise in the future, replacement windows
become more competitive.

So, is it worth replacing old, wooden windows?

“There’re many factors and that’s why it’s, in our opinion,
not so clear-cut.”

Christian Kohler studies window technology at the Lawrence-Berkeley
National Laboratory.

He says replacement windows are better on energy, but it could take decades
to get a good payback and by that time, you might need to replace them
again.

Anyway, Kohler says there’s an alternative.

If your wood windows are in good condition, you can add storm windows that
have what’s called a “low – E” coating.
The coating helps retain heat.

“It’s applied to glass and it’s virtually invisible. It
doesn’t have a color or anything.”

Kohler says if preservationists want to keep wood windows around on account
of their looks or long-term value, it still makes sense to crack down on
leaks and get good storm windows.

It doesn’t make sense to waste energy on account of beauty when you
don’t have to.

Economists looked at utility bills of homes in California on the hottest days
of the year.

Geoffrey Donovan is with the Forest Service Research Station.

He says, if you have shade trees on the south or west sides of your home,
those trees reduce your electricity use by five percent.

“So putting a tree somewhere it’s going to cast shadows at the warmest time
of the day. The other thing you want to think about is winter sunshine.
Particularly on the south side of a house you may want to put a deciduous
tree as opposed to an evergreen tree so in wintertime you’ll get some
sunshine through that.”

Donovan says how close you put those trees to your house matters too. For
the most energy savings, shade trees should be within 40 to 60 feet of your
home.

The average personal computer is a real energy guzzler. Only about half of the power it
uses makes videogames run, or music play, or run office software. The other half goes
up in wasted heat. Shawn Allee found out there are energy-saving PCs, but maybe using
the computer correctly can save the most power and money:

the computer correctly can save the most power and money:

I want a peek at some energy-saving PCs, so I head to a Best Buy electronics store.


“We’re heading to the computers.”

“Yes.”

I’m with a store manager. He wants me to use his first name, Tim.

Shawn: “When people come to the store, what’s usually the thing they’re asking
about or looking for in their PC?”

Tim: “First thing they look for is memory and hard drive space, that’s pretty much
it, and price.”

Shawn: “So it’s like, what can this thing do, and how much is this gonna cost me?”

Tim: “Exactly.”

Shawn: “How often is it the case someone comes in and says, Tim, which one saves
the most energy?”

Tim: “I have never heard that question asked.”

Shawn: “How long you been doing this?”

Tim: “I’ve been with Best Buy for five years.”

And you know, when I ask shoppers about energy consumption and computers, I just get
blank stares.

Well, Tim’s got several computers that have thumb-sized Energy Star labels.

Energy Star rated computers cut energy use by a third, and they usually cost the same as
comparable models.

This can save an average user maybe $25 a year in energy costs.

There are people who say that’s not enough.

You can actually save three times that by using PCs right.

One guy making this case is Pat Tiernan. He directs the Climate Savers Computing
Initiative, a computer industry group.

Tiernan says no matter how you get a PC – new or hand-me down …

“Make sure power management settings are aggressively set.”

Those are in the computer’s control panel settings.

Tiernan wants people to give power-settings the once-over, just to make certain the
computer can detect when you’re not using it.

“It puts it into a lower energy state like sleep mode.”

That’s if you don’t use the computer for fifteen minutes.

That’s the biggest energy saver.

Tiernan’s next tip is to simply turn off the machine when you’re not using it.

“It’s funny to me, people don’t just leave their cars on when they’re done with them,
right? They don’t leave them running in the garage or on the street. Yet, most
people in the U.S. leave their devices on in one form or another.”

Now, Tiernan says, there’s turning off a machine and there’s really turning off a machine.

“Even though you’ve turned many devices off on your household doesn’t mean
they’re not using power.”

Tiernan says computers always sip a little electricity out of your wall socket.

Printers, computer speakers and monitors can, too.

“Put your devices on a power strip. Flip that switch off and you’ll be doing yourself
and the environment a benefit.”

Now, there are critics of turning off your PC.

Shawn: “I have heard in the past that turning your desktop on and off again is hard
on your hard drive, though.”

Tiernan: “Well, a hard drive is and spinning up and spinning down throughout its
entire use. Does it put added wear on your hard drive? It really depends. Depending
on what you have loaded on it, your disk may be spinning up and down anyway, so
there’s a good argument to be made that turning it shutting it down for 8 hours that
you sleep may be better.”

So, what’s the bottom line if you follow Tiernan’s ‘turn it off’ advice for your PC?

On average, you could save $75 a year.

You can save even more if you use an Energy Star model.

But Tiernan says cutting power doesn’t just help your bottom line.

He says there’re more than a billion PCs on the market.

Cutting their power use can take a bite out of climate change.

Scientists keep track of how hot and how cold it gets in places all over the planet. And this time of year they tally up the data.

Karsten Shein is with the National Climatic Data Center. He says 2008 was a cooler year – but it still ranks as one of the top ten warmest years in the past century.

“We do see there are periods where temperatures have gotten cooler for a short period of time and periods where temperatures have gotten warmer for a short period of time but over the entire period of record we’ve seen a general warming trend.”

Shein says many places around the planet continue to have more extreme weather – more rain, more heat waves and more snow.

won’t be as high as experts were predicting
this summer. But millions of Americans
are still struggling to pay their heating
bills. Rebecca Williams reports in some
rare cases having your heat shut off can
mean being evicted from your home. And,
in the worst case, it can even mean losing
your children:

this summer. But millions of Americans
are still struggling to pay their heating
bills. Rebecca Williams reports in some
rare cases having your heat shut off can
mean being evicted from your home. And,
in the worst case, it can even mean losing
your children:

Demetria Salinas has three kids. Money is tight and she’s worried about
getting through the winter.

“I’m kinda nervous because I mean what if we don’t have enough to pay the
bills, then what do we do?”

She says she tries to save on heat by putting extra sweaters on her kids, and
turning the furnace off.

“Put the gas on for a little bit and turn it off, and when it gets a little bit
colder, put it back on. But it does definitely mean layering up, even in the
house.”

She says that’s hard on her kids.

Many parents are in these impossible situations. The National Energy
Assistance Director’s Association has found low-income people often have
to choose between paying their heating bills and feeding their kids.

31% said they kept their home so cold it felt unsafe. 20% of low income
people said they had their electricity or gas shut off for some amount of
time.

Phil Thompson works for Capital Area Community Services in Lansing,
Michigan. His agency helps people pay their bills and talks with utility
companies to buy people more time. He says usually utilities won’t shut
heat off in the coldest days of winter.

“Most utility companies are sympathetic to the situation of not having heat
in the wintertime. There’s always those horror stories of a senior or
handicapped individual who froze because their utility was turned off.
They’re going to do everything they can to keep that from happening.”

But Thompson says he sees a lot of people get their heat shut off in the
spring, and it can still get cold then.

Now, in some states, if the heat is shut off – even for just a little while – you
can be evicted.

“In some cases where there’s small children it’s very possible that Child
Protective Services would get involved and possibly remove the kids from
the household when there’s no utilities.”

That’s right – the state can take kids away if the utilities are shut off.

We talked with foster care workers in several states, and they all said that
this is rare. They said they do everything they can to keep families together,
and they can sometimes help pay heating bills. But they also said a home
with no heat is often a sign that something else is wrong.

Andrea Yocum is an investigator with Child Protective Services north of
Detroit.

“Typically there’s other reasons why they’re removed for example, if the
family’s just not willing to pay their bills because they’re using the money
for other things like drugs or alcohol.”

But Yocum says sometimes it’s just not the family’s fault.

“I have had families that were evicted as a result of their landlord not paying
their bills, and utilities turned off the same because the landlord’s not taking
care of what’s happening within the home.”

If families are evicted, it can be temporary, maybe just a couple days until
the heat’s back on. But for families living in poverty, having the heat turned
off again can happen as soon as the next bill is late.

There is some good news this year. There’s federal money that states use to
help people pay their heating bills. Because fuel prices were expected to go
up, Congress doubled that pot of money this year. Most states are reporting
they’re in a better position to help people now.

But winter is just beginning and they’re already getting a lot more people
asking for help with their heating bills than in the past.
