Program Works Toward Greener Golf Courses

Golf courses are among the biggest water users in the country,
and they use a lot of pesticides and fertilizers that could end up in waterways. The potential for pollution is growing as golf becomes more popular around the world. But thousands of golf courses are working to become certified as environmentally-friendly. The GLRC’s Erin Toner reports on a program that helps golf courses comply with environmental laws, save money, and become more natural:

Golf courses are among the biggest water users in the country, and they use a lot of
pesticides, herbicides and fertilizers that could end up in waterways. The potential for
pollution is growing as golf becomes more popular around the world. But thousands of
golf courses are working to become certified as environmentally-friendly. The GLRC’s
Erin Toner reports on a program that helps golf courses comply with environmental laws,
save money, and become more natural:


I’m at Centennial Acres Golf Course in Sunfield, Michigan and it’s a perfect summer day:
the sky is a deep blue, the air is warm and it smells like grilled hot dogs. The hot dogs
are for military veterans here for a golf outing. The outing hasn’t started yet, but already
most of the day’s work on the course is finished. The fairways and the greens have been
sprayed and mowed, and a couple of high school kids are washing the mowers and
parking them in a big garage.

Debbie Swartz is the director of the Michigan Turfgrass Environmental Stewardship
Program at Michigan State University. It certifies golf courses that have completed a list
of environmental improvements. Today, Swartz is doing a follow-up visit at Centennial
Acres to check on the course’s progress. She’s watching how the staff is cleaning the lawn
mowers:


“The problem is that you need to get rid of the water and you need to get rid of the
clippings. And years ago, a very easy solution would be to take this operation and put it
as close to a river as possible. And we’ve learned over the years that that’s not
appropriate. You’re loading a waterway with nutrients and so we needed to come up with
solutions on how we could clean equipment in an environmentally-sound way.”


Swartz says Centennial Acres is doing it the right way. The mowers are being cleaned on
a cement pad to reduce runoff. Clippings are first blown off the machines with air
sprayers so fewer pesticides end up in the water. Then, the clippings and the water are
applied to the golf course. This is one of many changes the course has made after
enrolling in the Environmental Stewardship Program. It also installed cement pads and
walls around its fuel tanks and it built barriers around wellheads to guard against
groundwater pollution. Josh Mattice is the golf course superintendent. He says he was
surprised at all the things he needed to work on:


“Absolutely, there was a lot of stuff that that’s the way it’s been for years and you really
don’t pay much attention to it and when somebody else brings it up it kind of turns a light
bulb on and says oh, geez, you know, that’s a good idea, or that’s something that we need
to look into.”


Mattice says the biggest change was protecting ponds and creeks on the course from
chemicals. To do that, he stopped mowing right up to the water’s edge and let those areas
grow naturally, weeds and all. The vegetation serves as a buffer, trapping chemicals
before they get into the water. Mattice says these overgrown areas were kind of tough at
first for the golfers because perfectly manicured courses have been the gold standard in
golf:


“It was rough at first, ha, ha, that’s for sure. But now that they’ve gotten used to it and
understand the reasoning behind it, they’re all for it. They’ve learned to appreciate the
natural beauty.”


Now, 15 acres on the golf course never get mowed, saving gas and money. Similar
buffers zones are being created at nearly all the golf courses in the stewardship program.

Paul McCoy is teeing off at Centennial Acres. He’s been a member here for 15 years, and
he golfs every single day. McCoy says he doesn’t mind the natural buffers because they’re
mostly out-of-play areas anyway. And he likes the wildlife they attract:


“When I’m out on the course every day and I see turkeys all over the place, like I did
today, eight turkeys. Yesterday I saw two bucks out there with the velvet steel on the
horns. And I’ve seen the hawks nest out there with two hawks, a mother hawk and I see
that everyday I think it’s a great place to be right here on this golf course.”


About a quarter of Michigan’s 900 golf courses are enrolled in the Environmental
Stewardship Program. Audubon International has a similar certification program, with
more than 2 thousand golf courses enrolled worldwide.


It costs a couple hundred dollars a year for courses to be involved in these programs. But
the cost is pretty low compared to potential fines for violating environmental rules. The
program’s also helping to bring in business for some courses. Already this summer, a
handful of groups have booked Centennial Acres for their golf outings specifically
because the course has been certified as a friend of the environment.

Thirsty City Waits for Water Diversion Law

on a legal agreement called Annex 2001. The document will determine how
water from the Great Lakes will be used and who gets to use it. Controversy
has already erupted over the possibility of one city’s bid for the water.
The city is looking toward the completed Annex for guidance. The Great
Lakes Radio Consortium’s Christina Shockley reports:


Dan Duchniak says he’s an environmentalist.


“We have the low-flow showerheads in our house, we have the low-flow faucets, we have the high-efficiency washers and dryers, our kids know about those, you know, they think they’re fun.”


But Duchniak is in the middle of a bitter fight with other environmentalists and officials over his area’s largest natural resource: water from Lake Michigan. Duchniak is the water manager for the City of Waukesha, Wisconsin. It’s just west of Milwaukee. Waukesha is only about 20 miles from the Lake Michigan shore. Right now, Waukesha gets its water from wells that tap an aquifer deep within the ground. But Duchniak says the wells won’t sustain the long-term needs of the city.


“As the water levels drop, the water quality degrades, and what happens is we’ve seen an increase in different water quality parameters, one of those being radium.”


And radium is a health problem. In very high doses, radium can cause bone cancer. To solve its water problems, the City of Waukesha might ask for access to Lake Michigan water. But even though the community considers the lake part of its back yard, there’s a major problem. Even though it’s close, Waukesha sits outside the Great Lakes basin.


That means the area’s ditches and streams drain away from the lake. Rain water runoff and treated water from the sewer system flow toward the Mississippi River Basin. The governors and premiers might include a rule in the Annex 2001 that says communities sitting outside the Great Lakes basin must return treated water to the lake, if they use it.


Engineers who study water in the area say Waukesha could make the case that the city is already using Great Lakes water. That’s because the city’s wells tap into water beneath the surface that supply water to Lake Michigan. But environmentalists say that argument isn’t going to fly. Derek Sheer is with the environmental group “Clean Wisconsin.” He says Waukesha would be pumping a lot more water directly from the lake than the underground aquifer would replace.


“They’re not returning 13 million gallons of water back to the Great Lakes by any stretch of the imagination.”


But the city of Waukesha knows that if the finalized Annex 2001 looks anything like the early drafts, the city would have to return most of the water it uses back to the lake. Waukesha’s water manager, Dan Duchniak says that could be done in a combination of ways. The city could pump it back to the lake, pump it to a nearby stream that flows to the lake, or stop using the ground water completely and let it flow back to the lake.


People on both sides of the water issue seem to agree on one thing: because of the huge amount of water in the Great Lakes system, and its natural ebb and flow, the amount of water the City of Waukesha would take would not harm the Great Lakes’ ecosystem. Even if it’s not pumped back.


Art Brooks is a professor at the Center for Great Lakes Studies at the University of Wisconsin-Milwaukee.


“The amount of water they intend to withdraw would probably lower the level of Lake Michigan on the order of a millimeter or so, probably less that five millimeters per year.”


But it’s not just Waukesha that has environmentalists worried. Professor Brooks and environmentalist Derek Sheer say if Waukesha gains access to Great Lakes water, it could set a dangerous precedent. Sheer doesn’t want other states and countries to start withdrawing Great Lakes water.


“If Waukesha and Arizona and Georgia and all these other places start pumping large amounts of water out of the basin, we could see a dramatic lowering of the water in the lakes.”


The city of Waukesha says it needs the water and would abide by whatever the Annex 2001 agreement sets down. And Waukesha’s water manager, Dan Duchniak, says that includes what it determines about return flow. He says arguing about the issue right now is a waste of time, since the Annex isn’t done. Beyond that, Duchniak says Waukesha is part of the Great Lakes system, and is not about to suck the lakes dry.


“Lake Michigan is in our back yard. We can see Lake Michigan from here. We’re not that far away from it.”


The experts say Waukesha would only be the first in line to ask for Great Lakes water. With suburbs sprawling away from the big cities on the lakes more and more towns will be eyeing the Great Lakes when demand for water exceeds their underground supplies.


A draft of the Annex could be ready this year, but it will most likely go through a lengthy series of votes before it becomes law.

Safety Concerns About New Rat Poison Pill

The poisonous pellets aren’t just tough on rats. Some environmentalists say they’re
injuring young children as well. The Natural Resources Defense Council says more than
fifty-thousand children in the U.S. below the age of six have been sickened by rat poison
this year. In 1998, the EPA made a rule that required manufactuers to put a bitter taste
and a special dye in the pellets to keep children from eating them.


But three years later, the agency rescinded that mandate.


It said it had come to a “mutual agreement” with the rodenticide industry that those precautions
might be making the pellets less effective. But critics say that has put kids back in harm’s way.
Especially those living in low-income areas where rat infestation is a common problem.


Although the EPA won’t comment directly on the case, an agency report from 2001 argued that
when rodenticides are used correctly, and children are supervised around them, fewer accidental
ingestions happen.

Companies Push for Forest Certification

It’s lunchtime and employees on break from Compuware in downtown Detroit are browisng through the magazine racks at Borders. Melody Kranz says she reads three different magazines every month. She says she is an avid recycler and an impassioned environmentalist, but never considered what kind of paper was going into her magazines.


“I don’t know why I haven’t thought about it, I just haven’t. I will now. Because I’m a gardening nut, I love to garden. So yeah, I just never really thought about it.”


But executive David Refkin is betting that Franz and others like her would think twice before picking up Time Magazine if they thought a forest was demolished to make the paper. Refkin is the Director of Sustainable Development for Time Incorporated. He says he’s noticed a strong surge in environmental awareness over the past two or three years.


“We don’t want people looking at a magazine and feeling guilty that a stream has been damaged and the fish are dying in there, or that habitats aren’t being protected because people are practicing bad forestry practices.”


Refkin says his company wants to take action now, before consumer groups decide to boycott its magazines over ecological issues. Time uses more coated paper for its publications than any other company in the U.S. The company is asking that 80 percent of all paper products Time buys be certified by 2006.


To the average consumer, that may not seem like big news. But for paper producers and foresters, it’s earth shattering. Larry Pedersen is with the Michigan Department of Natural Resources. Pedersen says getting certified means years of work for state employees. The government has to prove to investigators that its management standards take into account issues such as biodiversity, water quality, soil erosion and wildlife habitat. Pedersen says the state is also required to provide records for each tree from the moments it’s planted or inventoried to the time it’s cut down and then made into planks or paper. But he says it’s worth the effort.


“A number of wood and paper-using companies brought it to our attention that they needed to have certified products because their consumers were demanding those. And with us having four-million acres of state forestlands, we saw the writing on the wall that we needed to jump on this.”


State forests in the region generate a lot of revenue. Wisconsin’s forests earn two and a half million dollars from timber sales and Ohio pulls in almost three million. Michigan’s forests bring in 30 million dollars annually. Earlier this year, Michigan’s Governor Jennifer Granholm announced that all state forests will be certified by January 1st of 2006. And the Great Lakes State is not alone… New York, Wisconsin, and Maine are also pursuing certification and Ohio and other states are considering it.


Andrew Shalit, with the environmental activist group Ecopledge, says he’s glad Time Warner is encouraging paper companies and state governments to get certified. But he says that doesn’t necessarily mean the paper is produced in an environmentally friendly way.


“It’s great to say that they’re going to get all of their paper from certified forests. The question is, who is certifying? And in the case of Time Warner, a lot of the forests are certified by a group called SFI, the Sustainable Forestry Initiative, and their standards are so weak as to be almost meaningless.”


There’s a heated debate over just what certification means. There are currently two groups that certify forests in the U.S. The Sustainable Forestry Initiative, or SFI, was originally founded by the timber industry but is now an independent body. The Forest Stewardship council, or FSC, came out of the environmental movement… or more specifically, out of the effort to protect South American rainforests. Shalit says he doesn’t think SFI certification is as rigorous or as comprehensive as FSC.


“It really is a problem for the consumer because you see something in the store and it has a little green label on it with a picture of a tree and it says sustainably certified, and you think you’re buying something good. It’s hard for the individual consumer to keep up with that.”


Shalit says several states, like Michigan, have solved the dilemma of rival certification programs by getting dual certification. he says although the system has flaws, it will improve if consumers demand more stringent forestry regulations.


Executives at Time Warner hope they can avoid boycotts and pickets by taking action preemptively. The company is leading the push for forest certification in the U.S., and environmentalists say the federal government may have to bow to pressure eventually and get the national forests certified as well.

As part of a series on the records of the presidential and vice presidential candidates, the Great Lakes Radio Consortium’s Lester Graham reports on Democratic challenger Senator John Kerry:


Senator Kerry considers himself an environmentalist. Kerry’s Senate office website indicates that
30 years ago, he spoke at his home state of Massachusetts’ first Earth Day. The Senator says he
called for “fundamental protections that became the Clean Air Act, Clean Water Act, Safe Drinking
Water Act, Endangered Species Act and Superfund.” However, he doesn’t often talk about how he
would handle the environment. Early in the campaign in this speech in Minnesota, he promised to
be a guardian of the environment and he briefly outlined his energy plan…


“I will set a goal as president that 20 percent of all of our electricity will be provided from
alternatives and renewables by the year 2020. And I will set this country on the course by creating a hydrogen institute, by putting a billion dollars into the effort of conversion of our autos, by moving to a 20 billion dollar support for the conversion of our industry, we are going to guarantee that never will young American men and women in uniform be held hostage to our dependency on Mideast oil. We’re going to give our children the independence they deserve.”


When the topic of the environment came up during the second presidential candidates’ debate,
Senator Kerry didn’t outline his own plans, but instead responded to President George Bush’s
claims that the environment was cleaner and better under the Bush administration.


“They’re going backwards on the definition for wetlands. They’re going backwards on water
quality. They pulled out of the global warming. They declared it ‘dead.’ Didn’t even accept the
science. I’m going to be a president who believes in science.”


During the negotiations on the Kyoto global warming treaty Senator Kerry went to Kyoto and
worked to craft a plan to reduce greenhouse gases that could pass political hurdles in the U.S. He
was a leader in the effort to stop a Bush proposal to drill for oil in the Arctic National Wildlife Refuge in Alaska.


Environmental groups like what they see and have been enthusiastic about their support for the
candidate. Betsey Loyless is with the League of Conservation Voters…


“Senator Kerry, who has, by the way, a 92 percent lifetime LCV score, has quite a remarkable
overall consistent record of voting to protect clean air, clean water and protect our natural
resources.”


But while the environmentalists like John Kerry, some business and industry groups that feel the
federal government’s environmental protection efforts have become burdensome and ineffective
aren’t that impressed…


“Well, John Kerry – yeah, he got a stronger LCV rating than even Al Gore. Now, pause and think
about that, okay?”


Chris Horner is a Senior Fellow with the Competitive Enterprise Institute, a free-market think tank. Horner says he doesn’t like many of Kerry’s positions, but adds he doesn’t think Senator Kerry’s environmental record is as strong as the support from environmental groups might indicate…


“Let’s just say that a lot of the support that comes for Kerry is not through leadership he’s shown in the Congress because he really hasn’t. It’s that he says the right things and that his wife certainly puts the money in the right place.”


Horner suggests that Teresa Heinz Kerry has given large sums of money to environmental
groups… and Horner thinks that’s helped her husband’s political career. Whether you give
credence to those kind of conspiracy theories or not… it’s clear that the environmental groups
prefer Kerry over Bush. The Kerry campaign’s Environmental and Energy Policy Director,
Heather Zichal, says the environmentalists like him… because of his record.


“He’s been called an environmental – dubbed an “environmental champion” and has received the
endorsements of everybody from the Sierra Club to Friends of the Earth. And for him, you know,
environmental protection is not only a matter of what’s in the best interest of public health, but it also is what’s in the best interest of our economy going forward. George Bush has given us the
wrong choices when he says you have to have either the environment or a strong economy. John Kerry believes we can have both.”


But the environment has not been a major issue in the campaign. Conventional wisdom seems to
indicate those who are prone to support pro-environment candidates are already on-board with
Kerry… and the undecided voters have weightier issues on their minds.

Over the past ten years, sales of bottled water have tripled. There’s
a huge thirst for water that’s pure, clean and conveniently packaged.
As part of the ongoing series, “Your Choice, Your Planet,” the Great
Lakes Radio Consortium’s Victoria Fenner takes a look at why we’re
turning to bottled water and whether it’s worth the price:


On a warm sunny day, it’s easy to believe that sales of bottled water
are skyrocketing. People everywhere in this waterfront park in
Toronto are carrying plastic water bottles labeled with pictures of
glaciers and mountains. With a price tag of anywhere from fifty
cents to over a dollar a bottle, that’s a lot of profit flowing to
the companies that sell it.


But Catherine Crockett and Colin Hinz are packing water the old-
fashioned way. They don’t buy bottled water. Instead, they fill up
their own bottle before they leave home and refill it at the drinking
fountain.


Crockett: “Well, it’s cheaper and as an environmentalist, I’d rather
refill a container than waste a lot of money on pre-filled stuff that
isn’t necessarily any better than Toronto tap water. What’s the
point in paying a dollar for a disposable bottle full of what’s
probably filtered tap water anyway?”


Hinz: “Personally I think a lot of what’s behind bottled water is
marketing and I don’t really buy into that very well.”


Colin Hinz’s suspicions are shared by Paul Muldoon, the Executive
Director of the Canadian Environmental Law Association. His
organization has done a lot of research on water issues. He says the
reality often doesn’t live up to the image that companies have tried
to cultivate.


“There’s no doubt in my mind that when a person buys bottled water at
the cost they pay for it, they’re expecting some sort of pristine 200
year-old water that’s from some mountain range that’s never
been touched or explored by humans, and that the sip of water they’re
getting is water that is so pure that it’s never seen the infringement
of modern society. In reality, pollution’s everywhere and there are
very few sources of water that has been untouched by human intervention
in some way, shape or form.”


Environmentalists say it’s not always clear what you’re getting when
you look at the label on an average bottle of water. First of all,
it’s hard to tell by looking at the label what the source of the
water is. In many cases, it comes from rural areas just outside of
major cities. It can even be ordinary tap water which has been
refiltered. The U.S. Food and Drug Administration does set maximum
levels of contaminants, and some labeling requirements as well. But
they don’t regulate water which is bottled and sold in the same
state. That’s one of the reasons critics of the bottled water
industry say the standards for tap water are at least as stringent,
and often even higher than for packaged water.


Lynda Lukasic is Executive Director with Environment Hamilton, an
environmental advocacy group in Ontario. She still has confidence in
tap water, despite the fact that the water supply in a neighborhood
in Hamilton was recently shut down because of the threat of
contamination.


“I think we’d all be better to focus on ‘what is the water
supply like in the place that we’re in?’ and ensuring that we’re
offering people who live in communities safe, affordable sources of
drinking water. And going the route of bottled water does a few
things. It creates problems in exporting bottled water out of
certain watersheds when maybe that’s not what we want to see
happening. But there’s also a price tag attached to bottled water.”


Paul Muldoon of the Canadian Environmental Law Association says there
are other costs associated with bottled water that can’t be measured
in dollars.


“Some of the costs of bottled water include the transportation of water
itself, and certainly there’s local impacts. There are many residents
who are now neighbors to water facilities with truck traffic and all
that kind of stuff. There’s also the issue of bottling itself. You’ve
now got containers, hundreds of thousands… millions of them probably.
So there is the whole notion of cost, which have to be dealt with and
put into the equation.”


There are many things to take into account when you pick up a bottle
of water. You can think about the cost and whether or not there are
better ways of spending your dollar. You might think about
convenience. And whether the added convenience is worth the price. Ask
yourself what you’re really getting. Read the label to find out
where the water comes from and consider whether it’s any better than
what comes out of your tap.


The bottom line is, be an informed consumer. And keep in mind that
the choices aren’t as crystal clear as the kind of water you want to
drink.

Epa Reviewing Car Fuel Economy Tests

The U.S. Environmental Protection Agency is looking at whether the gas mileage estimates that appear on the window stickers of new cars are over-inflated. The agency responded to a petition from a California environmental group. The Great Lakes Radio Consortium’s Bill Poorman reports:

mileage estimates that appear on the window stickers of new cars are
over-inflated. The agency responded to a petition from a California
environmental group. The Great Lakes Radio Consortium’s Bill Poorman
reports:


The Bluewater Network says that cars and trucks actually get as much as
twenty percent fewer miles per gallon than EPA window stickers suggest.
Spokesperson Elisa Lynch says that’s because driving patterns have changed
since the current testing system was set up in the mid ’80s.


“There’s been increased urbanization, there are higher speed limits, and more
traffic congestion, and all of these are factors that affect your fuel
economy when you’re out there driving in the real world.”


The EPA is seeking public comment on its testing procedure. EPA
spokesperson John Millet says that part of the process will wrap up in late
July.


“After that period, EPA will go through what we anticipate will be
quite a lot of information, and that’s going to take some time.”


Millet says the EPA might decide its current testing system is just fine.
But if that’s not the case, it could still be up to three years before
another system is in place.

Automakers Divided Over Lead Wheel Weights

For years, the government and environmentalists have been working to reduce lead exposure in the environment. Lead can cause developmental damage to children and cause other health problems. The government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels. And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie Halpert has the story about the move to a less hazardous alternative:

For years, the government and environmentalists have been working to reduce lead exposure in the
environment. Lead can cause developmental damage to children and cause other health problems. The
government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead
sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels.
And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie
Halpert has the story about the move to a less hazardous alternative:


When you buy a new car or get your tires replaced, manufacturers use lead weights, which clip onto the wheel
rim to make sure it’s evenly balanced. They use lead, because it’s heavy, dense. So a small amount by
volume is used.


Still, a few ounces of lead can be used on each wheel. And nearly every car and truck on the road has lead
weights. They’re the second largest use of lead in cars, next to lead acid batteries.


As long as the weights stay on the tires, they’re not a huge problem. But environmentalists are worried that
they come off too often. Many fall off when a car hits a pothole or collides with a curb. Then they’re run
over, ground down and get into the environment.


Each year, roughly 30-million pounds of lead are used to make wheel weights. A recent study estimates that
more than 300 tons of lead fall off vehicles each year in the Midwest alone. Jeff Gearhart is with the Ecology
Center which conducted that study.


“Many people don’t realize there’s a lot of lead in vehicles for this particular use and this is actually a fairly
small percentage of that lead actually falls off. But when you look at it as quantity, it’s pretty significant.”


The weights don’t just pose a problem on the road. Gearhart says there’s also danger when they’re not
properly recycled when new tires are put on and the weights are replaced. Another problem is when a car is
scrapped and then later when the parts are melted down, the lead can be released into the environment.

“Lead wheel weights are not managed very well as vehicles are scrapped and the difficulty in correcting the
management of these at the end of a life in a salvage yard or in a vehicle crusher or a shredder is very
challenging.”


He says the solution is to make sure lead is not used in the first place. Concerned about lead’s potential
health effects, Europe has already decided to ban lead wheel weights starting next year. And Gearhart is
pushing manufacturers who design for the U.S. market to do the same. He says substitute materials, such as
zinc, iron and tin, are readily available and work just as well as lead.


And with funding from the Environmental Protection Agency, the Ecology Center is making lead-free weights
available to those who service vehicle fleets.

At the city of Ann Arbor, Michigan’s garage, a technician is banging zinc weights onto wheels. Tom
Gibbons helps manage this fleet of 400 city vehicles. Ann Arbor is the first city to switch to lead-free
weights.


“We realize lead is a problem in the environment and in the city, we’re really concerned about the
environment. We’re committed to doing as much as we can to protect it, so if we can take lead out of the
system, why not do it.”


Gibbons says the substitutes work just as well as lead weights. He says once the Ecology Center’s free
supply of weights runs out, the city will began buying non-lead weights, even though they’ll cost slightly
more.


But not everyone agrees with the idea of using other materials for wheel weights. Daimler/Chrysler doesn’t
plan to switch to lead-free weights for its U.S. models. The company is concerned the substitutes are costlier
and more difficult to install on wheels.


Other automakers are looking at eliminating the use of lead weights. Terry Cullum is with General Motors.
He agrees they’re currently an issue, but says the Ecology Center’s estimate of the number of weights that fall
off cars seems high to him. And, he says there’s no imminent danger to the public.

“I think if you look at this from a risk-based situation, we don’t view lead being used in wheel weights
applications as a risk, well, as a large risk, let’s put it that way.”


Even so, General Motors is considering moving to lead free weights. Cullum says that everywhere the
automaker uses lead is a concern. And since the company will have to stop using lead weights on the cars and
trucks it sell in Europe, he says it might be easier just to take them out of all GM vehicles. Still, Cullum says
the substitutes present a big engineering challenge: because they’re not as dense. It takes bigger pieces of
metal to make the same weight. So, they take up more space on the wheel than lead weights.


“It becomes an issue, in terms of where do you put it on the wheel, how do you do it in such a way that it
doesn’t actually interfere with the actual operation of the wheel or the brake systems. That is an issue that is
going through research and engineering right now.”


But Cullum’s optimistic that the issue can be addressed. And other auto makers, such as Honda, are forging
ahead with lead-free weights on at least one of their model.


Still there’s resistance from U.S. tire retailers. The Tire Industry Association says the weights don’t fall off
wheels. And the tire retailers say the lead weights are properly recycled. The group has no plans to stop
using lead weights if they’re not legally required to.


Jeff Gearhart with the Ecology Center says that denial of the problem is a big mistake. He says if
manufacturers and tire retailers cooperated, they could get a substantial amount of lead out of the
environment within a few years.


“There is the potential to make a really significant impact here. We’re talking hundreds of tons of lead
released into the U.S. to the environment that can be eliminated. So we think this is a high priority project,
not just for us, but we think it will be for states and for EPA to look at how to facilitate this transition to
cleaner wheel balancing.”

The Environmental Protection Agency is starting to look at the issue. It plans to conduct a study within the
next year to get a better understanding of the problem and see how lead weights are handled. Then, they’ll
issue guidelines for consumers and tire recyclers late next year. That means the public will be more aware of
the use of lead wheel weights and the potential for toxic exposure. Usually, that means public pressure for
change, whether some automakers and tire retailers like it or not.

And Cloud Cult sings about over-consumption and the beauty of the natural
world. Band leader Craig Minowa is an environmentalist disguised as a rocker.

“I’ve tried so many ways of getting the message across and if you’re singing , ‘I gotta go out and
recycle today everybody is just gonna,’ (laugh). Our hope is that you bring people out, they
realize this movement isn’t something that is dark that you have to feel bad about but it’s
something exciting and we can have a good time doing this.”


Minowa founded the band and runs what he calls Earthology Studios about an
hour north of St Paul, Minnesota. This is a business that replicates CDs
for other bands. Minowa says he’s doing the only environmentally-friendly
CD replicating in the country. He takes used plastic jewel cases, cleans them up and recycles
them for new CDs .


“I mean they’re polyvinyl chloride so if you don’t recycle them, if
you send them off for incineration it creates dioxin which is one of the
most toxic pollutants.”


Liner notes are made with recycled paper and non toxic ink. The shrink
wrap around the CD – that’s made from corn-based cellulose.


But it’s not how the CDs are made, it’s the music that’s important to this
crowd at a Cloud Cult gig in Duluth Minnesota. Cloud Cult just released
a new CD, “Aurora Borealis.” Their previous disc, “They Live on the
Sun,” was a hit on college radio.

Even though he’s here to play music, Craig Minowa can’t let an environmental
opportunity pass by. At the back of the bar – tables with information and sign-up sheets.


“Organic Consumers Association, Great Lakes United and the Environmental Association for
Great Lakes Education.”


“I work for the organization that is putting on the Living Green Conference.


“Is it the first time you’ve been at a bar to promote your organization?”


“Yeah I think so.”


“It’s really a noble cause, I’d like to be involved and sign up. For the last couple weeks I’ve
really been excited and I looked forward to this concert.”


Minowa thinks this is the future of the environmental movement.


“The winning equation is making people feel. Make them feel through the music. Hopefully
then as they’re walking out looking at the organizations they’re more receptive to the statistics on
the table. And that’s when real action is going to take place.”

Causes and says giving money comes naturally.


“You’re not really gonna be able to get somebody to pull 20 bucks out of their wallet and invest
that in protecting the creek down the way unless that same person is able to go over there and feel
in their heart, that is a really beautiful flower and I want to protect that because I have love, I have
compassion, I feel.”

City Passes Controversial Pesticide Law

For years, environmentalists have warned of the dangers associated with the overuse of
pesticides and herbicides, claiming that those chemicals are poisoning the land and
waters.


Now Toronto’s city council has passed a bylaw aimed at reducing pesticide use.


Katrina Miller of the Toronto Environmental Alliance says it’s an amazing win.


“We have a bylaw that’s going to protect children, it’s going to protect the environment.
We saw a city council that has decided to listen to the citizens of Toronto and the doctors
and nurses instead of falling under pressure from the industry lobby.”


The debate leading up to the vote was bitter and emotionally charged. One
representative of a lawn care company was ejected.


Lorne Hepworth is a spokesman for the pesticide manufacturers. He says the ones to
suffer from the new bylaw will be homeowners.


“At the end of the day what this amounts to is a deterioration in their property values,
you know, score one for bugs and dandelions and zero for the property owner.”


Under the bylaw anyone wanting to use pesticides will have to make a case to an advisory
board. It will be made up of representatives from the city, environmental groups and
lawn care companies.


The new bylaw will not be enforced until 2006.
