From Industrial Waste to Raw Materials

areas throughout the nation:

This area of Cleveland near the Cuyahoga River is where John D. Rockefeller first set up
his Standard Oil empire. The Cuyahoga is infamous for being the river that caught fire in
1969 and it became a symbol of the nation’s pollution problem.


Cleveland businesses and industries still live with that legacy. But through a new effort
called the Cuyahoga Valley Initiative, they’re trying to overcome it – although on the
surface it doesn’t look like there’s much happening.
Today, smoke stacks from steel plants still tower above head … below, like a jumble of
twisted licorice sticks, railroad tracks run through the meadows alongside the Cuyahoga.
Silos and old brick buildings line the banks of the river.


For Paul Alsenas, it’s an amazing place — not so much for what it has now, but for what it
can become. Alsensas is the director of planning for Cuyahoga County, the lead
organizer of the Cuyahoga Valley Initiative. The idea of the initiative is not to abandon
industry, he says, but to incorporate environmental and social principals into industry,
which could attract new businesses.


One of the more progressive aspects of the Initiative is something called “industrial
symbiosis.” Alsenas says industrial symbiosis works like natural ecology…


“An ecology of industry where nutrients flow from one form of life to another and make
it tremendously efficient and so therefore we have a competitive advantage. The
Cuyahoga Valley Initiative is not just about sustainability; it’s also whole systems
thinking, it’s also competitive strategy.”


Here’s how it works: waste from one company—a chemical by-product perhaps—is
used by a neighboring company to create its product. And that company’s product is then
sold to another company within the valley—and so on.


Alsenas says it’s already started: some companies located in the Cuyahoga Valley have
been sniffing out opportunities for sharing resources before anyone heard of the
Cuyahoga Valley Initiative. Joe Turgeon, CEO and co-owner of Zaclon, a chemical
manufacturer in the valley, says the Initiative sped things up.


“We pull all the members together and say, ‘OK, this is what I’ve got, this is what you’ve
got; here are some of the materials I need, here are some of the assets I have.’ And an
asset can be anything from a truck scale to a rail siding to by-product energy to
chemicals.”


Zaclon and its neighbor General Environmental Management have already begun their
symbiotic relationship. GEM now buys a Zaclon by-product, sulfuric acid, and in turn
Zaclon purchases a GEM byproduct. GEM president Eric Loftquist says the benefits go
beyond simply saving his company money.


“You know, we do business all over the country… but when you look around you see that
for every dollar you keep in this county, that generates taxes, generates jobs and the
benefits just keep rolling down. So you always want to look within.”


Loftquist says the Cuyahoga Valley Initiative encourages that effort. He says it’s
remarkable that it’s all coming together at the right time and with the right stakeholders.
It brings businesses together with government and area non-profits—including some
environmental groups—in a way not thought possible by industry and environmentalists
in the past.


Catherine Greener is with the Rocky Mountain Institute, a non-profit think tank that
studied the Cuyahoga Valley and is helping to get the initiative off the ground. She says
this area of the river—known as the regenerative zone could put Cleveland on the world’s
radar as a new business model.


“Cleveland has been known for being one of the seats of the industrial revolution and
what we’re seeing is a new industrial model that can emerge. How can you create
manufacturing jobs, industry jobs without jeopardizing the health and welfare of all the
people involved and also, to overuse a word, to ‘green’ the area around it?”


Greener says industrial symbiosis is a workable, practical solution because it makes
business sense… not just environmental sense…


“Sometimes I think about it as finding money in your pocket after you’ve washed your
pants. It’s always a bonus and you’ve always had it. And the resources that you have
here you’re just reinvesting in them and finding them and looking at them differently.”


The participants agree that “industrial symbiosis” won’t solve all the waste problems, but
it’s one part of a movement that’s making industrial cities re-think their relationship with
business and the environment.

Historic Castle Fortifies Great Lakes Research

During the summer, lots of people visit the Lake Erie islands at the southwest end of the lake. But there’s one island you can’t visit. Visitors taking the ferry to Lake Erie’s popular South Bass Island can see a castle-like
structure through the trees on Gibraltar Island across the bay. But they can’t go there.
The island is owned by Ohio State University and home to a research lab called Stone
Laboratory.


Recently, a few reporters got to go where usually only scientists go.

Lab Director Jeff Reutter is taking soil samples from the lake bottom to show some of the
latest concerns about blue-green algae… an algae that’s toxic to some aquatic life and
makes drinking water taste bad. It’s been appearing more frequently and scientists think
the zebra mussel might be causing it.

Researchers and students from Ohio State and elsewhere study invasive species,
pollution, shoreline erosion, and other ecological lake issues at the lab.

The scientists who worked in the lab used to live in the structure next door, known as
Cooke’s Castle. The large home was built in the 1860’s by the family of Jay Cooke.


Cooke was not a scientist. He was a banker and investment broker, and he played a
major role in raising money for the Union Army during the Civil War. Cooke came up
with the idea of selling war bonds and raised a billion dollars for the Union Army.


Cooke bought the seven-acre Gibraltar Island in 1864 and had his summer home built on
it. Ironically, while the Union fund-raiser was vacationing on his island, Confederate
soldiers were imprisoned on nearby Johnson’s Island.


Retired Ohio State Administrator John Kleberg has been researching Jay Cooke. He says
Cooke was an avid hunter and fisherman, so Kleberg suspects he would be pleased to see
the science lab there today.


“There is a penciled correspondence where Cooke is complaining about the reduction in
the population of the fish, the bass specifically, I think, because people are net fishing,
you know where they’re taking too many fish out of the lake and the bass population
therefore is decreasing. And that’s not the way you ought to protect the bass population.
So obviously in that context he was sensitive about the need for conservation and how we
fish and how we protect fish populations. So I suspect he would be very pleased with the
kind of work that’s being done.”


Cooke’s daughter sold Gibraltar in 1925 to Franz Stone, whose family donated it to Ohio
State.


Outside, the four-story limestone turret’s crenellated top gives the appearance of a castle.
The inner rotunda walls have held up surprisingly well over 140 years.


But after years of use, the building is in need of some major repairs. Lab Director
Reutter wants to renovate the 15 room building into a conference center.


“It’s interesting too, Cooke’s, one of his sons, was an amateur photographer, and we’ve
got great photos of how the place looked at that time, so obviously that’s our goal to take
it back.”

The castle includes a spiral staircase and there’s a gorgeous wood-paneled library that
overlooks the bay…


Reutter: “So, obviously, this would be my office…” (laughter)


Ohio State University is looking for money to make renovations. But that’s proved
challenging. The castle will never be open to the public. Lab Director Reutter says that’s
not its purpose…


“Oh no, this would not be used for tourists, this is an education and an outreach facility,
so it would be a conference center but it would be for research conferences, education
conferences, Great Lakes management, this will never be open to the public.”


It’ll cost two and a half million dollars to make the renovations. If they can find the
money, Reutter and the university say Cooke’s castle will become an even more
important research center. One he expects to draw scientists to study the problems facing
the Great Lakes.

Biologists Find Deer Devouring Rare Flowers

Most of us think of the white-tailed deer as a graceful and cherished part of the natural scene. But it turns out when there are too many deer, it’s bad for some of the plants in the forest. Most of us think of the white-tailed deer as a graceful and cherished
part of the natural scene. But it turns out when there are too many
deer, it’s bad for some of the plants in the forest. New research
suggests deer may be a prime culprit in a worrisome loss of rare
plants in the woods. The Great Lakes Radio Consortium’s Stephanie
Hemphill reports:


Gardeners in many suburbs and rural areas know deer are good at
mowing down hosta, tulips and other favorite plants. In the woods,
deer munch on the small plants that live on the forest floor… plants
such as orchids, lilies, and other wildflowers.


Fifty years ago, researchers at the University of Wisconsin surveyed
hundreds of acres in the state, and made careful records of the plants
on those sites. In those days, the deer population was a lot lower
than it is now. In the last couple of years, two biologists went back to
many of those same sites and counted the plants living there now.


Tom Rooney says at most sites they found fewer different kinds of
plants.


“It tends to be the same species occurring over and again on the site.
You’re losing the rare species and picking up more and more
common species.”


He says they tried to link the decline in rare species to the fact that
the forest is getting older. But they found no evidence for that.
Instead, lead researcher Don Waller says the evidence points to
deer, which have increased dramatically over the last fifty years.


“The worst changes we’ve seen, ironically were in a couple of state
parks and a protected natural area, that showed losses of half or
more of species in 50 years. However, in these sites there was no
deer hunting, implying high densities of deer may be causing a lot of
the effects we see in the woods.”


Plants that rely on insects for pollination declined more than other
types of plants. Waller thinks it might be because the insect-
pollinated plants have showy flowers, which could catch the eye of a
wandering deer. As the flowering plants decline, the insects and
birds that rely on them for food could decline as well – bees, moths,
butterflies, and hummingbirds.


Waller says it’s worrisome because scientists don’t know how
particular insects and plants work together to support each other.


“As we’re losing parts of the ecosystem, we’re really not sure what
their full function is, they might play some crucial role we’re not aware
of and only too late might we become aware of the fact that this loss
led to an unraveling or threats to other species.”


Waller says the only places they studied that still have a healthy
diversity of plants are on Indian reservations. The Menominee Tribal
Forest in northeastern Wisconsin is pretty much like it used to be fifty
years ago.

In this forest, there are only about ten deer per square mile. That’s
about as low as the deer population gets in Wisconsin. It’s not that
the tribe is hunting more deer; it’s the way the forest is grown.


Deer find lots to eat in young aspen woods; there’s less for them to
eat where pines and oaks and maples grow. Don Reiter is the wildlife
manager here. He says in the 360 square miles of the Menominee
forest, there’s really four different types of woods.


“We have pulpwood, we have northern hardwoods, white pine, red
pine, and again, the forest ecosystem as a whole, there’s plenty of
food out there for the deer.”


And because there aren’t too many deer, young pines and hemlocks
– and orchids and lilies – have a chance to grow.


In the upper Great Lakes states, wildlife officials have been trying to
thin the deer herd for several years. That’s because state officials
have been aware deer were causing problems by eating too many
plants. The recent study provides dramatic evidence.


In Minnesota, for instance, hunters are shooting four times the
number of deer they shot fifty years ago.


Steve Merchant is forest wildlife program consultant for the
Minnesota DNR. Merchant says the agency has liberalized its rules,
to encourage hunters to kill even more deer. But the number of
hunters hasn’t gone up in recent years. And lots of private
landowners post no-hunting signs.


“We need to have some help from people, people still need to get out
and hunt deer, and landowners need to provide that access for
people to harvest deer.”


Merchant says Minnesota is gradually trying to restore pine forests,
which were cut down for lumber and replaced with fast-growing
aspen. More pine forests could cut down on the deer population…


“But as long as we still have the strong demand for the aspen
markets that we do, and we manage those aspen forests in a
productive manner for wood fiber, we’re going to create a lot of good
white-tailed deer habitat.”


Merchant says it would take decades to change the woods enough to
reduce the deer population. And in the meantime, we’re losing more
and more of the rare flowers.

Environmentalists Cheered by Dam Removals

60 dams are scheduled for removal this year across the country. 40 of them are currently located in the eight Great Lakes states. Environmentalists say the removal of these dams will improve water quality and help restore fisheries. The Great Lakes Radio Consortium’s Celeste Headlee reports:

A survey by the environmental group American Rivers shows
that more than 145 dams have been removed nationwide since 1999. Serena
McClain is a conservation associate for American Rivers. She says there are
two good reasons why these dams are coming down. First, there’s a growing
concern for the ecological health of rivers and streams. But there is also
an economic benefit to removing some dams.


“It’s an infrastructure that requires constant maintenance and improvement. And a lot of
these dams, too… they’ve outlived their purpose. When they were first built, a lot of them
powered old grist mills, but now they’re just sitting there, kind of rotting away.”


McClain says migratory species like salmon and trout are negatively impacted by dams,
and new evidence shows even fish that don’t travel as far benefit when the structures are
pulled down. About 65 percent of the dams scheduled for removal this year are located
in the eight Great Lakes states.

Anglers around the Great Lakes are eager for a summer of fishing. Everyone wants to catch the big one. But they’re getting some competition. It comes in the form of the double-crested cormorant. The big black birds with long necks are fish eaters. Cormorants were nearly wiped out by the now-banned pesticide, DDT, in the 1970’s. But now cormorants are back in big numbers. Some anglers feel there are too many cormorants now. And they say the birds are eating too many fish. The Great Lakes Radio Consortium’s Stephanie Hemphill reports on one experimental effort to control cormorants:

Robin Whaley often fishes here on Knife River. It’s the biggest spawning ground for
rainbow trout on the north shore of Lake Superior. But today she’s watching the
cormorants on Knife Island, a quarter-mile offshore.


The cormorant population is booming. About a hundred cormorants lived on the island
last year.


“I guess they’re just coming up into this area in the last few years and becoming a
problem, for degrading habitat and for eating little fish.”


Cormorants are native to this area, but they haven’t been around much in the last few
decades, because of poisoning from the pesticide DDT.


The Minnesota Department of Natural Resources stocks rainbow trout here. This year
they put 40,000 young fish into the river. Anglers like Robin Whaley hope the little fish
will grow big enough for them to catch someday.


The little fish face a lot of predators and hazards and the cormorants are one more threat.
Some people would like to reduce that threat. It’s illegal to kill cormorants. They’re
protected by law because they’re a migratory bird.


But a new federal rule says if they’re threatening a resource, people can fight back in a
different way.


Bill Paul runs the Agriculture Department’s Wildlife Services Program in Minnesota. He
sent workers onto Knife Island to try to keep the cormorants from nesting. Their methods
are experimental – but they’re pretty basic.


“We put up some flapping tarps in wind, a couple of yellow raincoat scarecrows, we also
put up ten flashing highway barricade lights, we also have a light siren device out there
that goes during the night.”


The workers also used special firecrackers shot by guns at passing birds to scare them
away.


They did this for two weeks during the cormorants’ nesting season. Bill Paul says even
with all that noise and commotion it wasn’t easy to scare them away.


“They seem to be fairly smart birds and real persistent at coming back to Knife Island.
So we’re uncertain yet whether our activities are actually going to keep them off there
long-term.”


As part of their study, researchers had permission to kill 25 cormorants to find out what
they’d been eating. They wanted to see how much of a threat the birds were to game fish
like the rainbow trout.


They found fish in the cormorants’ stomachs all right. But not the kind most people like
to catch and eat.


Don Schreiner supervises the Lake Superior fishery for the Minnesota DNR. He says
he’d need more than just a few samples to really know what the birds are eating.


“My guess is that cormorants are opportunists and if there’s a small silver fish out there
and he’s just hanging out and the cormorant has that available to eat, he’ll eat it. The
question becomes, is this a significant part of the population that they’re consuming, or
isn’t it?”


Despite the concerns of some anglers, researchers have been studying cormorants for
years, and so far they haven’t been able to prove the birds are harming wild fish
populations.


John Pastor is an ecologist at the University of Minnesota Duluth. He says the study at
Knife River won’t prove anything useful either.


He says it ignores the bigger picture. Pastor says you can’t just look at one predator and
come to any firm conclusions. There could be lots of reasons why there aren’t many
steelhead, or rainbow trout.


“Changes in land use. All the adult steelhead out there eating the young of the year
steelhead. Maybe it’s some pollutant in the lake. You never know. But it’s easy to fix on
the predator as the problem, because people see a cormorant dive down and come up with
a fish, and they say to themselves, I could have caught that fish.”


Pastor says even if the cormorants are eating lots of young rainbow trout, it doesn’t
necessarily mean the birds are hurting the overall trout population.


And even for an angler like Robin Whaley, the concern about the trout is mixed with a
feeling of respect for the cormorant.


“I admire the bird very much, but human beings, we’re in the business of controlling
habitats and populations, and this is just another case of that.”


For many anglers, the ultimate question in this competition between predators is simple.
It’s about who gets the trout – cormorants or humans.

David Orr Speaks Out About Oil Consumption

Many Americans don’t see a connection between the war in Iraq and the price of gas at the pump, but a leading environmentalist says they should. The Great Lakes Radio Consortium’s Julie Grant reports:

Soon after George W. Bush took office, David Orr was asked to join a presidential committee aimed at improving environmental policies. They wanted the Oberlin environmental studies professor because he was considered a quote “sane environmentalist.” The group’s recommendations were supposed to be presented to Administration officials in September 2001, but after the 9-11 terrorist attacks, committee members felt their report was shelved.

“And the essential message of it was that this really is one world and what goes around comes around. And things are connected in pretty strange, ironic, and paradoxical ways and the long-term future isn’t that far off. So you really cannot make separations of things that you take to be climate, from economy, ecology, fairness, equity, justice, and ultimately security.”

But Orr says the Bush Administration and much of the nation weren’t ready for that message. People felt the need to retaliate against Osama bin Laden and Al Qaeda. Many political analysts also agreed with President Bush, that the United States had an important role to play in ousting Saddam Hussein in Iraq. But Orr believes the U.S. invasion of Iraq was less about terrorism than it was about America’s need for Middle East oil.

“If you remove the fact that Iraq has 10-percent of the oil reserves in the world and Saudi Arabia has about 25-percent, that’s about a third of the recoverable oil resource on the planet, take the oil out, would we be there? And that’s a major issue. We’re there, in large part, because we have not pursued energy efficiency.”

Orr says reducing U.S. dependence on foreign oil would make the nation more secure than spending billions of dollars in military costs to fight for those oil reserves.

Some lawmakers say reducing dependence on Middle East oil is one reason to drill for oil at home, in places such as the Arctic National Wildlife Refuge. But Orr says political leaders and citizens should instead find ways to use less oil and reduce the need for it. He says the federal energy bill should force automakers to build cars that get better gas mileage.

“If we bumped our energy efficiency up from 22 miles per gallon to 35 or 40, which is easily achievable, that’s not difficult. The technology already exists to do that. We wouldn’t have to fight wars for oil, we wouldn’t be tied to the politics of an unstable region.”

“But the car makers aren’t being forced to…”

“No – the CAFEs? no. If we had a decent energy policy, it would be a strategy not of fighting oil wars, but using in America what is our long suit: our ability with technology to begin to move us toward fuel efficiency, and that process is actually well under way. It just doesn’t get the support of the federal government.”

Instead of trying to encourage fuel efficiency, Orr says Congress is thinking about short-term answers. With the price of gas at the pump more than two dollars a gallon, the Senate recently approved a tax break package to encourage further domestic oil and gas production.

Orr wants consumers to push for energy alternatives, rather than finding more places to drill, but Americans like their big SUVs, and Orr says few politicians would risk asking them to forgo the comfort, luxury, and perceived safety of big trucks as a way to preserve energy for future generations.

“Everybody knows gas prices have to go up, everybody knows that. The question is whether we have somebody who is say a combination of Ross Perot and Franklin Roosevelt who would sit down and level with the American public. We have got to pay more.”

Orr says even if you don’t mind paying the price at the gas station, there are higher costs we’re paying for oil consumption.

“You pay for energy whatever form you get it, but you pay for efficiency whether you get it or not. You pay by fighting oil wars. You pay with dirty air and you pay at the doctor’s office or the hospital or the morgue, but you’re gonna pay one way or the other, and the lie is that somehow you don’t have to pay. And sometimes you don’t have to if you’re willing to offload the costs on your grandchildren or on other people’s lives, but somebody is gonna pay.”

And Orr says that payment is going to be either in blood, money, or public health. He outlines his thoughts on the motivations for the war in Iraq in his new book “The Last Refuge: Patriotism, Politics, and the Environment in an Age of Terror.”

The river’s frozen during the winter and the shipping channel is closed. The date it re-opens each spring is highly controversial because icy conditions can damage the shoreline. Critics say the government agency that runs the Seaway is sacrificing the environment to get ships to port earlier. The Great Lakes Radio Consortium’s David Sommerstein has more on this debate:

the environment to get ships to port earlier. The Great Lakes Radio Consortium’s David

This year the St. Lawrence Seaway Development Corporation plans to allow shipping starting
March 25th. But the spring thaw comes late to northern New York and the St. Lawrence River.
Even in late March, there can still be lots of ice, especially in bays and coves. And it’s a sensitive
time for fish.


“There’s many species of fish that begin their spawning activities very early, even before the ice
is out.”


Stephen Litwiler of New York’s Department of Environmental Conservation says a ship’s wake
can rattle the ice enough to gouge delicate habitat.


“The ice going up and down is scouring the shoreline and pushing water in and out of the shallow
marshy areas and it’s dislodging vegetation that’s critical for these habitats.”


The bobbing ice can be so bad it can damage people’s docks and homes along the river.


A chorus of politicians and interest groups, including New York’s two senators and the Mohawk
tribe that lives along the river, are calling on the St. Lawrence Seaway to postpone its March 25th
opening date. Just one week, they say, will give the ice time to melt. Stephanie Weiss directs the
citizens’ group Save The River. She says environmentalists fear the date is driven by the
shipping industry.


“People lose money, so when you have that situation when they’re trying as hard as they can to
open early, we think it just makes it difficult for them to make the safest possible decision.”


The decision is made by government agencies in the U.S. and Canada. Seaway administrator
Albert Jacquez makes the call for Washington.


“To be honest with you, if I was listening to the industry and only the industry, we wouldn’t even
be talking about this date. We’d be talking about opening a lot sooner.”


Jacquez says the Seaway balances commercial demand with weather conditions, thaw trends, and
environmental concerns when it chooses an opening date. Last year thick ice forced the Seaway
to postpone the opening for the first time ever. Save The River’s Stephanie Weiss says it always
needs to be delayed rather than damage the river’s ecology.


“It was too early last year and it might be too early this year. It’s difficult really for anyone to
know.”


Weiss says getting cargo ships in and out of Great Lakes ports one week earlier isn’t worth the
risk of damaging the St. Lawrence River’s fish and nature for good.

shooting ducks and geese… but the government isn’t even thinking about tackling a related issue.

The U.S. Fish and Wildlife Service is in the process of approving three new types of non-toxic
shot for waterfowl hunting. Shotgun shell pellets used to be made of lead. But years of lead
pellets dropping into the wetlands found foraging waterfowl eating the lead and dying. So, lead
shot was banned in 1991. Since then, manufacturers have been looking for new shot formulations
that work well for hunters, but are non-toxic.


Nicholas Throckmorton is with the Fish and Wildlife Service and he says new kinds of shot give
hunters some options.


“Hopefully, late spring, early summer the three companies will be allowed to sell their new shot
formulations.”


While lead shot is banned, the government isn’t doing anything about lead bullets. Rifles still
use lead slugs. Game that is shot, but gets away is usually eaten by predators or scavengers.
Some of the animals, such as the endangered condor, have died from lead poisoning.

A new report says the federal Clean Air Act has been effective in dealing with some of the most
serious air quality problems, but also recommends major changes to the law. The Great Lakes
Radio Consortium’s Julie Grant has more:


The National Research Council analysis is one of the most comprehensive studies ever done of
the forty-year old law. Republican Representative Ken Calvert requested the report. His district
outside of Los Angeles has some of the nation’s worst air pollution problems.


Rebecca Rubin is Calvert’s press secretary. She says the congressman is impressed with how
successful the Clean Air Act has been, despite the growing economy and population.


“Because of the Clean Air Act they were still able to improve the air quality. So the argument
that development and more people, more cars contribute is not necessarily always true.”


But some environmental groups see the report as a sharp critique of the Clean Air Act. Among
other things, the report’s authors urge the EPA to better enforce current environmental laws, to
pay attention to air quality in poor communities, and to consider the ecological effects of national
air pollution standards.

A new study on deformities in frogs and other amphibians offers more signs that a parasite may
be causing the problems. The Great Lakes Radio Consortium’s Chuck Quirmbach reports:


The study is in the magazine Conservation Biology. University of Wisconsin-Madison graduate
student Pieter Johnson led the study. His team looked a half-century of research on extra legs and
other deformities in amphibians. Johnson says a lot of the deformities have occurred in bodies of
water that contain a parasitic flatworm.


He says the number of those malformation “hot spots” is growing. Johnson says he’s now looking
at whether pollution is making it easier for the parasite to affect the frogs.


“Pesticide contamination has been suggested to inhibit the immune response of amphibians and
that could be increasing their susceptibility to infection.”


Johnson says fertilizer pollution may also be indirectly increasing the number of parasites. Other
scientists are praising Johnson’s work, but say it’s too soon to think that parasitic flatworms are
the only cause of the deformities.
