Turning Nuke Waste Sites Into Playgrounds

Across the U.S., there are more than 100 sites contaminated by radioactive waste from the nation’s nuclear weapons programs.
The government is trying to return these Cold War relics to safe and useful purposes. Some of these once toxic zones are being treated much like public parks. The GLRC’s Kevin Lavery visited one that was recently opened to the public:

Across the US, there are more than 100 sites contaminated by radioactive waste from the
nation’s nuclear weapons programs. The government is trying to return these Cold War
relics to safe and useful purposes. Some of these once toxic zones are being treated much
like public parks. The GLRC’s Kevin Lavery recently visited one that was recently
opened to the public…


A thick grove of trees opens up to a clearing that reveals a white mound of limestone
rock. It rises like a tomb from some long-forgotten civilization, were it not for the water
towers and golf courses on the horizon.


Mike Leahy and his 9-year-old son Cameron came to this rock dome to catch the view
atop its 75 foot summit. But the real attraction was what they did not see:


“We read the sign and saw what was buried and how they did it, and – it’s kind of
disturbing, what’s in there.”


Beneath their feet lay more than a million cubic yards of spent uranium, asbestos and
PCB’s. The 45 acre mound is a disposal cell, where the government buried thousands of
barrels and tons of debris. That history didn’t bother young Cameron:


“It’s really cool. They keep all that nuclear waste under all that and it can’t harm
anybody.”


The Weldon Spring site, 30 miles west of St. Louis, Missouri began during World War
Two as an Army TNT factory. In the 1950’s, the plant refined yellow cake uranium for
later use in nuclear weapons. All that stopped in 1966 and all the radioactive waste just
sat there. Weldon Spring became an EPA Superfund site in 1987. After a 900 million
dollar cleanup, the site was opened to tourists in 2002.

Today, frogs sing in a native prairie at the foot of the cell. In April, officials opened a
hiking trail adjacent to a once-radioactive landfill. The route connects to a state park.


Weldon Spring is not a park per se, but project manager Yvonne Deyo says urban sprawl
prompted them to think like one:


“There’s subdivisions and lots of infrastructure going in…and that just kind of hits home
how important green space is, and that’s kind of what we’re trying to do a little bit of
here at the site.”


Weldon Spring is one of about 100 such sites the Department of Energy is converting to
what it calls “beneficial re-use.” Many are becoming recreational venues. Another
closed uranium plant near Cincinnati is adding horseback riding trails. In Wayne, New
Jersey, a former thorium processing facility is becoming a baseball field. And a national
wildlife preserve is in the works at Rocky Flats, the site outside Denver that made the
plutonium cores of nuclear warheads.


The Department of Energy says Weldon Spring is safe for visitors – though some residual
contamination remains.

Burgermeister Spring runs through a 7-thousand acre state reserve adjacent to the site.
This is where uranium-laced groundwater from Weldon Spring rises to the surface.
Though the spring exceeds the EPA’s drinking water quality standard, there’s no warning
sign here. Officials say the contamination is so low that it poses no immediate public
hazard. The spring feeds into one of the most popular fishing lakes on the property.
Most visitors are surprised to hear that:


“Huh.”


Jeff Boeving fishes for bass four or five times a month:


“(Does that concern you to hear that?) Yeah – absolutely…I mean, they’ve got a great
area out here and they’re kind of messing it up if they’re going to have contaminants, you know, going into it.”


The government’s vision of post-nuclear playgrounds is not without its critics. Arjun
Makhijani heads the Institute for Energy and Environmental Research in Takoma Park,
Maryland. He says recreational sites near urban development zones risk losing their
original purpose:


“Institutional memory tends to be very short; after 30, 40, 50 years people forget, they
begin to develop the land, and pretty soon you could have houses, farms and schools in
the area. So it’s not necessary that it will stay recreational forever.”


Recreation is only one option the Department of Energy is considering for all of its sites.
In the last two years, the agency’s budget has doubled with the addition of nearly a dozen
radioactive properties. Officials say Congress has so far supported its fiscal requests.
And with the future of a proposed permanent nuclear waste site at Yucca Mountain still
in doubt, even more tax dollars will likely be spent converting the nuclear dumps in
America’s backyards to a place where families play.

Groundwater Study Finds Low Voc’s

Federal researchers have detected Volatile Organic Compounds, or VOC’s, in many of the nation’s underground drinking water supplies. But the samples showed lower concentrations of the cancer-causing chemicals than some suspected. The GLRC’s Erin Toner reports:

Federal researchers have detected Volatile Organic Compounds, or
VOC’s, in many of the nation’s underground drinking water supplies. But
the samples showed lower concentrations of the cancer-causing
chemicals than some suspected. The GLRC’s Erin Toner reports:


Volatile Organic Compounds are by-products of industrial and
commercial applications. They come from plastics, paints, dry-cleaning
products and gasoline.


Over the past few decades, researchers have detected many places in the
country where soil and groundwater is highly contaminated by VOCs.
This latest study by the U.S Geological Survey took a broader look at
VOC concentrations in the nation’s groundwater.


John Zogorski led the project.


“In most of the wells that we sampled, and we’re sampling before any
treatment by the water utilities, we didn’t find any of these 55
compounds using even our most sensitive analytical methodology.”


Zogorski says VOC’s were found in some drinking water wells, but he
says the good news is that where the VOC’s were found, they were
mostly below federal drinking water standards.

Gao: Epa Lacks Info About Lead Contamination

A government watchdog office has found the U.S. Environmental Protection Agency can’t tell whether water systems have done what they can to eliminate lead contamination in drinking water. The Great Lakes Radio Consortium’s Lester Graham reports:

A government watchdog office has found the U.S. Environmental
Protection Agency can’t tell whether water systems have done what they
can to eliminate lead contamination in drinking water. The Great Lakes
Radio Consortium’s Lester Graham reports…


Since 1988, the Lead Contamination Control Act has required testing for
lead in the water. Lead contamination can cause mental retardation
among young children if they’re exposed to the contaminant at high enough
levels.


The Government Accountability Office found the EPA doesn’t know
whether the water is being tested. That’s because 70-percent of the
community water systems in the nation are not filing required reports.


Based on the limited data that have come in, it also appears that very few
schools and childcare facilities have tested their water for lead. The water
needs to be tested at the faucet because the plumbing in homes and schools might
be responsible for high lead levels.


The EPA acknowledges it needs to press the states to more rigorously
test for lead in drinking water and file the reports.

We’re continuing our series on the Great Lakes. One of the Ten Threats
to the Great Lakes that experts identified was water withdrawals. Our
guide in this series, Lester Graham, says the next report looks at one of
the myths of water withdrawals.

Environmentalists and policy makers say a thirsty world could pose a
major threat to the Great Lakes. Water wars have been predicted in arid
parts of the globe, and some say the laws of supply and demand might
one-day lead to a raid on the region’s fresh water. Reporter Mark Brush takes a
closer look at one claim: that states in the southwest will one day come
after the Great Lakes water… and finds that it might just be H2O hype…


Taking water out of the Great Lakes is a hot button issue, and no one is
more aware of this than politicians looking for votes. In the 2004
campaign, President Bush used the issue to rally a crowd in Traverse
City, Michigan:


“My position is clear. We are never going to allow the diversion of
Great Lakes water.”

The issue taps into people’s emotions. People get outraged when they think
of someone taking water out of the Lakes – especially when they’ve seen lake
levels dropping over the years, and the region’s political leaders have listened
to those concerns. The states and provinces that surround the world’s largest fresh
water system are working on a compact that will prevent water diversions.


But where is the threat to Great Lakes water coming from? We
conducted an informal poll on the streets of Ann Arbor, and we asked
people: “who wants water from the Great Lakes?” Six out of the ten
people we talked to pointed to the west:

“Las Vegas, the Southwest.”


“Probably the dry states in the West. Arizona, Nevada.”


“I think the west should keep their damn hands off our water.”


But do the arid states in the West really pose a threat to Great Lakes
water? It turns out – this same question was asked more than twenty
years ago.


In the 1980s, the U.S. Army Corps of Engineers studied the possibility of
moving Lake Superior water to the Missouri River. It’s a distance of
about six hundred miles. Farmers in the High Plains states were hoping
to use this water to irrigate their crops.


Jonathan Bulkley is a professor of civil and environmental engineering at
the University of Michigan. Bulkley and his colleagues analyzed this
diversion plan, and he says the whole project would have been too
expensive:


“We found it would take seven 1000 megawatt power plants dedicated to
lifting the water, because water needs to be lifted to reach these distant
locations, and in addition there would have to be conveyance structures
built to transport the water, and our conclusion was the total cost would
far exceed the value of the water.”


In other words, Bulkley found that it would be cheaper for these states to
find other sources of water – or to find ways to conserve the water they
had left, and this was a diversion of only 600 miles. A diversion all the
way to the Southwest would mean piping the water almost twice that
distance.


“We are always looking for extra water – everyone in the Southwest is
looking for extra water.”


Bob Barrett is a spokesperson for the Central Arizona Project. It’s one of
the biggest water suppliers in the Southwest. The Project pulls water
from the Colorado River and delivers it to southern Arizona. Barrett
says he can’t imagine a situation where Great Lakes water is pumped for
more than a thousand miles to the Colorado River:


“Most people don’t realize it, but a gallon of water weighs about eight
pounds, and if you’re going to push that up and over the Rocky
Mountains you’re going to need a lot of power. (Laughs) So, it’s a good
idea, but I don’t see how anybody could pay for it.”


But some observers say even though it might not happen today – it could
happen in the future. They point to a fast-growing population and a fast-
dwindling fresh water supply in the southwest. They say that
combination could drive engineers and policy makers to devise a way to
get Great Lakes water.


But Barrett says for states like Arizona, California, and even Texas – it
would be cheaper for them to build desalinization plants… these plants
convert ocean water into drinking water:


“I mean why should Texas build for a canal and then have to maintain it
from the Great Lakes down to the state of Texas when they can go to the
Gulf Coast and build several desalinization plants, and then just pipe it
wherever they need it?”


So, a large-scale water diversion to the southwest seems unlikely.
Experts say water from the Great Lakes is much more likely to go to
cities and towns right on the edge of the basin, but as legislators move to
tighten restrictions on diversions – even these places will
have a hard time getting access to the water.

We’re continuing the series Ten Threats to the Great Lakes. Our field
guide through the series is Lester Graham. He says our next report looks
at where the demand for water will be greatest.


Right around the Great Lakes is where there’s going to be more demand
for drinking water. Water officials say as cities and suburbs grow, so
does the need for water. Some towns very near the Great Lakes say they
need lake water right now, but in some cases they might not get it. The
Great Lakes Radio Consortium’s Christina Shockley reports:


People who live around the Great Lakes have long used the lakes’ water
for transportation, industry, and drinking water. Most of the water we
use, gets cleaned up and goes back in the lakes.


That’s because the Great Lakes basin is like a bowl. All the water used
by communities inside that bowl returns to the lakes in the form of
groundwater, storm water runoff, and treated wastewater, but recently, thirsty
communities just outside the basin—outside that bowl—have shown an
interest in Great Lakes water.


Dave Dempsey is a Great Lakes advisor to the environmental group
“Clean Water Action.”


“We are going to be seeing all along the fringe areas of the Great Lakes
basin all the way from New York state to Minnesota, communities that
are growing and have difficulty obtaining adequate water from nearby
streams or ground water.”


Treated water from those communities won’t naturally go back to the
basin. Treated wastewater and run-off from communities outside the
Great Lakes basin goes into the Mississippi River system, or rivers in the
east and finally the Atlantic Ocean.


The Great Lakes are not renewable. Anything that’s taken away has to be
returned. For example, when nature takes water through evaporation, it
returns it in the form of rain or melted snow. When cities take it away, it
has to be returned in the form of cleaned-up wastewater to maintain that
careful balance.


Dave Dempsey says the lakes are like a big giant savings account, and
we withdraw and replace only one percent each year.


“So, if we should ever begin to take more than one percent of that
volume on an annual basis for human use or other uses, we’ll begin to
draw them down permanently, we’ll be depleting the bank account.”


Some of the citiesthat want Great Lakes water are only a few miles from
the shoreline. One of the most unique water diversion requests might come
from the City of Waukesha, in southeastern Wisconsin. The city is just 20 miles
from Lake Michigan. Waukesha is close enough to smell the lake, but it
sits outside the Great Lakes basin. Waukesha needs to find another
water source because it’s current source – wells—are contaminated with
radium.


Dan Duchniak is Waukesha’s water manager. He says due to the city’s
unique geology, it’s already using Great Lakes water. He says it taps an
underground aquifer that eventually recharges Lake Michigan.


“Water that would be going to Lake Michigan is now coming from Lake
Michigan…. our aquifer is not contributing to the Great Lakes any more,
it’s pulling away from the Great Lakes.”


Officials from the eight Great Lakes states and Ontario and Quebec
recently approved a set of rules that will ultimately decide who can use
Great Lakes water. The new rules will allow Waukesha—and some
other communities just outside the basin—to request Great Lakes water,
and drafters say Waukesha will get “extra credit” if it can prove it’s
using Lake Michigan water now.


Environmentalists are still concerned that water taken from the Lakes be
returned directly to the Lakes, but some say even that could be harmful.


Art Brooks is a Professor of Biological Sciences at the University of
Wisconsin- Milwaukee. He says the water we put back still carries some
bi-products of human waste.


“No treatment plant gets 100 percent of the nutrients out of the water,
and domestic sewage has high concentrations of ammonia and
phosphates. Returning that directly to the lake could enhance the growth
of algae in the lake.”


That pollution could contribute to a growing problem of dead zones in
some areas of the Great Lakes. Brooks and environmentalists concede
that just one or two diversions would not harm the Great Lakes, but they
say one diversion could open the floodgates to several other requests, and
letting a lot of cities tap Great Lakes water could be damaging.


Derek Sheer of the environmental group “Clean Wisconsin” says some
out-of-basin communities have already been allowed to tap Great Lakes
water under the old rules.


“The area just outside of Cleveland–Akron, Ohio– has a diversion
outside of the Great Lakes basin, so they’re utilizing Great Lakes water
but they’re putting it back.”


There are several communities that take Great Lakes water, but they, too,
pump it back. The new water rules still need to be ok-ed by the legislature of
each Great Lakes state, and Congress. Since the rules are considered a
baseline, environmental interests throughout the region say they’ll lobby
for even stricter rules on diversions.

Ten Threats: Farmers Wasting Water?

In the Great Lakes region, farmers are one of the biggest users of water. They
pump water from underground aquifers or from lakes and streams to irrigate their
crops or water livestock. Agriculture has been criticized for its large withdrawals
of water. Farmers say they want to be recognized in a Great Lakes water use
agreement as efficient water users, but as Erin Toner reports… it’s unclear
whether that’s true:

The series, Ten Threats to the Great Lakes is now looking at the threat of water withdrawals from the Great Lakes. Our guide through the series is Lester Graham. He says a lot of businesses and homes use water from the basin, but one group says its use is especially efficient.


In the Great Lakes region, farmers are one of the biggest users of water. They
pump water from underground aquifers or from lakes and streams to irrigate their
crops or water livestock. Agriculture has been criticized for its large withdrawals
of water. Farmers say they want to be recognized in a Great Lakes water use
agreement as efficient water users, but as Erin Toner reports… it’s unclear
whether that’s true:


Scott Piggott is the sixth generation to grow up on his dad’s cattle farm in a small
town in central Michigan. He says not everything on the farm is perfect, but he
says he grew up knowing that you have to do things right to protect the
environment.


“If we don’t begin to stand up and say, look, this is what we’re doing to protect
the environment, I think more people will continue to say, hey, they’re not telling
us what they’re doing, they must be doing something wrong.”


Piggott also works for the Michigan Farm Bureau. He says his goal is to make
sure every farm in his state is doing everything it can to protect the environment,
including conserving water they use for irrigation.


But Piggott and the farm bureau oppose broad regulations for large water users,
such as farmers. That’s proposed in a draft of a Great Lakes regional water use
agreement. Piggott argues the agreement should treat farmers differently because
the water they use goes right back into the ground.


Piggott said in a Farm Bureau press release that, “95 percent of the water that
touches a farm field seeps into the soil providing aquifer recharge.”


Later, he qualified his statement.


“It is estimated that 95 percent of the water that touches an open, pervious space
seeps into the soils and a portion of that, which I would infer that, it does provide
aquifer recharge, but necessarily does all 95 percent of it go towards aquifer
recharge. I think that might be debated. The quote could probably be stronger in
a given direction, but I stand by it.”


Piggott says his information is based on Environmental Protection Agency
estimates. But is his 95 percent figure true?


Jon Bartholic is with Michigan State University. He’s done research on water
use on farms. He says of all the water that falls on a farm – that’s rainfall and
irrigation – about 70 percent of it evaporates.


“So the remaining part, 30, 40 percent depending where you are. It might be
almost 0 percent, if you’ve got clay soil and it’s all run off, is there to potentially
to go back and recharge the aquifer.”


Bartholic’s estimate is that 30 to 40 percent potentially flows back into the Great
Lakes basin and its aquifers – that’s nowhere near 95 percent. Bartholic says farmers
do consume water.


“Clearly, farmers are being very conscientious about their water use, but, yes, if
you use water for crops and have economic value, there is some consumptive
usage of that water.”


Other water experts in the region say the issue is complicated. A lot of factors
effect how much water used to irrigate crops actually gets back to the aquifer.
Although one expert says at best the 95-percent estimate is “theoretically
possible” if conditions were perfect.


Conditions are rarely perfect.


Mark Muller is director of the Environment and Agriculture Program with the
Institute of Agriculture and Trade Policy in Minneapolis. Muller says it’s
generally agreed that right now there’s plenty of groundwater in the Great Lakes
region, but he says there is still reason for concern. That’s because in other areas of the
country, aquifers thought to be plentiful have gone dry.


Muller says managing Great Lakes water resources is important for the close to
40-million people who rely on the basin for their drinking water. He says
managing that water correctly is also crucial to sustaining the region’s farming
industry.


“Industry and agriculture is going to look at the Great Lakes basin as a place
where they should set up shop. So, I think we should realize that we have a very
valuable resource that’s only going to become more valuable in future years.”


Muller adds that public opinion is very important to shaping the Great Lakes
regional water use agreement. He says any misleading information, from any of
the stakeholders, is just not helpful. That’s why the farm bureau’s claim that 95-
percent of the water used for irrigation recharges the aquifers is more important than
just an optimistic viewpoint. It’s seen by some as a public relations spin.

source. The federal government’s finding that rain washing off concrete and asphalt in cities and
suburbs poses as big a threat to the Great Lakes as waste coming out of a factory pipe. Shawn
Allee has a look at the government’s effort to cut water pollution by remaking the urban
landscape:

Water from a rain gutter is pouring into a nearby storm sewer drain. That protects property from
water damage and flooding. But at the same time, they pose an environmental problem for the
Great Lakes.


Roofs, streets and parking lots are made of hard materials like concrete or asphalt. During
storms, rain rushes off these surfaces into storm drains.


The problem is this: the runoff isn’t pure.


Brian Bell’s a storm water expert with the Environmental Protection Agency. He says rain picks
up pollutants on all those roofs and streets, things such as:


“Antifreeze from cars, motor oil, brake fluid, copper from the brake pads, cigarette butts from
trash, household hazardous waste, pesticides that may be overapplied.”


And for most sewer systems, that’s not the worst of it.


“The problem with storm water is, once its mobilized and goes into a storm sewer system, that
system does not treat the waste, so all of those things go to the local waterway untreated.”


In this region, runoff flows into the Great Lakes, where it pollutes beaches, drinking water, and
wildlife habitat.


To fight this, the EPA’s trying something new. It wants to make hard, urban landscapes softer.
The idea’s to replace concrete and asphalt with more soil and plants. That way, water can sink
into the ground and stay out of storm drains.


But how do you do that?


Well, the EPA’s working with places like the Chicago Center for Green Technology to show people
how. The city hopes residents and developers will use what they see here in their own projects.

First stop?


“Our parking lot is slightly pitched, so all of our rainwater flows off into these vegetated bioswales,
which when I’m not with people in the business, I call ‘ditch with plants.'”

The plants aren’t typical bushes or flowers. They’re mostly tall, prairie grasses native to the
Midwest. Their roots help water seep deep into the ground. The Center has several bio-swales,
and they all keep runoff on site and in the ground.


Another stop on the tour is a 40-foot section of the building’s roof. It’s covered with a matt of
short, tangled creeping plants. Grace explains why they’re here.


“So here we are at our green roof. Again, getting back to our issue of storm water management,
the city would like to see more vegetated surfaces and of course, in the city like Chicago there are
a lot of roof surfaces and so this section of the roof is designed to hold all of the rainwater that
falls on it during a one-inch storm.”


Again, the roof’s vegetation retains water and keeps it out of storm drains. Because of these
technologies, the building is an urban runoff success story.


All told, the Center releases less than half as much water to storm drains as similar buildings do.


The EPA wants the average home or business owner to follow suit, but price might keep that from
happening. Green roofs, for example, are more expensive than conventional ones.


But some observers say the biggest obstacles in fighting urban runoff are political. Stephen
Bocking teaches environmental policy at Trent University. He says the public’s used to pointing
fingers at a handful of big, industrial polluters.


People just aren’t used to seeing every house and business as a source of pollution.


“It’s much more difficult to deal with the problem when you’re talking about millions of separate
sources. People can’t just say well, it’s the job of industry or the job of the government to deal with
it. It’s the job of everyone to deal with it in some way.”


In other words, we’re all to blame.


Every new building in a city, or home in a subdivision, creates more hard surfaces, such as new
driveways, new parking lots and new roofs.


“It’s pretty hard to deal with a form of development which is intrinsic to our way of life. It involves
thinking about how we live our lives and how design and build our cities.”


Bocking says the EPA’s plan might not be enough to make up for all the roads and other hard
surfaces we’re building. He says, to succeed, we’ll need to change how we develop land.


There’s not much political support to stop that kind of development right now, so for the time
being, hard surfaces will continue to win out.

lake. But there’s one island you can’t visit. It’s the site of a historic home and reserved
for scientific research. The Great Lakes Radio Consortium’s Julie Grant recently visited
Gibraltar Island and files this report:

Visitors taking the ferry to Lake Erie’s popular South Bass Island can see a castle-like
structure through the trees on Gibraltar Island across the bay. But they can’t go there.
The island is owned by Ohio State University and home to a research lab called Stone
Laboratory.


Recently, a few reporters got to go where usually only scientists go.

Lab Director Jeff Reutter is taking soil samples from the lake bottom to show some of the
latest concerns about blue-green algae… an algae that’s toxic to some aquatic life and
makes drinking water taste bad. It’s been appearing more frequently and scientists think
the zebra mussel might be causing it.

Researchers and students from Ohio State and elsewhere study invasive species,
pollution, shoreline erosion, and other ecological lake issues at the lab.

The scientists who worked in the lab used to live in the structure next door, known as
Cooke’s Castle. The large home was built in the 1860’s by the family of Jay Cooke.


Cooke was not a scientist. He was a banker and investment broker, and he played a
major role in raising money for the Union Army during the Civil War. Cooke came up
with the idea of selling war bonds and raised a billion dollars for the Union Army.


Cooke bought the seven-acre Gibraltar Island in 1864 and had his summer home built on
it. Ironically, while the Union fund-raiser was vacationing on his island, Confederate
soldiers were imprisoned on nearby Johnson’s Island.


Retired Ohio State Administrator John Kleberg has been researching Jay Cooke. He says
Cooke was an avid hunter and fisherman, so Kleberg suspects he would be pleased to see
the science lab there today.


“There is a penciled correspondence where Cooke is complaining about the reduction in
the population of the fish, the bass specifically, I think, because people are net fishing,
you know where they’re taking too many fish out of the lake and the bass population
therefore is decreasing. And that’s not the way you ought to protect the bass population.
So obviously in that context he was sensitive about the need for conservation and how we
fish and how we protect fish populations. So I suspect he would be very pleased with the
kind of work that’s being done.”


Cooke’s daughter sold Gibraltar in 1925 to Franz Stone, whose family donated it to Ohio
State.


Outside, the four-story limestone turret’s crenellated top gives the appearance of a castle.
The inner rotunda walls have held up surprisingly well over 140 years.


But after years of use, the building is in need of some major repairs. Lab Director
Reutter wants to renovate the 15 room building into a conference center.


“It’s interesting too, Cooke’s, one of his sons, was an amateur photographer, and we’ve
got great photos of how the place looked at that time, so obviously that’s our goal to take
it back.”

The castle includes a spiral staircase and there’s a gorgeous wood-paneled library that
overlooks the bay…


Reutter: “So, obviously, this would be my office…” (laughter)


Ohio State University is looking for money to make renovations. But that’s proved
challenging. The castle will never be open to the public. Lab Director Reutter says that’s
not its purpose…


“Oh no, this would not be used for tourists, this is an education and an outreach facility,
so it would be a conference center but it would be for research conferences, education
conferences, Great Lakes management, this will never be open to the public.”


It’ll cost two and a half million dollars to make the renovations. If they can find the
money, Reutter and the university say Cooke’s castle will become an even more
important research center. One he expects to draw scientists to study the problems facing
the Great Lakes.

The city of Toronto is using the deep, chilly waters of a Great Lake as
“green” air conditioning for some of its skyscrapers. The Great Lakes Radio
Consortium’s David Sommerstein explains how:


Toronto and a provincial pension fund joined forces to form a company
called Enwave. It plunged three new intake pipes 3 miles out and 270 feet
deep into Lake Ontario. The pipes suck up near-icy water, which is used to
cool other water that’s pumped to air conditioning systems around the city.
The original water is re-used as drinking water.


Chris Asimakis is Chief Operating Officer of Enwave. He says the project
saves energy and reduces pollution.


“Literally you’re offsetting between 75 and 90 percent of the electricity that
you would have otherwise used and paid for to run a traditional type chiller.
And as a result, the air in Toronto is cleaner because we’re displacing
electricity generation from coal-fired plants, as an example.”


The project has the capacity to air condition 100 office buildings or 8,000
homes. Current clients include some of Toronto’s most prominent
landmarks, including the home of the Toronto Maple Leafs hockey team.

Their proposal is expected to be released this month. Some say there’s a chance that more communities just outside the basin will get some water from the Great Lakes. More cities and businesses outside the Great Lakes basin want to take water from the Lakes. Great Lakes governors and provincial leaders are working on proposed new rules to control water diversions. Their proposal is expected to be released this month. Some say there’s a chance that more communities just outside the basin will get some lake water. The Great Lakes Radio Consortium’s Chuck Quirmbach has the story.


Only a few communities outside the Great Lakes Basin currently get water from the Lakes, but some inland cities are growing and running short on groundwater supplies. One such city is Waukesha, Wisconsin. Waukesha is 25 miles away from Lake Michigan. The city is on the far side of the sub-continental divide that separates the Great Lakes basin from the basin where surface waters drain to the Mississippi river.

At the sunset pumping station in Waukesha, blue-painted pumps push groundwater from a large storage tank towards the homes of some of the city’s 65-thousand residents. Waukesha’s population has grown about 30 percent over the last two decades, so water utility general manager Dan Duchniak says the city is pumping more water than it used to…especially during dry periods when people water their lawns.


“When we did not have all the rain we had, we had our peak days around 10-11 million gallons a day – now around 12-13 million gallons a day. It goes up couple hundred thousand gallons per year.”

No one in Waukesha is doing without tap water, but the groundwater table has dropped 300 feet over the last 50 years. And there’s another problem. Waukesha’s water supply is tainted by radium, a naturally occurring contaminant that could cause cancer. One of Waukesha’s long-term ideas for improving its water is to abandon the city wells and pump in up to twenty million gallons a day from Lake Michigan. In a complicated argument, hydrologists say Waukesha’s groundwater aquifer and the lake are connected anyway, so Dan Duchniak says a pipeline to the lake would not be a new withdrawal of water, and would actually help restore the original natural system.


“All we’re saying to make it real simple right now we have a vertical straw that is pulling water from the aquifer that has its tributary to the Great Lakes, we just want to take that water and make it horizontal for the better of the environment all around us.”


Duchniak has the ear of Wisconsin governor Jim Doyle. Governor Doyle is the new Chair of the Council of Great Lakes Governors. Among other things the council decides on water withdrawals from the Great Lakes. The governors of the eight Great Lakes states and leaders of Quebec and Ontario are expected to soon release a proposal called annex 2001. If passed, it will update rules on diverting great lakes water. Governor Doyle says he opposes sending water out of the Midwest, but he says short-distance diversions might be okay, if there’s a drop for drop return of clean water. Doyle acknowledges he needs unanimous agreement.


“There’s no reason for a governor of another state to approve even a small diversion unless they have some real confidence that the Great Lakes will be protected. That’s the way we protect it. Every single governor needs to approve.”


Governor Doyle says any change in diversion policy is years away. Still, environmental groups are closely watching for the annex 2001 proposal. Reg Gilbert is with Great Lakes United. He says before any more diversions are allowed, the plan should include more guidelines for water conservation. he says the lakes are too important to put them at risk by withdrawing too much water.


“Both our quality of life and a significant part of our economics come from a good functioning Great Lakes and if the rules for protecting it require it being difficult to divert water even those communities that want to divert that water might want to think twice and see it’s in the best interest of the whole region to have pretty strong rules… even if it makes it a little bit harder for some communities to get the water they need.”


Gilbert says he’s also looking for a plan that will pass muster with international trade courts that have questioned the legality of great lakes officials controlling the local waters. Gilbert’s hoping a lot of people will weigh in with their ideas during an upcoming comment period.
