The tribes are worried about climate change. They think it might be affecting natural resources
like wild rice beds, fish habitat and animals they hunt to feed their people.


The tribes got some provisions into a major climate change bill that recently failed in Congress.
They’re now preparing their arguments for the next go-round on Capitol Hill.

Stephen Hartsfield is with the National Tribal Air Association. He says one thing the Native
communities want is more incentives to produce cleaner energy – such as solar power in the
Southwest US.

“ We have 300 days of sunshine a year – so it just makes logical sense for tribes and states and
communities in the Southwest to look at those opportunities.”

At a meeting with Great Lakes area tribes in Milwaukee, an EPA official said it’ll be up to
Congress and the Obama Administration to determine how much clout the tribes will have in the
debate.

Environmental groups are touting the campaign promises of President Elect
Barack Obama. They predict he’ll be open to environmental clean-up and clean
energy programs.

Michael Kraft is a political scientist at the University of Wisconsin – Green Bay.
He’s adding a note of financial caution.

”It’s no surprise that the federal government is running a very large deficit this
year and that the national debt is very big and that the country is entering an
economic downturn. So, the challenge will be deciding how much we can afford
to spend and in what years we can afford to spend it. “

Kraft says that could affect funding for programs aimed at cleaning up pollution.
And it could also pinch environmental regulators from the US EPA.

Kraft also says new spending may have a better chance when backers can prove
it will help the environment and not hurt the economy.

The leader of a key panel on climate
change says upcoming international meetings
will have a lot at stake. Chuck Quirmbach
reports:

The UN intergovernmental panel on climate change has developed a road map for holding down
emissions that contribute to global warming.

The panel will be part of meetings in Poland this December and in Denmark next year.

R.K. Pachauri chairs the panel. He says negotiators must build on progress made so far.

“And if we miss this out, then I think all the momentum that’s been generated would be lost and
essentially we’d be starting from scratch and we know what that means. It means several years
of delay.”

Pachauri says he’s worried that the current global economic problems will hurt efforts to protect
the earth against climate change. He says things like sea levels, weather patterns, crop
production, and the health of some kinds of animals hang in the balance.

honor people killed while riding bicycles.
It’s called “ghostbikes”. Chuck Quirmbach

Only a tiny number of bicyclists are hit and killed. But some riders say the death toll should be
zero.

So, in about sixty communities across the US, bicycle groups are painting bikes all white. Then
they chain them to a post near the site of the bicycle fatality.

Rider Jessica Weinberg compares the skeleton-looking ghostbikes to white crosses placed where
people die in motorized vehicles.

“I think anyone who drives on the highway when they see a cross on the side of the road, that
does kind of make you think for a minute, ‘should I drive a little more carefully here, there was a
tragedy here, what was the situation?’ We want the same thing with the ghostbikes.”

Weinberg says with high gas prices putting more bikers on the road, ghostbikes may help keep
accident rates from going up.

An advocate of urban farming will
be able to do more to get locally grown foods

Will Allen founded the group ‘Growing Power’. Allen says the group tries to provide healthful and affordable food to
people who really need it. He says he’s mainly focused on growing and getting food to cities.

“Our rural areas are becoming suburban areas, and cities are getting larger and
growing out into suburban areas. And we have to figure out a way to feed people
with local food, and we need to come up with a just way of doing that.”

Allen says growing food locally and getting better food to people is key to building communities.

Allen is getting help. The MacArthur Foundation has recognized him with one of its ‘genius’ grants. He’ll get a half-
million dollars over the next five years to use as he sees fit.

point plan for protecting the Great Lakes.

Great lakes advocates have been urging Washington to approve a 20 billion dollar restoration package for the lakes.

Illinois senator Obama says he’s willing to come up with an additional 5 billion dollars. He’d get the money by rolling back tax breaks for oil and natural gas companies.

Michigan Democratic senator Debbie Stabenow is helping promote Obama’s plan. She says it goes well beyond the Bush Administration’s unmet promises to pay for lakes cleanup.

“What we are seeing through this plan is actually putting the dollars into a trust fund so the dollars would be there.”

Senator Obama also wants a coordinator of Great Lakes programs to tackle toxic hot spots, invasive species and enforcing a compact to protect the lakes from large water withdrawals.

The McCain campaign says Senator McCain supports fixing the Great Lakes, but he’s not
ready to commit to an amount yet.

Congress might vote this fall
on a plan to triple the amount of money
for cleaning up pollution hot spots
around the Great Lakes. Chuck Quirmbach

The Great Lakes Legacy Act is supposed to remove contaminated sediment from harbors.
But, clean-up has been slow because there’s not enough money.

Although tens of millions of dollars have been authorized in the past, Congress and the
Bush Administration have not actually spent much of it on clean up projects.

EPA regional administrator Lynn Buhl says despite the history of the Legacy Act, more
money should be authorized.

“First of all, there needs to be an appreciation of how many players are involved in these
projects. They don’t come together overnight. I think we’ve done well to have completed
five already.”

Congress could increase the amount of authorized spending from 54 million dollars a
year to 150 million per year.

The EPA acknowledges a potential tripling of the funds for the Great Lakes Legacy Act
might not sit well with some Congressional budget hawks.

money on battery research for plug-in hybrid vehicles. That’s because

existing battery technology is limited. But some of the grant winners

say success won’t come easily. Chuck Quirmbach reports:

money on battery research for plug-in hybrid vehicles. That’s because

existing battery technology is limited. But some of the grant winners

say success won’t come easily. Chuck Quirmbach reports:

The US Advanced Battery Consortium is made up of General Motors, Chrysler and Ford.
Together with money from the Department of Energy, the consortium is handing out millions of
dollars to develop batteries for Hybrid vehicles.

Johnson Controls and a partner will develop lithium-ion batteries for plug-in hybrids.

Michael Andrew is a spokesman for Johnson Controls. He says his company has a lot of work to
do to make a battery that will go forty miles between charges.

“You’ve got to hit volume targets, weight targets, power targets, energy targets, cost targets. For
the 40 mile range application, that’s gonna be a tremendous challenge for us.”

The battery and car makers say it might take even more government support to help the US auto
industry shift away from gasoline-powered cars.

Critics say the companies should have focused sooner on fuel efficiency.

Dead Zone Pollution Goes Unchecked?

Nine groups from states bordering the Mississippi River are calling for standards
to limit nitrogen and phosphorus pollution. The main source of the chemicals
is runoff from farms.

Attorney Betsy Lawton is with Midwest Environmental Advocates.

She says it’s been ten years since the Environmental Protection Agency said it
would make states in the Mississippi Basin protect and clean up the waters.

“EPA has long held that it would step up and take action when states failed to do.
It has set several deadlines for states to take this type of action and limit this
pollution but has let the states slide from those deadlines.”

The nitrogen and phosphorus flow down the Mississippi into the Gulf Dead Zone
– an oxygen depleted area of about 8,000 square miles – or the size of the state
of Massachusetts.

But soil is being displayed as a valuable
resource at the Smithsonian in Washington D.C.

The Secrets of Soil exhibition includes samples from every US state and territory. It highlights
threats to soil.

The Soil Science Society of America is a main sponsor. Ellen Bergfeld is the CEO of the
Society.

She says major floods this year show erosion is still a big problem. Bergfeld also says some
farmers are plowing under land that was once put aside for conservation. Higher crop prices
have lowered enrollment in a government program called Conservation Reserve.

“And a lot of the contracts are coming up over the next few years so we’re going to see just a
tremendous number of acres coming out. And that does not bode well for the use of those soils.”

The soil exhibit will be at the Smithsonian’s National Museum of Natural History for about two
years, then travel around the US.
