A new study shows that a ban on ozone-depleting chemicals has led to a
slow recovery of the Earth’s protective ozone layer. Researchers say
within the next 100 years, the ozone layer could be as strong as it was 25
years ago. But there’s still a lot of uncertainty about the recovery process.
The GLRC’s Erin Toner reports:


The ozone layer protects the Earth from the harmful effects of ultraviolet
radiation, including skin cancer and damage to the environment. The
study’s authors say it shows a direct relationship between ozone recovery
and a ban on chlorofluorocarbons, which were used as a refrigerant.


University of Colorado Researcher Betsy Weatherhead says this is good
news, but people should still be careful.


“While ultraviolet levels are still high, and we expect them to be high for
at least the next 10 to 20, possibly 30 years, we have to be particularly
vigilant about protecting ourselves and our children against the harmful
aspects of UV.”


Weatherhead says ozone recovery faces some uncertainties… such as
rising global temperatures. She says that could stall recovery or lead to
record-low ozone levels.

VOC’s, in many of the nation’s underground drinking water supplies. But
the samples showed lower concentrations of the cancer-causing
chemicals than some suspected. The GLRC’s Erin Toner reports:


Volatile Organic Compounds are by-products of industrial and
commercial applications. They come from plastics, paints, dry-cleaning
products and gasoline.


Over the past few decades, researchers have detected many places in the
country where soil and groundwater is highly contaminated by VOCs.
This latest study by the U.S Geological Survey took a broader look at
VOC concentrations in the nation’s groundwater.


John Zogorski led the project.


“In most of the wells that we sampled, and we’re sampling before any
treatment by the water utilities, we didn’t find any of these 55
compounds using even our most sensitive analytical methodology.”


Zogorski says VOC’s were found in some drinking water wells, but he
says the good news is that where the VOC’s were found, they were
mostly below federal drinking water standards.

aging sewer systems. But in some communities, a trend called “low-
impact design” is making these projects more affordable for taxpayers,
and better for nature. The GLRC’s Erin Toner reports:


Low-impact design focuses on restoring natural ways to manage storm
water, instead of building sewer systems that send polluted water straight
to rivers and streams.


Rain gardens are one feature of low-impact design. They’re bowl-
shaped gardens planted with native flowers and grasses. Water collects
in the gardens and becomes cleaner as it seeps through the soil.


Pat Lindemann is a county drain commissioner in Michigan. He’s using
low-impact design to deal with flooding problems, and to clean up local
waterways.


“If we can take neighborhood by neighborhood, one rain garden at a
time, one constructed wetland at a time, manage our storm water, polish
it, clean it, discharge it at a lower rate, our rivers will start to recover.”


Lindemann says he’s done two low-impact design projects at half the
cost of rebuilding drainage systems with concrete pipes, curbs and
gutters.

Many communities throughout the country are rebuilding their sewer
systems to comply with federal pollution regulations. Nationwide, the
work is costing taxpayers billions of dollars. But in some communities, a
concept called “low-impact” design is making the projects cheaper and
better for the environment. The GLRC’s Erin Toner reports:


Dump trucks, black plastic pipes and huge piles of dirt line the streets of
this suburban neighborhood. It was built on very flat land and water
doesn’t run off. It used to be covered in ponds of wetlands. Now, that’s
causing big problems for people who live here. Their basements are
nearly always flooded and after it rains, they have pools of water in their
backyards for weeks, or months. Many run sump pumps all day and all
night.


Jesse Ramos lives in a white ranch house in the neighborhood.


“Actually, this past couple of months I’ve had a lot of problems with
water in my basement. I’ve actually already been through one sump
pump and I’ve went out and purchased another, just so I could keep up
with that. Right now that it hasn’t rained I’m okay. So, I’m a little
nervous when it starts to rain.”


Fixing these problems the traditional way – with concrete pipes, curbs
and gutters – would have cost 20 million dollars, and it would have
sent polluted storm water straight to the river, but Pat Lindemann wanted
to do the project differently. He wanted to save people money and clean
up the environment. Lindemann often sounds more like the head of a big
environmental group, than what he actually is – the county drain
commissioner for this neighborhood near Lansing, Michigan.


“A lot of people argue that if I own the wetland, I should be able to
destroy it, but you shouldn’t because… what you do on your property
affects the river, every time you over fertilize your lawn, every time you
do not pick up your domestic pet waste… this country has such a vast
amount of beautiful resources, and for 150 years, we’ve done everything
that we could to beat up on it.”


In Jesse Ramos’ neighborhood, Lindemann’s using low-impact design to
rebuild the drain system. It’s costing half as much as concrete curbs and
gutters.


“In the case of low-impact design, we force the water to go through soils,
to interact with plant roots, to stay on the land slightly longer and
become treated before it leaves to make its way to the river.”


The main way that happens is through rain gardens, one of the main
features of low-impact design. They’re bowl-shaped gardens planted
with native flowers and grasses. Native plants have long roots that draw
water deep into the ground and provide a natural filter for pollution.
Rain water collects in the gardens and becomes cleaner before eventually
reaching the pipe that takes it to the river.


Lindemann’s installing more than seven acres of gardens in the
neighborhood. He says people will have a few hours of standing water in
rain gardens, instead of weeks of water in their backyards.


Jesse Ramos is hearing this good news for the first time today…


“…now you’ll be flooded for about an hour and a half…an hour and a
half…that’s wonderful…and it’s pretty flowers…”


There’s another low-impact design project across town. Drainage
problems were causing backups in peoples’ homes. So, Drain
Commissioner Pat Lindemann built 20 acres of wetlands – right in the
middle of the city.


“It dawned on me, why take the water anywhere, why not just keep it. If
I can find a place to store it, put it and manipulate it, and not take it
anywhere, than I could manage it.”


This site is technically a series of retention ponds, but it’s really more
like a park. A paved walking path weaves around ponds and trees and
over bridges. It’s a place you’d bring school kids to learn about frogs
and birds and about being good to the environment.


This low-impact design project, like the one in Jesse Ramos’
neighborhood, was about half the cost of installing new concrete pipes
from the neighborhood to the river.


Low-impact design projects are happening all over – in Chicago and
Seattle, to more rural communities, and they’re likely to become more
common as cities consider how to cut non-point source pollution – the
leading cause of poor water quality. Non-point source pollution is a lot
of things – the fertilizer we use on our lawns or bacteria from animal
waste.


Pat Lindemann says his philosophy is that our dirty rivers will recover if
we start developing the land or rebuilding it the right way – one rain
garden or wetland at a time.

It’s called “wetland banking” and it’s similar to banking programs for air pollution. Wetland banking resulted from state and federal efforts to stop the loss of wetlands nationwide. J.B Ruhl is a professor of property at Florida State University. He
compiled a list of all wetland banking transactions in Florida. Ruhl
found a clear shift of wetlands from urban areas to rural areas, taking
environmental services away from cities.


Ruhl says wetlands provide flood and storm surge control, capture
pollution and recharge groundwater.


“If you take that wetland out, you’ve lost some value that you have to
either replace by building cement storm water ponds and all the other
things that could kind of replicate the wetland. Or, you just don’t replace
them, and either way you’re either spending money to replace the
wetland or you’re spending money to deal with the problems that arise
when the wetland is gone.”


Ruhl says the federal government should keep better track of where
wetlands are being lost and where they’re being replaced – and of the
environmental costs and benefits of those transactions.

acres of public forest land to raise money for schools in rural
communities. Lawmakers, environmentalists and former Forest Service
directors have come out against the plan, calling it short-sighted and

The goal of the plan is to raise 800 million dollars for schools that have
lost money generated by timber sales, but lawmakers from both parties
say auctioning off forest land is short-sighted. Environmental groups say
it’s one of the latest attempts by the Bush administration to give oil,
timber and mining interests access to pristine natural areas.


Amy Mall is with the Natural Resources Defense Council.


“These lands are part of America’s natural legacy. Some of them are really wild
areas where there is very high-quality wildlife habitat. They might be
areas where a lot of people recreate. They might go hunting or fishing.
Or they might just think that these areas should remain wild.”


An agriculture department official described most of the land proposed for sale
as isolated and expensive to manage.

A recent ranking of the worst U.S. cities for respiratory infections is

The list was compiled by BestPlaces.net, and funded by the
pharmaceutical company Sanofi-Aventis. It was based on the prevalence
of respiratory infections, prescriptions, and the rates of antibiotic
resistance. But one physician says the methodology might not give an accurate
picture.


Doctor Randolph Lipchik teaches at Medical College of Wisconsin. He
says the data is likely being skewed by the antibiotic resistance factor.


“Most respiratory tract infections, whether it’s sore throat, or an ear
infection or bronchitis, is viral, and antibiotics don’t treat that, and
antibiotics don’t prevent spread of those infections.”


Lipchik says it might be that hospitals in cities high on the list have a
high amount of resistant bacteria, making it look like they have more
trouble with infections than cities ranked better by Bestplaces.net.

That black mold you sometimes find in wet basements might cause
more trouble than you think. New research finds that toxins
produced by black mold are capable of killing cells that help us
smell. The GLRC’s Erin Toner reports:


Toxins found in the spores of black mold have been linked to
respiratory and neurological problems. But now, researchers at
Michigan State University have found that the toxins also affect
the nasal passages.


Veterinary Pathologist Jack Harkema was one of the researchers.
He says in the study, mice were given a small, single dose of black
mold toxin.


“When we examined these animals, we found that the cells that are
important to detect odors, or the sense of smell, that within 24
hours they died.”


Harkema says the toxins killed nearly 80 percent of nasal cells that
send signals to the brain. He says more research is needed to better
understand the effects of the toxin on people. That could be
important for thousands who’ve been affected by flooding,
including the disaster caused by Hurricane Katrina.

seven thousand pairs today. The Great Lakes Radio Consortium’s Erin

Major environmental groups hailed the government’s proposal to remove
the bald eagle from the endangered species list.


Doug Inkley is senior science advisor for the National Wildlife
Federation, which helped lead the bald eagle recovery.


“The success of recovering our nation’s symbol…the bald eagle…
demonstrates that with the right resources and with cooperative action by
all of those involved, the Endangered Species Act does chart a successful
path to recovery.”


The U.S. Fish and Wildlife Service will take public comment until May
17th on the proposed de-listing of the bald eagle. It was added to the
endangered species list in 1967, after becoming nearly extinct because of
the use of the pesticide DDT.


Some biologists are calling the proposed de-listing premature, saying the
bird’s numbers haven’t rebounded everywhere, and that its habitat still
needs protection.

A new report on pollution in the Great Lakes basin aims to spur U.S. and
Canadian governments to get tougher on dirty factories. The Great

This year, the United States and Canada will formally review the
decades-old treaty called the Great Lakes Water Quality Agreement.
Environmental groups are hoping the review will lead to tougher
pollution regulations in both countries, and they say a new report proves
there’s still a huge problem with dirty air, water and land.


The report finds that even after 30 years of environmental cleanup
efforts, factories in the region are still releasing 1.3 billion pounds of
toxins a year.


Paul Muldoon is with the Canadian Environmental Law Association.


“Although there’s been much improvement, this is a challenge to both
governments to really set targets and challenge industry to do better.”


The report finds that Canadian factories emit 73 percent more air
pollution per facility than their U.S. counterparts.
