Interview: Wind Power on the Water

There’s a lot of wind along coastal
areas… perfect for wind turbines. But a lot
of people don’t like the idea of windmills
ruining the view. So, why not put them out
in the water, just out of view from the beach?
Projects have been planned or proposed or just
rumored off the coast of places such as southern
Georgia, Delaware, Cape Cod, and Michigan out
in Lake Michigan. There are already some off-
shore wind turbines operating in Europe. Thijs
Westerbeek is the sustainable
development expert with Radio Netherlands. He
says off the coast turbines are more popular
than wind mills on the land:

Thijs Westerbeek: “Actually, the public reaction is excellent, because the whole
‘nimby effect’ doesn’t occur. The thing where you like wind energy, as a
principle. You like this big mill turning around and producing clean electricity.
But you just don’t want it in your backyard. You don’t want the noise, you don’t
want the flickering effect of the sun shining through, you don’t want birds to fly
into this, and you certainly don’t want to see it. Now, if the wind turbines are off-
shore, and far enough off-shore, that problem just doesn’t exist.”

Lester Graham: “One of the concerns is that the windmills will be an eyesore.
Can you see them from shore, and does it disrupt the seascape for either folks
on the beach or boaters?”

Westerbeek: “Well, that just depends. The two small-ish windparks, they are in
front of the coast of the Netherlands, are pretty far-off. You can just see the tips
of the blades. So that isn’t really much of a disturbance. The two gigantic
windparks, off the coast of Denmark, are actually a tourist attraction. People go
to see them.”

Graham: “What kind of problems are they for marine animals and sea birds
when they’re off-shore?”

Westerbeek: “This has been tested by scientists in Denmark. And they counted
1.2 million birds passing through, and not one was hit. The birds just see the
turbines. That’s just not a problem.”

Graham: “What kind of problem do they pose for ship navigation?”

Westerbeek: “Until now, and I’ve checked this with the Maron Research Institute
– that’s the maritime research institute here in the Netherlands – there haven’t
been any accidents yet. And that’s mainly because windparks are typically built
on sandbanks where there can’t be any traffic. However, if they would be built in
sea-going routes, and a ship would bang into it, you have a possible disaster on
hand, because the turbine will collapse – hopefully not onto the ship – but if it
does fall onto the ship, that could be possibly disastrous. So the suggestion of
this scientist at Maron that I called was ‘don’t build any windmills in, for instance,
the North Sea, which is just too busy’.”

Graham: “How do they get the power from the windmills off-shore to shore? You
have to have some kind of cable, I assume.”

Westerbeek: “And that’s a problem. Because the further windparks are off-
shore, the more expensive it’s going to be to get that power on-shore. And with
rising prices for copper, that really is a problem. The cable could ultimately be
more expensive than the park itself. Off-shore windparks are definitely much,
much more expensive than on-shore windparks. That is a fact. But they are a
political solution. People who don’t want on-shore parks for the reasons I named
– unsightly things, noisy things – that is just solved, that problem, if you have an
off-shore park. So, yes, they are costly, and maybe too costly, but it’s a political
choice to have them built.”

Local Blowback From Wind Farms

America’s hunger for new, greener sources of electricity, and a generous
federal tax credit, are fueling a wind power boom. According to the
industry, almost 6,000 megawatts of new wind energy are under construction
nationwide. That’s 40% of all existing wind power in the U.S. The federal
government doesn’t regulate many aspects of wind power. Neither do many
states. That puts a lot of pressure on local town councils to decide if a wind
farm will be a good neighbor. David Sommerstein reports:

It’s 7:30 in the morning on a crystal clear day in northern New York State.
A dozen ironworkers huddle between two monstrous red cranes and one
gleaming white tower, rising 22 stories tall:


“Everybody know their tasks? Anybody got any questions? Got a beautiful
day to fly this thing. No wind.”


Today the crew’s going to lift the thing you see spinning on a wind turbine –
three blades twice the length of semi trucks – to the top of the tower and
attach it. Dave Talley’s the supervisor. He’s from Petersburg, Tennessee:


“I live 20 miles from the Jack Daniels distillery.”


Talley’s helped build some of the wonders of the modern world: the
monorail at Disney World, the world’s largest furnace, the largest stamping
press.


“Yeah, we got a saying in our business. My work is my play, my play is my
work. I work harder than I play, and I play hard. If it ain’t hard, I ain’t
playin’. If it ain’t fun, I ain’t sayin’. And that’s all I’m sayin’.”


The cranes ease the blades into the air. Talley’s crew will do this 122 times
to erect Noble Environmental Power’s wind farm here. Noble’s owned by JP
Morgan Partners. The company spent millions of dollars and years of
permitting and negotiating to get to this point.


The wind farm touched off a fiery debate in town. Local board meetings
erupted in yelling. Neighbors and families became estranged:


“I think there’s a lot of people who have family members who totally fight
over it. I mean my sister and I don’t. We just don’t discuss it.”


Julie Ribot can see the turbines from her porch. Her sister works for the
wind power company. Ribot, however, is dead set against them:


“I don’t want to live here. There’s supposed to be 27 going up across the
street alone. Somebody said, ‘oh, it’s just like a ceiling fan.’ Well, would
you want 27 ceiling fans going off in your living room? No.”


Just next door to Ribot, Richard Widalski thinks they’re great:


“We do have to find an alternative source of energy. The price of oil and
everything, it’s getting ridiculous. I was told it’ll put up 1.5 megawatts of
power, which will, y’know, supply power for quite a few homes.”


Wind developers pay landowners thousands of dollars a year for hosting
turbines on their land. But neighbors have to live with the windmills, too,
and they don’t get paid. Planner John Tenbush says money pits haves
against have-nots in a small town:


“One guy’s gonna get a lot of money and the guy right next door, who’s
going to suffer from the noise or the blinking effect or some other adverse
impact, gets nothing.”


Across the country, industrial-scale wind project are forcing small, mostly
rural town councils to make big decisions. The federal government and
most states offer little guidance on a blizzard of complicated issues: how far
should the turbines be from a house or a road? How loud can they be? Do
they boost or blemish property values? Do they kill too many birds?


David Duff is on the planning board in nearby St. Lawrence County. He
says it’s easy for town councils to get in over their heads:


“Maybe they buy snowplows and they put out contracts for salt. They are
not in the same league in terms of negotiating as a multinational company
who has done this before.”


Until regulation catches up, the burden falls on local town councils when
wind power moves in.

It’s all happening in spite of inconsistent federal support. Stephanie Hemphill reports:


At the Duluth Port Terminal, the BBC India is tied up to the dock. Two giant cranes slowly lower a silvery propeller onto a waiting truck. The blade is half as long as a football field. The extended bed of the eighteen-wheeler isn’t long enough to hold the entire length. A padded steel structure cradles the narrow end above the ground. There are 66 blades on the ship, three blades for each of twenty-two towers.


“The three blades will bolt into a hub, and then the hub attaches to the nacelle, the generator package, that’s the actual turbine, and the nacelle sits on top of the tower.”


Andrew Holdrup is the port captain for the shipping company. He was here in Duluth a year and a half ago, when the port handled its first ever shipment of windmills.


Holdrup says the demand for windmills is huge in the U.S.


“We have four ships; all they do is run from Denmark to Houston with Siemens windmills. We discharge them in Houston, the ship sails back empty to go pick up the next lot. Multiply that by all the other ports, and all the other windmill manufacturers, and it’s a huge business.”


It’s great business for Duluth’s port. Unloading the windmills requires iron workers to cut the steel where the pieces have been welded to the ship, and crane operators, and longshoremen. And truckers are staying in town waiting to pick up their loads. They’ll haul the windmills to wind farms being built in Mower County, Minnesota, and Oliver County, North Dakota. The port has also handled equipment for wind farms in Manitoba.


The boom in wind was primed in the early 1990s, when Congress set up a production tax credit for wind power. It allows a 1.9 cent-per-kilowatt-hour tax credit over ten years, for electricity produced by wind.


But the tax credit only runs for two years at a time. Ron Johnson is in charge of marketing for the Duluth Port Authority. He says that on-again, off-again approach has made it hard for businesses involved in wind energy to plan and grow.


“It’s kind of start up again, stop, start up again, stop. If you’re a trucking company with these specialized trailers, you don’t want to go out and buy fifty more of them if there’s a chance your whole fleet’s going to sit until Congress decides what to do.”


Johnson says there’s a lot of support in Congress for the tax credits, and he expects them to be renewed.


Steve Stengel works for FPL Energy, the company building the wind farms where these windmills are headed.


“It is part of the business, we understand that. And it does cause kind of starts & stops, if you will.”


But he says it’s possible to work around the periodic breaks in the tax credit because it takes a long time to plan a wind project anyway.


“Permitting issues, land lease issues, transmission issues. We have to plan as if the tax credit is going to be there.”


In fact, wind is growing dramatically in spite of the iffy nature of federal support. Several states now require utilities to invest in renewable energy, or offer incentives for wind power development. And as the cost of fossil fuels goes up, the relative cost of wind goes down.


It all adds up to a lot of demand, and recently, tight supplies.


The American Wind Energy Association’s Susan Sloan says orders are already in place for 2008 and beyond.


“Because of this boom and bust cycle but also because of this new acceptance of wind, we are seeing a tighter supply, and we need to have the manufacturing capabilities catch up.”


And that’s what’s happening.


It took two weeks for the Siemens windmills to sail from Denmark to Duluth. Now the company is building a factory in Fort Madison, Iowa. Siemens says it will employ 250 people, and start producing in the first half of 2007.


And in Pipestone, Minnesota, Suzlon, a company based in India, is about to start producing three blades a day, and the nosecones to go with them. The company plans to manufacture the electronic controls, and eventually employ up to 300 people. Suzlon says it has orders for the next two to three years.

Overseas manufacturers of wind generating systems are shipping them here as fast as they can. Now, several companies are building wind generator factories in the US.


Siemens is building a plant in Iowa. Suzlon is about to start production in Minnesota. Plants in Texas produce blades and towers.


It’s all happening in spite of inconsistent federal support. A production tax credit is in place, but it expires every two years.


Ron Johnson is with the port of Duluth, which handles windmill imports. He says the on-again, off-again support makes it hard for companies to plan and grow.


“Well, the deadline’s coming at the end of next year, and people are planning their projects, so we’re all anxious to see what Congress does.”


The American Wind Energy Association says producers are installing enough wind power this year to power the entire state of Rhode Island.

Over the past few months, whenever the weather is favorable, Aaron Godwin of Green Energy Ohio rides a power boat several miles out into Lake Erie. Out on the on the city of Cleveland’s century old water intake structure he’s built a tall wind monitoring tower.


“The upper part of the tower is about 168 feet above the water, so we’re measuring at about 30, 40 and 50 meters, and dual instrumentation at each level, anemometers that measure wind speed and vanes that measure direction.”


Godwin’s got almost a year of wind data and today he’s installing a small wind turbine to confirm what he’s discovered: that the lake’s wind is roughly twice as strong as wind on land. So to Godwin offshore wind farms are inevitable, especially since 75 percent of the nation’s energy use is near coastal cities.


However, proposed projects everywhere face a number of hurdles. One of them is bird and bat migration. Some land turbines have killed creatures that flew too close. But in Denmark, where offshore wind is 15 years old, extensive water foul surveys show little change in bird behavior. Charlotte Boesen is an environmental planner for Dong Energy in Denmark.


“These birds, they do fly around the wind farm. They do not like flying over land you can say and maybe they in some sort they perceive the turbines or wind farm as a similar object.”


Even so, no wind project in the US will ever get off the ground without a full assessment of potential wildlife impacts. That’s why 60% of Lake Erie has already been ruled out by a preliminary study conducted by the wind consulting firm AWS True Wind. Its Executive Director Bruce Bailey says that leaves most of eastern Lake Erie still available, with the best wind about 15 miles northwest of Cleveland.


“That’s where the strongest winds would be found. With water depths still being under say 70 feet.”


Bailey adds the shallow depth of Lake Erie combined with its solid lake bottom and fresh water makes it more friendly to offshore wind generation than oceans.


“You wouldn’t have to deal with the corrosion or the extra cost to safeguard your hardware from corrosion if you’re sighted in a fresh water lake.”


Bailey adds designing against hurricanes makes ocean projects more expensive. On the flip side, Lake Erie’s been known to freeze.


“There are ways to deflect the ice from actually pushing too strongly against or lifting out a turbine foundation. Some of them have already been deployed already in offshore projects in Northern Europe, and some of them are located in locations where you might even get icebergs.”


Another concern is whether these turbines will ruin the natural beauty of America’s Coastlines, even though on the horizon a turbine might only look a big as a thumbnail. Walt Musel of the US Department of Energy says this worry is unfounded.


“It’s worth noting there are no projects in the United States, so most people who object to offshore wind have never seen one.”


Fifteen years ago, projects in Denmark faced the same prejudice. Today tourists rent boats to go see them.


Above all, perhaps the largest impediment to offshore wind power is its high cost. Installation in water is expected to be double the cost of on land construction. However, once farms are producing power, electricity companies are open to buying it.


Out on Lake Erie, Aaron Godwin is packing up his tools for the day. He says there is an up side to those high capital costs. He says in the future, turbines will be so large it’ll make more sense to manufacture the parts locally, giving America’s manufacturing industry a ray of hope.


“Energy is a guaranteed growth market. Wind power is the fastest growing energy sector in the entire world. Why would you not want to get involved in that guaranteed growth market? It just does not make sense.”


Godwin says if the US can clear these hurdles of public perception, engineering, and environmental impacts, he thinks the US economy might find a pleasant surprise: consistent, green energy, built and harnessed off the blue coasts of America.

Environmental groups are praising the Canadian government’s plan to spend billions of dollars to
help Canadians reduce greenhouse gases. From Ottawa, the Great Lakes Radio Consortium’s
Karen Kelly reports:


Four billion U.S. dollars will be spent on the environment over the next five years. That number
is part of the recently announced federal budget in Canada. And many say it’s a signal that
Canadian officials are taking their commitment to the Kyoto Protocol on climate change
seriously.


Much of the money will be spent on financial incentives for companies and individuals to reduce
their energy use.


The Sierra Club’s John Bennett says that’s a wise investment.


“This new system should be a way of spurring action much more quickly… and it will be open to
all comers to come forward with ideas to reduce emissions.


For instance, Canada plans to quadruple its investment in wind power. It has put aside 740
million dollars U.S. on incentives for those who build windmills – and for those who buy the
energy they produce.

Wind farms of huge turbines are springing up along coastlines,
windy ridges and blustery farmland. Most of us see them from a distance.
The Great Lakes Radio Consortium’s Chris Lehman recently visited some
of them up close… and has the first of two reports on wind energy:

Lehman recently visited some of them up close… and has the first of two reports on
wind energy…


If you can imagine the sight… there are 63 wind turbines scattered across the
prairie farmland,
their huge blades sweeping around, capturing energy from the wind. Each turbine is
213 feet
high. You can see them from miles around. But it isn’t until you stand directly
underneath the
80-foot long blades as they rotate in the wind that you begin to appreciate their size…

“This is probably a typical day. They’re probably producing at about 30 percent of
what they are
rated at, and probably on average, for a year, this is what you’d expect.”


Christopher Moore is Director of Development for Navitas Energy. The Minnesota- based
company opened the Mendota Hills Wind Farm in northern Illinois just over a year ago.


Q: “What are some of the highest levels that you’ve reached?”


“Each turbine is capable of producing 800 kw, and there are times when we’ve had the
windfarm
working at about maximum.”


Moore says the Mendota Hills Wind Farm produces enough electricity to power about 15-
thousand homes per year. It’s the first wind farm in the state of Illinois.


Brian Lammers is a Project Manager for Navitas Energy. He says the location is
ideal since it’s
windy here nearly all year long…


“The wind here is more robust in the fall, winter and spring. So we have more
production during
those months than we do during June, July, August.”


Unfortunately, the summer months are the months that most often experience peak
demand for
electricity. Because of that, and because it takes so many windmills to generate
lower amounts of
power, it’s unlikely that current wind energy will completely replace fossil fuel
generated power.

On the flat prairies of Illinois, the giant turbines are the tallest structures for
miles around. You
begin to wonder about things like lightning strikes…


“We might have experienced one or two last year. The turbines are protected from
lightning. The
entire wind farm is grounded, so if there is a strike typically it will just be
grounded down to the
ground grid. There’s typically no long-term damage associated with a lightning
strike. But as you
can imagine, they’re the tallest structures around so there are periodic lightning
strikes.”


Q “What about a tornado? This is tornado country…what would happen if one came
through
here?”


“I don’t know. These turbines are built to withstand everything but a direct strike
from a tornado,
so I think the same thing would happen to a wind turbine that would happen to any
large
structure if they were struck by a tornado. You’d probably have some significant
damage.”

Inside the turbine, there’s a distinct hum as the blades whirl away at the top of
the hollow shaft.
It’s about ten feet across at the base, and a metal ladder allows anyone brave
enough to climb all
the way to the top.


Despite the hum of the turbine’s blades up close, the sound fades away just a few
dozen feet from
the tower. But noise isn’t much of a concern for this wind farm. It’s in the
middle of a soybean
field and there are no neighbors nearby.


Noise is just one of the aesthetic concerns for neighbors of wind farms. Appearance
is another.
The Mendota Hills turbines are coated with a special paint that appears white in
bright sunshine.
But when the sun’s not out, the turbines appear grey, and seem to blend in with the
cloud-covered
sky.


Dennis Cradduck has 19 of the turbines on his corn and soybean farm. He says the
wind farm
hasn’t been a problem. Of course, he’s getting paid by Navitas for allowing the
turbines on his
land. But he says the wind farm has led to an unexpected benefit: getting to meet
people from
across the country who pull off the highway for a closer look…


“We get people almost on a daily basis that drive by on the interstate and see them,
and stop and
want to look at them, and they’re amazed at them, and most—about 99 percent of them
have been
positive comments. In fact, one fellow from North Carolina stopped the other day
and said ‘I wish
we’d build more of these around the country because we need renewable energy.'”


The prospect of more renewable energy is appealing to most environmentalists. But
some worry
that wind farms can be deadly to birds. A study by the National Wind Coordinating
Committee
found that wind turbines kill an average of two birds per year.


Another concern is that windmills disrupt the scenery. But the only view around
here is farmland
as far as the eye can see. And on this brisk day, it isn’t just corn and soybeans
being harvested: it’s
the power of wind.

alternatives
can be controversial. Windmill farms are springing up all across the
nation.
Some people think the windmills are eyesores. But others say windmill farms
can help preserve the agricultural landscape by supplementing the income of
farmers. In the second of a two-part series on wind energy, the Great Lakes
Radio Consortium’s Linda Stephan reports:

electricity. But “green energy” alternatives can be controversial. Windmill farms
are springing
up all across the nation. Some people think the windmills are eyesores. But others
say windmill
farms can help preserve the agricultural landscape by supplementing the income of
farmers.
The Great Lakes Radio Consortium’s Linda Stephan reports:


For 30 years, Matt Mauer raised crops and livestock on his farm about 10 miles from
the Lake
Michigan shoreline. Today, he’s in his backyard looking at the land now farmed by
his daughter
and son-in-law. Standing there, he feels a crop they’re not harvesting.


“The good Lord makes it windy all the time for us, so let’s use it, you know.
Because I’m like
everybody else. When I get up in the morning, I want lights.”


Mauer’s hoping to put four wind turbines on his family’s farm near Ludington,
Michigan. That
would power about 24-hundred homes. Nearby, a renewable energy company’s working with
other farmers to build a hundred turbines in the area. Mauer says many of his
neighbors want in
on the deal because they think wind energy could help save their farms.


“It’s hard to make a living just farming right now. And I consider the wind one of
the crops that
we could harvest. It will help keep farmers on the land. Like if, in this place, if
we could get
seven–thousand dollars a year, six-thousand dollars a year for four of them, that’d
make it a hell
of a lot easier to keep the people here and farm.”


The state government’s backing similar projects. It’s training financial advisors
to show farmers
how they can turn a profit with windmills.


But not everyone likes the idea. Some people who live in the area around the
planned windmills
say they’re worried the towers would destroy the region’s charm. That’s linked to
property values
and to tourism. And they don’t like the size of the proposed windmills. Each one
would be four-
hundred feet tall. The blades would have a diameter nearly as long as a football
field.


It’s a story that’s heard in many places. Cape Cod, Massachusetts, the prairies of
Illinois, and
around the Great Lakes. For example, a Michigan couple who wanted large-scale
turbines on
their property ended up losing a court-battle against local government that opposed
the plan. And
two turbines already in place in Mackinaw City – between Lake Michigan and Lake
Huron –
have some unhappy neighbors as well.


Thomas and Virginia Alexander’s home is about 15-hundred feet away from the windmills.
They’re in their eighties and they both wear hearing aids… but even without them,
they say the
windmills are loud…


Tom Alexander: “There’s things about it we don’t appreciate, at times the noise –
not always –
depending upon the wind and the direction.
Virginia Alexander: “Yesterday. Very noisy yesterday. The wind was high and they,
you could
really hear them.”
Tom Alexander: “Just a continual swish, swish, swish, swish, swish.”


Windmill developers say the sound is no louder than normal speech. But this noise is
different. It
goes beyond the frequencies of normal speech. The sound can travel long distances
through both
the ground and the air. They keep Virginia Alexander awake some nights.


Tom and Virginia Alexander’s son Kelly lives next door with his family. He calls
himself a
windmill victim. He has this advice for others:


“Don’t let them go in your backyard. There are places they can go. You don’t just
put those in
somebody’s backyard. I don’t think it’s right.”


A lot of people agree with the Alexanders. Even wind energy boosters concede that
location is
key to successful projects. David Johnson heads up the program for the state of
Michigan that’s
encouraging farmers to allow windmills on their land. He says turbines should be
constructed
where there’s lots of wind and few neighbors. But he says when people say ‘no’ to
windmills,
they should consider the alternative.


“So, does that mean that you should build another big coal-fired plant? Is that the
preferable way
of doing it with the global warming impacts and the mercury pollution and so on that
go with
that? Is that the choice that the public wants to make?


States across the nation are struggling to find the right balance between clean
energy and the
beauty of an uncluttered landscape. Few regulations are in place right now. More
and more,
communities will be facing the decision of whether clean energy and keeping farmers
on the land
is worth the price of adding wind turbines to the scenery.

The political campaigns have been preoccupied with war, jobs, and health care. There’s been
little mention of another issue that some Americans also find very important: the environment.
As part of a series of profiles on the presidential and vice presidential candidates’ records
on the environment, the Great Lakes Radio Consortium’s Lester Graham looks at Vice President
Dick Cheney:


This fall, during a campaign stop, Vice President Cheney was asked about his concerns and
philosophy on the preservation, conservation, and sustainability of water and natural resources.
The Vice President told his audience that he shared their concerns about the environment.


“Anybody who spends any time on waters, fishing, as I do – steelhead in northern British Columbia
when I get a chance and for trout in Wyoming and various places – it’s a fantastic resource. And
we really have an obligation to try to improve it and pass it on to the next generation in better
shape than we found it. I think we’re doing, as a general proposition, we’re doing pretty well.
Better than we used to.”


But most environmental groups are concerned Vice President Cheney is leading the effort to roll
back many environmental protections. Group after group is critical of the Vice President’s
actions.


“Cheney’s role has really been to be the front guy to fight for the industry’s agenda.”


Greg Wetstone directs the Natural Resources Defense Council’s Action Fund. Wetstone says Cheney
has become an easy target for criticism by the environmental movement. Wetstone says it’s clear
that Dick Cheney has wielded more power than most vice presidents have in the past.


“Well, the Vice President has clearly played a huge role in shaping this administration’s
policies on the environment and especially energy policy. It was Vice President Cheney who
led the Energy Task Force that met secretly with top industry lobbyists and shaped the policies
that were proposed by this administration while shutting out the advocates for a cleaner
environment. The polluters basically all but held the pen in crafting this administration’s
energy policy.”


The Natural Resources Defense Council sued the Bush White House, calling for the release of
documents related to the secret meetings. The courts ordered some documents to be released.
And the environmentalists say those papers confirmed the role of gas and oil industry lobbyists
in drafting the Bush energy policy.


Chris Horner says he took part in some of those meetings. Horner is a Senior Fellow at the
free-market think tank, the Competitive Enterprise Institute. He says the Vice President
worked hard to include environmentally friendly approaches when drafting the policy for energy.


“He pushed heavily in his energy plan for windmills, solar panel, transition to gas even more.
He didn’t just consult with free-market groups like ours. The reportage notwithstanding, I went
in several times to meet with these people and I passed very hard left-leaning groups on the way,
in the waiting room on the way out. The administration met with greens. They met with
free-marketers. They met with everyone.”


But the environmental groups argue the gas and oil industry had too much influence on the plan
that is supposed to regulate them.


The League of Conservation Voters has given the Bush administration failing marks for its
handling of environmental issues. Betsey Loyless is the group’s vice president of policy. She
says the energy task force is a good example of how Vice President Cheney contributed to what
her group sees as failure.


“We have an energy bill that wants to open sensitive public lands to drilling. That’s part of
the Cheney philosophy. We have a secret energy task force that wants to subsidize, at the
taxpayers’ expense, the coal, oil, and gas industry. That’s at Cheney’s behest. I mean,
Cheney has been the real leader.”


Vice President Cheney’s defenders say he’s only being realistic and practical. They say the
nation’s energy security should not be put at risk because of a few environmental extremists.
While Cheney is villified by the environmentalists, it doesn’t appear that all voters view him
in quite the same terms.
