Wild Rice Harvest Restores a Native Tradition

For thousands of years, Native American tribes in the Great Lakes region have been harvesting wild rice. They call it manoomin.

But over the past few centuries, this tradition has been dying out. The rice beds have been shrinking, and the cultural knowledge has been disappearing. Many tribes were forced to relocate away from the wild rice beds. Starting in the 1870s, some children were taken from their families, into boarding schools. They were given English names and cut off from their culture and from the knowledge of how to harvest rice.

In Michigan, some people are trying to bring the tradition back.

Roger LaBine is a member of the Lac Vieux Desert band of Lake Superior Chippewa. He says manoomin is central to his ancestors’ migration story.

“And they were presented in visions with seven prophecies and we would know where our homeland would be when we found this food that grows on the water, which is the manoomin.”

Here, on Tubbs Lake near Mecosta, you can still find wild rice. The rice beds look like a bright green meadow growing on the water. It’s the perfect spot for Wild Rice Camp. About 50 people are here, young and old, tribal and non-tribal. They’re here to learn how to harvest and process the rice.

Barb Barton is one of the camp’s instructors.

“So to harvest rice you use cedar ricing sticks, they look like shortened pool cues. You pull rice over the boat and knock the rice into the boat.”

After a couple hours on the lake, everyone heads back to camp to process the rice.

Charley Fox has been ricing since he was nine years old. He’s showing us how to soften the rice in a copper kettle.

“It takes the moisture out of the rice kernel, gets the outer shaft brittle to where you can roll it in your fingers. it’s a golden color, it’s ready to go, ready for the next stage where they dance on it!”

Saige Mackay is 11 years old. She’s in a little pit, wearing moccasins.

“I’m dancing on the rice. It shells the rice so you don’t have the husks on it, like husking corn.”

Then it’s on to the winnowing stage. That’s where they use birch baskets to separate the husks from the rice. Then they clean the rice, and it’s finally ready to eat.

Zhawan Sprague is the daughter of a tribal chairman.

“My dad really wanted me to learn more about how to like, harvest rice, so I’m really excited how it’s going to end out.”

A lot of people here are first timers.

Roger LaBine says he loves having all the kids around.

He says to the Anishinaabe people, everything has a spirit. He says the spirit of the manoomin is glad to have them back.

“It’s been waiting for us. By us coming out here and harvesting this rice, it’s helping us to enhance it. Not only the rice bed but it’s a healing process for us, it gives us that incentive to carry it on. We need that. It’s our identity. It’s almost like a language, we lose our identity if we lose our language, if we lose our dance, if we lose our drum.”

LaBine says on the last day of camp, they’ll return one day’s harvest back to the water, to re-seed the rice beds for next year.

“And say thank you, Miigwetch, give us all that we need and no more than we need so that we can carry this on.”

Native Americans Lose Land to Climate Change

Louisiana. A study out last month
predicts the state will lose up to

of Connecticut. If the report’s
authors are right, that means a
lot of people in Louisiana are

climate refugees. Samara Freemark has the story of one of
the first communities to be displaced:

A study out last month predicts the state will lose up to 5000 square miles in the next century – a chunk of land the size of Connecticut. If the report’s authors are right, that means a lot of people in Louisiana are going to have to relocate – become climate refugees. Samara Freemark has the story of one of the first communities to be displaced:

It was sometime in the mid-1970s that Albert Naquin first realized that Isle de Jean Charles was sinking. Naquin had grown up on the island. He’s the chief of a group of Choctaws who have lived there since the 19th century – and when he was a kid, it was a pretty good community: it had stores, a couple of churches, horse pastures and fields. But those are all gone now.

“Salt water kept coming in, faster and faster, and now it’s basically just beach.”

Isle de Jean Charles is sinking into the Gulf of Mexico.

The list of reasons why is long. There’s subsidence- that’s the natural phenomenon where delta regions kind of settle down on themselves. There are the dams that block the sediment that used to wash down and build the land back up. There are oil company canals that slice through the wetlands, hurricanes that tear up the island’s coastline, and, of course, there’s rising sea levels.

All together they explain why Isle de Jean Charles used to be about 4 miles across and now has shrunk to a quarter mile.

“Now, we see the disaster that is Isle de Jean.”

We’re in Naquin’s pickup truck, and he’s driving me out to the island.

“See this little house moved across the way, this house. These 1, 2, 3 are deserted.”

Naquin himself moved off the island awhile ago. But for years he was happy to support families who chose to stay. In fact, when the US government came to him in 2002 and offered to pay to help people move off the island, he resisted.

“So, I said, ‘what they gonna do, tell us they’re gonna move us there and then next thing send us a bill for the house?’ You know, so I said, ‘no, that’s just a modern day Trail of Tears. We’re not moving.’”

But lately Naquin has just gotten tired. Tired of evacuating people before storms, tired of helping them rebuild after, tired of watching the sea nibble away at the island.

And so he decided – enough. For the past year he’s been on a mission to convince the 25 families still living on the island to abandon it.

“They’re not going to save the island. It’s going to be gone. Either we move now or we move later, ‘cause we will move.”

But not everyone is ready to leave.

Naquin pulls over to talk to Dominique Dardar.

Dardar’s house was leveled by Hurricane Gustav last summer. He’s rebuilding it with pieces of other houses he’s found blowing around the island- bits of roof and siding. Dardar says he’s not moving.

“I ain’t never gonna move. I’m gonna stay over here. That’s my territory.”

Across the street Wenselas Billiot lives in a house raised 13 feet in the air.

Billiot is Naquin’s brother in law. He’s in his 80s and has lived on the island his whole life. I ask him what he’ll do if the island shrinks any more.

“That’s going to be rough. But, as long as I can stay, I’ll stay. I was born and raised on the island. As long as I can stay here I’m going to stay.”

Albert Naquin hasn’t given up. He thinks if he can get everyone to agree, the government will help the tribe get a big piece of land where they can all relocate as a group. He’s already thinking of names for the new town.

“We could say, Island Number Two, or Isle de Jean Charles New Beginning, or something like that. But I think we just name it Isle de Jean Charles 2. I think that has a good sound to it.”

In short, Naquin is trying to figure out how to keep the idea of Isle de Jean Charles alive, even when the island itself no longer exists.

It’s a challenge many Louisiana communities could soon face.

The Columbia River in the Pacific Northwest historically has been a super highway for salmon. But dams, development, and pollution have taken their toll on salmon. As Sadie Babits reports wildlife managers are trying to get rid of the sea lions to protect the salmon:

Bobby Begay steers his small boat up the Columbia River. He knows this river, and he
knows the salmon. His ties to the salmon go back generations.

As a member of the Yakima Tribe, he comes out here to tribal fishing sites to catch
salmon. It’s something Indians along the Columbia River have been doing for thousands
of years. He says the salmon are considered sacred food.

“It’s part of our livelihood. It’s part of our health and well being.”

They use the salmon to feed everyone from the tribal elders to the children. Tribal
fishermen tell stories of seeing so many salmon in the Columbia River that you could
walk across their backs. Those days are gone.

A series of dams on the river make it hard for fish to get from the Pacific Ocean to fresh
water and back again. The salmon have fallen victim to over-fishing, agricultural
pollution, and habitat destruction. Pacific salmon are now listed as endangered. And they
face yet another threat on the Columbia River – sea lions.

“Sea lions have probably always been in the Columbia but not to this extent and have
done damage to salmon populations like it has and all of it is due because of a man-made
structure, which is Bonneville Dam.”

Sea lion numbers have exploded along the Pacific Coast. And more than a thousand of
them travel up the Columbia River looking for food. Some of them have figured out that
if they gather at the base of Bonneville Dam, they can easily catch salmon that are trying
to pass by.

Biologists estimate that every year sea lions eat some 13,000 salmon. This year, the
federal government gave state wildlife agencies in Oregon, Washington and Idaho, the go
ahead to kill up to 85 sea lions.

Begay won’t really talk about whether he thinks this is right. He’s torn.

“Well, ah, sea lion is a spiritual animal not only to us but to coastal tribes and we respect
the animal as it is, but also the salmon is a scared food to us as Columbia River Indians.”

So Begay works to protect the salmon without killing the sea lions. He works for the
Columbia River Inter-Tribal Fish Commission.

That’s why he’s out here in this boat. He patrols the river most days using fireworks to
scare sea lions away from the salmon.

Crew: “There he is 1 o’clock, 50 yards.”

Begay’s crew shoots firecrackers over the sea lion.

“And hopefully we’ll get them into the main stem of the river and start hazing them down
stream.”

“The hazing really is not highly effective. The animals are really quick to learn.”

Robin Brown is a marine mammal researcher for the Oregon Department of Fish and
Wildlife.

Brown says they’ve euthanized seven sea lions this year. He says the decision to kill a sea
lion is made after everything else has failed.

“We have to have observed them killing salmon and steelhead, and they have to have
been exposed to all the non-lethal methods of harassment that you’ve observed here
today and shown that that isn’t detouring them from being here and feeding.”

The Humane Society opposes killing the sea lions. It’s asked the courts to put a stop to it.
While this legal battle plays out, Bobby Begay will keep hazing the sea lions until the end
of May.

That’s when the sea lions leave the dam and head back down the Columbia River to the
Pacific Coast to breed.

over climate change legislation. The
tribes at least have the attention of the
US EPA. Chuck Quirmbach reports:

The tribes are worried about climate change. They think it might be affecting natural resources
like wild rice beds, fish habitat and animals they hunt to feed their people.


The tribes got some provisions into a major climate change bill that recently failed in Congress.
They’re now preparing their arguments for the next go-round on Capitol Hill.

Stephen Hartsfield is with the National Tribal Air Association. He says one thing the Native
communities want is more incentives to produce cleaner energy – such as solar power in the
Southwest US.

“ We have 300 days of sunshine a year – so it just makes logical sense for tribes and states and
communities in the Southwest to look at those opportunities.”

At a meeting with Great Lakes area tribes in Milwaukee, an EPA official said it’ll be up to
Congress and the Obama Administration to determine how much clout the tribes will have in the
debate.

challenged in court by state officials who say those rights expired
long ago. As Bob Allen reports, now all the parties have reached
an uneasy compromise:

Five Indian tribes claim the right to hunt, fish and gather on lands
and lakes they sold to the federal government years ago. Their
claim extends back to the Treaty of 1836. But it’s been
challenged in court by state officials who say those rights expired
long ago. As Bob Allen reports, now all the parties have reached
an uneasy compromise:


170 years ago, the tribes sold millions of acres to the U.S.
government. But they reserved for themselves the right to hunt
fish and gather foods and medicines until the land was settled.


Hank Bailey is an elder with the Grand Traverse Band of Ottawa
and Chippewa. He’s scouting out a favorite fall hunting spot
even though it’s pelting rain:


“I know these hills well all around here just from exploring
it…hunting, gathering mushrooms…”


Bailey is a direct descendant from a tribal leader who signed the
original treaty. He says the exercise of those rights in times past
were the difference between survival and starvation. And he
doesn’t think a new piece of paper can ever erase what his
ancestors preserved:


“They were told that this treaty was forever. And I know in
my heart that’s what they believed in. And they thought well
as long as we can hunt, fish and gather we will be able to
survive as a people. This is what bothers me about is, I’m
being told now that when we sign this paper, this is going to
be forever and here we go again.”


Four years ago, the state of Michigan went to court to argue tribal
hunting and fishing rights had expired because the land had been
settled long ago.


But then state officials noticed court rulings in other Great Lakes
states that upheld treaties and in some case awarded tribes as
much as half of the natural resources.


Tribal leaders thought they had a strong case, but they too were
leery of how today’s courts might interpret the phrase that said
their treaty rights exist “until the land is settled,” so the parties
were motivated to negotiate a deal outside court.


Jim Ekdahl is with the state Department of Natural Resources:


“We were in a strange kind of legal limbo where the state
wasn’t exactly sure what the ground rules should be in
light of the fact the federal courts hadn’t ruled on the inland
rights. The tribes weren’t 100% confident that they could
advise their membership in terms of what they ought to be
doing.”


From legal limbo, there are now 130 pages of rules and
regulations on how and where the tribes can exercise their rights.
There’s been some grumbling on both sides.


Some tribal members complain, with some exaggeration, that they
have to fill out a form now before they can pick a single
blueberry, and there are sportsmen who don’t like a special set of
rules for Indians.


What the tribes have agreed to is their rights to hunt, fish and
gather will only apply on lands open to the public. And they only
can take enough for subsistence, not for commercial sale.


Tribal resource managers say what their members take is a drop
in the bucket of the overall resource. And Jim Ekdahl with the
state says there’s still plenty to go around:


“There’s sufficient harvestable surpluses of resources
available to accommodate tribal interests. There’s essentially
no effect on harvest by state licensed recreational users. And
essentially no changes in state regulations are gonna be required as this
thing moves forward.”


The parties to the agreement say is it avoids a bitter legal battle
that could last a decade or more and cost millions of dollars.
Both sides remember an ugly dispute that raged 30 years ago
when tribes reasserted their right to fish commercially with nets
in the Great Lakes.


Matthew Fletcher is a specialist in tribal law at Michigan State
University. As far as he can tell, this is the first time a state has
voluntarily recognized tribal treaty rights extending to off-
reservation lands without being told to do so by a court:


“There are tribes and there are treaties nationwide that have
similar language. And I’m sure they’re watching this very
carefully. And this kind of consent decree is going to create a
kind of precedent for other states that are engaging in similar
kinds of negotiations.”


The agreement still needs to be accepted by a federal judge
before it becomes binding in law. For tribal elder Hank Bailey
the deal might chip away some free exercise of historic rights,
but it also reasserts that those rights can’t ever be taken away:


“For me that’s… that is about the most powerful part of it is
being able to know that I will continue to be an Odawa, black
wolf clan, a man… somebody that respects the resources
around me. And I’m willing to work with anybody else that
feels the same way, whether they’re tribal or not.”

Epa to Survey Health of Us Lakes

The US Environmental Protection Agency will conduct an extensive three-year study on the health of the nation’s lakes. Mark Brush has more:

The US Environmental Protection Agency will conduct an extensive three-year study on the health of the nation’s lakes. Mark Brush has more:


The EPA says it will survey a total of 909 inland lakes, ponds, and reservoirs across the country. The survey will be done in cooperation with state agencies and some Native American tribes.


They’re hoping to determine how many US lakes are in good, fair, or poor condition. Researchers will test water samples for levels of nutrients, bacteria from human and animal wastes, some pesticides, and they’ll take a look at the conditions of the waterways’ shorelines.


This study is being done after criticisms have been leveled against the EPA. The Government Accountability Office and the National Research Council, among others, have said that the EPA doesn’t know enough about the condition of the nation’s waterways. They say there’s not enough data to make good water management policy at the federal, state and local levels.


The EPA says the nationwide survey will be completed in 2009.

No New Federal Dollars for Restoration

For the past year, the federal government, states, and
Indian tribes have been devising a unified restoration plan to

this summer. But as negotiations continue, state governments and
environmentalists say the effort is being undercut by a major player.
The Great Lakes Radio Consortium’s Shawn Allee has

For the past year, the federal government, states, and Indian tribes have been devising a
unified restoration plan to clean up and protect the Great Lakes. They released a first
draft this summer. But as negotiations continue, state governments and environmentalists
say the effort is being undercut by a major player. The Great Lakes Radio Consortium’s
Shawn Allee has more:


The first draft of the restoration plan called for dozens of ambitious measures. They
included cleaning up toxic waste and keeping invasive species out of the Great Lakes.
But more than anything, the first draft raised expectations.


“The public response to the draft report that was released this July was very
encouraging.”


David Naftzger is with the Council of Great Lakes Governors.


“Public meetings were held throughout the region and there is broad-based support for
restoring and protecting the Great Lakes.”


State governments generally praised the draft, but questioned the federal government’s
commitment to the effort. Now, they and environmental groups worry their fears were
justified.


Last month, administration advisors issued an internal report that called the first draft of
the plan too ambitious and too costly.


One major sticking point is how to prevent sewage from getting into the lakes. Sewer
upgrades could cost tens of billions of dollars. States want more money, but the
president’s advisors are balking.


Benjamin Grumbles is with the Environmental Protection Agency’s water division.


“We all agree that more work needs to be done on sewer overflows and that the federal
government will continue to provide money, but it’s not realistic to expect an infusion of
that level in the near term.”


Grumbles says federal help’s required to improve sewers everywhere, not just in the
Great Lakes. Grumbles says the administration’s committed to identifying long-term
restoration goals. Administration advisors say continuing negotiations should focus on
short-term measures that require no additional spending.


But David Naftzger says federal leadership should mean more federal dollars.


“This is deeply disappointing, while more can be done with existing resources and there
can be improvements to existing programs, quite simply many of our region’s challenges
require additional funding.”


The plan’s final draft is due next month.


Until then, state governments and environmentalists hope to prod what they see as an
increasingly reluctant partner.

The emerald ash borer is an invasive beetle that has killed millions of trees in the Great Lakes region. As if that weren’t bad enough, the borer is now starting to threaten Native American customs. For them, the ash trees are more than just landscaping. They’re also used for making traditional ash baskets, canoe paddles, and medicine. The Great Lakes Radio Consortium’s Melissa Ingells has the story:

The emerald ash borer is an invasive beetle that’s killed millions of trees in the Great Lakes region. As if that weren’t bad enough, the borer is now starting to threaten Native American customs. For them, the ash trees are more than just landscaping. They’re also used for making traditional ash baskets, canoe paddles, and medicine. The Great Lakes Radio Consortium’s Melissa Ingells has the story:


When I first saw Walpole Island, it was green and misty, out in the middle of the St. Clair River.


I had to take a ferry to get there. Walpole Island sits between the U.S. and Canada, but it doesn’t really belong to either one. It’s owned by the tribes. And they’ve lived there for close to six-thousand years. The island’s full of beautiful old trees, and has a lot of native plants and animals. Quite a few of which are rare.


After the ferry ride, it’s not too far to the Walpole Island Heritage Center. Inside, Kennon Johnson shows off the collection of baskets at the center. He’s the supervisor of the island’s Resource Protection Program.


“These would’ve been working baskets, this would’ve been used for collecting berries, mushrooms, all sort of things, and then some would’ve been for storage, and that’s typically your smaller ones.”


These baskets aren’t just museum pieces. People still make them and sell them. The stronger ones carry food and laundry, and the brightly colored ones are for gifts.


Reta Sands still makes the baskets. She’s a tribal elder. She learned basket making from her grandmother. The wood to make the baskets came from ash trees.


“My grandmother, when she needed money, that’s the time she decided she would go into the bush and chip, the ash trees that were there. She took a chunk out of the tree and looked at it and some way, somehow, she figured out which ones were good, which ones were the best ones to make whatever kind of baskets she was going to make.”


But now the basket-making tradition might be in trouble. The black ash trees in the Great Lakes region are being attacked by the emerald ash borer. The ash borer is an invasive pest that has shown up within the past decade. And it’s spreading like wildfire.


The insect hasn’t invaded Walpole Island yet, but the island is near some infested spots in Michigan and Canada. Kennon Johnson is already thinking about the possible effects of the bugs, when they arrive on the island.


“So we’re talking about some pretty scary issues here if we do get emerald ash borer, if it does what they say it does, if it’s going to wipe out all the ash trees five, ten years down the road, we’re looking at some more scary issues in that we’re going to be culturally impacted.”


Kennon says the tribes don’t know if they’ll have to end their tradition of making the baskets, or if they’ll be able to find a way to fight off the pest. Controlling the ash borer is a work in progress. There hasn’t been enough research on the pest and no one really knows how to get rid of it.


The native people want the freedom to try some of their own solutions on their land—not just at Walpole Island, but other places the tribes manage the forest. Nick Reo is trying to help the tribes be part of the decision making. He’s the American Indian Liason for Michigan State University’s Extension program.


“Basically tribes have been left out of the process, and we’re used to that, I mean that’s the way things happen. People tend to work around us not with us, and I don’t think I’m overstating that. So, I’m trying to get us to the table. Somebody has to push the issue. That’s not just me, but I could be one of the people that’s pushing the issue.
Where the progress is really happening is within the tribal communities. Those are the people who are really going to make a difference.”


Reo says the native communities have centuries of experience with the trees. He says they know the ashes better than anyone else, and he feels someone ought to take advantage of that expertise.


“We have sophisticated natural resource and environmental departments in our tribal communities, we have cultural departments and historic preservation departments, we have basket makers and traditional folks who are going to be the champions, hopefully, in helping to factor in to figuring out solutions for this problem.”


For now, the tribes are waiting, and watching to see the extent of the damage as the emerald ash borer moves through the region. They’re brainstorming some of the ways they might fight the pest as the invasion gets worse.

The End of Fishtown?

Jim Carlson’s family has been fishing the waters of Lake Michigan for more than a century. While there used to be thousands of fishing operations like Carlson’s in the Great Lakes, that number has dwindled over the years. It’s estimated there may be only a few hundred left. Carlson says he could soon join that trend, if a year-old fishing treaty between the State of Michigan and five Native American tribes brings his family business to ruin. And that has his neighbors worried, too. That’s because on Michigan’s Leelanau Peninsula, fishing and tourism rely on each other for survival. And the demise of Carlson’s business could have a profound impact on the local economy. The Great Lakes Radio Consortium’s Rick Pluta has the story:

Tribes Re-Negotiate Fishing Rights

In the mid 1800’s the federal government established several treaties
with Native American tribes. Those treaties gave them broad rights to
fish the Great Lakes and they must be
re-negotiated every few years. These treaties have become a major point
of contention as fish resources become more strained. The Great Lakes
Radio Consortium’s Mark Brush reports that Michigan is in middle of
working out a new settlement with the tribes in their state:
