Billions Down the Yucca Hole

The federal government had one place in mind to store the country’s most hazardous nuclear waste.

It was at Yucca Mountain, Nevada.

President Barack Obama recently killed that project, even though the country had spent more than nine billion dollars on it.

Shawn Allee found that figure is just the beginning:

Shawn Allee found that figure is just the beginning.

The Yucca Mountain project claimed more money than just the nine billion that’s on the books.

It also tied up cash from electric rate payers, power companies and taxpayers.

Let’s start with the first group – rate payers.

CHA-CHING

Yucca Mountain was supposed to store the radioactive spent fuel left behind in nuclear reactors.

The U-S government charges power companies a fee to cover costs.

Power companies pass it on.

“Everybody in the state of Georgia that uses electricity and pays an electric bill is paying into this Yucca Mountain trust fund.”

This is Bobby Baker.

He’s serves on Georgia’s public service commission.

Baker says now that President Obama took Yucca Mountain off the table, the federal government should return the money.

Georgia’s share of fees and interest is more than one point two billion dollars.

“We were supposed to be shipping our spent nuclear fuel out to yucca mountain back in 1998 they were supposed to be receiving shipments at that time. The only thing that’s been done is the fact that Georgia ratepayers are continuing to pay into that trust fund and getting nothing from that trust fund other than a big hole in Nevada.”

So far, the federal government’s collected a total of 31 billion dollars in fees and interest for the nuclear waste fund.

The next group who paid extra for Yucca – power companies.

CHA-CHING

By law, the federal government’s supposed to take away radioactive spent fuel from nuclear power plants.

But without Yucca, it stays put.

John Rowe is CEO of Exelon, the country’s biggest nuclear power company.

Last hear he complained to the National Press Club.

“My mother used to say, somebody lies to you once that’s his fault … lies to you twice and you believe it, that’s your fault. I don’t know what she would have thought about somebody lying to you for fifty years.”

Rowe is especially mad because his company and others like it have to pay extra to safely store spent fuel in pools or in concrete casks.

They sue the federal government to recover costs.

The US Government Accountability Office figures the government will lose these lawsuits and owe power companies twelve point three billion dollars within a decade.

The last group that paid extra for Yucca – taxpayers.

CHA-CHING

Yucca Mountain was supposed to handle nuclear spent fuel from civilian power reactors, but it was also supposed to handle decades-worth of the military’s radioactive waste.

That includes waste from former weapons sites, like Hanford in Washington state.

Washington’s Senator Patty Murray brought it up in a recent hearing.

Here, she’s looking straight at Energy Secretary Steven Chu:

“Congress, independent studies, previous administrations pointed to, voted for and funded yucca Mountain as the best option as the nuclear repository.”

The Congressional Budget Office estimates the federal government chipped in at least three point four billion dollars to cover military costs at Yucca Mountain.

But the tab’s bigger than that.

Murray says without Yucca, Hanford has to store its waste on-site. it’s not cheap.

“Billions of dollars have been spent at Hanford and sites across the country in an effort to treat and package nuclear waste that will be sent there.”

The Obama administration’s getting complaints from states and industry and taxpayer groups.

The Administration hasn’t responded publicly, but Energy Secretary Steven Chu mentioned the financial fallout from Yucca Mountain during a U-S Senate hearing.

He said the administration’s convinced Yucca Mountain just won’t work …

So, no matter how much money people have paid so far, it makes no sense to send good money after bad.

He didn’t mention paying any money back.

People in the shipping business say the problem is Michigan is
the only state in the Great Lakes region that is requiring ocean-
going freighters to install expensive technology as a condition
of using one of its ports.


John Jamian is the president of the Seaway Great Lakes Trade
Association. He says requiring ocean-going freighters to install
expensive technology before they can dock in Michigan ports won’t
solve the problem. The ships will just go to other Great Lakes
ports.


If a ship goes to Windsor or Toledo that doesn’t have these rules
and regulations, they will discharge their cargo. If there were
any critters on those ships they could still swim or crawl into
Michigan waters, so you still haven’t solved anything.


Jamian represents the owners of ships that travel from the
Atlantic Ocean to the Great Lakes via the Saint Lawrence Seaway.
He says ship owners will very likely avoid Michigan ports, and
choose to unload at ports in other states and Canada:


“The fact of the matter is that they’re not going to put an
expensive piece of equipment just because Michigan calls for it
on their ship when in fact it may not be acceptable anywhere else
in the world and it might just be easier to take that cargo
across the river and unload it where they don’t have these
regulations.”


And for Michigan ports that are near other competing ports,
that’s a concern. Patrick Sutka is the treasurer for Nicholson
Terminal and Dock Company at the Port of Detroit:


“We fear these ships may be going to other ports, such as Windsor
right across the waterway, or other competitors of ours such as
Toledo or Cleveland.”


At the height of the shipping season, there might be three
freighters at a time moored to the docks, offloading steel and
other cargo. A hundred trucks a day will move in and out of the
docking area to get those commodities to factories.


On the dock right now are dozens of stacks of 20-ton slabs of
steel from France and Russia. That Russian steel was most likely
shipped from a port in the Caspian Sea or the Black Sea. The
freighters take on ballast water from those seas for the voyage
to the Great Lakes. That ballast water helps keep the ships low
and steady in the water.


The ships are required to exchange the water in deep ocean mid-
journey. The salt water is supposed to kill the fresh water
organisms. But, some organisms can survive the trip. That’s how
zebra mussels, quagga mussels and the round goby fish made their
way from the Balkans to the Great Lakes.


Those invasive species and others combine to cost the economy an
estimated 5 billion dollars a year. For example, zebra
mussels cost taxpayers and utility customers. It shows up in
your power bill because the utilities have to pay divers to
scrape the crustaceans off pipes carrying cooling water to power
plants.


Shipping companies, port owners, and dock workers’ unions are all
pressuring Michigan to hold off on enforcing its new law. What
they’d really like is for the federal government to step in,
negotiate with Canada, and create a regional set of rules for
combating aquatic invaders:


“…But the federal government has not had the guts or the
gumption to step up to the plate and get this done.”


Patti Birkholz chairs the Michigan Senate Environmental Affairs
Committee. She sponsored the law:


“So we’re going to do it on a state-by-state basis. Our eco-
system within the Great Lakes is what many scientists have termed
‘on the tipping point.’ We cannot deal with any more invasive
species in this system, and we know the majority of the invasive
species come through the ocean-going vessels. They know they’re
the cause. We know they’re the cause. We’ve got to deal with this
situation.”


Michigan’s new law is as much a political statement as anything
else and other states are starting to follow Michigan’s lead.
Birkholz says Wisconsin and New York could pass ballast standards
this year.


In the mean time, Michigan environmental officials say they
intend to enforce the state’s requirements when the Great Lakes
shipping season resumes in the spring. But, so far, no ocean
freighters have applied for a permit to dock at a Michigan Port.

A lot of new shopping centers and subdivisions have wetlands
at their edges. Sometimes those wetlands are as new as the buildings next to them. Developers often build new ponds when they drain and fill existing wetlands. But experts point out that many man-made wetlands can’t match up to the ecosystems that evolved over hundreds or thousands of years. One group of people is trying something it hopes will be more successful: they’re moving a wetland, piece by little tiny piece. The Great Lakes Radio Consortium’s Rebecca Williams has the story:

But experts point out that many man-made wetlands can’t match up to the
ecosystems that evolved over hundreds or thousands of years. One group of
people is trying something it hopes will be more successful: they’re moving
a wetland, piece by little tiny piece. The Great Lakes Radio Consortium’s
Rebecca Williams has the story:


Making a new wetland might not seem that hard. You need certain things – a
big hole in the ground, water, plants, some frogs, some snakes. But wetland
ecologists will tell you that it’s hard to get a man-made wetland to be a
replica of a natural one.


But this group of people is giving it a try. Volunteers are leaping after
baby frogs and snakes at the edge of a wetland in Ann Arbor, Michigan.


“He’s fast, look at him go!”


They’re scooping the animals up and putting them in buckets to move them to
a new manmade wetland. The original wetland is small – just half an acre –
but it’s teeming with life. It’s also sitting right where a new high
school is going to be built.


Saving the frogs and snakes and newts is turning out to be a lot of work.
The group’s caught about five thousand adults and babies in all during the last five
months.


Dave Mifsud is a herpetologist; he studies amphibians and reptiles. He’s
in charge of the rescue. Mifsud surveyed the site last year and was
impressed that such a small wetland could hold so many species. He asked
the school district to let him lead a rescue.


“When I first proposed the idea, I was hesitant because whenever I’ve
suggested it in the past, it’s been received with laughs or a blatant no.”


Mifsud says in most construction projects, time means money. He says it’s
hard to get anyone to agree to wait while animals are moved. So, he was
surprised when school officials agreed to the rescue. Mifsud says the
school’s also trying to make the new wetland as much like the original as
possible. They’re moving water, soil, and plants from the old wetland to the
new one.


Randy Trent directs the school district’s environmental services. He says
instead of seeing Mifsud’s proposal as a headache, the school thinks of it
as a way to balance development and conservation.


“It gives us an opportunity to let our students have the history that’s
going on at this site as something to learn from.”


But critics are asking just what the school district is teaching by building
over an irreplaceable site. Ann Arbor resident Alan Pagliere is a vocal
critic of the district.


“There’s going to be a legacy left, there’s going to be a lesson taught, and what are those? You
certainly can’t teach a lesson about the environment by destroying wetlands, but clear-cutting landmark trees. These are decisions that are going to be with us for decades and the people
who are making the decisions will be gone when their terms are over.”


Pagliere says the school should preserve the existing wetland as a living
classroom instead of spending taxpayer money to destroy it and build a new
one.


The animal rescue has its skeptics too. Jim Harding is a wildlife biologist
with Michigan State University. He says moving amphibians and reptiles is
risky.


“An adult frog or adult salamander already has its idea of where home ought
to be; we have anecdotal reports of building new ponds for salamanders
and having them return in the spring to the old site which is now a parking
lot.”

“Oh, I think that was mud.”


“It’s mud, it’s okay… if you’ve got the tadpoles, you can actually just dump them right on the edge.”


But herpetologist Dave Mifsud says he’s giving the frogs and toads a
fighting chance. He says the tadpoles he’s released will think of the new
pond as home. He’s also put up fences around the woods near the new pond. He
hopes they’ll direct the adults back to the new pond in the spring.


“Let’s start releasing the frogs along the edges…”


The frog-catchers’ buckets are loaded with baby frogs. Dave Mifsud’s taking
the cover off his bucket and coaxing frogs out into their new environment.

“Come on guys. You’ve been trying to get out of the bucket this whole time. Ah, this is the best part for me! Come on! You’re lucky if…in all my years I’ve seen maybe a handful of spring peeper babies. The fact that we were able to save these guys is incredible.”


Mifsud says it’ll be an uphill fight to make large-scale amphibian rescues
more common, but he says he isn’t known for keeping his mouth shut when it
comes to watching out for anything that leaps or slithers.

House Energy and Water Development Committee Chair David Hobson has put ten million dollars in an appropriations bill to find interim above-ground waste storage sites.


But the CEO of private fuel storage says a temporary site his groups worked on for more than ten years will hold all the country’s waste.


John Parkyn says Hobson may not be aware of it.


“I’m certainly communicating to him exactly where we are, but the idea that we would spend significant amounts of taxpayer money to replicate something that has already been funded with non-taxpayer money would certainly involve a lot of political scrutiny, as to why you would ever replicate it and add another six or seven years on.”


Parkyn says the Nuclear Regulatory Commission could soon approve or deny his company’s license for its site on the Skull Valley Indian Reservation in Utah.

A new proposal to remove the bird from the Endangered Species list is expected soon. But that means removing a powerful safety net that can affect future research, monitoring and habitat protection. The Great Lakes Radio Consortium’s Sally Eisele reports:

American Bald Eagle has made a remarkable comeback. A new proposal to remove the
bird from the Endangered Species list is expected soon. But that means removing a
powerful safety net that can affect future research, monitoring and habitat protection.
The Great Lakes Radio Consortium’s Sally Eisele reports:


In the history of the Endangered Species Act, only a dozen or so of the more than 1200
plants and animals listed as threatened or endangered have actually recovered. The eagle
may be the latest to join that little group.


(Young birder: “I see a big birdie…”)


This is a pretty unlikely spot for an eagle — a manmade wetland by a landfill in a busy
airport flight path on the outskirts of Detroit. But state wildlife biologist Joe Robison
shows this young visitor the bulky nest across the marsh where two adult birds are
teaching their gangly fledglings to fly.


“Something just landed in the tree out there. Oh. That’s the other juvenile. This is the
first time I’ve seen them flying this year. They look like they’re flying good though.”


These birds are among more than 400 pairs in Michigan monitored by state and federal
wildlife officials. The eagles are banded, the nests are watched and when a bird dies it
ends up in the freezer of wildlife pathologist Tom Cooley.

“Lots and lots of ’em. You can see that one was a road kill along I-75…”


Right now, Cooley’s freezer is brim full of dead birds stacked like frozen Thanksgiving
turkeys in plastic bags. Road kill has become the leading cause of death among eagles
he examines, but Cooley says they still investigate suspicious looking deaths for the
heavy metals and pesticides—like DDT—which once caused the eagles’ demise.


“Birds that kind of send up a red flag to us are adult birds that are in poor condition and
you don’t see a reason why they could be in poor condition. Those are the ones that we
especially look at for pesticide analysis because there are still the organochlorines out
there. The DDTs are still picked up by eagles or still contained in eagles. Those
pesticides can cause real problems for them and actually kill them.”


Cooley sends tissue samples to another state lab for analysis. But the testing is
expensive. And with the eagle on the way to recovery, it’s not as urgent. Right now, he
says all the samples he sends are being archived—shelved basically. That means the
testing won’t be done until the money is available.


“I never like archiving anything if I can help it. You’re probably not missing anything
but that kind of data is always nice to have if you can get it right away and look at it right
away.”


The question is, if it’s hard to get funding for monitoring and testing now—while the bird
is still on the Endangered Species List—what happens when it’s taken off the list? The
reality, say state and federal wildlife experts, is that budget priorities change as a species
recovers. Ray Rustem heads Michigan’s non-game wildlife program.


“There’s not enough money for every species. So you try to take a species to a level
where you feel comfortable with and you take money and apply it to another species to
try to recover.”


The federal Endangered Species Act requires the Fish and Wildlife Service to monitor
what it terms a delisted species for five years. After that, responsibility largely shifts to
the states. That concerns groups like the National Wildlife Federation. Attorney John
Kostyak questions whether states can really afford to protect fragile species and their
habitat over the long term.


“That’s going to be an issue with any delisting. A tough question that we’re going to
always be asking is: all right assume you go forward with delisting—how are you going
to be sure the species doesn’t turn right around and go back toward extinction again?”


With some species, that means habitat management. With others, like the recovering
gray wolf, it means public education—teaching people not to kill them. With the eagle, it
means ensuring that the birds are not threatened by the pesticides, heavy metals and
newer chemicals that contaminate the fish the eagles eat. Because of the bird’s
importance as an indicator species, Fish and Wildlife biologists are hopeful banding and
testing programs will continue after delisting. But it will likely mean finding new ways
to pay for them.

A new lab in the state of Illinois will help farmers throughout the region keep genetically

Marketing corn, soybeans, and other grains to European countries has been more challenging
since genetically modified crops were introduced. That’s partly because of a lack of confidence
among European consumers in bio-tech food products.


To ensure the purity of conventional seeds, the Illinois Department of Agriculture has a new lab
to analyze the genetic make-up of seeds.


Tom Jennings is manager of the state’s division of ag industry regulation. He says the lab will
help ensure farmers get what they expect.


“We want to make sure the label claims that are on seed bags out there, that they’re correct, that
they’re accurate, and that the people, the producers who are using that seed, are assured that what
is in the bag actually meets the label claims that are on the seed labels that are on the bags.”


The lab is able to provide test results within two days and is costing Illinois tax-payers more than
300,000 dollars.

Natural Gas Shortage Causes Controversy

The government is expecting shortages of natural gas in the next year. A combination of factors has caused reduced inventories of natural gas. administration is trying to take advantage of the situation by calling for more drilling on

In a letter to U.S. Senators, Energy Secretary Spencer Abraham indicated natural gas
must be conserved this summer by switching to coal or other fuel sources. Abraham also
suggested to boost supplies, the government should allow more drilling for natural gas on
federal lands. Some environmentalists see this as opportunistic. Patricio Silva is an
attorney with the Natural Resources Defense Council.


“We think that it’s reprehensible that the White House and some of their industry
supporters are using this opportunity to help subsidize the industry by giving away
billions of taxpayer dollars so that companies can drill and develop more of our protected
public lands.”


The shortage of natural gas is due to reduced storage capacity, hurricanes in the Gulf of
Mexico which stopped natural gas production, and low prices which curtailed
exploration. Inventories are down by 29-percent and prices are rising quickly.

School Connects Kids to Healthy Eating

American kids are overweight. Nutritionists say one major reason is that kids are eating too much junk food, and not enough fresh produce. A government pilot program is trying to get kids to eat more locally-grown fruits and vegetables in school by giving them out for free. The Great Lakes Radio Consortium’s Rebecca Williams visited a school where the experiment is underway:

American kids are overweight. Nutritionists say one major reason
is that kids are eating too much junk food, and not enough fresh
produce. A government pilot program is trying to get kids
to eat more locally-grown fruits and vegetables in school by giving them out
for free. The Great Lakes Radio Consortium’s Rebecca Williams
visited a school where the experiment is underway:


It’s 9 am and the halls are quiet at Everett High School, in Lansing,
Michigan. Parent volunteers are setting out bowls of bright
pink grapefruit segments on stands in the hallway.
They’re working quickly, getting ready for 1500 hungry teenagers.


(bell rings, noisy chatter swells, sneakers squeaking)


Kids slow down when they pass the fruit stand. A few kids take a bowl…
but not that many.


“Ain’t nobody want no grapefruit?”


(kids chatting)


“They’re hesitant to try it because it’s new, they’ve never tasted grapefruit
before.”


(final bell ringing under)


Lynn Beard is energetic. When she’s not handing out
fruit, she’s teaching nutrition here at the school.
As much as she talks to kids about their choices, even she can’t predict
what they’ll eat.


The hall empties. Lynn Beard sees a few stragglers.


“Sir, have you ever had grapefruit, honey, before at home? Yes,
okay.”


She pulls Brandon Washington over to the fruit stand…


“He was going to try it, and he put it back down because someone said it
was sour.” B.W. :”I was going to try it.”
“Honest reaction?”
“Honest reaction? Tastes like it needs some sugar in it.”


Even though he’s not a grapefruit fan, Washington says he likes having
the fruit and veggies here.


“Now that they got them at school, I eat it more. And that’s good,
too, because nutrition values, good for your soul, you live longer, right?”


Washington says, before he could get free fruit and vegetables during the day,
he felt hungry between meals. Many of his classmates skipped breakfast.


Lynn Beard worries about her students’ eating habits.


“English, math, social studies, aren’t changing the obesity rate. Early
onset osteoporosis, we’re seeing a huge jump in. Type two diabetes in children.
What are we doing to educate our kids on how to change? Isn’t that an effective
place to use taxpayers’ dollars?”


That’s one of the questions behind the Fruit and Vegetable Pilot.
It’s a year-long experiment, funded by 6 million dollars from the 2002 Farm
Bill.


107 schools in Michigan, Ohio, Indiana, Iowa and New Mexico were
chosen. It’s a mix of schools: large and small, rural and urban.
The hope is that kids will learn to like fruits and veggies… and be
cultivated into new consumers.


Agriculture promoters hope one of the spin-offs will be a new market for
local farmers. With few exceptions, the pilot program requires that
schools buy only American produce, and local produce if
they can. Fourteen of the pilot schools buy directly from farmers.


Everett High School gave kids some locally grown produce. But Lynn Beard
says the kids still don’t know much about the food that grows where they live.


“Kids don’t understand seasonal fruits, they were so upset we weren’t
getting watermelon in January. ”


And Beard says just getting local produce at all was difficult.
Schools such as Everett High School buy from national food service
companies. The companies often sell these Michigan schools
Washington apples.


Marion Kalb directs the National Farm to School Program. It’s
part of a non-profit group that works to connect farms
and schools. Kalb says food service companies don’t make a
special effort to buy from local farms.
But she thinks schools can influence their suppliers.


“If there’s instruction on the school side to say, you know we’d like
to know seasonally what’s available locally, then that gives incentive
to the distributor to try and make buying from regional or local farmers a
priority.”


And it makes sense to most people to sell apples nearby rather than shipping
them miles away.

In a farmer’s market full of flowers, Dwight Carpenter is one
of the few farmers selling produce this early in the year. That’s because
he grows vegetables in a greenhouse.


He sells at two farmer’s markets and a store on his land. He says it’s enough to survive,
but he’d like to expand to places such as local schools.


“It’s kind of a difficult way to make a living, and if better markets were
established, such as schools and hospitals, and that kind of thing,
grocery stores, and if that were turned around, that would help the farmer too,
to be able to hang onto whatever he’s got, rather than to have to sell it off to subdivisions
or whatever.”

Although the kids at Everett High School are getting used to eating more
produce from the free program, you won’t find many fruits and vegetables
for sale at the cafeteria. That’s because the cafeteria competes with nearby fast food
restaurants.


You also won’t find many nutritious snacks in the vending machines. The school needs
the revenue it gets from the candy bars and chips.


Kids are still lining up at the soda machine today. But some students
think the fruit and veggie program is slowly changing their eating
habits. Wynton Harris is a sophomore.


“Last year everyone was eating junk and this year they cut down a lot. I
can tell, because I’m seeing less people at the machines, and more
people taking fruit. And I said, wow.”


And Everett High School’s nutrition teacher, Lynn Beard, has a vision: vending
machines that offer fresh produce instead of potato chips.


“If there’s nothing free, I think we’d have a number of kids who, instead of buying
a dollar pop, would buy a dollar pear.”


The free fruit and vegetable program ends with the school year. But some 70 schools
in the U-S buy from their local farmers even without special federal funding.
Even so, Lynn Beard doubts her school could afford to keep this program going
without federal money.


“I think next year I’m not going to want to be around here without this
grant, cause there’s going to be so many complaints. Where’s our fruit? Why
can’t we get some fruit? I’m dreading next year. I’m just going to have to keep a smile on
my face and say, “Talk to your government.”


But government support for the program is uncertain.


Congress will debate the future of the fruit and vegetable program. And whether
government should be marketing fruits and vegetables in the schools… and further
subsiding the farmers who grow them.

Cities Tackle Regional Planning Puzzle

That forced officials from large cities and from the suburbs to sit down at the same table (in many cases for the first time) and think about what was best for the entire region; not just their own town. From this effort, sprang the regional planning movement, but things aren’t always easy, and certainly don’t always go ‘according to plan.’ The Great Lakes Radio Consortium’s Lester Graham reports on one region’s attempt to plan for growth:

In the
mid-1960’s, the federal government started requiring metropolitan areas to come up with regional plans in order to get government grants for everything from highways to housing. That forced officials from large cities and from the suburbs to sit down at the same table — in many cases for the first time — and think about what was best for the entire region, not just their own town. From this effort, sprang the regional planning movement. But things aren’t always easy and certainly don’t always go ‘according to plan.’ The Great Lakes Radio Consortium’s Lester Graham reports on one region’s attempt to plan for growth:

If you were to gather around the coffee pot in the morning at just about any place of business in just about any suburb of just about any big city, the topic of conversation would probably not be the weather, or last night’s big game, or even politics. Nope. More than likely it would be about how long it took to get to work. Lots of people drive an hour, ninety minutes, or even longer to make the commute. So, why not move closer, you might ask. The answer could very well be “Can’t afford it.”

Housing costs in many suburbs are so high that the people who teach the kids, fight the fires, and fix the cars in the nice suburbs have to live in other less affluent communities where housing is cheaper. That’s because city officials in many suburbs encourage the building of expensive houses on big lots because it means a better tax base. But that also means many workers need to hop in their cars to get to work in those fancy suburbs.

Of course, when thousands of cars line up bumper to bumper to make the commute, you get traffic congestion.

“If you think it’s bad now, just wait. It’s gonna get worse.”

That’s Frank Beale. He’s the Executive Director of a group named Chicago Metropolis 2020. Metropolis 2020 put together a plan that looked at the Chicago area’s growth patterns and came up with some pretty dire forecasts. According to the study, if the Chicago region conducts business as usual, by the year 2030 there will be a 75-percent increase in auto miles traveled for work, shopping, and normal everyday trips. The time it takes to drive to work will be up 27-percent. And only about seven-and-a-half percent of housing units will be within walking distance of mass transit.

Beale says there’s seems to be a disconnect between local governments’ decisions to encourage big, expensive houses and the resulting need for more roads and additional lanes of traffic to handle all the commuters.

“More equitable
distribution of affordable housing and the employment centers would diminish the demand on the transportation systems. We seem to always only talk about roads. But, we only need roads because of how we’ve configured the land in the region.” Beyond the travel concerns, business as usual — according to the Metropolis 2020 study — means another 383 square miles of farmland will become subdivisions and strip malls in less than 30 years.

Organizations such as Metropolis 2020 are working together to try to educate and persuade the Chicago region’s 275 suburban mayors that the decisions they make will have an effect on the whole region.

Larry Christmas was once one of those mayors. He’s also spent his career running or working for regional planning agencies. He says as a mayor, it’s hard to think about the larger region when you are working to bring good growth to your town. It’s especially hard when regional planners want you to give up local control of land-use for the betterment of the larger region.

“And that’s something the communities don’t want to give up lightly even if there’s a regional argument that the collective local decisions may add up to bad regional development patterns.”

So, those looking at the big picture have their work cut out for them. The regional planners spend a lot of time at meetings with local officials, putting together roundtables to explain plans and trying to schedule meetings between antagonists.

One of the partners of Metropolis 2020 is the Metropolitan Planning Council. Executive Director Mary Sue Barrett says sitting down with those different interests and getting them to consider the reasons for bending a little here and there to adhere to a regional plan can pay off.

“To put it in practical terms, if you can get an environmentalist and a homebuilder and a mayor to agree on something, you can probably go get it done. And that’s what we try to do.”

And the regional planners try to get the mayors to listen on topics ranging from fair and equitable housing, to public transportation, and even taxing systems that sometimes encourage bad development with tax breaks.

But given the kind of expansive sprawl that continues to plague the Chicago metropolitan area, there’s still one question you have to ask of people such as Frank Beale with Chicago Metropolis 2020. That is: who’s listening?

“Well, the general assembly, the legislators are listening, the Mayor, the 275 suburban mayors are listening. They don’t always agree, but they’re listening.”

And as long as they keep listening, the people looking for better regional planning will keep trying to persuade the cities in the suburbs there’s a better way.

The Department of Agriculture is expanding its use of alternative fuels generated by farms. The Great Lakes Radio Consortium’s Lester Graham reports.


The USDA is increasing the use of bio-diesel and ethanol. Bio-diesel is a fuel that can be made by refining natural oils such as animal fat, spent cooking oil or soy bean oil. Ethanol is a blend of gasoline and alcohol, usually derived from corn. USDA agencies such as the Forest Service will increase the use of the fuels in fleet vehicles, including cars, tractors, and even boats at agency offices across the nation. Donald Comis is a spokesperson for the Department of Ag.


“It’s a deliberate strategy of the whole federal government to have demonstration areas all over the country so that you won’t have to travel far to see a vehicle or operation like your own.”


While the USDA is promoting bio-diesel and ethanol, some environmental groups say the taxpayer subsidized fuels use too much energy to produce and only survive because of politics. For the Great Lakes Radio Consortium, this is Lester Graham.
