Gulf Spill Raises Questions About Imported Seafood

The oil spill in the Gulf of Mexico is looming over the seafood industry. Prices for things like shrimp and crab are going up. It might mean we’ll see even more imported seafood in the coming months. But as Tanya Ott reports, some people are questioning the safety of imported seafood:

Tom Robey runs around like a mad man. Or maybe a mad scientist. His laboratory is the kitchen.

“This is the beginning of New Orleans barbecue sauce for our shrimp dish. So it’s brown garlic and black pepper and rosemary and beer.”

Robey is executive chef at Veranda on Highland in Birmingham, Alabama. His specialty is regional seafood: Louisiana crawfish, Florida crab, Alabama shrimp.

When the Deepwater Horizon oil rig exploded last month spewing oil into the Gulf, Robey shelled out nearly 3-thousand dollars to stockpile 600 pounds of shrimp.

And it’s a good thing, because officials closed some of the fishing grounds. It’s not clear how extensive and long-term the damage to Gulf seafood will be. Early tests don’t show substantial chemical contamination, but monitoring might have to continue for decades. Meanwhile, industry officials expect a shortage of domestic seafood. And other countries are ready to fill the gap.

We already import about 80% of our seafood. But the oil spill is expected to drive that number higher.

Tom Robey says he’ll take seafood off the menu before he serves imports.

“I’m nervous about, like, how that seafood was handled, how it was fed, if it was farmed raised. I mean every day there’s some kind of recall one or another coming from China.”

He may have reason to be nervous.

“I think it’s really a buyer beware issue.”

Caroline Smith DeWaal is director of food safety for the Washington DC-based Center for Science in the Public Interest. She says when state regulators tested imported shrimp they found it was contaminated with antibiotics and other chemical residues that are illegal in the US. Dewaal says there’s evidence some imported shrimp are grown in contaminated ponds.

Supporters of the industry say – while some tests have caught problems – that doesn’t mean all imported seafood is bad.

Norbert Sporns say there’s no need to worry. He’s CEO of a Seattle-based company called HQ Sustainable Maritime Industries. They farm tilapia – mostly in China. Sporns says the US has an international certification process that is rigorous and will catch potential problems.

“Prior to export we are subject to a series of tests. Once a product lands in the United States there are other tests that can be administered by the FDA on a spot check basis, so there are multiple levels of security in place.”

But the FDA only inspects about 2 percent of imports.

Ken Albala is a food historian at University of the Pacific in Stockton, California. He teaches about food policy and environmental issues. He says the cattle industry has been tightly regulated, but:

“Fishing hasn’t been.. And when you’re talking about a several thousand pound cow versus a bass – let alone a shrimp. I don’t see how they could ever begin to inspect consistently what’s coming in from abroad. Definitely not.”

Right now, Congress is considering a bill that would give the FDA a lot more authority over imported seafood. So far, the bill has passed the house and is waiting to be picked up in the Senate.

So – consumers who want to eat shrimp – and boy do we love our shrimp! – are faced with two choices:

Trust that random spot checks find any problems with seafood imports…

Or pay more for domestic, wild harvested shrimp …

And that price could go even higher if the oil spill in the gulf contaminates a good part of the domestic supply.

Fixing the Organic Label

Near where I live in Ohio, it costs more to buy a half-gallon of organic milk than it does to buy a whole gallon of regular milk. So, that circular green and white seal that says “USDA Organic” better mean something.

Mark Kastel is director of the Cornucopia Institute. It’s an organic industry watchdog group. He says over the past decade, more and more people are buying organic – and the market share has grown. So, big business has moved in to get a piece of the action.

Kastel says some so-called organic cows were being raised on factory farms instead of on pastures.

“You really can’t milk 2-thousand or 5-thousand or 7-thousand cows and move them back and forth every day to pasture to graze them every day as the organic law requires.”

Kastel says part of the problem with milk production was that the rules didn’t specifically state how long cows had to be out on pasture. So, some weren’t getting any time eating grass – and were still being certified organic.

Kastel was among those who complained to the folks at the USDA’s national organic program about this.

“Corporate investments in large factory farms that are gaming the system and creating the illusion of practicing organics.”

That’s one reason why the Cornucopia Institute requested an audit of the National Organic Program.

“We need the force of law to come down and make sure that the organic label still means something.”

The USDA has responded. It started an audit of the organic program last year. At the same time, the program got more money… and hired a new director.

Miles McAvoy has inspected hundreds of organic farms and is now in charge of the national organic program. His first order of business was to help with that audit of the program. It found a lot of problems. But McAvoy is glad it was done.

“Basically, the report to me is a roadmap. It really outlines a lot of the fundamental problems that the national organic program has had and so it enables us to focus on those areas that really need to be addressed right away.”

The audit found that the organic program wasn’t cracking down on producers that labeled their foods organic, even if they violated organic rules. It found that the program wasn’t processing complaints in a timely way, and it wasn’t doing a good job inspecting farms in foreign countries. That meant that products imported from China and elsewhere might have the organic label, but not have been inspected properly.

McAvoy says the program just didn’t have enough money before to do everything it was supposed to do.

“Given the resources that the program had at the time, they did the best job that they could…”

Until recently, the national organic program had only eight people on staff.

McAvoy plans to hire more than 20 this year. And his office has already addressed most of the issues from the audit.

Organic watchdog Mark Kastel is pleased with the direction of the program. He says even the issue of cow pasture has been resolved. Milk labeled organic must now come from cows that are allowed to graze at least 120 days each year.

Kastel says the problems have come from a few bad actors. He says people are willing to pay more for organics because they want to support certain types of farms:

“I think we’re in a position with the current administration in Washington where we’ll be able to make sure those promises are kept.”

So the USDA Certified Organic label does mean something when you’re handing over more money to make sure animals and the land are treated better.

Time Running Out on Energy Credits

One thing is clear… energy prices are just going to keep going up. If you’ve been thinking about making your house more energy efficient, now’s the time. That’s because a federal tax credit will be running out in a few months. Rebecca Williams has more:

One thing is clear… energy prices are just going to keep going up. If you’ve been thinking about making your house more energy efficient, now’s the time. That’s because a federal tax credit will be running out in a few months. Rebecca Williams has more:

Pete Sickman-Garner didn’t have any trouble finding the leaks in his house. It was built in the 1940’s… with pretty much zero insulation.

“It was cold! There were nights my daughter woke up because she was had rolled over and touched the wall and it was so cold it woke her up.”

And there were those huge gas and electric bills in the dead of winter. He says he and his wife knew they really needed to seal up the house. So they hired a guy to blow insulation into the walls. And they put up new storm windows.

“It was roughly a $4000 home improvement so not insignificant. But so far we’ve gotten back $900 on our gas bill… it should pay for itself easily within 5 years.”

And on top of that they got a tax credit.

There was a pretty huge tax incentive last year for making your home more energy efficient… and it’s happening again this year. But it’s winding down. You only have eight months left.

Here’s how it works: the government will essentially pay you to make your home more efficient. Little purchases like weather stripping count. Bigger things like insulation and storm windows do too. And so do the really big things like a new furnace or central air conditioner. You can get a tax credit for 30 percent of the cost of these things… up to 15-hundred dollars total for all of your purchases. That’s money sliced right off your tax bill.

But like most things with the word “tax” in them… these home energy tax credits can get complicated.

Insulation and air conditioners and windows have to meet certain codes. You can’t go by the Energy Star label alone. On top of that… you can include the cost of installing heating and cooling equipment in your tax credit. But you can’t include those installation costs for anything else. So here’s where it’s good to call in a tax credit pro to help you wade through the details.

Ronnie Kweller is with the Alliance to Save Energy.

“When you go shopping, definitely ask the retailer: do these items qualify for the federal tax credits?”

Kweller says the best place to start is to make sure you have enough insulation for your climate. And then, seal up the little leaks in your house. You could pay three to five hundred dollars for an energy audit. Or… you can try this trick: close all the windows and doors… turn on your kitchen and bathroom exhaust fans. And then:

“Light, say, a stick of incense and just walk around the perimeter of your house on the inside, holding incense around the edges of windows and doors and if you see smoke blowing in towards you whether or not you can feel air coming in, you’ll know there is some air leak.”

She says sealing up those leaks can save you as much as 20 percent on your energy bills.

And a lot of the little – and big – things you do can count toward your 15-hundred dollar credit.

The thing is, most people tend to think about their taxes at the end of the year. Unfortunately for some businesses… that means they’re slammed when the weather’s the worst.

Donna Napolitano runs Mechanical Energy Systems. They sell all kinds of high efficiency heating and cooling equipment. She says people were squeaking in their big purchases right up until December last year.

“It was crazy here! We were installing every day and we had to combat against the weather, I mean hello, summer’s here it’s a great time to put systems in now!”

Unless this tax credit gets extended… you only have a few more months. Everything has to be paid for and installed by December 31st. So if you’re a procrastinator… you might want to start thinking about your projects sometime soon.

Wildlife researchers say that many coastal birds and birds that live around the oceans are threatened by a warming climate. Mark Brush has more on the State of the Birds report:

The report was put together by the US Fish and Wildlife Service along with state wildlife agencies and other researchers. It finds birds that rely on low-lying islands and other coastal habitats are most at risk from a warming climate. The researchers say these birds are in danger because of rising sea levels. And because the birds are having a tougher time finding the creatures they feed on. They say these kinds of birds would have a hard time finding new places to live.

Ken Salazar is the U.S. Secretary of the Interior. The agency was in charge of publishing the report:

“For too long, in my view, we have stood idle as the climate change crisis has grown. I believe that what this State of the Birds report indicates is that we are at a point in time in our history in America where there is a call to action.”

The report adds to research that shows a third of the nation’s bird species are endangered, threatened or in significant decline.

It’s beach weather – and along the mid-Atlantic one of the most popular beaches is Ocean
City, Maryland. For years, engineers have been battling back the ocean to save the beach
and the town. And as Tamara Keith reports, that fight is only going to get tougher and
more expensive if predictions of sea level rise from climate change become a reality:

It’s beach weather – and along the mid-Atlantic one of the most popular beaches is Ocean
City, Maryland. For years, engineers have been battling back the ocean to save the beach
and the town. And as Tamara Keith reports, that fight is only going to get tougher and
more expensive if predictions of sea level rise from climate change become a reality:

When the sea level rises, Ocean City feels it. It’s on the front lines – a barrier island on
the edge of the Atlantic.

Terry McGean is the city engineer for a town he describes as a working class resort.

“Our industry is tourism, and the real reason people come here is the beach.”

But in the 1980s, that beach was reduced to a narrow strip. Not so today, all thanks to a
massive, and expensive, beach replenishment project. In 1991 countless tons of sand
were brought in, dunes were built. But that wasn’t the end of it.

To keep up with erosion, McGean says the beach here at Ocean City has already been re-
nourished 4 times.

“Approximately every 4 years we’re doing a re-nourishment project. To give you an idea
of the scale, that’s 100,000 truck loads of material that we’ll put on here. Though it
doesn’t actually come on a truck? No. It’s pumped in a dredge from out in the ocean.”

It is a constant fight, because the waves keep coming, keep pulling the sand back out to
sea. Scientists say this is partially just normal erosion. But some of it at least can be
blamed on global climate change and sea level rise. Over time, they say, the share of the
problem caused by climate change will grow.

“If you hadn’t done the beach replenishment do you have any sense of what this would
look like right now. There probably would have been no public beach left in many of
these areas.”

So far fending off the sea has cost $90-million, split amongst local, state and federal tax
dollars. But engineers estimate some $240-million in storm damage has been prevented.

“Holding back the sea is an economic proposition. If you’re willing to spend the money,
the sand exists to elevate any given barrier island.”

Jim Titus is the project manager for sea level rise at the Environmental Protection
Agency. And he’s been sounding the alarm about climate change for years. And he says
policy makers and the public will eventually have to decide which beaches, which
communities are worth saving.

“The challenge for communities like Ocean City is to persuade everyone else that they
are one of those cities that are too important to give up. And then to get their residents to
cooperate in doing what it takes to do to gradually elevate the entire community with a
rising sea.”

But if you think in geologic time, like University of Maryland professor Michael Kearney
does, there isn’t a whole lot of hope for barrier islands like Ocean City.

“It’s essentially a pile of sand. There’s really nothing permanent about it.”

Kearney studies coastal processes.

“The long term prospect of any barrier surviving the projected rates of sea level rise, even
at the moderate rates – the so-called moderate rates, that the IPCC predicted is pretty
slim.”

Ocean City engineer Terry McGean just isn’t buying it. He thinks Ocean City can survive
sea level rise.

“I think that we can design towards it and we can probably build towards it and with
responsible actions we can live with it.”

As long as there’s enough sand and money to keep it going.

Scientists are pretty certain climate change is going to cause the sea level to rise. It’s
happening already, actually. In communities around the Chesapeake Bay, people are
getting a sneak preview. Tamara Keith reports some people there are trying to work with
nature rather than resist it:

It’s been raining in Woodland Beach. The community is just off of the Chesapeake Bay
in Maryland. The ground here is so soft you sink into it. Mud is everywhere. And that’s
just fine with the volunteers planting native grasses on a sloping hillside.

Stephen Hult is trying to keep things in order.

“And when we plant them we want them all the way down. I’m telling everyone twice.”

Hult heads up shoreline restoration projects for the local property owners association.
And there’s a lot of shoreline to restore.

“The shoreline, in parts of the community since the 1930s, have eroded 20 feet. Year to
year, one barely notices, but if you look at aerial maps of what it used to be like
compared to what it is, it really is quite dramatic.”

There’s been tons of erosion here. The land all along the mid-Atlantic coast is also
slowly sinking. Combine that with global sea level rise and you get erosion in overdrive.

Hult says the community is trying to restore the beach with rock and dirt and sand and
grasses to hold it all together. This is what’s called a living shoreline.

“We have now, with this project it will be well over half a mile of living shorelines that
we’ve installed.”

It’s a relatively new concept, a more natural approach to the gnawing problem of
shoreline erosion. Living shorelines create buffer between the water and homes. They are
kinda like the tidal wetlands that used to be here – before property owners started building
sea walls, also called bulkheads.

Jana Davis is associate director of the Chesapeake Bay Trust. It’s one of the organizations
funding this shoreline restoration. And Davis also happens to live here.

“It’s a wonderful alternative that provides just as good shoreline protection while also
providing a lot of really important habitat benefits that a bulkhead or rock sea wall does
not provide.”

Good for wildlife, and she says, it’s adaptive in the face of sea level rise.

“If sea level were to rise another foot, for example. The marsh could kind of migrate
inland, whereas if you had a bulkhead obviously there’s no migration because it can’t
move.”

But most of the people with bulkheads are NOT buying it. They want to protect their
property from the sinking land and rising water, and a lot of them don’t think a bunch of
rocks and grass are going to cut it.

Kevin Smith is chief of restoration services for the Maryland Department of Natural
Resources.

“There’s many places you can go and look at miles of shoreline and not see any natural
shoreline at all. It’s all armored off.”

Smith met me at a nature center along the bay. A few years ago, a stretch of bulkhead
here was replaced with a living shoreline. The natural ebb and flow of these shorelines
has made some property owners skeptical. They want the shoreline to stay put.

“If these types of projects don’t protect that shoreline from erosion, then homeowners are
not going to want to do it.”

But Smith insists these projects do work, and long term they’re going to be more
sustainable and more flexible than bulkheads – which over time will lose the battle
against the constant pounding of the rising sea.

This year the average cost of heating your home is going to cost a good
chunk more than what it did last year.

Doug MacIntyre is an analyst with the US Energy Information
Administration.

“We’re estimating that, on average, the household using natural gas to
heat their home will be spending 24% more than last year. For heating
oil we think the increase will be even higher with house holds spending
about 36% more than they did last year.”

Those predications are made by looking at the cost of things like natural
gas and crude oil. And by analyzing the weather forecast for the up-
coming winter.

MacIntyre says he does not expect these expensive heating costs to go
away anytime in the next few years.

After hundreds of people got sick from contaminated spinach and
lettuce, researchers started looking back at three decades of disease
cases. They found that people are getting sick from contaminated produce
more often. Bacteria such as E. coli and salmonella are often the cause.

Michael Lynch is one of the study’s authors. He says Americans are eating
more salads, but that doesn’t totally explain why there are more disease
outbreaks.

“We were a little surprised that that didn’t entirely explain the increase
but what else is contributing to that is not clear.”

Lynch says contamination can happen anywhere between the farm and your salad
plate. He says it’s important to thoroughly wash lettuce before eating it.
But he says that might not be enough to avoid getting sick.

He says stronger controls are needed at every step to try to prevent
contamination.

With grain prices hitting record highs, a lot
of farmers are removing land from the federal Conservation
Reserve Program. The CRP pays farmers to stop growing
crops on poor land and instead grow trees or grass cover.
That creates habitat for wildlife. The US Department of
Agriculture, which runs the program, says the CRP is still
in good shape. Katherine Glover reports some conservationists
disagree:

Reserve Program. The CRP pays farmers to stop growing
crops on poor land and instead grow trees or grass cover.
That creates habitat for wildlife. The US Department of
Agriculture, which runs the program, says the CRP is still
in good shape. Katherine Glover reports some conservationists
disagree:

When the Conservation Reserve Program started in 1985, David Schoenborn was among
the first on board.

He stopped farming some of his land and let natural cover grow. The U.S. Department of
Agriculture paid him. Usually land that wasn’t the best farmland or land that was prone
to erosion was set aside for the program.

Conservationists say CRP has been great for reducing soil erosion, improving water
quality and restoring wildlife habitat.

But this year, for the first time, Schoenborn is letting some of his CRP contracts expire.

“It’s not a bad program, but the payments have to be more to keep them in line with the
rest of the farming economy.”

Corn and other grain prices are at record highs. So a lot of farmers are taking land out of
CRP and plowing it up. The program lost more than two million acres last September.

It could have been much worse. Originally sixteen million acres were set to expire in ’07.
But, in 2006 the USDA offered landowners the option to renew their contracts. About 80
to 85 percent of the land was re-enrolled.

The USDA is focusing its conservation efforts towards environmentally sensitive lands
and critical wildlife habitat.

Perry Aasness is the state director for the USDA Farm Service Agency in Minnesota.

“We’re not enrolling whole fields of land anymore, but there are still conservation
programs which we call the continuous CRP and that primarily focuses on really
targeting buffer strips, waterways, and that sort of thing.”

The targeted programs pay more than the general CRP contracts, making them more
attractive to farmers. Schoenborn, for example, is reenrolling eligible lands in these
targeted programs.

Altogether, the various programs have about 34 million acres enrolled. This is slightly
above the average enrollment for the past ten years, but less than the 39 million acres
authorized by Congress. Aasness says the program is still in good shape.

“I think the overall percentage of land going into production from CRP is pretty
minimal.”

But conservationists have a different perspective. They want to see as much land as
possible enrolled in CRP.

Dave Nomsen is with the conservation group Pheasants Forever:

“Frankly I think the program is more in doubt than it ever has been. It’s great that
farmers are benefiting from record crop prices but it’s making it a real challenge to keep
conservation as part of that agricultural landscape.”

And political pressure is part of that challenge.

The American Bakers Association even asked the government to let CRP contracts expire
early so farmers can plant more grain. This would hopefully lower the price of flour.

But a huge reduction in CRP acres is unlikely. Both Republicans and Democrats support
CRP.

Dave Nomsen with Pheasants Forever says the problem is finding enough money to make
it worth it to farmers.

CRP payments do change over time depending on the market. But Nomsen says they
haven’t kept up.

“It’s been lagging behind by several years. We just don’t have the money to raise it up to
an equal basis, but if we can get those payments high enough the long-term nature of the
contracts, the many, many other benefits of the program will hopefully sell the program
for farmers and landowners.”

Farmer David Schoenborn says payments vary, but generally he gets between 75 and 90
dollars an acre. By planting corn, he thinks he could make at least $400 an acre. But he’d
stay in CRP if payments increased just 30 percent.

That’s not likely. So chances are that more farmers will be putting land that’s set aside
for wildlife back into crops.
