Detecting Lead in Toys

Fisher Price recently recalled 10 million toys containing lead paint and tiny magnets. The news is making health officials and many parents wonder about other
objects children play with. In the past, testing objects for lead has been time consuming,
but new technology could make lead detection in everyday objects easier and faster. Lisa
Ann Pinkerton has more:

In a canvas shopping bag, Phyllis Gallzo has 3 of her son’s favorite toys. In her hand is
one made of Legos that looks like an alien robot creature. She’s afraid it could contain
lead:


“Listening to the news and concern about toys coming from China, I was very
concerned my son getting exposure to the chemicals he really didn’t need. So I brought in
the toys that he plays with mostly.”


Eighty percent of America’s toys are made in China, so Gallzo’s come to a free lead
screening event held by the Ohio Network for the Chemically Injured to find out about her
son’s toys. The action figure she holds is sporting a long silver sword. It’s pockmarked,
from being chewed on by Gallzo’s 8 year old son. If the sword was manufactured with
lead-based plastic or paint the toy could be giving her son small doses of lead and slowly
poisoning him. Lead is a neuro-toxin and has been linked to learning disabilities and lower
IQ’s.


Usually, Gallzo would have to surrender her son’s toy to be destroyed in a lab to figure
out what its made of, but today a new type of technology is being used. Bill Radosevich,
of the company Thermo Scientific is going to zap the plastic sword with an X-ray gun
his company’s designed. In the first 5 seconds, the toy’s elements pop up on a computer
screen:


“About 6000 parts per million of zinc, we’re seeing a little bit of copper, that’s probably
part of the coloring….I’m definitely not seeing lead.”


Gallzo was lucky, her son’s favorite toy is free of lead. But beside Radosevich, is a
suitcase filled with toys that didn’t pass the test. On display are low brand or no brand
items, like plastic teething rings, a simple black snorkel, children’s jewelry and marti gras
beads. All objects kids have been known to suck and chew on. Radosevich says they all
contain lead in excess of 600 parts per million, the American limit for consumer
products:


“I’m less concerned about a hair piece than I am about something that’s supposed to be put into a
child’s mouth.”


Radosevich’s testing device looks like a Faser gun from an old Star Trek show. It uses x-
ray technology and it’s not cheap, they go for 30,000 dollars a piece. Radosevich
says metal industries and archaeologists already use the device for different purposes, but
he thinks product importers and toy retailers might be interested in them too. Michael
Zigenhagan, owns the toystore Play Matters and he says testing toys for lead is not his
responsibility:


“I don’t think that’s within the scope of a retailer’s capabilities. We wouldn’t be
asking national big box retailers to create their own testing arms for the products they
carry. That’s ultimately the manufacturer’s job to do that.”


But the way toys are manufactured in China is a tangled supply chain, with various
components of a toy coming from different factories. Rachel Weintrub is with the
Consumer Federation of America. She says importers are putting too much trust in the
manufacturers they contract with. Her group is lobbying Congress to require US
companies, such as Mattel, to make sure a toy’s components aren’t contaminated before they’re assembled in China:


“If it were required that paint be tested for safety before the paint were used on the
product, this huge harm would be prevented.”


Weintrub says waiting until a product is in the supply chain and issuing a recall isn’t
completely effective. She says recalls never get all the defective products back, and
ultimately that leaves toys in the marketplace and children in potential harm.

Protesters at Target’s Shareholder meeting wore white hazmat suits as
they urged the company to phase out PVC, or Polyvinyl Chloride. PVC is
used in packaging, shower curtains, teething rings and other consumer
products it sells. Mark Schade is a spokesman for the Center for
Health, Environment and Justice:


We’re concerned about PVC because from manufacture to disposal PVC is
the worst plastic for our health and environment. Releasing chemicals
that are known to cause cancer, learning disabilities, reproductive
health problems, birth defects and many other health issues.


Target says it’s asking its suppliers to look into alternatives for PVC
but the company is reluctant to set a timetable for phasing out the
plastic. Other companies, such as Wal-Mart, Ikea, Johnson and Johnson,
Lego, Nike, Microsoft have already begun the process.

The High Costs of Empty Parking Lots (Part Ii)

A growing number of city planners say we’re building more parking than we really need. They say the fact that nearly all parking is free, makes the situation worse. Their ideas are turning nearly fifty years of urban planning on its head. The Great Lakes Radio Consortium’s Shawn Allee has this second report in a two-part series:

A growing number of city planners say we’re building more parking than we really need. They say the fact that nearly all parking is free, makes the situation worse. Their ideas are turning nearly fifty years of urban planning on its head. The Great Lakes Radio Consortium’s Shawn Allee has this report:


If you had to pay for a parking space, would you think twice before making a frivolous trip, say, to a convenience store for a candy bar?


City planning researcher Donald Shoup bets you would stay home if you had to pay, or maybe you’d walk instead. That’s a point he makes in his recent book, The High Cost of Free Parking. In it, he tries to show that free parking entices us to waste gas. He says paved lots also compete for better uses of land, like parks or housing. Shoup says the problem’s very real – but to see it, you need to step out of your automobile.


“Any view of suburbia from the air will show you a lot of parking lots and a lot of these parking lots will have empty parking spaces.”


I decided to take a look at what’s Shoup’s talking about in Lincolnwood Illinois, a Chicago suburb. I cheated by skipping the air fare, though. Some new Internet sites can provide satellite photos of your area. I joined two of Lincolnwood’s city planners, Tim Clarke and John Lebeque, in their office to get a birds-eye view of their home turf.


Clarke: “The plus is closer.”


Allee: “Right, and go ahead and see if you can find… There it is. Lincolnwood.”


Clarke: “Wow.”


Lebeque: “Whoa.”


Allee: “So find a retail strip.”


Turns out, Donald Shoup was right. Within a minute, we find a popular grocery store, with a huge parking lot. Tim Clarke recognizes it.


“It’s probably one-third filled. I’m not sure when this aerial was taken. I’ve never seen the parking lot full.”


So why should a busy store’s parking lot be two-thirds empty most of the time? Shoup says it’s the cities’ fault. Cities make the rules. They say how many spaces each new business, house, and apartment building must provide.


By his estimation, city government does a poor job at guessing how much parking we really need. Shoup says governments force businesses to provide enough spaces to meet peak demand, such as the day after Thanksgiving, the busiest shopping day of the year.


“Everyone understands the advice, don’t build your church for Easter Sunday, but we build our parking for the week before Christmas.”


In other words, cities tell stores to build parking for the year’s busiest two weeks, even if most of the spaces are empty the rest of the time. He says, without city pressure, a lot of businesses would create smaller lots or they’d sell off parking space they don’t need.


Tim Clarke, the Lincolnwood planner, says suburbs do err on the side of too much parking, but they’re often planning for future growth. He gives an example of a small Lincolnwood dental practice that had 7 examination rooms, but only used three of them. The dentist wanted to build fewer parking spaces than the village required, because it was small and family-run.


“But one could imagine that that family at some time in life would sell that business and someone would come in and want to use all 6 or 7 examining rooms at one time.”


So city planners have to look at the long term use of a building.


Many of Lincolnwood’s largest retailers actually build more than they need to. Bob Johnson runs a Lowe’s Home Improvement store built in late 2003. He says stores like his don’t gamble with having too few spaces.


“I think customers are going to shop, again, where they feel most comfortable and what’s convenient for them. The key word there being convenience. If they’re inconvenienced, they might drive another couple blocks down the road.”


Shoup says that’s a calculation that businesses have to make. He says market forces can help decide how many spaces should be built, but government should not force retailers to have too many spaces. Nor should it force them to offer only free parking.


In fact, Professor Shoup says cities, especially suburban cities, could use land more efficiently if businesses controlled demand for parking like they control everything else: by setting the right price.


“I’m just saying that cities should not force anyone to provide more parking than drivers are willing to pay for.”


Killing our appetite for cheap, abundant parking could be difficult, but Shoup says pressure’s building for change. He says, as suburbs grow, space gets tight. And that raises prices for all land uses.


“I think most people now are focused on the high cost of housing. I think we’ve got our priorities wrong if housing is expensive and the parking is free.”


In his battle against too much parking, Shoup says the most effective weapon might be a little comparison shopping. Free parking might not seem so cheap once it’s compared to the cost of other needs.

typically means a hit in the wallet, and for some, guilty feelings over consuming too
much. Most do-it-yourselfers saw up a lot of trees in the lumber they use. And they use
other materials that affect the environment. But there are ways to keep more green in
your pocket, as well as a green conscience. As part of an ongoing series called “Your Choice; Your Planet,” the Great Lakes Radio Consortium’s Cari
Noga reports:


If you’ve ever sat in a high school gym, you’ll likely get a sense of déjà vu when you
walk into John Patterson’s home. That’s because in its former life, the house’s flooring
was high school bleachers. Cleaning them up was a chore. Patterson says he and his
wife filled up a five-gallon bucket removing the gum wads from the 20-foot yellow pine
planks. But Patterson says the work was worth it…


“What I like about them the best is the wood is so old, because they were in the school
for like 40 years. I hope they stay here for 40 years. You can’t replace them, or regrow
trees this long and tall. It’s something I’m really proud of doing.”


The floor is just one part of the couple’s overhaul of their home. Two summers ago they
stripped the tiny ranch-style home down to the studs. They nearly doubled the square
footage, and added a second floor. The windows, siding and even the 2 by 4s, are reused
or recycled.


A growing number of homeowners are combining a do-it-yourself attitude with an
environmental ethic. Instead of shopping at big box chain stores, they go to auctions and
used building material stores. They buy everything from bathtubs to doors to, yes, even
the kitchen sink. Patterson’s wife Sarah Goss is the scavenger, scouting out the stuff for
him to install. For her, reuse has been a lifelong value.


“I think it’s upbringing. You just grow up feeling a little guilt if you overuse your
resources…any way you can conserve or be a part of that, I feel like it’s an added plus.”


They’re not the only ones who think this way. Kurt Buss is president of the Used
Building Materials Association. He says the reuse movement is spreading as
communities nationwide try to reduce landfill volume. Up to 40 percent of landfill space
is construction debris.


“You don’t throw away newspapers and tin cans. You shouldn’t throw away your house.”


Buss says reused materials can be better quality, too.


“More often than not the wood is old growth lumber, which is certainly preferable to
much of the lumber that you see in lumber stores today which is speed grown on tree
farms… So there’s premium materials that are available with environmental benefits
attached.”


So, reused materials are often higher quality, and go easy on the environment.
They also cost a lot less – typically half of what the same item would cost new.


Still, not everyone’s sold immediately. There’s a lot of sweat equity that offsets the cost
advantage. John Patterson and Sarah Goss worked a long time scraping off all that
bubble gum.


Then there’s getting over the fact that most of the stuff is someone else’s discarded
material… their trash.


Bruce Odom owns the Michigan store where Patterson and Goss found many of their
materials. He says many shoppers walk in skeptics, but become believers.


“You see a lot of one party tugging the other one along, and the other one saying, ‘No,
no, I don’t know about this,’ whether it be the husband or the wife. You see a lot of that.
And yeah, you do need to realize that it’s all done and installed, you probably aren’t
going to recognize the difference except in your checkbook.”


If you’re making a list of things to do around the house, you can find reused materials
stores in at least 30 states. A visit to one might deconstruct the perception that newer is
better.

Destination Superstores Buy Up Farmland

Throughout the region, tourism is an important part of the economy. Families travel far and wide to visit historical sites, cultural institutions, and favorite recreation spots. But a relatively new part of the landscape is drawing people in for a single purpose: to shop. The Great Lakes Radio Consortium’s Sarah Hulett reports on how the trend is affecting land use patterns:

Throughout the region, tourism is an important part of the economy. Families travel
far and wide to visit historical sites, cultural institutions, and favorite recreation
spots. But a relatively new part of the landscape is drawing people in for a single purpose: to
shop. The Great Lakes Radio Consortium’s Sarah Hulett reports on how the trend is affecting
land use patterns:


Brad Brinker is in Michigan for the day to take in the sights. He flew his plane from Pennsylvania
to Dundee, in the southeast corner of Michigan. Now he’s standing next to a waterfall that spills
into a pond filled with trout and aquatic plants.


“We were always impressed by the size of the mountain and the animals they have. That’s why
we’re here!”


The mountain is fake. The water? Pumped in. The animals? Stuffed.


This is Cabela’s – a 225-thousand-square-foot retail temple to the outdoors. It’s the home of 65-
thousand gallons of aquariums, dozens of game animals like caribou and mountain lions. There’s
a gun library, and acres of fishing equipment and hunting gear.


“Cabela’s considers itself a tourist attraction as well as retail. And in all of our major sites, we’ve
become one if not the major tourist attraction in the state.”


Steve Collins is the operations manager for Cabela’s. He says the strategy for drawing tourists and
shoppers hinges on careful placement of the store.


“What we try to do is make them destination stores, so people have to go out of their way a little
bit to get there. But once they get there they’re very easy to find. We’re not in the middle of a
mall. We’re not in the middle of town where you have to try and find us. Once you get down that
thoroughfare, we’re usually right at the exit. You can’t miss us.”


Michigan’s Cabela’s store IS easy to spot. You can see two 20-foot-tall bronze grizzlies from the
highway, locked in battle above a vast expanse of parking lot. The five-acre store was built to
look like a massive log cabin. It sits on a sweep of what used to be farmland. A U.S. highway
feeds thousands of cars a day onto its property.


It’s a familiar strategy for big-box retailers such as Home Depot and Wal-Mart. Land is generally
cheaper and easier to acquire in rural areas. And some of these superstores and outlet malls have
become destinations not just for shoppers, but for tourists. George Zimmerman directs Michigan’s
travel bureau.


“I think in the last ten years, on the national level, the Mall of America is an example of that.
Certainly the outlet mall boom is a big part of it. That certainly was a key point as far as retailing
as a destination, when those started popping up around the country.”


But superstores and outlet malls give environmentalists headaches. They say stores that set up
shop in undeveloped areas contribute to sprawl patterns that require expensive infrastructure.
They can also sap resources from nearby cities and towns. Although the business association near
Cabela’s Michigan store says the retailer has actually helped bring shoppers into the downtown
area, five miles away.


Victoria Pebbles works on sustainable development issues for the Great Lakes Commission.
Pebbles says there need to be disincentives for stores to locate in rural areas.


“If there are disincentives, for example, through farmland protection programs and protection of
natural features and cultural resources that are in our rural areas, then you can help to tip the
scales a little bit.”


Pebbles says right now, there are few restrictions on developing farmland into shopping malls.
Some states – such as Minnesota, Wisconsin, and Pennsylvania – have set aside money to help
local governments better coordinate land use planning. And Michigan recently set up a task force
that will make land use policy recommendations to its Legislature.

In the meantime, it looks as though retailers will continue to look for cheap land with easy access
to highways. Cabela’s plans to open its fifth store in the Great Lakes region this fall. Its
Pennsylvania store will be easy to spot, perched on a hundred acres right off I-78 and Route 61.

Green Buildings Mean Retail Greenbacks

Green building experts have known how to make buildings more energy efficient for a long time, but the building industry is slow to change – especially in retail. The Great Lakes Radio Consortium’s Karen Kelly reports on one company that’s challenging the status quo:

Green building experts have known how to make buildings more energy efficient for a long time, but the building industry is slow to change, especially in retail. The Great Lakes Radio Consortium’s Karen Kelly reports on one company that’s challenging the status quo:


At first glance, the Mountain Equipment Co-op looks like your
typical outdoor retailer. You’ve got the
rows of protein bars and the freeze dried camping
food. Forest green backpacks hang from the wall and candy-colored kayaks hang from the ceiling,
but what makes this Canadian company unique is what you can’t see. Almost everything, the displays, the floors, even the concrete, is
environmentally friendly.


Architect Linda Chapman designed the store, which is in Ottawa – Canada’s capital. She says part of her assignment was to reuse as much as she possibly could.


“A lot of the steel structure that you see, the steel beams and the steel joists here are all from the old building that was on site here. It actually saved us time because there was a real backlog and delay from ordering steel at the time we were building.”


Being environmentally responsible is part of Mountain Equipment Co-op’s mission. It’s a non-profit cooperative. It’s million and a half members pay a small fee and have a say in how the company is run. Mountain Equipment’s Mark VanKooy says their members want the company to reflect their own environmental values.


“They’re the ones really out there hiking, kayaking, canoeing, rock climbing, and it’s in their interest, I mean… most people realize the connection to environmental stewardship and the outdoors – that if you aren’t an environmental steward, you’re going to lose your wilderness and the outdoors and the places you like to do those things.”


That mission resonates with customers such as Trevor. He’s been a member of Mountain Equipment Co-op for almost 20 years.


“It shows me they’re forward looking, they’ve got a keen sense of awareness about the environment they’re in here… good corporate citizenry if you will. I’m very comfortable here.”

Mountain Equipment Co-op has built eight stores – each greener than the last. When the Ottawa store was finished in 2000, it became the greenest retail building in Canada. In fact, there are too many features to mention. They seem to permeate every section of the building. It ranges from the wood floors salvaged from local barns to the high tech meters that control the intake of fresh air.


Mark VanKooy says it cost an extra 10 percent to construct the building, but they’ll get that back in energy savings over the next decade, and he says that’s a key point in trying to persuade others to follow their lead.


“Obviously, if it was twice as much to build the same building with the green building practices as it would be through standard construction practices, it wouldn’t be worth it, because even as a demonstration building, no one in their right mind is going to look at it and say oh, it’s a nice idea but its cost twice as much, yeah I’m going to do it.”


VanKooy gives lots of tours to architects and business people, but the building industry has been slow to adopt the idea. One of the biggest challenges is the way that buildings are typically constructed. Architects often come up with a plan without consulting the engineer or the construction manager, but in this case, they all sat down together from day one. They discussed each step in the process. The approach is called integrated design, and architect Linda Chapman says it ensured the environment was considered at every step along the way. She describes how the group chose materials to use in the walls.


“In terms of which one would have the highest recycled content, which one would have the best price, which one would be easiest to build…so that’s how decisions were made as a group.”

The Mountain Equipment Co-op did receive a grant from the Canadian government, but funding for this kind of project has mostly dried up. Still, proponents say interest in green buildings is growing. According to the US Green Building Council, 5% of new commercial buildings last year met its strict environmental standards.


Retail stores such as Starbucks, Williams-Sonoma and the Gap have already built, or plan to build, green stores. In Canada, the Mountain Equipment Co-op has added two more, that are even more energy efficient, and were built without government help. They say if a nonprofit outdoor retailer can do it, a lot of other companies can as well.

Stocking Up in the Face of Danger

  • Prices spiked at some gas stations around the region after September 11th, and many drivers felt compelled to wait in long lines to fill their tanks.

Despite the patriotic fervor that has marched across the country, the first test of the war against terrorism found many Americans taking a “me first” attitude. When rumors were flying that gasoline shipments might be disrupted, people lined up to fill up their tanks before supplies dried up. The Great Lakes Radio Consortium’s Lester Graham has more:

Despite the patriotic fervor that has marched across the country, the first test of the war against terrorism found many Americans taking a “me first” attitude. When rumors were flying that gasoline shipments might be disrupted, people lined up to fill their tanks before supplies dried up. The Great Lakes Radio Consortium’s Lester Graham reports.


On September tenth, the Energy Department reported that gasoline prices fell almost two cents per gallon. It was the first drop since early August and nearly three-and-a-half cents a gallon cheaper than the same time last year. Supplies of gasoline were plentiful and cheaper, but no one seemed to be in a particular hurry to filler up.


That all changed on September eleventh.

As the terrorist attacks in New York and Washington D-C unfolded rumors of refineries shutting down started circulating. Some suppliers told service station retailers that they weren’t sure when or even if they could deliver the next shipment. Word quickly spread that the price at the pumps was going up.

Sharon Cameron lives and works in a small town in Illinois. She heard from a co-worker that the price might go up to five dollars a gallon. When she got near the convenience store. She found a long line of cars and trucks.


“I had about a 35 minute wait to get gas.”


And some in line weren’t happy about what they saw in front of them.


“There was a gentleman that was pretty upset because another guy had pulled his truck in there and had filled up both tanks on his truck and then proceeded to fill up about five or six gas tanks in the back of his truck.”


People appeared to be hoarding gasoline because of rumors that speculated supplies would be cut off because of the terrorist attacks.


Some retailers took advantage of the situation. Scott Mulford is a spokesperson for the Illinois Attorney General’s office. He says about 1500 people from around the state called in complaints that stations were price gouging.


“Prices at the stations increased in some cases as high as five dollars a gallon.”


The Illinois Attorney General is filing suit against one convenience store chain, charging that the price spikes violated the state’s Consumer Fraud and Deceptive Business Practices Act.


Other states in the Midwest had similar incidents. Ohio is filing suit against at least four station owners. There were reports of price gouging in Wisconsin. The Michigan Attorney General has plans to file suit against 13 retailers. Some retailers say in their defense that it wasn’t greed that motivated them. But concern about gas supplies. Some of those gas station owners who hiked prices on September eleventh say they were simply trying to discourage a mad rush for gasoline by raising the price. Stanley Pruss is with the Michigan AG’s office.


“There was something of a panic. There were gas lines. The gasoline station retailer can close down, limit hours, ration gasoline, or spike the price or raise the price to control demand. I mean, those are all options within their purview. Price increases to control demand that double the price of gas are just unconscionable.”


Pruss says it’s somewhat understandable that people wanted to rush to fill their tanks when they heard that gas prices were going up to five-dollars-a-gallon or that supplies might be disrupted.


A marketing professor at the University of Illinois says it’s to be expected. Brian Wansink says instead of conserving in times of crisis. Americans have a tendency to stock up. “Just in case.”


“Any time there’s a crisis or any time that uncertainty is magnified in one direction or another, this basic tendency that we have gets expanded, you know, two, three, or even four-fold.”


Wansink says part of this tendency is a leftover from another national crisis, the depression. He says our parents and grandparents who lived through the Great Depression in the 1930’s have instilled in us the stories of their terrible struggles.


“About how, you know, they only had bread to eat, and how things were really, really tight, and how dire things were. And so, there’s essentially this trace in our mind that ‘My god, things could be really, really bad and I don’t know.’ And I think it’s this threat that drives some of this hoarding also.”


So, storing up or hoarding is part of our culture. At least this time the impulse to hoard gasoline was short-lived. The lines dwindled in just a few hours. Hiked prices were lowered to more reasonable levels by the next day. Hoarding quickly gave way to an outpouring of generosity toward relief efforts for the victims of the terrorist attacks. It’s evident that Americans have another tendency: that is, to pull together in times of tragedy. After they’ve had a little time to reflect on the bigger picture.
