by homeowners’ associations. Mark
Brush has more:

It comes down to aesthetics for a lot of these associations. They have rules about how tall your grass can be, when trash cans can be set out, and what color your house can be.

Sometimes these associations just don’t like solar panels, or they worry they’ll be sued by neighbors.

Raymond Walker is a lawyer for Standard Renewable Energy. It’s a fast growing solar installation company in Texas. He says these restrictive rules can cost jobs and money.

“It doesn’t seem at first blush like it ought to be a big problem, in fact, you know, it seems like it might be sort of a silly issue, but we lost about $500,00 in installation money in 2008 because of this, and we’re projecting that we’ll lose about two million dollars this year.”

There are some state laws that say homeowners’ associations can’t stop the construction of solar panels, and now some legislators want to see a federal law passed.

Shawn Allee looks at why this

Carrie Austin is a Chicago alderman, and, as she says, she’s constantly dealing with problems unique to Chicago. But she’s convinced she’s got one problem a lot other cities face, too: what to do with vacant industrial land. She’s got 200 acres of it in her neighborhood.

“The environmental issues left from the company, left us with such devastation without any regards to human life. That has been our fight all these years. ”

Austin says, even with some clean-up in recent years, it’s been tough getting someone to come in with some work – and jobs.

“We’ve talked to FedEx, Kinkos and many other corporate offices. Even to Wal-Mart, bringing some of their distrubution to such a large piece of land. But to no avail.”

Austin says there’s a portion of this land she’s not so worried about now. The energy company, Exelon, is putting up solar panels on about 40 acres. And for the first time in a long time, there’s the sound of new construction there.

“This site’s been vacant for thirty years.”

That’s Tom O’Neill – he develops new businesses for Exelon. We’re walking along a padded-down field of soil where there used to be factory walls, machines, and concrete floors.

“What’s changed is you don’t see the brush and the shrubbery and there was a building that used to be here. The whole site is now graded and you can see signs of the construction where the foundations are going to come out. If you look further west, you can actually see the foundations going in for the solar panels, so it’s changed quite a bit.”

This is a transformation a lot of cities would envy, but I’m curious why Exelon’s doing this in Chicago and whether it’ll repeat it in other cities. On the first question, O’Neill says Exelon’s putting up the panels because it’s got a plan to cut its own carbon emissions.

“This project here will displace 30 million pounds of greenhouse gases per year. So it is a part of our low-carbon initiative.”

This Chicago solar project qualifies for federal loan guarantees and tax credits, but even with that, it’s not clear Exelon will make a profit. So, the question is: will Exelon repeat this? O’Neill says he’s hopeful.

“It is a demonstration project to show what can be done and with its success will come other successes.”

To get an industry-wide view of whether other cities might get urban solar farms, I talk with Nathaniel Bullard. He analyses solar power markets for New Energy Finance, a consulting firm. Bullard says cities are eager to re-use land that can be an eye-sore, or even cost a city money to maintain. For example, some southwestern cities have old landfills – and they’re planning to put solar farms on top.

“We’ve actually see those go much larger than what’s on the books right now for Exelon.”

Bullard says companies are taking a closer look at solar power because states are mandating utilities buy at least some. And the US Congress changed some tax laws recently. Exelon is taking advantage of that.

“First thing to note in the Exelon project is that it is Exelon itself which is going to own its project. If this was a year ago, they would be purchasing the electricity on contract. Now, with a change in policy, investor-owned utilities is allowed to own the asset itself and take advantage of tax benefit.”

Bullard says we’re likely to see more urban solar projects like Chicago’s – if the technology gets cheaper and government incentives stay in place.

Bullard has this joke about solar power that he swears is true. He says, in the solar industry, the strongest light does not come from sunshine – it comes from government policy.

The price of solar panels took a huge drop this year.

Experts say one of the main reasons solar is cheaper is because of Spain.

The country is a big buyer of solar panels, or what are called PV modules, largely because Spain offers generous incentives for people who buy them.

Galen Barbose is with a federal research lab in Berkley, California. He says, because of the economic crisis, Spain had to slash those incentives.

“And so demand in Spain dropped fairly significantly. And so what we’ve seen over the past year is a glut in the global supply of PV modules. And that has led to a fairly significant drop of the wholesale price of PV modules.”

The cost of solar still isn’t on par with conventional energy, but Barbose says things are headed in that direction.

Green Crime: Stealing Solar Panels

Solar panels are expensive and they’re increasingly in demand throughout the
world, so it sands to reason solar panels have become an attractive target for
criminals.

Recently, 30 panels were stolen from one of the “greenest” buildings in Colorado.
Ninety solar panels valued at $135,000 were swiped off a waste water treatment
plant outside San Francisco.

Monique Hannis is a spokesperson for the Solar Energy Industries Association.
She says, over the last year, solar theft has become a greater concern.

“It’s really just emerged as an issue we need to be watching, really, in the last
year. And the reason is, as solar becomes more prevalent and people
understand the value of the solar panels, it’s just like any other target for theft.”

Currently the group doesn’t track the crimes, but since more panels are
disappearing Hannis says they’ll likely start.

This type of “green crime” is nothing new in developing countries. Lori Stone is
international program manager for Solar Energy International. It’s a Colorado-
based nonprofit that trains students world-wide for careers in the solar industry.
Stone says in some cases the solar panels are gone just days after they’re
installed.

“If somebody really wants to steal solar panels, it’s pretty hard to keep them from
doing it. You know, there’s some new things that are coming out now with ways
to lock them and stuff, but they’re costly and so a lot of these developing country
systems, solar home systems, are pretty easy to take.”

In Kenya, last September, thieves unsuccessfully tried to swipe solar panels on
the house belonging to President Obama’s 86 year-old step-grandmother.

As the solar industry becomes more established, security is gearing up. It’s
becoming part of installing a solar array.

The Solar Industry’s Hannis says manufactures are making things harder for
thieves by adding tracking numbers as part of a recycling program.

“This same system could be used to at least track the location of panels, the
rightful owner of panels going forward, similar to a VIN number of a car.”

Hannis says consumers should be wary of purchasing panels from online sites
such as eBay or Craigslist because they could be buying stolen panels.

To ward off thefts, some go so far as to post night watchmen. Other larger arrays
are equipped with cameras and fences. But there’re also more affordable
options.

Bryce Campbell is president of Bryce Fastener Company, an Arizona based
business that specializes in a unique type of security bolt that acts like a key. The
bolts cost about two dollars per panel.

“The solar industry is starting to say, ‘Hey, what do we do?’ Ha ha. Are we going
to up security systems up here, cameras? Not really effective in places where
most of these solar arrays are laid out.”

Campbell says solar companies began contacting him about a year and a half
ago. Now he gets orders daily.

For Campbell, it makes sense considering people are parking thousands of
dollars on roof-tops and in fields.

talked with the author of a report who
says one type of solar power can store
energy:

Lester Graham: Concentrating solar thermal, or CST, can store power. Basically, mirrors are used to concentrate solar rays, heat up water, generate power. The heated water can be stored as heat in tanks – like coffee in a thermos – and produce electricity when needed. Britt Staley is with the World Resources Institute. She’s the lead author of a new report on concentrating solar thermal. So, you found, if it’s done right, CST could be built instead of coal-burning power plants. How practical is that?

Britt Childs Staley: We think that concentrating solar thermal is a very exciting renewable energy technology precisely because of this potential for storage. If you incorporate thermal energy storage, or fossil fuel backup, with your concentrating solar thermal, you can actually use the power of the sun around the clock.

Graham: Now, the CST plants are expensive – they’re more expensive than building a coal-burning power plant. So, why build them if that’s the case?

Staley: With climate change as a major concern in the US and around the world, we are going to need to reduce our dependency on coal in the power sector. And currently, as you said, concentrating solar thermal power is more expensive than coal, but in this report we’ve identified several policy interventions that could help reduce costs. For example, a price on carbon such as the cap-and-trade mechanism in the current Waxman-Markey Bill, and then some solar-specific policy interventions would help as well.

Graham: Now, when you say ‘policy interventions’, really you’re talking about government subsidies, right?

Staley: Yes. Support for R-and-D, for deployment such as the investment tax credit that’s currently in place.

Graham: Obviously, the most sunny places would be the best location for a concentrating solar thermal plant.

Staley: Mm-hmm.

Graham: And the most sunny places are often in arid places, such as the US Southwest. So, they’re the driest places, and CST relies heavily on water. So, in the long term, what’s the solution?

Staley: There are several alternative cooling technologies that are available and that can cut water by up to 95% to 98% in places where that is a concern.

Graham: Is this completely experimental, or have we seen this done anywhere in the world successfully?

Staley: It’s absolutely been done successfully. Here in the US, we have some of the longest operating CST plants. And Spain is another good example of where CST deployment has been particularly successful to date.

Graham: How long would it take to build one of these, and how soon could they contribute, and how likely is it to happen, given the cost?

Staley: A lot of the plants that we see on the drawing board right now are expected to be in operation in the next 2 to 5 years. With climate change concerns, with climate change legislation working its way through the House and Senate, coal plant investments are not particularly attractive right now. And investors are very wary of putting their money into something that’s going to be significantly more expensive in the coming years. Concentrating solar thermal, on the other hand, is a zero-emissions power resource. Also, it has zero fuel costs.

Graham: Britt Staley is the lead author of a report on concentrating solar thermal power plants. She’s an associate researcher with the World Resources Institute’s Climate Policy Team. Thanks very much for talking with us.

Renting Rooftops for Solar Power

Duke Energy plans to rent 425 rooftops from homeowners
and businesses in North Carolina to install and maintain
solar panels.

Dave Scanzoni is a spokesman for Duke Energy. He says
building a new nuclear or coal plant could take a decade.
But this solar project could contribute electricity to the grid in
just a couple of years.

“Instead of a big, main baseload power plant that we
traditionally think of, we have several hundred small, little
power plants. It’s distributed power plants, a different way to
distribute energy closer to the customer.”

If the project is approved by regulators, the money to pay for
it will come from ratepayers – an 8-cent hike on the average
utility bill.

Other utilities have rooftop solar projects in the works as
power companies begin to experiment to find ways to reduce
carbon emissions.

The UN intergovernmental panel on climate change has developed a road map for holding down
emissions that contribute to global warming.

The panel will be part of meetings in Poland this December and in Denmark next year.

R.K. Pachauri chairs the panel. He says negotiators must build on progress made so far.

“And if we miss this out, then I think all the momentum that’s been generated would be lost and
essentially we’d be starting from scratch and we know what that means. It means several years
of delay.”

Pachauri says he’s worried that the current global economic problems will hurt efforts to protect
the earth against climate change. He says things like sea levels, weather patterns, crop
production, and the health of some kinds of animals hang in the balance.

Imagine seeing a bank of solar panels that power nearby street lights, and a sign
underneath which recognizes the company that sponsored the project.

Thomas Wither is the founder of the National Adopt-A-Watt program.

“Our program mimics the very successful “Adopt-A-Highway” program. Only instead
of giving supporters community recognition for picking up litter alongside the road,
we have come up with a means of giving community recognition for supporting clean
energy and the funding for alternative fuels.”

Wither says several airports are among the first to use the “adopt-a-watt” program.

Sponsors get the benefit of being connected to clean energy – like solar power – and
airports, towns, and other government entities get the cost of using clean energy
subsidized by those sponsors.

Bertrand Piccard was the first to fly a hot air balloon non-stop around the
world.

“You know a lot of people think something is impossible just before someone
else finds the solution to do it.”

Now he’s leading a team that’s building a solar powered plane to fly around the
world. The plane will have long skinny wings with solar panels, and room for
just one pilot.

“My greatest hope is that enough people will follow our adventure. These
people will say ‘Wow! If there was there a team that could do it in a solar
powered airplane, of course we should do it also ourselves in our daily lives.’”

Piccard says they have a lot to test out, especially how to fly at night.

If all goes well, the first real test flight is planned for next year.

Manufacturers have been making trucks more aerodynamic. But, the trailers they haul
are not. In Holland they’ve found a way to reduce the drag caused by turbulence under
and around the trailers.

At the Delft University of Technology, researcher Michel van Tooren says properly
designed side-skirts – those are panels down low on truck trailers – make them more
aerodynamic.

“Of course side-skirts are not something new in the transport world. They are available.
Even McDonald’s has used for a while, trucks with side-skirts. The thing is that this
specific device has an aerodynamic trick on the front that makes it much more efficient.
Yeah, it really seems to work.”

Van Tooren says it cuts fuel use by an average of 7.5%, but some drivers have reported
a 15% savings in fuel.
