Under a shallow part of the Arctic Ocean, the seafloor was thought to be permanently frozen, capping vast stores of methane underneath. Researchers at the University of Alaska Fairbanks have found that frozen cap is beginning to leak large amounts of methane into the atmosphere. Natalia Shakhova is one of the leaders of a team that’s been studying the permafrost under the Arctic Ocean.

“What we’re having now, it’s up to ten-million ton[s] of methane annually escaping from this seabed. That means that permafrost does not serve as an impermeable cap to prevent these leakages any longer.”

Methane is a greenhouse gas 30 times more potent than carbon dioxide. The greatest concern about methane releases had been the permafrost on land… but this underwater release could mean climate changes could accelerate.

We’re in Eastern Germany where crews work on what looks like brew vats.

These monster tanks remind me of vats for brewing beer, except these vats will brew energy from fermenting rye, manure and bacteria.

“Basically, we’re standing here in front of the biogas and bio fertilizer production area. The big fermenter is for the biogas production.”

Oliver Lutke is our tour guide. He’s really a chemical engineer for Verbio. The company is one of Germany’s largest commercial producers of biofuels. Lutke’s been involved in turning this ethanol facility into a plant that makes ethanol and biogas. That’s methane.

“We convert everything into energy by using biological processes. This combination biogas and bioethanol production plant isn’t existing in the world.”

That’s what Verbio claims anyway. The company buys grain from some four-thousand farmers in the region. The grain gets turned into biogas and ethanol. Verbio then turns the minerals from making these biofuels into fertilizer.
That goes back to the farmers for their crops.

“We’re closing the loop to the farmer converting all the carbon to energy and the minerals going back to the farmers as fertilizer which is growing the plants used to extract the energy.”

Lutke says the company has the technology to make this industrial sized plant profitable. That baffles skeptics because it costs a lot to make green energy. You have to buy the grain. And the actual process of turning that grain into fuel can be really inefficient. By the time you’ve made one gallon of biofuel, that gallon of oil is cheaper.

Jan Liebetrau isn’t convinced Verbio has the answer. He researches bioenergy and its potential in Germany.

“If you put lots of energy into the system and you get bioethanol you’re putting more energy in than you get out.”

So making bio ethanol costs energy, which defeats the whole purpose of producing it in the first place. Lutke doesn’t see it that way. He says Verbio has the technology to make biofuels without losing energy. And because the company’s process is more efficient, Lutke says they’ve cut down on greenhouse gas emissions.

“We emit 200,000 tons and the plants we are using will eat off 180,000 tons and that’s a closed cycle.”

It’s not perfect, but there’s less greenhouse gas being released than, say, from an oil refinery. Lutke is convinced bio energy will play a big role in cutting greenhouse gas emissions.

Germany, and Europe for that matter, have become leaders on this. Germany wants to be the first industrialized nation to be powered entirely by renewable energy – a goal Germany could reach by 2050, well ahead of the U.S.

In Copenhagen, Ag Secretary Tom Vilsack promised to cut greenhouse gas emissions on farms. He said the government will be giving farmers more money for methane digesters. They’re machines that capture methane from manure.

Katie Feeney is with the environmental group Clean Air Council.

“If you can make it easy for them and cost effective for them to be sustainable, to reduce their emissions, then I foresee a lot more people participating in programs such as that.”

But some environmentalists say voluntary programs are not enough. They say big dairy farms should be regulated more.

Starting in the New Year, all kinds of businesses will have to report their greenhouse gas emissions. But there’s a big exception: large concentrated animal farms don’t have to.

Hydrofracking involves pumping millions of gallons of water, sand, and chemicals a mile into the ground to break up rock and extract gas. But since 2005 the technique has been exempt from federal environmental legislation like the Clean Water Act and Safe Drinking Water Act.

Now some members of Congress have introduced a bill to restore federal oversight over fracking. Kate Sinding is with the Natural Resources Defense Council, which supports the bill.

“So what has been proposed is known as the FRAC act. And what that would do is restore regulatory authority over hydrolic fracturing which means we would have some federal standards about how to regulate this activity. And it would require the public disclosure of the fracturing fluids that are used in fracturing fluids.”

That’s an important point for fracking opponents, who say those chemicals have contaminated wells and groundwater across the nation.

Tom Crave and his brothers run this dairy in central Wisconsin. Crave says, when they first started out, he and his brothers were single, they had 80 cows and a used car.

Now, they have around a 1,000 cows and families to look after. He says they had to get big to survive.

“It takes a lot of money to live. That’s what’s… that’s what’s driven this here. It’s just basic economics.”

It’s a theme farmers all over the country have been hearing for decades. Get big or get out. You can’t make money unless you grow.

The Crave Brothers milk their 1,000 cows three times a day. They use automated milking machines. And they turn that milk into cheese that they make across the street in their cheese factory.

But milk is not the only thing cows produce. These farms deal with millions of gallons of liquid manure.

Most farms store the manure in lagoons – basically huge pits of waste contained by earthen berms. Then, when these lagoons fill up, they spray or inject the liquid manure onto the ground as fertilizer for crops. It’s also the main way they have to get rid of all that waste.

Sometimes these big dairy farms have problems. Liquid manure runs off the crop land, contaminating rivers and lakes. And, in some cases, the earthen berms holding back the manure has leaked or given way, releasing a wave of manure, causing huge fish kills or polluting well water.

But regulators here say the Crave Brothers have been doing a good job taking care of their manure. As have most of the other big dairy farms in Wisconsin. That’s in part because these farms actively regulated in the state.

Gordon Stevenson is the Chief Runoff Manager for the Wisconsin Department of Natural Resources.

“It is not coming from these largest farms for the most part. The manure management on our 30,000 other smaller farms can be a good bit worse, and those people are not regulated.”

Dairy farms that have fewer than 700 milking cows usually are not regulated under the Clean Water Act until there’s a major problem. And some farms stay under 700 cows to avoid regulations.

“When we encounter environmental problems associated with one of these smaller farms, they can be offered cost share assistance. They’re largely voluntary programs.”

If Stevenson finds a smaller farm that’s polluting, he can offer them some state money to fix the problem. But, beyond that, he says there’s not much his office can do. As a result, some smaller farms pollute.

Jamie Saul is with Midwest Environmental Advocates. His group has represented people who were sickened from well water contaminated by manure. Saul says, there have been some problems with bigger farms in the state, but he admits the bigger challenge is how to control pollution coming from smaller, unregulated farms.

He says just offering them money to clean up is not good enough.

“We are the habit now of paying, and I think it’s pretty unique to the agricultural industry, that we pay them to reduce their pollution. Most other industries we don’t do that. We expect whatever industry it is to come into compliance with whatever standards are needed to protect the environment and public health.”

Saul says all states needs better policies to keep small farms from polluting. He says the regulations have to have that magic mix of stopping water pollution without putting too much burden on small farmers.


While Wisconsin regulators seem to be keeping an eye on their bigger farms, environmental activists say that’s not the case in other states. They say Clean Water Act rules are often not enforced against livestock farms – big or small – and that puts the environment and people’s health at risk.

I’m on a dairy farm with John Vrieze and his daughter Brittany.

Oh, and some cows too.

Vrieze is a frugal man. A couple of winters ago, he had a contest with his son to see who
could use the least electricity. Vrieze was willing to go to extreme measures.

His daughter Brittany tells the story this way:

Brittany Vrieze: “He’d shut his fridge off in the winter time. Just use the outdoors for his
fridge. He was definitely trying to keep the kilowatts down.”

Todd Melby: “So what did he do? He just kept his milk in the porch?”

Brittany Vrieze: “Yup.”

Todd Melby: “And kept his frozen stuff outside?”

Brittany Vrieze: “Yup. Yup.”

Today, Vrieze isn’t just trying to save energy. He’s trying to create it.

From cow dung.

He’s got 1,600 head of cattle at his place here in western Wisconsin. Those cows produce
milk that gets made into cheese. But they also produce about 50,000 gallons of manure
— every day.

Farmers are required to store that manure in a big pool-like structure called a lagoon.
John Vrieze covers his up with a giant tarp.

“It would blow up from the biogas. It would look like a great big balloon or like the
Metrodome, for folks in the Cities. It’s from the nature decomposition of the manure. It
creates biogas. We would have to take that gas out from underneath the cover and flare it
off, which got us to thinking that there has to be a better way to use that energy than just
to flare it off.”

So Vrieze bought a $1 million machine called a digester. And he had help from the
federal government. They paid for a quarter of it. The government is interested in these
things because they can turn manure into energy.

And it turns out — the reason it’s called a digester — is a farm thing.

“A cow has four stomachs. We call the digester really the fifth stomach. All the stuff that
comes out of the back of the cow we then put in that digester.”

So this “fifth stomach” produces energy. However, it’s not ready-to-use energy. To sell it
as natural gas, it has to be about 95% methane. The gas from the digester is only about
60% methane.

Another option is to convert it to electricity. But in the U.S., electricity is cheap.

Todd Melby: “You tried to sell it to the electric company, but they didn’t want it.”

Brittany Vrieze: “They’re not offering us enough money. So …”

After all this investment by Vrieze and the federal government, some of the gas he
collects is just being burned off into the air.

But maybe not for long.

Vrieze wants to build a greenhouse right on his Wisconsin farm so he can grow
vegetables and herbs in the winter. He says he’ll power it with energy from the digester.

“So, instead of your produce coming from 2,000 miles away – from the central valley of
California – wouldn’t it be neat if it came from 45 miles away?”

Vrieze is planning to use the water from the cow manure for his vegetables and herbs in
his greenhouse. And he’s got a machine similar to ones used at wastewater treatment
plants to clean the manure water.

But even with the digester, there’s still leftover manure he has to deal with. But Vrieze
says the digester makes it more manageable.

Some of the dry manure is blown into a pile where it’s gathered up and used as bedding
for the cows. In the summer, it’s also used for another purpose.

“It’s just a clean version of manure. It stinks a little bit. Most of the stink has been taken
out of it. And we mix this with potting soil and it works great for the plants. So …”

That manure/potting soil mix is sold to gardeners in the city. It’s another way for Vrieze
to be frugal and environmental at the same time.

The farm lobby’s worried Congress will try to regulate gassy cows.

But if you thumb through the giant climate change bill before Congress, you’ll find Section 811. That section says the government can’t regulate cow burps.

In the meantime, some farmers are trying to make their cows less gassy.

The company Stonyfield Farm is getting its dairy farmers to change their cows’ diets.

Nancy Hirschberg is with the company. She says the new diet has cut cow burps by 12%.

“It’s very much like people. When you are feeling good, you’re not having a lot of gas – you’re more efficient, more of your energy is available for living life. The same with the cows, you want as much energy as possible to go into producing milk, not into burps which are in fact, waste.”

She says the cows also have sweeter breath.

Several states around the nation are offering tax breaks to
encourage factory farms to capture the methane from their
cow manure – and to convert it into usable electricity.
Methane is one of the worst greenhouse gases contributing
to global warming.

You might think environmental groups would support the
idea. But Ed Hopkins of the Sierra Club says taxpayers
should not subsidize manure-to-energy projects.

“We see factory farms as a business. And like any business,
they should pay the costs for their pollution control
equipment – not the public.”

Hopkins says taxpayer money for manure to energy projects
will only encourage more factory farming and the other
pollution problems associated with those big operations.

Harnessing Energy From Food Scraps

The Biogas Energy Project on the University of California Davis campus is the first real-world demonstration of a new technology that could change the way we think about trash.


Food scraps from San Francisco restaurants are loaded into large sealed tanks where bacteria go to work, converting the food into fertilizer and releasing hydrogen and methane gas. That gas can then be used to fuel cars, or create energy using a generator.


Dave Konwinski is CEO of Onsite Power Systems Incorporated, which operates the plant.


“We’re burying all this organic waste in landfills, but every one ton has enough power to provide the heat for 10 homes, so the numbers are staggering how much energy we can make.”


Konwinski says he hopes to make the trash to power system commercially available early next year.

Powering a Town With Pig Manure

While many people are focused on ethanol production, one small town is looking at turning waste from humans and hogs into electricity. In a few months, the town will break ground on a 10-million dollar processing plant. It hopes to become the first town in the nation to run completely off renewable resources. The GLRC’s LaToya Dennis reports:

With skyrocketing crude oil prices much of the nation’s attention has turned toward
alternative fuels. While many people are focused on ethanol production, one small town
is looking at turning waste from humans and hogs into electricity. In a few months, the
town will break ground on a 10 million dollar processing plant. It hopes to become the
first town in the nation to run completely off renewable resources. The GLRC’s LaToya
Dennis reports:


To get where we’re going, you have to pass through small town after small town and
acres and acres of cornfields. Reynolds, Indiana is a farm town of about 500 people. It’s
hard to find on most maps. And it’s pretty easy to overlook. After all, there’s only one gas
station and three restaurants. But what Reynolds is doing is hard to overlook. Charlie
Van Voorst has lived there for a long time and is now the town president. He says the town is
going to provide its own electricity and it’s not going to burn fossil fuels like coal or
natural gas.


“Town board meetings went from talking about the neighbor’s dog in your yard to now
talking about million dollar decisions about what we’re building.”


What the town of Reynolds is building is a new power plant powered by the by-products
of the surrounding farms, chiefly, pig poop. The plant will use technology to pull
methane and other gases from animal and human waste. The gases will then power
engines and steam turbines. Coming out on the other end is electricity, and leftover solids,
which can be used for fertilizer.

Within just a few miles there are around 150 thousand pigs. That makes for a lot of
waste:


“Well, this is the bacon.”


Bill Schroeder is a local pig farmer. He’s standing in the middle of a thousand hogs.
They’re about knee high and weigh around 300 pounds each. They’re constantly eating
and pooping.


“It don’t smell to me, does it smell to you. When you walked in here, did you smell?”


Actually, it did smell, but Schroeder thinks it smells like money. He says he’s willing to
give the waste his pigs produce to the town to turn into electricity. After the waste is
processed, farmers will get a higher quality fertilizer back for their fields. But Schroeder
says some farmers still might hesitate because they’re not being paid for their pig waste.


“There should be return. Anytime you invest money, you expect a return. I mean if
you’ve got a CD in the bank you expect a return on that CD. It’s no different from
investment in machinery, hog buildings or anything else.”


Obviously, some of the financial incentives still have to be worked out, but Reynolds
town officials say there are good reasons besides money to take the town off the existing
power grid. Right now, Reynolds gets its energy from coal. That puts a lot of carbon into
the air. Methane processing produces less carbon dioxide than coal.


Jody Snodgrass is managing director for Rose Energy. That’s the company building the
processing plant. He says the project has another environmental benefit. It reduces the
amount methane from pig manure that’s released into the atmosphere because it’s
captured and used to make electricity.


“The increase of methane causes increased cloud formation. Also causes decreased ozone
layer and basically contributes to global warming as does carbon dioxide and several
other compounds. And if you can reduce those or eliminate those, that obviously is a plus
for the environment.”


That’s the reason the town of Reynolds is getting the support of the state in its effort to
become energy independent. Although everyone’s not on board yet, town president Charlie Van
Voorst is excited about what’s to come. He says small town farming communities haven’t
seen a development this big in more than 100 years:


“Oh, my goodness. Since I’ve grown up, golly. I suppose you could talk about the –
something to this magnitude would be when electricity came into our community.”


Town officials hope Reynolds is powered by pig poop and other alternative fuels by
2008. They say if things go well, their town could become the model for other small farm
towns across the country.
