Growing a City in a Greener Way

For many small town mayors, growth is all good. After all, more houses means more tax revenue, more retail, more jobs. One Alabama mayor agrees, but he also recognizes green space is an amenity worth keeping. And for that, the timing couldn’t be better. Gigi Douban reports:

Here at the grand opening of a subdivision in Trussville, Alabama, a few dozen families gather outside the sales office for the usual ribbon cutting with giant scissors.

Soon, everyone heads down to the Cahaba River. The river literally will be in the backyard of these houses once they’re built. On the river, they’re having a rubber duck race.

It’s gimmicky, but these days developers will do just about anything to attract potential buyers.

Another developer had approached Trussville about building homes along the Cahaba River, but then the housing market took a nose dive. The developer wanted out.

Trussville Mayor Gene Melton says the city would have been crazy not to buy the land.

“This property was probably going to sell for $35,000 or $40,000 an acre. We got to the point where we were able to acquire this for $4,500 an acre.”

The city could have turned it into an industrial park or zoned it for retail. But instead, they’ll turn it into a greenway. It’ll connect to nearby parks with the river as the centerpiece.

Now, the mayor of Trussville is not a staunch environmentalist, by any measure. He tools around the city in a gas guzzling SUV. He’s pro-development. But, he says, the same way a city needs development, it needs greenspace, too.

“Have you ever flown in to a big city like Atlanta or Los Angeles and for miles and miles all you see is rooftops? Well that’s how not to build a city.”

The Cahaba River watershed stretches through Alabama’s most populous county. Recently, heavy development along the Cahaba has polluted the water. It’s endangered habitats not just here, but downstream. Trussville is very near the headwaters, so what happens there affects the entire river.

Randall Haddock is thrilled about the new greenspace. He’ a field director with the Cahaba River Society, a conservation group. Haddock says the Cahaba River is among the most biologically diverse in the country.

“It turns out that Alabama has more fish species, more snails, more crayfish, more turtles, freshwater snails more than any other state in the US. So when it comes to things that live in rivers, we’re at the top of the list by a long way.”

Haddock says all along the Cahaba, he’s seen plenty of examples of how not to build near the river.

He says this greenspace is an example of how easy it is to minimize impact. Keeping grass on the ground not only means a cleaner river, but it might help reduce flooding.

“When you make so many hard surfaces, the water runs off real fast and gets into the river real quick. And you’ve increased the volume of water and the only response that a river can make is to get bigger.”

The bank erodes, the water is polluted and soon, you start to see species diminish.

David Dobbs is the city’s high school environmental science teacher. He takes his students out behind the school to check on the river. The result: a clean bill of health.

“All the little bugs, they end up being food for the fish, and the more they are of the good ones that are here, that means there’s more food for the fish, so therefore there’s more fish, it’s a very healthy part of the river.”

Trussville, like many small towns, still says without growth, there’d be no city. But now they know, that growth has to protect one of its top amenities – the river.

You might forget you’re in Chicago as you walk up the path to the Magic
Hedge. It’s a big honeysuckle hedge planted as screening for a missile base
on this land that juts out into Lake Michigan like a crooked finger. When
the Army left in the 70’s, the hedge grew wilder. Migrating birds have been
going nuts over this little area ever since.


“It’s kind of like a bird motel, where on their trips they can stop and rest
and re-energize before they take off again. So it’s just a wonderful
natural oasis within this very dense urban city.”


Jerry Adelmann’s been a fan of green space in the city for decades. He’s
the chair of Mayor Richard Daley’s Nature and Wildlife Committee. Two years
back, Adelmann suggested making a comprehensive inventory of Chicago’s last
remaining scraps of habitat.


“We have some of the rarest ecosystems on the globe – tall grass prairie
remnants, oak savanna, some of our wetland communities are extraordinarily
rare, rarer than the tropical rainforest, and yet they’re here in our forest
preserves and our parks, and in some cases, unprotected.”


The city recently unveiled a new plan to protect these little places in the
city. The Nature and Wildlife Plan highlights one hundred sites, adding up
to almost 5,000 acres. Most of the sites are already part of city
parks or forest lands, but until recently, they didn’t have special
protection.


Kathy Dickhut is with Chicago’s planning department. She says before
Chicago’s recent zoning reform, these sites the city wanted to protect were
zoned as residential or commercial areas. Now they’re zoned as natural
areas.


“Buildings aren’t allowed, parking lots aren’t allowed. This area is not
going to be zoned for any other active use whereas other parts of the parks
we have field houses, zoos, ball fields, but in these areas we’re not going
to have structures.”


Dickhut says even though land’s at a premium in the city, the planning
department hasn’t run into a lot of opposition with the new habitat plan.
She says she just got a lot of blank looks. Local officials were surprised
the city wanted these small pockets of land.


And that actually worked in the city’s favor.
The city’s been able to acquire new lands for habitat that no one else wanted.


“As a rule we don’t like to take the throwaways for parks and habitat. But
in some cases, habitat lands work well where other things won’t work well.
If you’ve got a road and a river and a very skinny piece of land that won’t fit
anything else, that’s good for habitat, because anywhere where land meets water is
good for habitat.”


The city’s also turning an old parking lot back into sand dunes and
elevated train embankments into strips of green space. And though some of this land
isn’t exactly prime real estate, the city does get donations with a little
more charisma.


In Chicago’s industrial southeast side, the U.S. Fish and Wildlife Service
discovered bald eagles nesting in the area for the first time in a century.
The birds were nesting on a 16 acre plot owned by Mittal Steel USA. The
city got the company to donate the land.


Lou Schorsch is a CEO of the steel company:


“Of course, you always would like to keep the option, it’s close to the
facility, if the facility expands, you could put a warehouse there, but we
had no immediate plans for it and I think when the city approached us, given
this unique circumstance of eagles returning to nest there, frankly it was a
relatively easy decision for us.”

Surplus land and a symbolic bird helped the city’s cause in this case. But
the city’s Nature and Wildlife Chair Jerry Adelmann hopes this can be the
beginning of a national trend.


Adelmann says preserving remnants of habitat on industrial lands fits into
Mayor Daley’s larger green vision for the city. It’s a vision Jerry Adelmann thinks doesn’t have to
be at odds with the city’s industrial past.


“I’ve had friends come visit and they think of Chicago as this industrial
center, City of Big Shoulders, gangsters and whatever and then they suddenly
see this physical city that’s so beautiful. Our architecture is world-famous but also our public spaces, our natural areas, our parks I think are
becoming world-famous as well.”


But Adelmann admits it’s early yet. It’s too soon to know how well these
remnants of land will function as habitat and what the city might need to
do to make them better. He says while it’s important to provide green
spaces for birds and bugs, these places are even more important for the people
who live in Chicago. Especially people whose only contact with wildlife
might be in the city.

5,000 acres of natural habitat within city limits. Rebecca Williams

Cities are some of the last places you’d expect to find good wildlife
habitat. But Chicago officials have mapped out 100 habitat sites within the
city. These are remnants of prairie, savanna, dunes and wetlands that
either escaped development or have potential to be restored.


Kathy Dickhut is with Chicago’s planning department. She says the city
needed the habitat plan to maintain green spaces for migratory birds and
other wildlife.


“Unless you know that you have all these things you’re kind of hit or
miss-managing things and you can’t really manage to improve the system.”


Dickhut says when the city recently revamped its zoning codes, these habitat
areas were zoned as natural areas. That means they’ll be set aside strictly
as wildlife habitat: no buildings or ball fields can be put on the same
spaces.

Buildings consume 70 percent of the electricity and create
most of the landfill waste in the U.S. Some cities are looking at “green building” methods to lessen the burden on the environment. The mayor of one major city has set “green” standards for all new buildings, using a mix of mandates and incentives. The Great Lakes Radio Consortium’s Robbie Harris reports on the economic tug of war over building green:

Last year, the first green police station opened in Chicago. It will use 20% less energy, and 30% less water than a typical police station. It’s built of recycled and locally available materials. But it looks pretty much like the other newer police stations you see around the city. Officer Jeffrey Bella who has worked here since it opened, says most people have no idea this is what’s known as a “high performance green building.”


“…and the fact that nobody talks about it and nobody notices it is pretty much a testament to how well it does work.”


This is the first police station in the country to earn a LEED Silver rating from the US green building council. LEED – that’s L-E–E-D- for Leadership in Energy and Environmental Design, is a rating system that awards points for features such as energy conservation, site usage, indoor air quality, light pollution reduction, even proximity to public transit. Levels range from basic certification to silver, gold and platinum.


Last spring, Chicago Mayor Richard Daley announced every new building built by the city, must meet basic LEED standards. Private developers aren’t required to meet LEED standards but they must meet the less stringent city Energy conservation code.


Even that has the development community concerned about higher costs. The Mayor had this to say at the Building and Design conference in February.


“Here in the city of Chicago we have to really educate architects, and engineers and I mean you talk about challenges, that alone – and contractors- because they look at money. Money is the source of their profession, like any other profession. How much money… developers, engineers, archiects, contractors, and subcontractors …so green technology to them means money, it doesn’t mean the technology that maybe you and I think about.”


Even the mayor wouldn’t dispute that most LEED certified construction costs more up front. Washington D.C. economist Greg Kats puts it at roughly 2 percent more. Kats ran a performance study of 40 LEED-certified buildings around the country and found higher initial costs were offset ten fold by a variety of benefits.


“And those benefits pay back very quickly in the form of lower energy costs, lower water costs lower operations and maintenance costs, better building operations. And frankly, people are more happy, they’re more productive, kids’ test scores go up, asthma and allergy problem, which is a real concern for a lot of parents like me, tend to go away in green builings.”


On February 14th, one of the city’ largest real estate firms, LR Developers broke ground on what will be the first LEED-certified luxury high rise in Chicago. LR’s Kerry Dixon says, they built green to differentiate themselves in the luxury condo market, and although they’re not required to be LEED certified, they knew it would please the Mayor. But Dixon says it hasn’t exactly been an important selling point.


“We’re not getting feedback from the marketing and sales staff that yeah, everbody’s interested in it.”


If most condo-buyers are not showing much interest in green buildings, more and more large corporations that want to project greener images are.


“We are one of the nation’s largest energy producers. We are by far the nation’s larger operator of nuclear power plants. Some love us for that, and some are skeptical because of that.”


John Rowe is the CEO and chairman of Exelon. The company is looking to consolidate 3 corporate offices into one location and Rowe was fascinated with the idea of building a new green headquarters.


“But it basically worked out so that it would probably be cheaper. And that if we worked on being green we could probably get just as much credit for using an existing building as a new one.”


That’s because the U.S. Green Building Council also certifies commercial interiors. When it’s finished in 2007 Rowe is confident Exelon’s new corporate headquarters will qualify for LEED’s silver rating. He’s hoping it even makes gold.


For now, the Daley administration has chosen to LEED by example – and hope the private sector follows.

In cities across the nation, taxpayers are finding themselves facing the same dilemma: cough up big bucks for a new sports stadium… or else. Right now it’s happening in Washington, D.C. as the capital city tries to lure a baseball team. It’s happening in New York where the city’s deciding whether to spend 600 million dollars on a new home for the Jets in Manhattan. The debate is over what the taxpayers get. The Great Lakes Radio Consortium’s Richard Paul takes a look at whether sports stadiums really can hit a homerun for taxpayers:

It’s sort of funny when you think about it. The most hackneyed rationale you can think of
for building a ballpark is… it turns out… actually the primary motivation when cities sit
down to figure out whether to shell out for a stadium. You know what I’m talking
about…

Just like in “Field of Dreams.” Put in a stadium. People will show up, see the game, eat
in the neighborhood, shop there, stay overnight in hotels, pay taxes on everything and
we’ll clean up!

Here’s the thing though… it doesn’t work.


“In the vast majority of cases there was very little or no effect whatsoever on the local
economy.”


That’s economist Ron Utt. He’s talking about a study that looked at 48 different cities
that built stadiums from 1958 to 1989. Not only didn’t they improve things, he says in
some cases it even got worse.


“If you’re spending 250 million or 750 million or a billion dollars on something, that
means a whole bunch of other things that you’re not doing. Look at Veterans Stadium
and the Spectrum in South Philadelphia or the new state-of-the art Gateway Center in
Cleveland. The sponsors admitted that that created only half of the jobs that were
promised.”


But what about those numbers showing that stadiums bring the state money – all that
sales tax on tickets and hot dogs? Economists will tell you to look at it this way: If I
spend $100 taking my wife to a nice dinner in Napa Valley…

Or we spend $100 watching the Giants at Pac Bell Park…

…I’ve still only spent $100. The hundred dollars spent at the ballpark is not new money.
I just spent it one place instead of another.


In Washington right now, fans have been told they can keep the Washington Nationals, if
Major League Baseball gets a new stadium that the fans pay for. Washington is a place
was more professional activists, more advanced degrees and more lawyers than it has
restaurants, traffic lights or gas stations. And as a result, it’s practically impossible to get
anything big built. But the mayor’s trying. He wants the city to build a new stadium in
really awful part of town and use baseball as the lever to bring in economic activity. The
reaction so far? Turn on the local TV news…

ANCHOR: “Baseball’s return to the District still isn’t sitting well with some folks. One
major issue is the proposal for a new stadium.”


ANGRY MAN GIVING A SPEECH: “Tell this mayor that his priorities are out of
order.”


Turns out that guy’s in the majority. A survey by The Washington Post shows
69% of the people in Washington don’t want city funds spent on a new baseball stadium.
We Americans weren’t always like this.

Today politicians need to couch this kind of spending in terms of economic development
because no one will support tax dollars for entertainment. But there was a time in
America when people were willing to squander multiple millions in public money for the
sake of a good time.

In 1939, in New York and San Francisco, and then again in New York in 1964. they
spent MILLIONS. And the purpose was never really clear. Here’s Robert Moses… the

REPORTER: “What is the overall purpose of the new Fair?”


MOSES: “Well, the overall stated purpose is education for brotherhood and brotherhood
through education.”

Maybe those were simpler times. When people were a lot more willing to let rich men in
charge tell them what was right and wrong. Today, a politician looking to build himself a
monument is going to have to convince people it’s for their own good – and economic
development is the most popular selling point. Looking around these days – more often
than not – it seems voters are willing to rely on a quick fix. Taken together, that’s a
recipe for this kind of thing continuing. After all, when you’re a politician building a
legacy for yourself, a sports stadium is a lot sexier than filling pot holes or fixing school
roofs.

Reviving Inner Cities and Slowing Sprawl


Many large and midsize cities in the Great Lakes region are fighting an uphill battle when it comes to revitalizing the city center and preventing unfettered development in the surrounding suburbs. There is one place, however, where a progressive mayor has turned a once deserted downtown into a lively place, full of urban amenities and street life. At the same time, he’s teamed up with nearby villages and townships to slow down the widening circle of unplanned development around the city. The Great Lakes Radio Consortium’s Gretchen Millich reports:

Many large and midsize cities in the Great Lakes region
are fighting an uphill battle when to comes to revitalizing the city
center and preventing unfettered development in the surrounding
suburbs. There is one place, however, where a progressive
mayor has turned a once deserted downtown into a lively place, full of urban amenities and street
life. At the same time, he’s teamed up with nearby villages and townships to slow down the
widening circle of unplanned development around the city. Gretchen Millich of the Great Lakes
Radio Consortium reports:


On the list of the most sprawling cities in the United
States, Grand Rapids, Michigan is right in the middle. Over the
last 10 years, the metropolitan area has seen a huge increase in
roads, subdivisions, shopping malls and industrial parks.


But Grand Rapids and neighboring villages and townships
started planning years ago to rescue the city from the problems
that accompany sprawl. And that planning is starting to pay off.


A key factor in Grand Rapids’ success has been the
mayor, John Logie. He’s retiring this year after 12 years in
office. Logie has lived in Grand Rapids for most of his life. He
recalls how the city looked when he returned after serving in the
Navy.


“When I came back to Grand Rapids in the late 60’s, I could have taken my bowling ball in any
downtown street at 5:18 PM and hurled it down the sidewalk as hard as I could, secure in the
knowledge I’d never break an ankle, because nobody was there.”


Logie realized then that his beloved city would not survive unless something was done to revitalize
the downtown and encourage people to live there. In the 1970’s, he helped
write a state law that allowed local governments to set up historic districts. Grand Rapids now has
five historic neighborhoods, including Heritage Hill, where Logie lives in a
Queen Anne style home.


“And also I had read Jane Jacobs book years ago, “The Death and Life of Great American Cities”
and she talks in there about the need to preserve what you’ve got. And
the need to find adaptive re-use when a buggy whip manufacturing company goes out of business
because the automobile has replaced the horse-drawn carriage. There’s a building there that needs
new life.”


To that end, Logie helped write another state law setting up Renaissance zones in inner cities where
businesses and residents could get substantial tax breaks for re-using old
buildings. Grand Rapids now has seven Renaissance districts. The city also changed the zoning on
several old warehouses and industrial buildings to encourage what Logie
calls “layer cakes” – retails stores, restaurants, offices and apartments – all in the same building.
Some of the old furniture factories have been renovated, including the Burkey and Gay building –
built in the late 1800’s. Burkey and Gay went out of business in the 1950’s.


“It had been sitting cold iron for 50 years. And now it’s all back to life. Two-hundred sixty middle
of the road apartments, and some offices.


“We got tired of the quiet life and wanted a little diversity.”


Connie Thompson and her husband Jim used to live in a
new suburb north of Grand Rapids. About a year and a half
ago, they moved into an apartment in the Burkey Gay building.


“We like the downtown city feel, which is really fun. We can walk to a bakery, we can walk to
shopping.”


“Grand Rapids has almost got kind of a European feel to it. There’s a couple of little side walk
cafes – during the summer – it doesn’t work too well in the winter. But, yeah, we
like it. I think we’re more city people than the country people we tried to be for a while there.”


But it wasn’t enough just to work within the city limits. Grand Rapids Mayor John Logie knew he
had to work with planners in the surrounding suburbs to promote better land-use
policies. He convinced local officials in 47 different jurisdictions to set limits on how far their
communities would grow around Grand Rapids.


“We invited each of them to draw a line somewhere in the middle of their real estate. And you
decide where that line should go. And then we’ll create a formula together that you’re going to
encourage future growth inside that line and discourage it out until you get to a certain level of
density – at which point you can move the line.”


Logie says the growth boundaries have kept the population closer to the inner city, cutting down on
long commutes, pollution and preserving at least some of the farmland
around the metropolitan area.


As he prepares to step down as mayor at the end of the year, Logie says he’s proud of what he’s
accomplished. He says it’s not rocket science – just common sense about what
makes a city a good place to live.

Governments Grapple With Regional Transport

Many large cities throughout the Midwest have been struggling with issues such as urban sprawl. Getting workers from one area to the jobs in another has become a transportation challenge. Building multi-lane highways only seems to encourage more sprawl, so many cities have worked with surrounding suburbs to build mass transit systems for the entire metropolitan region. For one major city, political leaders are just now getting around to making that happen and as the Great Lakes Radio Consortium’s Jerome Vaughn reports… even now it’s not going to be easy:

Many large cities throughout the Midwest have been struggling with
issues such as urban sprawl. Getting workers from one area to the jobs
in another has become a transportation challenge. Building multi-lane
highways only seems to encourage more sprawl. So many cities have worked
with surrounding suburbs to build mass transit systems for the entire
metropolitan region. For one major city, political leaders are just now
getting around to making that happen. And as the Great Lakes Radio
Consortium’s Jerome Vaughn reports… even now it’s not
going to be easy:


Detroit is the 10th largest city in the country…and it’s had more than
its share of struggles over issues such as chronic unemployment, poverty,
and pollution.


Finding solutions to those intractable problems has long been a goal of
government leaders in the area. But over the past three decades…they’ve lacked
one tool… used by most other metropolitan areas
around the country…that can make a difference. A regional transportation
system.


But that’s about to change.


Michigan Governor Jennifer Granholm has joined Detroit Mayor Kwame
Kilpatrick…and the heads of the three largest counties in Metro
Detroit…to announce the formation of the Detroit Area Regional
Transportation Authority…otherwise known as DARTA.


The new regional transportation authority is backed by local governments,
business interests ..and mass transit proponents. The government leaders have
signed an agreement to work towards the regional transportation
system. Detroit Mayor Kwame Kilpatrick says the new deal will benefit the
city AND suburbs.


“This is a real people thing today. It’s also an economic thing…and it’s
rare when these two things come together. This will drive the economic
engine of the state. To move people to jobs…leads to economic
independence.”


The agreement is the first step towards ending decades of debate over how
best to get workers from their homes to their jobs. With many Detroiters
living below the poverty level…owning a car is impossible. But that can
mean taking several buses over a span of three hours just to get to work
each day.


That type of commute is what DARTA proponents, like such as Attorney Richard
Bernstein hope to end. As a blind man…he’s unable to drive to get
where he needs to go. He says Detroit’s lack of coordinated mass
transportation pushed him to become a transit activist a couple of years
ago.


“As a disabled person who can’t drive…I struggle for my independence and I
struggle for my freedom. And DARTA is the only hope that someone like me
has in order to lead a quality of life here in Southeast Michigan.”


Bernstein says he’d like to have that extra measure of independence. But he
says…right now…it’s impossible for him to get around town on his
own…given the current state of mass transit in Metro Detroit.


“For me right now …it isn’t that regional transit is difficult to
use…it’s that it’s non existent …that is the issue. Ultimately, if I want
to get from my house …or my apartment to my office. There is no bus I can
take. There is no bus I can take from my office to court.”


But Bernstein’s passion for regional transportation isn’t uniformly shared.
The original measure creating DARTA was vetoed by former Governor John
Engler last year as one of his final acts in office. The state legislature
tried to resurrect the bill in January…but it has subsequently
stalled…pushing the new governor, Jennifer Granholm and Detroit Mayor Kwame
Kilpatrick and others to find alternate ways routes to create a working agreement.


The opponents say the regional transportation system is not fair. State
Representative Leon Drolet opposes DARTA because he says his more rural
constituents shouldn’t be taxed for a bus system they’ll never use. He wants a
provision that would let communities “opt-out” of the DARTA if they choose. The
Republican legislator says he also concerned because there’s no plan to pay for
DARTA yet. And he says no one’s convinced him that such a system is really
needed in Metro Detroit…home of the Big Three automakers..


“Macomb, Oakland suburban Wayne communities…those are built around the
car. Everywhere there’s a parking lot. Boston, Washington DC, New
York…those communities…mass transit is very viable in the inner areas
because it costs 30 bucks a day or 50 bucks a day to park your car. And
that’s what drives people to mass transit…the inconvenience of driving
your car.”


But automakers say they want the regional mass transit system. The
Southeastern Michigan Council of Government’s Transportation
Expert…Carmine Palombo…says many of the region’s businesses are having a
hard time getting workers from their homes to their jobs. And that includes
the Big Three automakers…who have come out in favor of DARTA.


“The auto company themselves employ people who need to have good transit in
order to get to their jobs…and so they’re feeling the pinch…just like
every other employer is who wants to get…make sure they get to the jobs
they have to offer in a stable environment. So the car companies aren’t the
problem.”

While the Detroit Area Regional Transportation Authority agreement has been
signed….the work is just beginning for transit activists in
Metro-Detroit. The current agreement only provides for planning a
regional transportation system. There’s currently no money for
implementation of ANY plan.


And DARTA opponents such as Leon Drolet are still on the job, too. He’s
charging that the chairman of his county…had no authority to sign
the DARTA agreement…and is asking the State’s Attorney
General to investigate.

Sprawl affects urban and rural residents of every Great Lakes state. Rapid development continues to swallow farmland and leave impoverished urban cores in its wake. But one Great Lakes mayor believes there’s still time to preserve land and revive cities. Mayor John Logie shares this commentary.


Urban sprawl is alive and well in Grand Rapids, my hometown. The term refers to the insidious way that webs of suburbs, manufacturing plants, etc., are expanding in unplanned, ever-widening circles around our city. Such sprawl results in longer commutes, pollution, and the loss of undeveloped land. The American Farmland Trust reports that 70% of the country’s prime farmland is now in the path of rapid development. On the list of 30 of the most sprawling cities in the entire United States, Grand Rapids, which has experienced a 48% increase in its urban area between 1990 and 1996, ranks right in the middle, behind such hyper-growth communities as Las Vegas, Austin, and Tucson, but well ahead of Cleveland, Chicago, and Portland in our rate of sprawl increase.


This Land-use change has rarely been done in a responsible fashion. Some sprawl apologists say what we’ve ended up with is that’s the American Dream, and any problems are easy to fix. They say there’s plenty of land left in America. They say congestion would go away if we just build more roads. But sprawl matters. Pollsters say it’s the most important issue in the Country.


Distress about urban sprawl arises from many factors: loss of open space, traffic congestion, economic segregation, a lack of affordable housing, and a lost sense of community. According to Harvard University political scientist Robert Putnam, the longer people spend in traffic, the less likely they are to be involved in their community and family.


To solve these problems, it takes a combination of land conservation and real free market economics, which can actually provide smaller lots for those who want them. However, many communities try to maintain what they believe are high property values by allowing only large-lot homes to be built. This effectively excludes several types of households, including singles, some empty nesters, single-parents, and the elderly, along with lower-income people. And the favored “middle-class family” with kids, today represents just 25% of new homebuyers. Only 11% of U.S. households are “traditional” families with children and just one wage earner. One size no longer fits us all.


Here’s what we need now.


We need smaller houses in walkable clusters, town homes in real “towns,” lofts in vital urban neighborhoods, and affordable housing just about anywhere. The development of compact communities that offer urban amenities and street life will show that the market actually supports more density and more housing diversity—not less. But we’re not building communities like those; communities that can help reduce many symptoms of sprawl, including traffic. Instead, we’re just building new roads. But for every 10% increase in new freeway miles, a 9% increase in traffic is generated within 5 years as sprawl continues. You just can’t build your way out of gridlock. More importantly, today we can no longer afford to keep building new freeways. The key is building more walkable communities. All this depends on promoting different land-use patterns, and not just building new roads.


Property rights advocates argue against regional planning, or any planning for that matter. They say that people should have a right to develop their properties as they please. As a historic preservationist, I have heard that for years. But what if one person’s development decision adversely impacts another’s property, or the whole neighborhood, or the whole region? What if certain choices require more public tax dollars to pay for infrastructure and services than others? At the regional level, it is public dollars that enable development on private property. Without highways, roads, sewers, water systems, and public services, development cannot occur. Therefore, we must use the tool of government spending appropriately – and seek out and implement the most cost-effective public investments which creatively and positively support growth, but discourage sprawl.
