What Counts as Green Collar?

At the heart of President Obama’s economic recovery plan is the promise of new green collar jobs. Workers concerned about being laid off from their blue collar jobs are starting to wonder what those new jobs will look like. Julie Grant reports:

Michelle Forte has been a dye maker at the General Motors plant in Parma, Ohio for 15 years. She says everyone at work is worried about the future of the plant, and the prospects of the whole company.

“It’s a scary industry to be in right now. They keep on sending our work to China. And my job could be next, you just don’t know. It’s scary to live in that environment every day. You go into work and it’s negative all the time.”

Forte hasn’t gotten a raise in 6 years. And in the future, if she stays as autoworker, she’s going to be making a lot less.

“I will tell you what I made last year, and that was $80,000. And this year, with the concessions that we’ve took and the overtime that we’ve lost, I will be lucky to make $60,000. So, yeah, it’s a drastic cut.”

Forte decided to take advantage of job training money available at GM. She gets up a five in the morning to start work, then after her shift she heads to school.

She and two co-workers have started taking courses at the new Green Academy at Cuyahoga Community College. They’re learning what it takes to install solar panels, wind turbines, and to make buildings energy efficient. It’s tough getting home after 10 at night. But Forte says learning to work in the clean energy field is a positive step for their future.

“Because we wanted to get in on the ground floor. If it breaks open like we think it is, we want to have the education under our belt already.”

But most autoworkers aren’t betting on an explosion of green jobs. At least, they aren’t spending their time in training classes – even if they’ve already been laid off.

Joe Rugola is president of the AFL-CIO of Ohio. The union represents everyone from musicians to office workers to electricians.

Rugola says people who’ve been laid off have to make impossible choices if they decide to start training in a new industry – do they continue looking for jobs to keep the unemployment check coming in – or do they go to school for retraining?

“Am I going to go for training, if I’m already laid off, am I going to risk my unemployment benefits, and go for training in an industry that may or may not produce real work down the road? A person in that situation should not have to make that choice.”

And that’s the big gamble. Do they invest time and effort to retrain for jobs that might never materialize?

Andrew Dorchak is a researcher with the Case Western Reserve University law library. He coauthored a study titled Green Job Myths.

The first myth: that there is a common understanding of what makes something a green job.

“We’ve figured out that there wasn’t a really good definition of green jobs. Especially if there are political subsidies involved that might be problematic.”

Problematic because many of the jobs classified as green today aren’t making wind turbines and solar panels in the Midwest. They’re lobbyists, administrative assistants, and janitors working for environmental organizations in New York and Washington.

And he’s concerned the definition of green jobs will get even wider as government pockets get deeper.

“It’s subject to maneuvering. To people fighting to classify their jobs as green.”

Dorchak says companies will chase the subsidies. That could take away from government money to create productive jobs.

Jobs that could help people like Michelle Forte find work – and improve the environment at the same time.

won’t be as high as experts were predicting
this summer. But millions of Americans
are still struggling to pay their heating
bills. Rebecca Williams reports in some
rare cases having your heat shut off can
mean being evicted from your home. And,
in the worst case, it can even mean losing
your children:

Now that the price of oil has
dropped, the cost of heating your home
won’t be as high as experts were predicting
this summer. But millions of Americans
are still struggling to pay their heating
bills. Rebecca Williams reports in some
rare cases having your heat shut off can
mean being evicted from your home. And,
in the worst case, it can even mean losing
your children:

Demetria Salinas has three kids. Money is tight and she’s worried about
getting through the winter.

“I’m kinda nervous because I mean what if we don’t have enough to pay the
bills, then what do we do?”

She says she tries to save on heat by putting extra sweaters on her kids, and
turning the furnace off.

“Put the gas on for a little bit and turn it off, and when it gets a little bit
colder, put it back on. But it does definitely mean layering up, even in the
house.”

She says that’s hard on her kids.

Many parents are in these impossible situations. The National Energy
Assistance Director’s Association has found low-income people often have
to choose between paying their heating bills and feeding their kids.

31% said they kept their home so cold it felt unsafe. 20% of low income
people said they had their electricity or gas shut off for some amount of
time.

Phil Thompson works for Capital Area Community Services in Lansing,
Michigan. His agency helps people pay their bills and talks with utility
companies to buy people more time. He says usually utilities won’t shut
heat off in the coldest days of winter.

“Most utility companies are sympathetic to the situation of not having heat
in the wintertime. There’s always those horror stories of a senior or
handicapped individual who froze because their utility was turned off.
They’re going to do everything they can to keep that from happening.”

But Thompson says he sees a lot of people get their heat shut off in the
spring, and it can still get cold then.

Now, in some states, if the heat is shut off – even for just a little while – you
can be evicted.

“In some cases where there’s small children it’s very possible that Child
Protective Services would get involved and possibly remove the kids from
the household when there’s no utilities.”

That’s right – the state can take kids away if the utilities are shut off.

We talked with foster care workers in several states, and they all said that
this is rare. They said they do everything they can to keep families together,
and they can sometimes help pay heating bills. But they also said a home
with no heat is often a sign that something else is wrong.

Andrea Yocum is an investigator with Child Protective Services north of
Detroit.

“Typically there’s other reasons why they’re removed for example, if the
family’s just not willing to pay their bills because they’re using the money
for other things like drugs or alcohol.”

But Yocum says sometimes it’s just not the family’s fault.

“I have had families that were evicted as a result of their landlord not paying
their bills, and utilities turned off the same because the landlord’s not taking
care of what’s happening within the home.”

If families are evicted, it can be temporary, maybe just a couple days until
the heat’s back on. But for families living in poverty, having the heat turned
off again can happen as soon as the next bill is late.

There is some good news this year. There’s federal money that states use to
help people pay their heating bills. Because fuel prices were expected to go
up, Congress doubled that pot of money this year. Most states are reporting
they’re in a better position to help people now.

But winter is just beginning and they’re already getting a lot more people
asking for help with their heating bills than in the past.

Wildlife photographers Carl Sams and Jean Stoick have been taking pictures of Michigan wildlife for more than twenty years. What started as a hobby has become a lucrative business and spawned two best-selling children’s books. But this year, the work has become about more than just taking beautiful pictures. The Great Lakes Radio Consortium’s Charity Nebbe has the story:

It’s early morning, and Carl Sams and his wife and partner, Jean Stoick, have gotten up to take pictures of wildlife in the early morning light.


“Oh, look, we got a deer. Right out there in the water. Is that beautiful. This is incredible. The very doe – I worked here back in 1982 – she crossed this lake, just the lake here, and she was pregnant, and since then I’ve taken over a hundred thousand pictures. Now this doe, she’s actually out eating lily pads right now, and this is typical for deer at this time of year to do that.”


For Carl, taking pictures of wildlife came naturally; he’s always loved spending time outdoors.


“I grew up hunting and fishing, but I sold my guns and bows for a down payment on a lens and now I can shoot a hundred thousand deer and not be arrested, no seasons, no license, and I can be out here all the time. Not many people can make a living at something that they really love. This is a dream.”


When Carl started to make a living from his pictures, he and Jean bought a second camera so she could join him in the field. Most of their pictures are taken near their home at a park in southeast Michigan. And over the past twenty years, Carl and Jean seem to have developed a rapport with the creatures they photograph.

“Okay, ready?”


Jean coaxes a wing-flap out of a female swan as if she was a fashion model.


“Okay, let’s do it.”

STOICK: “Wasn’t she perfect?”


NEBBE: “Exactly on cue.”


STOICK: “Exactly on cue.”


For many years, they sold prints of their work to magazines, calendars, greeting card companies, and on the art show circuit. Then recently, they decided to create a book about white-tailed deer. But as they were selecting their pictures, Jean’s imagination took them in another direction.


“I noticed that we had an awful lot of good images of the deer and birds interacting with a particular snowman that we had built three years earlier. So I mentioned to Carl, I says, ‘You know, why not do a children’s book? It would be a whole lot more fun.'”


That first book became the best-selling children’s book Stranger in the Woods. Their second book, Lost in the Woods, is the story of a fawn alone in the forest. All of the animals it encouters worry that the fawn is lost, but in the end, we learn its mother leaves the baby alone because it has no scent and won’t attract predators. She’s free to forage for food and come back later to take care of her fawn.


The pictures are meant to be beautiful and the book fun to read, but Carl and Jean are hoping the readers will remember what they learn.


“The lost fawn concept is a mistake that people make over and over every spring. They unintentionally rescue fawns that they think have been abandoned, and children are good messengers.”


The couple is working to spread their message with visits to elementary schools and libraries. That fills a lot of their days, but almost every morning and every evening, they can be found doing what they love to do most: taking pictures.


“It’s amazing how graceful she is. I think sometimes she likes to pose. Here she comes again.”

The Great Lakes Radio Consortium’s Julie Grant spent some time in one community that’s discussing how new businesses can provide a foundation for the future:

The loss of traditional manufacturing jobs has hit Great Lakes states hard in recent
years. But some business owners believe they are on the cusp of creating a new type of
manufacturing base. The Great Lakes Radio Consortium’s Julie Grant spent some time in
one community that’s discussing how new businesses can provide a foundation for the
future:


Not long ago, there were lots of good-paying factory jobs in northeast Ohio. But the state
has lost 200,000 manufacturing jobs in the past four years. Some business people and
academics are trying to shape a new economy for the region. Their efforts could be
symbolized by a little bird…


“I need a Sparrow, I need it…”


A sparrow is an electrically charged three-wheel motorcycle that’s fully covered in steel.
It looks like a tear drop… or maybe a gym shoe. David Ackerman isn’t sure if he’d pick
one in bright orange…


“…but look, there it goes, look at it go! Is that the weirdest thing you’ve ever seen? I
love it! It’s like something out of “sleeper.” But it’s very sleek and cool and futuristic…
Does it really go 70? Yeah, it goes 70….”


While Ohio and other Midwestern states might have a tough time competing globally in
the steel market, some economists believe innovative transportation is one way Ohio
could build a foundation for a new economy. The state has put millions of dollars into
fuel cell research, Honda is building hybrid cars in central Ohio, and newer companies
are working to make auto engines cleaner and more efficient.


Some of those business owners gathered with people from the community to discuss how
transportation technology could be part of the region’s future. Bob Chalfant of a
company called Comsense spoke on the panel. He says the technology they’re
developing could have a huge impact…


“…the benefits to Cleveland are jobs. We figure the total market for pressure sensors for
combustion applications is about 2.2 billion dollars.”


Chalfant’s company expects to create 2,000 jobs in Cleveland. But if businesses like
Comsense are going to girder the area’s new economy, they’re going to need educated
employees for their high tech manufacturing jobs. The problem is, many young educated
folks are leaving the Midwest.


Meredith Matthews is a public school teacher in inner city Cleveland. She says they’re
trying to train students for these kinds of jobs, but they need direction from these new
companies…


“I teach in the third world known as the Cleveland Public Schools. I’m introducing
myself, so that if anybody needs kids, we got ’em. If you want to stop by and talk to me,
I’ll show you how to get kids, I’ll show you how to get in the door.”


Local universities and community colleges already have some research and training in
fuel cell technology. But mechanic Phil Lane looks at Cleveland’s poverty rate, the
highest among all big cities in the nation, and wants these companies to start training kids
even younger…


“We need to grab kids in the second and third grade, particularly in the very bad
neighborhoods, before the neighborhood can get to the kid. That’s what we really need to
do.”


Lane says training poor children early would provide a real foundation for a new
economy in Cleveland. Many communities that have lost their job base are starting
similar conversations and searching for ways to fit in to the global marketplace.

Migrating Whooping Cranes Get Lost

Eight whooping cranes trying to migrate to their summer home in Wisconsin are now stuck in Michigan. The birds are part of a flock of 36 that have all been hatched in captivity. They’re taught to migrate to Florida in the fall following an ultra-light aircraft. The Great Lakes Radio Consortium’s Peter Payette reports:

Wisconsin are now stuck in Michigan. The birds are part of a flock of 36
that have all been hatched in captivity. They’re taught to migrate to
Florida in the fall following an ultra-light aircraft. The Great Lakes Radio
Consortium’s Peter Payette reports:


The lost whooping cranes are the newest members of the flock. They
were returning from Florida for the first time. Wildlife officials say the
birds were scared by people in North Carolina who came too close. The
cranes took off, flew at night and got off course.


Now they’re on the wrong side of Lake Michigan and won’t fly over it.


Joan Garland, with the International Crane Foundation, says the cranes
could summer in Michigan and hopefully return to Wisconsin during their
spring migration next year.


“We had a bird for instance, last year, from the 2002 flock that ended up
all summer in Northern Illinois and so we were watching her to see if she was
going to go back to northern Illinois or Wisconsin… it turned out this year,
she did come back to Wisconsin.”


Garland believes the twenty other cranes in the flock made it back to
Wisconsin. There are less than 500 hundred whooping cranes in North America.
