Michigan’s Environment and a New Administration

There wasn’t a lot of talk about environment during the race for governor, but Governor-elect Rick Snyder made it clear during the campaign that he thinks the state’s regulatory system is broken and said he wants fewer regulations on businesses. That has some people wondering whether that means there will also be fewer of the regulations that prevent pollution in the state.

James Clift is here with me to talk about this. He’s the policy director for the Michigan Environmental Council. So do we know what to expect from the new governor?

Clift: It’s a little bit of a clean slate here. In his victory speech he talked about protecting and promoting the Great Lakes. We think that’s a good thing. He talked about the importance of revitalizing our central cities, including the city of Detroit. We hope to work with him on that. I’m a little concerned about some of his comments regarding regulations but we’re willing to work with him to make sure that unnecessary regulations are limited but the ones that are designed to protect the Great Lakes and the environment, we need to keep those in place.


There’s not only a new Republican governor, but the Michigan legislature is dominated by Republicans. They now have a supermajority in the Senate and a majority in the House. There’s this impression that Democrats tend to vote more favorably on environmental issues… has that actually proven to be the case?


Clift: In general, you see some of the innovation and ideas over the years come from the Democratic side of the aisle, but we’ve seen kind of broad, bi-partisan support for protecting the Great Lakes and our natural resources. So in times when – and this isn’t the first time that Republicans have controlled both chambers and have had the governorship – we haven’t seen a steep erosion. But you know, you have to watch things like funding levels for the departments to make sure that the people who are out there watching over our environment are properly staffed and funded to do so.


Some groups have expressed concern that a Snyder Administration would weaken protections on so-called factory farms. Do you think that’s likely to happen?


Clift: Most of these facilities are under permit today. Where I fear is kind of on the monitoring side. You know, are we doing enough monitoring to make sure that when these manure sludges are applied to fields that they’re not running into our rivers and streams.


Mr. Snyder said during the campaign that he would fast track permits for coal burning power plants. What would that mean for Michigan?


Clift: That’s a situation where I think he really does need to look closely at where’s the innovation occurring, how much innovation are we seeing in the renewable and energy efficiency areas? We need to keep our transition to clean energy going, because I think that’s what’s putting Michigan’s manufacturing base back to work, not some short-term construction jobs for a coal plant that will end up obligating Michigan ratepayers to buy more coal from out-of-state sources for the next 40 years.


During the campaign Mr. Snyder did express support for bringing more clean energy jobs to Michigan. Do you expect he’ll follow through on that?


Clift: I think he will. I mean, I do think this is where a lot of the venture capital is going these days. You’ve got some people doing just amazing work across the state. We’re using our automotive know-how and putting it toward clean energy. So we’re producing parts for wind turbines at a cost below the Chinese. A lot of really exciting things going on in that area and a lot of jobs being created in that area and I think he has to do everything he can to foster those gains we’ve made.

Corporate Campuses Go Green

About a quarter of all private property in the
U.S. is owned by corporations. In the past, many
companies have gone to great expense to maintain
their property with manicured landscaping and green
lawns. Now, as environmental issues are becoming an
important focus in the business world, more
corporations are turning their land into wildlife
habitats. As Gretchen Millich reports,
they are finding it’s good for the environment and
it’s good for business:

companies have gone to great expense to maintain
their property with manicured landscaping and green
lawns. Now, as environmental issues are becoming an
important focus in the business world, more
corporations are turning their land into wildlife
habitats. As Gretchen Millich reports,
they are finding it’s good for the environment and
it’s good for business:


Setting aside land for wildlife is becoming a big trend among
corporations in the US. For example, near its plant in Muscatine, Iowa,
the Monsanto Company set aside a 500-acre sand prairie. It’s home to
some rare species, including the Illinois mud turtle. Just outside of
New York City, Exxon Mobil is protecting 750 acres as a habitat for
birds like wild turkeys and wood ducks.


Bob Johnson is president of the Wildlife Habitat Council.
The council brings together businesses and environmental groups to
conserve and restore natural areas. His group has helped set up
hundreds of wildlife preserves at corporate facilities:


“Most of our members are not recognized as being very green and I think
that is really changing now because many companies are trying to find
ways of being a lot more conscientious about materials and energy. But
the real bottom line is habitat. Habitat is the greatest factor in the
control of the decline of species on the planet and I think companies
are realizing this is important for them to do.”


Johnson says there are lots of advantages to being green in the world of
business. Studies show that employees are happier and more productive
when they work for a business that shares their values. Also, it’s much
less expensive to maintain a wildlife habitat than to fertilize and mow
several acres of grass.


Bridget Burnell works at a new General Motors assembly plant near Lansing, Michigan.
Burnell is an environmental engineer. She oversees 75 acres on the factory grounds
that’s been set aside as wildlife habitat:


“What we’re walking up to right now is the first major wetland that you
come across. This is what all the employees can see as they are
driving along the main road east of the plant.”


It’s an unlikely spot for a wildlife refuge: on one side a sprawling
automobile factory, on the other, the intersection of two major
highways. It’s noisy, but still somehow serene.


Birds, turtles, muskrats, and frogs all live here undisturbed. A great
blue heron is flying over the wetland and in the distance, we see three
whitetail deer. Burnell says on nice days, teams of employees come here
to take care of the grounds and sometimes they work with community
groups:


“We’ve had about 20 events this year that we’ve had different community
organizations out here. Some of it’s directly related to educational
type things, like learning about the wetlands and the prairie
and different types of habitat. Others are specific to a particular
project, maybe wood duck boxes or song bird boxes, that type of thing.”


This factory is the only automotive plant to receive certification from
the US Green Building Council for Environmental Design and Construction.
GM saves about a million dollars a year in energy costs and more than 4
million gallons of water. And although there’s no direct cost savings on
a wildlife habitat, GM is finding that preserving natural areas can
improve the company’s image in the community, and also with its
customers and investors.


Bob Johnson of the Wildlife Habitat Council says these wildlife projects
are attractive to green investors, who choose stocks based on how a
company deals with the environment. He says some investors believe that
environmental responsibility is a reflection of how a business is
managed. And a lot of that information is available on the Internet:


“The individual on the street can do that today. They can evaluate this
kind of information and make judgments. So I think people are looking
for ways of distinguishing where they are placing their resources.”


Johnson says since corporations are the largest group of landholders,
they’re in a good position to slow down the fragmentation of wildlife
habitat. He says corporate leaders are discovering that with a little
effort, they can win friends and gain a competitive advantage.

Many communities throughout the country are rebuilding their sewer systems to comply with federal pollution regulations. Nationwide, the work is costing taxpayers billions of dollars. But in some communities, a concept called “low-impact” design is making the projects cheaper and better for the environment. The GLRC’s Erin Toner reports:

systems to comply with federal pollution regulations. Nationwide, the
work is costing taxpayers billions of dollars. But in some communities, a
concept called “low-impact” design is making the projects cheaper and
better for the environment. The GLRC’s Erin Toner reports:


Dump trucks, black plastic pipes and huge piles of dirt line the streets of
this suburban neighborhood. It was built on very flat land and water
doesn’t run off. It used to be covered in ponds of wetlands. Now, that’s
causing big problems for people who live here. Their basements are
nearly always flooded and after it rains, they have pools of water in their
backyards for weeks, or months. Many run sump pumps all day and all
night.


Jesse Ramos lives in a white ranch house in the neighborhood.


“Actually, this past couple of months I’ve had a lot of problems with
water in my basement. I’ve actually already been through one sump
pump and I’ve went out and purchased another, just so I could keep up
with that. Right now that it hasn’t rained I’m okay. So, I’m a little
nervous when it starts to rain.”


Fixing these problems the traditional way – with concrete pipes, curbs
and gutters – would have cost 20 million dollars, and it would have
sent polluted storm water straight to the river, but Pat Lindemann wanted
to do the project differently. He wanted to save people money and clean
up the environment. Lindemann often sounds more like the head of a big
environmental group, than what he actually is – the county drain
commissioner for this neighborhood near Lansing, Michigan.


“A lot of people argue that if I own the wetland, I should be able to
destroy it, but you shouldn’t because… what you do on your property
affects the river, every time you over fertilize your lawn, every time you
do not pick up your domestic pet waste… this country has such a vast
amount of beautiful resources, and for 150 years, we’ve done everything
that we could to beat up on it.”


In Jesse Ramos’ neighborhood, Lindemann’s using low-impact design to
rebuild the drain system. It’s costing half as much as concrete curbs and
gutters.


“In the case of low-impact design, we force the water to go through soils,
to interact with plant roots, to stay on the land slightly longer and
become treated before it leaves to make its way to the river.”


The main way that happens is through rain gardens, one of the main
features of low-impact design. They’re bowl-shaped gardens planted
with native flowers and grasses. Native plants have long roots that draw
water deep into the ground and provide a natural filter for pollution.
Rain water collects in the gardens and becomes cleaner before eventually
reaching the pipe that takes it to the river.


Lindemann’s installing more than seven acres of gardens in the
neighborhood. He says people will have a few hours of standing water in
rain gardens, instead of weeks of water in their backyards.


Jesse Ramos is hearing this good news for the first time today…


“…now you’ll be flooded for about an hour and a half…an hour and a
half…that’s wonderful…and it’s pretty flowers…”


There’s another low-impact design project across town. Drainage
problems were causing backups in peoples’ homes. So, Drain
Commissioner Pat Lindemann built 20 acres of wetlands – right in the
middle of the city.


“It dawned on me, why take the water anywhere, why not just keep it. If
I can find a place to store it, put it and manipulate it, and not take it
anywhere, than I could manage it.”


This site is technically a series of retention ponds, but it’s really more
like a park. A paved walking path weaves around ponds and trees and
over bridges. It’s a place you’d bring school kids to learn about frogs
and birds and about being good to the environment.


This low-impact design project, like the one in Jesse Ramos’
neighborhood, was about half the cost of installing new concrete pipes
from the neighborhood to the river.


Low-impact design projects are happening all over – in Chicago and
Seattle, to more rural communities, and they’re likely to become more
common as cities consider how to cut non-point source pollution – the
leading cause of poor water quality. Non-point source pollution is a lot
of things – the fertilizer we use on our lawns or bacteria from animal
waste.


Pat Lindemann says his philosophy is that our dirty rivers will recover if
we start developing the land or rebuilding it the right way – one rain
garden or wetland at a time.

Drawing Up an Energy Efficient Mortgage

Winter is here, and homeowners are preparing for another
round of expensive home heating bills. The U.S. Energy Department
says depending on the fuel you use, home heating costs will rise between
nine percent and 30 percent this winter over last. The high cost of energy
has prompted at least one family to go deeper into debt to save on energy
costs in the future. The Great Lakes Radio Consortium’s Erin Toner has
more:

As homeowners face another winter of rising heating bills, one loan officer in the
region
is promoting energy efficiency when people shop for a mortgage. The Great Lakes Radio
Consortium’s Erin Toner reports:


The government and government-chartered companies such as Fannie Mae offer Energy
Efficient Mortgages. But relatively few homeowners take advantage of them. Under the
program, new or existing homes are inspected and rated for energy efficiency. The
homeowners decide which energy-efficient improvements to do, and then roll the cost of
them into their mortgage.


Joel Wiese is a loan officer. He recently closed one of the few non-governmental
energy
efficient mortgages in the Great Lakes region.


“When you start looking at the total housing expense, utilities on top of the rest
of what
you’re doing, you’re basically going to spend less money than you normally would.
Because you’re reducing your utilities. Even though you’re increasing your mortgage
slightly, you’re reducing your utilities significantly. It’s a win-win.”


Wiese says there haven’t been more energy efficient mortgages in the region because
few
realtors, loan officers and lenders know how to use the program.

Some government officials say it’s an attempt to tax for the services used and to discourage mobile home parks from sprawling across former farm fields. But others wonder if higher taxes aren’t a form of discrimination against this kind of affordable housing. The Great Lakes Radio Consortium’s Chris McCarus reports:

But others wonder if higher taxes aren’t a form of discrimination against this kind of affordable housing. The Great Lakes Radio Consortium’s Chris McCarus reports:

The Capital Crossings mobile home park sits on rolling farmland near an Interstate highway. The residents of the 15 homes have moved here either to retire or to make the 30 minute daily commute to nearby Lansing, Michigan. And more mobile homes are being pulled in.

Workers are building porches and attaching the skirting between the ground and the house. It’s supposed to show permanence, like a foundation. But mobile homes are not permanent. And mobile homes are not taxed the same way as other houses. They’re taxed like vehicles. Taxed when they’re purchased. Taxed when they’re sold. Still there are no property taxes on the homes. Only on the tiny lots on which they sit.


Some government officials say the $3 a month that these park residents have been paying for property taxes don’t cover the costs of police and fire protection or other government services. They want a tax hike to give local governments more money. Dave Morris is a farmer and the local township supervisor.


“We all have to pay our fair share for services such as sheriff, ambulance, fire department as well as schools. Schools is a big issue of course. And they aren’t paying their share. That’s all.”


But advocates for affordable housing say hiking taxes on mobile home residents is more likely just an attempt to discourage that kind of housing. They say zoning mobile homes out of existence has been tried, but taxing them out is a new idea. Higher taxes will likely lead to mobile home parks closing.”


John McIlwain is with the Urban Land Institute. He says as mobile home parks become more expensive to operate, their owners will sell off to subdivision or big box store developers.


“The numbers are going to be so attractive that the people who own mobile home parks are going to be much more interested in selling the land to a housing developer than in continuing to run the mobile home park. So in time the parks are probably going to disappear on their own anyway and trying to raise the taxes on them specifically is simply going to make that day come earlier.”


In Michigan there is a proposal to raise the taxes on mobile home sites four times higher. State Senator Valde Garcia says the $3 a month that mobile home park owners pay for each home site is not nearly enough.


“What we are trying to do is really change the tax structure so it’s fair to everyone. The system hasn’t changed in 45 years. It’s time we do so but we need to do it in a gradual manner.”


Senator Garcia’s colleagues in the state house have voted to raise the tax to $12 a month. He’d like to raise it to at least $40 a month. The mobile home park industry has hired a public relations firm to produce a video criticizing the tax increase.


“Site built homes pay sales tax only the materials used in their homes and don’t pay tax on resale. Manufactured home owners pay sales tax on materials, labor, transportation profit of a home and they pay sales tax every time a home is resold. ”


The two sides don’t agree on the math. Tim Dewitt of the Michigan Manufactured Housing Association says $3 a month sounds low because it doesn’t show hidden costs. The biggest cost comes when park owners have to pay the higher commercial property tax instead of the lower homestead tax. Dewitt says the park owners then pass the tax to the home owners whose average family income is only about $28,000 a year.


“That’s our worst fear. It could put people who could least afford any type of tax increase into a tough position.”


15 million people live in mobile home parks around the country. And different local governments have tried to find ways to increase taxes on mobile home parks. But Michigan is one of the first states to propose hiking taxes this much. State Senator Garcia says he is not trying to hurt the mobile home industry or make life harder for mobile home park residents. He dismisses the idea that he’s being pressured by wealthier constituents who don’t like to see the mobile home parks being developed.


John McIlwain of the Urban Land Institute says a bias against mobile home parks is part of the mentality that leads to sprawl. When people from the city and the suburbs move a little further into rural areas they want the look and feel of suburbia.


“The mobile home parks are no longer things that they want to see. And so they find ways to discourage those mobile home parks. The ones that are there try to see if they can be purchased, turned into stick built housing or otherwise discourage them and encourage them to move on elsewhere.”


But often the people who move in also want the shopping centers, restaurants and conveniences they once had instead of the mobile home parks.

“Lifestyle Centers” Smarter Shopping?

For decades now, people have done most of their shopping at sprawling, suburban malls that offer plenty of free parking and shelter from the weather. But now, people are heading back outside to shop, to places reminiscent of quaint downtowns. The Great Lakes Radio Consortium’s Erin Toner reports:

For decades now, people have done most of their shopping at sprawling, suburban malls that offer
plenty of free parking and shelter from the weather. But now, people are heading back outside to
shop, to places reminiscent of quaint downtowns. The Great Lakes Radio Consortium’s Erin
Toner reports:


It’s a sunny day in March. But, as anyone who lives in the Midwest knows, a sunny day this early
in the Spring is rarely warm day. Today’s temperature’s in the 30s. But that’s apparently no reason to
stay indoors, when there’s shopping to be done.


The stores just opened at Eastwood Towne Center on the outskirts of Lansing, Michigan and the parking lot is
slowing filling up. Shiny minivans unload mothers, and babies and old ladies. They disappear into
Pottery Barn, Ann Taylor Loft and the Yankee Candle Company. They march from one store to
another to the sounds of soft-rock drifting out of speakers perched on lamp posts outside.


Eastwood Towne Center is one of a growing number of so-called “lifestyle centers.” There are
several in the Great Lakes Region – in Michigan, Ohio, Illinois and Pennsylvania. Lifestyle centers
are outdoor malls built to look like old-time downtowns. They have pseudo Main streets, that
weave through upscale stores with brick or stone-facades. Shoppers or their bored husbands can
take a rest on wrought-iron benches in neatly-manicured courtyards, or in cozy chairs at Starbucks.


Lifestyle centers also usually have popular chain restaurants and movie theaters.


Beverly Baten shops and works at Eastwood Towne Center. She says people are coming to
Eastwood to do what they used to do in city centers.


“They’re coming here to socialize. They’re coming to have lunch, to maybe see a movie, and
shopping is always a part of that experience because right here, at Eastwood Towne Center, we
have the stores that people want. And that’s so important. Whoever built this mall, did their
homework.”


Cincinnati-based Developer Jeffrey R. Anderson built Eastwood Towne Center. The company also
has lifestyle centers in Kentucky, Ohio and Illinois. And it’s opening four more in the next four
years.


The company’s Mark Fallon says shopping malls took most of the retail out of real downtowns a
long time ago. But he says now, people are looking at getting to the mall as a hassle. Fallon says
lifestyle centers offer the best of both worlds. He says they re-create the feeling of friendly
downtowns, and have the free parking and the good stores that malls offer.


“It’s really the closest thing to what was free-standing shops, that ended up next door to each other,
or in a neighborhood and you’re kind of recreating that feel, and getting back to a more pleasant
and convenient shopping environment that really, the mega-mall or the regional shopping mall that
you’re used to, the enclosed behemoth, that’s usually outside of town that you have to drive to
doesn’t provide these days.”


But that convenience sometimes comes at a cost. The developer covered old farm fields and a
small wetland to build the new shopping center. But it’s just across the street from older city
neighborhoods and infrastructure. Some criticize places like Eastwood for adding to urban sprawl.
But planning experts say many lifestyle centers actually fit into so-called “smart growth.”


Marya Morris is with the American Planning Association in Chicago. She says many developers
are locating lifestyle centers close to existing suburban development – and typically not in big
fields outside of town. Morris says incorporating new development into communities is what
“smart growth” is all about.


“It’s generally building in areas, in already-developed areas through redevelopment or
intensification of development, particularly in the suburbs right now. Many suburbs grew up
without any specific center or town square or downtown. And lifestyle centers, in many
communities, have helped create such a downtown, along with other things like new city halls, or
libraries, or new public greens.”


Developers say lifestyle centers are more attractive to retailers than real downtowns because they
can build exactly the store they want from the ground up. In older cities, retailers would have to
pay to retro-fit existing storefronts. And in real downtowns, there’s usually limited parking that
customers have to pay for. Lifestyle centers also often let retailers pack up and leave — no strings
attached — if business starts to slide.


But it seems pretty hard to imagine that a business would fail at Eastwood Towne Center, as the parade
of cars and shoppers grows this morning.

There are 20 new lifestyle centers set to open around the country over the next two years.

Zoos Work to Maintain Animal Care During Slow Economy

In recent weeks, some zoos have been in the news. In Dallas,a gorilla escaped and hurt some visitors. Police shot and killed it. A report criticized the National Zoo in Washington, D.C. for not preventing the deaths of animals there. News reports have suggested that these incidents might be connected to financial struggles. The Great Lakes Radio Consortium’s Lester Graham reports… top zoo officials say any budget cuts should not affect the care and keeping of the animals:

In the lion house, children have left “Get Well” wishes. On one piece of
notebook paper there’s a pencil and crayon drawing of a lion, with messages
surrounding it. One reads: “I hope you feel better because you deserve to
live. Love, Ashley” Another reads “I hope your cancer goes away. Love,
Rita.”


Last November, zookeepers at the Potter Park Zoo in Lansing, Michigan
noticed something was wrong with Samburu, a big male lion. Jan Brigham is
one of the zookeepers. She says Samburu wasn’t as energetic as usual. And
there were other signs something wasn’t right…


“We noticed a weight loss on him and mainly through his hindquarters, like his pelvic bones. So,
even though his stomach was somewhat big – and now we know why – his hindquarters, you
could see a weight loss.”


Even after he was fed more meat, the aging lion didn’t seem to get any heavier.

The zookeepers kept the veterinarian Tara Harrison up to date about the situation. Dr. Harrison
decided it was time to anesthetize the big cat and check him over. His spleen was enlarged.


“And found out that there was cancer in it, so, then we decided to schedule a date for surgery.
And we removed his spleen and took samples of other organs as well and started him on
chemotherapy.”

Down in the kitchen, behind the lion exhibit Bruce Snyder is getting a big
package of meat ready for Samburu. They’re still giving the lion extra
food, trying to build his strength, but they’re also putting chemotherapy
drugs into the meat.


“Instead of a fast day, which the bone day, we’ve been giving him
meat everyday along with his bones. I just take and stuff these pills in
it. LG: It’s a lot like a hamburger, sort of. “Yes. So, what we do is
just mix this up. He’ll scarf this down real quick.”


These days Samburu is feeling a little more feisty…

You don’t want to get between him and his dinner.

This story is the way it’s supposed to happen. Zookeepers keep a watchful
eye on the animals. The vet takes action. The animals live. Little kids
wish them a speedy recovery. And for the most part… that’s what happens.


But some zoos have been struggling. And a debate is beginning. The
question is: are the problems in the news lately signs that zoos are
hurting?


Bob Cook is Chief Veterinarian at Wildlife Conservation Society which
operates, among other things, the Bronx Zoo. He also chairs the Animal Health Committee of the
American Zoo and Aquarium Association, the membership organization of the
nation’s zoos. Dr. Cook says things are tough at some zoos.


“I’d say, in general, zoos have really been challenged since 9/11.
Attendance has been off in some places. Governments, local, state as well
as federal, the cuts that they make often trickle down. But, let me be very
clear that the one thing that is central to all of our missions is
maintaining the health and welfare of these very special animals which we
care for.”


Cook says they can cut back on education programs, cut outreach programs,
but zoos should not, cannot, must not cut back on the care and keeping of
the animals. He says budget cuts really shouldn’t have anything to do with
the zoo keepers keeping a close eye on the animals. He believes the
problems that have put some zoos in the news lately have simply been human
mistakes or design flaws in the enclosures, not signs that zoos are cutting
back on the care of the animals.


Still, the news reports at the problem zoos often note financial struggles
and we’re all left wondering if there’s a link.


(bird calls)


At Samburu’s home, the zookeepers say they’re keeping an eye on the lion’s
attitude and behavior. His cancer is in remission… and he’s acting fierce again.


Zookeeper Jan Brigham says in the 15 years she’s been taking care of Samburu,
he’s never been what you’d call friendly, but she’s really happy the tough
old cat is doing okay for now.


“I mean it was a big surprise to all of us that he has gone into
remission. How long he’ll be in remission, we don’t know. And we accept
the fact that, you know, we may have only extended his life six to twelve
months, but if that’s what it is, then so be it. But, yeah, we’re all happy
with the outcome.”


Samburu’s story is making the rounds among zoos. It’s a good news story
when too often the bad news about zoos makes the front page. The silver
lining about that is that zoos across the nation are reviewing their
procedures and making sure the care for the animals is everything it should
be.

School Connects Kids to Healthy Eating

A government pilot program is trying to get kids to eat more locally-grown fruits and vegetables in school by giving them out for free. The Great Lakes Radio Consortium’s Rebecca Williams visited a school where the experiment is underway:

produce. A government pilot program is trying to get kids
to eat more locally-grown fruits and vegetables in school by giving them out
for free. The Great Lakes Radio Consortium’s Rebecca Williams
visited a school where the experiment is underway:


It’s 9 am and the halls are quiet at Everett High School, in Lansing,
Michigan. Parent volunteers are setting out bowls of bright
pink grapefruit segments on stands in the hallway.
They’re working quickly, getting ready for 1500 hungry teenagers.


(bell rings, noisy chatter swells, sneakers squeaking)


Kids slow down when they pass the fruit stand. A few kids take a bowl…
but not that many.


“Ain’t nobody want no grapefruit?”


(kids chatting)


“They’re hesitant to try it because it’s new, they’ve never tasted grapefruit
before.”


(final bell ringing under)


Lynn Beard is energetic. When she’s not handing out
fruit, she’s teaching nutrition here at the school.
As much as she talks to kids about their choices, even she can’t predict
what they’ll eat.


The hall empties. Lynn Beard sees a few stragglers.


“Sir, have you ever had grapefruit, honey, before at home? Yes,
okay.”


She pulls Brandon Washington over to the fruit stand…


“He was going to try it, and he put it back down because someone said it
was sour.” B.W. :”I was going to try it.”
“Honest reaction?”
“Honest reaction? Tastes like it needs some sugar in it.”


Even though he’s not a grapefruit fan, Washington says he likes having
the fruit and veggies here.


“Now that they got them at school, I eat it more. And that’s good,
too, because nutrition values, good for your soul, you live longer, right?”


Washington says, before he could get free fruit and vegetables during the day,
he felt hungry between meals. Many of his classmates skipped breakfast.


Lynn Beard worries about her students’ eating habits.


“English, math, social studies, aren’t changing the obesity rate. Early
onset osteoporosis, we’re seeing a huge jump in. Type two diabetes in children.
What are we doing to educate our kids on how to change? Isn’t that an effective
place to use taxpayers’ dollars?”


That’s one of the questions behind the Fruit and Vegetable Pilot.
It’s a year-long experiment, funded by 6 million dollars from the 2002 Farm
Bill.


107 schools in Michigan, Ohio, Indiana, Iowa and New Mexico were
chosen. It’s a mix of schools: large and small, rural and urban.
The hope is that kids will learn to like fruits and veggies… and be
cultivated into new consumers.


Agriculture promoters hope one of the spin-offs will be a new market for
local farmers. With few exceptions, the pilot program requires that
schools buy only American produce, and local produce if
they can. Fourteen of the pilot schools buy directly from farmers.


Everett High School gave kids some locally grown produce. But Lynn Beard
says the kids still don’t know much about the food that grows where they live.


“Kids don’t understand seasonal fruits, they were so upset we weren’t
getting watermelon in January. ”


And Beard says just getting local produce at all was difficult.
Schools such as Everett High School buy from national food service
companies. The companies often sell these Michigan schools
Washington apples.


Marion Kalb directs the National Farm to School Program. It’s
part of a non-profit group that works to connect farms
and schools. Kalb says food service companies don’t make a
special effort to buy from local farms.
But she thinks schools can influence their suppliers.


“If there’s instruction on the school side to say, you know we’d like
to know seasonally what’s available locally, then that gives incentive
to the distributor to try and make buying from regional or local farmers a
priority.”


And it makes sense to most people to sell apples nearby rather than shipping
them miles away.

In a farmer’s market full of flowers, Dwight Carpenter is one
of the few farmers selling produce this early in the year. That’s because
he grows vegetables in a greenhouse.


He sells at two farmer’s markets and a store on his land. He says it’s enough to survive,
but he’d like to expand to places such as local schools.


“It’s kind of a difficult way to make a living, and if better markets were
established, such as schools and hospitals, and that kind of thing,
grocery stores, and if that were turned around, that would help the farmer too,
to be able to hang onto whatever he’s got, rather than to have to sell it off to subdivisions
or whatever.”

Although the kids at Everett High School are getting used to eating more
produce from the free program, you won’t find many fruits and vegetables
for sale at the cafeteria. That’s because the cafeteria competes with nearby fast food
restaurants.


You also won’t find many nutritious snacks in the vending machines. The school needs
the revenue it gets from the candy bars and chips.


Kids are still lining up at the soda machine today. But some students
think the fruit and veggie program is slowly changing their eating
habits. Wynton Harris is a sophomore.


“Last year everyone was eating junk and this year they cut down a lot. I
can tell, because I’m seeing less people at the machines, and more
people taking fruit. And I said, wow.”


And Everett High School’s nutrition teacher, Lynn Beard, has a vision: vending
machines that offer fresh produce instead of potato chips.


“If there’s nothing free, I think we’d have a number of kids who, instead of buying
a dollar pop, would buy a dollar pear.”


The free fruit and vegetable program ends with the school year. But some 70 schools
in the U-S buy from their local farmers even without special federal funding.
Even so, Lynn Beard doubts her school could afford to keep this program going
without federal money.


“I think next year I’m not going to want to be around here without this
grant, cause there’s going to be so many complaints. Where’s our fruit? Why
can’t we get some fruit? I’m dreading next year. I’m just going to have to keep a smile on
my face and say, “Talk to your government.”


But government support for the program is uncertain.


Congress will debate the future of the fruit and vegetable program. And whether
government should be marketing fruits and vegetables in the schools… and further
subsiding the farmers who grow them.

Lighthouses used to guide ships to safe waters. These days they mainly beckon to tourists. The Great Lakes are a popular destination for lighthouse buffs because of the lighthouses lining the shores. All summer long at Ludington State Park in Michigan, visitors walk two miles from their cars and campers to visit Big Sable Point Lighthouse. When they get there, the tourists are greeted by volunteer lighthouse keepers. The keepers have been through a lengthy application process for the privilege of living at the lighthouse for two weeks. During that time they clean the port-a-potty’s, sweep the sand off the stairs, and show visitors around. But each volunteer lightkeeper is also getting a sense for why lighthouses are such an attraction. The Great Lakes Radio Consortium’s Tamar Charney prepared this audio postcard:

Shirley Mitchell: “It’s a beautiful area lighthouses are in with
the water and that always attracts people. They think of the loneliness
and in a lot of books it’s the source of a lot of adventure. You’re out
here by yourself and have to do for yourself with what you’ve got.
There’s
the thrill of maybe rescuing someone off of a ship. Being the one that’s
responsible for keeping the light going to make sure the ships won’t
crash
into the rocks or into the shore. People are trying to capture a lot of
that We’re not in control. It’s mother nature that is in control.”

Harold Triezenberg: “There’s 130 steps from the bottom to the very
top.”

“I think lighthouses are a very important part of our American heritage.
What they stand for. What they’ve done. What they mean. Even though
they
are not necessarily used to guide ships because of global positioning, I
think
a lighthouse is a symbol of mankind. A symbol of us as citizens to be
also
lighthouses to be guides to people to those around us.”

“When you look out here you’re looking at the same very same scenery,
the
people who built this tower seen. They seen the very same thing the
same
water, beach same probably the sand dunes and the same forest in the
background.”

“Those are little markers that tell us the distance to cities around here
Chicago 160 and as we walk around we see other markers, Ludington 7
miles,
Grand Rapids, 85, Lansing, 130, and as we keep going around we see
more
stickers that tell us the direction and how far the cities are… (wind)
It is very remote.”

Phyllis Triezenberg: “This is one of the bedrooms it happens to be the
bedroom I’m staying in. Very nicely furnished. Lots of closets in this
place and we assume it’s because they had to have lots of supplies for
a
long period of time.
The keepers quarters were built the same time as the
lighthouse, 1867. Their main job was to tend the light back before
electricity they had to keep the lamp burning.”

“I’m very nostalgic. I like history things that people did a long time ago. I
like to see things where other people have been just to think that now I’m
experiencing what they’ve experienced.”

Julie Koviak: “It would have been a very hard life – especially the nights
the
fog horn was running cause it would run sometimes for 4 days at a time
and they couldn’t talk. They’d have to time their conversation to speak in
between the blasts of the fog horn.”

“I think I got totally interested in them when I saw this one walking out
here. Just because of the beauty it was almost a religious experience
seeing
that sentinel stand over the water. You know, ‘I am the light, I’ll show you
the way. Know what I mean?”

‘ODOR PATROL’ SNIFFS OUT POLLUTION

The world’s largest automaker is doing something it’s never done before. General Motors is recruiting people who live near its assembly plants to help the company find ways to pollute less. But as the Great Lakes Radio Consortium’s Erin Toner reports, some environmentalists say GM’s efforts are missing the point:

The world’s largest automaker is doing something it’s never done before. General Motors is
recruiting people who live near its assembly plants to help the company find ways to pollute less.
But as the Great Lakes Radio Consortium’s Erin Toner reports, some environmentalists say GM’s
efforts are missing the point.


The city of Lansing, Michigan is the car Capital of North America, producing nearly a
half-a-million Pontiacs, Oldsmobiles, Chevrolets and Cadillacs every year. Later this year,
General Motors adds another car to its Lansing lineup – a brand-new Chevy roadster. But it
almost didn’t happen.


Environmentalists threatened legal action to block production because they weren’t satisfied with
the factory’s air pollution controls.


Steve Tomaszewski is General Motors’ Lansing environmental manager.


“People were concerned, everyone was concerned. There was a breakdown of communications,
on all parties.”


The disagreement was over air pollution from one of GM’s plants. Those emissions were due to
nearly double under a new state air quality permit.


Some Lansing residents and two state environmental groups threatened to appeal that new permit
if GM didn’t agree to use better pollution controls. The two sides made their cases in the local
papers and eventually struck a deal.


Again, GM’s Steve Tomaszewski.


“We’ve come a long way, a long way, from where we started in the process. You know, we sit
down and we know more about people’s families other than just concentrating, on you know, the
industrial odor issues, which is great.”


General Motors agreed to join a new Air Quality Task Force. It’s made up of GM engineers,
environmental officials and people who live near the plants. GM also brought in an odor expert to
train the group to sniff out emissions from the plants’ paint shops. This “odor patrol” then files
reports to a new Web site.


Marci Alling is part of the group.


“They kind of calibrated our noses, that’s about the best way to describe it to kind of get us all
where we are more or less reporting the same levels of odor.”


Alling and her husband have lived near GM factories for 10 years. Often, whether they spend
time in their backyard depends on which way the wind blows. In certain weather conditions,
typically on hot, sticky days, a paint-like smell from the plants drifts through their neighborhood.
They’ve wondered whether the odors are making them sick.


State officials say the odors might be annoying, but recent studies found people who live near the
plants are not at a greater risk of cancer or other illnesses.


GM’s Steve Tomaszewski says the odor patrol will help the automaker better monitor emissions.


“We know we can’t be completely odor free. We strive to do our best. But this information, what
we’ll do is be able to go back and it’s more real time. You’re able to link it to the day and the time,
and we’re able to go back into the process to see what’s happening.”


But environmental groups say General Motors should be doing more to reduce pollution in the
first place, instead of tracking emissions after they become a problem.


James Clift of the Michigan Environmental Council says technology is available to make the
painting process cleaner. But he claims GM isn’t using it.


“If what you need is pollution control equipment and it’s not there, the odors may continue. We
might know better what they are, but if the permit doesn’t require them, it doesn’t matter. Now,
the department always has the ability to bring what they call an odor violation against General
Motors. In my mind, they’ve received lots of complaints over the years, but the DEQ has never
acted and actually issued a violation on odors.”


But the Michigan Department of Environmental Quality says it has issued odor violations against
General Motors. GM was ordered to raise its smokestacks in Lansing a couple of years ago
because of a violation. And GM says it recently spent 4-million-dollars on new painting
technology that greatly cuts down on pollution.


Now, General Motors is counting on its neighbors and their noses to help the company improve
air quality near its factories. GM says the project could lead to better pollution controls at plants
throughout the country, including more than 40 in the Great Lakes region.
