For four years, the EPA has been trying to stop the use of the insecticide carbofuran.

The EPA says there are a couple problems. First, it’s toxic to birds. Second, the agency says carbofuran residues on food are not safe for us.
FMC Corporation makes the chemical. It’s been fighting the EPA for years. Now it’s before a U-S appeals court.
Corn, sunflower and potato farmers say they need carbofuran.

John Keeling is the CEO of the National Potato Council.

“Would there be potato production next year in the U.S. without carbofuran? Absolutely. Will it make decisions much more difficult for a lot of growers? Yes.”

The trial for the use of the insecticide is expected to last for months.

Pigs Root Out Evil Bugs

There are a lot of insects that love to eat
apples. A harmful insecticide that kills some of
those pests is being phased out. So farmers are
looking for other solutions. Rebecca Williams visits
an apple grower who’s counting on pigs to get some
help with his pest problem:

The spring rains have started, and at Jim Koan’s pig pen that means mud.

(sound of shoes squishing in mud and piggy snorts)

Of course, these pigs don’t really seem to mind that.

“These Berkshires, you can see, are really friendly, they’re just coming
right up to you.”

Jim Koan really likes his pigs. That’s because he’s hoping the pigs will
take care of one of his worst pests. It’s a beetle called the plum
curculio. In early spring the beetles lay eggs in the little green apples.
The larvae hatch and eat the apples from the inside out.

Then the tree drops the bad wormy apples on the ground. And the worms just
keep on eating.

For a long time, farmers used an insecticide called azinphos-methyl to kill
the beetles. But the Environmental Protection Agency is phasing it out.
That’s because the EPA says the pesticide is very toxic to some wildlife and
it can make farm workers sick.

Jim Koan hasn’t used the pesticide for 10 years, ever since he became an
organic grower. So for years now he’s been trying to find a perfect
predator to stop the beetle larvae.

The chickens were too lazy. Hawks ate the guinea fowl that he tried.

So, finally, Koan says he had a flashback. His grandpa used to have hogs in
the orchard.

“When I would climb up to go up in the tree in the summertime to get a green
apple to eat all the hogs would come running over there and my granddad
always told me you stay away from those hogs they’ll eat you up! I’d be
really scared and be up there for an hour or two until the hogs left again.”

(laughs)

Koan says he knows now that the hogs were just hoping for a snack. So last
year he decided to buy some hogs and see if they would eat the wormy apples
on the ground. He says baby pigs worked best.

“And they’d just go up one row gleaning it, kinda like little vacuum
cleaners (makes sucking sound) and suck up all the apples!”

Koan says the baby pigs ate 98% of the fallen apples with beetle
larvae in them. But he still needed to know that the beetles were actually
gone, so they wouldn’t come back to attack his apples next year.

That job
was up to researchers at Michigan State University. Koan says they fed a
mix of beetle larvae and apples to pigs on campus.

“Then they put diapers on the hogs – truly, diapers!! It was unbelievable.
They took special superglue and velcroed it on their butt so then when they
defecated they caught all that. Then they took these poor students and made
them go through there and wash all that and look for worms.”

Koan says out of 200 worms that were fed to the pigs, they only found one
worm at the other end. That means, so far it looks like pigs are a
pretty good predator.

But the researchers don’t want to let pigs run wild – just yet. David
Epstein is the lead researcher on the project.

“Jim and I are scheming all the time. I have great expectations that this
could be a good management tool in the future but we have to figure out how
to do it properly.”

Epstein says they need to make sure the pigs don’t cause any contamination
problems. Something like E. coli. He says so far there isn’t any
evidence of that, but it’s the kind of thing you have to be sure about.

If this all goes well, the farmer and the scientist will be writing a book
together. It’ll be sort of a self-help book: getting pigs to take care of
what’s bugging you.

Over the next six years, the Environmental Protection Agency is phasing out the remaining uses of an insecticide used on foods. Lester Graham reports, some environmentalists say it should be banned immediately:


The insecticide azinphos-methyl, or AZM, is still used on some vegetables, nuts, and fruits. The chemical can cause short term harm to farm workers and their families who live near orchards. Over-exposure can cause nausea, vomiting, and in severe cases convulsions, coma, and death. Low-level long-term exposure can cause memory loss and other affects on the brain.


Shelley Davis is with the group Farmworker Justice.


“There are plenty of adequate, safer alternatives for pest control on the market already. Growers do not need to use AZM. This is the time the EPA should show leadership and should say ‘Let’s switch to safer alternatives.'”


The insecticide won’t be completely phased out until late in 2012. Apples, blueberries, parsley, cherries and pears will be the last foods still treated with AZM.

The bacterium known as Bt produces a toxin that has long
been used to control some insect pests. Researchers at the University
of Wisconsin-Madison have found the ability of Bt to kill gypsy moth
caterpillars is helped by the bacteria that are found in the guts of
the insect.


Graduate student Nichole Broderick is the lead author of
the study, which is published in the Proceedings of the National
Academy of Sciences
. Broderick says knowledge of how Bt kills
caterpillars could lead to better use of Bt in the environment.


“It would be useful in terms of improving the effectiveness in field
applications and making perhaps methods of control more specific to
the pest that you’re going after.”


That could help target the nasty insects without harming the beneficial
ones.

But critics say federal agencies aren’t doing a good job of testing genetically modified food for safety. They’re backing the right of local governments to regulate genetically engineered crops themselves. The Great Lakes Radio Consortium’s Sarah Hulett reports:

The nation’s agricultural seed companies are fighting local restrictions on
their genetically engineered products. They say it’s the federal
government’s job to regulate food safety, but critics say federal agencies
aren’t doing a good job of testing genetically modified food for safety.
They’re backing the right of local governments to regulate genetically
engineered crops themselves. The Great Lakes Radio Consortium’s
Sarah Hulett reports:


Genetically engineered crops are created when genes from other plants,
animals or bacteria are used to alter their DNA.


Critics call them “Franken-foods,” and two years ago, three California
counties banned farmers from growing genetically altered crops. That
alarmed the agribusiness industry, and now it’s fighting to keep that from
happening elsewhere.


So far, the industry successfully lobbied 14 states to pass laws preventing
their local governments from putting restrictions on engineered crops.
Four other states are considering similar measures.


Jim Byrum is with the Michigan Agri-Business Association.


“Frankly, it’s pretty frustrating for us to look at some of the rumors that
are floating around about what happens with new technology. It’s
reduced pesticide use; it’s reduced producer expense in production. It’s
done all sorts of things.”


Genetically engineered seeds are created in the laboratories of big seed
companies like Monsanto and DuPont. The modified plants can produce
higher-yield crops that make their own insecticides, or tolerate crop-
killing problems such as drought or viruses.


Proponents of the technology say genetically altered crops have the
potential to feed the world more efficiently, and they say it’s better for
the environment. That’s because the crops can be grown with fewer
polluting pesticides, but critics say not enough is known yet about
engineered crops’ long-term ecological impact, or on the health of
people who eat them.

Michelle Lutz is among the skeptics. She and her husband run an 80-
acre organic farm north of Detroit. She’s watching about a dozen head of
the beef cattle she’s raising. They’re feeding on cobs of organic corn
grown several yards away.


“I’m surrounded by conventional farmers. The farmers right over here to
my east – they’re good people, and I don’t think they would intentionally
do anything to jeopardize me, but they are growing genetically modified
corn.”


Lutz worries that pollen from genetically modified corn from those
nearby fields could make its way to her corn plants – and contaminate
her crop by cross-breeding with it. Lutz says people buy produce from
her farm because they trust that it’s free from pesticides, because it’s
locally grown, and because it has not been genetically altered. She says
she shares her customers’ concerns about the safety of engineered foods.


Lutz says letting local governments create zones that don’t allow
genetically engineered crops would protect organic crops from
contamination.


But Jim Byrum of the Michigan Agri-Business Association says no
township or county should be allowed to stop farmers from growing
genetically modified crops. He says every engineered seed variety that’s
on the market is extensively tested by federal agencies.


“Frankly, that evaluation system exists at the federal level. There’s
nothing like that at the state level, and there’s certainly nothing like that
at the local level. We want to have decisions on new technology, new
seed, based on science as opposed to emotion.”


Critics say the federal government’s evaluation of genetically modified
crops is not much more than a rubber stamp. The FDA does not approve
the safety of these crops. That’s just wrong.


Doug Gurian-Sherman is a former advisor on food biotechnology for the
Food and Drug Administration.


“It’s a very cursory process. At the end of it, FDA says we recognize that
you, the company, has assured us that this crop is safe, and remind you
that it’s your responsibility to make sure that’s the case, and the data is
massaged – highly massaged – by the company. They decide what tests
to do, they decide how to do the tests. It’s not a rigorous process.”


Gurian-Sherman says local governments obviously don’t have the
resources to do their own safety testing of engineered foods, but he says
state lawmakers should not allow the future of food to be dictated by
powerful seed companies. He says local governments should be able to
protect their growers and food buyers from the inadequacies of federal
oversight.

The Emerald Ash Borer is being found in new places. The Great Lakes Radio Consortium’s Jeff Bossert reports officials are emphasizing a different way to stop the small metallic-green bug:


The emerald ash borer is killing ash trees throughout much of Michigan, and it’s spreading. It’s been discovered in parts of Ohio, Indiana, and Ontario.


Michigan State University entomologist David Smitley suggests homeowners work to stop the spread of the insect by treating the ash tree while they’re still healthy.


“That’s really critical. You need to start with a healthy tree, and that’s why we’re trying to get the word out.”


Smitley says homeowners in Michigan should consider applying insecticides
this fall and every subsequent spring, but University of Illinois
entomologist James Appleby says that’s not enough. That’s because too many don’t know about the emerald ash borer, and will fall back on spraying when it’s too late.


“I hate to get that kind of publicity out. I think the main thing
here is that we just be aware that we not bring any firewood from Michigan
into Illinois or Indiana or any other state.”


Appleby says a recent survey in Michigan revealed fifty percent of those
questioned had never heard of the emerald ash borer.

While that water is important for the rivers’ health, it brings with it soil, herbicides, and insecticides from farms. Programs designed to help keep soil and chemicals on the farm and out of the watershed are growing in popularity around the region. The Great Lakes Radio Consortium’s Jonathan Ahl has more:

Each spring, the seasonal rains and melting snow lead to millions of gallons of water entering
rivers and streams around the Midwest. While that water is important for the rivers’ health, it
brings with it soil, herbicides, and insecticides from farms. Programs designed to help keep soil
and chemicals on the farm and out of the watershed are growing in popularity around region. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


It’s a cold Spring day on Tom Springer’s Farm. But the strong winds and light rain do not
dampen the spirit of Springer. He’s showing off strips of land that contain tall grasses that would
normally be farmland waiting for the Spring planting:


“What we’re doing, we’re trying to create shelter belts up against these food plots for the birds
and the wildlife to have shelter in the winter.”


Springer is referring to buffer strips. The long, narrow pieces of land that take up about one acre for
every 30 acres of this farm in Central Illinois. The strips provide food and habitat for wildlife
such as quail and pheasants. They also provide a “catch” for some of the soil and chemicals that
would otherwise end up in the nearby Mackinaw River. That’s why some groups call them filter
strips. Springer is taking part in several state and federal programs that pay him to take the land
out of production and convert it to these buffer strips. Springer says he likes having the wildlife
around and wants to help the environment. But he says the financial incentives are the essential
ingredient that makes his buffer strips a reality:


“It was getting to the point that us small-time farmers we’re going to get pushed out because of
the economics of it. So I went ahead and did this, and it’s really worked out good. It’s a different
way of farming. It really is. What I’m doing, I’m farming the wildlife. I’m farming the
conservation program.”


Depressed crop prices and growing expenses are making the buffers strips a more popular
alternative for farmers. Adding to the financial advantage are not for profit groups such as Trees
Forever and Pheasants Forever. They make contributions of time, materials, and expertise to
farmers like Springer. That makes it easier to build the strips that comply with the state and
federal subsidy programs.


Tom Miller is with Trees Forever. He says the government payments get farmers to consider the
program. But he says they stay in because they know what they’re doing is right for the
environment. Miller says farmers are learning the dangers of plowing their land right up to the
banks of rivers and streams:


“Typically in the past, it’s been whatever farmland was there they would farm up to the edge.
But I think increased awareness and education over the last ten years from local and state
agencies and non-profits helped farmers realize you can’t do that.”


Miller says his group’s Buffer Initiative and others around the Midwest are gaining momentum
and making a difference in cutting down on pollution in waterways. But not everyone believes
these buffer strips are the magic bullet to fight erosion and chemicals in the watershed:


“I would say they are necessary but they’re not sufficient.”


Terry Kohlbuss is the director of the Tri-County Regional Planning Commission, a central Illinois
governmental group that has pushed for numerous water clean-up programs. He says buffer
initiatives are good programs. But he says it is only a drop in the bucket in the fight to help
bodies of water:


“But the other important source of that accelerated flow of water through the natural drainage
system is from developed areas. The solution set here is that there are probably 15 to 20 or 30
different types of programs that need to be in place to really get after this problem successfully.”


Kohlbuss says land management plans that cover all types of land will be necessary if there is
ever going to be meaningful progress in keeping soil and chemicals out of the rivers. Other
critics of the Buffer Strip program say there’s no guarantee the program will last because farmers
are reacting to the subsidies. Tom Springer says he has heard the criticism that if crop prices go
up or the payments run out, farmers will give up on conservation programs:


“I think a lot of them, if the program burns out in fifteen years, they’re talking about tearing a lot
of these out. We’ll I’m not, I’m going to leave mine in. They are on sand hills that were always
burnt up in the fall, you know. Most of the time it wouldn’t make much of a crop anyway, so we
are going to use it for conservation measures.”


Organizers of the buffer strip programs hope all of their participants will have the same point of
view as Tom Springer. Meanwhile, they continue working on finding more farmers to sign up for
the program.

Genetically modified crops are planted throughout the Midwest, but some scientists are
concerned genes from these crops could escape and work their way into weedy plants. With
these genes, weeds could become more vigorous and harder to kill. New research shows this can
happen between closely related crops and weeds. The Great Lakes Radio Consortium’s Cristina
Rumbaitis-del Rio prepared this report:


Genetically modified crops have been around for quite a while. In the U.S. last year more than 88
million acres were planted with genetically modified soybean, corn, cotton and other crops. Some
of these plants are engineered to be more resistant to herbicides, making it easier for farmers to
get rid of weeds without damaging their crop. Others are engineered to resist plant-eating insects.


But some scientists worry about the ecological effects of these crops. Allison Snow is a professor
of ecology at Ohio State University. She studies genetically modified sunflowers. Snow says she
got involved in this research when genetically modified crops were first being introduced because
she was afraid no one else was looking at the environmental effects of these crops.


“It was kind out of a fear factor for me of wanting to make sure that someone was watching to see
what the environmental effects might be.”


The sunflowers Snow studies have a gene added to them, which produces an organic insecticide
that kills insects feeding on the plants.


According to Snow, the problem with these pesticide-producing sunflowers is the insect-killing
gene can be transferred from crop sunflowers to their weedy cousins, which are often growing on
the edges of fields. Bees, flies and other insects can transfer the gene to the weeds by cross-
pollinating the plants, which are close relatives. Snow’s research shows once the gene gets into
the weed population, the weeds become insect-resistant as well.


“The new gene worked really, really well in the weeds. It protected them from the insects. And
because they were protected, they had more energy to devote to making seeds.”


Snow says the most startling result was the number of seeds these weeds were making.


“In one of our study sites, they made 55% percent more seeds per plant – just because of one
gene. Which is kind of unheard of. We’ve never seen a result like that – where one gene would
cause the whole population to suddenly start making 55% more seeds.”


The gene might make weeding a more difficult task, but Snow says she wouldn’t quite call them
“super weeds,” a term some environmentalists have used.


“We might see that the weedy sunflowers become worse weeds, I wouldn’t call them super
weeds, because to me that would imply that they have many different features instead of just one
that causes them to make more seeds. But I could imagine in the future there might be enough
traits out there that could turn a regular weed into something much more difficult to control – like
really would be a super weed.”


Snow says she will have to do more research to see if the extra seeds made by the weeds will turn
into more weeds and hardier weeds in farmer’s fields.


But, she might not be able to finish her research on sunflowers because the companies that make
the crop have decided not to renew her funding and won’t give her access to the sunflowers or the
genes.


“It was all about stewardship and responsibility.”


Doyle Karr is a spokesperson for pioneer hi bred, one of the companies which makes the
sunflowers. He says the company realized a few years ago there wasn’t enough demand for the
product to justify commercially producing it. As a result, he says, the company couldn’t continue
funding sunflower research, and doesn’t want to be held responsible for keeping the gene safe
while the research is being conducted.


It’s an issue of a biotech trait that we are not pursuing and not bringing to the market, and if we’re
not bringing it to the market, we can’t justify taking the responsibility of having that trait out
being worked with, with a third party.”


While some academic researchers argue the universities take on legal liability when they work
with genetically modified plants, Karr says the university’s liability is often limited by state law.
He says the company is ultimately held responsible if only by the court of public opinion.


“Should something happen with this gene that was not expected or a mistake happened – that
would ultimately come back to those who initially made the gene available.”


While this issue remains unresolved, Snow is continuing her research. Genetically modified
sunflowers are not the only crop to study. Snow is now working in Vietnam where weedy species
of rice grow naturally, and where genetically modified rice might be introduced in coming years.
She’s concerned the traits of the genetically altered rice might be transferred to the wild species
of rice, just as happened with the sunflowers.

New research conducted by Penn State Ecologist Joseph Wiesecker indicates that
frogs face a much higher risk of developing severe limb deformities when exposed to
currently acceptable levels of two common farm chemicals… the weedkiller atrazine
and the insecticide malathion.


These chemicals lowered the immune response of frogs, which is why they became
more susceptible to disease. Wiesecker says understanding this susceptibility is key
to safeguarding not only amphibians but humans as well.


“The apparent increase in limb deformities over the last decade is part of a larger
issue, one that involves amphibians but also humans and other animals. And that is
the increase or prevalence of infectious disease.”


Wiesecker is now conducting a five-year regional study that will artificially create
environmental changes associated with human development, and chart their impact
on frogs and other wetland animals.

Gypsy Moth Continues Its Destruction

The Gypsy Moth caterpillar cut a wide-swath of destruction through some midwestern states this year. The caterpillar has been called one of the most destructive hardwood forest insect pests in the U.S. The Great Lakes Radio Consortium’s Natalie Walston reports:

Agriculture officials in Great Lakes states have tried a variety of chemical methods to stop the spread of the gypsy moth. Still, it’s estimated the gypsy moth caterpillar destroyed a record forty-two thousand acres of trees in Ohio alone this year. The Ohio Department of Agriculture says that number has doubled from last year. Agriculture officials in New York State say the gypsy moth caterpillar feasted on fifty thousand trees this year. That’s compared to twenty-seven thousand last year. But, the state of Michigan got a break. Michigan Department of Natural Resources entomologist, Frank Sapio says the insects died from a virus before they could destroy trees, and he says the DNR released a natural fungus that worked with the virus to kill the caterpillars. Last year, though, the caterpillars were blamed for eating ninety-seven thousand acres of tree leaves in Michigan.
