National Parks Get a Little Green

There was a time – not that long ago –
when a lot of the National Parks in the
country were strapped for cash. They
were cutting staff and cutting services.
But, Mark Brush reports, now Congress
is investing more in the parks:

is investing more in the parks:

It started changing in the last year or two of the Bush Administration. The Bush White House realized that the National Park System was coming up on its 100th Anniversary in 2016.

No one wanted the Centennial marred by crumbling roads or Parks that were understaffed. So Washington pledged to increase the overall budget for the National Park Service by 100 million each year until the Centennial.

And folks like Tom Ulrich say Congress has been making good on that pledge. He’s the deputy superintendent at Sleeping Bear Dunes National Lakeshore on Lake Michigan.

“A few years ago our discussions weren’t, you know, ‘Well, we got a little bit of extra money how are we going to spend that?’ They were, ‘We have to cut from last year. What are we going to cut?’ And so it’s nice to have those discussions change.”

Ulrich says a lot of National Parks are also getting some money from the stimulus package passed earlier this year.

Sewer Districts Seeking Bottle Tax

Sewage treatment districts are looking for more money to

fund repairs and upgrades to the nation’s sewage systems. One idea
they’re discussing is a seven percent tax on many types of bottled

A group representing 300 sewer districts around the U.S says a Clean
Water Trust Fund is needed for infrastructure projects. Ken Kirk is
Executive Director of the Association of Metropolitan Sewerage
Agencies. He says there isn’t enough public money to maintain the sewers
built
decades ago and reduce sewer overflows into rivers and lakes.


“We’ve gone from a grants program to a state revolving loan
program which is important but gets cut each and every year.”


So Kirk’s group will meet with industry lobbyists in Washington D.C.
this month and talk about other funding sources. One idea is to
create a national tax on all bottled drinks except for milk, juice,
baby formula and health drinks.


Kirk says polling shows people support having a dedicated source of funding for clean water. But a major brewer plans to fight the proposal. Miller Brewing says forty-four percent of the price of its beer already goes to taxes.

Cleaning Up School Bus Pollution

When a diesel school bus accelerates, it often leaves behind a black puff of
smoke. Health experts say that pollution can cause or aggravate respiratory
problems in young children. The EPA has given a couple of Michigan school
districts money to install devices on 160 buses, to reduce carbon monoxide and
small particle emissions. EPA Administrator Mike Leavitt says the government
wants to retrofit or replace all of the country’s 400,000 diesel school
buses by 2010. The agency is also working to develop cleaner-burning fuel
for all diesel vehicles.


“That black puff of diesel smoke that we’ve been accustomed to seeing
coming out of the tailpipe of not just school buses but big trucks and
construction equipment is going to be a thing of the past.”


The Union of Concerned Scientists says the government will have to spend billions
of dollars to meet its goal. Congress has allocated five million dollars for this
fiscal year’s round of grants.

The Bush administration has proposed a funding increase for a nationwide
program to reduce pollution from diesel school buses. The Great Lakes Radio
Consortium’s Erika Johnson reports:


The Environmental Protection Agency launched a program last year to cut
emissions from diesel school buses. Five million dollars was divided among
a handful of school districts nationwide. The money was used to replace or
retrofit diesel school buses with pollution control devices and to provide
cleaner burning diesel fuels. Now, the Bush administration has proposed
that an additional 65-million dollars be added to the program next year.


Tom Skinner is EPA’s Region 5 Administrator.


“The reason for the big jump is that we’ve seen the kind of success, the
kind of results that can be created by the program, and what we’ve found is
it’s tremendously effective. We started with a relatively small pilot
program with limited funding, and now is really when we’re going to kick it off, and
expand it dramatically and really reach across the country.”


Skinner says EPA hopes to replace or retrofit all diesel school bus engines
by 2010.

Most of the Great Lakes states are taking advantage of a federal program to get money to help
make creeks, rivers, and lakes cleaner. But one state has not found a way to get the federal
dollars. The Great Lakes Radio Consortium’s Lester Graham reports:


The U.S. Department of Agriculture’s Conservation Reserve Enhancement Program is making
hundreds of millions of federal dollars available to states if they come up with matching funds of
about 20-percent. The money would go to private landowners to take measures to reduce soil
erosion and pesticide and fertilizer runoff. Seven of the eight Great Lakes states have signed
agreements with the federal government, each earmarking tens of millions of dollars to leverage
much more from the federal government. The state of Indiana has a proposal before the USDA,
but instead of tens of millions of dollars set aside as the other states have done, according to a
report in the Star Press newspaper, Indiana so far only has set aside 120-thousand dollars.
Conservationists in that state are calling on the legislature to tax bottled water and bagged ice as a
way to come up with the matching funds to leverage the federal money.
