The Environmental Protection Agency puts on what it calls a “green power challenge” among colleges each year – who’s using more renewable power such as solar, wind, and geothermal.

This year, the Ivy League beat out the Big Ten to come in first.

The University of Pennsylvania was the top winner.

Blaine Collison directs EPA’s Green Power Partnership. He says colleges and universities can have a lot of influence with utility companies.

“If every school in America were to stand up tomorrow and say ‘we want to be 50% green powered by the end of next year’, the supply side of the market would say, ‘great, let’s talk about how to do that.’”

But in this competition, there’s a lot of room at the top. Only 54 schools were purchasing enough green power to qualify for the challenge.

The report was put out by the Geothermal Energy Association. They found the number of geothermal power plant projects being developed jumped by 46% compared to 2008.

They say the jump was driven by federal stimulus money. And some state laws that mandate that utilities provide a certain percentage of renewable power.

Karl Gawell is with the Geothermal Energy Association. He says, right now, there are specific places where these power plants work best.

“Well, the best reservoirs right now tend to be in the western United States. And in areas where the heat of the Earth actually comes closer to the surface of the Earth. But, you know, the potential is nationwide.”

Gawell says we don’t have good technology to find new heat reserves under the Earth. And, until we invest in better exploration technology, we won’t know where to find these hot spots.

Hawaii imports fossil fuels – namely oil – to meet 90% of its energy needs –
including electricity.

“We’ve been saying for decades that this is foolish, and yet we haven’t changed. Well, now we’re
changing.”

Ted Peck is the state’s Energy Administrator. He says recent approval of
the new pricing model will help spark that change.

It offers a premium price for renewables. That makes it easier for solar and
wind companies to secure financing because they know what they’ll be
paid.

Mark Duda is president of the Hawaii Solar Energy Association. He says
it’s not as wide-open as the German model, but it will make a difference.

“Many of the key design elements went in the direction that the solar industry wanted, and so we’re
definitely pleased with that.”

The big sticking point is setting what will be paid for renewables. And some
are worried about how this will affect ratepayers.

Hawaii already has the highest energy prices in the nation.

Nearly 20 years ago, Germany passed a law requiring utility companies to pay
homeowners more for creating green energy. Today that includes wind and
geothermal, but the big winner is solar.

Dr. Silke Karcher is a scientist at the German Ministry of Environment in Berlin.
She says the solar industry is growing, despite the lack of sun.

“One of the instruments, one of the legal instruments that we would really like to
export that has really been successful is the way that we’re supporting renewable
energies and electricity. We have a so-called ‘feed in tariff law,’ which mean that
wherever in Germany you produce renewable energy, you can feed it into the
grid and you get a specific price.”

And that policy has put Germany way ahead to the US. Even with all the rebates
and other recent incentives in the nation’s most pioneering green tech states, it
takes longer for homeowners in the US to pay off an investment in a solar array.

“What Germany does is that they say we’ll pay x amount of euros for every
kilowatt produced, period.”

That’s Jim Rarus, principal of InPower. It’s a Colorado-based solar installation
company. Rarus says rather than comparing renewable fuels to less expensive
fossil fuels, Germany accounts for the costs of pollution.

“They don’t compare certain technologies like solar, which obviously have a
higher cost basis, to other technologies like coal and natural gas, which have a
lower costs basis. So they’re paying a price that reflects the fact that it’s a little
more expensive to build a solar plant and allows the people that put it in to either
get their money back or to make a reasonable return.”

For homeowners investing in solar arrays in the US, the process can be
unpredictable and even frustrating. Johnny Weiss is executive director of Solar
Energy International. It’s a Colorado based nonprofit that trains people for
careers in the solar industry. He says the incentive system in the US is too
complex.

“Over here, it’s different and a more complicated system. We all have states that
are free to do their own incentive programs. We have incentives at the national
level. We have incentives at the local level. But the result is that it’s a bit
overwhelming for not just solar professionals, but the public as well. And it’s not a
consistent thing people can count on.”

Some communities in the US are trying out the European model. But the limited
government support in the US has driven competition as solar companies try to
make the energy source affordable. That’s something some fear isn’t happening
anymore in Germany.

Dr. Kurt Christian Scheel heads up the Department of Climate and Sustainable
Development for the German private industry association. Scheel worries that
government incentives have stifled innovation.

“I mean, let’s put it this way. Whoever produces solar panels in Germany has a
safe earning and no motivation in anyway to, and not enough competition to,
innovate and to make things better.”

But even if in the long-term some feel a feed-in tariff slows innovation and
growth, it’s proven that in a short period of time it can drive energy consumers to
become producers.

Homeowners can get 30% of the cost of a new heating or cooling system refunded on their taxes. For most systems the government caps the refund at $1,500.

Trade groups say the credits didn’t do much for air conditioning sales this summer. They say the types of air conditioning systems eligible for the credit are just too expensive.

But energy efficient furnaces cost a lot less – so trade groups do expect the tax credits to boost furnace sales.

Francis Dietz is with the Air Conditioning, Heating, and Refrigeration Institute. He says the credits did boost sales of geothermal systems – the most efficient systems out there.

“That was a bright spot. That is a 30% uncapped tax credit. So basically a homeowner who has a geothermal heat pump installed can get back, as a credit, 30% of the cost of that.”

That’s a big help – because geothermal systems can cost between $15,000 to $28,000 to install.

A company called Raser Technologies just started up a new electric generating plant
using geothermal. No emissions, no pollution – just power.

Brent Cook is the CEO of Raser.

“This first phase of the plant that we just brought on-line will power approximately
nine-thousand homes in the city of Anaheim, California.”

Cook says this technology will work a lot of places out West where the earth’s crust
is a little thinner. You don’t have as far to drill down into the earth.

A National Renewable Energy Lab report estimates geothermal could meet about a
third of the nation’s electrical demand.

And, this new technology developed by UTC Power could work other places. For
example, it could convert waste heat from factories into electricity.

Inner City Church to Turn Water Into Heat?

But one church that was almost destroyed by a mine is now trying to turn it into a new kind of green resource. Katherine Fink reports:

But one church that was almost destroyed by a mine is now trying to turn it into a new kind of green resource. Katherine Fink reports:


John Wesley A.M.E. Zion Church is on a street where cars don’t stop. Crime rates are high here. A faded sign with graffiti on it indicates where a convenience store used to be. Most of the church’s stained glass windows are either missing or covered with plywood. Pastor Calvin Cash says he remembers when things were different.


“This was once a thriving community. Stores, residential homes, businesses, the whole bit.”


Cash was first assigned to the church in 1996. It had been closed for a couple years. He found 18 inches of orange water in the basement. Moss was growing on the walls. Cash says church leaders had known about the water problem, but thought they had it under control.


“For years, they had sump pumps down in the basement. And when the water reaches a certain level, the sump pumps would come on, and carry it away.”


Meanwhile, state environmental workers were investigating another mysterious pool of water down the street. They suspected an old underground mine had filled with water and was starting to burst. One of those workers, Charles Johnson, noticed the church nearby.


“I left a card inside of the mailbox with my number on it and said if you are having any water problems in your basement, give me a call… so within two days, reverend Cash gave me a call and said, ‘you got to see this.'”


Mine-related issues are not new for the Pittsburgh area, which has one of the largest coal seams in the country. But water problems like these are becoming increasingly common as more and more mine voids fill to capacity. Johnson says in the church’s case, the need for a fix was urgent.


“The pressure on the building from the water; it was just a matter of time before the pressure would just collapse the whole building.”


Workers redirected the water into local storm sewers, relieving the pressure on the church.


Since then, Johnson says they’ve learned that mine water can actually be useful. Its constant 57-degree temperature makes it an attractive candidate for geothermal heating, which uses the earth’s natural warmth.


George Watzlaf with the National Energy Technology Laboratory has studied the idea.


“We could probably reduce their heating and cooling costs 60, 70, maybe 80 percent; the annual cost.”


Geothermal heat is becoming increasingly common as a lower-cost alternative to natural gas. Pipes filled with an antifreeze solution carry heat from deep in the earth up into buildings. Instead of using antifreeze, Watzlaf says he wants to build a system that draws in mine water:


“We’re trying to put together a small project where we price everything out to say, okay, all we need is $10,000 to go out and put in a small system somewhere, heat a shed or something like that. Just to, no pun intended, get our feet wet and just learn some things about some of the potential problems and how we can overcome those problems.”


Reverend Cash wants his church to be that demonstration project. Since learning about geothermal heat and its potential cost savings, Cash is convinced it could save his blighted neighborhood. He’s become a convert to all things green.


“We are responsible for this world, and God expects us to take care of it.”


On this night, Cash is holding a workshop at the church to help residents learn how to make their homes more energy efficient. Only one person came. Trays full of untouched sandwiches, fried chicken and cookies are being wrapped up for another day, but reverend Cash says he’s not discouraged. Sometimes, he says it takes something big to get people’s attention:


“One of the best proofs of it, when they were taking that water out of there, we had all that heavy equipment active out there, and if 10 cars went by, nine of then slowed down or stopped to see what was going on. And I think when we start building back this community, that curiosity will grow, and benefit us. So we’ll hold on and see.”


Cash is hoping to convince the state to have faith in geothermal heat. His church is applying for a grant this year.

Even former oilman President Bush says we have to kick our addiction to oil, but what’s the government doing about it? Stephanie Hemphill looks at our national energy policy and its priorities:

Americans are thinking about energy more. We’re facing higher energy prices, there’s worry about climate change, and there are questions about whether our need for foreign oil is forcing the country into wars in the Middle East. Even former oilman President Bush says we have to kick our addiction to oil, but what’s the government doing about it? Stephanie Hemphill looks at our national energy policy and its priorities:


This winter, a handful of people around the country won’t have to worry about oil or gas prices. Jamie Juenemann is one of them. He lives out in the country in northern Minnesota, and he’s installed his own energy plant.


Behind the house, there’s a pole reaching above the trees. At the top, a modern windmill turns as it catches the wind. There’s also a solar hot water heater, and a geothermal heat pump, that brings underground heat into the house.


“This was the final phase in our goal to become carbon neutral; essentially producing as much energy as we’re consuming.”


Carbon neutral means not using fossil fuels that emit carbon dioxide, believed to be a greenhouse gas, and warming the planet.


Of course these systems aren’t cheap. Juenemann took out a second mortgage to pay for them. It was a big decision, but he says he’s doing what he can to make sure his young daughters will inherit a livable world.


“It’s all about choices. We have the choice to either purchase a Chevy Suburban, or we can use that same outlay, that same expense and put in some renewable energy systems.”


Eventually these systems will pay for themselves, and the Juenemann family will have free hot water, electricity, and heat.


The government helps pay for some of these systems; as much as three-quarters of the cost can be covered by tax-breaks and rebates. The trouble is one of the major federal subsidies ends next year, and others are limited to the first few buyers in a fiscal year. Businesses that sell renewable energy systems say that on-again, off-again subsidy approach by the government makes it difficult to stay in business to provide the alternative systems.


Politicians have been sending mixed messages about energy. Last year’s energy bill offered subsidies for nearly every energy source, without sending a clear message favoring one over another. Congress even offered subsidies for fossil fuels.


And that makes sense to John Felmy. He’s chief economist at the American Petroleum Institute. He says the country depends on traditional sources — including the 40% of our total energy budget that comes from oil. He says the government should subsidize exploration and research on fossil fuels.


“You have to say where can you get the biggest impact from encouraging additional supplies, and those numbers of 40% clearly dwarf what you have from the alternatives.”


He says to keep the economy strong, the government should make it easier to drill for oil and gas, and to bring energy to where it’s needed.


Another government approach to the challenge of energy is to reduce the demand. Some groups predict conservation could cut energy needs as much as thirty percent.


J. Drake Hamilton is a scientist with Fresh Energy, a non-profit organization. She says conservation is cheaper and cleaner than producing more energy.


“Every time you cut energy use, you cut pollution. Every time you increase it, you increase pollution.”


And some people regard pollution as a hidden cost of traditional fuels. They say if consumers directly paid for the environmental and health costs of burning coal and oil and gas, the prices would be a lot higher. Economists call these “external costs,” and they argue over how to set a price on them.


Environmentalists say we should start charging an extra tax on fossil fuels because they contribute to global warming. At the same time, we could reduce the income tax, so the shift would be revenue-neutral, but the idea is still likely to be politically unpopular. A higher tax on fossil fuels would mean higher prices, which would make renewable energy systems more competitive.


There’s nothing new about taxing things that are bad for us, and subsidizing things that are good. But so far, when it comes to energy, Congress hasn’t been able to agree on what to discourage, and what to encourage.

The report by the Union of Concerned Scientists urges Congress to adopt a policy
requiring 20 percent of the nation’s energy to be produced using renewable sources
by the year 2020. Those sources could be wind, solar, or geothermal energy. The report
says such a policy could create thousands of new jobs in manufacturing, construction and
maintenance.


Jeff Deyette is an energy analyst with the Union of Concerned Scientists. He says
rural communities – especially farmers – could be the biggest winners under the proposal.


“Farmers that were chosen to have wind power facilities sited on their land could get up
to as much as $4,000 per turbine to lease on their property.”


Deyette says a national renewable energy standard could save consumers nearly 50 billion
dollars by 2020. He says that’s because increased competition from renewables would help
lower the demand and the price of natural gas.

Lessons From Green Building Design

Principles of sustainable design, or “green building” have been around for years. These are designs that, among other things, reduce energy use and create more comfortable working environments. Yet they are often dismissed as costly, impractical, and experimental. But green design has come a long way in recent years. The construction cost of an environmentally-friendly office building today is comparable with the cost of more traditional methods, and the maintenance costs are often much lower. Architects and builders across Pennsylvania have learned that, and the result has been a major shift in how buildings are constructed. And the lessons learned there could eventually make their way across the entire Great Lakes region. The Great Lakes Radio Consortium’s Brad Linder reports:

Yet they are often dismissed as costly, impractical, and experimental. But green design has come a long way in recent years. The construction cost of an environmentally friendly office building today is comparable with the cost of more traditional methods, and the maintenance costs are often much lower. Architects and builders across Pennsylvania have learned that, and the result has been a major shift in how buildings are constructed. And the lessons learned there could eventually make their way across the entire Great Lakes region. The Great Lakes Radio Consortium’s Brad Linder reports:

The Heinz National Wildlife Refuge at Tinicum Marsh lies just around the corner from the Philadelphia International Airport. The refuge is also home to the Cusano Environmental Education Center, celebrating its first anniversary as what many consider to be the city’s greenest building.

The Center’s heating and cooling relies on a geothermal system. About five hundred feet below the Cusano Center, the temperature remains near 50 degrees all year round. Deep wells reach into the ground to borrow heat in the winter, and cool air in the summer.

The Center also makes use of a “marsh machine,” to clean and recycle wastewater. Refuge Manager Dick Nugent says the machine uses natural processes to filter water through a “constructed wetland” of PVC pipes, gravel, and marsh plants. Nugent says the city water department delivers drinking water, but the marsh machine has a more important use.

“We wanted this here as an environmental education tool. It isn’t as if we needed it for the functionality of this building. The message to take home is that marshes serve a very important function.”

Cyrus Baym is a volunteer coordinator at the Cusano Center. He says people come expecting to learn about nature, but wind up getting something special out of the building.

“The people that are coming in, they see this fabulous building, a lot of space, a lot of glass, and then when you start explaining along with the exhibits the sustainable design features, the use of recycled materials, passive solar windows their eyes get even bigger. They get more excited and want to implement it in their own house.”

Refuge Manager Dick Nugent says there was some additional cost to innovations like the geothermal system and the southern wall of the building, which is made mostly of glass windows. But in the long run, many of those additions will wind up saving money on electricity and heating. And the overall goal isn’t to be frugal, but to teach.

On the other side of the state, another approach toward sustainable design is taking hold.

Pittsburgh is currently home to one-quarter of the nation’s buildings that have been certified as green by the U.S. Green Building Council. The non-profit national industry group represents design, construction, and environmental interests. The council also administers the Leadership in Energy and Environmental Design, or LEED, rating system, which judges the overall environmental performance of buildings.

Unlike the Cusano Center in Philadelphia, many of Pittsburgh’s green buildings weren’t designed to be educational tools. The PNC Firstside Center in Downtown Pittsburgh provides workspace for 1800 employees in the bank’s technology and processing divisions.

Elmer Burger was one of the principle architects for the building. He says designing the largest LEED certified building in the country made sense for the project. The large floor space improved communication within business departments, and also allowed for extensive use of natural light.

“With a large floor plate, we had an opportunity to make the ceilings higher and bring daylight further into the building. So you can be as far as 125 feet away from the outside wall and still have daylight in a view.”

Burger says the building’s large windows give employees a view of the Monongahela River, and also save money by reducing the need for artificial light.

Rebecca Flora is director of Pittsburgh’s Green Building Alliance, a non-profit group working to encourage and facilitate environmentally friendly design in the city. She says some non-profit groups are interested in green buildings for ideological reasons, but also wind up getting long-term economic benefits.

“The life cycle value of doing a green building is actually quite significant in some cases. I know with Conservation Consultants, their building actually uses 60% less energy than a traditional building, which can have huge implications in terms of the small operating budgets that many non-profits have to work with.”

Flora says saving money is one of the main factors in getting major institutions like PNC to build green

“The myth that is out there is that green buildings cost more, and that’s one that we’re constantly trying to educate people around in that you get what you pay for. We’re trying to educate people around the fact that green building also adds value, and how do we equate that value with increased bottom line is a real key issue for most people.”

Flora says it’s important to convince clients, and not just architects of the benefits of green design. She says if the demand for LEED certified buildings increases, sustainable design techniques will become more common.

A number of other commercial and non-profit institutions in the city have also chosen green design. Both the Alcoa Corporate Center, and the Greater Pittsburgh Community Food Bank are green buildings. And the new David L. Lawrence Convention Center is the first convention center in the country to earn LEED certification

With so many high profile green projects, sustainable design is starting to look like common sense to many architects and their clients. Elmer Burger says the success of the PNC Firstside Center has led the company to adopt a new policy. All of their new corporate buildings will be designed to meet LEED requirements.
