Washington D.C. is a long way from the Great Lakes. Most members of
Congress don’t live near the lakes. And many don’t understand just how big
they are.

Don Scavia used to work for the National Oceanic and Atmospheric
Administration in Washington.

“I’ve spent 15 years inside the Beltway and I just know that the Great Lakes just don’t
have the same sense of urgency and importance inside the Beltway as some other places like the Chesapeake Bay and others have. Senators and
Congressmen don’t have boats on it like they do on the Chesapeake. I think
it’s a matter of if you haven’t been here, if you haven’t seen them, you
really don’t get it.”

These days, Don Scavia is a scientist at the University of Michigan. He’s a
co-author of a report on global warming and the Great Lakes. He says we
need to help the Great Lakes adapt to the changes that are already happening
because of global warming.

“The restoration strategy is put in place specifically to increase the
resiliency of the Lakes, increase the buffering capacity of the Lakes, to allow them
to adapt to this near-term climate change.”

Just about everyone around the Great Lakes has noticed that water levels are
dropping. Recreational boats can get stuck. Big cargo ships can’t get into
harbors. And they have to carry lighter loads when lake levels drop. That
means more trips, and, eventually, higher prices for all of us. And
climate change might make it worse.

On top of that, the Great Lakes are struggling with fisheries collapsing,
invasive species damaging the ecosystem, and pollution that’s never been
cleaned up.

Jeff Skelding is with the Healing Our Waters-Great Lakes Coalition.

“When Great Lakes effort began, we had a lot on our plate to deal with and
then we looked at the science of global warming and its impacts on the Great
Lakes it kinda froze us in our tracks. Now we’ve got global warming to
contend with.”

So, what do the advocates want from Congress?

There’s a $20-billion price tag on Great Lakes restoration.

Bits and pieces of it have gone before Congress. And there’s been some
progress on money for things like restoring wetlands. But for the most
part, most of the time, the Great Lakes just haven’t been a priority in
Washington.

Rahm Emanuel is a Congressman from Illinois. He holds a leadership position
among the House Democrats. He says he hopes the money will be approved by
Congress sometime soon.

“I don’t want another study, I don’t want to pay for another analysis, I’m
over studied, over analysis-ed. We know what it takes to fix it, we know
what the pollutants are, now we’ve got to put our money where our mouth is.”

Politically, the time might not get any better for Great Lakes advocates.
There’s a Census coming up and new Congressional district lines will be
drawn. The Great Lakes region will lose representation in the US House.
That means the Great Lakes states will lose clout in Congress.

So, the region’s members of Congress need to get a Great Lakes restoration
package to the next President before that happens. Great Lakes advocates
are hoping the next President – whether it’s McCain, Obama or Clinton – will
give the Great Lakes more attention, and money.

Peter Annin: “Michigan has been a laggard in monitoring and regulating its own domestic water
use. And so it’s seen by some other states as being somewhat hypocritical in the water debate.
For example, Minnesota, which is the most progressive domestically, if you’re going to withdraw
water from the Great Lakes at 10,000 gallons a day or more, you have to get a permit. In the state
of Michigan you can go up to 5 million gallons of water withdrawn from Lake Michigan per day
before you have to get a permit. 10,000 gallons in Minnesota, 5 million gallons in Michigan, and
this is what is causing tension between Michigan and some of the other Great Lakes states.”

Lester Graham: “Lets assume that all 8 Great Lakes states do pass this within the next year or
two, Congress then has to pass it – and many of the members of Congress are in those thirsty
Southwestern states. What happens then?”

Annin: “Yeah, that’s a really good point. We have to remember that the compact is just a piece of
paper until it passes all 8 Great Lakes legislatures and then is adopted by Congress. And there
are a lot of concerns among the general public, given that we have these dry-land states that have
a lot of problems with water perhaps opposing the Great Lakes compact. I’m not so certain that
that’s going to be an issue, because those states also have a lot federal water projects that come
up for renewal all the time that require the Great Lakes Congressmen to sign off on. And I’m not
sure they’re in a position, given how precious and important water is for them to survive on a daily
basis down there, that they’re really that interested in getting into a water fight with the Senators
and Congressmen in the Great Lakes basin. But, we’ll see.”

Graham: “I’ve looked at different models for getting Great Lakes water down to the Southwest,
and economically, they just don’t seem feasible. It would be incredibly expensive to try to get
Great Lakes water to the Southwest states, yet, State Legislators say again and again ‘oh no,
they have a plan, they know how it will happen.’ And as water becomes more valuable, they could
make it happen. How likely is it that there would be a canal or pipe and pumping stations built to
divert Great Lakes water, if this compact doesn’t pass?”

Annin: “It looks highly unlikely today, for the reasons that you just mentioned. It takes an
extraordinary amount of money to send water uphill, which is what would be to the West, and we’d
certainly have to cross mountain ranges if you’re even going to send it a shorter distance, to the
Southeast. To the point where it would be cheaper for many of these places to, even though it’s
expensive, to desalinate water from the ocean and then send it to inland places. But, you know, a
lot of water experts in the United States say ‘never say never’, because the value of fresh, potable
water is probably going to skyrocket in this century. We’re leaving the century of oil; we’re entering
the century of water. But, for right now, you’re absolutely right, it is extraordinary cost-prohibitive.
But let me say one other footnote here, it’s hard to find a federal water project in this country that
actually made economic sense.”

Ten Threats: Botulism Kills Beach Birds

We’ve been bringing you reports from the series, ‘Ten Threats to the Great Lakes’ which is now looking at the threat to beaches. Our guide through the series is Lester Graham. He reports that scientists are beginning to understand what’s killing thousands of Great Lakes shorebirds. It might be part of a larger problem indirectly caused by humans.


Researchers are beginning to understand what’s killing thousands of
Great Lakes shorebirds. It might be part of a larger problem indirectly
caused by humans. The Great Lakes Radio Consortium’s Lester Graham
reports:


Along parts of Lake Erie, Lake Ontario, and Lake Huron, large numbers
of dead birds and fish are washing up on shore. If they’re left there, the
disease that killed them can be passed on to other wildlife. That’s why
park officials such as Mike Mumau at Presque Isle State Park at Erie,
Pennsylvania ask their staff to watch out for the dead carcasses.


“Our interns do a great job. They’re the eyes of the staff that are out. So,
there’s probably three to four days a week that they’re out on the
beaches, checking to see if they have anything.”


Since 1998, untold numbers of fish and sometimes hundreds of dead
birds a year have washed up on just these eight miles of Lake Erie beach.


Eventually, researchers figured out the problem: type “E” botulism. It
slowly paralyzes the birds until the respiratory system shuts down. Most
of them don’t make it that long. They get so weak they can’t hold their
heads up out of the water and they drown.

Leslie Jones and her fellow interns are headed out to an area to pick up
some dead seagulls on the beach.


“When we’re out here doing migratory bird studies, we might see some
and then we pick them up as soon as possible. A lot of times, we get
radioed from different people like lifeguards and they have us come out
and pick them up so that the disease doesn’t spread throughout the rest of
the ecosystem.”


They find five dead birds rotting on the beach. They bury the maggots
because they could carry the botulism toxin and other birds might eat the
maggots. They shovel the bird carcass into a black plastic garbage bag.


“If they’re very fresh, this one, obviously not very fresh, but, if we get a
fresh one, we actually freeze them and they’re sent off to be tested
botulism, but, something like this we’ll just bag up until we can get them
incinerated to get rid of all the disease.”


The fresh carcasses are shipped to the National Wildlife Health Center in
Madison, Wisconsin.


There, Grace McLaughlin is among the researchers who are beginning to
put the puzzle together.

Here’s what they think is happening. The invasive species zebra mussels
and quagga mussels create huge mussel beds that begin a complicated
biological phenomenon. Organic matter collects there, and then decays. It
lowers the oxygen level in the immediate area of the mussel beds. Type
“E” botulism spores occur naturally, but when the oxygen level goes
down, they begin reproducing like crazy. The waste they produce is the
toxin.


“That toxin will accumulate in the organic matter as well as in the water
in the immediate vicinity of the mussel beds. As the mussels do their
filter feeding, they will accumulate the toxin in their tissue. They are not
susceptible to the toxin. However, when the fish start coming down
there and eating the mussels, they become intoxicated, lose their ability
to swim properly and become easy prey for the birds that come in.”


The fish that feeds on the mussels the most is another invasive species,
the round goby. Researchers made the connection when they noticed the
botulism started being a problem shortly after round gobies arrived in big
numbers.


The type “E” botulism toxin has killed tens-of-thousands of birds such as
cormorants, terns, loons, ducks, and seagulls.


Back at Presque Isle State Park, Mike Mumau says it’s terrible to see so
many birds die.


“We just do our best on our end to stop the botulism cycle. When we
can, provide samples, and also, keep it a positive recreational experience
for all our visitors. They don’t want to see birds decomposing and
rotting out on the beaches, so we’re pretty diligent with that.”


Researchers say that’s about the best that can be done. Since ocean-
going vessels brought zebra mussels, quagga mussels, and round gobies
to the Great Lakes, all three of the invasive species have flourished. It
will likely be a long time before we’ll ever begin to understand the full
extent of the damage to the native wildlife of the lakes.

Tens of thousands of birds have died on Lake Erie in the last several years. But, there’s one place where some sick birds are taken to be nursed back to health. The Great Lakes Radio Consortium’s Lester Graham reports:

We’re crawling along sand dunes in a three-wheeled cart. Ray Bierbower is taking me to Gull Point. It’s an area on a spit of land called Presque Isle that juts out into Lake Erie at Erie, Pennsylvania. This area is part of a state park that gets four million visitors every year. But here, except for birds, it’s deserted.


“A lot of the shorebirds come through here, migrating, and they want to leave it alone. It’s shut off to the public. Basically, there’s just a select few that are allowed out in this area and we’re one of the groups that are allowed.”


We’re here to pick up some dead birds. A couple of years ago you might have found dozens of dead birds at a time. Today, only five seagulls. Well, parts of them: two heads and some rotting carcasses.


“We haven’t been out here for two weeks. So, this is not too bad considering before.”


If these birds are like hundreds of others tested, they died from botulism poisoning. Researchers are figuring out how the botulism got into the food chain. The theory is that massive beds of zebra mussels and quagga mussels – both invasive species brought into the Great Lakes in the ballast water of ocean going ships – are causing conditions that rob oxygen on the bottom of the Lakes.


That encourages botulism bacteria to flourish and give off toxins. The mussels aren’t hurt by them, but round gobies, another invasive species, eat the mussels. When they get sick, they become easy pickings for the birds. Then, the birds get sick.


Sometimes, Ray Bierbower and his fellow summer interns find a bird that’s sick, but not beyond saving. The state park doesn’t have the facilities to help the birds, so they take them to a wild bird rehabilitation center in town.


The center, called Wild Wings is looks like some of the other two story houses in this blue-collar neighborhood. But once you’re inside, there’s no doubt that you’re in the right place.

A man is dropping off four tiny wrens from the nest. Their mother stopped coming to feed them and he figures a cat must have killed her.


Wild Wing’s director, Wendy Campbell, takes them in. She’s a whirlwind of activity as she flits from cage to cage. She makes sure birds have water. She gives some of them medicine. And now with the tiny wrens here she makes sure they don’t miss feeding time.


In the basement, chickens, crows, an owl, and some pigeons are separated by chicken wire walls. She checks on a couple of seagulls in one the pens. Campbell is helping them recover from botulism poisoning.


“What you do is provide them with supportive care. You want to keep the birds out of sunlight, because sunlight perpetuates botulism toxin. And by re-fluiding them, because they’re usually dehydrated. And a lot of times, too, we can use Phillips Milk of Magnesia because that binds with botulism toxin and draws it out of their system. And many of the birds recover.”


Campbell says after she’s sure they’re fully recovered, she’ll release these gulls back into the wild.


“There’s no danger of them spreading it, because I’ve asked the Wildlife Health Center to make sure that I could release these birds that have recovered from botulism that they weren’t now going to be carrying it. And he said absolutely not. It’s out of their system.”


Wendy Campbell is quick to add that it doesn’t mean that the gulls can’t contract the botulism toxin again. Campbell says if this were a natural phenomenom, she would let nature take its course. But it’s not; humans brought the zebra mussels and quagga mussels that are causing the problem in the Great Lakes.


“Over ninety percent of the time, it’s as a result of human activities. We don’t believe in interfering with nature. But when they get hurt because they get hit by a car or they get poisoned by lawn care chemicals, that’s not nature. And so, somebody has to help them, and that’s why I do this.”


Campbell says the authorities in her area are doing a good job of cleaning up the bird carcasses along the lake beaches. If they’re not picked up, flies lay eggs, maggots are infected by botulism, and other birds eat the maggots, causing the botulism problem to spread.


Campbell says of the one thousand birds brought into Wild Wings center each year, only a handful of them are sick from botulism. That’s because most of them die from it before they can be helped.

Ijc Report: Mixed Prognosis for Great Lakes

The latest report on the overall health of the Great Lakes shows mixed progress in cleaning up the lakes. The International Joint Commission says there have been some improvements, but there are still many areas that need to be worked on. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:

The latest report on the overall health of the Great Lakes shows

Commission says there have been some improvements, but there are
still many areas that need to be worked on. The Great Lakes Radio
Consortium’s Stephanie Hemphill reports:


The IJC is an agency made up of Canadian and U.S. officials who
monitor the overall health of the Great Lakes. Every two years, the
agency issues a report.


This year’s report says the two governments have made progress in
cutting releases of many toxic chemicals. And scientists are closer to
understanding how global climate change is likely to affect the Great
Lakes.


But the report says other issues require urgent attention. It calls for
government action to reduce mercury emissions from coal-fired
power plants. Mercury can cause nerve and developmental damage
when it’s eaten in fish.


And U.S. Co-Chair Dennis Schornack says the governments should
do more to stop invasive alien species from getting into the Great
Lakes.


“We still don’t have measures in place that would stop ballast water
mediated transfers of species from abroad; we’ve still got a threat
with the Asian carp coming up the Chicago Ship and Sanitary Canal
and incomplete funding for the barrier to stop that invasion there.”


The report also urges scientists to figure out why Lake Erie’s water
quality is degrading again, after years of improvement.


And there are always new challenges, according to Canadian Co-Chair Herb Gray.


“There are new families of chemicals getting into the water. The fire
retardants, which are great for your furniture, but not great in drinking
water.”


This was the 12th biennial report on Great Lakes water quality. The
report says it’s now time for a comprehensive review of the
agreement between the U.S. and Canada to clean up and protect the
Great Lakes.

Conservation groups have continually worked to slow the spread of shoreline development. And now along a stretch of Lake Erie, they’ve scored a major success. In an ongoing study on the health of the Great Lakes, the U.S. Environmental Protection Agency
has identified shoreline development as one of the biggest threats to the health of the five Lakes.
Conservation groups have continually worked to slow the spread of shoreline development. And
now along a stretch of Lake Erie, they’ve scored a major success. The Great Lakes Radio
Consortium’s Ann Murray has more:


Tom Furhman and Cathy Pedler with the Lake Erie Region Conservancy have come to what’s
called the Coho site to celebrate.

(laughs) “Coho ho ho ho!”


This 540-acre tract was named after Coho salmon. It’s the largest undeveloped and unprotected
parcel of land left along Pennsylvania’s Lake Erie shoreline. There were plans to build a power
plant here. Those plans were abandoned and the conservation groups have been trying to get a
hold of it. It’s taken five long years to buy the land.


“We organized a group in ’98 to try to get the utility company to sell it and really there was no
interest to sell that parcel so we partnered with the Western Pennsylvania Conservancy and most
recently with the Conservation Fund to buy it. And when we thought about the best use we got a
hold of the state and said this could be a great state park.”


After finishing their Champaign, Furhman and Pedler hike down to the western front of the Coho
parcel. Here, the property’s 90-foot cliffs loom over the water’s edge for more than a mile. Pedler
says most of Pennsylvania’s 43-mile long Lake Erie shoreline is privately owned. And
development has contributed to erosion and damage to bluffs. She stands on the property’s
narrow rock strewn beach and admires the unfettered view.

“You can see just how magnificent this is with the water running over the slate and the high cliffs
and the bare magenta trees and an eagle. Yeah, I think we kind of want to keep that! Laughs.

“It is a very significant site.”


Charles Bier is a conservation biologist with the Western Pennsylvania Conservancy.


“It’s really that narrow band of land that’s sometimes less than a half a mile wide. That’s this very
unique interface between Lake Erie and the mainland of Pennsylvania.”


As part of a larger project, the Conservancy performed a natural history inventory of the Coho
property. The site has high bluffs, wetlands and old growth forests. Inland dunes formed 15,000
years ago when glacial movement made the lake elevation higher.


“All of these habitats come together for 11 species of plants that are considered to be very rare
and unusual.”


Back on site, Cathy Pedler points out that this parcel of land is also historically important. Pedler
and her husband, Dave, are archeologists. This afternoon, they trudge up a thickly wooded hill
above an access area to Elk Creek, one of the state’s best fishing spots.


“Oh, we’ll go this way.”


At the top of the hill, the trees give way to a large plowed field. The farmer who has leased this
land has unearthed fragments of stone tools and pottery. The Pedlers believe that an ancient
village was located here.


This is really a special property archeologically. It’s not just a site. We think it’s a pretty
significant complex of them.


Six archeological sites on the Coho property have already been inventoried. Some are at least
10,000 years old. The Pedlers think the best way to protect these historic locations and sensitive
natural areas will be to make the land a state park. In the next few months, the Conservancies
plan to transfer the parcel to the state of Pennsylvania.


But some local government officials have raised questions about making the lake front site public
land. They say the stretch of land could be developed and property taxes collected. If it’s put into
parkland, the local government loses that tax money. Gretchen Leslie is spokesperson for the
Pennsylvania Department of Conservation and Natural Resources. Leslie says despite the loss of
property taxes, she sees the acquisition of this parcel as a smart move for the region.


“We believe this property has economic value and that you can locate industrial developments or
business parks in many, many different locations throughout the region. But there are only a few
locations that have such special natural qualities to them that they will serve an important tourism
role. And this is one of them.

And the cliffs above Lake Erie are unique. Pennsylvania is a large state, but only a small piece of
the state sits on the Great Lake. And many think that the one-mile stretch of shoreline that Coho
covers is worth preserving.

To get more states complying with the federal clean water act….environmental activists are taking them to court. Ohio’s the latest example. The Great Lakes Radio Consortium’s Bill Cohen reports:


Mercury from power plants, run-off from farm fields, and poisons from manufacturers – they’re all in Ohio rivers and streams. In fact, nearly 900 are officially called “impaired.”


The state EPA has asked legislators for extra cash to prepare clean-up plans….but the money has never come through. So now, activists like Jack Shaner of the Ohio Environmental Council have filed a court suit. It demands the feds force Ohio to act.


“The Ohio EPA has told the feds it will take 25 years just to come up with the cleanup plans and that doesn’t include the cleanup itself.”


A key senator says Ohio’s made what he calls great strides. Jim Carnes cites the revival of Lake Erie. He’d like the clean-up to move faster but he notes Ohio has a budget crisis – “there’s not an unlimited supply of money.”
