I don’t know about you, but there’re a whole bunch of minerals I completely ignored in
high school chemistry.

Jack Lifton knows them by heart.

“… lanthenum, serium, neodymium…”

Lifton’s a market expert on these so-called ‘rare-earth’ minerals. And he says, even if you
haven’t heard of them, you might have them – even in your pocket.

“Without rare earths, we probably would not have portable computers and you
certainly wouldn’t have display screens today on anything – television or computer,
iPod, or iPhone, whatever.”

Rare earths make electronics light and they don’t need much power: just what wind
turbines and electric hybrid cars need.

There’s a problem in the rare-earth market, though. China’s the big supplier, but Lifton
says it might keep it’s rare-earth supplies for itself.

“In the next three or four years, you cannot make a device with a rare earth unless
it’s made in China and then the Chinese have made it very clear that their priorities
are to manufacture goods for their own consumer economy and keep the Chinese
employed.”

So, is the US gonna be left dry when it comes to green high tech? Well, there is a rare
earth mine in America, but it’s had some environmental problems.

The mine is trying to turn that around now.

Honan: “On the left is the overburden stock pile. Once you’ve seen one of those,
you’ve seen them all.”

Allee: “Big pile of rocks.”

Honan: “Big pile of rock.”

Mine manager Scott Honan’s driving me around the top of a mine in the middle of the
California desert.

He manages the mine for Molycorp. Honan’s showing me the mine’s waste water
ponds.

Honan: “Those two are fresh water.”

Allee: “Basically, you’re trying to recycle as much of this water as you can. Why is
that?”

Honan: “We have to confine all of our water activities on the site. We have to be
very efficient when we use water, we can’t afford to waste it.”

Gotta admit, this is not very sexy stuff, but Molycorp is crossing its fingers that
expensive water recycling and treatment investments pay off.

Molycorp uses water to process the rare-earth ore, and back in the 90s, the mining and
processing stopped for a while due to waste water leaks.

It’s desert, after all – and regulators didn’t want what little water there is contaminated by
a slurry of salts and mining byproducts.

Allee: “So where’re we heading, here?”

Honan: “The pit.”

Allee: “Is that what everyone calls it? ‘The Pit?’”

Honan: “Yeah. It’s about 55 acres if you look at the perimeter. From the top of the
high wall over there to the bottom, it’s about 500 feet.”

Honan says Molycorp will expand the mine in a few years – just in time for when China
might stop exporting rare-earths.

The company might be jumping a tad – regulators might clamp down on the operation if
Molycorp repeats some of its past water pollution mistakes.

Still…

“I think a lot of us at the mine have a big stake in the success of this operation going
forward. A lot of us feel it’s important for our country. What we produce here is
going to drive a lot of this energy efficient technology that people are anxious about.
It’s cool to be a part of that.”

And for Honan, what’s even cooler is that someone’s talking about building a wind farm
not too far from his mine.

Honan says it’d be awefully nice if his rare-earths are in those turbines.

you have an analog TV with rabbit ears,
it’ll be useless unless you get a converter
box. And even before the official transition,
people have been buying up new digital TVs.
Rebecca Williams reports the switch to DTV
has some people worried about the growing
pile of TV trash:

William Borg says he’s really bad at Guitar Hero. So instead, we’re
watching one of his teenage customers play the game on a huge flat screen
digital TV.

“And this is another reason customers are after those high definition TVs
because you can really maximize the overall picture and sound quality.”

There’s not an analog TV in the place. Best Buy doesn’t sell them anymore.
You can’t buy them anywhere actually, except maybe at a thrift store.

Digital TV is killing the analog star.

“I think the end of analog TV is here.”

Megan Pollock is with the Consumer Electronics Association. She
represents TV makers and big box retailers.

“Just like record players some people will just fall in love and keep them for
as long as they can but I think in 5 to 10 years it’ll be very, very hard to find
one in anyone’s home.”

That’s right – analog TVs are gonna be museum pieces, or, more likely,
filling up landfills.

Megan Pollock says sales for digital TVs go up every year. She expects 36
million to sell next year.

In February, all broadcasters are required to switch over to digital TV. If
you have one of those old TVs with rabbit ears or an antenna, you’ll have to
get a converter box. If you’re hooked up to cable or satellite, you’re fine.
You don’t have to buy a new TV.

But TV recyclers say they’re seeing more people getting rid of perfectly
good analog TVs anyway.

Linda McFarland runs a TV and computer recycling business.

“We’re really gonna start seeing these in droves.”

We’re standing in front of seven foot tall stacks of old TVs.

McFarland says of all electronics, TVs are the least valuable. And the TVs
are full of toxic stuff. Especially lead in the cathode ray tubes.

Most of the time we export our TV waste. It ends up in Asia or Africa.
There, everyone from grandparents to little kids use acid or open flames to
melt the circuit boards to get to the tiny bits of gold and silver.

“Children are working on top of these electronic heaps and breathing
cyanide acid.”

Linda McFarland says it’s easy for recyclers in the US to make deals with
importers in other countries. They sneak the TV waste in along with much
more valuable computer parts.

“You might just stick it on containers and tell the marketplace that’s buying
from you I’ll give you two good containers for every container I give you.”

McFarland says that probably happens nine out of ten times. She wants new
laws to force recyclers to take care of TVs correctly.

That’s at the end of a TV’s life. Others want to start at the beginning. They
want TV manufacturers to do more.

Barbara Kyle is with the Electronics TakeBack Coalition. She says it’s not
just the lead in old TVs, many new digital TVs have toxic mercury in them –
and that’s hard to remove too.

“I think of the LCD TV as the poster child as to how this industry is still not
thinking about how to design with the end of life of products in mind. It’s
clearly not even in their work plan.”

But – she says some companies are getting better about taking back old TVs
for recycling. She says Sony, Samsung and LG already have good
programs. Others are just beginning.

Kyle says, whatever you do, don’t throw your old TV in the trash. She says
it’ll take some work, but you can find a responsible recycler – one that
doesn’t export waste to developing countries.

Many of us just don’t know what to do

camera. While some companies take the devices
back, not all do. Now, the US Postal Service
says it’s coming to the rescue. Mark Brush
reports – the post office is developing a free
electronics recycling program:

electronics recycling program:

Throwing out an old electronic device is wrong for several reasons. The devices can
contain toxic heavy metals which can pollute the environment. And there are many parts
that can be reused.

The US Postal Service is piloting a recycling program in some big cities across the
country – including Los Angeles, Chicago, and Washington D.C.

They’re giving people
free, postage-paid envelopes. You can stuff your old cell phone or mp3 player into the
envelope and drop it in the mail.

It’s delivered to a recycling company called Clover Technologies Group. The company
says it tries to refurbish and resell what it can. If the device can’t be resold, it’s broken
down, and the materials that can be are recycled. The other stuff is thrown in a landfill.

Critics say while these recycling programs are a good first step, the companies who
make these devices should design them so all the parts can be reused.

Noise Pollution: Shhhhhh!

too loud, the sounds can affect us in all kinds of ways. Kyle
Norris talks to one man who says that loud noises are a health,
ethical, spiritual, and environmental issue:

too loud, the sounds can affect us in all kinds of ways. Kyle
Norris talks to one man who says that loud noises are a health,
ethical, spiritual, and environmental issue:


For Les Blomberg, it all started with a sound like this:

That’s Blomberg imitating the sound of the street sweeper. It
would clean his street at four in the morning. Blomberg says he
had never thought much about noise pollution…until this
happened, and it made him all tired and cranky. Eventually
Blomberg got the city to change the time of day when it cleaned
the street.


This experience got him interested in the topic of noise
pollution:


“To me kind of at the core, noise is an issue of civility. How
you treat your neighbor. It’s an environmental issue. Noise is a
pollutant that we’re casting out. It’s a waste product. It’s kind of
like second hand smoke. It’s the waste product of our activities
that we’re casting out into the environment.”


Blomberg’s passion for noise pollution grew as he learned more
about it, and he realized it’s an under-rated, under-appreciated
problem. Now he runs the Noise Pollution Clearinghouse. It’s
an organization that tries to keep the peace and quiet, the
organization connects people with noise experts and activists.
It fights for stronger noise regulations and standards, and it tests
consumer products to find out which are the quietest.


Blomberg says people usually contact him with one of three
kinds of noise problems. Jets and helicopters (sound of jet),
highway noise (sound of highway), and noises from electronic
amplification (sound of music) — like loud stereos. People tell
him these noises ruin their sleep, concentration, and quality of
life… and all those things put people in bad moods and can ruin
how they deal with other people.


Loud noises also trigger a physiological response in our bodies.
That’s what Les Blomberg says:


“When we were evolving, when things were noisy it was
usually a warning that something wrong was happening. If the
lion walk through camp and you didn’t hear it coming, you
would be breakfast for that critter. And so we evolved to deal
with that. Our hearing works twenty-four hours a day, it can
wake us up if we hear noises in our environment.”


As humans evolved, Blomberg says that loud noises would
trigger a quick little shot of adrenaline, leading to fight or flight.
He says we still go through this stress response today, when we
hear a loud noise, even though we know it’s only a siren or an
air conditioner and not a lion.


Loud, isolated noises like a street sweeper or a leaf-blower can
be temporarily problematic, but if you’re continuously exposed
to loud noises like these over time, they can lead to serious
damage. Each year in this country 30 million people suffer
from hearing losses.


Paul Kileny is the Director of Audiology & Electrophysiology
at the University of Michigan’s Health System. He says hearing
is the essence of human communication:


“People who have significant hearing loss they have a variety of
emotional problems. They withdraw. They isolate themselves
because they have trouble hearing. They don’t socialize.”


So loud noises aren’t just an inconvenience. They can bring
about real emotional problems. Les Blomberg with the Noise
Pollution Clearinghouse says we don’t have to live in a noisy
world. Technology has the ability to make things quieter.


Noise-cancellation systems and acoustic buffering can make
cars, appliances, and even lawn equipment quieter. Engineers
can make road surfaces quieter to drive on, but these changes
cost money and will have to come from the various industries
wanting to change.


Blomberg says that’s starting to happen, but slowly. He believes
loud noises are also an ethical issue. He says it’s like the golden
rule, of treating people the way you’d like to be treated and that
we can all do a “politeness check,” by making sure we’re not
imposing our sounds on our neighbors.

A multinational mining company is planning to mine for nickel near the shore of Lake Superior. But some mining experts and the community don’t want the mine to be built. A multinational mining company is planning to mine for nickel near the shore of Lake Superior. But some mining experts and the community don’t want the mine to be built. They say there’s no way to make sure the mine won’t damage the environment. The Great Lakes Radio Consortium’s Chris McCarus reports.


The price of nickel has tripled in recent years. It’s needed for electronic produces such as computers. It’s used to produce cars. And nickel is even used in air pollution control equipment. If it’s approved, this would be North America’s only active nickel mine.


Kennecott Minerals Corporation says it’ll mean 120 jobs for local workers over a 10-year period. The state of Michigan has been lagging behind the rest of the nation in job recovery and in the northern reaches of the state good jobs are really hard to find.


The mine will cost 100 million dollars to set up. But the value of the nickel ore in the ground is somewhere between one and three billion dollars. So the company could make hundreds of millions in profit.


Scientists and activists say that this nickel mine could be even worse than the iron and copper mines of the past.


That’s because it would require mining through sulfide minerals. When they mix with water and oxygen, they can become sulfuric acid, just like battery acid. The industry calls the problem acid mine drainage. It can kill fish and wildlife and pollute water.


Michelle Halle is a lawyer for the National
Wildlife Federation and a local resident. She’s got one question.


“I’m always interested in the answer to the question about whether he believes that a mine can exist with 100% perfect track record.”


It’s a rhetorical question. She’s confident that the company won’t be able to meet the newer, stricter standards for getting a permit to mine.


“No human error, no design flaws, no natural disasters that are going to cause an impact… I don’t think that any company can say yes to that honestly.”


The mining company says there’s always some risk. John Cherry works for Kennecott Minerals Corporation. Cherry insists the company’s design is the best, and the safest. Although he says it’s impossible to guarantee against accidents at the mine.


“We can get in a crash on the way home today too. You design it with a safety factor built into your design. You have a very robust design. That’s your first step. You make your system as structurally competent as you can. Make it as bulletproof as you can.”


Cherry says the next steps are to install a monitoring system to detect the smallest problems. And if there are any problems, the mine will have a contingency plan with the right materials and properly trained people on hand.


State law requires the company to pay all of its accident insurance up front. They can’t just pay in installments. That way, the company will pay to clean up any mess, not the state or the community. Minnesota has a similar law. And In Wisconsin, People Against Mining got the state to establish a moratorium on sulfide mining


David Chambers used to work as a geologist for a mining company. And now he works for the Center for Science in Public Participation. He says, at the nickel mine planned in Michigan, groundwater contamination is possible and would be dangerous.


“Probably the most likely event is an accidental release from the mine. All mines have problems. It’s likely that somebody won’t turn a valve the right way or a big storm comes and there’s an overflow.”


Chambers says a mine collapse would be the most destructive. But, he says, even for the accidents that will not devastate the environment, the company and the community should plan, because they will happen.

On the road leading into the wilderness area where the mine would operate, local road crews are doing routine maintenance. Right now, most people who use the road are hikers, kayakers and fishermen. The pristine waters of Lake Superior and surrounding lakes and streams attract them here.


Kristy Mills is a store owner. She thinks a sulfide mine would only mean heavier traffic of trucks carrying away nickel ore. She says it wouldn’t bring in the tourist dollars the area needs.


“We don’t like to see that kind of growth. I think it’s a poor way of investing into our future. You know, we need to encourage tourism and visitation, not mining and hauling ore around in big trucks. It’s gonna be interesting.”


Many local residents and environmental activists feel the area should have learned lessons from the region’s past mining heritage. The precious ore is removed. People somewhere else get rich. And the legacy of pollution is all that remains when the mines are closed. So now, they’re hoping if it comes, this mine will be different.

Lobbying for a Second Carp Barrier

The permanent underwater electronic barrier that’s being built in a canal near
Chicago is close to a temporary barrier that’s wearing out. But Illinois Republican
Judy Biggert
contends the new electronic fence will not be enough to keep out the voracious
invasive species
known as the Asian carp.


“Now I wish that I could say that with the construction of this permanent barrier
that our work
would be finished and the carp would never again threaten the Great Lakes, but I
cannot.”


Biggert wants to make the temporary barrier permanent, too. She also wants to make
sure there’s
federal money to operate and maintain both underwater fences over the long term.
So, Biggert is
seeking co-sponsors for a barrier bill that she says she plans to introduce early
this session of
Congress.


Her aides say she may also try to get the several million dollars needed for the
project put in the
budget for the Army Corps of Engineers. But many new domestic spending proposals
could face
a tough time in Congress, if conservatives try to reduce the federal budget deficit.

Old computers, televisions and stereos might soon be found in recycling
bins across Ontario. The Great Lakes Radio Consortium’s Karen Kelly reports:


Last year, 157 thousand tonnes of electronic waste ended up in Canadian
landfills.


The Ontario government plans to send that waste to recycling plants instead.
It will require electronics manufacturers to devise a recycling plan for their
own products – things like CD players, microwaves and even power tools – and then
help pay for it. John Steele is a spokesman for the Ontario environment ministry.


“Our goal is to reduce the amount of electronic waste that enters a landfill site.
Once something enters a landfill site, for all intents and purposes, it can not be
recycled or reused. It’s a waste of a resource as far as the Ministry of the Environment
is concerned.”


It’s also a source of pollution. Many electronics contain toxins like lead and mercury.
Steele says the plan will be modelled after recycling agreements the province already has
with newspaper, soft drink and pizza box manufacturers.

Two electronics manufacturers say they are taking steps to
significantly reduce the amount of lead in their products. The Great
Lakes Radio Consortium’s Chris Lehman reports:


Items such as computers, cell phones and fax machines contain trace
amounts of lead. If these items are thrown out, the lead can find its
way into the environment.


Intel and National Semiconductor make processors and microchips used in
many of these products. Now, the two companies say they plan to phase
out the use of lead over the next few years.


Mike Brozda is spokesman for National Semiconductor. He says his
company’s move could take up to five tons of lead out of production
each year…


“In any product, the amount of lead is measured literally in
micrograms. It’s far less than the weight of a human hair. So we’re
talking about microscopic amounts of lead on any particular chip. But
when you make billions of chips, it adds up.”


Brozda says the move comes as many countries are enacting stricter
environmental regulations that require a reduction of lead in
electronic equipment.
