Bush’s proposed federal budget. Chuck Quirmbach reports:


The National Audubon Society and other organizations have been warning that
many bird species are in decline because of threats such as loss of habitat. The
President’s budget would put 36 million dollars more into wildlife refuges.
There’d be another eight million dollars for keeping track of bird populations and
helping migrating birds.


The Bush Administration has often focused on birds that are hunted. Greg
Butcher is with the Audobon Society. He says the budget initiative would help
wetlands birds:


“And that’s going to include ducks and geese that are hunted, but it’s also going
to include herons and terns, and other species that aren’t hunted. So it’s a very
habitat-focused initiative.”


Congress still has to act on the President’s budget. It contains many
controversial items, so that could delay final passage.

area by Canada. That makes an area along Lake Superior’s north shore the
largest freshwater reserve in the world. Mike Simonson reports:

This is a big piece of Lake Superior. It extends from Thunder Bay to the border
with the United States and eastward more than 100 miles covering the lake and
islands. Canadian Conservation Policy Director Steven Price says it’s necessary
to protect a large area:


“So this isn’t a postage stamp or what we would call a ‘site.’ It’s an entire region
which means that the large schools of fish, the ducks and the water fowl that rely
on the habitats, the wetlands along the shorelines, large amounts of these can be
protected, so they have what we call integrity.”


Price says this will prohibit industrial activity and mineral exploration in that part
of Lake Superior. He says he hopes the United States will put aside a similar
conservation area.

A deadly toxin is killing fish and birds along the Great Lakes shoreline.
Researchers think type-E botulism works its way up the food chain from

Researchers think type-E botulism works its way up the food chain from
the bottom of the lake through several invasive species. Bob Allen
reports:


These days, Ken Hyde dreads walking the pristine sandy beaches along
the Sleeping Bear Dunes. He’s the biologist in this national lakeshore
along the Michigan coast, and he only has to hike maybe a hundred feet
to find a dead bird twisted head down and half-buried in the sand:


“This is a cormorant. Just in the last two or three weeks we’re
starting to see a lot more of them. So they’re probably starting to
migrate down from the upper parts of the lake.”



Last year botulism killed over 2,500 dead birds along this 35 mile stretch
of shoreline, mostly gulls and diving ducks, including nearly 200 loons
migrating south from Canada.


This year the die-offs started earlier in the summer and struck more
species. The park lost four endangered piping plovers. The National Park
Service brought in a research team from Minnesota to look for answers.
They’ve been diving in the lakeshore now for two years.


What they’ve found is a huge shoal stretching more than a mile off shore.
It’s covered with native green algae and loaded with invasive zebra and
quagga mussels:

Dive team leader Brenda Moraska Lafrancois was surprised when she
first saw the underwater landscape:


“Last year when we first dove this area we went down and it was
shocking how little of the biomass down there was native. I think
we’re looking at a really altered system.”


Here’s what researchers know so far. The mussels filter nutrients from
the water, the clearer water allows more sunlight to reach the bottom, and
that spurs more algae growth. For good measure, the mussels excrete
phosphorus, in effect fertilizing the algae in the near shore zone. When
millions of mussels and big globs of algae begin to decompose, that uses up
most of the oxygen in water near the bottom of the lake, and that’s a
condition just right for a naturally occurring botulism to grow.


So how does the botulism migrate from the bottom to the surface and
poison shorebirds? Enter the round goby. It’s a small invasive fish that
comes from the same Caspian Sea area where zebra mussels originated.


Last year the research team at Sleeping Bear saw gobies in some places.
Now, says Byron Carnes, everywhere they looked when diving on algae
beds there solid sheets of mussels and blankets of gobies, and he
watched them feeding on mussels:


“Part of the zebra quagga mussel that is the juiciest these guys tend
to go right in and do this frenzy feeding where they just come in and
start pounding away at all the broken shells and trying to get out as
much of the good stuff inside the quagga mussel as they possibly
can.”


Mussels don’t have a nervous system, so they aren’t harmed by botulism
toxin. But when gobies get a dose they flop around on the surface for a
day or so while succumbing, and that’s when shorebirds pick up an easy
but potentially deadly meal.


Some diving ducks may also get poisoned by feeding directly on the
mussels. That’s the theory most scientists in the field think explains
what’s happening, but Harvey Bootsma says it’s not active all the time, so
it’s hard to prove each step. He’s with the Great Lakes Water Institute in
Milwaukee:


“I think the problem is it’s usually a sporadic and short-lived event
when this occurs. And unless somebody happens to be fortuitously
collecting the right samples at the right place and the right time it”s
very difficult to pin down the process as it’s occurring.”



While researchers try to pin down the effects of invasive species in one
place, the cycle spins off somewhere else. This fall there are half as
many dead birds along the Sleeping Bear Dunes shore as last year, but
the die-off is now spreading farther north along the Lake Michigan coast,
and there have been similar outbreaks along Lakes Erie and Huron.


So far Harvey Bootsma says there are no good solutions to break the
cycle of algae, mussels and gobies that scientists think is transporting
botulism toxin to shorebirds.


“And it’s just a great example of how huge an impact a new species
can have on an ecosystem. And I think it makes it all the more
imperative that we try to stem the tide of exotic species coming into
the Great Lakes.”


Researchers say it may take decades for the Great Lakes to recover from
the effects, if they ever do.

So… some coyotes are moving into the city, and why not? There’s a
smorgasbord for coyotes in the city.

We’re in Lincoln Park in downtown Chicago. Coyotes are occasionally
sighted around here. Rob Curtis has seen one in his neighborhood a few
miles north of here, but the wildlife photographer had a close encounter
with a coyote here in Lincoln Park.


“Well, I knew that it was living there because people had seen it before,
but I hadn’t seen it. And then, I was trying to photograph a rare bird that
was in front of the fence there and I was camouflaged and it came up
right in front on the other side of the fence without it noticing me, and
then it just walked on.”


The coyotes eat just about anything they can get a hold of: rats, young
geese, squirrels… and… sometimes pets. In the Chicago suburb,
Arlington Heights, coyotes have been a problem.


Police Sergeant Nick Pecora says sometimes coyotes are pretty brazen.


“In the last 18 months Arlington Heights has lost one Yorkshire Terrier,
taken off the patio in the owners presence, and in one case the dog had an
electronic collar on and when the coyote took it, it received a shock and
dropped the animal and ran away.”


Pecora says some Arlington Heights residents haven’t been too keen on
what some see as an intruding predator.


“Coyotes are indigenous to the area and – maybe it’s the perception that
this is a large animal and the bunnies, the skunks, the squirrels, that’s
what Arlington Heights is used to, and a 35-pound animal walking
through your yard, I think they’re perceived as the big, bad wolf, if you
will.”


And… although there hasn’t been a documented case of a coyote
attacking a human… some worry that they might.


Not too far away researchers are putting radio collars on coyotes to see
where they’re going and what they’re doing.

Justin Brown is with a research project out of Ohio State University.
He’s just located the spot where a coyote is hiding. We can’t see him,
but we know he’s there because of the signal his collar is emitting.


“We very rarely see them, especially during the day. At the night —
during the night, occasionally we’ll get good visuals, but for the most
part during the day times you never see them.”


Brown and his colleagues are trying to figure out why there are more
coyotes in the suburbs and cities. One of the reasons is car and deer
accidents. Coyotes feed on the carcasses. The huge increase in Canada
geese is another reason.


“Food ranges from deer to geese to even just dog food people leave out.
There’s definitely a high variety of foods available to them. For habitat,
it can be anything, any little wood lot, anywhere that they can find a little
hiding spot for the daytime and then during the evenings they run (in) a
lot of areas you wouldn’t expect such as residential areas and
commercial parking lots. They pretty much run it all, anywhere that they
might come across a meal.”


You’d think there wouldn’t be that many places for a coyote to hide in
the city and suburbs. But, Brown says they hide in parks, golf courses, in
wood lots, graveyards… anyplace with a little cover. Brown’s research team
leader, Stan Gehrt, estimates there are something like two-thousand coyotes
in the Chicago metro area.Justin Brown says the truly amazing thing is that
coyotes have learned to adapt so well… and even survive a lot of automobile
traffic.


“We’ve actually seen animals where they’re actually figuring out traffic
patterns. They know which roads are going which ways. We’ll see them
cross roads where they’ll actually look only the direction traffic should
be coming and then go and then stop in the middle and look in the other
direction for traffic and then go. So, they’ve definitely figured out how
the road systems work. It’s just amazing to see how they survive in this
environment.”


And, the experts say, the coyotes are probably here to stay. Most
residents don’t want the police to shoot the animals. So some
municipalities tried to trap and relocate the animals to a more rural area,
but coyotes are very territorial, and they immediately head back to the
place where they were trapped. Often they’re hit by cars on the journey
back, but sometimes they make it home, and the predator in the suburbs
is back and hungry.

Researchers have been monitoring the spread of a potentially deadly
strain of avian influenza overseas. Health officials worry the H5N1
strain could mutate into a form that could infect humans. Some
researchers say the virus could make its way to the United States as early
as this fall… by way of wild migratory birds. The GLRC’s Christina
Shockley reports:


Wild birds carry all sorts of influenza viruses. Most are of no threat to
people, but the H5N1 strain is different. When it gets into people… it’s
often fatal. Overseas the strain has killed whole farms of poultry such as
chicken and ducks… it’s also infected other types of animals, including
cats.


The H5N1 strain has not been found in the United States, but most
experts say it’s just a matter of time before it is. Some say infected
domestic poultry or smuggled pet birds will likely bring the virus to the
U.S. Others say the virus could come here by way of migrating birds…
that are on the move now.


Steve Schmitt is the lead veterinarian for Michigan’s Department of
Natural Resources. He says birds from Asia… that are possibly infected
with the H5N1 strain are on their way to Alaska right now. There, they
could mingle with birds that will later fly back to the United States.
Schmitt says there are four major flyways over the U.S.… the Pacific,
central, Mississippi, and Atlantic.


“There are birds that will winter in Asia and then come back and nest in
Alaska. If they bring the virus back with them, then they could transmit
that to birds that are in Alaska that come down any of these four major
flyways, and that of course is a big concern, moving it all over the
country.”


Schmitt says most birds that nest in Alaska use the Pacific flyway along
the Pacific coast… to migrate south to the U.S. and Mexico. He says
that means, if the virus were to come to the United States via migratory
birds, the pacific coast would probably be its first stop in the lower 48.
Schmitt says then, birds that use the other flyways could become
infected.


“Most of the migration is north-south, but you do have a few that will
move – jump over to another flyway, and when that happens, the
potential to move the virus to that new flyway happens. Once it’s in a
new flyway, that north-south movement would take over.”


Programs are underway an Alaska and throughout the United States to
test wild birds for various strains of avian influenza, including H5N1.
Experts say waterfowl and shore birds are the most likely carriers of the
dangerous strain, but some say land birds – such as migrating songbirds –
should be tested, too.

Julie Craves studies land birds at the Rouge River Bird Observatory on
the University of Michigan’s Dearborn campus. She catches and bands
thousands of wild birds each year during their spring and fall migrations.


This year, Craves will participate in a study that hopes to eventually test
hundreds of thousands of birds across the U.S. and Latin America for
avian flu strains.


“It’s just a great opportunity with people handling birds already, we may
find out some very interesting things about which subtypes are present in
land birds, and if indeed this disease does come to North America, we
will have a head start on seeing what types of migratory pathways are
being used by birds.”


Craves says very little is known about how avian flu moves among land
birds, and experts say each time the virus is transmitted to a different
species it mutates, and each time it mutates, the chances are greater that
it will change into a form that’s easily passed among humans. That’s a
big concern, because such a mutation could lead to a quick spread of
human cases across the globe.


But some say that might never occur… they say the strain might be
unable to mutate into one that’s dangerous to humans.


Arnold Monto is a professor of epidemiology at the University of
Michigan. He says there will be a problem if the strain mutates, but it’s
unlikely people will get the virus from migrating birds.


“I doubt very much whether we’re even gong to see even a handful of
cases in the United States, should avian influenza arrive, and it probably
will, with the migratory birds coming down from Alaska, perhaps next
fall.”


Monto says most of the human transmissions overseas have been from
poultry being raised in the back yard, and not from wild birds. That
means visiting the ducks and geese in the park… and feeding songbirds
in the back yard… are not high-risk activities. Monto says people should
take basic precautions, such as washing hands, to avoid contracting any
sort of flu virus.


Many experts say, on the list of things to worry about, catching a deadly
form of avian influenza is no where near the top of the list of dangers.

We’ve been bringing you reports from the series, ‘Ten Threats to the Great Lakes’ which is now looking at the threat to beaches. Our guide through the series is Lester Graham. He reports that scientists are beginning to understand what’s killing thousands of Great Lakes shorebirds. It might be part of a larger problem indirectly caused by humans.


Researchers are beginning to understand what’s killing thousands of
Great Lakes shorebirds. It might be part of a larger problem indirectly
caused by humans. The Great Lakes Radio Consortium’s Lester Graham
reports:


Along parts of Lake Erie, Lake Ontario, and Lake Huron, large numbers
of dead birds and fish are washing up on shore. If they’re left there, the
disease that killed them can be passed on to other wildlife. That’s why
park officials such as Mike Mumau at Presque Isle State Park at Erie,
Pennsylvania ask their staff to watch out for the dead carcasses.


“Our interns do a great job. They’re the eyes of the staff that are out. So,
there’s probably three to four days a week that they’re out on the
beaches, checking to see if they have anything.”


Since 1998, untold numbers of fish and sometimes hundreds of dead
birds a year have washed up on just these eight miles of Lake Erie beach.


Eventually, researchers figured out the problem: type “E” botulism. It
slowly paralyzes the birds until the respiratory system shuts down. Most
of them don’t make it that long. They get so weak they can’t hold their
heads up out of the water and they drown.

Leslie Jones and her fellow interns are headed out to an area to pick up
some dead seagulls on the beach.


“When we’re out here doing migratory bird studies, we might see some
and then we pick them up as soon as possible. A lot of times, we get
radioed from different people like lifeguards and they have us come out
and pick them up so that the disease doesn’t spread throughout the rest of
the ecosystem.”


They find five dead birds rotting on the beach. They bury the maggots
because they could carry the botulism toxin and other birds might eat the
maggots. They shovel the bird carcass into a black plastic garbage bag.


“If they’re very fresh, this one, obviously not very fresh, but, if we get a
fresh one, we actually freeze them and they’re sent off to be tested
botulism, but, something like this we’ll just bag up until we can get them
incinerated to get rid of all the disease.”


The fresh carcasses are shipped to the National Wildlife Health Center in
Madison, Wisconsin.


There, Grace McLaughlin is among the researchers who are beginning to
put the puzzle together.

Here’s what they think is happening. The invasive species zebra mussels
and quagga mussels create huge mussel beds that begin a complicated
biological phenomenon. Organic matter collects there, and then decays. It
lowers the oxygen level in the immediate area of the mussel beds. Type
“E” botulism spores occur naturally, but when the oxygen level goes
down, they begin reproducing like crazy. The waste they produce is the
toxin.


“That toxin will accumulate in the organic matter as well as in the water
in the immediate vicinity of the mussel beds. As the mussels do their
filter feeding, they will accumulate the toxin in their tissue. They are not
susceptible to the toxin. However, when the fish start coming down
there and eating the mussels, they become intoxicated, lose their ability
to swim properly and become easy prey for the birds that come in.”


The fish that feeds on the mussels the most is another invasive species,
the round goby. Researchers made the connection when they noticed the
botulism started being a problem shortly after round gobies arrived in big
numbers.


The type “E” botulism toxin has killed tens-of-thousands of birds such as
cormorants, terns, loons, ducks, and seagulls.


Back at Presque Isle State Park, Mike Mumau says it’s terrible to see so
many birds die.


“We just do our best on our end to stop the botulism cycle. When we
can, provide samples, and also, keep it a positive recreational experience
for all our visitors. They don’t want to see birds decomposing and
rotting out on the beaches, so we’re pretty diligent with that.”


Researchers say that’s about the best that can be done. Since ocean-
going vessels brought zebra mussels, quagga mussels, and round gobies
to the Great Lakes, all three of the invasive species have flourished. It
will likely be a long time before we’ll ever begin to understand the full
extent of the damage to the native wildlife of the lakes.

A Home for Unwanted Big Cats

When you think about lions or tigers, you probably think of African savannahs or Asian jungles… or the zoo. You probably don’t think about exotic cats living in the
house next door. But the number of big cats in homes has grown over the
years. The
Great Lakes Radio Consortium’s Christina Shockley reports on one woman who has turned her home into a sanctuary for big cats that need a place to live:

When you think about lions or tigers, you probably think of African savannahs or Asian
jungles… or the zoo. You probably don’t think about exotic cats living in the house next
door. But the number of big cats in homes has grown over the years. The Great Lakes
Radio Consortium’s Christina Shockley reports on one woman who’s turned her home
into a sanctuary for big cats that need a place to live:


“Hi, handsome… hi, handsome. He loves to be scratched. He has absolutely no teeth.
He had every single one of his teeth taken out and he was declawed by a movie producer
in California. So he’d be safe to sit next to stars. Isn’t that sad? You can scratch and
cuddle him. He can’t hurt you in any way.”

Charlie is a big black panther.

He lives at “Valley of the Kings Sanctuary and Retreat” in the little town of Sharon,
Wisconsin.

About fifty big cats live here, along with bears, wolf hybrids, goats, foxes, chickens,
domestic cats, geese, ducks… and pretty much anything else that needs a home.

Before they got here, some of the animals—like Charlie— were altered so they’d be less
of a threat to people.

Others were mistreated in circuses… or zoos simply couldn’t take them in. Nearly all of
them would have been killed if they hadn’t found a home here…

Valley of the Kings is a private non-profit run by Jill Carnegie and her husband Jim Tomasi.

They live in a modest farmhouse on the sanctuary grounds. But even that has been partly
turned over to the animals.

At least five domestic cats roam the main floor, and Charlie the panther lives in a room
that’s been modified into a cage.

Jill Carnegie says animals have always been important in her life. She says they fill a
void. Carnegie says in her big family, she didn’t always get the attention she felt she
deserved.

“I never felt loved, but I always felt it from the animals. Their love was unconditional.
They didn’t lie to you. They didn’t betray you. They didn’t stab you in the back. They
didn’t hurt you. They were always, always 180 percent there for me. Always.”

Then, when she was about four years old… Carnegie says she came to believe she had a
gift.

“I remember going out into our side yard, and sending a message to the squirrels to come
and they would all come. And I would have bread and treats for them. And they would
eat, and we would just be really happy.”

Carnegie believes everyone has the ability to communicate with animals, but most people
choose to ignore it. Carnegie says it has helped her understand the big cats in her care.

Out on the sanctuary grounds, it’s clear that every big cat has a personality, like Kia.

Block: “She has a thing about women. She doesn’t like them (laughs).”

Chris Block has been volunteering at the sanctuary for about eight years. He says some
of these animals come from people who wanted to keep them as pets.

“But she’s this way to basically most people. She’s very antisocial. (cougar hisses) She
was owned by a truck driver, a cross country truck driver who wanted to get a baby
cougar and wanted to take her in the cab with him.”

Block says average people who buy exotic animals as pets don’t know what they’re
getting into. The cats can attack unprovoked, need special food, and get a lot bigger than
they are when they’re young.

Jill Carnegie, the sanctuary owner, has allowed some big cats to roam free in her house,
including a spotted Asian leopard.

Carnegie would sometimes even let the leopard sleep in her bed at night.

But at least one expert says this is going too far.

Richard Farinato is the director of captive wildlife programs at the Humane Society of the
United States.

“Every time you come into direct contact or you allow someone to come into direct
contact situation, with a big cat, you’re just playing the numbers game. It’s only a matter
of time before someone’s going to get hurt. Badly.”

Carnegie says she knows the cats are dangerous. But she says her bond with the big cats
and her experience working with them sets her apart from the rest.

“Again it goes back to common sense. I’ve been doing this for 32 years. We’ve never
ever had an injury, ever. And again, we’ve only had a handful of cats that have been safe
in the house, that I would trust anybody with.”

Authorities and neighbors have had some concerns about the sanctuary. Jill Carnegie
says she’s not even thinking about giving it up.

But, partly because of the concerns, Carnegie wants to find a new location for Valley of
the Kings.

She says then she’d have more room to expand and take in additional animals that need
homes and care.

Some experts say the government has weakened regulations that once protected these smaller wetlands. Now, they say, many of these wetlands are being drained, filled in and lost. The Great Lakes Radio Consortium’s Mark Brush has more:

This small wetland is nestled in the middle of a woodlot. Mud is
squishing under our feet as we walk around it. The water is still, and
dark… filled with last year’s rotting leaves.


This is no place for humans to live. But for wildlife, this is home.

“That looks like what was left of a whirligig beetle – that’s a real
common insect in these types of habitats.”


We’re out here with Dave Brakhage. He’s a conservationist with Ducks
Unlimited. He says these small wetlands are where ducks take their
ducklings for food.


Brakhage brought us here to show us an example of a wetland that was
once protected by federal regulations:


“These wetlands are isolated because there’s not a direct water
connection from them to a lake or stream or other water body in the
area. They’re geographically isolated.”


Being isolated puts these wetlands into a sort of regulatory limbo. To
dredge or fill a wetland like this 4 years ago – you needed to apply
for a permit from the Army Corps of Engineers.


Now – in many parts of the country – you don’t need that permit.


That’s because in 2001 the Supreme Court ruled on a case from the
Chicago area that changed everything. The court’s decision opened up a
lot debate about whether isolated wetlands should be protected by the
federal government.


Dave Brakhage says the ruling gave the Bush Administration an
opportunity to issue a guidance to government agencies.


“The Supreme Court ruling certainly threw into question a lot of the
protections that were in place there. And that opened the door to the
guidance. And depending on how the guidance came down and the
interpretations associated with it. It could certainly make things a
whole lot worse.”


The Bush administration issued these instructions to the federal
agencies in January of 2003.


But conservation officials and environmentalists believe the
administration went too far with these instructions, going beyond what
the Supreme Court ruling required.

The instructions were issued prior to drafting a final, formal rule.


But before it finalized the rule – the Bush Administration got an
earful.


“There was a lot of concern expressed on the part of a pretty broad
swath of the American Public.”


Scott Yaich is the Director of Conservation Programs with Ducks
Unlimited. He says the Administration heard protests from those they
considered friendly:


“We were talking about people who were concerned about the environment,
and in this case there were a lot of hunters and a other sporting
groups and angling groups that went into him, and those are a pretty
core part of the Republican and the President’s base.”


So President Bush stopped the rule-making process that would lift the
protections.


But… the original instructions to the agencies still stand.


And the Administration has no plans to change them.


Julie Sibbing is wetlands policy specialist with the National Wildlife
Federation. She says getting the President to back away from finalizing
the rule was a small victory, but there’s still a lot to be done:


“It was a right decision at we do recognize that and we praise the
administration for taking the right step, but they’ve got a long way to
go yet. We still have a long way to go – and there’s a lot at risk.
In fact the EPA’s own estimates are that the guidance has put about 20
million acres, or about 20% of what we have left in the lower 48 states
of wetlands at risk.”


But the risk is not the same for wetlands in different areas of the
country. So today, when developers and landowners go to the Army Corps
of Engineers to apply for a permit, they get different responses
depending on where they are.


Some Corps districts have turned their back on the isolated wetlands,
telling developers no permits are needed.


Other Corps districts are waiting for clearer direction.


Mitch Isoe is the Chief of the Regulatory Branch for the Corps’ Chicago
District. He says he just wants to know what he’s supposed to do.


“We would like to have revised rules on the definitions for our
jurisdiction. We’d just like to have the critical terms that are
causing all of these difficulties defined in a way that two people in
two parts of the country can read the same sentence, go out on the
ground and end up at the same point. And, you know, right now the
field is helpless to do that, because the decision on not to pursue
rulemaking was made in Washington.”

With mixed messages coming from the White House, the Corps of Engineers
and the Environmental Protection Agency are struggling with how and
whether to regulate these wetlands.


In the meantime, it’s generally left up to the states to pass laws to
protect these areas.


Some states have laws that do that, others don’t.

Ducks Unlimited and other conservation and environmental groups are
working with the Administration to protect these wetlands. Dave
Brakhage says doing so will benefit more than just ducks:


“And it’s not just the wildlife – you know wetlands are important in
terms of storing floodwaters, an important site for restoring ground
water recharge, and also have a big role to play in improving our water
quality.”


The Bush Administration says it’s committed to preserving wetlands, and
it even says it plans to increase the amount of wetlands in the U.S.


Environmentalists and hunting groups say they don’t see that happening
right now. But they’re pushing the Administration to make good on that
promise.

Now, some people are taking a new approach – they’re using an electrical charge to clean up pollutants. It’s the first test in this country of the system. Supporters say it’s cheaper and faster than conventional methods. The Great Lakes Radio Consortium’s Bob Kelleher reports:

One of the biggest challenges facing Great Lakes water quality comes from
polluted harbors. Scores of underwater sites have been identified, but
cleanup has been painfully slow. Now, some people are taking a new
approach – they’re using an electrical charge to clean up pollutants. It’s
the first test in this country of the system. Supporters say it’s cheaper
and faster than conventional methods. The Great Lakes Radio Consortium’s
Bob Kelleher reports:


Stryker Bay is a lovely little cove alongside the St. Louis River, near Lake
Superior, in Duluth, Minnesota. It’s a gentle water with ducks in the
summer; and a shady hiking path along the shore.


Tim Leland lives along the shore. From his home, he sees waterfowl, and
fouled water.


“Stryker Bay is a shallow bay. It’s six foot at the most of water.
But there’s a silt that’s underneath it, and all this tar and stuff that’s
coming up. Summertime there we do have a lot of oil that makes the surface
there.”


The bottom of Stryker Bay is a biological time bomb. Under the sand, are
pools of oily stuff – that experts call polynuclear aromatic-hydrocarbons,
or PAH’s. For nearly a century, Stryker Bay was an industrial sewer. PAH’s
were first identified under the bay in the 1970’s. That tar like stuff is
still there. There’s not enough money and little agreement how to get rid
of it.


But what if you could make pollution go away by throwing a switch? That’s
essentially what a German based company promises. And U.S. officials are
listening. The first underwater test in the United States of
Electrochemical-GeoOxidation treatment is underway in Duluth. And early
results show promise. It’s a simple concept, according to Ken Whittle with
Electro Petroleum Inc., who describes the process underway behind him in a
pair of water-filled pits.


“It’s a pretty simple kind of thing. If you want to look at it;
if you have a battery charger at home, you plug the battery charger in, you
take the two leads and you connect them to the terminals on a battery. Well,
that’s pretty analogous to what’s going on here.”


Each pit is filled with polluted mud and covered with water. Metal pipes
are sunken into the muck. In one pit, a carefully controlled electrical
charge pushes electrons through the sediment between the pipes. It’s
supposed to break the electron bonds of dangerous molecules; like PAH’s.
What’s left is harmless – like carbon and water.


The test is financed by the Environmental Protection Agency and the U.S. Army
Corps of Engineers: the agency responsible for dredging shipping lanes.
Dealing with polluted sediment is a huge expense, according to Army Corps
researcher Tommy Myers.


“It’s a real big problem for us to dispose of that material. We
can’t put it back into the water. And, typically, we confine it in what we
call a confined disposal facility, and just store the material into
perpetuity and let it break down by natural processes, if it will.”


Officials would rather destroy pollutants than store them, but conventional
methods are expensive, smelly, and noisy. And they all require dredging,
and that’s expensive.


“In this particular technology, it wouldn’t necessarily require
dredging. There’s very little noise or gaseous emissions associated with
it. The main thing is it could be applied in situ; that means in the water,
without having to dredge.”


Proponents say Electrochemical-GeoOxidation is a bargain. Pollution
officials say conventional methods might cost as much as 200 dollars to
clean up a single cubic yard of sediment from Stryker Bay. But, according
to David Bowman with the Army Corps of Engineers in Detroit, electrical
cleanup might cost a quarter of that.


“Our goal with this project was to find a technology that would
work for around one hundred dollars per cubic yard. The vendor talked about
that they might be able to treat material for around forty five to fifty
dollars per cubic yard at Duluth Harbor.”


And the contractor claims the process works fast. A typical site can be
cleaned in just a few months. It’s also supposed to work on metals, like
mercury, which attach to the electrodes, which can then be disposed of in a
hazardous waste facility.


In the Duluth test, PAH’s have decreased by forty five percent in about a
month. That’s promising, although far from conclusive. The process
won’t get every molecule, but it’s intended to reduce contaminants below
dangerous levels.


Tests began in Duluth this summer, but results are several months away.

Botulism Disease on the Move?

A bacterium that kills birds and fish, called Type E Botulism, is feared to be spreading in the Great Lakes. The Great Lakes Radio Consortium’s David Sommerstein reports four dead gulls were found on the shores of Lake Ontario.


The gulls tested positive for Type E Botulism, a disease that paralyzes fish and the birds that eat them. After isolated outbreaks in Lakes Michigan and Huron in the 60s, 70s and 80s, infected birds were found on the Pennsylvania shores of Lake Erie in 1998. Since then, thousands of loons, mergansers, and gulls on the Lake have died. Peter Constantakes of New York’s Department of Environmental Conservation is keeping his fingers crossed that the discovery in Lake Ontario is an isolated incident.


“In the past few weeks there have been no more dead birds found. We are cautiously optimistic that there is no problem in Lake Ontario. Possibly these birds migrated from somewhere else.”


But researcher Eric Obert of Pennsylvania Sea Grant says that’s unlikely because birds die quickly once they’re infected. Obert hypothesizes environmental conditions like low water levels or the presence of certain invasive species make the water ripe for the bacteria to grow.
