Giving the Electric Grid Some Smarts

Remember that huge blackout in the summer of 2003? Forty-five million people in the Midwest and Northeast US – as well as 10 million in Canada lost power. Julie Grant reports that the federal government and utilities are spending billions of dollars on what’s called a “Smart Grid” – in part, so we don’t have more large scale blackouts.

Right now, electric power in the U.S. is generated by a relatively small number of very big power plants. That power is transmitted all over the place.

But this set up is increasingly running into problems. The demand for power is skyrocketing: from big American houses and TVs, air conditioners and computers. The grid is struggling to keep up. And it’s not always succeeding.

There have been more – and more massive – blackouts in recent years than in previous decades.

Universities, private laboratories, and utility companies are all looking at different aspects of making the electric grid smarter.

Chris Eck is spokesman for First Energy, which provides power in Ohio, Pennsylvania and New Jersey. He says there are so many ideas on how to improve the nation’s electrical system.

“Part of the challenge is defining the smart grid. I think there are different opinions out there about what it will and won’t include.”

The Department of Energy says the smart grid will change the electric industry’s entire business model. Instead of being a centralized, producer-controlled network – it will transform to become decentralized and consumer-interactive.

Ken Laparo works on these kinds of issues at Case Western Reserve University in Ohio. He says a smart grid will get consumers more involved in planning their energy use.

“Right now, you have no idea what a killowatt hour is costing you in Cleveland on March 10 at 8:30 in the evening.”

Laparo says most of us just look at those little bars on our electric bills that show how much energy we used that month. But he says it doesn’t really mean much to us.

But companies are developing all kinds of products: smart plugs, smart thermostats, smart appliances, that tell you how much energy is being used – so customers can decide the best ways to reduce energy use – and to reduce their bills.

Utility companies might start charging more at peak energy times of day – and they will communicate those shifting prices to “smart” consumer devices in real time.

Laparo says these small slices of energy savings might not seem like a lot:

“But it’s the cummulative effect of what everybody is doing, no matter how small it is. When you add it up over millions of customers over days and weeks and months and years that the overall opportunity is huge.”

But there’s still a lot to be done. A decentralized system is going to need better communication. If every programmed refrigerator is constantly trying to optimize its energy usage based on the power’s moment-to-moment price — the electricity system will also have to be an information system. Each smart appliance and home meter, will have to be able to communicate with the energy companies.

If it works, this type of communication could help utility companies predict an overload on the power system – like the one that started the black out in 2003. Utilities today just predict when usage will be high. But a smart grid, they will actually know how high it is in real time.

Utilities will also have a better ability to fix problems in the system before they get out of control.
This is what some researchers call the Holy Grail of the Smart Grid. In the short term, they see consumers learning more about saving energy, and communicating that to the power companies. But in the long term, they want to be able to sense and manage the grid, to avoid those debilitating blackouts.

The 2003 blackout started because there was a high demand for power in one Ohio town. When that one generating plant went off line – it tried to get power from another plant, and overloaded the next plant, setting off a cascade of outages. More than 100 power plants shutdown that day.

First Energy spokesman Chris Eck says a smart grid could help prevent blackouts.

“As it is now, you might know you have circuits out and you have to send crews out to physically for a problem with these lines. With a smart grid, with enough sensors and feedback communication, you might be able to pinpoint before they get to the site. And they can isolate the problem and fix it quicker.”

Jewish people light candles each of the eight nights of Hanukkah – a tradition dates back 2200 hundred years – when the Jews reclaimed the Holy Temple in Jerusalem from the Greeks.

Rabbi Arthur Waskow says they needed oil to light the temple.

“They lit the menorah with just one day’s worth of oil, and, according to the legend, it lasted for eight days, until the new oil was ready.”

A few years ago, Rabbi Waskow realized this is an environmental message for people today.

“This could be seen as the conservation of oil.”

So Waskow wants people to see Hanukkah as a time to conserve natural resources in their own lives – and in public policy.

He’s encouraging people to drive less,
to support biking, railways and walking paths, and
to rest more, so we emit less carbon.

The McKinsey consulting group crunches all kinds of numbers for corporations.

It’s latest report suggests its cheaper to improve efficiency in heaters, homes, and electronics than it is to build new power plants.

It’s a welcome message to Lisa Jackson.

Jackson heads the US Environmental Protection Agency.

“I’m optimistic about Americans, who have so much common sense, saying, listen, the best energy is the energy we never have to use. It’s cheaper, it certainly means that we can invest in ourselves.”

The McKinsey report finds energy efficiency is economical in the long run, but it’ll take millions of consumers and businesses to boost power efficiency all at once to make a difference.

The authors recommend government and banks find new ways to finance home improvements.

They also recommend stronger efficiency labels on household electronics.

For all the talk about carbon cap-and-trade, few people really understand what it is. And no one really knows what it will end up costing you on your electric bill – at least not yet.

The President wants carbon dioxide polluters such as coal-burning power plants to cut how much carbon dioxide they spew from the smokestacks.

So, the government is now designing a plan to cap the total amount of carbon dioxide pollution nation-wide. Once that amount is set, each polluter is allotted a limited amount of allowances to release carbon dioxide. Go over that allowance and the polluter has to pay per ton of CO2 released. Don’t use all of the allowances, and a company is free to trade them -–for a price—to others who need the allowances.

Over time that nation-wide cap will keep get lower, making carbon pollution more and more expensive.

How much of that cost ends up on your electricity bill is the big question.

There are some wildly different predictions. Some lobby groups indicate cap-and-trade could nearly double electric rates. But politics really plays into many of those predictions.

We went to analysts at Point Carbon. It’s a respected world-wide carbon market consultant. Veronique Bugnion says Point Carbon made some estimates based on President Obama’s carbon cap-and-trade plan in his proposed budget.

“Now, in terms of the U.S. average, what we calculated is that it would represent a roughly seven% increase over current electricity rates.”

That’s the average.

But, if your power company uses mostly coal instead of hydro-power or nuclear or wind or solar, Bugnion says it could cost more.

“At the extreme, in the regions that are essentially entirely coal dependent, the impact would be closer to anywhere between ten and 15-percent.”

President Obama says says a carbon cap-and-trade scheme can be designed so that it smooths out the effect on consumers who live in a coal-dependent area.

“The way it’s structured has to take into account regional differences. It has to protect consumers from huge spikes in electricity prices. So, there are a lot of technical issues that are going to have to be sorted through.”

And Congress is just beginning to sort through them. But coal and power companies as well as big oil and industries that use a lot of energy are lobbying hard to kill carbon cap-and-trade or make sure doesn’t cost them, or their shareholders, more than they want.

That leaves most of us wondering what reducing the greenhouse gases will end up costing us after Congress gets finished.

Sandy Kline runs a small house-cleaning business called “More Grime than Time” out of her home in suburban Detroit. Because of the economy she’s lost some business lately. Times are a little tighter.

She says she’s concerned about climate change, but she’s worried what the President’s carbon cap-and-trade plan might do to her power bill and her family budget.

“What he’s proposing sounds like a good idea –big picture– as far as the greenhouse emissions and that, but, you know, on an individual basis it can really hurt people like me.”

She wonders if consumer pressure isn’t enough to get those power companies using coal-burning plants to change. But, that could take decades. Climate scientists say we don’t have that kind of time. We have to do something to reduce greenhouse gases now.

So, experts say you should get ready. Since we don’t know exactly what cap-and-trade will do to electricity rates, it might be a good idea to reduce your power usage. Take advantage of the current tax incentives to get more energy efficient appliances and tighten up your home.

They say, even if rates do go up because of carbon cap-and-trade, if you’re using less power, it could be you won’t see a much of a difference when you get your electric bill.

Paper Demand Drops as Newspapers Close

It takes a whole lot of trees to make newspapers. According to the National Geographic’s documentary “Human Footprint”, it takes 191-million trees to make all of the U.S. newspapers each year. Well, you can cut that back– a lot. Martine Hamel is with the Pulp and Paper Products Council. She says daily newspapers closing or cutting back has meant a lot less demand for newsprint.

“We’re just getting worse and worse month after month. We just released the February figures earlier this week and demand in North America was down 33-percent for the month. So it’s really, absolutely huge.”

And more newspapers are on the brink. Newsprint usually contains a fair amount of recycled paper. With less demand, markets for recycled paper will suffer further.

Tapping Into Tax Savings for Your Home

Tax credits have been extended and expanded for people who want to make their homes more energy efficient. Lester Graham spoke with Ronnie Kweller about that. She’s with the Alliance to Save Energy:

Lester Graham: Ronnie, this stimulus package offers people a chance to save some money if they decide to insulate their home, or replace their heating or cooling system. How much is available?

Ronnie Kweller: Right now, up to $1500 – which is three times the amount that was available under earlier legislation. They also expand the percentage of the cost that can be covered, from 10% in the case of some of the items under the old law to 30%. The other good thing is that the tax credits have been extended through 2010. Originally, they were only for this calendar year. So I think that gives folks some opportunity to save and budget for some of these higher-ticket items, and get them in place between now and 2010, and still get that $1500 off their taxes.

Graham: Now, let’s say I want to replace my old water heater. How much could I get back in tax credit next year?

Kweller: 30%, up to $1500 – that’s if the water heater cost $5000, which probably it’s not that expensive.

Graham: This is a tax credit, not a tax deduction. What’s the difference?

Kweller: That is correct. A tax deduction means you take the amount off your taxable income and then you’re taxed on a lower amount of income. A tax credit is worth more, because once you have calculated the tax that you owe, it’s a dollar for dollar reduction in that tax bill.

Graham: What kind of energy efficiencies make the most sense for a home? If I’m looking at my house, where should I start making changes first?

Kweller: The thing that we usually recommend as the first step is to seal and tighten up the house with sufficient insulation for your climate region. And then sealing leaks and cracks around doors and windows with sealing product, such as caulking, weather-stripping, and foam sealants. And the good news is that all those types of products are now eligible for these tax credits. Again, assuming that they meet the standards that are in the law.

Graham: We tend to think of the Environmental Protection Agency’s Energy Star program as an assurance we’re buying an energy efficient product, but I understand not all Energy Star labeled products qualify for these tax credits.

Kweller: That’s correct. The one change that makes life a little bit more complicated for consumers is that under the old law, all energy star windows qualified for a tax credit. Now, there are certain additional requirements for the windows, as well as for the heating and cooling equipment. So, you can’t just go buy the Energy Star label, you really have to look at the very specific energy efficiency levels that these products must meet.

Graham: So, if I need details on that kind of requirement, where’s the best place to find them?

Kweller: One of the best places would be the Alliance Energy’s website at ase.org/taxcredits. We’ve made a great effort to have a user-friendly website that spells out the criteria in very clear language. The Energy Star website at energystar.gov is always very helpful in general on energy efficiency, as is the Department of Energy’s Energy Saver’s Booklet, which is at energysavers.gov.

There’s 11-billion dollars in the new economic stimulus plan for upgrades to the electric grid and so-called smart meters. These smart meters hook up to your home and give the utility company real-time feedback on how much energy you’re using. Google’s system is called PowerMeter. It’s in beta testing right now but the idea is: if you get a smart meter, you’ll be able to see exactly how much energy your TV, fridge and computer use.

The system will hook into the info utility companies draw from your home. Then, you can log into your secure i-Google website, for free. And get real-time feedback so you can figure out how to spend less on your power bill.

Kirsten Cahill is a program manager at Google. She says they’ve been testing the PowerMeter around the office:

“I think people are surprised about things like their oven; how much the oven uses or the microwave. Things that you using every day that are actually, you know, pretty huge energy users.”

It’ll probably be a year or more before the Google system is open to everybody.

If you want to skip out on a day of commuting you could fake a stomach
flu – or you could talk your boss into letting you work four 10 hour days,
and then take a nice long weekend, every single weekend.

But an eight hour day can seem long. Working 10 hours in a row, well,
let’s just say you might take a lot more YouTube breaks.

Denise Truesdell is a legal secretary. She’s been working four day weeks
on a trial period. She admits working 10 hours straight can be tough.

“By noon I feel like I could curl up and take a quick little nap but you just have to keep moving. I
have to run to the vending machine and get a little sweet just to keep my energy level up.”

But she says she loves having three day weekends, and that’s what keeps
her going.

“I think some employers are leery of the four day week because they don’t think productivity is
going to be there, people get tired easier. But I think it’s an incentive for people to maybe work a
little harder because they’ve got something to look forward to.”

Bosses like the 4 day week because they can sometimes save money by
closing the office one day a week, and they can make their employees a
little happier.

John Walsh oversees 94 custodians at Kent State University in Ohio.
He’s trying out the four day week for his workers.

“They’re not the highest paid on campus. With this summer coming up and the rise of gas I
brought it up and challenged my supervision to see if we could come up with a plan to make this
work.”

He won his supervisors over, so the schedule’s in full swing. He says it’s
actually easier to get projects done with 10 hour days. Things like
stripping and waxing a floor. And Walsh says his workers love cutting
back on their commutes.

“Well I’ve been in this position for eight years and I think this is the highest our morale has ever
been. Teamwork is the highest I’ve ever seen it.”

Walsh says they have to make sure there’s enough staff on duty to get
everything done – like making sure trash doesn’t pile up.

Quite a few companies and government offices are taking the four day
week seriously. Utah’s governor just made it mandatory for most state
employees. And at least eight other state governments are offering 4
day weeks or at least considering them.

They say they’re helping out employees who are feeling squeezed by gas
prices. And a lot of people say they save at least one tank of gas a
month.

But a short work week might not always be an energy saver. Frank
Stafford is an economist at the University of Michigan. He studies how
people use their time.

“So would you on your now newly awarded Friday off stay home and save gas? You might drive as
many miles on your day off as you did roundtrip. It’s pretty subtle. People are going to say well,
I’ve got a third day off, so why don’t I drive around and do some errands and enjoy myself?”

But Stafford says, still, there’s a clear trend happening. He thinks more
employers will offer flexible schedules as gas prices rise. And as those
gas prices stick around, they’re probably going to change our traditional
work weeks for good.

Nancy Cain: “Well, what we’re hearing from a lot of folks is that they’re still going to travel, but
they’re going to travel differently than they’ve done in the past. They’re much more economically
minded. They’re going to be looking for travel bargains, they’re going to be trying to camp out,
they’re going to travel in groups. They’re going to do anything they can to have an enjoyable
vacation while saving money at the same time.”

Lester Graham: “What about those big vacations that require a flight? Are fuel prices stopping
people from going places, far away places?”

Cain: “Triple-A is projecting that about 25 million Americans are going to travel over-seas this
summer. But they’re also going to try to be as economical as they can. Because, as you know,
the American dollar is pretty much at an all-time low. So people will still travel. We think the skies
will be fairly crowded this summer. But definitely much more of people’s discretionary income is
going towards these trips. They’ll have less for other things. And they’re less likely to buy
souvenirs once they get to their destinations. And they’re looking at, you know, perhaps
downgrading a room to a less expensive room, having a bigger meal at lunch versus at dinner
when dinner prices are more expensive. So any way they can, they’re going to be cutting costs.”

Graham: “Are people starting to look at other types of transportation, such as the train, you know,
Amtrak, to avoid the driving?”

Cain: “We think that Amtrak, certainly Triple-A, our surveys, have shown that people are showing
more of a willingness to take either Greyhound Bus, Amtrak, carpool with somebody else. You
know, the glory days of people taking a two-week vacation in July and heading out for two-weeks
to the beach, those days are pretty much gone.”

Graham: “I’m wondering, the hotel industry is a pretty mercenary industry, they’re really going after
travelers. I’m wondering what they’re doing to encourage people to travel, now, with this new
wrinkle in people’s budget.”

Cain: “A lot of the hotels, the big hotels, what they’re doing in many cases is offering, like, discount
cards, they’re offering, you know, gas cards. Everybody’s trying to do what they can to attract
tourists to come back, and go out there and spend. Even though gas prices are at record highs,
tourism is one of the backbones of the economy of this country. So, people want to get out, and,
also, they want to enjoy their vacation.”

Graham: “Trucking companies are starting to slow down to try to save a little fuel. And, I’ve heard
about it – although I haven’t actually seen – that some people are actually slowing down their cars
on the highway. Is that becoming a common trend?”

Cain: “You know, at Triple-A, we’re seeing that more and more. And this is advice we’ve been
giving for years. You know, slowing down on the highway, and even city driving, just five miles an
hour can really improve your fuel economy. And, we’ve said this for years, but now that gas prices
are looking at $4 a gallon, people are starting to follow this advice. Trying to ease up on the gas
pedal, avoiding those jack-rabbit starts and stops. And you can see, people are trying to be a little
more conservative, and thinking conservation when they’re driving.”

Graham: “So, Nancy, I want to ask you a personal question. What have you been doing differently
because of these higher gas prices?”

Cain: “You know, truly what I do, and I have been doing this, I have made a point of it – when I am
in line, like at the bank, I turn my engine off. It’s just those little things – turning your engine off.
And I do try to think conservatively. You know, plan your trips – so you can go around, and not go
out one place in the morning and somewhere else in the afternoon. And I really do make an effort
to do that, because you can reduce your gas costs. And also what I’ve been thinking about doing,
some of my colleagues have also thought this, you know, maybe we should start carpooling, even
one day a week. That would save some money.”

It appears the days are numbered for Thomas Edison’s most famous invention. That’s because fewer people are buying incandescent light bulbs. The EPA says that compact fluorescent light bulbs made up 20% of the overall light bulb
market last year. That’s more than double than the previous year.


Maria Vargas is with the EPA’s Energy Star Program. She says the compact fluorescent
bulbs – or CFLs – are more expensive to buy, but when you do the math, they’ll save
you money in the long run:


“A CFL lamp will save you about $30 or more in electricity costs over each bulb’s
lifetime. They use about 75% less energy and they last up to about ten times longer.”


The U.S. government will officially begin phasing out the higher wattage incandescent
bulbs in 2012.
