Invasives Destroying Great Lakes Food Chain

Although zebra mussels have been affecting the ecology of the Great Lakes since they were first found in 1988, researchers are continuously surprised at how much damage they’ve caused. Now, biologists are wondering if zebra mussels and the more recently arrived quagga mussels are to blame for a collapse of the fishery in one of North America’s largest lakes. Lester Graham reports the researchers are also wondering if this collapse is a preview of what will happen to all of the Great Lakes:

Although zebra mussels have been affecting the ecology of the Great Lakes since they were first found in 1988, researchers are continuously surprised at how much damage they’ve caused. Now, biologists are wondering if zebra mussels and the more recently arrived quagga mussels are to blame for a collapse of the fishery in one of North America’s largest lakes. Lester Graham reports the researchers are also wondering if this collapse is a preview of what will happen to all of the Great Lakes:


It’s off-season for charter boat fishing and Captain Wayne Banicky asked if we could meet at a local watering hole called the Boat Bar. Captain Banicky takes people out fishing on Lake Huron. Well, he used to. The past few years he’s been charter boat fishing in Lake Michigan. He says fish started to become more scarce on Lake Huron, and he was forced to make the move.


“Economics, pure and simple. Dollars and cents. Once you start seeing a decline and being on the water every day and you see those declines in your numbers, it’s just a matter of time before financially you can’t afford to stay there. Those dock fees aren’t given up free. That’s an expensive tab to pay every year.”


Fishing for most species in Lake Huron is not good. But the story is not just a matter of not stocking enough fish or just a bad year, it’s a matter of a collapse of the bottom of the food chain. It’s not just the fish sport fishers like to catch that are down, it’s their prey: the smaller fish those big game fish eat. Prey fish stocks have collapsed, and supplies of the food those small prey fish eat, the plankton, have also collapsed.


Jim Johnson is with the Michigan Department of Natural Resources Alpena Fisheries Research Station.


“There was a huge decline in the amount of nutrients available to zooplankton and phytoplankton in the middle of Lake Huron. These are the basic nutrient bits that fish eat. And it appears now to most of us in the scientific community that a large portion of the nutrients that used enter Lake Huron are now being trapped by zebra and quagga mussels and not finding their way to alewives and other prey fish.”


Scientists from different government agencies and universities in the U.S. and Canada had been noticing changes, but things have gone seriously wrong very quickly in Lake Huron, and it might go wrong other places.


Tom Nalepa is with the National Oceanic and Atmospheric Administration’s Great Lakes Environmental Research Lab. He says tiny aquatic food sources for fish, such as a shrimp-like organism called diporeia, are declining dramatically in other Great Lakes.


“All the players are in place for it to happen in these other lakes too, you know, the loss of diporeia, the expansion of quagga mussels. And maybe Lake Huron is the first to show a collapse in the prey fish. What does it mean? Well basically, you know, there’s not going to be many fish out there for the sport fisherman to catch anymore.”


And sport fishing is multi-billion dollar industry in the Great Lakes. Back at the Boat Bar, charter fishing boat captain Wayne Banicky says fishing is still good in Lake Michigan, but he worries when he thinks about what happened in Lake Huron.


“I think that the fishery as a whole in the Great Lakes is in serious jeopardy right now. Something’s got to be done.”


But the question is what? What can be done when invasive species are changing an entire ecosystem to the point the fishery collapses?


“I don’t know to be honest with you. I don’t think any one of us knows. It’s scary, that much I will admit to you. It is scary right now.”


And guys like Captain Banicky aren’t the only ones worried.


Jim Johnson at Alpena Fisheries Research Station says you can’t undo the damage that’s already done. It’s just a matter of waiting to see how nature responds to the invasive zebra and quagga mussels and other invaders. Johnson says the key is to prevent more invasive species from being introduced to the lakes.


“The best we can do right now, I think the single most effective thing we as managers can do, is to make it understood by the decision makers just how disruptive the invasive species are and try to put a stop to those.”


The source of many of these invasive species is the ballast tanks of foreign ships entering the Great Lakes. Some regulations have reduced the chance that more invasive species will hitchhike to the Great Lakes, but more are still getting in. In the meantime, agencies such as the US Environmental Protection Agency and the US Coast Guard say Congress hasn’t given them the authority to regulate foreign ships strictly enough to stop new invasive species from entering.


So, fishery managers can only watch the other Great Lakes for more signs of a collapse of the fisheries as they’ve only been able to stand by and watch happen in Lake Huron.

It was really foggy that morning. Bob Smith awoke to two sounds:


“You could hear the anchor chains going down, and next thing we know
there was a young Coast Guard guy knocking on the front door.”


The Coast Guard guy had driven up, asking around for a missing barge.
Smith remembered the anchor chains echoing across the water that woke
him up. He went outside to look.

Thirty years later, Smith lives amidst cozy cottages on manicured lawns in
the heart of the touristy Thousand Islands.


“Just right about straight out there. See where that boat’s coming up there
now?”


That’s where a barge carrying oil from Venezuela had dropped anchor after
running aground. That morning Smith watched crude as thick as mud drift
out of sight downriver:


“If you’re born and raised here on the river, you don’t like to see anything go
in the river that doesn’t belong there.”


The Coast Guard placed booms in the water, but the oil quickly spilled over.
It carried 50 miles downstream. It oozed as far as 15 feet into the river’s
marshes. Tom Brown was the point man for New York’s Department of
Environmental Conservation. He says the spill couldn’t have come at a
worse time for wildlife:


“All the young fish, waterfowl, shorebirds, furbearers, were coming off the
nests and were being born.”


Thousands of birds and fish suffocated in black goo. As images of
devastation flashed on national TV, the spill killed the tourism season, too.
It was a summer with no swimming, no fishing, no dipping your feet in the
water at sunset. Really, it was a summer with no river.

30 years later, everyone still remembers the acrid smell:


“When I woke up in the middle of the night and I could smell oil, I was
afraid I had an oil leak in my house.”


Dwayne Chalk’s family has owned a marina on the St. Lawrence for
generations. Chalk points to a black stripe of oil on his docks, still there
three decades later, and he’s still bitter:


“The Seaway has done this area, well, I shouldn’t say that, it hasn’t done any
good. To me it hasn’t.”


The St. Lawrence Seaway opened the ports of the Great Lakes to Atlantic
Ocean freighters carrying cargoes of steel, ore, and liquid chemicals. It
generates billions of dollars a year in commerce, but it’s also brought
pollution and invasive species.


Anthropologist John Omohundro studied the social effects of the 1976 oil
spill. He says it helped awaken environmentalism in the Great Lakes:


“The spill actually raised people’s consciousness that the river could be a
problem in a number of areas, not just oil.”


Groups like Save the River and Great Lakes United began lobbying for
cleaner water and safer navigation in the years after the spill:


“If a vessel carrying oil or oil products were in that same type of ship today,
it would not be allowed in.”


Albert Jacquez is the outgoing administrator for the US side of the St. Lawrence
Seaway. The 1976 barge had one hull and gushed oil when it hit the rocks.
Today’s barges are mostly double-hulled and use computerized navigation.
Jacquez says a lot has changed to prevent spills:


“The ships themselves are different, the regulations that they have to follow are
different, and the inspections are different. Now does that guarantee? Well,
there are no guarantees, period.”


So if there is a spill, the government requires response plans for every part of
the Great Lakes. Ralph Kring leads training simulations of those plans for
the Coast Guard in Buffalo. Still, he says the real thing is different:


“You really can’t control the weather and the currents and all that. It’s definitely going to be a
challenge, especially when you’re dealing with a real live incident where
everyone’s trying to move as fast as they can and also as efficient as they
can.”


Critics question the ability to get responders to remote areas in time. They
also worry about spills in icy conditions and chemical spills that oil booms
wouldn’t contain.

Back on the St. Lawrence River, Dwayne Chalk says the oil spill of 1976
has taught him it’s not if, it’s when, the next big spill occurs:


“You think about it all the time. Everytime a ship comes up through here,
you think what’s going to happen if that ship hits something.”


Chalk and everyone else who relies on the Great Lakes hope they’ll never
have to find out.

Farewell Tour of Historic Icebreaker

The historic Coast Guard icebreaker Mackinaw has docked for the final time. The vessel is scheduled to be decommissioned at the beginning of June, after more than six decades of service on the Great Lakes. The GLRC’s Sarah Hulett visited the ship on its farewell tour of the lakes, and has this report:

GLRC’s Sarah Hulett visited the ship on its farewell tour of the lakes, and
has this report:


I’m on the bridge of the 290-foot icebreaker, and I’m just in time for the
daily test of the vessel’s alarms and whistles.

After 62 years, they’re still working.


(Sound of alarm)


The Mackinaw was built in Toledo, during World War Two – when
demand for raw materials from the Great Lakes region exploded.


The icebreaker extended the shipping season through the winter, and
helped make sure iron ore and other cargo could get to the industrial
cities at the center of the war effort.


Today, Pat Pietrolungo and his 80 fellow crewmembers are still keeping
the shipping lanes cleared for commercial transport. They can spend up
to two weeks at a time on the ship, cutting ice during the winter months.


But cruising Lake Superior in the dead of winter can get spooky on those
long, cold winter nights.


Pietrolungo says there are some crew members who think there’s a ghost
on board the Mackinaw.


“Certain little weird things happen. Lights will flicker that shouldn’t,
doors will shut, some of the wheels on the scuttle will turn. I guess it
was a former crew member that died on board.”


But that ghost will have a lot less company soon, when the crew moves
to the Mackinaw’s smaller, more efficient replacement this summer.


The old ship isn’t flexible enough to serve other purposes for the Coast
Guard. And Pietrolungo – the Mackinaw’s machinery technician – says
finding parts for the vessel’s huge diesel engines is getting more difficult
by the year.


“It’s more or less along the lines of a locomotive engine. So you’ve got
to go start searching train museums, more or less, to find the big parts if
we needed them.”


A non-profit group based in Cheboygan, Michigan wants to make the
Mackinaw itself a museum.


Hugh O’Connor and his two young children were the first in line to
board the vessel when it docked in Detroit during its farewell tour. He
says he’ll be sad to see the Mackinaw decommissioned, but he says he
would visit the ship as a museum. Like a lot of boys who grew up along
the lakes, O’Connor says he and his friends knew the names of all the
freighters, and looked forward to catching a glimpse of the Mackinaw.


“We always used to ice fish in the winter, and I remember from our ice
shanty you’d get out and see it going by, breaking ice on Lake Saint
Clair for the freighters. That was when they were trying to run the boats
year-round. I don’t think they do that much anymore though. That was
pretty cool. Back then it was all white, though. Painted all white.”


The Mackinaw’s hull – painted red since 1998 – powered through thick
sheets of Great Lakes ice for the last time this past winter.

An investigation has found that the Air Force used the Apostle Islands and Lake
Superior for bombing practice in the early 1970’s. The Great Lakes Radio
Consortium’s Mike Simonson has the story:


Jim Erickson was hoping to pull in a net full of fish one afternoon thirty years
ago, but his catch had a surprise. The Bayfield, Wisconsin fisherman had
snagged a missile.


“It was about four feet long and had some fins on it. They used to run those runs
outside of Outer Island there during the summer. Target practice, I guess.”


Erickson strapped the missile to the top of his fishing boat and tooled back to
Bayfield, where he handed it over to the Coast Guard. Erickson says he’s not
sure if the missile was a dummy or had live ammo. That’s one missile of three he
knows of that local fisherman pulled in around the Apostle Islands.


An investigation by the nearby Red Cliff tribe uncovered Erickson’s story. The
U.S. Department of Defense paid for that investigation. It is uncovering evidence
of different uses by the military of Lake Superior, including dumping tons of
ammunition after World War II.

30 YEARS – REMEMBERING THE EDMUND FITZGERALD

Thirty years ago this month (November 10th), the iron ore carrier the Edmund Fitzgerald sank in Lake Superior. 29 men died. The lake carrier was caught in one of the worst storms recorded on the Great Lakes. In the years since the Edmund Fitzgerald went down, the Great Lakes Radio Consortium’s Mike Simonson has talked with those connected with the ship:

Lake Superior. 29 men died. The lake carrier was caught in one of the worst storms recorded on
the Great Lakes. In the years since the Edmund Fitzgerald went down, the Great Lakes Radio
Consortium’s Mike Simonson has talked with those connected with the ship:


Like the folk song relates, the November gales came early on Lake Superior in 1975. A storm
more fierce than even the most experienced lake carrier crews had ever seen hit the eastern side
of the lake. That night, Captain Dudley Paquette was shipmaster of the lake carrier Wilfred
Sykes…


“We were really out right in the middle of the lake. Just huge seas, 30-35 foot seas. I was
completely awash and I was on a super ship. I was registering 70, 75 knots steady with gusts to
100. Huge seas, I was completely awash. Water was flying over the top of my bridge.”


Like the carrier Wilfred Sykes, the Edmund Fitzgerald was a big ship, but early in the night the
captain saw ominous signs of trouble. The topside fence rails had snapped. The vents were torn
off. The radar was out. And the Edmund Fitzgerald’s Captain, Ernest McSorley had all the bilge
pumps on, trying to keep the ship from swamping.


Thom Holden is the curator of the Army Corps of Engineers Marine Museum. He says Captain
McSorley was in radio contact with Captain Jesse Cooper of the nearest ship, the Arthur
Anderson.


“The topside damage was an earlier report. After suffering this damage that Captain McSorley
did contact Cooper and ask him to shadow him down the lake. It was really several hours later
that what could be the last transmission from the Fitzgerald was received. Essentially Captain
Cooper or the mate asked McSorley how he was doing, how the vessel was riding. He said
‘We’re holding our own, going along like an old shoe.'”


In an interview from his retirement home in Florida, Arthur Anderson Captain Jesse Cooper said
the memory of that night still haunts him. He says Captain McSorley didn’t let on that his ship
and crew were in danger.


“I think he knew he was in trouble but he couldn’t spread the word because it would panic the
crew. (Simonson): How do you think he knew he was in trouble? (Cooper) What the hell would
you think if you had a hole in your bottom and were taking in more water than you could pump
out?”


At 7:10 that evening, the Fitzgerald disappeared from radar as it sailed into a snow squall only a
few miles from the safety of Whitefish Bay.


“My gut feeling was I knew she was gone when I couldn’t see her on the scope. Turning around,
I hated the thought of going back out in that sea.”


Radio communication from that night was recorded by the Coast Guard at Sault St. Marie
Michigan. The Coast Guard was asking captains to turn back into the storm and search for the
Fitzgerald. You’ll hear a distressed Captain Cooper answer the call.


“(Coast Guard:) Think there’s any possibility that you could turn around do any searching, over?’
(Cooper) ‘Oh God, I don’t know. That sea out there is tremendously large. If you want me to, I
can but I’m not going to be making any time. I’ll be lucky to do two or three miles per hour going
back out that way, over.’ (Coast Guard:) It looks like with the information we have that it is fairly
certain that the Fitzgerald went down. We’re talking now a matter of life and death and looking
for survivors that might be in life rafts or in the water. We can only ask the masters to do their
best without hazarding their vessels.'”


The U.S. Coast Guard rescue vessel Woodrush had left the Duluth port but it took 21 hours to
arrive on scene. Captain Jimmy Hobaugh says a life ring from the Fitzgerald popped up as they
arrived.


“Of course we searched for the three full days and it was rougher than you can imagine. No
matter how I turned the ship, we were taking green water over the top. If there had been someone
there, I’m positive that my crew was good enough that we would’ve got ’em.”


None of the men’s bodies were recovered.


Among the crew of 29 was Third Mate Michael Armagost of Iron River, Wisconsin. His widow
Janice says the families of the 29 men who went down with the Edmund Fitzgerald struggle with
their loss…


“Nobody realizes that there are survivors. I mean, my kids’ father is on that ship and my
husband’s on that ship. And people just think of it as a shipwreck that happened so long ago, and
it’s not.”


The families of the crew of the ship now say all they want is the final resting place of their loved
ones to remain undisturbed by divers. Only the bell of the wreck of the Edmund Fitzgerald was
recovered and placed in the Great Lakes Shipwreck Museum at Whitefish Point, Michigan ten
years ago.

Today we’ll hear more about Ten Threats to the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham has the next report in the series:


In this “Ten Threats to the Great Lakes” series, we found experts across the region point to alien invasive species as the number one challenge facing the Lakes. The Great Lakes have changed dramatically because of non-indigenous species that compete for food and space with native fish and organisms. More than 160 foreign aquatic species have been introduced since the Lakes were opened to shipping from overseas. It’s believed that many of the invasive species hitched a ride in the ballast tanks of ocean-going cargo ships.


Foreign ships entering the Great Lakes are boarded and inspected in Montreal, long before the ships enter U.S. Waters. Sheridan McClellan is a marine science technician with the U.S. Coast Guard. He says inspectors take samples of the ballast water and test it onboard ship. He demonstrates the equipment at the Coast Guard lab in Massena, New York.


MCCLELLAN: “And when you look through this refractometer, if you look on the right hand side, you will see the salinity… If you’d like to look through it…”


GRAHAM: “Oh, yeah. I see.”


MCCLELLAN: “You see a line?”


GRAHAM: “Right.”


The inspectors want to see salt in the water. That means the ship exchanged ballast water from a freshwater port with ocean water that kills most freshwater organisms hiding out in the ballasts.


“Once we check all the ballast tanks and they’re all good to go, we tell the captain that he’s allowed to discharge his ballast in the Great Lakes if he so desires.”


And that’s it; if the ship’s ballast contains ocean water and the log shows the water came from deep ocean, it’s good to go. Lieutenant Commander James Bartlett commands the Massena station. He says that’s all the Coast Guard can do.


“We’ve been asked if we are actually checking for the organisms and doing, you know, a species count. Right now, that technology’s not available to us nor, really, do we have that capability in our regulations. It’s essentially, it’s a log check, an administrative, and then also a physical salinity check.”


But a ship can also be allowed into the Great Lakes if its ballast tanks are empty. Ships fill their ballasts tanks to keep the vessel stable in the water. When a ship is fully loaded with cargo, it sits deep enough in the water that it doesn’t need ballast water for stability. It’s declared as “No Ballast on Board,” or NOBOB.


But “No Ballast On Board” does not mean empty; there’s always a little residual water and sediment.

Deep inside the S.S. William A Irvin, an out-of-service iron ore ship that’s permanently docked in Duluth, Minnesota, Captain Ray Skelton points out the rusty structure of the ballast tanks.


“You can see by all the webs, scantlings, cross members, frames, just the interior supports for the cargo hold itself, and the complexity of this configuration, that it wouldn’t be possible to completely pump all of the tank.”


And a recent study of NOBOB ships found there’s a lot more than just water and sediment sloshing around in the bottom of the tanks. David Reid headed up the study. He says there are live organisms in both the water and the sediment.


“If you multiply it out, you see that there are millions of organisms even though you have a very small amount of either water or sediment.”


And when ships load or unload they discharge or take on ballast water, that stirs up the water and sediment in the bottom of the ballast tanks along with the organisms they’re carrying from half way around the world, and they end up in the Great Lakes.


The shipping industry says for the past few years, the security regulations since 9/11 have been more important to the industry than dealing with ballast water. Helen Brohl is Executive Director of the U.S. Great Lakes Shipping Association. She says the shipping industry hasn’t forgotten; it is paying close attention to concerns about ballast water.


“From my perspective, in ten years, ballast water is not an issue, because in ten years there’ll be treatment technology on most ships. We’re moving right along. Ballast, in some respects, is kind of beating a dead horse.”


But environmentalists and others say ten years to get most of the ships fitted with ballast water treatment equipment is too long. New non-indigenous species are being introduced to the Lakes every few months.


The invasive species that are already in the Great Lakes are costing the economy and taxpayers about five billion dollars a year. The environmentalists insist Congress needs to implement new ballast regulations for the Coast Guard soon.


They also say the Environmental Protection Agency should start treating ballast water like pollution before more invasive species catch a ride in the ballast tanks of the foreign freighters and further damage the Lakes.

Some states want the EPA to be in charge of regulating ballast water discharges. Others want the Coast Guard to handle it. Whoever regulates the discharges, it won’t be enough, according to Allegra Cangelosi. She’s a policy analyst at the Northeast MidWest Institute.


“They can’t pump it all out with routine ballast pumps. So they often carry residual ballast into the Lakes which is teeming with organisms nonetheless.”


Cangelosi says freighters need to start treating their ballast water with technologies such as filtration and deoxygenation. She says the longer the government waits to require the treatment of ballast water, the more invasive species will make their way into the Great Lakes.

The study by the University of Michigan and the National Oceanic and Atmospheric Administration looked at ships coming into the Great Lakes from the ocean. Nearly 80-percent of them declared “no ballast on board” and avoided inspections by the Coast Guard.


But several of those ships were tested by the researchers. They found that although the ballast water was pumped out, there were thousands of organisms left behind in the sediment in the bottom of the ships’ ballast. Then, when the ships unloaded at their first stop, they took on Great Lakes ballast water which stirred up the sediment.


And that made it possible for the biological contaminants to be pumped out at the next Great Lakes port.


The authors of the study warn that more restrictions must be placed on how the ships handle ballast water, or the Great Lakes will continue to be invaded by more invasive species such as the zebra mussel, round goby, and 180 other foreign aquatic species that have harmed the Lakes’ ecosystems.

Scientists aren’t sounding the alarm yet. One Chinese mitten crab found near Quebec City doesn’t constitute an invasion. But if they reproduce, the critters could spread quickly.


David MacNeill is a fisheries specialist with New York Sea Grant. He says one was found in Lake Erie in the 1970s, but didn’t proliferate. The mitten crabs spawn in salt water, so they don’t really threaten the upper Great Lakes. But the St. Lawrence River may be better habitat. Regardless, MacNeill says the discovery highlights problems with foreign ships exchanging ballast water before they enter the Great Lakes system.


“Inside ballast tanks on ships, they’re like giant tidal mud flats. When you empty all the water out, there’s this large mud layer. Some of these organisms can burrow into the sediment which is what the mitten crabs do.”


In January, the Coast Guard conceded its ballast discharge rules don’t always work. It said it must find new ways to keep foreign invaders out of the Great Lakes.

There’s already one underwater barrier at a canal south of Chicago and a second set of electrical cables is being installed. The shipping industry has been worried about the barriers causing safety problems like electrical arcing between vessels. The Army Corps of Engineers and Coast Guard have been working with the private firms and have come up with recommendations to reduce the risk of danger. The suggestions include no mooring, passing, or stopping near the barriers and using wire rope to prevent barges from separating. Coast Guard commander David Fish says the plan should work.


“We think we have something. You get enough people… working on a project… get enough people all wanting the same solution and engineering-wise, we’re able to find a solution.”


But Fish says there are no firm guarantees the second carp barrier will be ready this spring, before the first barrier wears out.
