Emotions Run High Over Dam Removal Questions

There are close to two hundred hydroelectric dams in Michigan, and almost half of those stopped making power a long time ago. Many of these dams are getting old and they need attention. The communities that own these dams are faced with a decision: pay to fix them, or pay to take them down. As Mark Brush reports it’s a decision that often stirs people’s emotions.

The controversy around Argo Dam in Ann Arbor started when the State’s Dam Safety Program said there were problems were with the embankment next to the dam. The repair costs were estimated to be up to $300,000.

Laura Rubin is standing next to the dam on the Huron River. Rubin is the executive director of the Huron River Watershed Council, and she wants to take this dam out. She says taking the dam out would save the city money in the long run. She says it will also return the river to a more natural state, and would be better for fish and wildlife. Rubin says when she looks at the pond made by the dam, she doesn’t see good things.

“When I look at Argo Pond I see really a stinky, stagnant, non-oxygenated pond. It’s not really functioning. Other people look at it as, you know, this beautiful pond that they go down to. And it’s really, that’s just one of perspective, and sort of your background and your training.”

The people who like the dam accused Rubin and the Watershed Council of overhyping the problems with the dam, and with Argo Pond. The people most outspoken were the members of a local rowing club.

Rubin and others in favor of taking the dam out said the rowers could find better places to row on the Huron River, and the city could pay for the move.

Mike Taft is a coach for the Huron High School rowing team. He and many of the other rowers said the other places just wouldn’t work.

“You know my kids grew up here and this is where we spent our time. So, you can find what you want on various stretches of this river, and this is a one of a kind the way it is.”

Some environmentalists accused the rowers of digging their heels in – of not considering other options. Taft feels that accusation is unfair.

“I think this is not about the rowers. I think it’s about the Watershed Council pursuing their absolute aim here, which is to take out this dam.”

People with the Watershed Council say they do want the dam out, but they say they respect the rowers concerns.

The city of Ann Arbor put together a committee to help them with the decision. They held meetings and heard from some experts. They came to agreement on a lot of other issues about the river, but on the Argo Dam they just couldn’t agree.

Steve Yaffee is an expert on ways to manage environmental conflicts. He’s written extensively about the Spotted Owl case out west and he facilitated some of the Argo Dam meetings. He says in hindsight, he felt like the process could have been better informed. He thought it would have helped to have outside experts weigh in on the questions about science and about the alternatives for rowers.

“Because I think the rowing interests weren’t convinced that there were environmental benefits. And the environmentalists weren’t convinced that there weren’t options for the rowers. And if you’re not convinced of that, why work with that.”

Yaffee says for communities facing these big controversies it’s important for all the parties to first sit down and talk broadly about what they want for their community. He says it’s also important to have some creative thinkers at the table. People who can articulate a vision for the future and can come up with solutions.

For now, the city is planning to keep the dam. If it does, taxpayers will probably have to pay close to half a million dollars in repair and maintenance costs in the next several years, and for many cities with tight budgets money is often what ultimately drives their final decision of whether or not to keep a dam.

For decades, exotic species have been invading the Great Lakes and mixing up the ecosystem. A few years ago the constant changes led to the collapse of the food web in Lake Huron. That event has gotten people interested in restoring native fish with the hope that they’ll be more stable, but as Peter Payette reports, not everyone wants the food web in the Great Lakes to look exactly like it did a century ago.

Once upon a time, every Great lake was stuffed with lake herring. Trout would feast on them and so would people all over the Midwest, sometimes smoking or pickling the white flaky meat. Herring can grow more than two feet long. Every year commercial fishing nets would haul tens of millions of pounds of herring out of the lakes.

Fisheries biologist Mark Ebener says herring, or cisco, would lay so many eggs in the fall it was a food source for other fish. Ebener says it still is in Superior.

“You go into parts of Lake Superior in December and the whitefish are just gorged on cisco eggs.”

But herring largely disappeared from the lakes in the middle of the last century for a variety of reasons including overfishing. Biologists like Mark Ebener thinks restoring the fish should be a top priority. He’s with Chippewa Ottawa Resource Authority.  It’s a tribal fishing agency based in Sault Ste. Marie. Some Michigan tribes have commercial fishing rights on the Great Lakes that date back to treaties signed in the 19th century. They’d like the states to be more aggressive about restoring native species. Ebener says if we want a stable ecosystem in the lakes, herring are crucial. 

 
“It was the prey species. So if you want to restore the connectivity of the lakes and the historic predator-prey dynamics, why would you ignore herring”

 While nobody would admit to ignoring the fish, figuring out exactly what happened to lake herring has not been a priority, but that’s changing.

Grand Traverse Bay is the only place herring are still known to breed in Lake Michigan. State fisheries biologists have been coming to this breeding ground near Elk Rapids for three years. The Department of Natural Resources and Environment wants to know why this remnant population doesn’t expand. Randy Claramont is the team leader. He says the primary suspect is an invasive fish that eats new born herring. They just picked one up in the net.

“There’s our predator. There’s a rainbow smelt. Right in where the cisco are, we also got an adult rainbow smelt.”

It’s not likely that a large scale effort to restore herring as the main prey fish in Lake Michigan would have universal support. That’s because the state is also responsible for managing the lake’s popular salmon fishery. Salmon are not native to the Great Lakes but are generally considered to be the most exciting sport fish to catch. Lots of anglers come up north to do this, so politically speaking, the salmon has clout.

 Jim Dexter, the Lake Michigan basin coordinator for the Michigan DNRE, doesn’t think salmon like to eat herring.

 “One thing that’s important to remember is that if you have a huge herring population,  I don’t think you’ll be able to maintain the type of salmon sport fishery that we currently have.”

But it’s a different story in Lake Huron where the salmon disappeared in 2004. That was after the food web, dominated by exotic species, crashed. The upheaval has sparked interest in rebuilding a more stable ecosystem, and that’s why the Michigan Steelhead and Salmon Fishermen’s Association actively supports efforts to reestablish the herring in Huron. The state planted 40,000 herring there last year. Managers of the project think they’ll need to plant a million fish a year for a number of years to reestablish the species in the lake. That would cost millions of dollars.

You might recall that Michigan got a kind of asian carp scare a few weeks back. Biologists found one asian carp near Chicago, past an electric barrier that was supposed to keep them away from Lake Michigan. They worry if carp make it to the Great Lakes and rivers in Michigan, they could crowd out native fish. Congress worries the barrier might not be enough and it wants a more permanent solution. Shawn Allee reports that won’t happen anytime soon.

Joel Brammeier’s with the Alliance for the Great Lakes, an advocacy group. When I meet him, I expect him to be completely freakin’ out, since just a few weeks ago biologists found one live Asian carp on the Great Lakes side of the electric carp barrier. That’s the, um, wrong side of the barrier, since we want Asian carp to stay on the other side, the side closer to the Mississippi. Anyway, Brammeier’s is either a good actor, or maybe he actually feels OK, since now other people, the right people, are freakin’ out, too. Those would be people in Congress.

“We’ve seen over the past few months, more energy devoted to predicting and preventing a crisis to the Great Lakes than I’ve ever seen in my life.”

Brammeier says Congress doubts that electric barriers, poisons, or other gadgets will keep the carp out of Lake Michigan for good, so there’s talk about the mack daddy of Asian carp prevention: hydrological separation. This just means cutting off canals that connect Lake Michigan to rivers that head west. That’d make it impossible for carp to swim to the Lake.

“I think what folks are realizing now is that the only way to achieve that is physical separation between the Great Lakes and the Mississippi River. That’s easy to say, but it’s incredably difficult to conceptualize how that happens.”

Brammeier says the good news is that back in 2007, Congress already asked the U.S. Army Corps of Engineers to figure all this out. The bad news is that the study’s moving too slow for Congress. The Army Corps was planning to finish its proposal in, say, five years. Tomorrow, a U.S. Senate committee will debate asking the Corps to speed things up. They want the study finished in less than two years.

“Twelve to eighteen months with the right people, the right funding and leadership strikes me as a generous amount of time to get the answers we need.  It’s simply a matter of prioritization.”

“To do that in 18 months in my and my team’s opinion is not a reasonable assumption.”

This is Dave Wethington. He’s in charge of the study for the Army Corps of Engineers. Wethington says the real issue isn’t whether the Corps can propose some way of separating Lake Michigan from rivers that head west. He says it can do that. It’s that that there’s a lot to consider.

“What kind of impacts could there be to commercial shipping, passenger boats, recreational boats. What kind of flood risk could there be, to the Chicago area specifically.”

None of this is enough for some Michigan congressmen. Representative Dave Camp is from the 4th district.

“The problem is that it’s taking far too long. This will speed that up. What we’re trying to bring is this sense of urgency to the problem that, frankly, the bureacrats don’t get.”

Camp admits even if he gets his study eighteen months from now, he’d still have a problem. Re-jiggering the water canals around Chicago won’t be cheap, and there’d probably be a fight over that, too. Still, he says he’d rather have that fight sooner rather than later. After all, we might still have time to stop the carp’s invasion, but we’re pressing our luck if we wait too long.

By the way, we still don’t know where that carp that was caught beyond the electric barrier came from.  Scientists are using DNA tests to figure out whether it just swam through the barrier or whether someone released it into the wild. Biologists say that happens from time to time.

Critics of sonar say it’s so loud that it confuses whales and other marine animals, and can cause them to be injured or even die. That’s why environmental groups have been pushing for tighter regulations on the technology.

This week the National Oceanic and Atmospheric Administration, or NOAA, took a step in that direction. The agency acknowledged that current policies are not doing enough to protect marine mammals. And NOAA says it will identify critical marine habitats impacted by sonar.

Michael Jasny is a policy analyst with the environmental group the Natural Resources Defense Council. He hopes the policy will be a first step to banning sonar in those habitats.

“It’s not a prescription, it’s a plan. And it sets in motion potentially a very significant change. I mean, the proof will be in the pudding, of course.”

Jasny says his organization will work with NOAA and the Navy to negotiate sonar policy so that marine mammals are not hurt.

The government’s Conservation Reserve Program pays farmers to return a certain amount of agricultural fields to their original wetlands. As Tanya Ott reports, a new study finds those efforts might be paying off.

Research ecologist Hardin Waddle and his colleagues at the U-S Geological Survey wanted to know how frogs and toads were faring in ditches and creeks on farmland versus restored wetlands. So they suited up and set out into the Mississippi Delta on a frog hunt.

“We went out there at night with flashlights and we captured any individual we saw. We measured them and we looked for any kind of growth abnormalities or things like that.”

They didn’t find disease, but they did discover significantly more frogs and toads on the marginal farmland that had been restored to wetlands. Waddle says amphibians are great indicators of the overall health of wetland conditions. So that means restored wetlands can be just as good for frogs and toads as preserved wetlands.

The oceans are already noisy from military sonars and oil and gas exploration. Scientists say it could get worse. Some of the greenhouse gas, carbon dioxide, is getting soaked up by the oceans and seas. The carbon dioxide makes the water more acidic. Sound travels through that acidic water more easily. A UN climate change panel recently issued a report raising concerns about the chemistry change. Mark Simmonds of the Whale and Dolphin Conversation Society says already there’s an “acoustic fog” in the world’s waters.

“The ambient noise levels in the oceans because of pH are likely to rise. This is a very unexpected finding. They’re anticipating that marine mammals will have further problems communicating.”

The noise confuses marine mammals. So, they’re beaching themselves and running into ships more often.

sludge is often used on farms as fertilizer. But the wastewater treatment doesn’t get
rid of all the drugs and chemicals we flush down the drain. Kinna Ohman reports
researchers are finding some of these chemicals are affecting wildlife and could be
getting into our food:

sludge is often used on farms as fertilizer. But the wastewater treatment doesn’t get
rid of all the drugs and chemicals we flush down the drain. Kinna Ohman reports
researchers are finding some of these chemicals are affecting wildlife and could be
getting into our food:


Take a tour of any wastewater treatment plant and you’ll soon understand the main
objective: to separate the liquids from the solids. Until the mid 90s, most of these solids,
or sludge, used to go into landfills or were dumped in the ocean. But in 1994 the U.S.
Environmental Protection Agency started a program to promote the use of sludge on farm
fields as fertilizer. The EPA thought this was the perfect solution… turning waste into a
useful product.


But scientists have found something which could turn the EPA program on its head.
Rolf Halden is an assistant professor at the Johns Hopkins Center for Water
and Health. He says sludge contains most of the chemicals we use:


“If you look at municipal sludge, it really is a matrix that reflects the chemical footprint
of our society.”


Halden’s focused on one chemical he’s found in sludge called Triclosan – and
there’s a lot of it out there. It’s in antibacterial soaps, and can even be in our toothpastes,
deodorants, and shampoos. Until recently, most if it was thought to break down. Now,
Halden says they found something different:


“In the work that we have done at Johns Hopkins, we have demonstrated for example that
Triclosan when it enters a wastewater treatment plant is not effectively being degraded
and half of the mass is left over.”


Halden and his colleagues found this leftover mass in sludge. And since half the sludge
produced each year in the US goes to fertilize farm fields, Halden says we might want to
think about our food supply:


“We really create a pipeline of contaminants that are first discharged into the water and
then accumulated in sludge and then applied in agriculture which opens a pathway for the
contamination of the food supply and the further distribution of these chemicals in the
environment.”


At this point, scientists are still studying levels of this chemical. They haven’t even
begun to understand Triclosan’s effects in agriculture. But there’s something they do
know about it.


Researchers found Triclosan can mimic a thyroid hormone in the North American
bullfrog and disrupt its growth. When its tadpoles were exposed to low levels of
this chemical for a short amount of time, their growth into a juvenile frog was impaired.


But this doesn’t sound like that big of a deal… the frog doesn’t die, it just doesn’t grow
properly, right? Keep in mind that this study tracked exposure to Triclosan over four
hours. Halden says by spreading wastewater sludge in agriculture, we could be exposing
wildlife to chemicals like Triclosan for their entire lives.


“When these chemicals are transported into the environment with the agricultural
fertilizer, which is the municipal sludge, then they sit there for in the soil, not only for
seconds but for days and weeks and for months and to even years and in some situations
in sediments, in aquatic sediments, they can sit there for decades and this implies that
organisms are, for their lifespan, exposed to very high levels of these contaminants.
What the outcome of that is really not fully understood right now and requires more research.”


The U.S. Geological Survey has also been looking for chemicals in sludge – or biosolids –
and they’ve found steroids, antihistamines, and antidepressants. Ed Furlong, a research chemist
with the USGS in Denver, Colorado, says they are now studying how these chemicals react in agricultural
fields:


“We’ve identified that many of the compounds are consistently present in biosolids from
across the country. We’re now trying to understand what happens after those biosolids
are applied to the soil.”


The USGS is not the only agency looking at this issue. The Environmental Protection Agency has been conducting its own survey of chemicals like Triclosan in sludge. They say the results of the survey won’t be released until next
summer. Then comes the complicated process of deciding what to do with the survey
results. A decision about whether to stop using sludge with hormone disrupting
chemicals to fertilize farm fields could be years away.

Today we begin an extensive series called “Ten Threats to the Great Lakes.” The Great Lakes Radio Consortium’s Lester Graham is our guide through this series:


In looking at these threats to the Great Lakes, almost everyone we surveyed agreed the worst threat was alien invasive species. Shipping goods in and out of the Great Lakes has helped build the major cities on the Lakes. But shipping from foreign ports has brought in unwanted pests. Zebra mussels are probably the most infamous, but there are more than 160 aquatic species that have invaded the Lakes and changed them, almost always for the worse. So why can’t we keep them out?


Well, let’s say I import widgets.

I’ve been getting widgets from somewhere in Asia, but I found out I could get widgets from an eastern European company for a dollar-a-widget cheaper. The factory there can ship them directly to my warehouse in Great Lakes City, USA by ship across the Atlantic and into the Great Lakes.


Pretty good deal. I get good widgets, the shipping costs are cheaper, my profits go up, and it means cheaper widgets at the retail level. Everybody wins, right?


Well, the ship that brought the widgets also brought an alien invasive species that stowed away in the ship’s ballast. A critter that’s native to eastern European waters is now wreaking havoc on the Great Lakes ecosystem.


Aquatic alien invasive species that have invaded the Great Lakes now cost the economy an estimated five billion dollars a year. Five billion dollars of what’s considered biological pollution.


So, who’s paying the price?


Cameron Davis is with the environmental group Alliance for the Great Lakes.


“Unfortunately, in most instances, who pays for those hiddens costs are you and me. We pay for our water agencies to have to clean zebra mussels out of their pipes, we pay our agencies through taxes to have to keep Asian Carp out of the Chicago River, we pay through our taxes in any number of ways to try to fight these invaders.”


So right now, taxpayers and utility ratepayers – even those who never bought a widget and never will – are paying the price. Davis says that’s just not right.


“One of the things we need to do is make sure that those ships are paying full cost for everything that they bring, not just the widgets, but the stowaways like the zebra mussels, things like that that they have on board.”


So, why target the ships?


Dennis Schornack chairs the U.S. Sector of the International Joint Commission. The IJC is a bi-national agency that monitors a water quality agreement between the U.S. and Canada. Schornack says that’s the way it usually works: the polluters pay.


“The cost of the impact of these unwanted creatures is something that’s not baked into the price charged for the widgets. So, somewhere that external cost needs to be captured back into the price. The ship owners themselves are the likely target to pay for this through a permitting fee which, of course, they will pass on to their customers, the people who made the widgets.”


So all of us who buy widgets end up paying a little more, but paying permits and fees could cost shippers more than they can afford. George Kuper is with the Council of Great Lakes Industries. Kuper says he understands the first impulse is to make the shippers pay.


“The problem with that, of course, is the shippers were already close to non-economic as a method of transportation, which puts us right up against an environmental challenge because shipping is by far the most environmentally un-intrusive method of moving large amounts of materials.”


Kuper says using other methods of transportation such as trains or trucks to move that cargo from East Coast ports might burn more fuel and cause more pollution.


But of all the shipping on the Great Lakes, only six percent of the tonnage is carried on ocean-going vessels. The rest is transported on Great Lakes carriers that never leave the lakes and don’t bring in new invasives. So, the question is this: is that six percent of cargo worth the damage that aquatic invasive species cost each year.


Many experts say there is a fairly simple answer to all of this. Technology is available for cargo ships to eliminate invasives from their ballast tanks. Requiring those ships to use that technology would likely add some to the cost of every widget, but supporters of the idea say it would greatly reduce the environmental cost to the Lakes.

Many states are asking the federal government to take a new approach in fighting aquatic invasive species. The Great Lakes Radio Consortium’s Shawn Allee has more.


Currently, federal agencies try to control invasive species after they start disrupting ecosystems in U.S. waterways.


But now the U.S. Senate is considering a measure that calls for testing species for potential harm before they’re allowed into the country. Allegra Cangelosi is with the Northeast Midwest Institute, a regional advocacy group.


“Believe it or not, the door’s been wide open. So anybody in any state, unless the state has a law, can make a decision to bring a new organism to our waters, cultivate it, let it get loose and do whatever.”


If passed, the law would put new restrictions on the pet industry. Federal agencies would decide whether it’s too risky to import a specific fish or other aquativ species. The act would also beef up inspections of ships that might carry invasive pests.

At first blush, an old quarry site doesn’t seem to be a good candidate for a new city park, especially this one.


For the past fifteen years, the city of Chicago has used this quarry as a landfill. The site, called Stearns Quarry, lies off the beaten track, in Chicago’s Bridgeport neighborhood, more than two miles southwest of downtown.


Right now it’s kind of ugly. Tractors are patting down a mound of debris and dirt that’s piled up thirty-feet above the nearby street.

I find the project manager, Claudine Malik inside the site’s construction trailer. She’s hovering over a map of what the park might look like by next year.


“It’s a twenty-seven acre site. It’s roughly a square and if you think of it as broken up into about four separate areas, that helps you map it out mentally. As you come in, there’s an athletic field, It goes down to a pond, which will be stocked for fishing. The majority of the section is a sledding mound. And along the back wall, which is a long preserved quarry wall, is a series of wetland cells that lead down into the pond.”


That’s a lot of different uses to cram into the site’s 27 acres. It’s hard to imagine a stone quarry turned into a landfill and then turned into a city park. To get a better idea of how it will be transformed, Malik and her team take me on a ride around the site.

The plan puts every inch of ground to use because there aren’t many chances to put new parks in the city. Malik says rising land values in Chicago make even small land purchases pricey. And everybody seems to have ideas for the park.


Local residents, the state of Illinois and the city gave designers a tall order to fill. Since they’re all putting money into the five million-dollar project, everybody gets something they want.


Soon we spot Don Mikolic, a scientist with Illinois’ Geological Survey. He’s checking the quarry walls before the park’s complete.

“There’s part of a snail right there.”


Turns out, the quarry’s produced some of the best aquatic fossils in the Midwest.


“In fact you can probably find specimens from this specific quarry sitting in some of the biggest museums around the world.”


And some of the limestone exposed by quarrying will be left for park visitors to view. These walls offer more than just natural history though. Stearns Quarry is part of the region’s architectural history too. The quarry opened in 1833, a few years before Chicago became a city. Its limestone strengthened Chicago harbor and can be found in historic Midwestern churches.


Malik says the site’s history will find its way into the design as well. Just another thing for the planners to work into the park. Which makes you wonder, what’s driving a park to be all these things at once? To get some perspective, I head to the offices of the American Planning Association.


The APA is a professional organization for urban planners. Megan Lewis researches parks for the APA. Lewis says parks like Stearns Quarry face bigger challenges than the grand old parks designed in the 19th century.


“Now, you can’t really approach park planning especially in a city in the same way, because you don’t have the luxury of having all of that land available to you. So you sort of have to see what is there that can become a park and what do we do with it?”


Lewis says the mix of recreation, open space, even history, has a lot to do with the demands from so many competing interests. To see how thing have changed, she gives the example of Frederick Law Olmsted. He’s most famous for developing New York’s Central Park, a hundred and fifty years ago.


“The planning was sort of done in isolation. He would come up with his grand idea and he maybe only had a few people involved. But I think that now, so many people are empowered to say, This is what I want this place to be like, that planning doesn’t really happen in isolation anymore. Which is good, because you want it to be a democratic process.”

Back at Stearns Quarry, you can see just how those demands are being incorporated. Meeting all those different needs in a relatively small area with a relatively small budget is played out in each square foot.


This new use of the site is again reflecting the city’s needs. The little piece of land has evolved as the city has evolved. First it provided stone for building the city. Then it was a dumping ground. And now it’s a break from the asphalt and concrete, a place to play and rest in a bit of nature.
