About a thousand cows are in this building, eating, lolling around, and waiting for the next round of milking.


There’s a sharp smell of manure hanging in the air. Big fans are blowing to keep the cows cool, and to keep the air circulated.


Stephan Vander Hoff runs this dairy along with his siblings. He says these big farms are good for consumers:


“We’ve got something here and we’ve been able to do it in such a way that we’re still producing at the same cost that we were fifteen years ago. It costs more now for a gallon of gas than a gallon of milk. And so, that’s something to be proud of.”


Vander Hoff’s dairy produces enough milk to fill seven tanker trucks everyday. They also produce a lot of waste. The cows in this building are penned in by metal gates. They can’t go outside. So the manure and urine that would normally pile up is washed away by water.


Tens of thousands of gallons of wastewater are sent to big lagoons outside. Eventually, the liquefied manure is spread onto nearby farm fields. It’s a challenge for these farmers to deal with these large pools of liquid manure. The farther they have to haul it, the more expensive it is for them. Almost all of them put the manure onto farm fields.


It’s good for the crops if it’s done right, but if too much manure is put on the land, it can wash into streams and creeks. In fact, this dairy has been cited by the state of Michigan for letting their manure get into nearby waterways.

Lynn Henning keeps a close eye on Vander Hoff’s dairy.

She steps from her car with a digital camera, and a device that measures water quality.

She weaves her way down to the edge of this creek.


“This is the area where we got E. coli at 7.5 million.”


High E. coli levels mean the water might be polluted with dangerous pathogens. Lynn Henning is testing the creek today because she saw farmers spreading liquid manure on the fields yesterday. Henning is a farmer turned environmental activist. She works for the Sierra Club and drives all over the state taking water samples and pictures near big livestock farms.


Henning says she got involved because more of these large animal farms expanded into her community. She says when the farmers spread the liquid manure, it can make life in the country pretty difficult:


“The odor is horrendous when they’re applying –we have fly infestations–we have hydrogen sulfide in the air that nobody knows is there because you can’t always smell it. We have to live in fear that every glass of water that we drink is going to be contaminated at some point.”


Water contamination from manure is a big concern. The liquid manure can contain nasty pathogens and bacteria.


Joan Rose is a microbiologist at Michigan State University.


“If animal wastes are not treated properly and we have large concentrations of animal waste going onto land and then via rainfall or other runoff events entering into our water – there can be outbreaks associated with this practice.”


Rose tested water in this area and found high levels of cryptosporidium that likely came from cattle. Cryptosporidium is the same bug that killed people in Milwaukee back in 1993. Rose says livestock farmers need to think more about keeping these pathogens out of the water. But she says they don’t get much support from the state and researchers on how best to do that.


For now, the farmers have to come up with their own solutions.

Three years ago, the state of Michigan sued Stephen Vander Hoff’s dairy for multiple waste violations. The Vander Hoff’s settled the case with the state and agreed to build a one million dollar treatment system. But Vander Hoff isn’t convinced that his dairy was at fault, and thinks that people’s concerns over his dairy are overblown:


“If we had an issue or had done something wrong the first people that want to correct it is us. We live in this area. So why would we do anything to harm it?”


Vander Hoff is upbeat about the new treatment system. He says it will save the dairy money in the long run.


The Sierra Club’s Lynn Henning says she’s skeptical of the new treatment plant. She’ll continue to take water samples and put pressure on these farms to handle their manure better. In the end, she doesn’t think these big farms have a place in agriculture. She’d rather see farms go back to the old style of dairying, where the cows are allowed to graze, and the number of animals isn’t so concentrated.


But farm researchers say because consumers demand cheap prices, these large farms are here to stay and there will be more of them. Because of this, the experts say we can expect more conflicts in rural America.

under one roof. It helps keep the price of food lower. But neighbors
complain the government’s not doing a good enough job of monitoring the
pollution these farms produce. Rebecca Williams reports there’s a
debate heating up in several states over who should be regulating these
big farms:

Big livestock operations can raise thousands of cows, chickens or pigs
under one roof. It helps keep the price of food lower. But neighbors
complain the government’s not doing a good enough job of monitoring the
pollution these farms produce. Rebecca Williams reports there’s a
debate heating up in several states over who should be regulating these
big farms:


The days of small farms with different kinds of livestock grazing in
the pasture are fading from the landscape.


They’re being replaced by farms that specialize in one kind of animal –
and raise thousands of them. They’re called concentrated animal
feeding operations, or CAFOs.


There are battles in several states right now over who should be keeping an eye
on the CAFOs. Usually, the state departments of environmental
protection have power under the federal Clean Water Act to enforce laws
and issue permits. But in the Midwest, in states such as Ohio and
Michigan, and in the West, in states such as Oregon and Idaho, they either have transferred or are working to transfer oversight power to the state agriculture departments – and get U.S. EPA approval.


Jerry Van Woerkom is a Republican state senator in Michigan. Right
now, the state Department of Environmental Quality – or DEQ – has the
oversight powers. But Senator Van Woerkom is sponsoring a package of
bills that would put most of the state’s big livestock farms under the
Department of Agriculture:


“Those people tend to be supportive and come with the attitude of we’re
going to try to work together to solve this problem. Whereas when they
work with the DEQ the attitude is more like we’re coming with a
hammer and if we find anything you’ve done that’s out of line, we’re
going to wop you with it.”


The CAFOs are in the spotlight because they can produce tens of
thousands of gallons of urine and manure each day. That liquefied
manure is eventually spread onto farm fields.


The Environmental Protection Agency says that waste can wash from
fields into streams and creeks. That can cause fish kills. Animal
waste has also gotten into drinking water and made people sick.


Lynn Henning runs a small farm. She says there are 13 CAFOs within a
10 mile radius of her Michigan farmhouse. She says the manure odors
are overwhelming:


“We can’t hang laundry when the emissions are in the air. We have
severe fly outbreaks. We’ve had family farmers that have been diagnosed with hydrogen
sulfide poisoning from emissions from the CAFOs.”


Henning says the current oversight system is weak. She says the
Department of Environmental Quality doesn’t have enough funding to
monitor the CAFOs. So that job often falls to residents like her. She
says putting the Department of Agriculture in charge of oversight would
make the problems even worse:


“The MDA has no enforcement authority and they promote agriculture in
Michigan. It’s like putting the fox in charge of the chicken coop.
You can’t give authority to punish to an agency that’s promoting.”


But it could become a wider trend if the states that are proposing the
switch now actually make it happen.


Karla Raettig is an attorney with the Environmental Integrity Project.
It’s a group that’s been critical of weakening environmental laws.
She’s been tracking trends in enforcement of livestock farms:


“I think the Farm Bureau and other really large industry advocates are
seeing a chance to get regulation that is perhaps more cooperative,
less regulatory and less on the enforcement side. It isn’t totally
nefarious but I think it could have outcomes that are not anticipated.”


Raettig says you have to wonder what will happen without the threat of
enforcement from an environmental agency.


But Senator Jerry Van Woerkom from Michigan argues that farmers are
more likely to do the right thing if they’re overseen by a friendlier
agency, as he proposes:


“I mean you’re not able to cover up problems that happen, it gets in
the newspaper, people know when problems happen. But I believe that the
agriculture department will work with people, especially if people are
getting a bad reputation. I think they will work with them and if
those people do get out of line, it’s back to the DEQ.”


Environmentalists and small farmers are worried about the idea of
states handing off oversight of CAFOs… from their environmental
watchdog agencies to their agencies in charge of promoting the business
of agriculture.

Even if it’s safe to go in the water at your local beach, the sand
might harbor bacteria. Rebecca Williams reports a new study finds
contaminated sand could cause beaches to be closed to swimmers:


If officials find the bacteria E. Coli or Enterococci in beach water,
they usually close the beach. That’s because at high levels, those
bacteria can make swimmers sick. A new study found those two types of
bacteria can be common in beach sand.


Alexandria Boehm is the author of the study in the journal
Environmental Science and Technology. She says the bacteria in sand
can occur naturally, but they can also come from human or animal waste.


She found that bacteria in sand can get stirred into the water at high
enough levels to trigger beach closings:


“If sand is the source of pollution at these beaches it makes
remediation very difficult because we don’t really know how to clean up beach
sand.”


Boehm says more studies are needed to know if people can get sick by
being exposed to bacteria in sand.

Powering a Town With Pig Manure

With skyrocketing crude oil prices much of the nation’s attention has turned toward alternative fuels. While many people are focused on ethanol production, one small town is looking at turning waste from humans and hogs into electricity. In a few months, the town will break ground on a 10-million dollar processing plant. It hopes to become the first town in the nation to run completely off renewable resources. The GLRC’s LaToya Dennis reports:

alternative fuels. While many people are focused on ethanol production, one small town
is looking at turning waste from humans and hogs into electricity. In a few months, the
town will break ground on a 10 million dollar processing plant. It hopes to become the
first town in the nation to run completely off renewable resources. The GLRC’s LaToya
Dennis reports:


To get where we’re going, you have to pass through small town after small town and
acres and acres of cornfields. Reynolds, Indiana is a farm town of about 500 people. It’s
hard to find on most maps. And it’s pretty easy to overlook. After all, there’s only one gas
station and three restaurants. But what Reynolds is doing is hard to overlook. Charlie
Van Voorst has lived there for a long time and is now the town president. He says the town is
going to provide its own electricity and it’s not going to burn fossil fuels like coal or
natural gas.


“Town board meetings went from talking about the neighbor’s dog in your yard to now
talking about million dollar decisions about what we’re building.”


What the town of Reynolds is building is a new power plant powered by the by-products
of the surrounding farms, chiefly, pig poop. The plant will use technology to pull
methane and other gases from animal and human waste. The gases will then power
engines and steam turbines. Coming out on the other end is electricity, and leftover solids,
which can be used for fertilizer.

Within just a few miles there are around 150 thousand pigs. That makes for a lot of
waste:


“Well, this is the bacon.”


Bill Schroeder is a local pig farmer. He’s standing in the middle of a thousand hogs.
They’re about knee high and weigh around 300 pounds each. They’re constantly eating
and pooping.


“It don’t smell to me, does it smell to you. When you walked in here, did you smell?”


Actually, it did smell, but Schroeder thinks it smells like money. He says he’s willing to
give the waste his pigs produce to the town to turn into electricity. After the waste is
processed, farmers will get a higher quality fertilizer back for their fields. But Schroeder
says some farmers still might hesitate because they’re not being paid for their pig waste.


“There should be return. Anytime you invest money, you expect a return. I mean if
you’ve got a CD in the bank you expect a return on that CD. It’s no different from
investment in machinery, hog buildings or anything else.”


Obviously, some of the financial incentives still have to be worked out, but Reynolds
town officials say there are good reasons besides money to take the town off the existing
power grid. Right now, Reynolds gets its energy from coal. That puts a lot of carbon into
the air. Methane processing produces less carbon dioxide than coal.


Jody Snodgrass is managing director for Rose Energy. That’s the company building the
processing plant. He says the project has another environmental benefit. It reduces the
amount methane from pig manure that’s released into the atmosphere because it’s
captured and used to make electricity.


“The increase of methane causes increased cloud formation. Also causes decreased ozone
layer and basically contributes to global warming as does carbon dioxide and several
other compounds. And if you can reduce those or eliminate those, that obviously is a plus
for the environment.”


That’s the reason the town of Reynolds is getting the support of the state in its effort to
become energy independent. Although everyone’s not on board yet, town president Charlie Van
Voorst is excited about what’s to come. He says small town farming communities haven’t
seen a development this big in more than 100 years:


“Oh, my goodness. Since I’ve grown up, golly. I suppose you could talk about the –
something to this magnitude would be when electricity came into our community.”


Town officials hope Reynolds is powered by pig poop and other alternative fuels by
2008. They say if things go well, their town could become the model for other small farm
towns across the country.

Many communities throughout the country are rebuilding their sewer systems to comply with federal pollution regulations. Nationwide, the work is costing taxpayers billions of dollars. But in some communities, a concept called “low-impact” design is making the projects cheaper and better for the environment. The GLRC’s Erin Toner reports:

Many communities throughout the country are rebuilding their sewer
systems to comply with federal pollution regulations. Nationwide, the
work is costing taxpayers billions of dollars. But in some communities, a
concept called “low-impact” design is making the projects cheaper and
better for the environment. The GLRC’s Erin Toner reports:


Dump trucks, black plastic pipes and huge piles of dirt line the streets of
this suburban neighborhood. It was built on very flat land and water
doesn’t run off. It used to be covered in ponds of wetlands. Now, that’s
causing big problems for people who live here. Their basements are
nearly always flooded and after it rains, they have pools of water in their
backyards for weeks, or months. Many run sump pumps all day and all
night.


Jesse Ramos lives in a white ranch house in the neighborhood.


“Actually, this past couple of months I’ve had a lot of problems with
water in my basement. I’ve actually already been through one sump
pump and I’ve went out and purchased another, just so I could keep up
with that. Right now that it hasn’t rained I’m okay. So, I’m a little
nervous when it starts to rain.”


Fixing these problems the traditional way – with concrete pipes, curbs
and gutters – would have cost 20 million dollars, and it would have
sent polluted storm water straight to the river, but Pat Lindemann wanted
to do the project differently. He wanted to save people money and clean
up the environment. Lindemann often sounds more like the head of a big
environmental group, than what he actually is – the county drain
commissioner for this neighborhood near Lansing, Michigan.


“A lot of people argue that if I own the wetland, I should be able to
destroy it, but you shouldn’t because… what you do on your property
affects the river, every time you over fertilize your lawn, every time you
do not pick up your domestic pet waste… this country has such a vast
amount of beautiful resources, and for 150 years, we’ve done everything
that we could to beat up on it.”


In Jesse Ramos’ neighborhood, Lindemann’s using low-impact design to
rebuild the drain system. It’s costing half as much as concrete curbs and
gutters.


“In the case of low-impact design, we force the water to go through soils,
to interact with plant roots, to stay on the land slightly longer and
become treated before it leaves to make its way to the river.”


The main way that happens is through rain gardens, one of the main
features of low-impact design. They’re bowl-shaped gardens planted
with native flowers and grasses. Native plants have long roots that draw
water deep into the ground and provide a natural filter for pollution.
Rain water collects in the gardens and becomes cleaner before eventually
reaching the pipe that takes it to the river.


Lindemann’s installing more than seven acres of gardens in the
neighborhood. He says people will have a few hours of standing water in
rain gardens, instead of weeks of water in their backyards.


Jesse Ramos is hearing this good news for the first time today…


“…now you’ll be flooded for about an hour and a half…an hour and a
half…that’s wonderful…and it’s pretty flowers…”


There’s another low-impact design project across town. Drainage
problems were causing backups in peoples’ homes. So, Drain
Commissioner Pat Lindemann built 20 acres of wetlands – right in the
middle of the city.


“It dawned on me, why take the water anywhere, why not just keep it. If
I can find a place to store it, put it and manipulate it, and not take it
anywhere, than I could manage it.”


This site is technically a series of retention ponds, but it’s really more
like a park. A paved walking path weaves around ponds and trees and
over bridges. It’s a place you’d bring school kids to learn about frogs
and birds and about being good to the environment.


This low-impact design project, like the one in Jesse Ramos’
neighborhood, was about half the cost of installing new concrete pipes
from the neighborhood to the river.


Low-impact design projects are happening all over – in Chicago and
Seattle, to more rural communities, and they’re likely to become more
common as cities consider how to cut non-point source pollution – the
leading cause of poor water quality. Non-point source pollution is a lot
of things – the fertilizer we use on our lawns or bacteria from animal
waste.


Pat Lindemann says his philosophy is that our dirty rivers will recover if
we start developing the land or rebuilding it the right way – one rain
garden or wetland at a time.

A major city is about to become the first in the nation to generate energy
from dog poop. Yes, you heard that right…dog poop. The GLRC’s
Tamara Keith reports:


A recent study by the city of San Francisco found that nearly 4-percent
of all the trash picked up from people’s homes is animal waste. Yuck.
And while most, would gladly leave that stinky issue alone… San
Francisco officials see it as an opportunity.


The city’s garbage company is launching a pilot project. They’re
planning to collect the waste and then put it in a methane digester. As
the waste breaks down, it will produce gas that can be burned to power
an electricity generating turbine.


Robert Reed is a spokesman for Norcal Waste, the trash company.


“There’s literally 10 million tons of pet waste created annually in the
US, and it’s an edgy area of recycling. No one is doing anything about
it.”


Reed says he hopes San Francisco’s poop power program will be a
trendsetter.

animal waste. Now, efforts are under way to make an Indiana town the first
in the nation to get its power entirely from hog manure, but as the Great
Lakes Radio Consortium’s Chris Lehman reports, this venture has a long way
to go before it becomes a reality:


Indiana Agriculture Department officials have unofficially renamed the
village of Reynolds as Bio-Town USA. They hope to supply the town’s power
needs with energy produced from animal waste. The technology to convert the
so-called biomass into usable power is in its infancy.


Agriculture Department spokeswoman, Deb Abbott, admits the project is venturing
into some uncharted territory.


“We don’t have all the answers. We’re gonna look for the answers and we
don’t have an exact time frame.”


Abbott says Reynolds was chosen because it’s a typical mid-west small town.
It also has easy access to manure. The state estimates more than
150-thousand hogs are within a 15-mile radius of the town.

year. The Great Lakes Radio Consortium’s Rebecca Williams has more:


The Lake Michigan Federation says communities in the basin reported more than 1400
beach closings last year. It’s the most the group has recorded in seven years.


Joel Brammeier is the Federation’s acting executive director. He says many local health
officials are expanding their beach testing programs. Last summer, that meant more
beach closings.


“The monitoring and understanding the levels of contamination is the first step towards
restoring confidence in Great Lakes beaches. To keep that confidence up, that
contamination has to be eliminated so people can access those beaches whenever they
want to.”


Brammeier says Great Lakes beaches continue to be polluted by animal and human
waste. He says while beach testing is improving, most communities need a lot of money
to clean up those pollution sources.


That money could come from Congress. The Senate and House are debating bills calling
for four to six billion dollars for Great Lakes cleanup and restoration.

More farms are trying to turn cow manure into electricity. But some people say the
government should not be paying for the process. The Great Lakes Radio Consortium’s Chuck
Quirmbach reports:


The federal government recently gave 14 million dollars to six Great Lakes states for renewable
energy and energy efficiency projects. Some of the projects are manure digesters, which capture
the methane from large amounts of animal waste and turn the gas into
electricity.


But Bill Weida of the New York-based Grace Factory Farm Project says the digesters do little to
reduce odor and nutrient problems at large farms. He also says the amount of electricity produced
is relatively small for the expense.


“We are subsidizing a program, which is going to produce energy at a higher cost than other
alternatives would, for example wind.”


Weida says the manure digester technology should be forced to stand on its own economically. But
the U.S. Agriculture Department says it’ll continue to consider digester proposals.
