Study after study has been trying to find out why so many frogs are turning up
deformed.

This latest study published in the journal Nature suggests the herbicide Atrazine—is
most likely to blame. Atrazine is used on corn fields, sugarcane, and even
evergreen tree farms.

Jason Rohr with the University of South Florida is the lead author of the study. He
says Atrazine in water leads to more parasites, flatworms called trematodes. They
cause the deformities and deaths of frogs. But wait, there’s more.

“The amphibians seem to be getting hit with a double-whammy because they also
seem to be have an increase in susceptibility to the trematodes, if they’re exposed to
Atrazine.”

Rohr says farmers could help the frogs if they’d just switch herbicides. But Atrazine
is cheap.

The new system is nicknamed the Dow Jones Index of Biodiversity.


It’s put together by the International Union for Conservation of Nature and the
London Zoo.


Jonathan Baillie is with the zoo. He says the system helps keep track of which
species are doing well and which ones are close to extinction.


“So if you thought of a group of species like a company you can track what’s
happening to birds through time, what’s happening to mammals through time
what’s happening to amphibians through time – and we’re seeing amphibians
are crashing quite quickly, birds are going down but not as rapidly.”


Of course species can’t be tracked exactly like financial markets. The species
index gets updated every few years instead of every day.


Soon they’re hoping to track things like beetles, mushrooms, and lichens on the
index.

in our lifetime. Rebecca Williams reports zoos are trying to save the
most endangered frogs by playing matchmaker:


“Okay, so we’re in our Panamanian golden frog room.”


This is the frog bachelor pad.

(slow music)

The lights are low. One of the girls
is sitting naked under the waterfall. And in a dark corner of an
aquarium, there’s some action.


“Well, the male has clasped onto the female around the back…”


Danna Schock is like Dr. Ruth for frogs. She’s the curator of frogs
and toads at the Detroit Zoo. Right now she’s trying to get these
little yellow and black frogs in the mood.


“They were just put together a couple days ago, we’re not sure
they’re feeling it yet. I don’t know if we need Barry White music in
here or what.”

Getting the mood right matters because frogs are sensitive. The
temperature has to be just right. Sometimes what the male wants is
just not what the female wants.


Danna Schock wants these guys to have lots of babies. That’s because
frogs are in big trouble in the wild. They’re disappearing really,
really fast.


“The extinction going on is really of the scale that happened
at the end of the Cretaceous when the dinosaurs went. But that
extinction happened over a million years. We’re seeing some of this go
down in my lifetime. This is unprecedented.”


As much as half of all amphibian species on Earth could go extinct in
our lifetime. Here’s why. Frogs and toads breathe and drink through
their skin. Those thin skins make them very sensitive to pollution
from farms and industry and whatever we put down the drain. Also, the
places frogs live are being paved over for parking lots and
subdivisions.


Then there’s another really big problem. There’s a disease
sweeping through frogs around the world. It’s called chytrid fungus.
It can kill frogs in just a few weeks.


Kevin Zippel is the program director for Amphibian Ark. It’s kind of
like Noah’s Ark for frogs. It’s a group working with zoos to save the
frogs and toads that are most at risk. Especially the ones dying from
chytrid fungus.


“The only solution for those species that are susceptible is to bring
them into captivity as a stop-gap measure until the day when we do have
a cure for it.”


Zippel says chytrid fungus was first found in the 1930s in the African
clawed frog. That frog was exported around the world for medical
research. And scientists think the disease was spread with it.


Kevin Zippel says they’re scrambling to bring frogs into zoos before
they’re wiped out. He says it’s always much better for frogs to live
in the wild. But he says, for hundreds of frog species, taking them
into zoos is the only way to keep them alive.


The Wyoming toad is one species that’s been saved by zoos. For all
practical purposes, it’s considered extinct in the wild. Zoos around
the country have taken in the toads and gotten them to mate.

At the Detroit Zoo there’s a special quarantine room. It’s under lock
and key. We have to disinfect our shoes so we don’t track in bacteria
or other diseases.

Then Danna Schock lets us peek in on her
babies. These Wyoming toadlets are about the size of gumballs.


“These guys are fabulous little creatures. These are not divas.
They’re just such a pleasure to work with, they’re fun, they eat well.
There are just little Buddha bellies on ’em.”


These little Wyoming toads have big lives ahead of them. A lot of sex.
And their babies might get released back to the same place where they
got their name – Wyoming.


The US Fish and Wildlife Service has been releasing toad eggs and
tadpoles in a few protected areas there.


Brian Kelly is with the Service. Last summer, for the first time in 10
years, his team found new Wyoming toad eggs in the wild.


“It’s incredibly encouraging because that’s why we’re doing this, we
want to establish populations that maintain themselves and remain
viable over time.”


Kelly says the toads are still in trouble. Their habitat has to be
protected. And the fatal chytrid fungus is still a major threat. So
zoos will have to fill the gap for a while.


It’s not ideal. It costs a lot to keep frogs at the zoo. There isn’t
enough room in zoos to save every type of frog. And, as Danna Schock at
the Detroit Zoo will tell you, it’s tough to figure out exactly what
the frogs want. But she says she’s not going to give up.


“I’d rather go down flailing in flames. At least we can say we tried.
And there are reasons to be optimistic. We have had successes – and
they’re scattered, and they’re patchy, and we learn from our mistakes all
the time.”


Schock says it would be much better to solve the frogs’ problems in the
first place. She says that means not paving over all the wetlands. It
means not polluting ponds and creeks. And hopefully, finding a cure
for chytrid fungus.

causes an increase in harmful parasites:


Water running off farm fields can carry fertilizers into nearby lakes
and rivers. Those fertilizers can then fuel algae growth. Researchers have found that a frog-
deforming parasite thrives in this algae rich environment.


Pieter Johnson is an ecologist at the University of Colorado. He
published his research in the Proceedings of the National Academy of
Sciences. He says these microscopic parasites go after tadpoles:


“And those parasites swim around in the water and they’re specifically
looking for tadpoles and when then find one they burrow in, right around
the limbs, where the developing limbs are.”


The parasite attack can kill the tadpole or result in a frog with an
extra or missing leg. Johnson says these amphibians become easy prey
for birds or other animals. He says this cycle contributes to the
overall decline in amphibian populations worldwide.

Around the country, there are small, isolated swampy areas that are home to a lot of plants and animals. You can often hear frogs singing, or see ducks dabbling for food in these murky waters. Some experts say the government has weakened regulations that once protected these smaller wetlands. Now, they say, many of these wetlands are being drained, filled in and lost. The Great Lakes Radio Consortium’s Mark Brush has more:

see ducks dabbling for food in these murky waters. Some experts say
the government has weakened regulations that once protected these
smaller wetlands. Now, they say, many of these wetlands are being
drained, filled in and lost. The Great Lakes Radio Consortium’s Mark
Brush has more:


This small wetland is nestled in the middle of a woodlot. Mud is
squishing under our feet as we walk around it. The water is still, and
dark… filled with last year’s rotting leaves.


This is no place for humans to live. But for wildlife, this is home.

“That looks like what was left of a whirligig beetle – that’s a real
common insect in these types of habitats.”


We’re out here with Dave Brakhage. He’s a conservationist with Ducks
Unlimited. He says these small wetlands are where ducks take their
ducklings for food.


Brakhage brought us here to show us an example of a wetland that was
once protected by federal regulations:


“These wetlands are isolated because there’s not a direct water
connection from them to a lake or stream or other water body in the
area. They’re geographically isolated.”


Being isolated puts these wetlands into a sort of regulatory limbo. To
dredge or fill a wetland like this 4 years ago – you needed to apply
for a permit from the Army Corps of Engineers.


Now – in many parts of the country – you don’t need that permit.


That’s because in 2001 the Supreme Court ruled on a case from the
Chicago area that changed everything. The court’s decision opened up a
lot debate about whether isolated wetlands should be protected by the
federal government.


Dave Brakhage says the ruling gave the Bush Administration an
opportunity to issue a guidance to government agencies.


“The Supreme Court ruling certainly threw into question a lot of the
protections that were in place there. And that opened the door to the
guidance. And depending on how the guidance came down and the
interpretations associated with it. It could certainly make things a
whole lot worse.”


The Bush administration issued these instructions to the federal
agencies in January of 2003.


But conservation officials and environmentalists believe the
administration went too far with these instructions, going beyond what
the Supreme Court ruling required.

The instructions were issued prior to drafting a final, formal rule.


But before it finalized the rule – the Bush Administration got an
earful.


“There was a lot of concern expressed on the part of a pretty broad
swath of the American Public.”


Scott Yaich is the Director of Conservation Programs with Ducks
Unlimited. He says the Administration heard protests from those they
considered friendly:


“We were talking about people who were concerned about the environment,
and in this case there were a lot of hunters and a other sporting
groups and angling groups that went into him, and those are a pretty
core part of the Republican and the President’s base.”


So President Bush stopped the rule-making process that would lift the
protections.


But… the original instructions to the agencies still stand.


And the Administration has no plans to change them.


Julie Sibbing is wetlands policy specialist with the National Wildlife
Federation. She says getting the President to back away from finalizing
the rule was a small victory, but there’s still a lot to be done:


“It was a right decision at we do recognize that and we praise the
administration for taking the right step, but they’ve got a long way to
go yet. We still have a long way to go – and there’s a lot at risk.
In fact the EPA’s own estimates are that the guidance has put about 20
million acres, or about 20% of what we have left in the lower 48 states
of wetlands at risk.”


But the risk is not the same for wetlands in different areas of the
country. So today, when developers and landowners go to the Army Corps
of Engineers to apply for a permit, they get different responses
depending on where they are.


Some Corps districts have turned their back on the isolated wetlands,
telling developers no permits are needed.


Other Corps districts are waiting for clearer direction.


Mitch Isoe is the Chief of the Regulatory Branch for the Corps’ Chicago
District. He says he just wants to know what he’s supposed to do.


“We would like to have revised rules on the definitions for our
jurisdiction. We’d just like to have the critical terms that are
causing all of these difficulties defined in a way that two people in
two parts of the country can read the same sentence, go out on the
ground and end up at the same point. And, you know, right now the
field is helpless to do that, because the decision on not to pursue
rulemaking was made in Washington.”

With mixed messages coming from the White House, the Corps of Engineers
and the Environmental Protection Agency are struggling with how and
whether to regulate these wetlands.


In the meantime, it’s generally left up to the states to pass laws to
protect these areas.


Some states have laws that do that, others don’t.

Ducks Unlimited and other conservation and environmental groups are
working with the Administration to protect these wetlands. Dave
Brakhage says doing so will benefit more than just ducks:


“And it’s not just the wildlife – you know wetlands are important in
terms of storing floodwaters, an important site for restoring ground
water recharge, and also have a big role to play in improving our water
quality.”


The Bush Administration says it’s committed to preserving wetlands, and
it even says it plans to increase the amount of wetlands in the U.S.


Environmentalists and hunting groups say they don’t see that happening
right now. But they’re pushing the Administration to make good on that
promise.

The study is in the magazine Conservation Biology. University of Wisconsin-Madison graduate
student Pieter Johnson led the study. His team looked a half-century of research on extra legs and
other deformities in amphibians. Johnson says a lot of the deformities have occurred in bodies of
water that contain a parasitic flatworm.


He says the number of those malformation “hot spots” is growing. Johnson says he’s now looking
at whether pollution is making it easier for the parasite to affect the frogs.


“Pesticide contamination has been suggested to inhibit the immune response of amphibians and
that could be increasing their susceptibility to infection.”


Johnson says fertilizer pollution may also be indirectly increasing the number of parasites. Other
scientists are praising Johnson’s work, but say it’s too soon to think that parasitic flatworms are
the only cause of the deformities.
