The EPA Administrator, Lisa Jackson, announced the U.S. is moving ahead to eventually restrict greenhouse gases.

“EPA has finalized its endangerment finding on greenhouse gas pollution and is now authorized and obligated to make reasonable efforts to reduce greenhouse pollutants under the Clean Air Act.”

But even with an administrative rule, Jackson says it’s still important that Congress pass a climate change law.

“I stand firm in my belief that legislation is the best way to move our economy forward on clean energy and to address climate pollution.”

The new rule sends a strong message to the climate summit currently going on in Copenhagen that the U.S. is getting serious about the emissions that are causing global warming. And next week, President Obama will go to Copenhagen with something a little more substantive.

Some members of Congress feel they’re being coerced into approving a Climate Change bill that would force industry to reduce greenhouse gases. Republicans and some Democrats feel the Obama administration is telling Congress to either approve legislation or the Environmental Protection Agency will use its authority to restrict greenhouse gases. Lester Graham spoke with the Administrator of the EPA, Lisa Jackson about that perception.

Administrator Lisa Jackson: They want to say that it’s EPA’s action that’s compelling them to be forced to address energy and climate change legislation. I certainly hope that’s not the case. We are actually in a race here to move to a greener energy economy. And the rest of the world is certainly doing it. And I always tell people that if you don’t want to do it for the environmental reasons, you need to look at the economics and where the world is going, and realize we need to break our dependence on fossil fuels that come from out of our country. We need to move to clean energy. That should be the imperative. I hope it becomes the imperative.

Lester Graham: There’s a new treaty coming up to replace the Kyoto Protocol, the UN Climate Change Conference will meet in Copenhagen in December for a new climate change agreement – if Congress does not pass climate change legislation by that point, how will it affect the standing of the United States in those talks?

Administrator Jackson: Well, certainly it’s fair to say the eyes of the world are upon us, to some degree. Each country is dealing individually with their own situation on energy and climate, and then obviously those are big multi-lateral talks. But I do think people are watching to see if the United States is in this game of clean energy and addressing carbon.

Graham: If Congress does not pass a measure this year before that conference, but there’s a likelihood of it passing next year, will that change – I’m just trying to figure out how we enter into those negotiations if we don’t have a solid plan for reducing greenhouse gasses.

Administrator Jackson: I know lots of people are trying to figure out whether or not the United States will be at the table and in a big way. It certainly is the most important thing to be able to say to the rest of the world, is that not only President Obama is clearly behind this, but the Congress representing the people of the United States has moved to embrace new energy policy, and clean energy, and low-carbon. We’re not there yet, obviously. I’m still optimistic, despite all the other discussions going on, because I know that there’s been real progress made to date.

Graham: You’re just a few months into the job, and already seeing a little heat from Congress and big, big challenge – how do you feel about the job and what do you hope to accomplish in the first year?

Administrator Jackson: I already know that it’s the best job I’ll ever have. I understand that the push and pull of the system is that we’re going to have some dialogue on issues that are of great concern to members of Congress, to the American people, to various stakeholders, and I’m eager to have those conversations. And I think as long as we keep in mind that we’re going to follow the best science we can, we’re going to follow the law, we’re going to be honest, we’re going to be transparent, we’re not going to hold information back. You know, I think that was the most damning criticism of EPA – that there was information out there that might have protected the environment or the American people that was held back. And that time and trust, we have to now re-earn. So that’s what we’re about.

Graham: Administrator Jackson, thanks for your time.

New Air Standards Tough on Particulates

Environmental and health groups from around the country are criticizing the
Environmental Protection Agency for its new air quality rules. Dustin Dwyer has more:


The new standard for short-term exposure to particulate matter, or soot, has been cut in
half. The standard on long-term exposure was left unchanged. EPA administrator
Stephen Johnson says it’s the most health-protective standard in the nation’s history:


“These are significant, significant steps to improve the quality of our air.”


Environmental groups, including the Sierra Club have criticized the new rules, and Paul
Billings of the American Lung Association also says the new soot standards do not go far
enough:


“They quite simply fail to protect public health.”


Huge areas of the country already failed to meet the previous standards on soot. Now,
another 32 counties are out of compliance. It’s up to the states to force smokestack
industries to reduce soot pollution within the next 10 years.

30 years ago, an oil barge ran aground in the St. Lawrence River. Hundreds of thousands of gallons of thick crude oil coated the shoreline of northern New York state. The accident remains one of the largest inland oil spills in the United States. It’s a reminder that freighters haul millions of gallons of toxic liquids across the Great Lakes. And many people worry about another spill. The GLRC’s David Sommerstein talked to witnesses of the 1976 spill:

30 years ago, an oil barge ran aground in the St. Lawrence River. Hundreds
of thousands of gallons of thick crude oil coated the shoreline of northern New
York State. The accident remains one of the largest inland oil spills in the
United States. It’s a reminder that freighters haul millions of gallons of toxic
liquids across the Great Lakes. And many people worry about another spill.
The GLRC’s David Sommerstein talked to witnesses of the 1976 spill:


It was really foggy that morning. Bob Smith awoke to two sounds:


“You could hear the anchor chains going down, and next thing we know
there was a young Coast Guard guy knocking on the front door.”


The Coast Guard guy had driven up, asking around for a missing barge.
Smith remembered the anchor chains echoing across the water that woke
him up. He went outside to look.

Thirty years later, Smith lives amidst cozy cottages on manicured lawns in
the heart of the touristy Thousand Islands.


“Just right about straight out there. See where that boat’s coming up there
now?”


That’s where a barge carrying oil from Venezuela had dropped anchor after
running aground. That morning Smith watched crude as thick as mud drift
out of sight downriver:


“If you’re born and raised here on the river, you don’t like to see anything go
in the river that doesn’t belong there.”


The Coast Guard placed booms in the water, but the oil quickly spilled over.
It carried 50 miles downstream. It oozed as far as 15 feet into the river’s
marshes. Tom Brown was the point man for New York’s Department of
Environmental Conservation. He says the spill couldn’t have come at a
worse time for wildlife:


“All the young fish, waterfowl, shorebirds, furbearers, were coming off the
nests and were being born.”


Thousands of birds and fish suffocated in black goo. As images of
devastation flashed on national TV, the spill killed the tourism season, too.
It was a summer with no swimming, no fishing, no dipping your feet in the
water at sunset. Really, it was a summer with no river.

30 years later, everyone still remembers the acrid smell:


“When I woke up in the middle of the night and I could smell oil, I was
afraid I had an oil leak in my house.”


Dwayne Chalk’s family has owned a marina on the St. Lawrence for
generations. Chalk points to a black stripe of oil on his docks, still there
three decades later, and he’s still bitter:


“The Seaway has done this area, well, I shouldn’t say that, it hasn’t done any
good. To me it hasn’t.”


The St. Lawrence Seaway opened the ports of the Great Lakes to Atlantic
Ocean freighters carrying cargoes of steel, ore, and liquid chemicals. It
generates billions of dollars a year in commerce, but it’s also brought
pollution and invasive species.


Anthropologist John Omohundro studied the social effects of the 1976 oil
spill. He says it helped awaken environmentalism in the Great Lakes:


“The spill actually raised people’s consciousness that the river could be a
problem in a number of areas, not just oil.”


Groups like Save the River and Great Lakes United began lobbying for
cleaner water and safer navigation in the years after the spill:


“If a vessel carrying oil or oil products were in that same type of ship today,
it would not be allowed in.”


Albert Jacquez is the outgoing administrator for the US side of the St. Lawrence
Seaway. The 1976 barge had one hull and gushed oil when it hit the rocks.
Today’s barges are mostly double-hulled and use computerized navigation.
Jacquez says a lot has changed to prevent spills:


“The ships themselves are different, the regulations that they have to follow are
different, and the inspections are different. Now does that guarantee? Well,
there are no guarantees, period.”


So if there is a spill, the government requires response plans for every part of
the Great Lakes. Ralph Kring leads training simulations of those plans for
the Coast Guard in Buffalo. Still, he says the real thing is different:


“You really can’t control the weather and the currents and all that. It’s definitely going to be a
challenge, especially when you’re dealing with a real live incident where
everyone’s trying to move as fast as they can and also as efficient as they
can.”


Critics question the ability to get responders to remote areas in time. They
also worry about spills in icy conditions and chemical spills that oil booms
wouldn’t contain.

Back on the St. Lawrence River, Dwayne Chalk says the oil spill of 1976
has taught him it’s not if, it’s when, the next big spill occurs:


“You think about it all the time. Everytime a ship comes up through here,
you think what’s going to happen if that ship hits something.”


Chalk and everyone else who relies on the Great Lakes hope they’ll never
have to find out.

More Money for Great Lakes Cleanup?

The Bush Administration is seeking 45 million dollars from Congress to fund efforts to clean up parts of the Great Lakes. The money would go toward cleaning up four severely polluted sites. There are 26 such polluted sites located entirely within U.S. borders. The Great Lakes Radio Consortium’s Jerome Vaughn has more:

The Bush Administration is seeking 45 million dollars from Congress to fund
efforts to clean up parts of the Great Lakes. The money would go toward
cleaning up four severely polluted sites. There are 26 such polluted sites
located entirely within U.S. borders. The Great Lakes Radio Consortium’s
Jerome Vaughn has more:


The 45 million dollars the Bush Administration is asking for in its 2005
budget proposal…more than quadruples the amount provided this year to
clean up contaminated sediments under the Great Lakes Legacy Act.


EPA Administrator Mike Leavitt traveled to Detroit to make the
announcement. He says the purpose of the increased funding is pretty
clear.


“Improving the quality of the water… and making certain the metals,
phosphates and any other pollutant that’s there now… can be taken out
before it becomes a bigger problem.”


The additional monies would be used to clean up four so-called “areas of
concern”… where pollution from PCBs and heavy metals are known to exist.


Some environmental groups… applaud the Bush Administration’s move… but say
more resources are still needed to address other issues… like invasive
species and vanishing wildlife habitats.


The Great Lakes Legacy Act was signed into law in 2002… but the program has
not previously been fully funded by Congress.
