Interview: Great Lakes Need Citizen Input

A recent report indicates many of the problems troubling the Great Lakes are due to poor governance of the lakes. The Great Lakes Radio Consortium’s Lester Graham talked with the chief author of the report, Restoring Greatness to Government: Protecting the Great Lakes in the 21st Century. Dave Dempsey is a policy advisor with the Michigan Environmental Council, which published the report:

A recent report indicates many of the problems troubling the Great Lakes are due to poor
governance of the lakes. The Great Lakes Radio Consortium’s Lester Graham talked with the
chief author of the report Restoring Greatness to Government: Protecting the Great Lakes in
the 21st Century
. Dave Dempsey is a policy advisor with the Michigan Environmental
Council, which published the report:


Dave Dempsey: “Well, we have sick Great Lakes in part because we have a sick governance
system. We have an array of 21st century problems facing the lakes from climate change to
continued degradation of some of our waters with toxic chemicals, but we have a 19th century
system of government that’s trying to protect them and failing.”


Lester Graham: “Now, the International Joint Commission, which is a body made up of
appointees by the Canadian government and the U.S. government, is to watch over the water
quality agreement and the treaty between the U.S. and Canada as to how we treat the Great Lakes.
And the Great Lakes Commission is another group that’s made up of representatives from the
eight Great Lakes states and the two provinces in Canada that surround the Great Lakes. And
these are all 21st century people, I know some of them, and they’re bright folks, they’re doing an
earnest and fairly decent job. What’s holding them back? They’re not 19th century people.”


DD: “No, but the structures and the systems they use are 19th century. There’s two problems: with
several of the commissions, they’ve become very politicized. The International Joint Commission
used to have a tradition of independence from political pressures and looking at the long-term
health of the Great Lakes. That’s been compromised since the ’90’s. But maybe more
importantly, with all these institutions, they’re relying on the old fashioned way of dealing with
public input. We think, in the environmental community, that the way to restore healthy Great
Lakes is to make sure the citizen voice is heard. These institutions cover a Great Lakes basin
that’s hundreds of thousands of square miles, and they’re expecting people to show up at public
hearings, perhaps traveling hundreds of miles to get there. Today, what we need to do is take
advantage in governance of the Internet, and other ways of involving people that don’t require
that kind of commitment or sacrifice because people frankly don’t have the time.”


LG: “How would increased participation of the public help the health of the Great Lakes?”


DD: “Well, looking at the history of the Great Lakes, every time the public voice is heard
strongly in the halls of government, the Great Lakes recover. Every time the voices of special
interests are drowning out the public voice, the lakes begin to deteriorate and that’s what we see
happening now.”


LG: “The Great Lakes Commission has had some success recently in getting more money from
the government for the Great Lakes recovery, the IJC has done a good job recently of working
with the media to bring public awareness to invasive species because of the Asian black carp. So,
are those moves the kind of thing you’d like to see to solve this problem?”


DD: “I think it’s helpful. Both of these commissions can use their bully pulpit to publicize
problems and call attention. But if you took a poll of the average Great Lakes residents, very few
of them would ever have heard of these commissions. We need bodies that look out for the Great
Lakes that are really plugged into individual communities, and that doesn’t exist right now. The
Great Lakes Commission specifically was set up to promote commercial navigation in the Great
Lakes, and while it has broadened its agenda to look at ecosystem issues, it has been an advocate,
for example, for the Great Lakes review of navigation that could result in more invasive species
coming into the Great Lakes by allowing more ocean-going vessels. We need an institution that’s
looking at the health of the Lakes first, not at the health of the industries that sometimes exploit
them.”


LG: “Bottom line, what would you like to see done?”


DD: “I’d like to see a Great Lakes citizens’ commission building on the existing institutions that
plugs into the individual states and provinces around the Great Lakes and brings people and their
voices together so that their vision of healthy Great Lakes can be carried out by government.”

For years, NASA satellites and computer models have helped scientists
measure algae levels in oceans. Now, a new study is showing which models
will work in the Great Lakes. The Great Lakes Radio Consortium’s Bill
Cohen has more:


Researchers at Ohio State University have compared actual algae levels in
Lake Erie with images gathered by satellite… and they’ve concluded several are 99%
accurate.


Carolyn Merry is an engineering professor and the lead researcher. She says
finding the most accurate way to measure algae growth can help improve the
health of everyone who relies on the Great Lakes for drinking water. She
says one type of algae – Microcystis – needs to be kept out of the water
supply.


“It’s toxic to humans. And along Lake Erie, they have water intake areas. And you want
to make sure you’re not going to take any of that Microcystis into your water inlet
valves.”


It used to be that the dangerous algae mushroomed only once every ten years,
but for the past nine summers, there’s been an annual outbreak of Microcystis
on Lake Erie. Scientists believe fertilizer run-off makes the outbreaks
worse. Professor Merry says the new research should help cities along all
of the Great Lakes avoid the algae when it builds up.

Report: Region’s Power Plants Top Polluters

An annual report by NAFTA’s environmental agency says electric power plants are the worst air polluters in North America. It also says much of the pollution comes from states and provinces in the region. The Great Lakes Radio Consortium’s David Sommerstein has details:

Sommerstein has details:


The Commission for Environmental Cooperation studied industrial chemical releases in
North America in 2001, the latest data available. After Texas… Ohio, Pennsylvania,
Indiana, and the province of Ontario led in toxic emissions.


The study also found air pollution was down overall. But it still accounted for two-thirds
of all chemicals released by industry. Bill Kennedy is the commission’s Executive
Director.


‘There’s still a lot of chemicals that are going into the air and we think that the
governments and industry need to do a better job.”


Kennedy says the electric industry has the most work to do. Mostly coal-fired power
plants produced almost half of all the air pollution in 2001, including 64% of all mercury
emissions. The report calls for the United States, Canada, and Mexico to use more
renewable energies to reduce reliance on polluting power plants.

A new study predicts that water levels in the Great Lakes could drop significantly over
the next 50 years. The Great Lakes Radio Consortium’s Karen Kelly reports:


Researchers at Environment Canada say global warming could cause shorelines to drop
by more than three feet over the next five decades. The findings were based on computer
models, which are predicting hotter and drier conditions in the region’s future. David Fay
is coauthor of the study. He says a drop in water levels would affect many people,
starting with landowners.


“If they have a dock on their property, the water depth of the dock would go down. It
would certainly impact commercial navigation… quite significant environmental changes
are possible.”


Fay says the study offers predictions, not guarantees. But it does suggest that Lakes
Michigan and Huron and the St. Lawrence River would be most affected.

Comments Sought on Navigation Study

The U.S. Army Corps of Engineers and the Canadian Department of Transportation are studying the navigational system in the Great Lakes and along the Saint Lawrence River. As the Great Lakes Radio Consortium’s Celeste Headlee reports, the groups are holding public hearings on the issue this summer:

the groups are holding public hearings on the issue this summer:


The study will evaluate current conditions in the Great Lakes and determine what is
required to maintain the navigational routes at the existing size and capacity.


Tim Eder is the director of Water Resources for National Wildlife
Federation. He says any plans for Great Lakes navigation must address current problems
of invasive species and habitat destruction, not make them worse. Eder says only a
handful of ships come in from foreign ports on a daily basis…


“But each ship brings with it the risk of another invasive species and right now, our
fishery in the Great Lakes region is teetering on the brink of collapse because of zebra
mussels, because of sea lampreys, because of Asian carp that are knocking on the door
trying to get into the Great Lakes… most of which, not all, but most of which come in the
ballast tanks of ships from foreign ports.”


The public hearings are being held at various locations through July 14th.

Each Spring, thousands of people spend their evenings listening to frogs and toads. It’s
not just for fun. They’re helping assess the water quality of rivers and wetlands around
the country. The Great Lakes Radio Consortium’s Ed Herrmann joined the search for
amphibians, and has this essay:


I’ve always enjoyed being outside and listening to nature. Recording nature sounds is a
hobby of mine. So when I saw an ad asking for people to listen for frogs and toads, I
thought, “All right. Beats watching campaign commercials.”


I called up Friends of the Rouge…(that’s a local group dedicated to helping out the Rouge
River watershed) and a few days later I got a package in the mail. It was full of maps and
information, and had a CD with the songs of the local frogs and toads. I studied my area,
and found some good looking wet spots where I thought they might live.


I memorized the sound of the Wood Frog (sound), Chorus Frog (sound), Spring Peeper
(sound), and American Toad. Then, on the first night when the temperature and wind
conditions were just right, I headed out to hear some frogs.

I don’t know what I was thinking. This is suburban Detroit, not exactly a wildlife refuge.
In fact, the only animal I see is a rabbit dodging traffic. And the only thing I hear is…
(more traffic sound)


The Rouge River flows into the Detroit River and then Lake Erie. It used to be one of the
dirtiest rivers around, mainly from all the industry down by the mouth. That problem is
more or less under control but now there’s a larger one.


If you look at a map from the 1970s, you see miles of wetlands, small farms and
orchards. Today you see nonstop subdivisions and shopping malls. It might seem like
progress to you, but for the river, the constant barrage of fertilizers, pesticides, soap and
other chemicals that everybody uses to keep their suburbs looking pretty is a lot worse
than an occasional dose of battery acid from a factory. Also having acres of concrete
instead of wetlands means there’s nothing to soak up and filter the water, which means
after a big rain, it floods. It’s obvious this river needs some help.

In 1998, volunteers began surveying the frogs and toads in the Rouge watershed. These
creatures were chosen because they sing, so they’re easy to track. The reason they’re
good indicators is that, like other amphibians, they absorb water through their skin. That
means they get poisoned by everything that we in the civilized world pour into the water.
Plus, their eggs hatch in water and their larvae (the tadpoles) live in water. It’s pretty
simple: if the water is good, there’s plenty of frogs and toads. If not, they disappear.


So, night after night, I’m out there listening. Listening in the dark. Listening hard.


Not a peep.


I’m beginning to think that the price of all these well-manicured lawns is a silent spring.
Then finally one night, (sound of American toads) the good old American toad! All
right, it is the most common species around, but at least it’s a start.

A few weeks later, I join a group at a “mitigated” wetland. That means that when a
developer decided that a real wetland would be the perfect place to build condos and a
golf course, the government said, “Sure, go ahead. Drain it. Just be sure to dig a hole
over here and fill it with water.” Now, five years later, some frogs have moved in and
seem to be fine.


But they still have a little problem…


(jet roars overhead, followed by a few green frogs)


Ah, location, location. This new wetland is right
next to the airport.


Now, the reason these frogs sing is to attract a mate. So if nobody hears them, there are
not going to be any tadpoles to make next year’s frogs. In order to survive, they need not
only to sing, but to be heard.

New Life for Old Running Shoes

Runners often wonder what to do with their shoes once the treads have worn too low to give enough foot support. People who have donated old shoes to charities or thrown them away have a new option now… a “sneaker recycling program.” As part of an ongoing series called “Your Choice; Your Planet,” the Great Lakes Radio Consortium’s Skye Rohde reports:

Runners often wonder what to do with their shoes once the treads have worn too low to
give enough foot support. People who have donated old shoes to charities or thrown
them away have a new option now… a “sneaker recycling program.” As part of an
ongoing series called, “Your Choice; Your Planet,” the Great Lakes Radio Consortium’s
Skye Rohde reports:


David Lupinski wants old running shoes, no matter how smelly they are. They just need
to be clean.


Lupinski is the recycling director at the Oneida-Herkimer Solid Waste Management
authority in Utica, in upstate New York. He’s collecting used athletic shoes as part of the
Nike Reuse-A-Shoe program.


Now, this got my attention. I’ve been running for 11 years. I’m a one-pair-a-year girl.
I’ve sent way too many worn-out shoes to the Salvation Army… just because I didn’t
know what else to do with them. I wanted to find out what this is all about.


Nike picks up the shoes from participants like Lupinski and sends them to a facility in
Oregon where they’re ground up. David Lupinski explains it best.


“The upper area, that’s material that is more cloth and things like that. And that’s what
they make into padding for carpeting. The middle sole has a little bit more plastic, a little
bit more rubber in it. They grind that up and they make it into a material that they use for
things like tennis courts, basketball courts. The bottom of the sneaker or athletic shoe is
pretty much all rubber. They grind that up and they actually make a product that they call
“Nike grind.” And that material is what they use for tracks. It’s nice and soft and
pliable.”


The shoe program is a good fit for Utica. That’s because of the city’s ties to running. The
National Distance Running Hall of Fame is located here, and the country’s biggest 15-
kilometer road race – the Boilermaker – is held here every July.


But Utica is not alone. There are 33 organizations from 20 states participating in Reuse-
A-Shoe. Each of them is expected to collect at least 5,000 pairs of shoes this year.


This all started in 1993, when a couple of Nike employees asked if there was anything
they could do with defective shoes instead of throwing them out.


Nike joined up with the National Recycling Coalition in 2002 to expand the program to
all 50 states. Kate Krebs is Executive Director of the coalition.


“I liked it for a number of reasons. It was a company that was taking back their product
at its end of life and turning it into something that was really productive and really cool.”


Krebs has helped almost 60 organizations try to team up with Nike, and there’s already a
waiting list to participate. She says the participants are creative about collecting shoes
too.


“We just had a girl scout troop in Los Angeles on Earth Day collect more than 5,000
pairs of shoes in one day. Some zoos have set it up. Some marathons have set up
collection. Junior high/high school track programs are collecting. So everyone’s doing it
a little different… and that’s the part that’s so magic about it.”


Back in Utica, Dorothy Cornell is dropping off a few pairs of shoes at the National
Distance Running Hall of Fame.


“I just put in three sneakers that I found in my basement that are no good to me or my
family. And they’re doing a recycling here, so we’re bringing them down here. It’s, you
know, a great idea. I wish more people would, you know, be aware of it.”

A little later, the Solid Waste Management Authority’s David Lupinski peers inside the
donation box at the Hall of Fame.


(rustling sound… “Geez, this is a bag of athletic shoes…”)


He finds six pairs of shoes, including two fluorescent orange track shoes that are almost
brand new. He says he picks up about 40 pairs of shoes a week from this box. There are
seven other donation boxes around the area.


Lupinski has almost 800 pairs of shoes now, but he still has a long way to go before he
gets his 5,000 pairs and Nike sends a truck to pick them up. People have called him from
across upstate New York to see how they can get their old shoes to him.


Reuse-A-Shoe participants are all hoping for lots of shoes. But they also want to spread
the word and get people as excited as they are about giving old shoes new life.

Anglers Competing With Cormorants

Anglers around the Great Lakes are eager for a summer of fishing. Everyone wants to catch the big one. But they’re getting some competition. It comes in the form of the double-crested cormorant. The big black birds with long necks are fish eaters. Cormorants were nearly wiped out by the now-banned pesticide, DDT, in the 1970’s. But now cormorants are back in big numbers. Some anglers feel there are too many cormorants now. And they say the birds are eating too many fish. The Great Lakes Radio Consortium’s Stephanie Hemphill reports on one experimental effort to control cormorants:

Anglers around the Great Lakes are eager for a summer of fishing. Everyone wants to
catch the big one, but they’re getting some competition. It comes in the form of the
double-crested cormorant. The big black birds with long necks are fish eaters.
Cormorants were nearly wiped out by the now-banned pesticide, DDT, in the 1970’s. But
now cormorants are back in big numbers. Some anglers feel there are too many
cormorants now, and they say the birds are eating too many fish. The Great Lakes Radio
Consortium’s Stephanie Hemphill reports on one experimental effort to control
cormorants:

Robin Whaley often fishes here on Knife River. It’s the biggest spawning ground for
rainbow trout on the north shore of Lake Superior. But today she’s watching the
cormorants on Knife Island, a quarter-mile offshore.


The cormorant population is booming. About a hundred cormorants lived on the island
last year.


“I guess they’re just coming up into this area in the last few years and becoming a
problem, for degrading habitat and for eating little fish.”


Cormorants are native to this area, but they haven’t been around much in the last few
decades, because of poisoning from the pesticide DDT.


The Minnesota Department of Natural Resources stocks rainbow trout here. This year
they put 40,000 young fish into the river. Anglers like Robin Whaley hope the little fish
will grow big enough for them to catch someday.


The little fish face a lot of predators and hazards and the cormorants are one more threat.
Some people would like to reduce that threat. It’s illegal to kill cormorants. They’re
protected by law because they’re a migratory bird.


But a new federal rule says if they’re threatening a resource, people can fight back in a
different way.


Bill Paul runs the Agriculture Department’s Wildlife Services Program in Minnesota. He
sent workers onto Knife Island to try to keep the cormorants from nesting. Their methods
are experimental – but they’re pretty basic.


“We put up some flapping tarps in wind, a couple of yellow raincoat scarecrows, we also
put up ten flashing highway barricade lights, we also have a light siren device out there
that goes during the night.”


The workers also used special firecrackers shot by guns at passing birds to scare them
away.


They did this for two weeks during the cormorants’ nesting season. Bill Paul says even
with all that noise and commotion it wasn’t easy to scare them away.


“They seem to be fairly smart birds and real persistent at coming back to Knife Island.
So we’re uncertain yet whether our activities are actually going to keep them off there
long-term.”


As part of their study, researchers had permission to kill 25 cormorants to find out what
they’d been eating. They wanted to see how much of a threat the birds were to game fish
like the rainbow trout.


They found fish in the cormorants’ stomachs all right. But not the kind most people like
to catch and eat.


Don Schreiner supervises the Lake Superior fishery for the Minnesota DNR. He says
he’d need more than just a few samples to really know what the birds are eating.


“My guess is that cormorants are opportunists and if there’s a small silver fish out there
and he’s just hanging out and the cormorant has that available to eat, he’ll eat it. The
question becomes, is this a significant part of the population that they’re consuming, or
isn’t it?”


Despite the concerns of some anglers, researchers have been studying cormorants for
years, and so far they haven’t been able to prove the birds are harming wild fish
populations.


John Pastor is an ecologist at the University of Minnesota Duluth. He says the study at
Knife River won’t prove anything useful either.


He says it ignores the bigger picture. Pastor says you can’t just look at one predator and
come to any firm conclusions. There could be lots of reasons why there aren’t many
steelhead, or rainbow trout.


“Changes in land use. All the adult steelhead out there eating the young of the year
steelhead. Maybe it’s some pollutant in the lake. You never know. But it’s easy to fix on
the predator as the problem, because people see a cormorant dive down and come up with
a fish, and they say to themselves, I could have caught that fish.”


Pastor says even if the cormorants are eating lots of young rainbow trout, it doesn’t
necessarily mean the birds are hurting the overall trout population.


And even for an angler like Robin Whaley, the concern about the trout is mixed with a
feeling of respect for the cormorant.


“I admire the bird very much, but human beings, we’re in the business of controlling
habitats and populations, and this is just another case of that.”


For many anglers, the ultimate question in this competition between predators is simple.
It’s about who gets the trout – cormorants or humans.
