About sixty of the endangered whooping cranes migrate between the
southeastern U.S. and northern states like Wisconsin and Michigan.
Last summer, for the first time, a few cranes paired off and produced
eggs, but the cranes didn’t stay near their nests and predators destroyed
the eggs.


Rachel Levin of the U.S. Fish and Wildlife Service says this year she’s
more optimistic the cranes will reproduce.


“We have cranes this year that are going to be five years old. Whooping
cranes reach sexual maturity between three and five years old. So, we
are hoping this year that we have cranes that will produce eggs and that are
maybe mature enough this year to stay with those eggs and do their
parental duty.”


One goal of the crane reintroduction project has been to have 25 adult
breeding pairs. For now the project will continue to add to the flock by
bringing in crane chicks from Maryland.

At first, humans led the new flock of whooping cranes from Wisconsin
to Florida by flying ultra light planes. Now, some of those birds are
teaching a few younger cranes how to make the trip.


Kelley Tucker is with the International Crane Foundation, one of the
groups involved in the reintroduction project. She says this winter, four
young whooping cranes are flying with older cranes and sandhill cranes
on the migratory path. They’re relying partly on instinct, partly on the
lead of the older birds.


“The birds will be a couple miles apart, but some of the biologists have
said ‘I have a sense that the younger birds know where the older birds
are.’ Sometimes they’ll roost within a mile or two of the older birds.”


Tucker says eventually she hopes all the chicks will learn to migrate
from older birds, and the ultra light planes won’t be used. She says it’s
important for the cranes to make it back to Wisconsin in the spring to
mate.

As the hot weather settles in, air conditioners are being wedged into windows everywhere. The Great Lakes Radio Consortium’s Karen Kelly usually tries not to use one. But she finds as the temperatures rise, her concerns for the environment evaporate:

Consortium’s Karen Kelly usually tries not to use one. But
she finds as the temperatures rise, her concerns for the
environment evaporate.


Every year – late spring – I start my annual denial of the fact that I need air conditioning.
The problem is, I really relate to the people who wave it away and say, all you need is a ceiling fan and nice cold glass of water.


Like my friend Ross, who has no air conditioning on the job as a home renovator, and no air conditioner at home, either.


“Well, it’s not really anything ethical. I just find that recycled air, it sort of smells bad. And I would prefer breathing steamy but clean air to cooled but stale air.”


Ross is one of those people who thinks it’s silly to use air conditioning where we live, which is in Ottawa, Canada. I mean, come on, we might only have a couple of weeks of hot weather. And in the beginning, I try to do without.


I have fans. I drink iced lattes. I take cool baths.


But the truth is, I can’t take it. My brain just stops functioning properly. Like the time my husband came home to find me trying to work at the computer in tears, because I was so hot. Meanwhile, the air conditioner is in the window, but I was refusing to turn it on.


Part of it is that I’m worried about the impact on the environment. I talked to Corey Diamond at the Clean Air Foundation in Toronto and asked him how bad is air conditioning really?
He agreed it uses a lot of electricity, but even worse, he says we’re all using it at the same time.


“Everybody sort of comes home at five o’clock, turns on their air conditioning, and we get to a point where the electricity grid is at the peak demand that it can access. What ends up happening is when people are demanding more power, they have to use as much coal as they can to meet that demand.”


And that means more pollution, which leads to smog, health problems and maybe even climate change.
Despite that, I recently decided I had to have air conditioning in my car – both for my own comfort and the safety of other drivers.


I tend to get disoriented in the heat. I usually relied on a bottle of ice water between my knees and the windows wide open. About an hour later, I’d be taking the wrong exit off the highway.


So, I recently took my 1990 Honda Accord into the shop to find out if they could fix it. I was prepared to spend a few hundred dollars, maybe more. Then they call back with a quote of one thousand eight hundred dollars.


That’s probably more than my car is worth. The guy on the phone says at that price, he won’t let me get it fixed, even if I want to. So the car is out of the question. But at home, the heat creeps into my living room, and the temptation becomes too great.


Third day of plus 85 temperatures… What more do I have to say?

My 18 month old daughter stands in front of the air conditioner. She reaches her arms towards it. She basks in its coolness.


“How does that feel? Good… good…good!”


I’ve given in to my weaker self. But I’m still determined to use the air conditioner sparingly.
Corey Diamond at the Clean Air Foundation gave me a bunch of ideas on how to do that.


“Keep the blinds drawn during the day. You want to install some ceiling fans if you have some. And lastly, you can add a timer to your air conditioner. You sort of set it to come on at four o’clock and if you get home at five o’clock from work, your house is cool, but it hasn’t been cooled all day.”


At first, Diamond’s group tried to get people to stop using air conditioning. That didn’t work. So they switched gears. They started a program in Toronto where you can trade in your old, inefficient air conditioner for a rebate on a new one. Diamond says the newer ones use as much as 70 percent less electricity.


So as I sit here, telling you this story, I have a new air conditioner with an Energy Star sticker on it.
Which means either the Canadian or American government deemed it more efficient. I do kind of feel like I’m working in a wind tunnel. And I miss the sounds of the birds and squirrels outside my window. But yet, I feel comfortable.


Now I’m reluctant to turn the air conditioner off.

Often planners don’t look past their own city borders when making decisions. Geoff Anderson
wants that to change. He’s the Acting Chief of Staff for the EPA’s Office of Policy, Economics
and Innovation. Anderson says city officials often look at land use planning one site at a time
instead of looking at how their decisions will affect the entire area…


“The two scales are very important and I think in many cases too much is paid to the site level
and not enough is given to the sort of broader regional or community context.”


Anderson says that’s especially important when planning for stormwater drainage. He says too
many communities think about getting the water to the nearest stream quickly without thinking
about how that rushing water might affect flooding downstream.

Some planning experts are worried that the rapid development in cities and suburbs is
paving over too much land and keeping water from replenishing aquifers below ground.
The Great Lakes Radio Consortium’s Lester Graham reports:


In nature… when it rains… the water slowly soaks into the ground and makes its way
through the soil and rock to eventually be stored as groundwater. Some of it makes its
way underground to be stored in aquifers. And some of it slowly seeps through the rock
for a while and then resurfaces as springs to feed streams during times when there’s not a
lot of rain. It’s a natural storage system and a lot of cities rely on that water.


But when we build buildings and houses and parking lots and roads, a lot of the land
where the rain used to soak into the ground is covered up. Instead the rainwater runs off
the hard surfaces and rushes to stormwater gutters and ditches and then overloads creeks
and rivers. Even where there are big expansive lawns in the suburbs… the rain doesn’t
penetrate the ground in the same way it does in the wild. The grass on lawns has shallow
roots and the surface below is compact… where naturally-occurring plants have deep
roots that help the water on its way into the earth.


Don Chen is the Executive Director of the organization Smart Growth America. His
group tries to persuade communities to avoid urban sprawl by building clustering houses
and business districts closer together and leave more natural open space.


“With denser development you have a much lower impact per household in terms of
polluted runoff.”


Chen says the rain washes across driveways and parking lots, washing engine oil, and
exhaust pollutants straight into streams and rivers instead of letting the water filter across
green space.


Besides washing pollutants into the lakes and streams… the sheer volume of water that
can’t soak into the ground and instead streams across concrete and asphalt and through
pipes can cause creeks to rise and rise quickly.


Andi Cooper is with Conservation Design Forum in Chicago. Her firm designs
landscapes to better handle water…


“Flooding is a big deal. It’s costly. That’s where we start talking about economics. We
spend billions and billions of dollars each year in flood damage control.”


Design firms such as Cooper’s are trying to get developers and city planners to think
about all that water that used to soak into the ground, filtering and being cleaned up a bit
by the natural processes.


Smart Growth America’s Don Chen says those natural processes are called infiltration….
and Smart Growth helps infiltration…


“And the primary way in which it does is to preserve open space to allow for natural
infiltration of water into the land so that there’s not as much pavement and hard surfaces
for water to bounce off of and then create polluted runoff.”


People such as Chen and Cooper are bumping up against a couple of centuries or more of
engineering tradition. Engineers and architects have almost always tried to get water
away from their creations as fast and as far as possible. Trying to slow down the water…
and giving it room to soak into the ground is a relatively new concept.


The U.S. Environmental Protection Agency is trying to get communities to give the idea
some consideration. Geoff Anderson is the Acting Chief of Staff for the EPA’s Office of
Policy, Economics and Innovation.


“Anything you can do to keep that water on site and have it act more like it does in its
natural setting, anything you can do to sort of keep that recharge mechanism working,
that’s helpful.”


The EPA does not require that kind of design. It leaves that to local governments and the
private sector. The Conservation Design Forum’s Andi Cooper says sometimes getting
companies to think about treating water as a resource instead of a nuisance is a hard
sell…


“You know, this is risky. People tell us this is risky. ‘I don’t want to do this; it’s not the
norm.’ It’s becoming less risky over time because there are more and more
demonstrations to point to and say ‘Look, this is great. It’s working.’ ”


But… corporate officials are hesitant. Why take a chance on something new? They fear
if something goes wrong the boss will be ticked off every time there’s a heavy rain.
Cooper says, though, it works… and… reminds them that investors like companies that
are not just economically savvy… but also have an environmental conscience.


“A lot of companies are game. They’re open. If we can present our case that yes, it
works; no, it’s not risky; it is the ethical thing to do; it is aesthetically pleasing; there are
studies out there that show you can retain your employees, you can increase their
productivity if you give them open spaces to walk with paths and make it an enjoyable
place to come to work everyday.”


So… doing the right thing for the environment… employees… and making investors
happy… make Wall Street risk takers willing to risk new engineering to help nature
handle some of the rain and get it back into the aquifers and springs that we all value.

The locks and channels for ships in the Great Lakes and St. Lawrence Seaway are getting old. Some were built more than 75 years ago. The U.S. and Canada are conducting a multi-million dollar study to determine how to keep the aging waterway functional, so ships can continue to haul cargo between the Great Lakes and the Atlantic Ocean. While the Seaway is closed in winter, workers empty the locks of their water for annual maintenance. The Great Lakes Radio Consortium’s David Sommerstein climbed eight stories down to the bottom of one lock on the St. Lawrence River to see how it’s going:

than 75 years ago. The U.S. and Canada are conducting a multi-
million dollar study to determine how to keep the aging waterway
functional, so ships can continue to haul cargo between the Great
Lakes and the Atlantic Ocean. While the Seaway is closed in winter,
workers empty the locks of their water for annual maintenance. The
Great Lakes Radio Consortium’s David Sommerstein climbed eight stories
down to the bottom of one lock on the St. Lawrence River to see how
it’s going:


If you’ve never seen a lock before, it’s basically a long, concrete channel filled with water. A freighter goes in one end. Gates close in front and behind it, so the water level can be raised or lowered to move the ship up or down, and out the other end.


Here, that channel’s empty and dry and you can see how huge this lock really is. I get a queasy feeling as I ease onto the steep metal stairs. I can see the lock floor 80 feet below me. Maintenance director Jesse Hinojosa radios down to the bottom. He says workers lose track of how often they climb the stairs.


“We should get a good count of that. They go up and down all day long on it.”

I take it step by step. There’s a temporary roof overhead. The only light comes from floodlamps.
The lock gates are open so they can be worked on, so at one end of the lock are stoplogs – stacked steel that temporarily keeps the river out. Still, some water rushes through and has to be pumped out.

Paul Giometta tops off the fuel tank of one of 10 furnaces that heat the area. He wears a fleece hat and big yellow boots. During the shipping season, he helps guide freighters’ in and out of the lock. But in the winter, he shifts to a totally different line of work.


Giometta: “Chipping concrete, stuff like that, painting, whatever has to be done.”


Sommerstein: “It’s an old lock, there’s a lot of chipping concrete.”


Giometta: “Oh, yeah, there’s no end to that. What you fix today, years later you start all over again.”


Winter maintenance has been an annual job on this lock since the Seaway system opened in 1959. The scale of the work is almost impossible to wrap your mind around. To raise or lower a freighter, the lock flushes 22 million gallons of water in just 7 minutes. It uses gears, valves, tunnels, and huge gates to accomplish the task. Most of that equipment is original, now almost 50 years old. Every winter, it all has to be checked out and tested. Some parts are replaced.


Tom Levine directs the Seaway’s engineering department. He points to the lock’s crumbling concrete walls. He says that’s one of the biggest problems.


“The bad stuff, where the bad concrete is, you take a hammer, it sounds like a hollow wall, and these walls where you’re looking at are like 60 feet into the backfill. I mean, solid concrete, I mean, you wouldn’t believe it.”


Albert Jacquez holds his hardhat and looks up at the walls. He’s the St. Lawrence Seaway’s U.S. Administrator, based in Washington. His demeanor is like that of a homeowner wincing at his rickety porch or rotting roof.


“Well, what I see is a system that has worked well for half a century, but that in the near future needs a major overhaul.”


There are 22 other locks in the Great Lakes-St. Lawrence Seaway system. Most are owned by Canada. A binational study is underway to answer a critical question: how much will it cost to keep repairing all these locks and other infrastructure so they work for another 50 years? Jacquez says the answers the study finds could determine whether the Seaway gets a facelift or is left as is until it fails.


“Whatever those decisions are will be what they are, whether it’s ‘we’re gonna invest or we’re not gonna invest’, but they at least need the baseline numbers so that they know what they have ahead of them.”


But the study has been delayed. Lawmakers will have to wait at least a year longer than they expected because the project is so big. And President Bush has cut funding for the study in his budget plan by more than a half, which could delay it even further.


Meanwhile, keeping the Seaway open becomes more of a challenge every year. Jacquez says it’s like an old car.


“As it ages, we have to spend more and more time on it because we have more work to do.”


And workers face a hard deadline. Before spring shipping begins, where we’re standing will be flooded under 30 feet of water, so the lock can be ready to welcome the first freighter of the season.

Asian Carp Barrier Not Enough?

The Army Corps is building the electric barrier in the Chicago Sanitary & Ship Canal. But the Des Plaines River runs near the canal, and it often floods in the spring. Chuck Shea is the project manager for the Army Corps of Engineers. He says they might need to build a flood wall or levee so high waters can’t sweep fish past the new barrier.


“It’s possible that water from the Des Plaines River could run into the Chicago Sanitary and Ship Canal. And if it was a large enough flood and there were fish in the right place, they might be able to use that as a pathway to enter the Chicago Sanitary and Ship Canal.”


Shea says while this possibility is unlikely, it still will be an important issue to study down the road. He says the more pressing concern is that an existing temporary barrier could wear out before construction on the permanent barrier is finished.


Asian carp have been spotted about twenty miles downstream from the electric fence. The giant fish are considered a threat to sport and commercial fishing. Shea says state officials are working to find money for the last phase of the electric barrier project.

Harvesting the Wind (Part 1)

Wind farms of huge turbines are springing up along coastlines,
windy ridges and blustery farmland. Most of us see them from a distance.
The Great Lakes Radio Consortium’s Chris Lehman recently visited some
of them up close… and has the first of two reports on wind energy:

If you can imagine the sight… there are 63 wind turbines scattered across the
prairie farmland,
their huge blades sweeping around, capturing energy from the wind. Each turbine is
213 feet
high. You can see them from miles around. But it isn’t until you stand directly
underneath the
80-foot long blades as they rotate in the wind that you begin to appreciate their size…

“This is probably a typical day. They’re probably producing at about 30 percent of
what they are
rated at, and probably on average, for a year, this is what you’d expect.”


Christopher Moore is Director of Development for Navitas Energy. The Minnesota- based
company opened the Mendota Hills Wind Farm in northern Illinois just over a year ago.


Q: “What are some of the highest levels that you’ve reached?”


“Each turbine is capable of producing 800 kw, and there are times when we’ve had the
windfarm
working at about maximum.”


Moore says the Mendota Hills Wind Farm produces enough electricity to power about 15-
thousand homes per year. It’s the first wind farm in the state of Illinois.


Brian Lammers is a Project Manager for Navitas Energy. He says the location is
ideal since it’s
windy here nearly all year long…


“The wind here is more robust in the fall, winter and spring. So we have more
production during
those months than we do during June, July, August.”


Unfortunately, the summer months are the months that most often experience peak
demand for
electricity. Because of that, and because it takes so many windmills to generate
lower amounts of
power, it’s unlikely that current wind energy will completely replace fossil fuel
generated power.

On the flat prairies of Illinois, the giant turbines are the tallest structures for
miles around. You
begin to wonder about things like lightning strikes…


“We might have experienced one or two last year. The turbines are protected from
lightning. The
entire wind farm is grounded, so if there is a strike typically it will just be
grounded down to the
ground grid. There’s typically no long-term damage associated with a lightning
strike. But as you
can imagine, they’re the tallest structures around so there are periodic lightning
strikes.”


Q “What about a tornado? This is tornado country…what would happen if one came
through
here?”


“I don’t know. These turbines are built to withstand everything but a direct strike
from a tornado,
so I think the same thing would happen to a wind turbine that would happen to any
large
structure if they were struck by a tornado. You’d probably have some significant
damage.”

Inside the turbine, there’s a distinct hum as the blades whirl away at the top of
the hollow shaft.
It’s about ten feet across at the base, and a metal ladder allows anyone brave
enough to climb all
the way to the top.


Despite the hum of the turbine’s blades up close, the sound fades away just a few
dozen feet from
the tower. But noise isn’t much of a concern for this wind farm. It’s in the
middle of a soybean
field and there are no neighbors nearby.


Noise is just one of the aesthetic concerns for neighbors of wind farms. Appearance
is another.
The Mendota Hills turbines are coated with a special paint that appears white in
bright sunshine.
But when the sun’s not out, the turbines appear grey, and seem to blend in with the
cloud-covered
sky.


Dennis Cradduck has 19 of the turbines on his corn and soybean farm. He says the
wind farm
hasn’t been a problem. Of course, he’s getting paid by Navitas for allowing the
turbines on his
land. But he says the wind farm has led to an unexpected benefit: getting to meet
people from
across the country who pull off the highway for a closer look…


“We get people almost on a daily basis that drive by on the interstate and see them,
and stop and
want to look at them, and they’re amazed at them, and most—about 99 percent of them
have been
positive comments. In fact, one fellow from North Carolina stopped the other day
and said ‘I wish
we’d build more of these around the country because we need renewable energy.'”


The prospect of more renewable energy is appealing to most environmentalists. But
some worry
that wind farms can be deadly to birds. A study by the National Wind Coordinating
Committee
found that wind turbines kill an average of two birds per year.


Another concern is that windmills disrupt the scenery. But the only view around
here is farmland
as far as the eye can see. And on this brisk day, it isn’t just corn and soybeans
being harvested: it’s
the power of wind.

what’s being done to evict them:

Piercing blue autumn skies and billowing white clouds drift across the chimneys of this modest,
but perfectly manicured suburb. There aren’t even many leaves crunching under foot. Town workers
have already come and vacuumed them all away. But there’s a nasty little secret scurrying under
the porches and behind the garden sheds in this Western New York town. County Sanitation Chief
Peter Tripi takes us for a peek.


“Can you see the teeth marks here? That’s actually rat gnaw marks. And there’s the garbage bag.
And that’s what we found when we went to this property.”


Now, you might be thinking that we trudged through derelict grass and scattered debris to find
these rat clues. Nope. This is a gorgeous, manicured yard – with not a blade of grass out of
place. But Tripi says rats aren’t choosy.


“You would never think by looking side to side that there would be a rat problem in this yard.
Doesn’t matter what neighborhood you live in, or how much money you’ve got. There’s no difference.
They just like your food.”


And you’d be surprised where rats can find food. A garbage can left even briefly uncovered, a
neglected bird feeder, uhhh… dog feces… and even a compost pile.


“Absolutely. This is a rat condo. It’s a grass-clipping compost pile that basically housed rats
to go a hundred yard radius all the way around to the different houses.”


Tripi says rats had to get creative with their housing. A summer of extremely heavy rains drove
the out of the sewers and into some previously rat-free neighborhoods. And with the West Nile
virus killing off millions of birds, the rats have less competition for the food they’re finding
above ground. The consequence is a virtual rat infestation all the way from New York and Illinois
to Virginia, Michigan and L.A. In Kenmore, there have been four thousand rat complaints – nearly
double last year.

Of course, none of this is news to the garbage collectors. They see the problem up close and
personal. Twenty-year veteran Louie Tadaro says this past summer is the worst he’s ever seen.


“Across the street there’s an alleyway and there had to be like ten of them in there, And we
started chasing them with garbage cans trying to kill them, but we couldn’t. By the time we
got there they just split.”


The problem is, they don’t split for long. Vector Control Chief Tripi says now that the rats
have relocated from the sewers to upscale accommodations, they kind of like it.


“And what that means is that they want to live with us. They want to be near our garbage and
our bird feeders. The problem with that is that rats carry diseases.”


We all know about stuff like typhus and the bubonic plague. But there are emerging diseases,
such as a pet-killer called Leptospiroris. It’s killing dogs all across the country. Tripi
says they need to get rid of the rats before the disease starts spreading to humans. So, his
team is taking the rats on, one yard at a time.


Tripi and his Vector control team set rat traps, they fill bait boxes with poison, and – when
they have to – they issue citations to residents who don’t heed the town’s new “rat control rules.” Covered garbage cans only. Clear away all brush. Clean up scattered bird seed and dog feces. Slowly, the rules seem to be working.

Still Tripi says it’s mostly educational warfare. And he says now – heading into winter – is the
best time to nip the problem. If the rats get cozy, not only will they stay, they will multiply.
Fully nourished, one adult rat can breed up to sixty baby rats a year.


“The adult rat can live on a little bit of food, but he can’t procreate unless he has a lot of
food source. And they can’t live through the winter unless they’re warm and fattened up.”


So now is the time to – quite literally – put a lid on it. Keep those garbage cans covered, unless
you want some uninvited furry guests this winter, and many, many more come spring.

The Lake Express Ferry that crossed Lake Michigan between Milwaukee and Muskegon exceeded predictions and carried more than 120-thousand passengers. But the boat cancelled its November and December schedule because of a low number of bookings. Lake Express President Kenneth Szallai insists the problem is not people being reluctant to cruise the lake in cold weather. He says the company just didn’t do enough to market the late-season service.


“People are used to the traditional ferries ending up in October… and because we didn’t do our part of it… they didn’t realize we’d be operating and so our sales were kind of flat for those two months.”


Szallai says the Lake Express will again carry passengers next spring. Another high speed ferry between Toronto and Rochester, New York abruptly shut down in early September. A Rochester newspaper reports problems include, quote, questionable business decisions, bad luck and lack of cash. It’s unclear when the boat will resume service.
