You see them every time you pass a construction site: big machines belching thick diesel smoke. The smoke isn’t just annoying. It causes major health and environmental problems. Now, after years of dealing with other issues, the EPA is taking on this major source of uncontrolled pollution: emissions from farm and construction equipment. The Great Lakes Radio Consortium’s Julie Halpert looks at the challenges the EPA faces in this far-reaching regulatory effort:

You see them every time you pass a construction site. Big machines belching thick diesel smoke. The smoke isn’t just annoying. It causes major health and environmental problems. Now, after years of dealing with other issues, the EPA is taking on this major source of uncontrolled pollution: emissions from farm and construction equipment. The Great Lakes Radio Consortium’s Julie Halpert looks at the challenges EPA faces in this far-reaching regulatory effort.


Emissions from diesel engines create problems for both the environment and people’s health. Diesels release nitrogen oxides, which are a factor in acid rain and smog. They also spew very fine particulates that can lodge deep in the lung when inhaled. And that causes respiratory problems.


Controlling these emissions is no easy task. That’s because most diesel engines still burn fuel containing high amounts of sulfur. The sulfur clogs up existing pollution control devices. And that makes it a lot tougher to come up with ways to reduce emissions. But Christopher Grundler, deputy director of the EPA’s Office of Transportation and Air Quality in Ann Arbor, Michigan, says its an important challenge.


“In the year 2007 we estimate that off road or non-road emissions will make up over 40% of the air pollution from mobile sources or transportation sources, so it’s a big deal.”


In tackling air pollution, EPA’s first job was to clean up gasoline car emissions. Now its moving onto diesels. The agency’s first challenge came when they issued a rule for highway trucks last year. That plan drops sulfur content in diesel fuel from 500 parts per million to 15 parts per million. It also reduces overall diesel emissions by 90% by the year 2007. The EPA now wants to use this rule as a model for farm and construction equipment as well. But the agency is likely to face opposition from refiners, who are fighting the on road rule. Jim Williams is with the American Petroleum Institute.


“We feel that the ability of the refining industry to make sufficient volumes of 15 ppm in the timeframe that EPA wants us to is highly questionable, whether we can do that. We’ve done some studies that show there will be supply shortfalls with the 15-ppm limit.”


Williams is pushing to phase in the requirement over a longer period. He says that would give refiners more time to produce the necessary quantities of low sulfur fuel. Until then, refiners also want to continue providing high sulfur fuel.


But Engine Manufacturers don’t like that idea. They’ve agreed to support tough standards only if the switchover to low sulfur fuel happens quickly. Jed Mandel runs the Engine Manufacturers Association. He’s worried that if cheaper, low sulfur fuel remains abundant; users could continue relying on the dirtier fuel.


“If there are dual fuels available — if there’s cleaner fuel on the marketplace for some time, as well as higher sulfur dirtier fuel, and there’s a price differential in that fuel, there will be a disincentive for users to buy the cleanest engines.”


Mandel says that could cause a delay in purchasing these engines for several years.


Like Mandel, Jason Grumet, executive director of the Northeast States for Coordinated Air Use Management, also wants tight standards. Northeast states, plagued with acid rain and smog caused largely by these diesels, are pushing the EPA to develop the tightest standards possible to meet clean air goals and also to better protect equipment operators.


“The particles from diesel emissions can lodge very deep within the human lung and we know that these particles are carcinogens, so for folks who work with construction equipment every day or on construction sites, for people who farm or plow fields for several hours a day, we think that the emissions of diesel pollutants cause a very substantial and real threat to their health.”

Herb Smith isn’t worried about his health. Smith hops off his tractor and stands on the land that his family has farmed in Ida Township, Michigan since 1865. Despite years of inhaling diesel fumes, Smith said he’s in perfect physical condition. Though he supports regulations to control diesel emissions, he’s worried that the EPA will place undue hardship on farmers.


“I am concerned about fuel costs because our margin in farming is very slim and anything we add to fuel costs, we have to absorb it.”


Smith fears that some of the smaller farmers may not be able to bear higher fuel and engine costs and could go out of business.


Despite the many different viewpoints on the issue, EPA’s Grundler is confident that his agency can develop a rule that will bring tremendous public health benefits at a reasonable cost.


“We’ve shown we can do it for cars and SUVs. We’ve shown it can be done for heavy duty on highway engines. I’m absolutely certain it can be done for these sorts of engines as well.”


The agency expects to issue a technical report outlining emission control options by the end of the year. A proposal is due by the middle of next year. For The Great Lakes Radio Consortium, I’m Julie Halpert.

Monitoring System on Hand for Bioterrorism

Scientists who monitor pollutants in rain and snow in the U.S. and Great Lakes are offering their monitoring network to be used in the event of a wide scale bioterrorist attack. The Great Lakes Radio Consortium’s David Sommerstein has more.


The National Atmospheric Deposition Program is best known for its early detection of acid rain in the 1970s. It has a network of over 200 sites that measure chemicals like sulfur dioxides and mercury in precipitation. But coordinator Van Bowersox says the network could also be used in the case of an environmental emergency to trace things like anthrax spore.


“To help track perhaps the source of the material or perhaps just how wide dispersed the material may be. So this would be, for example, for a widespread release of a bioterrorism agent over a broad area.”


Bowersox says the samples of such agents would be sent to a special laboratory for analysis.


The idea wouldn’t be an unprecedented use for the network. The NADP surveyed the nation’s atmosphere for nucleotides following the Chernobyl nuclear disaster. It also measured the amount of particles in the air after the eruption of Mount St. Helens.

Wisconsin agriculture officials have taken the lead on this type of preventative action but will need the help of all the Great Lakes states to make it work. There’s growing consensus among agricultural officials that some type of universal animal identifier is needed to trace animals from birth to the marketplace. Especially in light of recent occurrences of “mad cow” and “foot and mouth” diseases in live animals overseas and the nasty form of e coli in meat products here. Wisconsin secretary of agriculture, Jim Harsdorf says the ID system started in Europe. Now it’s moved to Canada, where it’s mandatory, and Harsdorf says Holland has a central database containing information on all the nation’s animals.


“It’s housed in one location and the producers within 48 hours have an animal ID’d after it’s born and that animal ID stays with it for life.”


Federal officials in the United States have been slow to implement such a system though, so Harsdorf says state officials are working to come up with one. It might be tied to different identification networks that farmers already use to keep production and reproduction records, herd health, vaccinations and the location of cattle that are sold, or it could be a totally new system that keeps some or all of those records on one central computer database managed by state, private or non-profit organizations.


Wisconsin state veterinarian Clarence Siroky says public feedback surprised them. State officials were expecting farmers to want only a voluntary system but what they found at public meetings was that producers want a more comprehensive mandatory system nationwide


“We move cattle all over the United States rapidly…we can have one cow at least touch 27 other states within a week…one pig can touch 19 other states within 24 hours.”


For those reasons, Siroky says, all animals will have to be included, not only cows, but sheep, horses and pigs. In England for example, cows are identified, but sheep are not, and he says sheep were implicated in the rapid spread of foot and mouth disease there.


That concerns Ted Johnson. He’s a Wisconsin dairy farmer who likes the idea of a universal identification system because it would quickly pinpoint the location of animals that might have come in contact with a disease.


“If in the event of an outbreak of some highly contagious disease, it could be stopped very quickly and we wouldn’t have to have wholesale slaughtering of cattle.”


Still Johnson says many farmers are concerned about how much the ID would cost, who would maintain the records, and who would have access to them.


“The worst case scenario would be if that information is released and there is some doubt about the information or if the information is used in an incorrect manner, the perception can be there’s a problem on individual farms.”


State veterinarian Clarence Siroky says that’s why input from farmers, processors, privacy advocates and consumers is important as the technology is developing.


Still to be decided is the type of animal ID that would be used. Siroky says it could be a tag placed on the animal’s ear. However, some animals already have so many different ear tags, he says one ear can look like a Christmas tree. Other possibilities include a computer chip or other type of recyclables monitor placed inside an animal.


Meanwhile, AG secretary Harsdorf says the records included in a computerized type of system could be very beneficial to consumers at the supermarket.


“At some point in time, you’re gonna have the ability to go through a grocery store and see up on a screen when you buy that package where it came from, a picture of the operation — it’s almost mind boggling to see what could happen down the road.”


Still, farmer Ted Johnson worries all the talk right now about the need for animal identification might create a consumer backlash.


“I feel as a producer our food supply is very safe. I don’t want the perception to be that an animal ID program is being instituted because we have a problem.”


But a potential problem without plans to deal with it could create havoc for the agricultural industry, and so far veterinarian Siroky doesn’t know when a system with wide support might be in place. He does say animal health officials are on high alert for the appearance of any contagious diseases. At the same time, he says even if Wisconsin comes up with a proactive plan, unless other states adopt a similar identification method, any tracking system would have limited effectiveness. Such an attack could mean the release of deadly diseases into a general population and officials say there’s no way the public health structure could handle such an outbreak right now. The Great Lakes Radio Consortium’s Tom Scheck has more:

State health departments, emergency management agencies and doctors throughout the Great Lakes region are re-examining their emergency plans after the terrorist attacks of September 11th. Officials say they need to increase their planning to prepare for a bioterrorist attack. Such an attack could mean the release of deadly diseases into a general population and officials say there’s no way the public health structure could handle such an outbreak right now. The Great Lakes Radio Consortium’s Tom Scheck reports…


As the nation tries to recover from the terrorist attacks in Pennsylvania, New York and Washington DC, infectious disease experts are using the tragedies to highlight that the nation’s skies and borders are not the only things the federal government needs to worry about. Those experts say the nation needs to also start preparing for a bioterrorist attack. The University of Minnesota’s Michael Osterholm is one of the leading experts on infectious disease and bioterrorism in the nation. He says it’s unlikely that a terrorist is equipped at this time to release a deadly disease like anthrax or small pox. But he says the events on Tuesday, September 11th have redefined terrorism in the United States. And he says the country is currently ill equipped to handle a biological outbreak.


“We’re a country right now, that if we have a slight increase of influenza cases in the wintertime we close down our hospitals because we have no excess capacity, we don’t have the health care workers or the beds. Now you tell me, given that backdrop, what it will mean when 250 or 300,000 or 400,000 people suddenly come down with smallpox or anthrax.”


Osterholm says if those biologic agents, or others like them are released in an American city, it could, over time, make thousands of people sick. And he says the highly contagious diseases would rapidly transfer from person to person, making it difficult for doctors and public health officials to contain the outbreak. On top of that, Osterholm says most such diseases wouldn’t show their symptoms for 3 or four days. He says that could stretch the state’s public health departments thin as they try to track down who’s infected and who’s not.


“We run much of public health in this country on what I would call the equivalent of running O’Hare air traffic control tower on tin cans and string. Yet that’s going to be the system that’s going to respond to bioterrorism.”


Osterholm and others are lobbying the federal government to allocate billions of dollars to improve the community response rates of public health and emergency personnel throughout the country. He also says the country needs to start stockpiling vaccines for smallpox and anthrax. Since the last human case of small pox was eradicated in 1979,
Osterholm says officials haven’t seen the need to continue vaccinating against the disease. Anthrax, on the other hand, has a vaccine but can also be treated with antibiotics if the disease is caught early enough.


The threat of a bioterrorist attack is not only worrying public health officials but also the emergency room doctors who will be treating infected patients. In addition to running the risk of contracting the same infections they’re treating, emergency room doctors say the threat of bioterrorism adds to an already busy schedule of treating cuts, gashes and gun shot wounds. Now physicians, like Pat Lilja who works at North Memorial Medical Center in the Twin Cities, say they have to watch out for rare illnesses as well; for instance, rare flu-like cases in the summer.


“You don’t know about it until people three or four or five days later suddenly start coming into hospitals sick. So you don’t have this big, all of a sudden, something’s going on. What you have to rely upon are your hospitals, primarily your emergency departments, to say we’ve seen twenty patients today all with this same problem and we usually see one a month.”


Lilja and other emergency room physicians’ say they’ve been conducting mock drills of biological and chemical disasters to prepare for any outbreaks. But he says the emergency plans at many hospitals are stuck on the dusty shelves of an administrator too worried about a declining budget rather than an event that they think could never occur. That worries Randall Larson, the director of the Anser Institute for Homeland Security in Virginia. He says hospitals need to increase their security and monitoring methods to make sure they catch any outbreak that does occur.


“We mad e a decision in this country that we didn’t want the federal government or the state government running our hospitals. They’re private corporations. Thirty percent of them are in the red today. Fifty percent of our teaching hospitals are in the red. They don’t have time to do the exercises and the training they need to be prepared to respond to a biological or a chemical attack. They got to just keep the doors open and stay out of the red.”


Larsen and others say the new federal office of Homeland Security needs to make bioterrorism a priority in the coming years. He says the FBI, U.S. Centers for Disease Control and doctors need to coordinate their efforts to make sure they respond quickly to a biological or chemical outbreak. He says the responsiveness is just as critical for those who work in public health as the quickness expected from a police officer or a firefighter.
