The IJC is an international commission that monitors the health of the Great Lakes. The IJC
report says two of the 43 areas of concern have been cleaned up. But Margaret Wooster of the
environmental group, Great Lakes United, says the IJC report is a disappointment. Wooster says
progress is far too slow and part of the problem is a lack of accountability for who cleans up
what.


“The EPA reduced their involvement, and they say they said they expected the states to step in.
The states did not step in. Nobody’s really reporting to anybody.”


Dennis Schornack is the U.S. Chair of the IJC. He says even though progress is slow, it’s
progress in the right direction. He says the recent passage in the U.S. of the Great Lakes Legacy
Act is a big step forward, that should eventually provide funding for more cleanup.

Canada to Restart Nuke Program?

The debate over nuclear energy in the Great Lakes Region will likely heat up again in the coming months. In Canada, three reactors are coming back online after they were closed for years, and as the Great Lakes Radio Consortium’s Dan Karpenchuk reports, a new nuclear power plant might be built:

The debate over nuclear energy in the Great Lakes Region will likely heat up again in the coming
months. Ontario is about to bring three reactors back on line after they were closed for years.
And as Dan Karpenchuk reports, the province is also considering building a new nuclear power
plant:


Ontario is facing an energy crunch. Demand during the summer months, last year, had tested the
province’s reserves to the limit, and an especially cold winter has placed even more demands on
the system.


Now Ontario premier, Ernie Eves, says he’s considering new ways of dealing with the energy
shortage and nothing will be left out.


“That includes everything from wind power to large nuclear projects.”


Bruce Power owns two nuclear plants on the shores of Lake Huron. Recently its President,
Duncan Hawthorne, met with Ontario officials and made it clear his company wants to be
involved in any new nuclear projects.


“We’ve got a strong capable workforce, we’ve got every favorable community around us, we’ve
got a formula that we can build on.”


But environmental groups and opposition politicians were quick to denounce the plan, saying the
industry does not have a good record.


They say Ontario has some of the oldest reactors in North America. And history has shown that
every time a nuclear plant has been built in the province, the cost overruns have been enormous,
with taxpayers ending up with the bill.

Bears Cause a Scare in Midwest City

The black bear population is growing throughout the upper Great Lakes region. Most of those bears live where you’d expect – in the woods. But now, a few bears have decided to move to town. And that’s making some people anxious. The Great Lakes Radio Consortium’s Chris Julin has this report:

Alison Clarke lives in northern Minnesota in the city of Duluth. She has big windows that look out on her
backyard. There’s a pair of binoculars on the dining room table. And there’s a list of birds she’s
seen in the yard. Actually, she has more than birds on her list.


“Let’s see. March 16th was the first observation of bears this year. Grabbed the neighbors’ suet
that was hanging out there. That was probably the 300 pound or so sized one.”


Alison Clarke records a bear sighting every two or three days – sometimes in the middle of the
afternoon.

Out in her yard, she points to a bird feeder sitting on top of a wooden post.


“It’s eight and a half feet from the ground to the base of the feeder. The largest bear that we’ve
known can reach with its claws and nose up to the base of that feeder.”


This is the middle of town, but the yards are full of pine trees. Creeks and rivers wander all
through the neighborhood on their way to Lake Superior. And they make great thoroughfares for
bears. Bears have always walked through Duluth – on occasion. Now, about 10 bears have taken
up permanent residence in town.


Alison Clarke is on the lookout for bears. She keeps her garbage in the garage. She doesn’t leave
her windows or her sliding door open unless she’s nearby. But one time she walked around the
corner of her house and came face-to-face with a mother bear and her cubs.


“They’re not going to eat me, but if I were to surprise them, it’s
a significant potential danger.”


The Minnesota Department of Natural Resources put a trap in the yard a couple years ago. They
didn’t catch anything. The bears are so wise to the ways of people that one of them would stick
his head in the trap to check out the bait, but he never stepped into the cage.


So Alison Clarke wants the city of Duluth to get rid of the bears that live in town. That means
killing them. The Department of Natural Resources says there’s nowhere to relocate the bears.
Minnesota’s woods are full of bears. And besides, they say bears come right back if you catch and
release them.


Some people in the neighborhood want the bears removed. Some of the neighbors want the bears
left alone. And some of them aren’t sure.

Kirstin Peterson is digging in the garden with her four-year-old daughter, Kyra. They don’t come
out in the backyard after dusk. And Kyra isn’t allowed to play in the yard alone.


“I’m conflicted. I don’t know if I want the bear to be killed by humans just because we’ve entered
their territory. Or I’m not sure if they’ve entered ours. (Kyra: “Bears are scary.”). When it comes
to threatening my child, I get to be myself a mother bear. (Julin: “So what do you want to have
happen?”). For it to go away (nervous laugh).”


That probably isn’t going to happen. Martha Minchak is the state’s wildlife manager in Duluth.
She says the bears are comfortable in the city. She says the state will bring in professional
trappers to catch bears that are persistent trouble-makers – but that’s a last resort.


“If we do have really chronic problems, where folks have tried everything else they can do to
clean up the situation – remove the bird feeders, gas grills, pet food, that kind of thing – and the
bears continue to come back, then we’ll try to get the contract trappers out wherever we can set up
the traps and try and remove some of these bears.”


Last year in Duluth, a bear took a swipe at a 10-year-old boy on a bicycle. Martha Minchak says
people are lucky that no one’s gotten hurt yet. She wants the city of Duluth to bring in sharp-shooters, or have an archery hunt. But she says state and city budgets are so tight that nothing
like that will happen this year.


City hall is getting some phone calls about bears, but the city has no plans to take any action.


Some bear activists from Minneapolis are planning a workshop in Duluth. They want to
demonstrate guns that fire bean bags, and other “non-lethal” methods to chase bears away. State
wildlife managers say they’ll go to the workshop, but their number one priority is to get people in
Duluth to lock up their garbage and pet food and quit tempting the bears.

Report Says Small Industry Pollution on Rise

A recent study on pollution in North America shows a drop in environmental pollution between 1995 and 2000. The study was conducted by the Commission for Environmental Cooperation, which was set up under the North American Free Trade Agreement. But as the Great Lakes Radio Consortium’s Dan Karpenchuk reports, one trend being noted is that smaller industries across the continent are becoming the big polluters:

1995 and 2000. The study was conducted by the Commission for Environmental Cooperation,
which was set up under the North American Free Trade Agreement. But as the Great Lakes
Radio Consortium’s Dan Karpenchuk reports, one trend being noted is that smaller industries
across the continent are becoming the big polluters:


Officials for the Commission say it’s a good news-bad news picture of what’s going on across the
continent. The environmental watchdog says the biggest polluters such as electrical generating
plants and steel factories are releasing fewer hazardous chemicals. But smaller industries, who
have tended to pollute less are showing a significant increase in their emissions.


Victor Shantora is with the Commission.


“The smaller polluters, probably about 15,000 such facilities across North America, are actually
tracking upwards. And we think that that’s problematic.”


The study shows a seven-percent decline in the amount of toxins released by big industries from
1998 to 2000, while the smaller polluters showed a 32-percent increase over the same period.


Environmental groups like the Sierra Club say negative publicity has shamed the big polluters
into cutting down on emissions. They say that hasn’t worked against the small polluters. So it’s
up to governments to force them to make the reductions.

If you want to find the largest producers of dangerous chemicals in all of North America, look no
further than the Great Lakes Region. Officials from the Commission for Environmental
Cooperation say coal-fired power plants, steel mills, and waste treatment facilities put the region
high on the list.


Victor Shantora is director of the agency:


“The ranking is Texas number 1, Ohio number 2, the province of Ontario is number 3, and
Pennsylvania is number 4. They represent over about 25% of total releases in North America.”


Among the toxic chemicals cited are hydrochloric acid, sulfuric acid, and mercury. But the report
isn’t all bad news. It indicates while some of the toxic chemicals wind up as pollution in the air,
water, and soil, a growing amount of it is simply being transported for proper disposal in
landfills or for recycling.

The double-crested Cormorants have become a nuisance because they eat a
lot of fish and their waste destroys trees and grass. The U.S. Fish and
Wildlife Service wants tribes and conservation officials to identify Cormorants that pose a problem. They would shoot the birds with shotguns or destroy their
nests and eggs. Commercial fish farmers would also have the right to destroy
the birds.


Ray Rustem is with the Michigan Department of Natural Resources. He
says wildlife officials will need a coordinated effort to be successful.


“Well, these are very intelligent birds and hunting is going to be a lot more
difficult because they will learn very quickly if there is a boat around they are going to get shot at
and they’re going to avoid those kind of things.”


In the ’70’s, the pesticide DDT had killed most of the double-crested Cormorants in the Great
Lakes region. They’ve since recovered and now number about 1 million.


The federal government is accepting comment on its proposal to kill these birds.

Amtrak officials say they will have to end service on its Chicago to Grand
Rapids and Chicago to Toronto routes unless Michigan provides additional
funding.


The train system says it needs just over seven million dollars per year to
operate the two routes, but the state currently caps aid to Amtrak at
five point-seven million dollars.


State Representative Lauren Hagen has introduced a bill to increase
available funding. He says the routes are vital for residents throughout
the region.


“It’s a need for many people: for handicapped people, for senior
citizens, and people who want an alternative way to travel.”


Amtrak says about 150-thousand passengers traveled the routes last
year, but that’s still not enough riders to pay for the service through
fares alone.


Rail service in Missouri is also threatened because of reduced funding.


The Michigan legislature has found enough money to keep the service running
until mid-May, but additional funding may be hard to find with the state
facing a one-point-nine billion dollar budget deficit.

Federal fire experts say brush fires are more likely than usual in the region this spring.


Heavy rainfall last year made wild grasses grow, and because the region has had below-average
snowfall this winter, those grasses are still standing. As the snow melts, those tall, dry grasses could
ignite easily.


Steve Marien is a meteorologist with the Eastern Area Coordination Center. It’s a federal agency
that sends fire crews from the Midwest to big wildfires anywhere in the country.


“The higher fire potential over the Great Lakes may mean not sending fire crews to different parts
of the country if we have a day where we potentially could see strong winds and low
relative humidity. It may mean holding crews back and things like engines and aviation resources.”


Marien says the fire risk is especially high for much of Minnesota, Wisconsin and Michigan.

Environmentalists say replumbing the Seaway would devastate the region’s ecology. The U.S. Army Corps of Engineers wants to move ahead on a 20 million dollar study of Seaway expansion. But it’s waiting for support and money from Canada. The Great Lakes Radio Consortium’s David Sommerstein reports:

The St. Lawrence Seaway is a major economic engine for the communities of the Great Lakes.
Shippers and ports say a deeper channel for bigger freighters will add billions of dollars in trade and
create new jobs. Environmentalists say replumbing the Seaway would devastate the region’s
ecology. The U.S. Army Corps of Engineers wants to move ahead on a 20 million dollar study of
Seaway expansion. But it’s waiting for support and money from Canada. The Great Lakes Radio
Consortium’s David Sommerstein reports:


The Army Corps of Engineers’ study will set the Seaway’s agenda for years to come. That’s why
ports on both sides of the border say it’s important to update a system that’s almost fifty years old.
Keith Robson is president and CEO of the port of Hamilton, Ontario.


“You know, when it was first built, it was probably the right size and now the world has moved
on, so we need to take a look at what we need to do for the future.”


The world of shipping has moved on to so-called “Panamax” size. That’s the term used for huge
freighters that carry cargo containers to coastal ports and through the Panama Canal. A preliminary
study says if those Panamax ships could squeeze into the Seaway, a billion and a half dollars more a
year could float into ports such as Hamilton, Duluth, Toledo, Chicago, and Detroit.


But while bigger may be better in the Corps’ projections, shippers first want to make sure the old
locks keep working as is. Reg Lanteigne of the Canadian Shipowners Association says Canadian
shippers rely on the Seaway to handle 70 million tons of cargo a year.


“None of our economy could sustain a catastrophic failure of that waterway. The only issue here
is not how deep, how wide, how long the ditch should be, but the most important issue is how
long the current ditch can last.”


For the 20 million dollar study to proceed at all, Canada must fund half of it. Canada owns 13 of
the Seaway’s 15 locks. And the shipping channel is partially in Canadian waters. But even though
a decision was expected months ago, Canada has yet to sign on. Critics believe that’s because
Canada sees problems in the Corps’ approach.


Dozens of environmental groups across the Great Lakes have slammed the study. They say it’s
cooked in the shipping industry’s favor. They say it’s predestined to support expansion with dire
environmental consequences.


Expansion foes gathered recently at a meeting organized by the New York-based group ‘Save The
River.’ Their ears perked up when Mary Muter took the floor. She’s vice-president of the
Georgian Bay Association, an Ontario-based environmental group. She says Canada is wary of
expansion. The first time the Seaway was dug, water levels dropped more than a foot. With even
lower levels today, Muter says places like Lake Huron’s Georgian Bay can’t afford to lose more
water.


“Wetlands have literally dried up, converted into grass meadows in some locations. Another
concern is access for shoreline property owners to get to their cottages that are on islands.”


There are also concerns of invasive species depleting fisheries and channel dredging stirring up toxic
sediment.


But Muter says Canada is also wary of the U.S. Army Corps of Engineers, which has developed a
reputation of skewing studies to justify more work. Muter says Canada’s Transport Minister has
assured her one thing. He’s not interested in an expansion study that leaves environmental issues as
an afterthought.


“If the U.S. transport department wants to involve the Army Corps, that’s fine. But Canada is not
giving money directly to the U.S. Army Corps to replumb the Great Lakes.”


Both transportation departments have remained tight-lipped through months of negotiations, leaving
interest groups on both sides of the debate to speculate.


Stephanie Weiss directs Save The River. She says Canada’s delay may mean a chance to broaden
the scope of the study beyond shipping.


“Y’know, is this an opportunity to change the shape of the study into something that more interest
groups and more citizens around the Great Lakes can buy into?”


Reg Lanteigne of the Canadian Shipowners Association says the delay is just a bureaucratic one.


“The mandate has been agreed, the scope and governance has all been agreed. All we’re looking
for now is a suitable location and time and date to sign this off.”


On the U.S. side of the border, Congress has allocated 1.5 million dollars for the first year of the
study. That’s less than the Corps had asked for. And the legislation includes a special warning. It
directs the Corps to pay more attention to the environmental and recreational impacts of building a
bigger Seaway channel.

The Army wants to get rid of its stockpiles of chemical weapons because they fear terrorists might get to them. There are eight Army sites across the U.S. that store those kinds of chemicals. At one site in the Midwest, the military is planning to dispose of Nerve Agent VX. To destroy the stockpiles, the Army must first “water-down” the nerve agent. Then it has to be shipped to a company that disposes of industrial wastes. But while the Army says it’s making neighborhoods safer near where the chemical weapons are stored … some people fear having the watered-down nerve agent trucked into their neighborhoods. The Great Lakes Radio Consortium’s Natalie Walston reports:

Nerve Agent VX is a clear, odorless liquid with the consistency of motor oil. It was
accidentally created during the Korean War, when British chemists were experimenting
with various concoctions meant to kill lice on North Korean POW’s and refugees. Nerve
Agent VX kills within minutes after contact with the skin. It has never been used in
combat by the United States. Instead, most of the country’s supply sits in a highly-
guarded tank at the Newport Chemical Depot in west-central Indiana. In 1985, Congress
ordered the chemical weapons destroyed because many seemed obsolete. In 1997, the
United States joined the Chemical Weapons Convention, which prohibits countries from
developing, producing, stockpiling or using chemical weapons.


Then, as U.S. Army spokesperson Terry Arthur explains, terrorists slammed planes into
the World Trade Center towers:


“After September 11th, 2001, because the public suddenly became aware of the possibility
for terrorism here in the United States, folks living near the stockpiles became acutely
aware of that. And the army began to look at ways to accelerate destruction of the
stockpiles.”


The Army is planning to burn some of its chemical weapons in incinerators. The Nerve
Agent VX that’s stored in Newport, Indiana will be destroyed through a neutralization
process. That’s a process that makes the nerve agent no more harmful than a household
drain cleaner.

The watered-down version of the nerve agent is called hydrolysate. It will be shipped by
tanker truck to Perma-Fix Environmental Services, a company in Dayton, Ohio. It’s a
company that usually handles industrial wastes and used oils.


“If you get your oil changed anywhere at a service station near the Dayton, Ohio area,
chances are, the used oil from your vehicle ends up here.”


That’s company Vice President Tom Trebonik. He says the hydrolysate will, simply put,
be broken down by a natural process. It will be eaten by microscopic bugs. And then it
breaks down even more into a form that will be pumped into the sewer system.


But, once word of a “nerve agent” coming to town spread around the small, poor
neighborhood near the plant, environmentalists began working with residents to voice
opposition to its disposal. They tacked up signs in the local supermarket and carry-out
that read “Deadly VX Nerve Agent” is coming to the neighborhood.

Martha Chatterton is a young mother of one with another child on the way. She lives in a
small house in a decaying area. Her husband fixes cars in the garage out back. They’re
glued to the news on CNN about heightened terror alerts. They know terrorist attacks are
a possibility. But they don’t want a problem from Indiana shipped to their backyard.


Chatterton is worried about the health effects of living near a plant that deals with such
industrial wastes. She says some days the air is orange and smells of a chemical stew.


“Well, last year we did the whole yard with roses and different flowers, and about a week
after we planted them, all of them died. So there’s got… there’s something wrong with
the ground here, because when I dug the hole for the rose tree, it smelled like gas fumes.”


Chatterton fears Perma-Fix won’t be able to properly handle the hydrolysate. The
company was cited in 2001 for odor violation but has since installed equipment to solve
the problem. Beyond that, the U.S. EPA and the Army see no reason why the treated
nerve agent can’t be trucked into town. Again, Army spokesperson Terry Arthur:


“We understand the concern of the public because it’s derived from a chemical agent.
What we want them to understand is that we have truckers who will be dedicated and
trained specifically for hauling this product and getting it across the state line to the Ohio
facility, where experts have been working with this kind of material for years.”


With the threat of terrorism, there’s little that’s likely to slow the pace of the destruction
of the nerve agent. The risks of leaving it intact seem greater than the risks associated
with destroying it.
