Often planners don’t look past their own city borders when making decisions. Geoff Anderson
wants that to change. He’s the Acting Chief of Staff for the EPA’s Office of Policy, Economics
and Innovation. Anderson says city officials often look at land use planning one site at a time
instead of looking at how their decisions will affect the entire area…


“The two scales are very important and I think in many cases too much is paid to the site level
and not enough is given to the sort of broader regional or community context.”


Anderson says that’s especially important when planning for stormwater drainage. He says too
many communities think about getting the water to the nearest stream quickly without thinking
about how that rushing water might affect flooding downstream.

Automaker Takes Another Step Toward Fuel Cells

Automakers from around the world spent last week showing off their latest concepts and production cars at the North American International Auto Show in Detroit. Many car companies announced plans to begin producing more hybrid vehicles. As the Great Lakes Radio Consortium’s Bill Poorman reports other environmental technologies got some attention as well, including a new way to use hydrogen to fuel the vehicles of the future:


Many automakers now say that cars ultimately will be powered by hydrogen fuel cells. Fuel cells consume hydrogen to generate electricity to power a motor, while leaving on water as waste. There are problems with cells. They’re really expensive right now. And there aren’t many hydrogen re-fueling stations. Ford Motor Company thinks it has a solution. It’s converting some standard gasoline engines to burn hydrogen. Ford’s chief engineer for the system, Vance Zanardelli, says the new engine is a necessary step.


“In order to get people familiar with hydrogen as a fuel, realizing it is a clean, safe fuel, in order to help spur the development of more hydrogen fueling stations, the development of revised codes and standards, and really lay the groundwork, so that when fuel cells are ready for primetime, the world is ready for them.”


Ford plans to begin testing some of the new hydrogen-burning engines in shuttle busses next year.

Representatives of nearly 200 countries recently met in Argentina to
work out the next steps in dealing with climate change. Seven years
ago, many nations agreed to reduce fossil fuel emissions and
greenhouse gases. The U.S. didn’t agree to reduce its emissions.
Now a report from the National Environmental Trust says that
decision is hurting American businesses. The Great Lakes Radio
Consortium’s Stephanie Hemphill reports:


Mike LeBeau installs wind generators and photovoltaic solar
collectors. His business, Conservation Technologies, is in Duluth,
Minnesota. In the U.S., there are not a lot of contractors doing this
kind of work.


“This is a two and a half kilowatt photovoltaic system.”


Two panels about the size of a dining room table stand on the top
floor of a downtown garage. The only other equipment is an inverter
– a metal box the size of a shoebox – that transforms the direct
current from the solar panels to the alternating current we use in our
homes.


“The electricity is produced here by the sun, fed into the wiring in the
building here, and any excess is distributed out onto the utility grid.”


The solar panels were made in Japan. And the inverter is from
Germany.


LeBeau has been installing systems like this for ten years. Demand
was slow until a year ago, when Minnesota started a rebate program.
LeBeau has put in more generators this year than in the last ten
years combined.


With another rebate offered by the local utility, LeBeau says the cost
of installing a typical system can be cut nearly in half.


And he says the increased activity has persuaded some of the
naysayers to help rather than hinder renewable energy projects.


“Now the electrical inspectors don’t have any choice – it’s being
supported by the utilities, and by the state of Minnesota, so it’s really
changed the atmosphere and the climate that we work in.”


But LeBeau says the state rebate program is a drop in the bucket
compared to what’s being done in other countries.


Christopher Reed agrees. He’s an engineer who advises individuals
and businesses on renewable energy projects. He says U.S. policy
has been piecemeal and erratic. For instance, there’s a federal tax
credit for renewable energy production. But it’s only in place for a
year or two at a time.


“When the incentive is out there, everybody ramps up as fast as they
can, and we slam projects in to meet the deadline before the credit
expires, and then everybody sits until the credit gets reintroduced
again. This has happened three times now.”


Reed says that discourages long-term investment.


Reed’s business is one of several American firms studied for the
report from the National Environmental Trust. The report says Japan
and most countries in Europe are providing major and consistent
incentives to encourage production of renewable energy. The report
says this approach is saving money, creating jobs, and putting
businesses in a position to export their new technologies and
expertise.


Reed says he’s frustrated to see European and Japanese companies
thrive, using American inventions such as photovoltaic, or PV,
technology, while American manufacturers fail.


“It’s almost embarrassing. The PV technology, that came out of Bell
Labs in the U.S. We should be the world leaders.”


But some observers say the worry is overblown. Darren McKinney is
a spokesman for the National Association of Manufacturers. He says
the U.S. has nothing to fear from German or Japanese businesses.
He says fossil fuels are doing a good job of stoking the American
economy.


“The fact of the matter is that wind and solar and biomass and
geothermal simply aren’t ready for prime time. If someone wants to
make an argument ‘well, they could be ready for prime time if they
received x-amount of tax cuts,’ I won’t necessarily argue against that
because I don’t know enough about the technologies. What I do
know is it would be cutting off our nose to spite our energy face if we
turn our backs on fossil fuels.”


Right now, oil and natural gas get the lion’s share of federal subsidies
in the U.S. Subsidies for renewable energy sources are very small in
comparison. As other countries shift to new technologies, American
companies could be left behind.

Every year, engineering students throughout North America hold competitions to test their skills. They build robots and solar cars – combining technical prowess with creative design. In Canada, engineering students have devised their own contest. As the Great Lakes Radio Consortium’s Karen Kelly reports, their contribution to the engineering world is a toboggan made of concrete:

Every year, engineering students throughout North America hold competitions to test their skills.
They build robots and solar cars – combining technical prowess with creative design. In Canada,
engineering students have devised their own contest. As the Great Lakes Radio Consortium’s
Karen Kelly reports, their contribution to the engineering world is a toboggan made of concrete:

It’s 10 am, Friday morning. The gym at Carleton University in Ottawa is packed with
engineering students. They’ve arrived for the technical exhibition of the Great Northern Concrete
Toboggan Race.


Why concrete?


Because it’s the last thing you’d expect on a sled.


Teams from 14 universities across Canada are here to display their designs – and to show off their
school spirit.


(sound of chanting)


There’s the oompa loompa team wearing overalls and matching green braids.


There’s the Big Fat Greek Tobaggan crew – hanging out in togas beneath a cardboard Parthenon.


And there are the Flaming Fowls, with caps featuring chicken legs made of yellow felt.


But it’s not just about costumes – it’s about the sled…


“So what’s special about your sled?”


“Well, one major thing its covered in feathers. As you can see, we went for a giant chicken.”


Giant as in 300 pounds – complete with a concrete bottom and a papier mache chicken head on
top. Andrew Kwiatkowski is team captain.


“Our running surface, what we did, we made a contour bottom so it’s higher up in the front and as
it goes back, it progressively flattens out so in theory, it will compact the snow and make us ride
faster.”


“Have you tried it out?”


“No, because our brakes – we actually worked on it on Wednesday before coming up. We didn’t
get a chance to test anything.”


The Flaming Fowls are not alone. Most of the sleds will make their inaugural run tomorrow – the
day of the race. Test runs, they say, are too risky. Hit a bump too fast, and the concrete can
crumble.

“Well, we’re from university of Waterloo. Our sled’s name is Return of the Sledi, obviously Stars
War theme…”


Dan Roscoe runs a hand over the thick slab of concrete that coats the bottom of his sled. Each
sled is required to have a concrete bottom, a working brake, and room for five passengers.
Roscoe is particularly proud of the Sledi brake, which relies on borrowed parts to cushion the
sudden stop.


“The whole braking unit is riding on the aluminum column there, which at the back has 2 springs
off a Ford Pinto, so hopefully the riders won’t stop as quickly as the brake does.”


The competition offers a reward for best braking system, as well as best design, top speed and
best toboggan aesthetics.

But it’s really not about the prizes. Josh White and Emil Lauren are with Team Oompa Loompa.
And their focus is on having fun.


“It’s an awesome time. Plus, it’s really cool. You get to actually build something and apply what
you learned in class so it’s…and you’ve got to love the challenge. Building something that’s
theoretically impossible like super strong lightweight concrete, a sled out of things a sled
shouldn’t be built out of. It’s kind of fun just meeting that challenge.”

The next morning, the teams gather at the top of a local ski hill. They huddle around their sleds,
rubbing them with thick layers of wax.


Carlos Deolivera is captain of Return of the Sledi. His team’s made some last minute safety
adjustments – covering sharp edges with styrofoam.


“So do you think this styrofoam held on by duct tape will actually protect people?”


“It’s a 300 pound toboggan with five riders, it’s not gonna be being cut that’s going to kill ya, it’s
the weight and the momentum of everything hitting ya. It’s just a little bit of safety in a
dangerous sport.”


Nearby is the team for the University of Calgary Chuckboggan – as in chuckwagon. They’re
mourning the loss of their longtime toboggan ritual.


“University of Calgary had a long tradition of nakedness at this competition. So last year we
brought it back, did a fully naked run in Edmonton, and got suspended by the university so this
year there won’t be any nudity, I don’t think. And it’s quite a bit colder here, too, I think.”


(sound of chanting)


The race begins and the crowd chants as the chickenhead tobaggon slides to the top of the 78 foot
hill.


“You guys ready?”


“Never. If we’re not, it doesn’t matter. We’re petrified.”


“You’re petrified?”


“Oh yeah. You can almost say we’re chicken, oh! (groans)”


The fog horn blows and the sled gets a push. The huge chicken slides about ten feet – and then
grinds to a stop.


(ohhh!)


It’s a disappointing finish for the chicken team as they push their sled to the side of the track.


Next up is the University of Calgary’s Chuckboggan.


(horn, then whoosh)


They fly by – fully clothed – and cross the finish line, winning first place. A few minutes later,
the Return of the Sledi grabs second place.


(little sound)


The Flaming Fowls do make it down the hill eventually – pushed by a crowd of other competitors.


But that’s the spirit of this event – in the end, helping a giant chicken cross the finish line is just as
important as whether you win or lose.

Brewing Greener Beer

It takes a lot of water and a lot of grain to brew a good beer. And once that beer is made, there’s a lot of spent material and water left over. This excess is usually just considered waste. But two guys in the Great Lakes region decided to start a brewery that would focus on reducing pollution and waste and then re-using whatever was left over. They wanted to show how helping the earth could also help business. The Great Lakes Radio Consortium’s Annie MacDowell reports:

that beer is made, there’s a lot of spent material and water left over. This
excess is usually just considered waste. But two guys in the Great Lakes
region decided to start a brewery that would focus on reducing pollution
and waste and then re-using whatever was left over. They wanted to
show how helping the earth could also help business. The Great

It’s a busy summer night at The Leopold Brother’s of Ann Arbor
Brewery. People have shown up to unwind after a long week. Some are
here to listen to the live band. Others to play a rowdy game of Pictionary
in the beer garden.


But mostly, people are here to drink the beer.


Brothers Scott and Todd Leopold own and run the brewery. A family resemblance is
obvious between the brothers.


But their roles in the business are totally different. Todd Leopold brews the beer. He’s a
big, friendly guy who seems at home in a comfortable-looking pair of old
overalls. Todd went to the Siebel brewing school in Chicago and got hands-on
training in four different German breweries. He uses techniques he learned over there in
his own facility.


His brother Scott Leopold is an environmental engineer, educated at
Northwestern and Stanford. Scott spent years helping big companies
save money by using environmentally sustainable business techniques.


But four years ago he decided to put his money where his mouth was.
One night, at a bar in Colorado, the two brothers came up with the idea
to combine their talents and start the world’s first zero-pollution brewery.


They wanted to build the model, then show people that it could really work.
Their idea was met with some skepticism by family and friends. Simply put, they
thought Scott and Todd were nuts. And Scott says they weren’t all wrong.


“Most of the entrepreneurs who are out there will tell you if they knew what they were
getting into before they got into it…they probably wouldn’t have done
it. We might not be alone in that.”


But so far the idealistic business venture has proved to be a success. Scott and
Todd have reduced the volume of a typical brewery’s waste by 90 percent.


To accomplish this, Scott and Todd designed a brewery where every detail was taken into
account to conserve resources.


“What we wanted to do was put science ahead of marketing…to ensure that anyone could
look within our production processes to ensure that it would stand up to the rigors of
science within the environmental engineering world.”

In the brewhouse, stainless steel machines gleam like they’ve just been washed. They’re
not brewing today… that only happens about once a week. But the factory computer is on
and its small, colorful graphics are showing everything that’s happening in the facility.


The computer helps cut down on the brewery’s waste by tracking and regulating all
energy and water use. So there’s always an accurate record of what was
produced versus how much of the raw materials and energy was consumed.


Todd Leopold says this helps him brew better beer.


“When you know everything that’s going in and everything that’s going out, if suddenly
that changes or there’s a spike you know there’s a problem and you’re able to track it
down. So it’s really helped me run a much tighter ship.”


All the other devices in the brewhouse are specially tailored to reduce waste. In fact,
they’re so efficient that Leopold Brothers generates 25 percent less solid waste residue
and buys 25 percent less grain than most small breweries.


That means they’re saving money.


Scott Leopold says their profit margins are nearly a quarter higher than they would have
been if they hadn’t made the investment in better equipment early on. But even with all
the complex equipment, there’s still some spent grain and water left over.


It’s all put to good use. The used organic malt and hops make great food for
animals at organic farms. Excess water from the brewing process is used in the
greenhouse in the back.


Pots of basil for the menu and moonflowers for the beer garden grow in there.
Conservation even extends beyond the brewhouse to the brewery’s decor.


Fat vinyl green tubes with zippers up the sides snake across the ceiling. They’re part of a
more energy-efficient heating and cooling system. And old doors hammered together
make up the bar.


The Leopold Brothers pay the same attention to detail when it comes to marketing their
product. The labels are made from vegetable-based inks. And they use recyclable
cardboard boxes as packaging.


But the brothers want to have an impact on brewing beyond just their own facility.


Todd says they have to start off small.


“We’d love to see the larger, world class…well, not world class, but world size breweries
that distribute their beer internationally to adopt some of the things that we do. It’s just
very difficult to infiltrate the corporate culture as opposed to where there’s one or
two owners. You sit down with them, have a beer, and say this is how you need to do
things. It’s much easier to have an impact on that level, I believe.”


Scott and Todd Leopold say the big breweries have adopted some conservation
techniques simply to save money…but they still generate a lot of waste water.


Scott thinks they could reduce the amount by introducing new machinery and changing
their cleaning techniques.


But U.S. Environmental Protection Agency environmental scientist Erik Hardin says the
big breweries will have to be shown that trying more new things will help the bottom
line.


“With most any big business, pollution prevention steps seem to be incorporated after the
people in charge have been convinced thoroughly that these things can actually save them
money.”


And the Leopold Brothers say that is the exact mission of their brewery …to show, by
example, that sustainability means profitability.
