Great Lakes Sloop Sails Into the Past

This summer there’s a new ship plying the waters of the Great Lakes. The ship stretches 101 feet from end to end and is a replica of a sloop that did battle in the War of 1812. Those on board are hoping to provide a glimpse of what it was like to sail the lakes in the 1800’s. The Great Lakes Radio Consortium’s Tamar Charney takes us on board the “Friends Good
Will”:

This summer there’s a new ship plying the waters of the Great
Lakes. The ship stretches 101 feet from end to end and is a replica of a
sloop that did battle in the War of 1812. Those on board are hoping to
provide a glimpse of what it was like to sail the lakes in the 1800’s.
The Great Lakes Radio Consortium’s Tamar Charney takes us on board the “Friends Good Will:”


There’s this famous phrase from the Battle of Lake Erie during the War of
1812. U.S. Commodore Perry sent a dispatch that read,
“We have met the enemy and they are ours.”
It goes on though, and reads “Two Ships, two brigs, one schooner and a
sloop.” That sloop was the Friend’s Good Will.


The sailboat looks like a pirate ship or something out of the movie Master
and Commander
. 19-year-old Megan Blough and 75-year-old Bonnie Wilson are
loosening ropes from wooden pins so the ships biggest sail can be raised.


(Sound of orders and talking)


WILSON: “Being a crewmember, you get to go out once or twice a week on it.”


CHARNEY: “Now, as a crewmember, what do you do?”


WILSON: “Whatever the captain tells me to do. I just generally help; I try to let all the heavy stuff go to the men. I have gone out in the bowsprit, but I prefer to let the younger ones do that.”


That’s because she’d have to climb out on that piece that sticks out over
the water in the front of a one of these tall ships while wearing period
clothing to boot.


WILSON: “This is supposedly a typical uniform from a sailor in 1812. Wore the
plants with the flap in front and they usually wore a striped shirt and a kerchief and a
straw hats.”


Replicating the Friends Good Will was Jim Spurr’s idea. He’s a lawyer and
an avid sailor. He worked with the Michigan Maritime Museum in South
Haven to research historic records and come up with a ship the Museum
could recreate and let people sail.


“It is the only ship sailing the Great Lakes as a tall ship that
served both as a merchant vessel, a Royal Naval vessel, and a United States
Naval vessel all in just three short seasons. She had penchant for being a
wrong place at wrong time, and it is really a great story. So it enables
the museum to educate visitors and school children about all three different
maritime traditions.”


But this isn’t a teacher and classroom sort of education. The idea is
that people onboard will experience what it was like to sail at that time
in history. Barbara Kruiser is the executive director of the Michigan
Maritime Museum.


“This will be a performance, and as the season goes on and we get
better at what we’re doing, it will be a performance and they will talk to
one another as they would have spoken 200 years ago, and we’ll try to be
using some of the same language of that day as well as just of this
particular occupation.”


She says Friends Good Will will take out school groups. There will be
sails for the general public including sunset cruises and overnight sails.
And while there are a number of places around the Great Lakes where you
can see a tall ship or even sail on one, Barbara Kruiser says Friends Good
Will is the only one where the crew is in costume.


Jim Spurr says he is thrilled his idea is now reality. But didn’t get to go
out on this sail. As Friends Good Will left the dock, he had to go back to
work. Which may be why he could best put his finger on what it is about
being out on the water in a ship at the mercy of the winds that so
captures our imagination.


SPURR: “Well perhaps all of us in our hearts wish we had more adventure in
our lives and there’s nothing more adventurous than setting out in a
historic tall ship for parts unknown going roving or exploring.”


And even if Friends Good Will will rarely sail out of view of its home
port, it’s still fun to pretend.

Artist Teaches Kids Environmental Awareness

30 children are sitting on the floor with sketch pads in their elementary school classroom. They’re watching artist Gijsbert van Frankenhuysen. He’s standing at an easel, drawing animal shapes.

“So we’re gonna make an oval shape right here, with 2 ears on it. And then you can color it black and you give him 4 short black legs. Make sure you make em black. That’s what they have. Look at that. One sheep.”


The children look up at the easel, then back down at their sketch pads, then up at the easel again. They’re comparing drawings to see whose come closest to the artist’s drawing, and they want Van Frankenhuysen to show them how to add body parts to the sheep.


“What do you want me to show?”


“Tails!”


“Hooves!”


Van Frankenhuysen has spent the whole day at this school.

He gets this kind of response everywhere he goes, and he visits about a hundred schools a year. This student, Emily has just seen, step by step, how the artist turned blank pages into the beginnings of a book. He’s already illustrated childrens favorites like Adopted by an Owl, the Legend of Sleeping Bear and 16 other books.


Child: “I learned about aminals.”


McCarus: “What about them?”


Child: “That they’re cool to make.”


McCarus: “Do you ever see any of the animals out in nature outside?”


Child: “I see horses and cows and owls at night. And I hear ’em by my house.”


(Sound of sheep)


Back at his home on a farm in central Michigan, Van Frankenhuysen’s wife Robin walks through the barnyard past the sheep and horse the artist uses for painting. She roams the property trying to call him in to the house for dinner.

But he doesn’t hear her. Since they bought this farm 25 years ago they planted thousands of trees and made 3 ponds. There are lots of places to hide. But it’s not like the couple is trying to get away from people and be alone in nature. They’re happy putting them into one big mix.


It wasn’t until a couple days later that we finally caught up with van Frankenhuysen. He doesn’t miss the chance to show kids the wonders of nature. He says learning about it can make classroom lessons easy.


“I have boys, young boys, that normally don’t do any journaling, because they thing it’s for girls. And then they see what I do. And I write down the stuff that happens on the land. If I find a birdnest, I make a drawing of it, I put it in my book, I write it in. A deer, a fox, anything that I see. And now those stories are kind of turning in to books that we sell. And I’ve had several kids that now they’re doing it. And I don’t know if in the back of their mind, they’re thinking maybe I can make a book out of this when I grow up. It doesn’t matter! They’re paying attention. They’re writing this stuff down. I think it’s all good stuff.”


Many states are cutting education budgets. Often art is the first program to go. But state education association spokeswoman Margaret Trimer-Hartley says parents demand art. Learning it creates interest in science, literature and even math. She says van Frankenhuysen makes children better students overall. He supplements what regular teachers might not be able to provide.


“His work has given all of us an appreciation for nature and the flora and the fauna around us. Now his lessons can give us all a greater appreciation for the issues of conservation and protection of that environment.”


The warm, playful illustrations in his books touch both children and parents. In person, van Frankenhuysen is just as disarming. He’s modest when he explains why he goes into classrooms to teach kids to draw year after year.


“It’s the only thing I know how to do. I don’t know anything else. It’s painting. It’s fun.”


It really isn’t the only thing he knows how to do. His drawings are just the beginning. The trick he’s mastered is to get kids to start thinking about themselves and their environment.

Epa Asthma Ad Campaign Warns Parents

get parents to do a better job of limiting their children’s exposure to asthma triggers. The Great

The TV campaign is directed at people who have asthma, but who are not taking even the most
simple steps to avoid asthma triggers such as secondhand smoke, dust mites, and ground level
ozone. One of the ads depicts a tiny goldfish out of the water… flopping…


CHILD: “When I have an asthma attack, I feel scared. Sometimes my parents have to take me to
the hospital. I feel like a fish with no water. ANNOUNCER: You know how to react to their
asthma attacks. Here’s how to prevent them.”


The EPA is offering educational materials in how to avoid the triggers. But parents can’t avoid
all the asthma triggers. An EPA spokesperson conceded there are other factors… such as air
pollution from diesel vehicles and coal-burning power plants. The EPA says it’s making progress
on those problems.

Searching for Salamanders at Old Nuke Site

selected a plot of land to be the home of its newest uranium processing plant.
Since the end of the Cold War, the now-closed nuclear processing plant has
been undergoing the long and arduous task of returning to its natural wetland
state. The Great Lakes Radio Consortium’s Tana Weingartner reports on the search for salamanders at the site, and why
their presence is so important:

Since the end of the Cold War, the now-closed nuclear processing plant has been undergoing the long and arduous task of returning to its natural wetland state. The Great Lakes Radio Consortium’s Tana Weingartner reports on the search for salamanders at the site, and why their presence is so important:


It’s a cold, windy day in late March as specialists from the Ohio Environmental Protection Agency head out to check their traps at the Fernald Nuclear Plant. The 1050-acre facility sits in a rural area just 18 miles north of Cincinnati. Although the EPA is in charge of cleaning up the uranium contamination here, today they’re on a different mission. Today they’re hunting salamanders.


“Salamanders basically are a sign of an established wetland usually, and in this case would show that we put a wetland in a location where salamanders need additional breeding habitat.”


In other words, Schneider says the presence of salamanders indicates the first level of success for these manmade wetlands. The wetland project is one of several ways the EPA is ensuring Fernald is properly restored to its natural state.


“Well, we’re looking forward to the day when we get the site cleaned up, and it can be like a land lab, and people can bring kids out here and do environmental education on the importance of wetlands, and it’s going to make a great contrast with what used to be here and the environmental contamination with the environmental benefit the facility is providing down the road.”


Today, the site is 70 percent certified clean, and officials expect to finish the cleanup by June 2006. Creating healthy wetlands full of insects, amphibians and salamanders is one of the first steps to success.


“So the method here is to set ten traps equidistant, hopefully, around the perimeter of the wetland. And they’re passive traps, whereby animals that are moving over the course of the 24 hours or so that the traps have been in, will bump into the traps and it’s a funnel that directs them into the center part of the trap, and they’re held in there until we release them.”

Schneider and his team laugh and joke as they pull the traps up by brightly colored ribbons. Train horns and construction noises mix with bird calls – one a reminder of what has been, the other a sign of what’s to come.


“That’s probably a one-year-old bullfrog there and then these big guys are dragonfly larvae and these other guys are back swimmers. Mayfly larvae and dragonfly larvae are both good indicators of high water quality.”


The third pond, or vernal pool, turns up 46 tadpoles and a tiny peeper frog, but no salamanders.

So it’s back in the truck and on down the dirt road to where several more wetland pools sit just across from the on-site waste dump. That dump will be Fernald’s lasting reminder of its former use. These pools are younger and less established, but they do offer hope. Last year, adult salamanders were found in the one closest to a clump of trees.


Each spring, as the snow melts away and temperatures rise, salamanders venture out in the first 50-degree rain to begin their search for a mate. Schneider had hoped warm temperatures in late February and early March prompted “The Big Night,” as it’s known.


“So, no salamanders today?”


“No salamanders today. I think we learned a little bit about the difference between wetlands that are three years old. We saw a lot more diversity in the macroinvertebrates, the insect population, than we have down here.”


Perhaps the salamanders haven’t come yet, or maybe they have already come and gone, leaving behind the still un-hatched eggs. Either way, the team will check back again in April and a third time in late May or June.


“And we have high hopes, high hopes, high apple pie in the sky hopes. That’s the kind.”

New ‘Great Lakes Coalition’ Seeks Restoration Funds

dollar grant to help build widespread public support to help restore the Great Lakes. The
money will be spent to form a group called the Great Lakes Coalition. The Great Lakes Radio
Consortium’s Kaomi Goetz reports:


The Great Lakes Coalition was formed to help set a national agenda and to influence federal
policy. Its members include the National Wildlife Federation and the National Parks Conservation
Association, who are taking a leading role in the group. Coalition consultant Mark Van Putten says
the coalition’s aim is to make restoration of the region a national priority.


“Many of the members of Congress who will vote on Great Lakes restoration don’t come from the
region. Much of the American people don’t know the importance of the Great Lakes and this is a
grant that is designed to have broad public education and outreach to inform people around the
country.”


The coalition is modeled after one formed in the mid-80’s to restore the Florida Everglades.
In 2000, Congress passed a 30-year, eight billion dollar plan to restore the Everglades. The new
coalition hopes to secure similar support.

Clear-Cut Demonstration Angers Forest’s Neighbors

Forest Service because the agency says many forest owners don’t know how to properly
manage their woodlands. The Great Lakes Radio Consortium’s Julie Grant reports that a
new education project that demonstrates tree-harvesting techniques has angered some residents:

Workers are cutting down trees in a fifty-year-old pine crop. At the same time, state
foresters are leading a botanist, a private tree farmer, and a reporter through this forest
education site. One of the foresters, Rick Miller, is directing the chain saws to show what
needs to be cut for what’s called a “crop tree release.”


“This one here we selected out with the orange flags, the trees that show the best form and
dominance in the crown. They have a nice big healthy crown. And then what we’re doing is removing
any trees that are touching the crowns of those ones that are orange, and just opening it up
to give the crown more room up there to spread out and possibly increase their growth and their
vigor.”


A forest owner who wants to make money off his pine stand might do a crop tree release to
improve the quality of the remaining timber. The bigger the tree, the more money it’s worth
to a logging company.


Heading deeper in, a crop of pine trees lined up like soldiers trails to our right, and wilder
hardwoods shade us from the left. There are signs to demarcate different timbering techniques:
improvement cut, understory removal, selective cut. Project manager Frank Corona stops at one
section of oaks, maples and cherries.


“You have small trees, medium trees, some larger trees. Trees are probably selectively
harvested in here and you have all different ages of trees in this stand…”


The cool shaded path abruptly opens up. The lush canopy is replaced by harsh sunlight.


GRANT: “Oh wow, so this is the clear-cut…”


CORONA: “This is the clear-cut.”


The forest is gone… cut to the ground. All that remains are the 120 hardwood stumps on
the torn-up dirt. Botanist Steve McKee suports construction of the demonstration site.
But he also loves trees.


GRANT: “What do you think when you see that clear-cut?”


MCKEE: “Well, clear-cuts are never pretty, ya know? So, uh, I think the most shocking thing
for me is I’ve walked in this my whole life and it was surprising. But I knew it
was coming too, so…”


But some people in the community say they didn’t know the demonstration project would include
clear-cutting older trees. Anne McCormack hikes the Mohican nearly every day, clearing trails,
cleaning garbage, or enjoying the woods. The education site has been roped off from the public
during construction. But she found out there was a clear-cut demonstration in an old growth
section of the forest.


“So, I just was… I was just shocked. I mean I can’t say anything more. I just felt
terrible for… I felt terrible for the trees that stood there since before white settlers
were even in Mohican. And there they just were bulldozed and chain cut for education.
I mean, it doesn’t add up.”


McCormack’s not the only one who’s upset. A lot of people didn’t realize this is what
the Forest Service had in mind. Back at the clear-cut site, Corona says many trees suffer
from disease when they mature to 120 years. He says it’s a good age for private land owners
to consider the clear-cut option.


“This was a time where before they would rot out or anything and we see more damage, more
susceptibility health-wise in the entire stand, we could make a harvest in here and utilize
those trees and start this whole new cycle of growth in here.”


The foresters and forest owners say clear-cutting is a viable option, and just one of the
many examples at the demonstration project in the Mohican forest.


Tree farmer Scott Galloway says people need to understand that owning a forest is another
form of family farming. For instance, he got a call recently from a man who inherited 30
acres and needed money right away. He doesn’t know how to manage his tree crop.


“Where does he go? How do you make the right decisions quickly? The faster he can make
decisions, in his lifetime with his forest, the sooner he’ll be able to enjoy the benefits
of those decisions. It’s all about forestry, wildlife, natural resources. So the more education he
can get, the better those decisions will be and the better off all of us are environmentally because of it.”


The Forest Service says a demonstration project is needed because forest acreage is getting
cut up into smaller and smaller parcels. That means the forests are owned by more and more
people who need to know how to manage their timber. The Forest Service hopes this project
will help them make better decisions.

Concern about urban sprawl is often limited to the loss of farmland, traffic congestion, and unattractive development. But urban sprawl has other impacts. Building the roads and sewers to serve new subdivisions uses state and federal tax money, often at the expense of the large cities that are losing population to the suburbs. In the second of a two-part series, the Great Lakes Radio Consortium’s Lester Graham looks at the divide between city and suburb:

Concern about urban sprawl is often limited to the loss of farmland, traffic
congestion, and unattractive development. But urban sprawl has other impacts.
Building the roads and sewers to serve new subdivisions uses state and federal tax
money, often at the expense of the large cities that are losing population to the
suburbs. In the second of a two-part series, the Great Lakes Radio Consortium’s Lester Graham
looks at the divide between city and suburb:


What some people call urban sprawl got started as the federal government’s answer to
a severe housing shortage. There wasn’t a lot of building going
on during the Great Depression. At the end of World War II, returning GIs needed
houses.


Reynolds Farley is a research professor at the University of Michigan’s Population
Studies Center. Farley says the federal government offered veterans low-interest
loans and developers started building modest homes on green lawns on the edge of
cities. But because of discrimination, the loans didn’t as often make it into the
hands of African-American veterans. Instead of segregated neighborhoods in the
city, segregation lines were newly drawn between city and
suburb.


“Very low-cost mortgages accelerated the movement of whites from the central city
out to the suburbs… built upon the long racial animosity that characterized cities
beginning at the time of the first World War and continuing, perhaps up to the
present.”


With segregation, there was a shift of wealth. Farley says jobs and purchasing
power were exported to the suburbs with the help of the interstate highway system.
And big new shopping centers displaced retail in downtowns.


People with low-incomes, often people of color, were left behind in cities of
abandoned houses and vacant storefronts that often didn’t have enough tax base to
maintain roads and services.


John Powell is a professor at Ohio State University. He’s written extensively on
urban sprawl and its effects on urban centers.


“So, we move jobs away, we move tax base away, we move good schools away and then
the city becomes really desperate and they’re trying to fix the problems, but all
the resources have been moved away.”


With no way found to fix the cities, whites have been moving out of cities to the
suburbs for decades. And now, middle-class blacks are moving out too. For some
metropolitan areas, leaving the city has become a
matter of income… although Powell says even then African-Americans have a more
difficult time finding a way out.


“Race never drops out of the equation. In reality, even middle-class blacks don’t
have the same mobility to move to opportunity that even working-class whites do
because of the way race works in our society.”


So, segregation continues. But now the line is drawn between middle-class blacks in
the older, inner-ring suburbs, whites in the outer-ring suburbs… and for the most
part in cities such as Detroit, poorer blacks left behind in the central city.


Smarth Growth advocates say part of the answer to urban sprawl is finding a way to
get more money back into the central-cities to make them more attractive to
everyone. That’s worked in cities such as Portland, Oregon and Minneapolis-St.
Paul. But those cities and their suburbs are predominantly white. For Northern
cities with greater racial divides, cities such as Cleveland, Pittsburgh, St.
Louis and Detroit it’s different. A lot of white suburbanites don’t want tax
dollars going to blacks in the city. And African-Americans in the city don’t see
urban sprawl as their issue, so ideas such as tax revenue sharing for a metropolitan
region are not a priority. The issue of regional tax equity that
works in predominantly white regions… becomes muddied by racial animosity in
segregated regions.


“Buzz’ Thomas is state senator in Michigan who has taken on the issue of urban
sprawl and its counterpart, the deterioration of city centers. Senator Thomas says
if state legislatures can’t find an answer to help cities, sprawl in the suburbs
will continue, paving over green space and farmland.


“You know, poverty and jobs and access to health care and access to quality
education are very realistic issues for cities like Detroit. But, a reality is they
go hand-in-hand with sprawl. As your black middle-class moves out of the inner city
because they’re not satisfied with those resolution to those issues. You know, it
links sprawl.”


Senator Thomas says legislators from rural areas and from urban areas are beginning
to realize they have a common issue. But before they can get to discussions of
regional tax equity, they first have to talk about the more difficult issue of
race…


“And have a discussion that might make me uncomfortable, that might make those
that I discuss it with uncomfortable. Only then, I think, can we really adequately
figure out how long it’s going to take us to resolve that issue.”


In the meantime, many cities are still losing population and revenue. Suburbs
continue to sprawl. And farms are becoming subdivisions, retail strip malls and
fast food restaurants.

Ken Brock lives in the heart of Michigan’s capital city, and he works just a mile away. He and his family live in a quaint neighborhood of homes built in the 1920s and 30s, with interesting neighbors and light traffic, but when Brock started looking at the Lansing schools, he didn’t find what he wanted for his then fourth grade daughter, and neither did she.


“We actually took her to the urban school. And it was an eye opening experience for her. She said to my wife at one point during the visit, ‘Mom, these kids don’t know how to behave.'”


After shopping around, Brock and his daughter decided on a suburban school a few miles outside the city. The school is 20 minutes from the Brock’s home, and no bus runs from downtown Lansing to the school. Brock’s daughter is going into ninth grade and she’ll be behind the wheel soon. But for now, Brock and his wife are willing to make the 40-minute round trip drive, sometimes three times a day, to make sure their daughter’s getting what they feel is a better education.


“I don’t think we’re unique that the number one priority in our life is our daughter, and we’re going to do what it takes to make sure she has the best education and the greatest opportunities available to her.”


Forty-one states have school choice laws. They’re supposed to make schools compete for students and the government money that’s tied to them. The idea is that competition will force schools to up the ante on education, and in the end, all the choices will be better, but suburban school districts are trying to lure students in other ways.


“Those communities often respond by building very large, wonderful schools. But they feel pressure to build these schools farther and farther outside the city.”


Mac McClelland is with the Michigan Land Use Institute. The institute is a non-profit that promotes smart growth. He says instead of just spending the school choice dollars only to improve education, suburban school districts are building huge, palace-like schools to attract students. These schools are too big to be built near city centers. Instead they’re popping up in the middle of cornfields. McLelland says that’s bad land use.


“Folks are putting pressure on land use and opening up new areas by these new schools, extending sewer lines, extending roads and opening up new areas to development.”


McLelland says the goal of school choice legislation was better education. But instead they’ve ended up with a lot of giant, shiny new schools, and once they’re built, the communities gravitate toward them, following the new roads and sewers. McLelland says it’s a gamble — spending money on a new school to get more students and therefore more money. The gamble doesn’t always pay off, so McLelland says schools should worry more about spending money on their teachers and classes – and try to save money on the actual building.


“In every situation that we looked at, it was cheaper to remodel than it was to build new. Even though there might be some sacrifices, some other changes that may not be necessarily, might not be ideal for all people in the school system, that it was less expensive, provided more value, and also decreased the additional cost to that community in terms of extending sewer, water and roads out to that particular area.”


McLelland says putting the emphasis solely on education would give urban schools a more level playing field with schools in the suburbs. He says there’s no need to keep expanding out, because there’s still space for more kids in urban schools.


Ken Brock took his daughter out of the city schools, but he says he’ s not adding to the urban sprawl that often follows the new schools. He says if it weren’t for school choice, his family would have moved to the suburbs to support his daughter’s educational needs. He thinks school choice might be keeping families like his in cities.


“What I want to say and be very specific is I think middle and upper class families would be a smaller percentage of the city population if there weren’t educational options available.”


Brock is arguing that school choice might actually slow sprawl because families can live where they want and still send their kids to the school they want. But not everyone can manage the 40-minute commute two and three times a day to take their kids from the city out to the school in the suburbs, so many families end up moving closer and new subdivisions pop up in the fields around the big, new schools.

their concern for environmental issues. The study shows that African

University of Michigan researcher Paul Mohai says many people assume
African Americans are less concerned than White Americans about the
environment. That’s because many African Americans have to deal with
urban issues. Issues like crime, poverty, jobs and education. But
Mohai’s study finds that African Americans care more about neighborhood
environmental issues like pollution than White Americans – and just as
much about global issues like endangered species and global warming. He
says the biggest surprise is, it’s not a recent development.


“It’s not that African Americans caught up, they’ve been
concerned about the environment for a long time, we just haven’t looked
at
the data!”


Mohai also finds that African Americans in Congress have better
environmental voting records than their white counterparts. He says the
study shows that African Americans make natural allies for environmental
groups and for voters who want an environmental advocate to represent
them

School Connects Kids to Healthy Eating

American kids are overweight. Nutritionists say one major reason is that kids are eating too much junk food, and not enough fresh produce. A government pilot program is trying to get kids to eat more locally-grown fruits and vegetables in school by giving them out for free. The Great Lakes Radio Consortium’s Rebecca Williams visited a school where the experiment is underway:

American kids are overweight. Nutritionists say one major reason
is that kids are eating too much junk food, and not enough fresh
produce. A government pilot program is trying to get kids
to eat more locally-grown fruits and vegetables in school by giving them out
for free. The Great Lakes Radio Consortium’s Rebecca Williams
visited a school where the experiment is underway:


It’s 9 am and the halls are quiet at Everett High School, in Lansing,
Michigan. Parent volunteers are setting out bowls of bright
pink grapefruit segments on stands in the hallway.
They’re working quickly, getting ready for 1500 hungry teenagers.


(bell rings, noisy chatter swells, sneakers squeaking)


Kids slow down when they pass the fruit stand. A few kids take a bowl…
but not that many.


“Ain’t nobody want no grapefruit?”


(kids chatting)


“They’re hesitant to try it because it’s new, they’ve never tasted grapefruit
before.”


(final bell ringing under)


Lynn Beard is energetic. When she’s not handing out
fruit, she’s teaching nutrition here at the school.
As much as she talks to kids about their choices, even she can’t predict
what they’ll eat.


The hall empties. Lynn Beard sees a few stragglers.


“Sir, have you ever had grapefruit, honey, before at home? Yes,
okay.”


She pulls Brandon Washington over to the fruit stand…


“He was going to try it, and he put it back down because someone said it
was sour.” B.W. :”I was going to try it.”
“Honest reaction?”
“Honest reaction? Tastes like it needs some sugar in it.”


Even though he’s not a grapefruit fan, Washington says he likes having
the fruit and veggies here.


“Now that they got them at school, I eat it more. And that’s good,
too, because nutrition values, good for your soul, you live longer, right?”


Washington says, before he could get free fruit and vegetables during the day,
he felt hungry between meals. Many of his classmates skipped breakfast.


Lynn Beard worries about her students’ eating habits.


“English, math, social studies, aren’t changing the obesity rate. Early
onset osteoporosis, we’re seeing a huge jump in. Type two diabetes in children.
What are we doing to educate our kids on how to change? Isn’t that an effective
place to use taxpayers’ dollars?”


That’s one of the questions behind the Fruit and Vegetable Pilot.
It’s a year-long experiment, funded by 6 million dollars from the 2002 Farm
Bill.


107 schools in Michigan, Ohio, Indiana, Iowa and New Mexico were
chosen. It’s a mix of schools: large and small, rural and urban.
The hope is that kids will learn to like fruits and veggies… and be
cultivated into new consumers.


Agriculture promoters hope one of the spin-offs will be a new market for
local farmers. With few exceptions, the pilot program requires that
schools buy only American produce, and local produce if
they can. Fourteen of the pilot schools buy directly from farmers.


Everett High School gave kids some locally grown produce. But Lynn Beard
says the kids still don’t know much about the food that grows where they live.


“Kids don’t understand seasonal fruits, they were so upset we weren’t
getting watermelon in January. ”


And Beard says just getting local produce at all was difficult.
Schools such as Everett High School buy from national food service
companies. The companies often sell these Michigan schools
Washington apples.


Marion Kalb directs the National Farm to School Program. It’s
part of a non-profit group that works to connect farms
and schools. Kalb says food service companies don’t make a
special effort to buy from local farms.
But she thinks schools can influence their suppliers.


“If there’s instruction on the school side to say, you know we’d like
to know seasonally what’s available locally, then that gives incentive
to the distributor to try and make buying from regional or local farmers a
priority.”


And it makes sense to most people to sell apples nearby rather than shipping
them miles away.

In a farmer’s market full of flowers, Dwight Carpenter is one
of the few farmers selling produce this early in the year. That’s because
he grows vegetables in a greenhouse.


He sells at two farmer’s markets and a store on his land. He says it’s enough to survive,
but he’d like to expand to places such as local schools.


“It’s kind of a difficult way to make a living, and if better markets were
established, such as schools and hospitals, and that kind of thing,
grocery stores, and if that were turned around, that would help the farmer too,
to be able to hang onto whatever he’s got, rather than to have to sell it off to subdivisions
or whatever.”

Although the kids at Everett High School are getting used to eating more
produce from the free program, you won’t find many fruits and vegetables
for sale at the cafeteria. That’s because the cafeteria competes with nearby fast food
restaurants.


You also won’t find many nutritious snacks in the vending machines. The school needs
the revenue it gets from the candy bars and chips.


Kids are still lining up at the soda machine today. But some students
think the fruit and veggie program is slowly changing their eating
habits. Wynton Harris is a sophomore.


“Last year everyone was eating junk and this year they cut down a lot. I
can tell, because I’m seeing less people at the machines, and more
people taking fruit. And I said, wow.”


And Everett High School’s nutrition teacher, Lynn Beard, has a vision: vending
machines that offer fresh produce instead of potato chips.


“If there’s nothing free, I think we’d have a number of kids who, instead of buying
a dollar pop, would buy a dollar pear.”


The free fruit and vegetable program ends with the school year. But some 70 schools
in the U-S buy from their local farmers even without special federal funding.
Even so, Lynn Beard doubts her school could afford to keep this program going
without federal money.


“I think next year I’m not going to want to be around here without this
grant, cause there’s going to be so many complaints. Where’s our fruit? Why
can’t we get some fruit? I’m dreading next year. I’m just going to have to keep a smile on
my face and say, “Talk to your government.”


But government support for the program is uncertain.


Congress will debate the future of the fruit and vegetable program. And whether
government should be marketing fruits and vegetables in the schools… and further
subsiding the farmers who grow them.
