Invasive Species at the Aquarium

Big, public aquariums spend a lot of money to make fish look like they’re at home in the wild. But lately some aquariums are showing fish that are out of place. The GLRC’s Shawn Allee looks at one aquarium’s effort to give them the spotlight, too:

effort to give them the spotlight, too:


The federal government’s spending millions to keep Asian Carp out of
the Great Lakes. Biologists worry Asian Carp could devastate the lakes’
ecosystem. Recently, though, several carp were brought within sight of
the Great Lakes, and biologists are happy about it.


Chicago’s Shedd Aquarium is on the shore of Lake Michigan. It’s
holding an exhibit of Asian Carp and other alien invasive species.


Curator Kurt Hettinger captured the aquarium’s carp during a trip on an
Illinois river.


“They’re literally jumping, sometimes over the bow of the boat,
sometimes smacking into the side of the boat. I just looked behind me
and was amazed to see all these fish jumping in the wake of the boat, and
to this day, I’m still stunned by this.”


And Hettinger’s more than just stunned. He’s worried.


Asian Carp are an invasive species, basically … pests that crowd out
native fish, and that river where he caught them hooks up to Lake
Michigan.


Again, Asian carp haven’t made it to the Great Lakes, but more than one
hundred and sixty other invasive species have arrived and are breeding
quickly.


One example’s the zebra mussel. At first, scientists worried about how
much money it could cost us. Zebra mussels multiply so fast they can
block pipes that carry cooling water to power plants. But now, we know
the zebra mussel’s disrupting the lakes’ natural food chain.


In other words, invasive species are a huge economic and ecological
nuisance. That’s why the Shedd Aquarium started the exhibit.


“The public I think has seen enough stories about the damages and the
spread and the harmfulness, but those stories are not very often coupled
with solutions.”


That’s ecologist David Lodge. He says the exhibit tries to show how
people spread these species around. Lodge points to one exhibit tank. It
looks like a typical backyard water garden. It’s decked out with a small
fishpond, water lilies, even a little fountain shaped like an angel. It looks
pretty innocent, but Lodge says plants and fish you buy for your own
water garden could be invasive species.


“All those plants and animals that are put outside, then have an
opportunity to spread. Now, it doesn’t happen very often, but with the
number of water gardens, it happens enough so that they are a serious
threat to the spread of species.”


Birds or even a quick flood could move seeds or minnows from your
garden to a nearby lake or river.


The Shedd Aquarium’s not alone in spotlighting invasive species.
Several aquariums and science museums are also getting on board. For example one in
Florida shows how invasive species have infested the Everglades.


Shedd curator George Parsons went far and wide for inspiration.


“I was in Japan last year when we were planning this, and I just
happened to stumble across one of their aquariums and they had an
invasive species exhibit, except that they were talking about large mouth
bass and blue gill. You know, something that is our natives. So, it was
kind of ironic to see that out there. It was kind of neat.”


Like us, the Japanese take invasive species seriously. Back in 1999 the
humble Midwestern Blue Gill created a national uproar. Turns out, they
had taken over ponds throughout the Emperor’s palace, and how did the
bluegill get to Japan?


Probably as a gift from a former Chicago mayor. Apparently, the mayor
thought blue gill might make nice sport fishing in Japan. It was an
innocent mistake, but it’s just the kind of mishap biologists want all of us
to avoid from now on.

Ten Threats: Canals Past and Present

One of the Ten Threats to the Great Lakes identified by experts across the region is the possible
expansion of canals to allow larger ocean-going ships into the lakes. Some see the expansion of
shipping channels as a threat to the environment; others see it as great economic opportunity.
Just like in the early days of settlement, they see the shipping channels on the Great Lakes as
a way to make trade opportunities better.

In our next report from the series, “Ten Threats to the Great Lakes,”
Lester Graham brings us a look at shipping on the lakes. Some people think
bigger ships could bring more trade to the region:


One of the Ten Threats to the Great Lakes identified by experts across the region is the possible
expansion of canals to allow larger ocean-going ships into the lakes. Some see the expansion of
shipping channels as a threat to the environment; others see it as great economic opportunity.
Just like in the early days of settlement, they see the shipping channels on the Great Lakes as

Native Americans had canoe trade routes on the Great Lakes long before the Europeans appeared
on the scene. When French fur traders arrived, they copied what they saw. They built birch-bark
canoes to travel the lakes and to haul back fur pelts.

Chuck Hoover is with the Saginaw Voyageurs, a group of re-enactors who re-trace the French
Voyageurs routes. Hoover says the large canoes were great until you ran into rapids on the rivers
connecting the lakes.


“What you had to do was pick up everything, including the boat, and carry it across the dry land to
the next place that you could put in water that was navigable.”


Those portages could be as long as seven miles. Carrying a canoe big enough to haul more than a
dozen men and the heavy bundles of fur pelts was a tough job and it slowed trade. So, some small
canals were dug to make passage easier. As the region developed even more valuable natural
resources were discovered. Bigger canals were needed.


Stanley Jacek is an Area Engineer with the U.S. Army Corps of Engineers at the canal and locks
at Sault Ste. Marie, Michigan. He says by the middle of the 1800s mining around Lake Superior
had become big business.


“Back in those days they discovered iron ore and copper in the upper end of the lakes here. So,
they had to get all that commerce down to the heartland of the country, so locks had to be
built.”


With a canal and locks to help ships negotiate the drop from one lake level to the next, the ore
could be transported to the big steel mills in industrial cities such as Cleveland and Gary, Indiana.


Christopher Gilchrist is with the Great Lakes Historical Society. He says you can’t underestimate
the value of those canals.


“The water-borne transportation was critical for the creation of the industrial age in U.S. history.
There’s a reason why the steel mills are located right on the banks of these Great Lakes. All the major
steel mills were located right by the water so that they could get their raw materials cost
effectively.”


At the other end of the Great Lakes the St. Lawrence Seaway opened in the 1950s to make it
possible for ships on the Atlantic Ocean to enter the lakes, and another big canal and set of
several locks overcame another obstacle to shipping on the Great Lakes – The Niagara Falls.


The Welland canal allows ships to go around Niagara. Since it first opened in the 19th century the
Welland canal and its locks have been enlarged four times. Each time the Welland canal locks
and the St. Lawrence Seaway have been made wider and deeper, the shipping industry builds
bigger and bigger ships to the point that they literally just squeak through…

…Often rubbing up against the timbers that act as bumpers on the locks’ concrete walls.


Throughout the history of the canals, there’s been pressure to make them bigger and bigger.
Many feel the amount of shipping through the canals is tied directly to the economic well being
of the nation. The more the canals can handle the better the economy.

Back at Sault Ste. Marie, the locks open to allow another big ship through.


Stanley Jacek, the engineer at the Soo Locks connecting Lakes Superior and Huron says the
economic impact is pretty easy to track.


“What we do here in the way of passing of commerce mimics what’s happening in the country. You
can actually see spikes in the economy by looking at our traffic here.”


But some say the canals could do more than just reflect the health of the economy. They could
spur the economy if even bigger ships could come into the lakes. The ships, the kind carrying
containers ready to be pulled by trucks or loaded on rail cars, could go directly to Great Lakes
ports instead of ports on the East or West coasts. More direct shipping might improve the
region’s economy.


But environmentalists are worried. They say bigger ships from all over the world might mean
more alien invasive species damaging the Great Lakes. The wider, deeper channels might
damage the environment along scenic rivers connecting the lakes, and some believe expanding
the channels will let too much water flow out of the lakes that could worsen the problem of lower
lake levels seen in recent years.


The plans for bigger ships are on hold for right now. But, given the history of the canals, many
believe expansion is only a matter of time.

In our series ‘Ten Threats to the Great Lakes,’ we’ve been looking at how humans make
changes that affect the health of the lakes. Lester Graham is our guide through the series.
He says the next report shows how far we’ll go to try to manage nature:

necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In the middle of a miles-long concrete shoreline, there’s a tiny beach. Steve Forman points
toward a small bluff at the base of a tree. The professor of earth and environmental sciences at
the University of Illinois at Chicago says the sand, grass and dunes help soften the impact of
waves and rain.


“This kind of relief is what you’d see in many natural coastlines, a coastline like this can
accommodate change better than one that’s been concreted up.”


Just feet away, the concrete picks back up, like a stark white runway that bisects the land and the
lake. Concrete revetments like these in Chicago are a familiar sight in urban areas across the
Great Lakes.


Roy Deda is with the U.S. Army Corps of Engineers. The Corps manages much of the
construction on public shorelines. Deda says hardening the shore is one way of protecting against
erosion.


“Where hardening of the shoreline is important and used, is where you have an existing
community in an urban area like Chicago. You have a lot of development in place already, and
basically you’re protecting what’s been built over a long history.”


Deda says it protects property. But scientist Steve Forman says using concrete walls comes at a
cost: the destruction of natural systems that are often helpful.


Forman says wetlands and stream valleys normally act like a sponge to absorb high lake levels.
They also release some of the water back when lake levels are low. Forman says concrete can’t
buffer those fluctuations.


“It makes the extremes potentially even more extreme in terms of lake level variations.”


So, when there’s a rainstorm, Forman says the water runs off the concrete quickly… instead of
being absorbed across sand or wetlands slowly.


He says the same thing is true for the water flowing into the lakes from rivers.


Discharge into rivers can go up by 50 times the amount it would if natural areas buffered the
rivers.


“Any time we change the landscape from its natural components, we also change the plumbing of
the Great Lakes. We change the way water is routed in and around and through the Great Lakes
as well.”


It’s not only rushing rivers and lake levels that cause problems.


When the shoreline is hardened… the wildlife and organisms that once lived there disappear.


Cameron Davis is with the Alliance for the Great Lakes. He says many rare species live in that
narrow ribbon where the land meets the water.


“When we harden the shorelines, we basically sterilize them in a lot of ways, because we’ve not
providing the kinds of habitat and cover that we need for many of them.”


And beyond the effect on wildlife… hardening the shoreline can also be a bad economic decision.


Steve Forman says permanent structures built near the shores are not as stable as they might seem
when lake levels are high and winter storms cause big waves that erode the land underneath them.


“When the lake levels go up, the erosion rates are just phenomenal…what you see are hanging
stairs everywhere, instead of stairs that take you down to the beach, they’re hanging over the lake,
basically.”


That’s why scientists and planners are taking action. The Alliance for the Great Lakes’ Cameron
Davis is calling on planners to balance protecting the shoreline … with preserving ecology.


“Frankly I don’t think shoreline planning across the region is that great. There really is no single
unifying policy we’re all using to guide what our shorelines ought to look like.”


He’s hoping that some cities will experiment with restoring natural areas along their shorelines…
He says we need to see if in the long run, nature can do a better job of protecting the shores.

Today we’re continuing our series on Ten Threats to the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham is our series guide:


As we look at the “Ten Threats to the Great Lakes,” we’re spending some time examining the effects of the alien invasive species that have changed the Lakes. One of the first invasive species to arrive in the Great Lakes was the alewife; it’s native to the Atlantic Ocean. It has become the most beloved of all the invasives. That’s because it’s food for the most popular sport fish in the Great Lakes. But in the beginning, the sport fish was introduced to get rid of the alewives. Peter Payette reports:


When autumn arrives in Northern Michigan, salmon fishermen line the rivers. The fish, native to the Pacific Ocean, swim upstream to spawn and then die. That’s why Tim Gloshen says they’re not interested in his bait.


“But if you irritate ’em enough and keep putting it in front of them, they’ll snap at it sometimes and you got to be ready when they hit it and set your hook.”


Anglers caught eight million pounds of salmon in Lake Michigan last year. Most of the fish are caught out in the lake.


“I got buddies that are catching couple hundred a year out there. They’re out there twice a week at least, all summer long, you know.”


Tim and his buddies and everyone else who fishes for salmon in the Great Lakes are at the top of the food chain. The money they spend on food, lodging, tackle, and boats figures heavily into decisions about how to manage the Lakes.


But it wasn’t always so.


Pacific salmon were stocked here about forty years ago to control the invading alewives. The native lake trout had just about been wiped out by overfishing and the sea lamprey. With no big predators left, the alewife population exploded.


At one point, it was estimated that for every ten pounds of fish in Lake Michigan, eight were alewives. Occasional die-offs would cause large numbers of alewives to wash up on beaches all over the Great Lakes. Historian Michael Chiarappa says all this was happening as America was feeling the urge to get back in touch with nature.


“And that’s when you get this rise in greater interest in sport fishing, recreational fishing, hunting. Teddy Roosevelt sort of epitomized the spirit of the strenuous life; get back out there and engage nature. It’s good for the soul, it’s good for the body, it’s good for the mind.”


So the salmon was brought in to control the alewife population and transform the Great Lakes into a sport fishing paradise. And it worked. But alewives remained the best food source for the ravenous salmon.


So now a healthy alewife population is seen as a good thing by the states that benefit economically from the recreational fishing. Mark Holey, with the U.S. Fish and Wildlife Service says this has caused people to forget alewives are an invasive species.


“If alewives were knocking on the door today, there may be a much different discussion about it. It may be more like the Asian carp.”


How the alewife would compare to Asian carp is unknown, because the Asian carp has been found in the Mississippi River, but not yet in the Great Lakes. What is known is that when alewives are abundant, native fish don’t do well. For example, Holey says biologists used to think PCBs caused many young lake trout to die. Now they know early mortality is mostly due to thiamin deficiency.
Thiamine is a vitamin lacking in lake trout that eat too many alewives.


“From the studies that we’ve been involved with, anywhere, right now, anywhere between thirty to fifty percent of the females that we take eggs from show some… their eggs show some signs of thiamine deficiency. Which means survival of those eggs are impaired.”


In some cases, none of the eggs will survive. So a worse case estimate would be half of the wild lake trout in the Great Lakes can’t reproduce because of alewives. This is why advocates for native fish species have been happy to see the alewife populations decline in recent years. They almost disappeared from Lake Huron.


Mark Ebener is a fisheries biologist for the Chippewa Ottawa Resource Authority. He says the government agencies that stock salmon and lake trout should stock more than ever to keep pressure on the alewife. Ebener thinks with alewife numbers down, there’s an opportunity to reestablish the native herring as the main prey fish in the Lakes, especially in Lake Huron.


“Saginaw Bay used to have a huge population of lake herring that’s essentially gone. They used to have a tremendous commercial fishery for it, and people used to come from miles around to buy herring there, and everybody in the lower end of the state used to have herring come fall and the springtime when the fishers were fishing, but they’re gone.”


This opportunity to bring herring back might not last much longer. The warm weather this past summer will probably help alewives rebound next year.

Returning Quality Food to Urban Areas

Finding a big supermarket is next to impossible in many inner-city
neighborhoods. That means a lot of people do their shopping at convenience
and liquor stores, where there’s rarely fresh produce. The Great Lakes
Radio Consortium’s Sarah Hulett reports on one group’s efforts to get around
the grocery store problem – and help revitalize a neighborhood:

Finding a big supermarket is next to impossible in many inner-city neighborhoods. That means a lot of people do their shopping at convenience and liquor stores, where there’s rarely fresh produce. The Great Lakes Radio Consortium’s Sarah Hulett reports on one group’s efforts to get around the grocery store problem and help revitalize a neighborhood:

Up and down this street as far as the eye can see are crumbling and burned-out buildings. This used to be a thriving business district. It’s where Vlasic Pickle, White Owl Cigar, and Lay’s Potato Chips grew into national brands. Today, the most evident sign of commerce is the prostitutes walking the street. Smack in the middle of this is Peacemaker’s International. It’s a storefront church where Ralph King is a member.


“Now if you look at it you see that there’s no commercial activity, no grocery stores within a mile of here. And our concern was that people had to eat.”


There are about seven liquor stores for every grocery store here on the east side of Detroit. Some people can drive to the well-stocked supermarkets in the suburbs, but many families don’t have cars, and King says the city busses are spotty.


“So they’re buying food at convenience stores or gas stations. And quite frankly, it just doesn’t seem a good fit that a community has to live off gas station food.”


That means processed, high-starch, high-fat diets that lead to illnesses like heart disease, diabetes, and high blood pressure. Those are all problems that disproportionately hit African Americans, and public health researchers say those higher rates of illnesses are linked to the food availability problems in poor black communities.


Amy Schulz is with the University of Michigan, and she’s studied the lack of grocery stores in high-poverty neighborhoods.


“What we found, in addition to the economic dimension was that Detroit, neighborhoods like the east side that are disproportionately African American are doubly disadvantaged in a sense. Residents in those communities have to drive longer, farther distances to access a grocery store than residents of a comparable economic community with a more diverse racial composition.”


In other words, if you’re poor and white, you have a better chance of living near a grocery store than if you’re poor and black. Ralph King and the folks in this neighborhood want to get around that problem. So about three years ago, they decided to try and reopen a nearby farmer’s market. They turned to Michigan State University Extension for help. Mike Score is an extension agent.


“I thought it would just be the process of organizing some people, helping them buy some produce wholesale, setting up in the neighborhood, selling the food, and generating a net income that could be reinvested. And I was really wrong.”


The farmer’s market was a flop. Score says produce vendors set up in the neighborhood, but the fruits and vegetables sat all day, unsold. He says the problem was they were using the wrong currency. Most people in this neighborhood have very little cash on hand, and they need to use their food stamp cards to shop for groceries.


So, Score helped develop a plan for a neighborhood buyers’ club that can negotiate low prices by ordering in bulk. His business plan also calls for job training for people in the neighborhood.


“It’s going to give people who are chronically unemployed but who have some entrepreneurial skills access to food at a lower cost, and that enables them to think about starting restaurant businesses or smaller retail businesses. So that’s an important part of this project: in addition to getting people groceries, it also creates some job opportunities.”


It’s been a struggle to get the program off the ground. It took a long time to get approval from the U.S. Department of Agriculture for a machine to read peoples’ food stamp cards. People have stolen some of the project’s meager resources, but Mike Score and Ralph King say they’ll stick with it until families in this neighborhood can put decent food on their tables. And they say they hope it can be a model that other low-income communities around the country can use.

Report Projects Future Water Demands

Water use in six Great Lakes states is likely to go up. That’s according to a new study by researchers at Southern Illinois University. They say, by the year 2025, demand could outstrip supply in some areas. The Great Lakes Radio Consortium’s Shawn Allee has more:

a news study by researchers at Southern Illinois University. They say, by
the year 2025, demand could outstrip supply in some areas. The Great Lakes
Radio Consortium’s Shawn Allee has more:


The report predicts that in twenty years, the region will use roughly seven
percent more water than it does today. That’s not enough to endanger the Great Lakes or most groundwater sources, but it is enough to strain water resources in some parts of the region.


Water use will grow fastest in Illinois and Ohio, mostly because they are
likely to see the most economic growth. Researcher Ben Dziegielewski says there’s a connection
between wealth and water.


“People with higher income tend to use more water, because they tend to have
swimming pools, and sprinklers for flower beds, and maybe even green lawns.”


The report predicts that states with slower economic growth, like Indiana
and Michigan, will use less water in the next two decades. Wisconsin and Minnesota are expected to use about the same amount of water.

is booming. But some anglers and resort owners think the cormorants are eating too many of the fish that people like to eat. In some areas, wildlife managers have resorted to killing cormorants on popular fishing lakes. In one case, critics say there’s not enough evidence to justify the killing. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:

Across the Great Lakes region the recovery of the cormorant is booming. But some anglers and resort owners think the cormorants are eating too many of the fish that people like to eat. In some areas, wildlife managers have resorted to killing cormorants on popular fishing lakes. In one case, critics say there’s not enough evidence to justify the killing. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:


Larry Jacobson is the third generation in his family to run the Hiawatha Beach Resort on Leech Lake, about two hundred miles north of Minneapolis. Three years ago, on fishing opener weekend, all of his twenty-one cabins were full. This year, he had no guests. Jacobson says the word has spread that fishing is down on Leech Lake. He blames the cormorants. The birds nest on a small island in the south end of the lake. Eight years ago, there were fifty nests; last year, there were two thousand five hundred.


“The cormorants eat about a pound fish a day. The way the population was just exploding out there, you could see writing was on the wall, that this was really going to make dramatic impact.”


Jacobson says his guests are still catching big walleye, but the smaller, pan-sized walleye are getting hard to find.


There are several reasons why the walleye population might be down, but Jacobson and other business owners blame it on the cormorants, and they’ve asked the Department of Natural Resources to do something about the birds.


“Leech needs to be maintained as high quality fishery. There’s such an economic impact to the area from walleyes, that if you don’t maintain it that way, everyone’s going to be suffering.”

Resource officials are responding to the resort owners’ concerns. The Leech Lake Band of Ojibwe owns the island. John Ringle is wildlife manager for the tribe.


“Okay we’re headed right at Little Pelican Island right now.”


Little Pelican Island is about three acres of sand and scruffy shrubs. Hundreds of cormorants cover the shore. Ringle says they fish out here in the open waters of Leech Lake.


“They’re omnivorous so they’re eating all sorts of different varieties of fish. Right now they’re probably eating large numbers of perch.”


Ringle is working with state and federal agencies to reduce the number of cormorants nesting here, eating fish, and crowding out other birds, such as the endangered common tern.


Normally, cormorants are a federally protected bird, just like eagles. That’s because they were almost wiped out by the insecticide DDT before it was banned in 1973. But a new rule allows resource officials to harass and even kill cormorants where they’re damaging other wildlife.


This summer, workers are sitting in hunting blinds on Little Pelican Island, shooting cormorants. They use air rifles to make as little noise as possible, so the other cormorants aren’t spooked away.


So far, they’ve killed more than two thousand birds. They plan to leave about five hundred nesting pairs alive. Ringle says nobody’s happy about shooting cormorants, but he says he thinks it’s necessary.


RINGLE: “My philosophy is that as mankind utilizes the resource, we have to manage them, we’re not in finite supply.”


HEMPHILL: “Do you think we know enough to manage them?”


RINGLE: “Not really. I think the public is demanding action prior to any conclusive study being conducted.”


And that’s a big problem for Francie Cuthbert. She’s a professor and cormorant researcher at the University of Minnesota. Cuthbert says the agencies that want to cut down the cormorant population skipped an important part of the management process: finding out what’s actually happening on Leech Lake.


“They’re really being driven by complaints from citizens and resort owners who are concerned about local economics, and who just don’t like the birds; they’re afraid of the numbers. If we responded to all natural resources conflicts this way, we’d be in a state of chaos.”


Cuthbert says even with the cormorants’ dramatic comeback since the days of DDT, there still aren’t as many as there were a hundred years ago. She says rather than kill cormorants, wildlife officials should try to boost the number of fish.


The state of Minnesota is working on that. It’s stocking Leech Lake with walleye for the first time this year. Conservation officials are studying some of the birds they killed to find out what they’re eating. And the state is also limiting what size of walleye anglers can catch so the fish can recover.


That makes resort owners like Larry Jacobson nervous, because he says a lot of anglers don’t like the limits. But at least he’s glad someone’s doing something.


“The fishery is a business, there’s no question about that. If you want to sustain our economy in this area, you’ve got to manage the lake.”


Workers will continue shooting cormorants occasionally through the summer. And the control effort could continue. Experts say it’ll take several years for the fish to recover enough to draw anglers back to the lake.

The town of Riverdale’s a kind of industrial crossroads. It’s near a Great Lakes port, heavy trucks lumber through its streets, and in some areas, rail crossings are as common as stop signs. At one time, this village just south of Chicago was known for more than just moving industrial goods – thosands of workers used to make things here, especially steel.

Today, there are only a few hundred steel jobs left in Riverdale. Most are at one plant that sits near a stretch of Cook County Forest Preserve, a place called Whistler Woods. The remaining steel mill wants to expand. It wants to swap twenty one acres of Whistler Woods for thirty one acres of its own wooded land. Supporters hope the move will bring jobs to the town.


Jim Bush grew up in the area and is with the region’s chamber of commerce. He supports the deal, saying the area is fighting for its economic future.


“So you can see, it’s pretty hard to keep your schools up to standards and all your city services when you’re faced with a declining tax base.”


Bush says this is urgent. The Riverdale plant was recently bought out by Mittal Steel, the world’s largest steel company. Bush says to keep the mill attractive to the new owners, the county needs to make the company happy now.


“Mittal USA has plants all around the world. If they don’t do this expansion here, they’re talking about taking it to Ohio. We can’t let other states take business away from Illinois without doing something.”


Besides, he says, critics of the land swap should just do the math.


“Thirty-one acres for twenty-one acres. Sounds like a no-brainer to the business community.”


But not everyone’s buying into that calculation. To understand why, I meet with Benjamin Cox. He’s with Friends of the Forest Preserves, an advocacy group. Cox and I are traveling along the bike path leading to the field the company wants to acquire.


“As you’re walking along here, you can hear many, many birds. We just saw some deer. There are wonderful native plants here.”


Cox says the forest preserve district could use an extra ten acres, but the company’s offering land that’s half a mile away and across a river. Cox says that land won’t help these woods. He also doesn’t have much faith in the company’s new owners.


“The part of this that nobody’s talked about yet is that they have not committed to actually bring these jobs here or do this project.”


The company confirms this, saying it can’t make promises about jobs even if it could expand the plant. Cox adds the proposal flies in the face of Forest Preserves history. During the past ninety years, it’s only sold or traded land a handful of times and the last time it did, it go burned. A few years ago, it let go of two acres so Rosemont, a Chicago suburb, could build a casino parking lot. The parking lot got built, but the casino project never got started.


Now Cox fears if this deal goes through, it’ll be open season on Forest Preserve land.


“As soon as you start nibbling away at the corners, a little acre here, a little acre there, twenty acres here. All of a sudden, it’s ‘You did it for them, you should do it for me.'”


The plan’s supporters say they don’t want to sell off the preserves, they just want a little flexibility.


Cook County Commissioner Deborah Sims represents Riverdale and surrounding communities. She says opponents are typically from more affluent parts of the county, places that have an easy time attracting new businesses. There, she says,


“All you have to do is build a few houses and everybody will come. We don’t have that luxury. So, any economic development we have, we can’t afford to lose.”


So the land swap seems a small price to pay for a little economic security.


A tall chain-link fence separates the woods from the Riverdale steel plant. Despite the division, both parcels of land have something in common – their boosters are motivated by fear.


The area’s steel industry is, in many ways, a diminishing, precious resource. The Cook County Forest Preserve District also faces a crossroads, but a more political one. It holds tens of thousands of acres of open land, but it’s not clear whether it can always fend off demands made by a land-hungry economy.

Some sanitary sewers are tied in with storm sewers. So when there’s a big rainstorm, or when there’s a fast snowmelt, all that water can inundate some sewage treatment plants. To tackle this problem, some treatment plants have adopted a practice known as “blending.” The excess sewage is re-routed around the slower parts of the treatment plant. The dirty water is then mixed with the water that’s been cleaned. It’s sometimes given a shot of chlorine, and then released into creeks, rivers, and lakes.


Kurt Heise oversees the operation of a sewage treatment plant on the Detroit River. He says the practice of blending is necessary in order to keep the plant from being overwhelmed.


“When you have a wet weather event, an extreme wet weather event, if we were to allow all of that combined water in through the normal process the treatment process would be ruined.”


Sewage blending has been around for a long time. To plant operators, it’s a necessary step in handling large amounts of dirty water. But to some people, blending is not seen as a good option. They want the practice to stop.


Instead, they say, cities should invest in their systems to make sure they can fully treat all the water that comes to the plant. Kurt Heise says, if his plant were required to do this, it wouldn’t make sense economically.


“It would almost result in doubling the size of our plant and spending just untold amounts of dollars for an event only happens a few times a year.”


Sewage treatment plant operators say you have to weigh the costs and the benefits before spending hundreds of millions of dollars on expanding the treatment plants. The decision of whether or not to allow blending has been left up to state and local regulators. But recently, the U.S. Environmental Protection Agency has weighed in on the subject. And ever since they suggested new guidelines for allowing blending, environmentalists have been critical of their plan. Mike Shriberg is the Great Lakes advocate for the Public Interest Research Group. It’s an environmental consumer activist organization.


Shriberg says the draft blending policy, the way it’s written now, is too broad. And will allow the practice of blending to become routine.


“Our fear is that when you’ve got a treatment plant that uses blending, they’re never going to upgrade to full treatment sewage. And so if a treatment plant is allowed to blend they’re not going to go up to full treatment capacity they have no incentive to do that anymore. It’s sort of the cheap way out.”


Sewage treatment operators say blending is better than seeing the raw sewage overflow into waterways. And they say it’s better than spending large sums of money to fix a problem that only occurs a few times a year. But critics say the EPA doesn’t have a good handle on how often blending is used, and what kind of health risks are associated with the practice.


Some initial studies have been done on blended sewage and how it might affect public health. Joan Rose is a water microbiologist at Michigan State University. She’s written a report on the health risks associated with blended sewage.


“So what I found was that if people were actually swimming in the water and there was a discharge of a blended sewage upstream, that their risk of getting sick, actually getting sick with a virus or a parasite was about a hundred times greater – when there was a blended discharge as opposed to if the water was fully treated.”


Rose says some of these viruses, such as Hepatitis-A, are highly contagious. At this point, there are no good estimates on how many people get sick from blended sewage each year. It’s never been studied, so the impact of blending on public health is unclear. Ben Grumbles is the Assistant Administrator for water at the EPA. He says the EPA is considering the billions of dollars at stake in expanding the nation’s sewer treatment plants versus the risk to public health.


“What we’re trying to do is to clarify what’s legal and what isn’t legal and to recognize the economic realities that sewage teatment plants face across the country in terms of their infrastructure needs, but foremost and above all what leaves the facility has to meet Clean Water Act permit limits.”


But the Clean Water Act permit limits don’t measure all the viruses, bacteria, and parasites found in blended sewage. And so some environmentalists and scientists say meeting the limits doesn’t necessarily mean protecting public health. Grumbles says officials are still reviewing the tens of thousands of comments they received after releasing the draft blending policy.


He says he doesn’t know what the final rule will look like, or if they’ll issue a rule at all. One thing is likely, if the policy is finalized the way it’s written now, it’s expected that environmental groups will take the EPA to court.

The Great Lakes Radio Consortium’s Bill Cohen has this report:


The feds are proposing a massive one-billion-dollar plant that’s billed as the world’s first non-polluting, coal-burning power plant. About twenty states say they’ll compete for it. Ohio is one of them. Mark Shanahan of the Ohio Air Quality Development Authority says the plant will first turn coal into gas. And then either recycle or safely store the by-products.


“And when it turns to gas, it’s able to pull out the pollutants much more efficiently and economically. It will pull off hydrogen for fuel cells and it will also test the ability to put carbon dioxide into very deep geology to basically bind it up forever deep in the earth.”


The U.S. Energy Department will pay for most of the plant, but it will be several years before it’s actually online.
