Kathy Henry’s backyard runs down to the bank of the Tittabawassee River.
It’s a beautiful view, but that’s not what Kathy Henry sees.

“When I look back there now, I see dioxin.”

You can’t really see the dioxin, but it is there. Dow Chemical started
dumping dioxin into the Tittabawasee river in the 1890s. Dioxin is believed
to cause cancer and damage reproductive systems. And, there are high
concentrations of dioxin not only in the Tittabawasee, but in all the water
and floodplains between the chemical plant and Lake Huron 50 miles
downstream.

Kathy Henry first found out about the dioxin seven years ago when a
whistleblower at the Michigan Department of Environmental Quality
warned local environmentalists about the contamination. She has wanted to
sell her house ever since.

“We’ve lived here for 24 years. We loved living in here. Now I’m afraid to
go out in my own yard. I just, psychologically, couldn’t stand living here
anymore. I had to get out.”

Dow says it will clean up any dioxin that’s proven to be dangerous to human
health, but the company has spent decades fighting with Michigan and the
US Environmental Protection Agency over how much of it is a threat.

Dow spokesman John Musser says there’s no proof anyone has gotten sick
because of the dioxin.

“We’re not seeing any impacts. We’re not seeing any cause for alarm. We’re
not seeing any imminent health threat. If it’s not a problem for humans or
the environment, then maybe the best thing to do is to leave it alone.”

But Michigan environmental officials are not so laissez-faire about the
contamination. They continue to warn residents about eating fish from the
rivers, about eating wild game killed in the region, and about swimming at
some beaches.

Robert McCann is with the state of Michigan. He says science is way past
the point of debating whether dioxin is dangerous.

“Study after study has shown that there are some very serious potential health
effects from being exposed to it, even at some lower levels over a long
period of time and those health effects do include things like cancer and
diabetes as well as some more minor health effects that can be caused from it.”

But Dow does debate whether dioxin is dangerous. John Musser says
Michigan and the EPA are using bad science based on dioxin exposure to lab
animals. He says Dow has human data from employees that show dioxin is
not as dangerous as people think.

“They were exposed at extremely high levels. And we’ve tracked their
health and their death records for 60 years and we’re not finding any ill
health effects.”

Attacking regulatory science is a common defense for industries. David
Michaels is an epidemiologist at George Washington University. He says
just like big tobacco questioned the link between smoking and lung cancer,
big business always questions the science.

“Companies know that by putting off the scientific debate for as many years
as they can they can keep doing the work that they’re doing and not be
disturbed. It works.”

For example, a recent meeting supposed to update residents about clean up
efforts turned into more of a debate between government scientists and scientists
hired by Dow. One member of the audience got sick of it.

“I’m not a geologist, I’m not a toxicologist, I’m just a resident that lives on
the river. And the last I knew dioxin was the most toxic substance known to
man. And what I’m seeing here is you guys trying to find excuses to justify
poisoning us.”

The EPA recently forced Dow to clean up four hot spots along the river,
including one spot with the highest concentration of dioxin ever found in the
United States.

But the last few months have had more set backs than
progress. In January, the EPA gave up trying to negotiate a clean up
agreement separate from Michigan’s. It said Dow’s proposals were going
backward.

Earlier this month the Region 5 director of the EPA was fired. Mary Gade
says it was because of her tough stance against Dow Chemical.

The Environmental Protection Agency is reporting that the amount of
toxic chemicals released into the environment is down. But, critics
say the agency’s positive spin on the report is deceptive. The GLRC’s

The EPA reports that toxic chemical releases from industries went down
by four percent from 2003 to 2004. The EPA noted that dioxin releases
were down… mercury pollution was down… and PCB releases went down
92 percent.


A spokesman for the environmental group the National Environmental
Trust says the EPA’s Toxic Release Inventory report is misleading.
The group says changes in the definition of what’s toxic in the mining
industry made it look as though there were fewer toxic releases overall.


The EPA plans to make more changes in future reports on toxic
releases. It’s proposed that companies only report every other year
instead of annually and exempts some plants that are required to
report now. Some members of Congress have asked the Government
Accountability Office to investigate the changes.

For most of us, getting rid of the garbage is as simple as setting it at the curb. But not everyone can get garbage pick-up. So, instead, they burn their trash. The Great Lakes Radio Consortium’s Lester Graham reports… that choice could be affecting your health:

It’s not been that long ago that people everywhere but in the largest cities
burned their trash in a barrel or pit in the backyard. That’s not as often
the case these days. Garbage trucks make their appointed rounds in
cities, small towns, and in some rural areas, but they don’t pick up
Everywhere, or if they do offer service, it’s much more expensive
because the pick-up is so far out in the country.


Roger Booth lives in a rural area in southwestern Illinois. He says
garbage pick-up is not an option for him.


“Well, we burn it and then bury the ashes and things. We don’t have a
good way to dispose of it any other method. The cost of having pick up
arranged is prohibitive.”


He burns his garbage in the backyard. Booth separates bottles and tin
cans from the rest of the garbage so that he doesn’t end up with broken
glass and rusty cans scattered around.


A lot of people don’t do that much. They burn everything in a barrel and
then dump the ashes and scrap in a gully… or just burn everything in a
gully or ditch. Booth says that’s the way most folks take care of the
garbage in the area. No one talks about the smoke or fumes put off by
the burning.


“I haven’t ever thought much about that. So, I don’t suppose that I have
any real concerns at this moment. I don’t think I’m doing anything
different than most people.”


And that’s what many people who burn their garbage say.


A survey conducted by the Zenith Research Group found that people in
areas of Wisconsin and Minnesota who didn’t have regular garbage
collection believe burning is a viable option to get rid of their household
and yard waste. Nearly 45-percent of them indicated it was
“convenient,” which the researchers interpreted to mean that even if
garbage pick-up were available, the residents might find more convenient
to keep burning their garbage.


While some cities and more densely populated areas have restricted
backyard burning… state governments in all but a handful of states in
New England and the state of California have been reluctant to put a lot
of restrictions on burning barrels.


But backyard burning can be more than just a stinky nuisance. Burning
garbage can bring together all the conditions necessary to produce
dioxin. Dioxin is a catch-all term that includes several toxic compounds.
The extent of their impact on human health is not completely know, but
they’re considered to be very dangerous to human health in the tiniest
amounts.


Since most of the backyard burning is done in rural areas, livestock are
exposed to dioxin and it gets into the meat and milk that we consume.


John Giesy is with the National Food Safety and Toxicology Center at
Michigan State University. He says as people burn garbage, the dioxins
are emitted in the fumes and smoke…


“So, when they fall out onto the ground or onto the grass, then animals
eat those plants and it becomes part of their diet, and ultimately it’s
accumulated into the animal and it’s stored as fat. Now, particularly with
dairy cattle, one of the concerns about being exposed to dioxins is that
then when they’re producing milk, milk has fat it in, it has butter fat in it,
and the dioxins go along with that.”


So, every time we drink milk, snack on cheese, or eat a hamburger, we
risk getting a small dose of dioxin. Beyond that, vegetables from a
farmer’s garden, if not properly washed, could be coated with dioxins,
and even a miniscule amount of dioxin is risky.


John Giesy says chemical manufacturing plants and other sources of
man-made dioxin have been cleaned up. Now, backyard burning is the
biggest source of dioxins produced by humans.


“So, now as we continue to strive to reduce the amount of dioxins in the
environment and in our food, this is one place where we can make an
impact.”


“That’s the concern. That’s the concern, is that it’s the largest remaining
source of produced dioxin.”


Dan Hopkins is with the Environmental Protection Agency. He says,
collectively, backyard burning produces 50 times the amount of dioxin as
all the large and medium sized incinerators across the nation combined.
That’s because the incinerators burn hot enough to destroy dioxins and
have pollution control devices to limit emissions. Backyard burning
doesn’t get nearly that hot and the smoke and fumes spread unchecked.


The EPA wants communities to take the problem of backyard burning
seriously. It wants state and local governments to do more to make
people aware that backyard burning is contaminating our food and
encourage them to find other ways to get rid of their garbage.


“(It) probably won’t be a one-size-fits-all solution, but by exchanging
successful efforts that other communities have had, we should be able to
help communities fashion approaches that have a high probability of
success.”


But public education efforts are expensive, and often they don’t reach the
people who most need to hear them. The EPA is not optimistic that it
will see everyone stop burning their garbage. It’s not even a goal. The
agency is just hoping enough people will find other ways to get rid of
their trash that the overall dioxin level in food is reduced.

the use of a plastic called PVC, but environmentalists say there’s a long
way to go to protect the environment from PVC. The Great Lakes Radio

PVC, or Polyvinyl Chloride, is a plastic found in a host of construction,
automobile and home use products. When something made of PVC is
burned, it releases toxic chemicals. The most dangerous is dioxin, which
is believed to cause cancer.


Steven Lester of the Center for Health, Environment and Justice says
municipal incinerators aren’t the only ones burning PVC. People in rural
areas do too. He says trash service is much more expensive for those
people.


“Many people find it cheaper to just burn their trash in the backyard and
get rid of it that way.”


Some studies say after industry, open burning is the second highest
source of dioxin in the environment. Only 18 states have banned open
burning, but others are considering it.

Dioxin is implicated in liver problems and cancer. At least twenty-two miles of
the Tittabawassee River floodplain in central Michigan are contaminated
with dioxin from a Dow Chemical plant.


Homeowners said Dow should pay for
ongoing tests to monitor the amount of dioxin in their blood. Now that
the court has ruled against them, floodplain resident Kathy Henry says the
only thing people can do is try to keep more dioxin from getting into their
systems.


“I wear a dust mask when I mow, we don’t eat any of
neighbors’ produce that they offer us that’s grown in the floodplain, and after we mow the lawn or we’re working out in gardens or yard, we come in and throw our clothes in the
laundry right away and jump in the shower to wash it off of us.”


Dow Chemical has commissioned a one-time study to compare dioxin levels in
people who live in the floodplain with levels found among people in another
region.

power and influence to drag out the talks. The chemical company
has agreed to plan for some kind of clean-up… but it’s still
not clear how far that clean-up will go. The Great Lakes Radio
Consortium’s Rick Pluta reports:


Dow Chemical is a huge employer in Michigan, it employs almost 60 thousand people, not including outside suppliers. In a state that has lost a lot of manufacturing jobs, a big company like Dow is important. The state of Michigan has been negotiating with Dow for nearly a decade over cleaning up dioxin downstream from the company’s big plant in the central part of the state. Just recently Dow and the state struck a deal on the next phase of coming up with a clean-up plan. But it’s not clear how long it will take to design the plan and it’s not clear exactly how far the plan will go to clean up the contamination.


The people who live in the floodplain of the Titabawassee River, downstream from the Dow Chemical plant in Midland, Michigan, say they’ve waited long enough for a cleanup plan. Almost a decade has passed since dioxin was first discovered in the river sediment.

At Immerman Park in the town of Freeland, downriver from Dow, signs dot the riverbank. They warn parents to keep their children from playing here, because there’s dioxin in the soil.

An earlier agreement with the state led Dow to put handwashing stations up here for children to clean up after playing in the dirt. Mary Whitney lives nearby. She says the sinks and faucets in the hand-washing stations are too high and too complicated for children to use, and they’re located too far from the banks of the river. She doesn’t think the kids are getting the dioxin contamination off their hands let alone off their shoes and clothes. She says it’s typical of how the dioxin question’s being handled in Michigan.


“It’s like, well, let’s do a little bit to show we’re doing something, but let’s not maybe address the whole issue. We’ll do just a little but to keep the peace and to keep everybody from not getting so much up in arms. But I think, they’re trying to do, Dow is, trying to do some things to help. But it’s just putting a little Band-Aid on the whole issue. It’s not fixing the main problem.”


For decades one of the by-products of the chemicals Dow produced was dioxin. It’s believed dioxin has been in the soil around Midland since the early 20th century. The fact that dioxin contaminated the sediment along the river downstream was only discovered within the last decade.


Studies have linked dioxin to health problems, including cancer and damage to the nervous system. The state says dioxin has spread to the environment round the Titabawassee River to the point that it issued warnings to hunters to limit how much wild game they eat from the area. That’s because the state says deer, squirrels and other game might be contaminated with dioxin.


Dow and its supporters say the risks posed by dioxin are being overstated. Dow officials say there’s no evidence that the dioxin levels in the Titabawassee floodplain pose a threat to the public health. Dow researcher Jim Collins says the company has six decades of research on employees who’ve been exposed to high levels of dioxin, and the worst health effect is a mild form of chloracne in some of the company’s employees.


Chloracne is the skin condition that disfigured Ukraine’s president, Victor Yushchenko, after he was poisoned by a large dose of dioxin.


“We’ve studied heart disease, diabetes, immunologic effects, reproductive effects, and cancer. And other than some increased risk of chloracne in these workers, we find no health effects that have been related to dioxin exposures.”


Backers of the company say critics should be careful about calling for penalizing Dow. Janee Valesquez is the the local economic development group “Midland Tomorrow.” She says Dow’s impact on the local economy amounts to almost a billion dollars a year.


“So Dow is absolutely… an anchor for mid-Michigan.”


Businesses and workers don’t want to damage relations with the chemical giant. Jim Ballard is an economist at Michigan State University. He says there is some risk that Dow could abandon Michigan. Texas is the new home of the chemical industry, he says, because energy’s cheap and it doesn’t burden industry with a lot of environmental regulations.


“I think Dow might consider leaving if they felt the business regulatory climate in Michigan was excessively onerous. On the hand, it would be very costly for them to leave. They’ve got a large investment in infrastructure and human capital in the Midland area, and to reverse would be a decision that I’m sure they would not take lightly.”


But critics of how the dioxing clean-up has been handled think the economic concerns should not be more important than the health risks to people who live nearby – people such as Mary Whitney. She and others filed a lawsuit seeking a lifetime of medical tests paid for by Dow. That case is before the state Supreme Court. Whitney says she’s afraid a cleanup plan will get bogged down in talks, or delayed by studies.


“We want them to clean it up. Take responsibility for what they’ve done and clean it up and make it safe for all of us. Now I’m not sure what all that would entail. Surely maybe dredging the river to make it deeper. Shoring up the shores, so it doesn’t flood any longer. And fill in the yards with clean soil. And that’s going to be a big thing to do.”


Many critics of the state’s handling of the dioxin clean-up believe anything less than an extensive clean-up is putting business and jobs ahead of the health of the people in Midland and downstream along the Titabawassee River.

Cleanup of Toxic Sites in Limbo

The toxic site cleanups have been in limbo because of a recent bankruptcy. The Great Lakes
Radio Consortium’s Tom Weber reports:


Monsanto contaminated this one site in southern Illinois with dioxins, PCB’s and other toxic
chemicals for 40 years.


Legal questions arose because Monsanto created a company called Solutia in 1997. Solutia took
responsibility for Monsanto’s chemical clean ups. But Solutia went bankrupt last year. And it
refused to clean any of the 300 sites across the country while in bankruptcy.


Glenn Ruskin is a Solutia spokesman. He says Solutia can’t clean up the site, but Monsanto’s
decision to do so offers hope for people who live at the other sites.


“It just indicates that there are parties out there who are still in existence that are willing and able
to do that clean up.”


The matter is even more complex because much of Monsanto was bought by Pharmacia. Pfizer
then bought Pharmacia.


A bankruptcy judge will ultimately decide who has to clean which sites.

Often, garbage truck routes don’t include rural areas, so many people there just burn their trash.
But that can lead to toxins getting into food. John Giesy is with the National Food Safety and
Toxicology Center at Michigan State University.


“Well, when we burn waste in a barrel, the dioxins will be in the gas and in the particulates. And,
so, they go downwind, but those particulates ultimately fall out.”


And they end up on the grass that livestock eat. We end up taking in the dioxins in the meat and
milk products that we eat. Because backyard burning is the largest human-caused source of
dioxins, the Environmental Protection Agency is working with states and communities to try to

Study: Vinyl Alternatives Just as Affordable

The production of vinyl products is considered by many to be an environmental hazard. But vinyl’s affordability keeps it popular. Now a new study says vinyl alternatives can be just as affordable. The Great Lakes Radio Consortium’s Corbin Sullivan reports:

The production of vinyl products is considered by many to be an environmental hazard. But
vinyl’s affordability keeps it popular. Now a new study says vinyl alternatives can be just as
affordable. The Great Lakes Radio Consortium’s Corbin Sullivan reports:


Vinyl or PVC is used in everything from pipe fittings to
medical gloves. It’s cheap and easy to make.


But when vinyl is produced it releases hazardous substances like mercury and dioxin. Both are
known to threaten human health.


The study was done at Tufts University. The authors say
regardless of health threats, vinyl is only inexpensive in
the short term.


They say that while vinyl is cheap when you first buy it,
it doesn’t last as long as most of its alternatives.


Frank Ackerman co-authored the study. He says since
the study showed vinyl isn’t more affordable, using
vinyl is irresponsible to the environment.


“The excuse that the market made us do it, that we were
economically forced to do something that we knew was
bad for health and the environment. That’s a lousy
excuse. There’s no reason to put up with that. You can
afford to do what you know is right for your health and
for the environment of those around you.”


Ackerman says the alternatives can be materials that
vinyl originally replaced. These are often natural
materials like woods and metals.
