many other Midwesterners, Great Lakes Radio Consortium commentator Julia King buys
much of her warm-weather produce from local growers. But King thinks those farmers
grow something else that might be just as important as food…


Not long ago, my ten-year-old daughter gathered her allowance, dropped her coins into a
see-through, polka-dot plastic purse and journeyed with me to our local farmers’ market.
Inside the old warehouse-turned-emporium, we strolled up and down the aisles. She
sniffed bars of soap and fragrant candles, poked bags of cheese bread and gazed at
almond croissants. But it was a large butternut squash that finally caught her eye.


She smiled and pointed at the unusual treasure. The farmer behind the counter called out
a price and I watched from a distance as she dug into her little plastic purse, pulling out a
quarter here, a dime there. As she calculated the numbers, her smile faded; she was fifty
cents shy of the total.


“Oh, you go ahead and take it anyway,” he told her. “It’s a little bit old, really.”


She paused, uncertain. I stepped into view and offered a dollar to the farmer, but he
stood his ground. He wanted to sell the squash to my daughter for the price she could
afford. He said it was a fair exchange. We thanked him repeatedly and my daughter took
the big pear-shaped vegetable in her arms like it was a baby doll.


It was not the first time one of the market’s farmers had put kindness before cash. Shop
there long enough and someone is bound to say, “Oh, take two, they’re small” or “This
one’s a little bruised; I’ll throw it in for free.”


These aren’t “blue light specials” or “supersaver sales;” they’re gifts from people who
never tire of the magic that springs from the earth. In a year of Saturdays, I’ve been
invited to marvel at the shape of a carrot, to behold the size of a potato, to delight in the
beauty of a snapdragon.


In a nation of box stores and billionaire wannabes, a nation where “excess” is master, the
men and women who labor in the soil offer a glimpse of something different. It’s a
commerce measured not only by what they gain, but also by what they give.


John Greenleaf Whittier put it best in his poem, “Song of Harvest”:


Give fools their gold, and knaves their power;
Let fortune’s bubbles rise and fall;
Who sows a field, or trains a flower,
Or plants a tree, is more than all.

It’s the latest turn in a contentious battle that for years has pitted environmentalism against economics. The Great Lakes Radio Consortium’s Kevin Lavery reports:

A team of U.S. Fish and Wildlife Service scientists is putting the final
touches on its latest recommendation for the management of the Missouri
River. The document, known as the Biological Opinion, will guide the Army
Corps of Engineers in deciding how to control the river in a way that best
protects endangered birds and fish. It’s the latest turn in a contentious
battle that for years has pitted environmentalism against economics. The
Great Lakes Radio Consortium’s Kevin Lavery reports:


The new Biological Opinion will be the second such document in three years.
The 2000 Bi Op – as it’s often called – advocated high water releases on the
Missouri each spring to cue the spawning season of the pallid sturgeon.
Reducing the flows in the summer, the Bi Op explained, would expose sandbars
to provide nesting grounds for two endangered birds, the interior least tern
and the piping plover.


That philosophy had been the view of many in the Fish and Wildlife Service,
who have studied the Missouri for more than a decade. But in early
November, the Department of the Interior announced it was replacing the
original scientific team to expedite the process of crafting a new outlook
for the river.


The decision unsettles environmentalist Chad Smith with the group American
Rivers. He feels the switch was an attempt by the Bush Administration to
silence those who offered a politically unpopular opinion.


“It seems to us like there’s an effort being made to try to find
someone to give the administration the answer that they want; that they don’t want to make flow
changes even though the science is crystal clear.”


The Fish and Wildlife Service team leaders deny that politics played a role
in rebuilding the scientific staff. The 15-member team in fact includes
seven who either worked on the 2000 Bi Op or have specific research
experience on the Missouri.


Commercial shippers that do business on the river are hopeful that new
thinking may lead to more growth for their industry. Navigation on the
Missouri has always been negligible, but industry officials say the past
summer was nothing short of devastating. A series of court decisions and
overturns led to a three-day drop in flow levels in August that ground barge
traffic to a halt.


Chris Brescia is President of the Midwest Area River Coalition 2000, which
represents barge operators. He says that incident punctuated their position
that unpredictable flow levels make the Missouri an unreliable
transportation mode:


“The conflicting court orders literally brought everything to a
standstill because it was unsafe for operators to quote freight rates and to
presume that they could navigate on the river when they didn’t know at what
point in time the court was going to reverse a decision to support
navigation.”


Central to the debate over how to manage the Missouri is the issue of
whether the economic value of river commerce is worth the cost of keeping
the river navigable. For the past decade, the Corps of Engineers has spent
just three million dollars a year on navigation. The Corps’ own data
indicates that navigation is worth about three times that amount each year.


One fully loaded 15-barge tow can carry more than 22-thousand tons, about as
much as 870 large semi trucks. Barge operators say having the river as a
viable transportation route keeps the cost of other shipping modes down.
But American Rivers argues that the two million tons of fertilizer, grain
and similar products barges carry each year on the Missouri fall far short
of what the Corps projected decades ago would be carried on the river.


For its part, the Corps of Engineers says whatever the cost-benefit ratio,
navigation is a congressionally mandated purpose it’s obliged to continue
paying for.


The draft of the Corps’ 2004 operating plan does not include the flow
changes environmentalists have demanded. Corps spokesman Paul Johnston says
his agency recognizes that those measures will not provide the biological
conditions the listed species need to survive. Instead, Johnston says the
Corps plans to spend more than 40-million dollars next year to accelerate
its habitat creation program:


“We’ll be looking for opportunities to acquire appropriate land
from willing sellers, and we’ll be looking at building tern and plover
habitat as well. So I’m really convinced we will reach a point where we can
have a much richer river than we have now and still enjoy the economic
benefits.”


The scientific team has until December 15 to complete its Biological
Opinion. The Army Corps of Engineers hopes to have its final operating plan
for the Missouri in place by March 1.

They’ve tried to make other states jump through bureaucratic hoops. But courts have repeatedly struck down those attempts. Now, a state is trying to stop trash from being imported from outside the country. But neighbors living close to a massive dump near Detroit say they’re not hopeful the effort will make their lives any better. The Great Lakes Radio Consortium’s Sarah Hulett reports:

The road to Dave Swisher’s home leads to a towering brown mound that grows taller every year. Trucks queue up well before sunrise. They wait their turn to inch up the side of the mound. They’ll each
contribute their few inches – of garbage, and human waste in the form of a grayish sludge. Swisher says he’s not sure which is worse: the stench drifting down from the dump, the dust that coats his car and home, or the constant stream of truck traffic.


“I’ve had times where I go to get out of my driveway, and I sit for trucks…I can’t even get out! They shouldn’t even be running that early. I leave at 5:30, 20 of six in the morning. Sometimes I can’t even get out of my own driveway for the trucks.”


Since the beginning of this year, many more trucks are barrelling past his home toward the landfill. Many of them are from Canada. The city of Toronto is now sending all its garbage – in 140 trucks a day – to this dump in southeast Michigan. And Swisher says a look at the license plates on other
trucks tells him where the rest of the trash is coming from.


“You’ve got some from Ohio, I think some from Illinois, an outside of that, I’m not sure how many states there are. But I know those three. And it just seems to be getting worse.”


Many people in the region share Swisher’s frustration. A report from the Congressional Research Service shows that the nation’s top ten trash importers include six Great Lakes states. Brooke Beal oversees solid waste issues for Chicago’s northern suburbs. He says there’s a reason
so much trash is coming to the Midwest.


“Here, most of the waste comes from the east coast. I mean, the east coast saw landfill capacity that we saw in the 80’s and 90’s shrinking back in the 70’s. They’ve been shipping their waste farther and farther west. I mean they started going to New Jersey, now they’ve moved to Virginia and Ohio, and they’re starting to move into Indiana. Because that’s where the landfills are – the
country, we’ll call it, because land costs are cheaper.


Chicago’s northern suburbs generate about 300-thousand tons of trash each year. Beale says all that trash is shipped across the border to Wisconsin. He says that’s because it’s closer and cheaper to export it than to ship it to downstate Illinois. Wisconsin tried years ago to block the trash coming from Chicago. But like similar attempts by
other states, the courts blocked the effort.


Trash, the courts say, is an item of commerce – just like steel
and cars and grain. And only Congress can regulate commerce.


Now, Michigan is hoping to succeed where other states have failed. Legislation would prohibit certain items from state landfills – including beer and soda bottles, and yard waste. States that want to
send their trash to Michigan would have to prove that they filter out those items.


Christopher Peters is a constitutional law professor at Wayne State University. He says the
legislation might not stand up to a legal challenge by the waste industry.


“I think a court is going to say that that is discriminatory legislation. Because it makes it more
expensive, essentially, artificially more expensive for someone to bring waste in from out of state
than for someone to dispose of waste that comes from inside the state.”


It’s not clear how Michigan’s plan would affect the steady traffic of Toronto’s trash coming into
the state. The city already diverts from its waste stream most of the items Michigan wants to prohibit.
And lawyers for the waste industry are already promising a court fight.


Meanwhile, in Dave Swisher’s neighborhood, the trucks are still rumbling past his house. He says
even if Michigan passes a new set of laws, he doesn’t have much hope that the legislation would help him
or his neighbors.


“It’s a dead issue. Nothing’s going to make it any better, nothing’s going to stop it, nothing’s going to ease it up. It’s just
going to get worse.”


Swisher says legislation isn’t going to make the landfill go away. And he says unless he’s willing
to sell his house for far less than he thinks it’s worth, he’s likely to be stuck here, too.

Turtle Numbers Down; Trapping Banned

Joanna Schmidt pushes a canoe into a small slough in northern Minnesota. She paddles toward a
floating rectangle of plastic pipe. The simple device is a turtle trap. It’s about four feet long with
net in the bottom and a board attached to the side.


“We put a plank on the side and they crawl up to sun themselves and they
just fall in. It’s pretty simple. No mechanics to it. They do all the work for us.”


Joanna Schmidt is a student at Minnesota State University Moorhead. She’s
part of a long-term turtle research project. Researchers want to learn
more about turtle habitat, and why there’s been a recent decline in turtle
populations.


This slough is about a quarter mile across. It lies in a hollow surrounded
by farm fields. Chest high grass and reeds line the water’s edge. Along one end, dead,
sunbleached trees stick out of the water. It’s perfect turtle habitat.


“It’s warm, a lot of food for them, not very many predators, so they like it,
especially having the dead trees with a place to hang out and sun themselves. So this is
very typical.”


Gunderson: “Any estimate of how many turtles might live in a slough this size?”


“Not just yet. That’s what we’re hoping to get to. And that’s what the DNR would
like to know.”


There are several turtles in the trap. Most have been caught before.
They’re identified by small notches in their shells. Schmidt weighs and measures
each turtle before gently setting them back in the water.


Minnesota State University Moorhead Biology professor Donna Stockrahm is
directing this research project. She says it takes years of research to get meaningful data about
turtles. They grow very slowly and they live a long time.


Stockrahm is hoping to learn about rates of turtle mortality, growth rates,
and the optimum habitat for turtles.


She’s seen a puzzling decline in turtle numbers.


“We started this in 2001 and they marked over 250 turtles. Then in 2002
the number just dropped drastically. And there seemed to be fewer turtles
around, even turtles that you see out sunning themselves on rocks and limbs and
dead tree trunks and things like that.”


Stockrahm says she doesn’t have an explanation for the decline. She’s
waiting to see if the trend continues this year.


Turtles are in demand in Europe for pets, and in Asia for
traditional medicines. More than seven million turtles are
exported from the United States each year.


Minnesota Department of Natural Resources researcher Rich Baker says
trapping is one reason turtle populations are down.


“What we’ve learned relatively recently is that especially in northern
latitudes commercial harvest really isn’t sustainable. These populations
of slowly maturing species just can’t sustain harvest of adults from the
population.”


Rich Baker says demand for turtles is driven largely by Asian and European
markets. Baker says many Asian turtle species are endangered because of
overharvest.


Those markets are turning to North America which is a particularly turtle-rich
part of the world and the upper Midwest which is a particularly
turtle-rich part of North America. Many of the states in the upper Midwest
have actually closed commercial turtle harvest completely.”


Most Great Lakes states now ban or restrict turtle trapping. Rich Baker
says Minnesota decided to phase out commercial harvest. He says about a dozen
people make a living trapping turtles. They’ll be allowed to continue.


People who like to eat turtle can still get a license to trap for personal
use. But there will be no new commercial turtle trapping licenses.
Minnesota will allow turtle farms as an alternative to harvesting wild turtles.
