Interview: Travelers Tighten Budget

Nearly 38-million people will travel during
the Memorial Day weekend according to a Triple-A
survey. But they’re not expected to go as far or stay
away as long. And many people are just going to stay
at home because of higher gas prices. Lester Graham
talked with Triple-A’s Nancy Cain about travel plans
this summer:

Nancy Cain: “Well, what we’re hearing from a lot of folks is that they’re still going to travel, but
they’re going to travel differently than they’ve done in the past. They’re much more economically
minded. They’re going to be looking for travel bargains, they’re going to be trying to camp out,
they’re going to travel in groups. They’re going to do anything they can to have an enjoyable
vacation while saving money at the same time.”

Lester Graham: “What about those big vacations that require a flight? Are fuel prices stopping
people from going places, far away places?”

Cain: “Triple-A is projecting that about 25 million Americans are going to travel over-seas this
summer. But they’re also going to try to be as economical as they can. Because, as you know,
the American dollar is pretty much at an all-time low. So people will still travel. We think the skies
will be fairly crowded this summer. But definitely much more of people’s discretionary income is
going towards these trips. They’ll have less for other things. And they’re less likely to buy
souvenirs once they get to their destinations. And they’re looking at, you know, perhaps
downgrading a room to a less expensive room, having a bigger meal at lunch versus at dinner
when dinner prices are more expensive. So any way they can, they’re going to be cutting costs.”

Graham: “Are people starting to look at other types of transportation, such as the train, you know,
Amtrak, to avoid the driving?”

Cain: “We think that Amtrak, certainly Triple-A, our surveys, have shown that people are showing
more of a willingness to take either Greyhound Bus, Amtrak, carpool with somebody else. You
know, the glory days of people taking a two-week vacation in July and heading out for two-weeks
to the beach, those days are pretty much gone.”

Graham: “I’m wondering, the hotel industry is a pretty mercenary industry, they’re really going after
travelers. I’m wondering what they’re doing to encourage people to travel, now, with this new
wrinkle in people’s budget.”

Cain: “A lot of the hotels, the big hotels, what they’re doing in many cases is offering, like, discount
cards, they’re offering, you know, gas cards. Everybody’s trying to do what they can to attract
tourists to come back, and go out there and spend. Even though gas prices are at record highs,
tourism is one of the backbones of the economy of this country. So, people want to get out, and,
also, they want to enjoy their vacation.”

Graham: “Trucking companies are starting to slow down to try to save a little fuel. And, I’ve heard
about it – although I haven’t actually seen – that some people are actually slowing down their cars
on the highway. Is that becoming a common trend?”

Cain: “You know, at Triple-A, we’re seeing that more and more. And this is advice we’ve been
giving for years. You know, slowing down on the highway, and even city driving, just five miles an
hour can really improve your fuel economy. And, we’ve said this for years, but now that gas prices
are looking at $4 a gallon, people are starting to follow this advice. Trying to ease up on the gas
pedal, avoiding those jack-rabbit starts and stops. And you can see, people are trying to be a little
more conservative, and thinking conservation when they’re driving.”

Graham: “So, Nancy, I want to ask you a personal question. What have you been doing differently
because of these higher gas prices?”

Cain: “You know, truly what I do, and I have been doing this, I have made a point of it – when I am
in line, like at the bank, I turn my engine off. It’s just those little things – turning your engine off.
And I do try to think conservatively. You know, plan your trips – so you can go around, and not go
out one place in the morning and somewhere else in the afternoon. And I really do make an effort
to do that, because you can reduce your gas costs. And also what I’ve been thinking about doing,
some of my colleagues have also thought this, you know, maybe we should start carpooling, even
one day a week. That would save some money.”

Officials from local governments are lobbying Congress to put more money into wastewater treatment projects this year. Chuck Quirmbach reports:

President Bush’s proposed budget would cut money for keeping up and building new sewage treatment plants. The White House wants to reduce funds for a loan program that provides money for wastewater infrastructure for municipalities and factories and stormwater management.

Gary Becker chairs the Great Lakes — Saint Lawrence Cities Initiative. He says there’s a huge need for full funding of the program.

“As population expands, as cities grow, as municipalities grow you have a constant need to expand the plants. .. in addition to being able to upgrade the ones that were put in 30 years ago when the Clean Water Act was put together.”


Becker says he hopes Congress will reverse what the President has in mind. The Bush Administration has generally said it’s trying to shrink spending on everything – except for the military – as a way to reduce the federal budget deficit.

Critics say President Bush is trying to block part of a new law that makes the government
more accountable. The Open Government Act is supposed to improve access to
government information. But as Mark Brush reports, the Bush Administration’s recent
budget request attempts to strip a key provision of the new law:


The new Open Government Act tries to address complaints about government secrecy by
creating an impartial mediator: an ombudsman who will help resolve disputes over
information requests. But in his budget, President Bush calls for the elimination of the
new ombudsman.


Rick Blum is the coordinator of the Sunshine in Government Initiative. That’s a
collection of news media groups working for a more open government. Blum says
having an impartial mediator is critical to resolving disputes:


“Right now, if you get denied, if an agency says, ‘No, you can’t receive this document.’
Well, your only recourse is to hire a lawyer at tens of thousands of dollars, or maybe even
over a hundred thousand dollars to pursue a legal case.”


Blum says he’s hopeful that the President’s attempts to eliminate the ombudsman position
will not stand.

A conservation group says birds would get much needed help from President
Bush’s proposed federal budget. Chuck Quirmbach reports:


The National Audubon Society and other organizations have been warning that
many bird species are in decline because of threats such as loss of habitat. The
President’s budget would put 36 million dollars more into wildlife refuges.
There’d be another eight million dollars for keeping track of bird populations and
helping migrating birds.


The Bush Administration has often focused on birds that are hunted. Greg
Butcher is with the Audobon Society. He says the budget initiative would help
wetlands birds:


“And that’s going to include ducks and geese that are hunted, but it’s also going
to include herons and terns, and other species that aren’t hunted. So it’s a very
habitat-focused initiative.”


Congress still has to act on the President’s budget. It contains many
controversial items, so that could delay final passage.

Leaky Tanks Forever

A government report indicates to clean up fewer than half of the leaky
underground storage tanks in the nation it would cost billions of

underground storage tanks in the nation it would cost billions of
dollars. But the Bush administration budget only calls for millions.
Lester Graham reports:


Leaking underground storage tanks of gasoline or other hazardous
liquids can contaminate drinking water and soil. There are 117,000
known leaks from underground storage tanks across the nation.


A Government Accountability Office report indicates to clean up just
half that number would cost 12 billion dollars. The Bush
administration has requested less than 73 million dollars in the budget
currently before Congress.


The chair of the House Energy and Commerce committee, John Dingell,
calls the Bush request disgraceful and inadequate. But in the last
budget, Congress only appropriated 70 million to clean up leaky
underground storage tanks.


States across the nation expect to discover more than 16,000 new leaks
in the next five years. That could mean the current government funding
of clean-ups will never catch up with the actual number of leaky
underground storage tanks.

Refuges, but the new Congress will apparently be taking a
closer look at reductions announced by the US Fish and
Wildlife Service. Chuck Quirmbach reports:

More job cuts might be on the way at National Wildlife
Refuges, but the new Congress will apparently be taking a
closer look at reductions announced by the US Fish and
Wildlife Service. Chuck Quirmbach reports:


The fish and wildlife agency already has announced plans to
cut more than 250 jobs over the next three years. Further
cuts are expected soon.


The agency blames a flat budget and rising operational and
personnel costs, but Jeff Ruch of Public Employees for
Environmental Responsibility says visitors to the affected
refuges will find a less enjoyable experience at no real
savings in tax dollars:


“All the cutbacks in the refuge system are less than what
we’re spending in Iraq in a day. I mean to put it in some
perspective, we’re talking about literally millions of
dollars versus billions of dollars that are being
hemorrhaged out of other government operations.”


Democratic Congressman Ron Kind co-chairs a caucus on
wildlife refuges. He says he’ll try to address the job cuts
in the next federal budget.

A new report from the US Department of Agriculture’s Inspector General shows the US Forest Service is spending too much money fighting fires. It suggests the feds get some help paying the bills from state governments. Mark Brodie reports:

A new report from the US Department of Agriculture’s Inspector General shows the US Forest Service is spending too much money fighting fires. It suggests the feds get some help paying the bills from state governments. Mark Brodie reports:


The Inspector General report says the Forest Service went over budget four times in the last six years, spending more than a billion dollars in each of those years.


The service blames the cost increase in part on housing developments. They say more homes are being built farther into the forest.


Tom Harbour is the Forest Service’s Fire Chief.


“All of us treat protection of life as our certain first priority, and then treat the protection of communities and values on public lands as our second, and you bet it does make things more difficult.”


But some state foresters say the real difficulty comes from issues like changes in the weather and too much fire fuel on federal land. They say downed trees and excess brush make it difficult for the forest service to contain fires.


Both sides say they’ll bargain hard when it comes time to pay the bill for fighting fires.

School Districts Encouraging Urban Sprawl?

Each year, Americans build a staggering one and a half million new homes. A lot of environmentalists say too many of these houses are big, single family homes on spacious lots. They say that wastes farmland and natural areas. But suburban planners say they’re forced to build that way by local governments, such as school districts. The GLRC’s Shawn Allee has more:

Each year, Americans build a staggering one and a half million new
homes. A lot of environmentalists say too many of these houses are big,
single family homes on spacious lots. They say that wastes farmland and
natural areas, but suburban planners say they’re forced to build that way
by local governments, such as school districts. The GLRC’s Shawn
Allee has more:


Jamie Bigelow makes a living building houses in suburbia. He takes a
dim view of his profession. For Bigelow, most suburbs don’t let
neighbors be… well, good neighbors. After all, homes are too far apart
for people to really meet one another and everyone has to drive far for
work or to just go shopping. According to Bigelow, families are looking
for something better.


“We believe there’s a growing market for people who want to be
interconnected and live in interconnected neighborhoods and housing,
primarily in the suburbs, no longer supplies that.”


So, about ten years ago, Bigelow and his father tried building one of these
interconnected neighborhoods in a Chicago suburb. They wanted shops
and parks nearby. They also wanted to close some streets to cars, so kids
could play safely near home, but one detail nearly derailed the project.


Under the plan, houses would sit close together on small lots. The local
zoning board hated this idea. According to Bigelow, they said small houses
would break the local school district’s budget.


“They want large houses on large lots, because for the school district,
that will give them a lot of taxes with not as many kids because there’s
not as many houses.”


The planners wanted Bigelow to build bigger, pricier houses. Bigelow and his
family fought that and eventually won. They did build that compact suburban
neighborhood, but victories like that are rare. Often, the area’s local
governments try to protect schools’ tax revenue by promoting large homes and lawns.


“They’re actually behaving, or reacting, very rationally.”


That’s MarySue Barrett of the Metropolitan Planning Council, a
Chicago-based planning and advocacy group. She says growth
sometimes overwhelms schools, and it can catch taxpayers and parents
off guard.


“They don’t have the revenue from their local property tax to pay for
hiring new teachers, so their class sizes become thirty-two, thirty-three.
And that family who said, Wait a minute, I came out here for good schools, now
I’m going to an overcrowded school? It’s the last thing I thought was
going to happen.”


From the schools’ perspective, larger lot sizes solve this problem. Big
lots mean fewer kids per acre. Larger houses bring in more property
taxes. That means higher taxes cover costs for the few kids who do
move in.


Barrett says the trend’s strongest in states like Illinois, where schools rely
heavily on property taxes. She says in the short term, the strategy keeps
schools flush, but it also pushes the suburban frontier outward, into rural
areas. That wastes land and hurts our quality of life.

The day’s over for this high school in Northern Illinois. A throng of
teens heads toward a line of thirty yellow school buses. Some of them
spend up to three hours per day riding between school and home.


Inside, Superintendent Charles McCormick explains what’s behind the
long rides. He says the district’s large size is partly to blame, but there’s
another reason. The area’s subdivisions are spread among corn fields,
far from existing towns and from each other.


“Well, the land use pattern itself disperses the students, so when you look
at what bus routing means, the position of one student can add ten to
fifteen minutes to a route.”


McCormick says local governments in his school district encouraged big
homes and lots, but even his schools can barely keep up with the costs of
educating new students. He says suburban planners just can’t risk
bringing in smaller homes and more kids.


“Well, if you were to run a business the way growth affects school districts,
you’d be broke because you cannot keep up with rapid growth that produces
for every student, a deficit.”


That’s because even high property taxes don’t fully pay for each
student’s education.


Land use experts say reliance on property taxes for education puts
suburbs in a tight spot. Some want to try allowing smaller homes or
even apartments, but school funding’s a stumbling block.


Like other reformers, MarySue Barrett has been pushing for an
alternative. She wants state government to kick in a bigger share of
education dollars. The idea’s to have enough funding for each kid, regardless
of how large or expensive their home is.


“And if we have a different way of paying for our schools that’s less
dependent on the property tax, we’ll begin to move away from this
problem that’s put a choke hold on so many communities.”


It will be an uphill fight, because states are reluctant to change their tax
structures, but Barrett says it’s the worth the political cost. She says, if
we want alternatives to suburban sprawl and its traffic congestion, we
need new ways to pay for education.

An environmental watchdog group is criticizing President Bush’s
proposal to slash funding for the Environmental Protection
Agency’s library system. The GLRC’s Sarah Hulett reports:


The proposed budget would cut two million of the two-and-a-half
million dollars that pays for EPA’s libraries and reading rooms.


Internal EPA memos suggest the cuts could close EPA’s main
library and some of its regional libraries, and shut down the
system’s electronic catalog.


Jeff Ruch is with Public Employees for Environmental
Responsibility. He says the proposed cuts threaten an invaluable
resource the serves government scientists and the public.


“And so for reports on particular sites – like for example:
contaminated sites or Superfund sites – they’re the only place in
the world where you can get some of the detailed investigations
that have been done.”


An EPA spokeswoman says the agency plans to make its physical
collections more widely available online, but it’s not clear how the
agency will pay for digitizing the documents.

Great Lakes are getting their share of cuts too:


Several groups are calling the President’s budget a net loss for the Great
Lakes.


A fund that helps states update their outdated sewage treatment plants is
slated to get one of the biggest cuts. Programs that protect fisheries from
the destructive sea lamprey would also get cut back.


Andy Buchsbaum directs the Great Lakes office of the National Wildlife
Federation.


“We knew that it was going to be a tight budget year, but it really was pretty
shocking to see the level of cuts in key Great Lakes programs. Now
there were some programs that went up but by and large across the board
the programs were severely cut, in things that are just critical.”


One action Buchsbaum says is critical is stopping the Asian carp from
getting into the Great Lakes. Right now, there’s no federal funding for an
electric barrier designed to keep the invasive carp out.


It’s now up to Congress to decide whether to go through with these
proposed cuts.
