Crude oil prices spiked a little because of Iran’s long-range missile testing and revelations of a secret nuclear facility.

But analysts think for the next several months we’ll actually see oil prices go down – maybe to around $30 a barrel, less than half of what it is now.

And that could hurt demand for fuels such as ethanol.

But the government has mandated the nation produce more ethanol.

Dan Flynn is an analyst with the trading firm, Alaron.

“Obviously the government definitely wants to push this through. However, the price of crude oil and gasoline, if that goes down, generally people look not to look for alternative sources of energy.”

One way to use more ethanol is to mix higher amounts with gasoline.

I’m just outside an ethanol plant in central Indiana and its pretty much like most ethanol
plants. There’re a lot of semi-trucks going by and they’re loaded with yellow corn kernels.


Most ethanol plants grind corn kernels for starch, they let that starch turn into sugar, then
they brew the sugary juice into ethanol. Now, this whole process would be easier and
cheaper if we could make ethanol directly from sugary plants instead of starchy grain
kernels like corn.


Pretty quick here, I’m gonna meet a guy who’s trying to make corn a plant that’s easy to
grow in the Midwest but produces sweet juice – not starchy corn kernels.

“If you walk over here, these are our sugar corn hybrids.”

I’m with Todd Krone. He’s a researcher with a company called Targeted Growth. He walks me
through a test plot of a plant nicknamed ‘Sugarcorn.’ He pulls off a ear of corn and pulls back the
leaves.

The ear is almost bare.

Allee: “There’re just a few stray kernels developing, very few.”

Krone: “Yep. A few got through.”

Krone says this plant avoids making corn kernels. Instead, it puts energy and sugar into the
stalk. He can prove it with a taste test – right here in field.

He snips a piece of stalk.

And pulls out a little press.

Krone: “You squeeze some of the juice to see how much sugar’s there. It’s up to you, if
you like, you could put on on your finger and taste. Is there sweetness?”

Allee: “Yeah, it’s definitely sweet. It’s definitely got a sweet tinge to it.”

Krone: “It might be a bit sweeter than pop might be.”

Krone says tests show Sugarcorn juice is as sweet as juice from sugar cane. He says this means
America could have a new plant that boosts ethanol production – but doesn’t compete with food,
and uses equipment farmers already have.

Krone: “For the farmer, not much changes until harvest when some logistics still need to
be worked out.”

Allee: “Obviously if you’re selling a lot of this corn, you’d be making a good deal of profit,
hopefully, what’s in it for the rest of us in terms of the success or failure of this, for drivers
and everybody else?”

Krone: “I would say, hopefully, it results in cheaper ethanol that can compete with cheap
oil. And then meeting that mandate to get more and more ethanol produced.”

Well, that’s the idea, but Targeted Growth would have to change more than just corn plants to
succeed. They’de have to change how at least some ethanol companies do business. And some
ethanol companies have some tough questions about it.

“How could you handle sugarcorn? How would you store it?”

This is Jeff Harts. He works at Central Indiana Ethanol. Harts says he likes the idea of using
sweet corn juice to make ethanol – it could be efficient. But he worries about getting enough to
run an expensive operation like his. He has no problem finding corn kernels.

“It’s a consistent flow of corn and we need that consistent flow to keep going. That’s why
we have storage, the farmers have storage. That’s why we have a local grain elevator
network to ship corn to us to keep that flow steady 12 months out of the year.”

Harts’ company might be a bit reluctant to change right away, but ethanol producers will have
find alternatives to the corn kernel. The government is capping how much ethanol can come
from corn starch.

As those requirements phase in, alternatives like Sugarcorn might look sweeter than they do
now.

Finding alternative fuel sources in our country involves looking at what nature has to
offer. In the West, they’re harnessing wind and solar energy. In the Heartland, it’s sweet
crops like corn. Susan Mittleman reports, in the South, they’re looking to their forests to
make cleaner, greener fuels:

Chuck Leavell plays keyboards for the Rolling Stones. But when he’s not on the road, he
spends his time on his plantation outside of Macon, Georgia, tending to some 2500 acres
of pine trees.

“This is our tree farm here.”

From this tranquil refuge of nature and wildlife, he sees these trees as a possible way to
reduce our dependency on foreign oil.

“The fact that we have such wonderful resources, our forest, and that we are
looking for new markets, gives us a lot of hope to be able to use our trees to make
energy products, whether its electricity or gasification processes or any matter of
liquid fuels.”

Cutting down trees and turning them into fuels might not seem like the greenest thing to
do.

But people like Jill Stuckey, insist it is.

Stuckey heads Georgia’s Innovative Center for Energy, and says there’s no better source
for clean fuel here, than the state’s 24-million acres of forest land.

“We grow pine trees like Iowa grows corn. And it’s a renewable source of energy.”

Stuckey says trees grow faster and are more accessible in Georgia than any place else in
the country.

“It’s a good thing. Because trees sequester carbon. And we harvest these trees and
plant new trees, so we’re continuously replenishing our supply.”

She says an acre of pine trees can yield about seven tons of biomass per year.

Biomass is basically any living thing that grows and then can be harvested.
And that stuff can be used to make ethanol, electricity, and bio-diesel.

At a small factory down in Albany Georgia, that’s what John Tharpe is making here.

Tharpe is semi- retired electrical engineer, and has designed a machine that converts
pine-tree chips into bio-diesel. The fuel can be burned to power and heat homes and
businesses.

“We’re using biomass. We make an oil and a char and then we are also looking now
at making electrical energy. You can use it in any commercial burner, such as
steam, boilers, those types of things.”

He’s already begun selling his biodiesel technology to people around the world.

So, Tharpe is making for electricity and heat. Other companies are making plans to use
trees to run our cars.

Range Fuels is building the ‘first-of-its kind’ bio-fuels plant in Soperton Georgia – which
will convert wood chips into green transportation fuels, things like ethanol and methanol.

Ron Barmore is the company’s project development director.
He says their facility is designed to produce upward of 100-million gallons of fuel a year.

“Our belief is that we’ll be able to compete with fossil fuels, with oil prices in the 70-
80 dollar a barrel range. We think long term that’s a viable place to be.”

And long-term sustainability is what tree farmers and environmentalists like Chuck
Leavell are looking for, not just for green energy, but for other reasons as well.

“These trees, in the period we plant them and their growing, they’re cleaning our
air, our water, providing home and shelter for wildlife, that helps everyone.”

More than 100 companies are looking at ways to use Georgia’s trees, in some form or
another, to produce greener, cleaner energy.

A dispute about bio-fuels could put passage of a climate change bill at risk. Lester Graham reports corn ethanol is at the center of a dispute among some Democrats:

Conventional wisdom in Washington these days is: it’s not a good idea to use food for fuel, so corn ethanol should be replaced by cellulosic ethanol – made from crops such as switchgrass.

The chairman of the Ag Committee, Democrat Collin Peterson, believes the Obama administration and Democratic leaders in Congress are putting rules and legislation in place to put corn ethanol at a disadvantage to cellulosic ethanol.

He says they’re forcing changes on corn ethanol makers and farmers that could ruin the future of the bio-fuels industry.

“They are setting this up to guarantee there will never be second-generation ethanol or bio-diesel.”

Congressman Peterson says the Climate Change bill is just more of the same. He says he won’t vote for it and he doesn’t think any of the 46 members of the House Agriculture committee will either.

The Obama administration wants us all to use more bio-fuels in our vehicles. Lester Graham reports on a proposed rule released by the White House:

The Administrator of the Environmental Protection Agency, Lisa Jackson, says this will mean blending more bio-fuels into petroleum.

“Under the proposed rule, the total volume of renewable fuel ramps up to a maximum of 36-billion gallons by 2022.”

But, for the first time, renewable fuels also will have to reduce greenhouse gas emissions.

Bob Dinneen heads up the ethanol trade-group, the Renewable Fuels Association.

He says the carbon footprint of ethanol is 61% smaller than petroleum. But the government wants to include indirect effects – such as reduced corn exports leading other countries to slash and burn rain forest to grow corn.

“We believe when that is better understood, ethanol is going to continue to demonstrate significant carbon benefits.”

The government will hear about their concerns and others during a 60-day comment period.

City Turns Mucky Grease Into Fuel

One city’s new program is taking the mucky sink-clogging grease from restaurants and converting it into fuel for its fleet of vehicles. As David Gorn reports, it’s the first effort of its kind in the nation:

It’s 6 in the morning, and a San Francisco sewage treatment plant is already in full gear.

Workers are unloading a tankful of used cooking oil from local restaurants.

But soon they’ll also be picking up something a little nastier from restaurants.

“Brown grease is culled out, pumped out by grease haulers and taken out of the city, often to landfills.”

That’s Karri Ving, biofuels coordinator for the San Francisco Public Utilities Commission. She says, instead of carting that grease off to a garbage dump, it will now be converted into biofuel.

“That material, that food material, is what we’re going to condense into a putty that gets converted into road-worthy biodiesel.”

Ving says San Francisco expects to process about 10,000 gallons of the
stuff every day.

But they won’t be just celebrating – they’ll be thinking through one of the biggest environmental problems we all face:

But they won’t be just celebrating –- they’ll be thinking through one of the biggest environmental problems we all face:

The group’s called the American Association for the Advancement of Science, and they’re putting on their annual meeting – one of the biggest science meet-ups in the world.
This time around there’s plenty of attention on the science of climate change.

The group doesn’t mince words on the issue.

Here’s CEO – Dr. Alan Leschner.

“The last five or more years has been a period of, frankly, denial by the US government about the need to address the problem of global change and its consequences for the world. Now , we think there’s a big opportunity, particularly with the new science appointments made by President Obama to be able to address these kinds of issues in a focused and coherent way.
Scientists there will present work on whether biofuels really help cut carbon emissions, what kind of food crops are best for the climate, and whether we’re losing fish species because global warming.”

And to headline the whole thing – former Vice President Al Gore’s dropping in later this week.

The partnering states want to reduce the amount greenhouse gases coming from car tailpipes.

Ian Bowles is Secretary of Energy with the Massachusetts Department of Environmental Protection.

He says the states would prefer that the federal government take the lead on this issue, but they’re doing what they can to limit carbon emissions from cars and trucks as soon as possible.

“If everyone waits and sits on their hands until there’s a global agreement, it’s going to take a long time to get anything done.”

Bowles expects the eleven-state agreement to spur investment into new types of ethanol and biofuels. And he says that will mean new jobs in science, engineering, and at fuel refineries.

“We’ll be creating a much bigger market for biofuels. Jobs will get created and greenhouse gasses will be cut.”

The states expect to have a legally binding agreement on the low carbon fuel standard by the end of the year.

Algae is attracting a lot of

I’m standing on a pontoon boat floating just a few feet off the shore of a saltwater bay.
Two men are standing in the waist-deep water around the boat. They’re guiding a layer of
floating algae into a funnel that’s sucking the algae into a burlap bag.

It’s an algae harvest – and James Stevens is directing the process. He says they
have to be careful not to suck up young salmon or other animals along with the
algae.

“This junction can be turned on, and it allows me to feed water into a box where
then I can sort and make sure there’s no by-catch actually coming through the
system.”

Stevens is Vice President and Chief Scientist of Blue Marble Energy. It’s
a Seattle start-up trying to turn algae into fuel. Most algae-to-energy researchers
are growing algae in giant tanks. Blue Marble has a different plan: gather algae
that’s already growing in noxious blooms along coastlines.

Here in Dumas Bay, not far from Seattle, huge blooms of algae often rot in the
water. That process uses up oxygen and kills marine life. And when the dead algae
washes up on the beach, it creates a smell the neighbors hate.

Blue Marble President Kelly Ogilvie says these algae blooms are common
around Puget Sound – but that’s nothing compared to more polluted waterways
elsewhere in the world.

“And the most recent, I think, salient example was Qingdao, China. And the
bloom that occurred there was, I think, like 800 square miles and they pulled a
million tons out of the water and that is prologue to what is going to be happening
on coastlines across the planet.”

Warmer water can help algae grow, and some scientists think global warming is
contributing to an increase in gigantic blooms. Nutrients from sewage dumping
and fertilizer runoff from farm fields and lawns also help algae flourish.

“If you think about what is actually happening in our oceans, the algae bloom
crisis has just begun. And if we can find a way to turn that new crisis into a
solution to something else, by goodness we’re going to try and make a go at it.”

Most companies doing algae-to-energy research focus on creating biofuels for cars
or jets. Instead of liquid fuel, Blue Marble wants to convert algae into natural gas
and biochemicals.

Along with private investment, Blue Marble has a contract with the Washington
Department of Ecology to collect algae at two bays in Puget Sound.

The department’s Alice Kelly is watching today’s harvest from the beach. She says
her agency hopes this gets rid of the rotten egg smell neighbors have been
complaining about without hurting the ecosystem, the sealife near the shore.

“It’s very important to protect that habitat. So we’re walking a very fine line here
between trying to deal with the excess odor problem and protect the near shore.”

Blue Marble’s approach provides that protection, she says, because its operation is
based just offshore. They aren’t dragging equipment across the beach. And today,
it looks like the only by-catch has been other species of algae.

But some conservationists have big concerns about harvesting wild algae for fuel.

One of them is Kevin Britton-Simmons, a researcher at
the University of Washington. He says a lot of unnatural algae blooms could be
prevented by keeping fertilizer and other pollutants out of the water.

“I feel this is essentially exploiting the problem instead
of fixing it. I’m concerned if we allow a business to develop that’s dependant on
this problem, what’s gonna happen when we fix the problem? Will there then be
pressure for this business to harvest natural populations of algae?”

Natural blooms are a valuable part of the food web, and he says removing them
could rob marine life of a major food source. He says it’s also hard to distinguish
between natural algae blooms and those caused by pollution.

Back on Dumas Bay, Kelly Ogilvie says his company has netted nearly 10,000 pounds of algae from the two harvests it’s completed. The next step is to
use bacteria to break down the algae into natural gas and various chemicals.

If all goes as planned, Ogilvie says Blue Marble’s first batch of natural gas will be
ready any day now.

president say the nation’s economy and
national security are closely tied with
its energy policy. But they each have
a different plan to build the market for
alternatives to foreign oil and other
fossil fuels. In the next part of our
series about shifting the nation’s energy
policy, Julie Grant takes a look at the
candidates’ views on renewable power, like
wind and solar:

John McCain and Barack Obama both talk a lot about new
sources of energy on the campaign trail. They see
alternative energy as a way to reduce our dependence on
foreign oil, to stem climate change, and even to boost the
economy.

McCain: “It’s wind, tide, solar, nuclear, offshore drilling.”

Obama: “That’s why I’ve focused on putting resources into
solar, wind, biodiesel, geothermal.”

Every president since Richard Nixon has promised to reduce
America’s dependence on foreign oil – but our imports have
only increased since the 1970s.

So what are each of this season’s contenders proposing?

Obama has been talking about huge investments in clean
technologies and energy efficiency.

“My energy plan will invest 150-billion dollars over the next
ten years to establish a green energy sector that will create
up to five million jobs over the next two decades. Five
million jobs.” (applause)

Obama wants to retrain steel and auto industry workers for
jobs building wind turbines and solar panels.

Wind energy is already contributing energy to the nation’s
electricity supply. Solar isn’t quite there yet. It needs more
research.

Edward McBride is energy and environment correspondent
for The Economist magazine. He says Obama plans direct
government investments in wind, solar, hybrid electric cars,
and making homes and businesses more energy efficient.

“He imagines a situation where the government is much
more heavily involved, not just in providing incentives but
actually in spending money. And therefore presumably the
government is in a position to pick and choose more which
technologies move forward.”

Unlike Obama, Senator McCain doesn’t plan direct
government investment in clean technologies. Instead,
McBride says the McCain is proposing tax credits for those
who do invest in them.

“He wants more broad-based incentives. Rather than
different incentives for solar and wind and so on. He wants
one unifying tax incentive.”

But McCain plans some direct government subsidies – for
nuclear and clean coal.

And although McCain talks about building a green economy
on the campaign trail, he doesn’t always seem convinced
that clean energy will provide the power America needs.

Here’s McCain speaking in New Hampshire last December.

“Most every expert that I know says that if you maximize that
in every possible way the contribution that that would make
given the present state of technology, is very small. It’s not
a large contribution. Even if we gave it the absolute
maximum, wind, solar and tide, etc. The truly clean
technologies don’t work.”

McCain is counting on the investment markets to decide
winners and losers in the renewable energy business.

But the markets don’t usually look long term, at things like
climate change. So both presidential candidates are
planning to put a price on burning fossil fuels, such as oil
and coal, that add to the problems of climate change.

That alone could provide another incentive for clean
competitors.
