Canada and its effect on international water policy. The Great Lakes Radio Consortium’s

Devils Lake in North Dakota sometimes floods homes and farms. So, the state planned
to divert lake water into a river that flows into Canada. But Canada worried pollution
and invasive species would flow across the border.


It turned to the International Joint Commission.


The IJC reviews water disputes between the U.S. and Canada… including Great Lakes
issues.


The U.S. government didn’t want that review.


Great Lakes mayors and governors wanted North Dakota and the U.S. government to
relent. At the last minute, the U.S. agreed to a review, but only after the project’s
underway.


Blair Seaborn was Canada’s top representative to the IJC.


“We worry a little bit when we see these rather unilateral positions rather than the very
good bilateral work that we’ve normally operated under.”


Seaborn says the larger water agreements … like ones affecting the Great Lakes … are
still intact.


But he says Canada feels stung by the rift.

Life as a Wood Boat Builder

Some people dream of making things with their hands while they spend their days at the office shuffling papers. Others know from early on that they’re supposed to create with their hands. The Great Lakes Radio Consortium’s Lester Graham profiles a man who knew his art would be of wood and water:

At just about any large of expanse of water, you’re likely to find a boat owner who’s found an old wooden powerboat and restored it. The gleaming mahogany or cedar deck is so shiny it looks like plastic.


Here at the Antique Boat Museum in Clayton, New York, thousands of people visit every year, but especially when the antique boat owners gather to show off their craft. John MacLean is the Executive Director of the museum.


“These antique boats are extraordinary pieces of furniture. People would pay a fortune to have this kind of craftsmanship in their furniture in their houses. They have to be fabricated so well and the craftsmanship has to be so good because they have to be watertight.”


The wood powerboats were built from the beginning of the 20th century into the 1940’s. But there are a few wood boats that are not nearly that old. A handful of people are still building the boats. Some are replicas of old designs and some are new designs that look like they might have been built 75 years ago.


Everette Smith is among the contemporary boat builders. He started building boats in 1971… when almost no one was building them. He remembers thinking every step in the process seemed to be a major accomplishment.


“I had finished putting my first plank on. I was so proud of it. I pulled the clamps off and I stood back. And it just went ‘pshhkt’ – it sprung off in a bunch of fragments. So, by the time you really get done with it, you know you’ve accomplished something. It’s a pretty remarkable thing. I think the moment, though, is the moment you first get in it on the water. I mean that is a magic moment.”


Well, that kind of seems like an invitation.

I asked if we could take one of his new, but old-looking boats – a long racing boat – out on the water.


“We’re in the Saint Lawrence River in the middle of the Thousand Islands just off Clayton, New York. We’re in a reproduction of a 1910 Lierre number boat designed by Charles Mauer. There were originally twenty of them built, so this is number twenty-one. Top speed’s about thirty-five. You know, it’s a smooth ride, but it’s not fast.”


Fast enough. Water splashes the skipper and passenger every time the racing boat hits a wave. Smith jokes about how the original boats quickly added some windshields. Not this one.


Smith says, as a kid, he was inspired by a great uncle who used to carve canoe paddles for the kids in the family. His grandfather and father taught them to maintain and varnish the wood boats that they had then, and his father used to buy boat kits for Smith and his brother to build.


“I am sort of aware of how the older generation might be looking down and thinking about what we’re doing, and there are times I’m really happy because I know that my Great-Uncle George and my grandfather would love the canoe stuff and the small boat stuff. I think they would really dig that.” (laughs)


And Smith’s contemporaries also dig it. Rebecca Hopfinger is curator of special events at the Antique Boat Museum. She says wood boat builders are admired for their craftsmanship, and their determination to pursue their art.


“Well, I think some of the people wish they were Everette. You know, I’ve heard so many guys come through the front doors of the museum and say, ‘Oh, when I have some more time, I’m just going to work in my shop and try and build a boat.’ And, you know, Everette lives it, breathes it every day. So, there’s maybe a little bit of jealousy in a sense, but there certainly is a desire to the work like Everette does.”


Everette Smith says building wood boats just came naturally in a way that a lot of people who came of age in the 1960’s embraced. Smith says he recently read Bob Dylan’s autobiography and it stirred some of the old feelings that lead him to his career.


“And I realized, reading his autobiography, that the wooden boat thing for me was just sort of a natural progression from that time. It was interest in something that was wholesome and demanding and interesting and useful, you know. And it all seems to fall right in place. It was ‘Of course.’ I didn’t have to think it over, ‘Well, am I going to do this?’ It was just like, this is obvious. This is what I want to do. This is what I got to do.”


And apparently, he’ll keep doing it. Because in his shop: nautical hardware, long boards of hardwood, and parts of salvaged antique boat motors – all seem to promise that Everette Smith will be putting a lot more gleaming wood boats on the water.

Neighborhood Science Lessons for Teachers

And they say that makes subjects like biology and ecology boring. It also reduces students’ interest in protecting the environment. These teachers are finding a way to bring science home. The Great Lakes Radio Consortium’s Linda Stephan reports:

It also reduces students’ interest in protecting the environment. These teachers are finding a way to bring science home. The Great Lakes Radio Consortium’s Linda Stephan reports:

And these science teachers aren’t far from home either. They’re at the Lake Michigan shoreline pulling out a 150 foot net to catch fish. The teachers are getting an in-depth look at environmental issues near their homes in Michigan. And in return, they’ll weave those topics into their lessons this fall.


Today, their task is to catch a sample of fish, identify them by species, and to figure out whether those types of fish can survive in polluted waters. In the end, they’ll decide whether to let a hypothetical development group build a marina here. Michigan Department of Natural Resources biologist Todd Kalish built the scenario based on proposals he’s seen.


“This is a diagram of the proposed marina. They’re going to have to dredge about eighty cubic yards of sediment, and they’re also going to construct seawalls.”


Kalish says dredging will stir up sediment that can hurt some types of fish. Simply labeling fish will get some students’ attention, but Kalish says teachers can get more interest from more students by combining that lesson with his marina proposal. And it will also teach students how the environment is affected when we build things.


This training is the brainchild of Mary Whitmore, a curriculum developer. She’s using students’ local communities to inspire them to care about science, and she’s using science to inspire students to care about their communities. Whitmore’s setting up similar trainings in a lot of towns. She says investigating each community separately is a lot of work, but it’s necessary.


“My attitude has shifted completely from focusing solely on teachers – which I did for many, many years – to suddenly realizing that unless communities become meaningfully engaged with their schools, educating young people is going to become an increasingly difficult problem.”


Whitmore says that’s particularly true with life sciences. She says the subject’s ultimately about diagnosing and solving problems. And just talking about what some scientist has already figured out or simply labeling a fish misses the critical point for students. Who cares?


Whitmore says that’s especially true today when fresh water seems to come from bottles, instead of from a stream or a creek and produce at the grocery store rarely comes from a local farm. She says these days we’re not really connected with the environment that keeps us alive. But Whitmore says with the help of local environmental groups and other community partners, teachers can fit those lessons into the standard curriculum.


“As a high school teacher, I know I have to teach about, let’s say, ecology. And so, what I’m going to do is use water as a theme for my teaching about ecology. And I’m going to still be teaching the state standards and benchmarks in science. But I’m going to be doing it in a way that is much more meaningful for my students.”


Whitmore says teachers who attended her first training last year changed how they teach. They’re doing projects that mean something to students. One’s working with students to build rain gardens, others are raising salmon.


Teachers here today say it was already their goal to incorporate local issues in the classroom, but some say they couldn’t effectively teach on local issues because they didn’t understand those issues themselves. Christie Jenemabi Johnston teaches seventh through twelfth grade. She was impacted by a tour of the local wastewater treatment plant.


“Yes, I know how water treatment is done, and the essentials and the mechanics of it. But I never really took it to heart as far as what it meant in my immediate surroundings. And it just – it makes a big difference now.”


And she says knowing those things can help her students to get involved in their community. Of course in the end, if this model is to be truly successful it has to grab the attention of students, not just teachers. While the teachers were taking fish from the nets, a couple elementary-aged children were swimming nearby and they came over to see what was caught.


“Come on and look!”


“Wanna see ’em?”


“How big?”


“Oh, just little baby ones.”


“I don’t know are they all baby fish just because they’re little?”


If these kids are any indication of student response in the classroom, the programs just might work.

But one community’s facing a fight over how much water a new power plant might use. It’s a debate more of us might face in the future. The Great Lakes Radio Consortium’s Shawn Allee reports:

Battles over power generation usually involve air quality or even how much fossil fuel is used to generate electricity. But one community’s facing a fight over how much water a new power plant might use. It’s a debate more of us might face in the future. The Great Lakes Radio Consortium’s Shawn Allee reports:

A bearded guy by the name of Smitty is helping fisherman heave off from his riverside marina. On this sweltering afternoon, the marina’s hosting a big fishing tournament. The tournament’s bringing in lots of business, but Smitty’s got a problem. The area’s been hard up for rain recently, and the water’s pretty shallow.


“It makes quite a bit of difference. A lot of the access areas, the small river channels that lead into here aren’t accessible when the water gets low. It’d affect our business, mean a lot less people being able to use it.”


Smitty wonders whether there’s something else keeping this river, the Kaskaskia, shallow. Lately, he’s been asking whether a coal-fired power plant has been using too much river water. The Baldwin power plant, just east of the St. Louis metro area, is owned by Dynegy – a big power company.


Baldwin cools its generators with water from the Kaskaskia. Now another company, Peabody, is building its own power plant nearby. And that new plant will need river water to cool its generators, too.


Several environmental groups and local activists oppose the project. They say the Kaskaskia doesn’t have enough water for a new power plant. They say wildlife, boaters, and city drinking supplies already use the Kaskaskia. The Peabody Company says the plant won’t endanger the river’s water levels. The company will use the latest technology to conserve water.


But, even with hi-tech equipment, Peabody wanted to pump about 30 million gallons each day from the Kaskaskia. State regulators said no, and restricted the plant to 13 million gallons a day. That’s still about as much water as a town of 85,000 people uses, and only 10 percent of the water is ever returned to the river, the rest just evaporates.


Kathy Andria is with a local Sierra Club chapter. She says the project’s water needs are surprising, and worrisome.


“They have water battles out in the West. We haven’t had it before here, but this is really showing what’s in the future for us.”


Andria’s fears could apply not just to this river, but everywhere. The power industry’s already the biggest user of water in the United States, but it’s likely to need even more water soon. In the next few decades, electric companies plan to build at least 100 power plants that will need lots of water.


Right now, no one’s sure what will happen when they start drawing water from lakes, rivers and underground wells. In the meantime, the power industry is looking at ways to better use water.


Robert Goldstein is with the Electrical Power Research Institute, an industry research group. He says the industry’s improving systems that use no water at all, but those are very expensive. In the meantime, though, demands on water continue to rise. And Goldstein says the industry is aware that it has to compete for water.


“It’s not a question of how much water is there. It’s a question of how much water is there, versus what all the various stakeholders want to do with that water, what their aggregate demand is.”


He says even in regions that seem to have a lot of water, communities need to look closely at their future water needs. Goldstein says everyone, not just the power industry, will need to plan water use better.


People outside the industry are also watching how much water power plants use. Dr. Benedykt Dziegielewski is finishing a federal study on the subject. He worries about situations where several power plants draw from the same river or other water source at the same time.


“If you locate another plant, more water will be diverted from the system and at some point it will pre-empt other uses in the future from that same source.”


He says many areas could see more of these kinds of fights over water. Until we know more about demands for water, Dziegielewski says the industry should be as efficient as possible.


“As we go into the future, there is a need to control or reduce the amount of fresh water that is used for electricity generation.”


Environmentalists say that’s the least that can be done. They’re asking why coal, natural gas, and nuclear power plants have been allowed to use so much water already. But not all power sources do.


Wind power and other alternatives use little, if any, water. A U.S. Department of Energy report recently made that point.


But given the political clout of the fossil fuel industry, it’s still easier and cheaper to generate power that needs lots of water.

When energy-conscious homebuyers look for a new house, they usually check for the right things: high-tech insulation, special windows, high-efficiency furnaces.


But one researcher suggests these homebuyers waste energy by buying more house than they need. Alex Wilson compared the size and efficiency of American homes for MIT’s Journal of Industrial Ecology. He says, since 1950, American families shrank by twenty-five percent, but their houses are now twice as large.


“If we’re significantly increasing the house size, our energy bills are still going to go up. So we lose the benefits that we would otherwise realize through these better technologies.”


He does hold out hope for bucking the trend toward miniature mansions. A number of architects want to make smaller homes more attractive through higher-quality design and materials.

Wisconsin and Michigan have had programs to euthanize gray wolves
that are destroying livestock. But in January, a federal court returned
the wolves to endangered status and halted the two states from
killing problem wolves.


A couple months later, the U.S. Fish and Wildlife Service issued new permits for Wisconsin and Michigan. But Humane Society attorney Patricia Lane says federal officials didn’t allow enough public input.


“They basically issued these permits under the table without any notice.”


Lane says the lack of public debate sets a bad precedent.
But the Fish and Wildlife Service says Wisconsin and Michigan were
told they could resume killing problem wolves, because the new
permits were similar to ones issued in the past.

Hogweed is so unusual looking, it stands out. It can grow twelve feet high with big white umbrella shaped flowers, leaves as large as five feet across, and white hairs on the stems.


Its unique look has prompted members of garden clubs to swap samples and spread the plant around, but that’s a problem because if you get hogweed sap on you, it can neutralize yours skin’s protection against the sun.


The result: blisters, just like a second-degree burn. Lee Ann Mizer speaks for the Ohio Agriculture
Department.


“I guess the closest thing for people to understand in comparison is that of poison ivy, and this is something that’s a lot more dangerous than poison ivy.”


Federal and state agriculture officials advise people who spot hogweed in forests or on their own property to stay away and call authorities. To kill the plants, they use a special pesticide.

Third Gl Hotspot Slated for Cleanup

Cleanup will begin later this month at another of the Great Lakes’ so-called “toxic hotspots.” Crews will soon begin dredging the Ruddiman Creek and Pond near Lake Michigan. The Great Lakes Radio Consortium’s Michael Leland has more:


Ruddiman Creek near Muskegon, Michigan, is considered one of the most polluted waterways in the state. By the end of August, crews will begin scooping eighty thousand cubic yards of toxic mud from the creek bottom.


It’s being funded in part by the Great Lakes Legacy Act – a federal program aimed at cleanups like this one. In 2002, Congress earmarked 54 million dollars a year for the cleanups, but so far, less than half that amount has been appropriated. Phillippa Cannon is with the EPA’s Chicago office. She says that has slowed cleanups somewhat, but so have other requirements.


“Areas that need to be cleaned up and have a project that’s far enough advanced that it’s ready to go, they also have to find another source of money to match the Legacy Act money. The Legacy Act will pay for about 65 percent of the cleanup.”


Ruddiman Creek will be the third of the Lakes’ toxic hotspots to be cleaned up. There are thirty-one hotspots on the EPA’s list.

Dumpster Divers Find Their Gold

A group of activists has found a way to live almost entirely off the stuff other people throw away. The Great Lakes Radio Consortium’s Amy Coombs finds, one person’s trash is another’s ethical lifestyle:

“Cheesy bread, it’s kind of nice heated up… Some people love this crap.”


Jean C. has been dumpster diving for eight years and no longer considers it a chore.


“Dumpster diving can be a spiritual endeavor if you happen to believe it’s a sin to throw away food.”


C. is an activist. She’s also an accountant and is by no means homeless. She says she dumpster dives for food, clothing, office supplies, and building materials because she can’t bring herself to support wasteful manufacturers.


“The point of the dumpster diving lifestyle is to reclaim the waste of consumerist society.”


After dumpster diving in four major metropolitan areas, C. says you would be amazed by how much perfectly good stuff society throws away. If you do your homework, she says you can find almost anything you want.


“We’ve found organic cherries and chocolate and organic tofu, organic tofu burgers, chocolate soymilk, once we even found a whole case of white wine.”


Probably not too surprisingly, health officials say the lifestyle raises some sanitation concerns. Jerry LeMoine is a Food Inspector at the Santa Cruz County, California Health Department. He says even if dumpster-divers go for high-quality organic foods, taking food from a dumpster is risky.


“Potentially any type of bacteria could grow in a dumpster. Flies can get into dumpsters, rats, other types rodents, disease vectors, so it’s just unknown as to what the conditions are there and conditions might change at any moment in a dumpster.”


Dumpster divers say they’re aware of the risks, but Jean C. says she exercises great discretion. She says wading knee deep through other people’s trash is no worse than grocery shopping, as long as you know what to look for.


“We never eat unsanitary or dirty food. We only take meats if they’re frozen or vacuum sealed. Once we found a whole dumpster full of smoked salmon that was not going to go bad for years – and that was good. Everybody ate it.”


Lee Turner,a long-time dumpster diver, says people throw things away because Americans are wasteful. Turner has spent the past thirty years troubleshooting ways to build gadgets from others’ trash. He’s even built a back woods cabin entirely from salvaged materials.

“Welcome to my home… This is the kitchen, spice rack, this is the food cabinet, got running water, there’s a rain barrel, see…”

Turner built his shack illegally in a public forest, but he says he’s always been careful not to hurt the surrounding environment. He considers dumpster-diving to be part of a larger love for Nature.


Turner says using material that’s headed for the landfill makes a lot more sense than buying wood and encouraging the lumber and timber industry to cut down more trees.


“Most of the materials are found materials. Some of the wood came out of dumpsters.”


Turner and C. have turned dumpster-diving into an organized effort. They target the highest quality products, they stake out factory dumpsters to learn when mislabeled items are routinely tossed, and look for store employees willing to leak information about the next scheduled inventory reduction. It’s a conspiracy to salvage.


“What happens in a dumpster-diving collective is that you need to get a small group of quiet people, hopefully, and have them take a large amount of food back to a central location, where you’re going to wash it and process it and redistribute it, so that everyone gets what they need.”


It’s impossible to know how many students, activists, and old nature lovers scour garbage cans, but dumpster-diving is becoming an increasingly popular sport. And despite the social inhibitions and threat of food contamination, activists such as Turner and C. say they won’t abandon their search for edible, usable and fixable refuse any time soon.

But there are a lot of lakefront property owners who believe that beach strolling amounts to trespassing. And in at least two states in the region, that dispute has wound up in the courts. Many people enjoy strolling the beaches of the Great Lakes, and believe it’s as much their shoreline as anyone else’s. But there are a lot of lakefront property owners who believe that beach strolling amounts to trespassing, and in at least two states in the region, that dispute has wound up in the courts. The Great Lakes Radio Consortium’s Rick Pluta has more:


In Michigan, the state Supreme Court recently declared the entire 3,200 miles of Great Lakes coast is public property. But a group of lakefront property owners says the decision has created a host of problems.


They’re complaining that it appears to leave them with no recourse for dealing with people who cross the line of considerate behavior, such as loud picnickers, and careless dog-walkers. Ernie Krygier is with one of the most active property owners’ groups, Save Our Shoreline.


“There’s a lot of other instances that we’re concerned with, and it all goes back to ownership and control to the water’s edge. If you don’t own it, it’s going to be very difficult to control it.”


The Michigan property owners now want the state Supreme Court to issue a more-detailed ruling on what’s allowed and not allowed on the Great Lakes beaches. Krygier says they’re also hoping to win back at least some of the shoreline.


If not, he says, the property owners could file a lawsuit claiming the court’s action amounts to a seizure of their property, and they’re entitled to perhaps billions of dollars in compensation.

A sign posted here on a Lake Michigan beach by a property owners’ association warns people who might wander past that they’re about to tread upon private property, but many people walk right past it anyway to enjoy a stroll on the shoreline. Jim Wright lives nearby, and says he’s walked this stretch of beach for twenty years.


“They, they put out little signs and that. But the signs, you know, are not anything official. It’s just something they got from a signmaker. And so we just kind of ignore them, and they accept them being ignored.”


The recent Michigan Supreme Court said it’s okay for Wright and everyone else to ignore the sign. The ruling said Great Lakes beaches are a unique resource, held in trust by the state for the public to use and enjoy.


The court said public access in Michigan extends from the water to the high water line. That line meanders from beach to beach, from lake to lake, and from season to season. It’s generally indicated by debris deposits, or the absence of beach grass and other vegetation, and Jim Wright says the court made the right decision.


“I’ve always felt that the whole shoreline belongs to the state and no one person, so that was a good ruling that they made and I think most people will be very happy with it.”


It’s a controversy that’s playing out in other Great Lakes states. In Ohio, officials are saying the Michigan decision supports their position that the Lake Erie coast belongs to the public. Shoreline property owners there are suing the state, asking a federal court to declare they own the beaches adjacent to their property.


Noah Hall is a Wayne State University environmental law professor who’s filed briefs on behalf of conservation organizations supporting public access to the entire Great Lakes shoreline. He says the Michigan decision will have a regional impact.


“I think that it would be completely reasonable and expected for another state to look very hard at Michigan’s reasoning and analysis in this case and probably adopt a similar line.”


He says the Michigan decision is a boost to those arguing the entire Great Lakes shoreline belongs to the public, and not to any private interest.
