Shrinking a Rust Belt City

Folks in lots of rust-belt cities
are used to hearing about the declining
population. Over the past thirty years,
people have been moving away from
cities such as Cleveland, Detroit,
and Indianapolis. Julie Grant visited
one city that’s embracing its newfound
smallness – and trying to un-build some
of its neighborhoods:

one city that’s embracing its newfound
smallness – and trying to un-build some
of its neighborhoods:

For decades, Youngstown, Ohio has been a city looking to its past. It was booming in the 1950s. The steel industry brought good paying, reliable jobs. City leaders back then planned for the population to blossom above 200,000.

It never got there. The steel mills closed, and people left. Youngstown lost a lot of people.

Mayor Jay Williams says that about ten years ago, they started holding community meetings. They wanted to figure out how to make the city run better for the 80,000 people who are still here.

“While it was an acknowledgement of the fact that we were going to be a smaller city, it also was an understanding that smaller didn’t have to be inferior. And that started a series of things that led us to where we are today.”

Now they are in the process of demolishing 2,000 abandoned homes and other buildings. They actually want the people to leave some areas – so the city doesn’t have to spend money on things like power, utilities and snow plows on those streets.

Mayor Williams says, in some neighborhoods, there are entire blocks that are abandoned, except for one or two houses.

“So from that standpoint, we do have a moral, and an ethical and legal obligation as a city to provide certain services. But what we’re trying to do is balance that with the fact that sometimes it doesn’t make economical or business sense.”

A lot of the times those holdouts are older folks, who don’t want to move – and might not accept that the city doesn’t plan to return to its former glory. The new leaders want to embrace the city’s new small-ness – and improve the quality.

Thing is, most of the leaders in Youngstown today are – young. The mayor is 37, the Congressman is 36, and Community Organizer Phil Kidd just turned 30. Kidd says his generation doesn’t really remember those glory days of the steel mills.

“So we don’t remember how things used to be. We’re not bitter about what happened. We are here by choice in Youngstown as young people. And when you bring that to the table, there’s a different type of lens in which you look at Youngstown, I think.”

Kidd says his generation can see that the infrastructure needs to be the right size for the people who live here now.
He says making the necessary changes will open up all kinds of new opportunities for Youngstown.

“And we look at it as almost a blank canvas, in a way, to really be progressive about being as kind of new urban pioneers, in a certain regard. But with respect for the history for this community.”

And that new vision is inadvertently attracting some young people back to the city.

Maggie Pence grew up in Youngstown, and like a lot of people, moved away after college. She needed a job. And some hope for a bright future.

“When I left, I thought, ‘this is just, nothing’s ever going to change.’ It’s always going to be lamenting the steel mills, waiting for the next big savior. It was the waiting, just waiting, to see what was going to happen.”

Today, Pence is swinging her 11-month old daughter at a park just north of downtown Youngstown. She and her husband are renovating what was a boarded up, foreclosed house nearby.

Pence largely credits city leaders for her decision. When she saw their plan, called Youngstown 2010, she decided it was time to move her family back from Brooklyn, New York, to Youngstown.

“Yeah, I mean, seeing 2010 and seeing what they were doing and having make sense to me made me realize that you could come home again, kind-of. I mean, okay, there’s a future.”

The city isn’t sure exactly what it’s going to do with all the new open space – once all the abandoned houses are demolished. Some people are planting trees and neighborhood gardens. Community leaders say the people who live here will have to decide what they want the new city to look like.

A lot of shrinking cities in the Rust Belt will have to figure that out. Sooner or later, shrinking tax bases won’t support all those barely used streets, sidewalks and water lines.

Protesters claim Pittsburgh police are cracking down on them before the international economic gathering begins.

The 3 Rivers Climate Convergence says the police have illegally search and impounded a bus supplying food for protesters.

Lisa Stolarski of 3 Rivers Climate Convergence, says officers have sought out environmental groups to hassle.

“I feel like the police are cracking down on green voices. I feel that we are being especially mistreated in Pittsburgh.”

While police crackdowns are typical around international summits, protesters say they had hoped that the city’s signage stating “Pittsburgh Welcomes the World,” also applied to them.

Wangari Maathai: Because 20% of the greenhouse gasses, especially carbon, comes from deforestation and forest degradation.

Lester Graham: You know, in the US, it seems the rainforests are so far away – it’s hard to imagine what I can do to have some affect on their future. What can someone like me to do save the rainforest?

Maathai: Even though we live very far from the Amazon, or from the Congo forests, or from the Southeast Asian blocks of forest, these three are the major lands of the planet. They control the climate from very far away. So, the planet is very small when you come to discuss these huge ecosystems.

Graham: But what is it I can do to change things?

Maathai: Well, one thing I think is very, very important – especially here, in North America – when legislators are discussing this issue at Capitol Hill, is to influence your legislator. Convince him or her that dealing with climate change is a very important issue and that it is very important to have legislation that will facilitate this. Because no matter how much we know and recognize the dangers, until our leaders give us legislation around which we can work, it just continues to be talking. And we need this legislation, so I hope citizens will call their leaders.

Graham: What, specifically, can the United States do to save rainforests around the world?

Maathai: Well, I think that one of the agreements that we are hoping will take place in Copenhagen – and America will be part of this – in fact, we hope that America will provide the leadership in Copenhagen – is to agree on a financial mechanism that will help countries that have huge forests – the Amazon, the Congo, the forests in Indonesia and Borneo and that region – that there will be money that will be made available so that these countries will be financially compensated so that they keep these forests standing. Now, if America, the United States of America, if she’s left out – the way she was left out in Kyoto – we can’t go very far. Because, believe me, America – her actions, her attitude – influences the thinking in the world. So I’m hoping that America will provide the leadership and will also contribute towards the financial mechanism that is needed to support forests.

Graham: In your leadership of Green Belt in your native country of Kenya, you’ve used the action of planting a tree as a political statement. In the US, we spend a lot of time talking about using less fossil fuels, but there’s not a lot of talk about planting trees. Are we missing part of the solution?

Maathai: I think it’s very important to encourage farmers, individual citizens to plant trees. And, I’m very happy to know that in some of your states, tree planting has been embraced as one of the solutions. It’s one of the activities that every one of us citizens can do and feel good about it, and teach kids to do it, because every tree will count. And when there are 7 billion of us, almost, in the whole world, so you can imagine, if every one of us planted a tree and made sure that tree survived – can you imagine the impact?

Some EPA scientists say greenhouse gas emissions are not just about tailpipes and smokestacks. They say you have to look at the big picture.

42% of the greenhouse gas emissions in the US are related to everything that goes into creating the food and products we use, and then throw away. So, they say more reduce, reuse and recycle. And, a lot of emissions are caused by urban sprawl. We have to drive everywhere.

Brigit Lowery is with the EPA. She says there are ways to reduce those emissions too.

“Encouraging compact development, such as promoting smart growth. But also reducing development pressures on green space, such as redeveloping formerly contaminated properties.”

Lowery said she knew going into it that land use and resource management contributed to climate change. But she was surprised by how much.

Pet Pythons on the Loose in Florida

sit up and take notice. That’s the
problem facing the state of Florida,
where Burmese pythons have moved in
to Everglades National Park. Now,
scientists are trying to figure out
if the snakes could spread to the
rest of the country. Samara Freemark reports:

is a giant snake, well, most people
sit up and take notice. That’s the
problem facing the state of Florida,
where Burmese pythons have moved in
to Everglades National Park. Now,
scientists are trying to figure out
if the snakes could spread to the
rest of the country. Samara Freemark reports:

Meet South Florida’s newest invasive species – the 20 ft long, 200 lb,
Burmese python.

“They’re impressive animals. They’re really impressive animals. And
they’re breeding
like crazy out there.”

That’s python researcher JD Willson. He says the pythons probably started
off as pets –
until their owners got bored of them and dumped them in the Everglades. Now
those pets
have procreated their way into a huge wild population.

“Certainly thousands. Certainly tens of thousands. Some people have gone
as far as to
say hundreds of thousands.”

Willson says most pythons won’t attack humans. But they do pose a big
threat to local
ecosystems.

“These are snakes that are top predators. They eat alligators, they got a
bobcat record, a
couple of white tail deer. These are a predator that native wildlife are
just not prepared to
deal with. They’re not used to having a giant snake around.”

Florida lawmakers are considering putting a bounty on the pythons – paying
hunters to
kill them. And people in neighboring states just have their fingers crossed
that the
pythons won’t spread north.

But no one really knows enough about the snakes to come up with a good
control plan.

Willson and some other researchers are trying to change that.

“This is the python enclosure.”

They’ve built a little artificial habitat in South Carolina, surrounded
it with a really tall
wall, and filled it with 10 pythons. The researchers want to learn more
about how the
snakes behave in the wild, and see if they can make it through a winter
with freezing
temperatures.

The snakes are tagged with radio transmitters, so the scientists can track
them and record
data on how they’re doing.

Freemark: “It’s safe to be in here?”

Bower: “Oh yeah, they’re not aggressive.”

Inside a student volunteer, Rick Bower, is tracking the snakes with a radio
receiver.

“As you sweep it across, you can see how the signal strength changes and
you get an idea
of where the strongest signal is coming from.”

The receiver tells us we’re basically standing right on top of one of the
pythons.

“Yeah, he’s right at our feet. Yeah, he’s down there.”

But we don’t see anything, even when Willson starts jabbing a stick at
the source of the
beeping.

“Somewhere within an 8 foot radius of where we are, there’s an 11 foot
snake. And he’s
hiding in this aquatic vegetation. And not only can we not see him, but
poking in the
vegetation doesn’t seem to be eliciting too much of a reaction.”

He’s a really sneaky snake.

Whit Gibbons is also working with the crew. He says that if the scientists
have so much
trouble tracking down their pythons, in an enclosed cage, using radio
transmitters –
there’s no way bounty hunters could make even a dent in the Everglades
python
population.

“So they find a hundred, so what. There’s a hundred thousand left. No
one’s going to find
100,000. I mean, we’ve got ‘em in a small enclosure, 10 big snakes,
over 75 feet of snake
if you add them up. And you can’t find them.”

Instead, Gibbons says people could opt for a harm reduction strategy- focus
on limiting
the spread of the snakes, try to protect species they threaten.

“One position is, ‘okay, they’re here, here’s what they can do to
us, or to our pets, or to
the wildlife. Let’s learn to live with them.’”

The South Carolina python study ends next summer. JD Willson says he’s
not sure what
they’ll do with the snakes afterwards. But he does know one thing –
they’re not going to
release them back into the wild.

In December, in Copenhagen, nations around

Tomorrow, the UN Secretary General is holding a summit of the heads of state.

Janos Pasztor is the Director of the Secretary General’s Climate Change Support Team. He says, although the world’s leaders won’t be directly involved in the negotiations, its’ good for them to spend a day talking about the broader political implications of global warming.

“What we expect is, at the summit, heads of states will consider those broad political issues and give—not just impetus that they need to be fixed, but even give some direction, some vision on how they can be fixed without actually getting into the negotiation itself.”

Pasztor adds it might even be a good thing if the U.S. does not pass a climate change bill before Copengagen. That gives the U.S. some room to negotiate instead of showing up and saying ‘There it is. Take it or leave it.

Keeping the Breadbasket From Drying Up

Bob Price is every bit the Heartland farmer. He’s dressed head-to-toe in denim with a belt
buckle the size of a small plate. Just like his neighbors, he grows thirsty plants like corn
and alfalfa. But, the land is so dry and so sandy that many agricultural experts think it’s
not suitable for farming.

When Price moved to Southwestern Kansas in 1973, it didn’t seem to matter that the land
was so dry. In his pick-up, on the way to his farm, he tells me that it was the beginning
of an irrigation boom.

“Out here everyone was getting up early, going to work, and all along Highway 50 it was
irrigation pumps, irrigation pipe, engines; this was like a frontier back then.”

At that time, the government heavily subsidized the costs of irrigation. The farmers were
getting an almost immediate return. Their land appreciated almost overnight once
irrigation was established.

Farmers began to pump water – and lots of it – from one of the world’s largest
underground water supplies, the Ogallala Aquifer. They pumped two-feet of water for
every acre they farmed, right onto their crops.

“Meanwhile, the water table is declining and the water that we’re pumping is coming
from farther and farther down and, even with the same energy cost, it cost more to suck
water out of the ground from 500 feet.”

Last year, it cost Price more than $200,000 for the electricity to run the pumps to irrigate
about 900 acres of land. It’s one of the reasons he started to consider other options.

At the same time, the government, on both the state and federal level, started to think of
how to save the water left in the Ogallala Aquifer. Rivers were drying up and several
states in the Plains were suing or being sued for taking more water than they’re allowed.

Several states initiated water conservation programs as a response; Kansas was the first to
do it without the threat of a lawsuit. The program started in 2007. The strategy: pay
farmers to permanently retire their water rights.

Price had actually been wanting to take some of his land out of crops anyways. He’s a
prairie chicken enthusiast and he wants to start a guided hunting business. Prairie
chickens need prairie grass.

“So we’re farming one day, and we’re thinking, ‘sure would be nice to get that into
grass,’ but that’s an overwhelmingly expensive proposition.”

It’s not expensive to plant or grow prairie grass. You don’t need any irrigation for either.
But you do need irrigation for a cover crop that the farmers are required to grow for two
years before they can get to the grass. Susan Stover is with the Kansas Water Office.

“If we did not get something re-established there, we could have potentially dust storms
again and sand dunes moving and really big blow-outs.”

Blow-outs like Depression-Era, Dust Bowl blow-outs. So Price has to plant a cover crop
and pat double what he gets from the conservation program just to irrigate it.

Ironically, the government pays him sizeable subsidies to keep other land in corn, which
needs water from the aquifer to grow. So basically, one government program is paying
Price to stop using so much water, while, at the same time, other government programs
are paying him subsidies to grow the crops that need so much water.

Price would actually like more money to put the land back into grass, but if he wants to
lead hunting trips for prairie chickens and he wants prairie grass, there’s only one outfit
willing to pay him anything to plant that grass – the government.

Last year, Hurricane Ike ripped through Texas and the Midwest. It was a
relatively weak Category 2 storm. But it spun off a lot of tornadoes and
caused 32 billion dollars in damage.

Researchers at the Georgia Institute of
Technology say they have a new model for predicting how many tornadoes a
hurricane will cause. Dr. Judith Curry says storm size – not intensity –
is the key.

“A lot of time people just think, oh it’s Category 5 or
it’s a Category 2, and they immediately calculate the risk to damage in
their head and the 5 is bad ande 2 isn’t so bad.”

But, Curry says, sometimes a 5 can be small and tight, and a 2,
especially one like Ike, can be big and produce a lot of tornadoes.

The study is published in this month’s Geophysical Research Letters.

Some scientists blame global warming for larger and more intense hurricanes.

Parks in Parking Spaces

Last year at about this time, this little park on a busy Brooklyn
corner was packed. Packed with people like freelance writer Karen
Sherman. She was sitting cross-legged in the grass and just
beaming.

“Amazing! And the sun’s out and it’s this beautiful fall day and I
wish we could do it every day.”

But she couldn’t have done it every day— that little park was
temporary. Every other day of the year it’s a parking space.

In New York City last year, there were more than 50 parking day
parks – some with grass and fences, some with tents and lawn
chairs. And they didn’t just spring up overnight – as much as it
might have looked that way.

A few days before last year’s parking day, planning was underway
at a Brooklyn coffee house.

“So how long do we think it’s going to take to set up?”

Sod needed transporting, city permits needed confirming, and—
because of New York City’s unusual parking regulations—the
parking place had to be staked out at 3 am.

Anne Pope is the director of Sustainable Flatbush – the
organization that put together the parking-spot park in Brooklyn.
She says although Flatbush is one of the greenest neighborhoods in
Brooklyn, there aren’t a lot of public, green places where people
can just go and hang out.

“If you walk around the neighborhood you’ll say, ‘wow there’s so
much greenery and green space,’ but if it doesn’t happen to be
attached to a house you own you can’t access it.”

So on Parking Day last year, parking spaces did become a place to
hang out, for adults, and for kids like brother and sister Quinn
Isreal and Yusuf Francis.

Quinn: “Whoa, Yusuf, you’re pushing me.”

Yusuf: “Whoopsie, sorry.”

Quinn: “It’s okay.”
They had just moved here from Georgia, and Quinn said this park,
with its soft grass, was a nice change from New York’s mostly
concrete playgrounds.

“‘Cause usually in parks when you fall you hurt yourself, but in
this park you don’t hurt yourself if you fall down, you’re going to
fall down on the grass.”

Now, finding a parking space on any day in New York City is
competitive.

Matt Shafer is with the Trust for Public Land – they were one of
the major sponsors of last year’s Parking Day. He says that not
everyone is thrilled to find they can’t find a place to put their car
because people are hanging out in parking spaces.

“Some people don’t quite grasp the concept of parking day; that’s
perfectly fine. In most cases it’s, ‘why are you taking up our
parking space?’”

For some people, though, the biggest disappointment is that the
little parking space park is gone the next day. Keka Marzigal is
with Sustainable Flatbush.

“A kid came by after school and he said, ‘this is so fun, we can
come here tomorrow and do our homework!’ and it really got me!”

There was no tomorrow for that little park. But, that kid might just
find another one this year as more people convert parking spaces
into parks for a day.

The U.S. Supreme Court ordered the EPA to decide whether greenhouse gases are pollutants. The EPA is making the case that they are.

But setting rules to reduce those emissions is problematic.

The Clean Air Act says it you emit 250-tons a year of a pollutant, you need a pollution permit. 250-tons of CO2 a year is not a lot.

Jeff Holmstead worked in the EPA on air pollution issues during the last Bush Administration. Now, he’s a lawyer with the Washington DC firm Bracewell and Giuliani.

“You know, 250-tons of CO2 according to EPA would include most schools, most apartment buildings, any kind of commercial building. It just isn’t possible to develop permits for all of these sources.”

So the EPA plans to raise the amount to 25,000-tons. But, that’s not what the Clean Air Act says.

That’s one reason why the Obama Administration prefers a climate change law passed by Congress.
