Department of Energy labs say stimulus dollar figures are staggering compared to what the government has been spending on science.

Take a federal renewable energy lab in Colorado.

Jeffrey Baker is a lab director there.

Baker says they’re learning to make ethanol out of plants other than corn. That project’s getting ten million dollars in stimulus money.

“The Recovery Act is allowing us to expand a project we already have, going to, in effect, double the capacity the nation has to do that research and development.”

Other Department of Energy labs got stimulus money for work on high-tech car batteries, smart energy grids, and radar to model global warming.

The other day I met this guy, Patrick Diehl. And I was trying to get him to describe himself.

“Uh, I’m a Pisces and I enjoy long walks on the beach and horseback riding; good sense of humor; still gets pimples.”

Add to that: slack-tivist. That’s a slacker activist. But he was telling me he wasn’t always this way. For twenty years, he was one of those door knocking, envelope licking activists. He worked for a governor. He used to drag his little daughter to rallies. Now he’s just burned out.

“I could get on the phone and call someone about an issue but I choose to sit down on Facebook and hit three mouse clicks and a return and feel good about myself.”

And lately, his slacktivism has hit a brand new low.

“My little green patch is dry. That means I’ve been neglecting it.”

If you’re a Facebook virgin, the Lil’ Green Patch is this application that lets you send plants to your friends’ online gardens. The idea is, the more you play, the more money advertisers will give to save the rainforest.

“Rebecca: “So wait did you actually do this for a while?”

Patrick: “Yeah!”

Rebecca: “And you felt good about it.”

Patrick: “Yes! I thought my spending time on here is leading to something bigger than myself.” (laughs)

But then, Patrick got in trouble. His wife – Anita – said he was just spending way too much time online. Lil’ Green Patch died. He’d rather play another online game, like Mafia Wars.

But you know, at least at one time Patrick was very active. Some people think clicking on a little green patch is their contribution to a better world.

“That’s a trending topic, that’s a trending term, slacktivist.”

Apollo Gonzales works for one of those big environmental groups, the Natural Resources Defense Council. He’s what’s called a netroots manager. You might say it’s his job to get slacktivists off their butts.

“If you measure the one click activism, or slacktivism, against someone who’s visiting their representative on the Hill once a year, then yeah I think it’s on the low end of what can be done. But you’ve got to start somewhere with a lot of these people.”

So, Apollo blogs and tweets and uses online social media to get people talking. Because talking sometimes actually leads to doing something.

“We have a world where we are more connected than we ever have been, and a world where we can share our stories faster and more richly than we ever have been able to. And that’s great for people who are fighting for a cause.”

And there’s actually some research to back this up.

Scott Campbell studies new media at the University of Michigan.

“There have been some studies recently that show when people use text messaging as reminders to go out and vote, we do see significant increases in voter turnout.”

He says cell phones and the Internet are basically giving us more ways to communicate – and that’s good for us as a society. But he says we do have to be a little careful – because if all our online friends think like we do, we can become little isolated e-communities.

Basically, the more Facebook friends you have, and the more new ideas you can share, the better.

So if you want to be a better slacktivist, you might have to make some choices. You could sign a million online petitions. I mean there are 15,000 environment causes on Facebook. And then there’re all those other things, like Mafia Wars, and other distractions that people like Patrick have to deal with.

Patrick: “I’ve been kidnapped to Barcelona but I’m gonna ignore that.”

Anita: “See you just say ignore, ignore it!”

Patrick: “Someone just sent me a slap on the rear end. I’m gonna ignore that. I probably wouldn’t but my wife is right here so I’m going to ignore that.” (both laugh)

With distractions like these… even slacktivism’s getting to be hard work.

Thinking Beyond Levees

Hurricane Katrina was one of the worst natural disasters in U.S. history. A big reason it was so bad is because the levees holding back the water crumbled.

There’s a big effort to build up the levee system, but the National Academy of Sciences says the city should not solely rely on levees to protect it.

Jeff Jacobs headed up the report for the National Academy.

“There is no levee system that can provide absolute protection. There’s always the danger of over-topping. And there’s always a possibility of levee failure. And that holds true for the best maintained and the best inspected levee systems in the world.”

The New Orleans area has a particular problem. The ground can sink over time. That’s not good for levees.

The Academy recommends that people relocate to safer areas. Or, if people are going to stay, that homes be elevated – so that the first floor of a home is higher than the floodwater.

When Pam Dashiell moved back to New Orleans after Hurricane Katrina, she couldn’t believe what people were saying about her neighborhood.

“People were saying, well, the 9th Ward should be a drainage ditch. There’s no way it can possibly come back.”

Dashiell is the co-director of the Lower 9th Ward Center for Sustainable Engagement and Development. And after the storm, she became one of the leaders demanding the city be built back exactly as it had been before. New houses put up wherever old ones had been knocked down. Social services restored to all neighborhoods. And most importantly, levees. Levees big enough and strong enough to protect the city from anything a hurricane could throw at it.

“That was the fundamental argument and discussion back then. That was the battle.”

But Dashiell’s thinking has changed over the past couple of years. The levees that were promised after Katrina still haven’t been completed. Dashiell says eventually she gave up on them and started looking for other solutions.

“You’ve got to move. You’ve got to go forward. At this point we are not protected. So we gotta act like that and deal accordingly.”

“Levees and stuff like that are great, but they’re not going to be the salvation of this area.”

That’s Marco Cocito-Manoc. He’s with the Greater New Orleans Foundation. They’re one of the groups involved in rebuilding the city.

“We can’t just lobby for bigger walls, higher walls. The truth is that New Orleans can never be sufficiently protected from flooding. So everyone has to adopt what in this area is a brand new mindset.”

Cocito-Manoc calls that new mindset “resilience planning”. That’s making small, local changes to help the city manage flood water, rather than trying to hold it back at all costs.

It’s a strategy that’s being implemented in the Lower 9th Ward by Pam Dashiell’s group and others. A lot of these groups have moved away from pushing for more levees. Instead, they’re building raised houses on higher ground, and making sure they’re properly weatherized. They’re perfecting evacuation plans, so when evacuations do happen, they’re quick and orderly. And they’re installing permeable surfaces and rain gardens to reduce surface water. These kinds of changes won’t prevent flooding, but they’ll limit the devastation that sometimes goes along with it.

Cocito-Manoc says measures like these could actually set an example for other cities that will face rising sea levels in the next century. Think New York, or Miami, or Boston.

“I know that it’s difficult to see New Orleans as leading in much. But I think this is really our opportunity to become a global center for learning how to cope with water, and use water as an asset rather than as something that threatens our existence.”

As for Pam Dashiell, her focus right now is on the Lower 9th Ward. I asked her how she imagined the future of her neighborhood.

“I would see rain gardens. Strong green infrastructure. I see a new sewer system. I see the lower 9th ward recognized as a community that helped lead the way to a more sustainable future. (Laughs) I got good dreams.”

The climate change bill squeaked through the House of Representatives. And now it’s waiting for action in the Senate. But the Senate has full plate right now with health insurance reform.

And some experts are saying the fate of the health care bill will have a big impact on the climate change bill.

Nicky Roy with the Pew Center on Global Climate Change.

He says if the Obama Administration manages to do well in the health care debate, that will carry over to the debate on climate change.

“On the other hand, if the health care rallies succeed in fatally wounding the whole healthcare process, I think that’s going to make it tough for energy and climate because it’ll show that that tactic has worked.”

Some lobbying groups are using the same tactics being used in the health care debate. We’re already starting to see some anti-climate change legislation rallies in big energy states of Texas and Colorado.

Mice Morphing at Warp Speed

Tall Trees Park is a little patch of green in Glenview, Illinois – a
northern suburb of Chicago. About a hundred years ago, a lot of this area
looked a lot like this. It was mostly farms and pasture and forest. And now
of course it’s a lot of strip malls and subdivisions and stuff. And the
population has grown seventyfold. The climate has changed, too. It’s
gotten a little warmer, a little wetter.

And all this has made life a lot different for the northern white-footed
mice who live here. It’s actually not just made life different for the
mice, it’s changed the mice themselves.

That gets back to a guy named Oliver Pergams. He’s an ecologist, and in
the mid-90s, he was looking at deer mice who live on the Channel Islands
off the coast of California. And he was taking these mice and comparing
them to museum samples of the same kind of mice from the same place, but
decades earlier.

“And I found something kind of strange – that the older specimens were
larger than the newer specimens, so they shrunk in size over a period of
about 30 or 40 years.”

That got him wondering if those relatively quick changes are happening in
other places. So years later, now on the faculty at the University of
Illinois at Chicago, he gathered up some of those White Footed Mice from
the Chicago suburbs. And he went to the Field Museum of Natural History…

… where they have a hundred years of dead mouse specimens stored in
white metal cabinets.

“Here we have trays and trays of the northern white-footed mouse.”

With a tiny caliper, he’d measure their skulls, their feet, the distance
from their eyes to their noses.

“So this one here was collected by Aikley in 1903.”

And he compared mice from before and after 1950.

“Here are some skulls, this one was collected in 1989.”

Lo and behold, these mice had grown: by more than 10% on some measures.

This phenomenon goes way beyond Chicago. Pergams measured more than 1,300
rodents from four different continents – Alaskan lemmings, Mexican
gophers, Filipino rats. Some of them got bigger, some smaller. But across
the world, most of the animals have changed over time spans thought to be
mere evolutionary eyeblinks.

The next step is to figure out why.

“You can’t get in a time machine and go back and look to see what
actually happened. So the next best thing is to see if there’s
associations or correlations with big factors.”

He found the variations correlate with changes in climate and human
population density. The exact reasons aren’t clear – more people might
mean more yummy trash for the mice to eat, for example. That’s going to
take more research to figure out, and these critters might be overdue for
some extra attention.

“One of the questions is, well, why didn’t anybody notice this before?
And I think the answer is, they haven’t looked.”

Larry Heaney curates the Field Museum’s mammal collection. He says
Pergams’s research opens up new questions about how animals respond to
changes driven by humans.

“The implication is, these animals are changing very, very rapidly. So in
a sense, it’s good: they can change. But the other side of the coin is,
they’re having to change.”

Now, the question is, is this happening in other species, too? What about
birds or bugs or plants?

“There’s been this default attitude that if you go to one place and you
capture or you observe animals or plants, that essentially there’s going
to be the same animals or plants 50 years or 100 years later. I don’t
think that’s possible to assume at all. We have to include the fact of
this change in all of our decisions, from ecology to evolutionary biology
to conservation.”

Pergams’s findings show that even the most common creatures have more to
teach us – when we ask the right kinds of questions.

Many of us have engineered physical activity out of our lives. We sit in front of the computer, we sit and drive everywhere. We don’t move much.

That’s what Steven Blair says. Blair is a professor of Public Health at the University of South Carolina. And he says, more than anything else, America’s physical in-activity will cause this century’s biggest public health problems.

“You want to stay out of the nursing home, the best insurance you can take out is regular physical activity program – three ten minute walks five days week. I’m not talking about training for the Ironman triathlon or a marathon.”

He says we need to re-engineer physical activity back into our lives. And part of that includes making communities super walk-able and bike-able.

Tomato Blight Spreading

the garden – you might be disappointed.

Walk around this outdoor farm market in Cleveland and just say the words ‘tomato blight’ – nearly anyone in earshot has a story to tell.

Susan Myers says her home garden has given over to what she thinks is late blight.

“But it’s pretty serious. I mean, it’s like wiping out everything. I have lots of tomatoes and all the leaves are dropping. I’ve never, ever had that before.”

It doesn’t look like the farmers here are having trouble with tomato blight. Most tables are piled high with bright reds and yellows.

Skip Conant has a beautiful display of heirloom tomatoes – but he’s not sure how many more weeks he’ll have fruit to offer.

Conant: “We definitely have tomato blight. It’s been a cool, wet spring, so, yeah. There’s a fair amount tomato blight.”

Grant: “What does it look like?”

Conant: “You’ll see a yellowing and curling on the leaves and then the stem will turn brown. The plant will become a very brown. Die from basically the inside out or the bottom up.”

It’s hard to tell yet if these Midwestern growers are starting to see the same blight that decimated the northeast tomatoes.

Bill Fry is a plant pathologist at Cornell University. He’s studied late blight for 35 years. Fry says it looks like irregular shaped black spots, and can appear on the leaves or the fruit. It can destroy an entire crop in just a few days.

This is the same blight responsible for the Irish potato famine in the mid-19 century. Growers have seen late blight since then. But Fry says, not at these epidemic proportions.

“The fact that it’s just everywhere is, I think, is the major difference from previous years.”

This wasn’t the first cool, wet spring on record. So, why has the blight so bad this year?

It’s kind of ironic. Fry and his colleagues have been studying the problem and think it’s probably because so many people are gardening. Millions more than just last year. And lots of those people bought tomato plants at stores like Home Depot, Kmart, Lowe’s and Wal-Mart.

“Infected plants were sold throughout the northeast in the box stores. They were transplanted to home gardens and from there the pathogen disbursed to other home gardens, to conventional and organic farms.”

Fry says you might not even notice at the supermarket. Commercial tomato growers spray lots of fungicide to keep away the blight. But organic tomatoes are getting harder to find.

But chefs and tomato lovers who’ve waited all season for those locally-grown heirloom – and especially organic – tomatoes aren’t finding what they want in markets in the northeast.

Back at the Cleveland market, chef and restaurant owner Karen Small has been waiting for tomato season – and it finally hit. She depends on this market for her produce and stops at just about every stand.

But as Small hears farmer after farmer describe what they think is late blight – she’s worried about the weeks to come.

“We’re accustomed to having tomatoes well into September, and maybe that’s not going to happen this year.”

Small plans to go home and rip out the tomato plants in her home garden – after hearing late blight described so many times, she’s pretty sure her tomatoes are infected.

A lot of electric power plants in the U.S. sit idle between 9 p.m. and noon
each day.

Ed Kjear is head of Electric Transportation for Southern
California Edison. He says, as long as people plug in their electric cars
during those off-peak hours.

“160, 170 million cars could connect
to the grid tomorrow
and we wouldn’t have to build new power plants to meet that load.”

At first, just a few thousand people will own plug-in electric cars at
first. Utilities will work with these customers to hook up to new “smart
grid” technology that can program when each car starts recharging.

“The customer will say, ‘look I need
the car fueled by
6 or 7 tomorrow morning. You know, have at it.'”

Kjear says the technology will be easy to install and use by the time most
of us shift from gasoline to electricity to fuel our cars.

Mike Smith eases a boat into the shallow water just off Little Murphy Island. It’s a tiny patch of sand and trees in the middle of the St. Lawrence River. It straddles the New York border with Canada.

Smith is a wildlife technician with New York’s department of environmental conservation. He specializes in cormorant management. That means he knocks down nests, breaks eggs, and – very occasionally – shoots them.

Before he even jumps off the boat, he starts counting the birds that are poking out of nests in the treetops.

“I see a few. I’m looking at their nests. We tried to have a zero percent successful reproduction rate.”

Smith counts maybe ten nests. They started with 150 or so in the spring.

There are tens of thousands of these birds. They spend their summers in the north. And in the winter, they go south where they raid fish farms.

Biologists estimate each bird eats a pound of fish a day. That can make a dent in the local fish population. The birds also strip trees of their leaves to create nests. And their guano ends up killing the trees’ root systems. That ends up driving out other animals that need vegetation.

Some people feel the birds should be eradicated. One group of anglers was even arrested for killing hundreds of them on Lake Ontario.

There are others, like the group Cormorant Defenders International. They feel they should be protected.

It’s up to biologists like Jim Farquhar of New York’s Department of Environmental Conservation to find the balance between human needs and cormorants.

Farquhar: “We have needs too, as people.”

Karen: “And we’re competing with them.”

Farquhar: “And we’re competing with them in some cases. Hopefully, if we can inject good science, we make good decisions as a result.”

The biologists’ biggest effort has been on Lake Ontario. They’ve been destroying nests there — and killing some adults – for ten years. Farquhar says they’re finally seeing results.

They’ve reduced the cormorant population on the lake by about two-thirds, and the fishing’s improved.

Now, the biologists are trying to have the same success on the St. Lawrence River. But they’ve only seen a 13% decrease in the number of cormorant nests and they’ve been doing it for four years.

Part of the challenge is that most of the birds live on Canadian soil where management is left to the landowner.

Local anglers like Steve Sharland of Ogdensburg, New York, are frustrated with the slow progress.

“They should eliminate them. They’re not a Northern New York bird and what they’re doing to our fisheries is a sin.”

That’s a common misconception. Actually, the cormorant is native to the region but few people have seen them in such large numbers.

Sharland says some people are so frustrated, they’ve been shooting the birds illegally. But Jim Farquhar believes those are isolated incidents.

“Mike just mentioned that we’ve got some black-crowned night herons nesting out here. It’s another species we’re concerned about, and one we’ve been trying to actively protect from the cormorants. So that’s a good sign.”

A good sign. But it’s another species trying to live on this small patch of land. And the biologists’ balancing act has become even more delicate.
