Rip currents have long been described as underwater rivers flowing out to sea. Using off-
the-shelf Global Positioning System equipment researchers have managed to map rip
currents for the very first time, and as Tim Stanton of the Naval Post Graduate School
explains they found that many of them take a very different course.


“Near shore, there are currents pushing you into the middle of this rip current system and then further
offshore, it tends to bring you all the way along the beach and then back in.”


Unfortunately these fountain-like or circular currents are not the only kind. There are still
the “mega rips,” as Stanton calls them, that do pulse strongly out to sea. He says those
currents are the ones that really put swimmers at risk. He and his team are hoping to
discover what sets those currents apart so they can be more accurately predicted.

Hot summer days test the limits of our electric system.


Ed Legge is a spokesperson for the Edison Electric Institute, a power
company industry group. He says transmission systems in three parts of
the country are overburdened: the Northeast, the Mid-Atlantic and
southern California.


“They’re very congested, they’re very similar to a highway system
that’s got way more traffic on it than it was designed to have on it.”


A massive blackout four years ago left about 50 million people in the
dark.


Legge says to avoid future blackouts, new transmission lines and more
power generating capacity are needed.


More than 150 new coal-burning power plants are proposed around the
country, but the power companies and some environmentalists say we
could avoid building some of those plants if we cut our energy use.

Refinery Pollution Back-Down

British Petroleum says it will not use a new permit which would have
allowed the company to dump more pollution into the Great Lakes.

allowed the company to dump more pollution into the Great Lakes.

The new permit gave BP’s Indiana refinery permission to dump more
pollutants into Lake Michigan. BP said it would need those higher
limits because of refinery expansion. Politicians, citizens and
environmentalists throughout the Great Lakes protested, often and
loudly.


In the end, BP backed off. The company says it will use its old permit
and seek a technological fix to limit pollution as it expands. Cameron
Davis of the Alliance for the Great Lakes says BP tried to play the
country’s needs for energy against the environment:


“It was amazing to see that debate somehow rear its head again this
time around and I think the results show most people just don’t buy it any
more.”


Davis says his group will keep pursuing a lawsuit it filed to challenge
the new permit, just in case BP doesn’t keep its word.

Zebra mussels, Asian carp, and pets that get loose, such as Burmese pythons in Florida, hurt native wildlife and can damage the nation’s economy. Lester Graham talked with Peter Jenkins, one of the authors of the report issued by the Defenders of Wildlife. Jenkins says the U.S. Fish and Wildlife Service is one of the agencies that needs to do a better job screening for invasive species:

Lester Graham talked with Peter Jenkins, one of the authors of the report issued by the Defenders of Wildlife. Jenkins says the U.S. Fish and Wildlife Service is one of the agencies that needs to do a better job screening for invasive species:


Peter Jenkins: They’re charged with protecting native species. They’re charged with enforcing the
Endangered Species Act, which is an important part of this issue because these non-
native species threaten our native species, including threatening endangered species in
many cases.


Lester Graham: In the past, the US Fish & Wildlife Service has been accused of being too
slow to act, even when a problem is pointed out. Would the regulation changes you’re
talking about help speed that process?


PJ: Well, Congress would have to agree to commit more resources to the agency…I mean,
there is only one person, believe it or not, only one person whose job is to assess species
to be listed under that law to keep out of the country. Obviously, we need more than one,
we need some qualified professionals working this area. We don’t need millions and
millions of dollars, but we do need a significant increase, probably five or six or up to ten
professional staff looking closely at these imported animals to assess whether we’re
gonna have problems and which ones need to be restricted.


Now, how’s that gonna be paid for? Well, the industries that are bringing these species in
and that want to benefit from the import trade, whether it be pet or live animals or
biomedical testing or zoos or what have you…Those people bringing these species in
clearly should carry some of the cost of what they’re bringing in and in that way, the
taxpayers don’t get burdened too much.


LG: As you’ve mentioned, this is as much an economic problem as it is an environmental
problem. Why haven’t the dollars and sense of this issue really had an impact on the
politics behind making sure that we can restrict this kind of trade?


PJ: Well, that’s a great question and defenders of wildlife did do a white paper on the
economic impact of animal imports trade. The reason is very simple…the people who
benefit do not suffer the cost when these things go wrong. That is to say, the costs are
suffered by the public in terms of disease or invasive species concern or pests, so these
costs are externalized or passed on to the general public and it’s the taxpayers in the end
who wind up having to pay the costs. On the whole, these species that are brought in,
non-native species, are brought in for the pet trade…That’s by far the biggest reason that
species are brought in. That’s basically a luxury item, that’s not an essential item. Those
that benefit from luxury items should bare the cost.


LG: Now, nature seems to eventually cope with many of these exotic species, even the
invasive species to one degree or another and some people would say that this biological
pollution is nearly impossible to prevent so why fight the inevitable?


PJ: Uh, I don’t buy that argument at all. It’s like saying diseases are natural and people are
going to eventually cope with diseases, so why bother trying to prevent diseases? I mean,
we do it because we want to protect certain values. We want to protect our native species,
we want to protect human health, we want to protect the health of our livestock. Of
course we need to be protective and have adequate standards. I mean, we don’t need to be
operating under a law that was written in 1900 just because some people think it’s futile
to try to deal with this issue…We could cope with it.

Bark Beetle Forest Fire Risks

In much of the West populations of the bark beetle have exploded. Trees
are dying, and the risk of forest fires is huge. Some ecologists are
saying that global warming is responsible, but forests will survive.
Steve Zelaznik reports the risk of fire is forcing communities to balance fire
prevention, and ecological preservation:

We’re surrounded by forest, mostly lodge pole pines. The bark beetle is native to forests in the Rockies. The landscape is a patchwork of green and red. The red trees have been
killed by the bark beetle. Jan Hackett with the Colorado State Forest
Service says many of the green trees are also infected:


“Well I’m just pointing to the pitch tubes, and those are fresh hits
from this year’s beetles. The beetles are flying right now. This is a
result of this year’s flight, a successful hit. This tree will be red
next year.”


This means the tree will be dead. Dominick Kulakowski is a biology professor at
Clark University. He says climate change has caused warmer temperatures so the beetle can survive the winter and spread, but he says insect outbreaks like these are normal, and
the forest will recover:


“There have been very extensive, very severe outbreaks of bark beetles
in Colorado long before Colorado was even a state. Large disturbances
are a normal function of the ecosystems of the Colorado Rocky
Mountains. So while we may look out on this and be concerned by the
amount of mortality, what we need to remember is this may be
unprecedented based on what we’ve seen over the past hundred years, but
that’s partly a function of our relatively short temporal perspective.”


From an ecological perspective, Kulakowski just isn’t worried about the
beetles. But the dead trees increase the risk of fire. And with homes
nearby, the forest can’t be left to burn.


Driving up a winding road to a nearby subdivision, I’m in the car with Barry
Smith. He’s the emergency manager for the adjacent Eagle County. He says
roads like these make his job difficult:


“This is one of those subdivisions like many of our mountain
subdivisions that, from a fire safety perspective, this is the only road
to get into our out of this subdivision, so if we have a large fire
here, you’re trying to get fire equipment in and get homeowners out at
the same time and that’s going to create a lot of problems.”


So government is forced to protect nearby homes from fire, and also
preserve the health of the forest.


Increasingly, governments are addressing the problem by clearing dead
trees. State and federal governments have thinned eighteen thousand
acres in Colorado. This compares to the seven hundred thousand acres
infected.


Rob Davis is the president of Forest Energy Colorado. His company
takes dead trees, and makes wood pellets to heat homes. He says an
opportunity exists to improve the health of the forest and make a
profit:


“This is an extremely valuable resource,
do we want to use it? You know if this goes into energy and displaces
fossil fuels, it helps global warming. It helps climate change that is
one of the problems that we have with these forests. So are we going
to keep the narrow point of view that says ‘Oh! It’s got to stay
exactly like it was historically,’ or do we want to open our mind and
say ‘We can actually use this to help global warming, we can use this
in cases as long as remember that first thing is the health of the
forest…’ we can use it.”


But removing dead trees may have ecological costs. A 2002 study by the
University of Colorado concluded that harvesting forests leads to soil
erosion, loss of nutrients, and warmer ground temperatures. Professor
Kolikowski says the effects of harvesting might be worse than the initial
disturbance.


“That’s not to say that harvesting or salvaging is inappropriate, we
just need to be clear about what it is we want to do and why.”


And local governments may not have the money to do it all… to curb the
population of bark beetles, protect homes from fires, and preserve the
ecology. Tom Fry with the conservation group the Wilderness Society
remembers work he did on the Front Range. In the ten-county area, it
would have cost fifteen million a year for forty years to do risk
reduction and forest restoration:


“I think one of the messages here is we won’t have that money. We’ll
never have that money. So we as a community, and that community
includes all of us, need to be hyper strategic and surgical in where we
look to apply what resources we have.”


For the time being, governments are choosing to use their resources to
thin the forests to reduce the risk of fire from the beetle.


The U.S. Forest Service (White River National Forest) just auctioned
the right for timber contractors to remove dead trees from another
thirteen hundred acres. The work will begin by the end of the summer.

Detecting Lead in Toys

Fisher Price recently recalled 10 million toys containing lead paint and tiny magnets. The news is making health officials and many parents wonder about other
objects children play with. In the past, testing objects for lead has been time consuming,
but new technology could make lead detection in everyday objects easier and faster. Lisa
Ann Pinkerton has more:

In a canvas shopping bag, Phyllis Gallzo has 3 of her son’s favorite toys. In her hand is
one made of Legos that looks like an alien robot creature. She’s afraid it could contain
lead:


“Listening to the news and concern about toys coming from China, I was very
concerned my son getting exposure to the chemicals he really didn’t need. So I brought in
the toys that he plays with mostly.”


Eighty percent of America’s toys are made in China, so Gallzo’s come to a free lead
screening event held by the Ohio Network for the Chemically Injured to find out about her
son’s toys. The action figure she holds is sporting a long silver sword. It’s pockmarked,
from being chewed on by Gallzo’s 8 year old son. If the sword was manufactured with
lead-based plastic or paint the toy could be giving her son small doses of lead and slowly
poisoning him. Lead is a neuro-toxin and has been linked to learning disabilities and lower
IQ’s.


Usually, Gallzo would have to surrender her son’s toy to be destroyed in a lab to figure
out what its made of, but today a new type of technology is being used. Bill Radosevich,
of the company Thermo Scientific is going to zap the plastic sword with an X-ray gun
his company’s designed. In the first 5 seconds, the toy’s elements pop up on a computer
screen:


“About 6000 parts per million of zinc, we’re seeing a little bit of copper, that’s probably
part of the coloring….I’m definitely not seeing lead.”


Gallzo was lucky, her son’s favorite toy is free of lead. But beside Radosevich, is a
suitcase filled with toys that didn’t pass the test. On display are low brand or no brand
items, like plastic teething rings, a simple black snorkel, children’s jewelry and marti gras
beads. All objects kids have been known to suck and chew on. Radosevich says they all
contain lead in excess of 600 parts per million, the American limit for consumer
products:


“I’m less concerned about a hair piece than I am about something that’s supposed to be put into a
child’s mouth.”


Radosevich’s testing device looks like a Faser gun from an old Star Trek show. It uses x-
ray technology and it’s not cheap, they go for 30,000 dollars a piece. Radosevich
says metal industries and archaeologists already use the device for different purposes, but
he thinks product importers and toy retailers might be interested in them too. Michael
Zigenhagan, owns the toystore Play Matters and he says testing toys for lead is not his
responsibility:


“I don’t think that’s within the scope of a retailer’s capabilities. We wouldn’t be
asking national big box retailers to create their own testing arms for the products they
carry. That’s ultimately the manufacturer’s job to do that.”


But the way toys are manufactured in China is a tangled supply chain, with various
components of a toy coming from different factories. Rachel Weintrub is with the
Consumer Federation of America. She says importers are putting too much trust in the
manufacturers they contract with. Her group is lobbying Congress to require US
companies, such as Mattel, to make sure a toy’s components aren’t contaminated before they’re assembled in China:


“If it were required that paint be tested for safety before the paint were used on the
product, this huge harm would be prevented.”


Weintrub says waiting until a product is in the supply chain and issuing a recall isn’t
completely effective. She says recalls never get all the defective products back, and
ultimately that leaves toys in the marketplace and children in potential harm.

Some bottles of water travel farther than others. Imported bottled water is growing in
popularity. Jon Coifman is with the Natural Resources Defense Council. He says
bottles of water imported from Europe or the south Pacific use a lot of energy in the
containers and shipping:


“It’s a bottle that gets pumped out of the ground, put into a plastic bottle made from
oil, shipped across the ocean on a boat that’s burning oil, trucked to a retailer, using
more oil. All of that for a sip of water you could be getting out of your faucet.”


Coifman and the NRDC acknowledge that bottled water can be convenient. But
they’re trying to persuade people that because of its environmental impact, bottled
water should not be appearing on the dinner table every night, no matter how trendy
the import.

The demand for gasoline is leading oil companies to expand refineries around the
Great Lakes region. But those expansions are leading to howls of protests from citizens,
politicians and environmentalists. Lester Graham reports:

The demand for gasoline is leading oil companies to expand refineries around the
Great Lakes region. But those expansions are leading to howls of protests from citizens,
politicians and environmentalists. Lester Graham reports:


British Petroleum went through all the proper channels, public hearings and
permitting processes to expand its refinery in Whiting, Indiana, not too far from
Chicago. The permit allows BP’s refinery to increase the amount of ammonia and
total suspended solids discharged into Lake Michigan.


But when word got out that it would be increasing the amount of pollution released
into the lake, suddenly citizens, Members of Congress, the Mayor of Chicago and
environmental groups lashed out.


BP has now suspended its expansion plans until the first of September. It’s looking over
suggestions on how to reduce the amount of additional pollution into the Great
Lakes.


Meanwhile, another refinery – this one in Detroit – is looking at expanding, which
likely would cause additional pollution. That Marathon plant sits on the River Rouge, a short
distance from the Detroit River which connects the upper Great Lakes to Lake Erie.

More data from a privately-funded study show long ago dredging on the Saint Clair River near Detroit may be one of the reasons for low water levels in Lakes Huron and Michigan.


Another study by the US-Canada International Joint Commission is looking at what to do about the higher flows out of the lakes. But hydrologist Roger Gauthier, of the Great Lakes Commission, adds a long warming trend to the list of factors affecting levels in Lakes Huron, Michigan and Superior:


“We’ve had below average snowfall. We’ve had very little ice cover in terms of thickness or duration. Much warmer lake temperatures.”


Less ice cover leads to more wintertime evaporation. Experts say trying to fix the drainage problem and control global warming should be goals.

Fed Court Okays Ballast Law

A federal judge has upheld the constitutionality of a state law restricting ballast water on
ships entering the Great Lakes. As Rachel Lippmann reports, the ruling clears the way
for other states to take similar action to control the spread of invasive species:

A federal judge has upheld the constitutionality of a state law restricting ballast water on
ships entering the Great Lakes. As Rachel Lippmann reports, the ruling clears the way
for other states to take similar action to control the spread of invasive species:


The Michigan law requires ocean-going ships that want to exchange ballast water while
in Michigan ports to clean that water before discharging it into the Great Lakes. The
court rejected arguments from shipping companies that Michigan’s action violated the
Interstate Commerce Clause.


Cameron Davis is the president of the Great Lakes Alliance, which joined the state of
Michigan in the lawsuit. He says the ruling makes it clear states have the right to adopt
their own environmental protections:


“We’re really challenging the other states to quit sitting on the sidelines and start to move
ahead with their own invasive species protections.”


Ohio lawmakers have just proposed similar ballast water law. The bill would also require
Ohio to work with the seven other Great Lakes states and Ontario to develop region-wide
regulations.
