A Canadian firm is gearing up to produce a cloth–like solar panel that will cost less than current
technologies. The Great Lakes Radio Consortium’s Lester Graham reports:


This is a photo-voltaic solar panel, but instead of being a sheet of silicon on glass, it’s tiny beads
of silicon between layers of aluminum foil and sealed in a plastic sheeting. It’s strong, light
weight, and flexible.


Ron Jutras is a company officer with Spheral Solar in Cambridge, Ontario:


“The primary difference between this particular solar panel and others that people are used to seeing
maybe on highway signs or potentially on buildings, is the fact that it is a pliable system, meaning
that it can be bent and wrapped around products.”


So the solar panels can be put on facades of buildings or draped over a roof. It also will come
in different colors, giving architects some flexibility. Because it uses much less silicon than
current technology, the price is expected to be quite a bit lower. The first commercial shipments of
the flexible solar panels are expected next year.

The government is considering redefining what is a truck and what is a car. The difference will
affect the federal fuel economy standards. The Great Lakes Radio Consortium’s Lester Graham

Fuel economy standards for light trucks are less restrictive than they are for cars. The auto
industry takes advantage of the rules regarding the definitions to make vehicles you might think
of as a car fall under the less restrictive light truck fuel economy standards. For example, the
popular Chrysler P-T Cruiser qualifies as a light truck. The New York Times published a report
indicating the Bush administration is looking to further change the definitions. Environmentalists
are concerned.


Daniel Becker is with the Sierra Club.


“You can redesign to either save more gas or guzzle more gas. Our fear is that the Bush
administration, responding to their friends in the auto industry and the oil industry, will instead
decide that we need to guzzle more gas.”


The Bush administration is reported to be considering the changes to achieve greater fuel
economy, but some environmental groups remain skeptical.

Biologists Launch Society to Save Sturgeon

Biologists from seven countries are banding together to protect a large,
ancient fish. Earlier this month/last month (March) scientists launched what they
call the “World Sturgeon Conservation Society.” The Great Lakes Radio
Consortium’s Patty Murray has more:


Sturgeon are among the oldest fishes in the world. They’ve been around
since the pre-historic era.


But modern pressures are testing the fish. That’s why sturgeon biologists
recently formed the “World Sturgeon Conservation Society.”


Ron Bruch is a sturgeon biologist with the Wisconsin Department of Natural
Resources.


He says North American sturgeon stocks are fairly healthy. But Bruch says
that’s not the case in the Caspian and Black seas where the fish often wind
up on the illegal caviar market.


“The stocks there are on track to collapse in the next 15-20 years because
of poaching, problems with habitat and pollution. There’s a real need in
the sturgeon community for international help to pull that situation out
before it’s beyond repair.”


Bruch says members of the World Sturgeon Conservation Society will share
research that can help reduce illegal sturgeon harvest. One idea is to
raise sturgeon on aquaculture farms to offset the need for black market
caviar.

The Environmental Protection Agency is requiring construction sites between one and five acres
large to get a National Pollution Discharge Elimination System permit. Highway construction,
home construction, every type of construction project must get the permit, except for the oil and
gas industry.


Sharon Buccino is a senior attorney with the environmental group Natural Resources Defense
Council. She says the Bush administration is giving that industry an exemption.


“And, there really is no basis for giving them an exemption. In fact, construction at oil and gas
sites is likely to be even more problematic than just your, you know, kind of run of the mill
construction activities.”


Now, a measure before Congress would make the exemption law instead of just an administrative
rule, and would also exempt larger oil and gas construction sites from the pollution permit
process.”

When you go to your favorite restaurant, you might not realize how many carrot tops, onion peels and potato scrapings end up in the garbage. In the past, most of that has gone into landfills, but one community is trying to change that by running a pilot restaurant composting program. It hopes to serve as a model for other communities throughout the region. The Great Lakes Radio Consortium’s Nora Flaherty reports:

community is trying to change that by running a pilot restaurant composting program. It hopes to
serve as a model for other communities throughout the region. The Great Lakes Radio
Consortium’s Nora Flaherty reports:


Rene Graff tries to run her restaurant in the most environmentally sound way she can. But there
was one thing – she couldn’t do anything with all the peels, rinds and other vegetable waste that her
cooks generated. Her staff suggested composting, but it wasn’t practical to set up a compost pile in
back where it might attract pests. And it wasn’t practical for someone in the restaurant to take the
stuff away.


“The city didn’t have a compost program where they could pick it up, and as a business, you really
couldn’t have somebody driving the waste out to the compost center, so that was a really big
obstacle for us, was having pick-up.”


Graff started talking to people in her town, Ann Arbor, Michigan. They talked about ways to work
it out so that her restaurant, and others, could compost their food preparation waste. Then they all
found out that the Solid Waste Department had been thinking about the same thing. They all
worked together, and in the end, they put together a program where for 2 months, three local
restaurants separated all of their waste from prepping vegetables, along with coffee grounds and
filters, for the city’s yard waste trucks to pick up.

They found it was easier than they thought it would be. Emily Adkison manages the kitchen at
Graff’s restaurant, The Arbor Brewing Company. She helped create the system that they used for
food prep composting.


“We would have several bins, one at every station, one at the prep area, one up back on the line,
one right over there by the dish area so the servers can put their used napkins in and coffee
grounds. It’s just as easy as having, instead of a garbage can, you have a 5-gallon pickle bucket
and you throw your scraps in there instead of in the garbage.”


The stuff that the workers throw in the buckets gets picked up by the city’s yard waste composting
trucks. Then, it’s taken to Ann Arbor’s Materials Reclamation Facility, or MRF.


The MRF is a huge, windswept area, with a big population of crows and big, long piles of partially-
decomposed leaves everywhere, emitting a lot of steam and a very earthy smell. Nancy Stone is
educational director for the Solid Waste Department. It’s her job to show people what happens to
their yard and now, food waste, once they’ve sent it here. The whole process takes about a year.
The end result is a high-quality compost, that the city sells to local farmers and gardeners.


“It’s rather crumbly in nature. It has a very sweet smell to it and it looks to me like beautifully
ground espresso grounds. It’s just, I like to garden myself. This is the best stuff to garden with.
This stuff is the best stuff to think of putting on that garden.”


The Ann Arbor restaurant compost pilot program ran for 2 months, and in that time, the city
collected 9 tons of stuff that would have been thrown away otherwise. For Graff, whose restaurant
alone generated one ton of food waste, this is a big argument for future programs, and against
people who say that this kind of program is too small to work:


“When I’m dealing with nay-sayers, the biggest thing they say, ‘if it’s such a small amount that
you’re talking about, is it worth the time, is it worth the effort?’ and I think what people should
know is that every little bit counts, as in I think we were shocked to discover that we diverted a ton
of waste in 2 months, and I would say yes, even the smallest little gesture can have a big impact,
especially if everybody’s doing it.”


And more restaurants will be doing it in the spring — the program is starting up again in May, this
time with 3 more partners. And the people involved in the Ann Arbor program hope that if it works
in this community, it will help lead to a change in the way that other communities, all over the
region, deal with food waste.

Moose Population Gets a Checkup

Many wildlife lovers consider moose to have a special mystique. Adult moose are bigger than horses, and they seem fearless. But biologists don’t know much about many moose populations. A team of researchers is just beginning to learn about one herd of 4,000 moose in the Northwoods. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:

Many wildlife lovers consider moose to have a special mystique. Adult moose are bigger than
horses, and they seem fearless. But biologists don’t know much about many moose populations.
A team of researchers is just beginning to learn about one herd of 4,000 moose in the
northwoods. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:


Half a dozen big four-wheel-drive pickups are parked at a boat landing on MacDougal Lake. It’s
about 30 miles west of the Lake Superior shore, in the heart of the Superior National Forest in
Northeastern Minnesota. The forest is twice the size of Delaware.


It’s 25 degrees. At the edge of the frozen lake, men in conservation officer uniforms are standing
around a small fire. They’re waiting to hear from the helicopter. The crew on the helicopter is
shooting moose with a tranquilizer gun. They need to get up close to the animals to learn more
about them.


Scientists think more moose could be living in this area. Mike Shrage is a biologist with the
Fond du Lac band of Chippewa. He says they’d like to know why there aren’t more moose here.
There are several possible reasons.


“Wolves, bears, lack of habitat, hunting and other kinds of human-related mortality, automobile
accidents.”


Shrage is listening to a radio cradled in a canvas holster on his shoulder. He cocks his head to
catch every word.


“There’s three of them there.”


The helicopter crew has spotted some moose.


“Yeah, I think they’re bulls.”


“These are three bulls. It’s not uncommon this time of year, you’ll get small groups of them
hanging together for awhile. Little bachelor groups.”


Shrage says the helicopter crew will try to chase one of the moose into an open area, like a frozen
lake, where they can get an easy shot.


“And if it lays down right in the lake, then they can sit down on the ice next to it. It makes
everything a lot easier.”


“Yeah, he’s gonna hopefully drop in the spot where they can get right to him.”


“I think they must already have a dart in him and they’re just waiting for it to take effect.”


The helicopter drops off a crew member to stay with the moose, and comes back to the boat
landing to pick up a radio collar.

Counting moose is a challenge. A recent survey in this area showed a drop from 5,000 to 4,000
animals in one year. But researchers admit there could be a 25% margin of error in those figures.
That’s because it’s hard to find the moose in heavily wooded areas. The collaring project will
make counts more accurate.


Three biologists are gathered around the latest moose to be fitted with a collar. He’s a mature
bull. He’s lying on his side in the middle of a huge frozen swamp.


He’s blindfolded to make the process less stressful. He seems to snore, while the biologists poke
and prod.

“Sounds pretty peaceful, doesn’t it? Pretty nice looking animal.”


They take blood samples to check on hormones and blood chemistry, and to look for disease.
They also pull a tooth to send to a lab. They can get an exact age by measuring the rings on the
tooth.


Glenn Delgiudice takes notes on the animal’s fat reserves. That’s a good indication of its overall
health.


Delgiudice even uses an ultrasound machine to measure the fat in the moose’s rear end.


“Rump fat is one of the main fat depots of these animals, and also one of the first to go. They
mobilize their fat depots generally in a sequence. So we measure the depth of the fat with
ultrasound.”


Another key indicator of the animal’s health is the condition of its hair. This moose has most of
its hair. They aren’t all so lucky. Some of them have scratched a lot their hair off.


“Rick yesterday saw a calf of one of our cows that was, ‘what’d you say Rick, only 25% hair?’ So
that one’s been rubbing and scratching for a long time. And, of course, when they’re doing that
rubbing and scratching and biting, they’re not foraging, and it can drain them over time.”


The collar has to fit just right. If it’s too loose, a moose can get a foot caught in it. If it’s too
tight, it can bind, especially in the fall mating season when the bulls’ necks get thicker.


“Yep, that looks good.”

Finally the moose is given an antidote to the tranquilizer, pain-killer, and sedative that have kept
him immobile for about half an hour.


“You know, you’ll see his ears twitch, and he’ll start to lift his head,” Delgiudice says. “The
moose are better at getting up than deer typically. They just get up, loosen up a little bit, and
then lope away.”


The moose struggles up, stands for a minute, and then saunters off toward the trees.


That’s moose number five for the day. The team is planning to track 60 moose for five years.


It’ll tell them what kills these moose and what’s keeping the population from growing.

Lawmakers in Michigan are working with Amtrak officials to keep passenger service on two major rail lines from being discontinued. The Great Lakes Radio Consortium’s Jerome Vaughn has details:

Amtrak officials say they will have to end service on its Chicago to Grand
Rapids and Chicago to Toronto routes unless Michigan provides additional
funding.


The train system says it needs just over seven million dollars per year to
operate the two routes, but the state currently caps aid to Amtrak at
five point-seven million dollars.


State Representative Lauren Hagen has introduced a bill to increase
available funding. He says the routes are vital for residents throughout
the region.


“It’s a need for many people: for handicapped people, for senior
citizens, and people who want an alternative way to travel.”


Amtrak says about 150-thousand passengers traveled the routes last
year, but that’s still not enough riders to pay for the service through
fares alone.


Rail service in Missouri is also threatened because of reduced funding.


The Michigan legislature has found enough money to keep the service running
until mid-May, but additional funding may be hard to find with the state
facing a one-point-nine billion dollar budget deficit.

Gray Wolf Protections Reduced

The federal government has downgraded the Gray Wolf from “endangered” to “threatened” under the Endangered Species Act. The move reduces the amount of federal protection for Gray Wolves. The Great Lakes Radio Consortium’s Mark Brush has more:

The federal government has downgraded the Gray Wolf from “endangered” to
“threatened” under the Endangered Species Act. The move reduces the amount

The downlisting of the wolf finalizes an action first proposed by the
U.S. Fish and Wildlife Service three years ago.


Back in the early 1970’s wolves in the lower 48 states were only found in
extreme Northeast Minnesota. Now, confirmed populations are found in more
than eight states including Minnesota, Wisconsin, and Michigan.


Ron Refsnider is an endangered species biologist with the U.S.
Fish and Wildlife Service. He says the status change gives officials a new
way to deal with wolves that are killing livestock or domestic animals.


“Live trapping was the only way that those problem wolves could be handled.
Now that these wolves are being reclassified to threatened status. We’re
relaxing the protections for them, and those problem wolves… those wolves
can be killed by the DNR and by native American tribes on reservations.”


Refsnider says that the U.S. Fish and Wildlife Service will now look at
delisting the gray wolf altogether. Delisting the wolf could lead states to
establish a hunting season for wolves.

Dozens of Canadians afflicted with the West Nile virus will be meeting this month to decide whether or not to launch a class action lawsuit against the Ontario government. A Toronto lawyer says he has as many as 100 clients who want to sue the Ontario government for not presenting all the facts about the risk of the disease. They alleged that public health officials didn’t do enough to protect them from the disease. The Great Lakes Radio Consortium’s Dan Karpenchuk reports from Toronto:

Official Ontario government statistics show there were 374 West Nile cases in the province last
year. But health experts say the number was closer to one thousand. And many of those experts
say the Ontario government played down the threat, keeping critical information out of the public
domain.


Dr. Colin D’Cunha is Ontario’s medical officer of health. D’Cunha has said that the growing
alarm has been driven by hype rather than by facts:


“And I have to remind people that the serious signs and symptoms are seen in less than one per
cent of people who come down with West Nile Virus infection. And to put it in context,
remember that the flu kills about nineteen hundred Canadians each year.”


The lawyer who may bring the suit, says most people were led to believe that the virus would
affect only the sick and the elderly, which has not been the case.


National health officials are now warning that the virus will hit earlier and harder than last year,
and spread across the entire country.

Chemical Plant Security in Question

The General Accounting Office has released a report saying that there’s no way to know how secure the nation’s chemical plants are from terrorist attacks. The Congressional Research Agency says that no federal department has looked into the problem yet. The Great Lakes Radio Consortium’s Bill Poorman reports:

The GAO released the study last week. It says that there are 123
chemical plants in the U.S. that are in areas where more than a million
people would be effected by a toxic release. But the GAO says the
government has failed to take a comprehensive approach to addressing
chemical plant security. Kate McGloon is spokesperson for the American
Chemistry Council, an industry trade group. She says many
chemical-makers have already taken steps voluntarily to increase
security since 9/11. But they don’t want to reveal what those
are.


“Homeland Security has stressed to us that one of the best ways to keep
potential terrorists from knowing what they’re doing is to be
unpredictable and random and not tell people what you’re doing.”


McGloon says many chemical companies would welcome federal legislation
putting the government in charge of assessing and enforcing chemical
