Rivers have been the life-blood of commerce in the United States since the
nation’s beginning. In 200 years, the machines of trade have evolved from flat-
bottomed wooden boats to today’s steel-hulled river barges. The rivers link
America’s natural resources with the industrial cities that propel its economy.
Decades of damming and dredging have turned the big rivers into shipping
channels. But in recent years, competing interests have argued in defense of
other uses of the rivers. In the first of three reports, Kevin Lavery looks at how
those groups seek to balance the economy and ecology:

Rivers have been the life-blood of commerce in the United States since the
nation’s beginning. In 200 years, the machines of trade have evolved from flat-
bottomed wooden boats to today’s steel-hulled barges. The rivers link
America’s natural resources with the industrial cities that propel its economy.
Decades of damming and dredging have turned the big rivers into shipping
channels. But in recent years, competing interests have argued in defense of
other uses of the rivers. In the first of three reports, Kevin Lavery looks at how
those groups seek to balance the economy and ecology:


Long before interstates and over the road trucking, America moved its goods on
the water. River barges carry just about any kind of commodity. They emit less
pollution than trucks and trains… and the river route is cheaper than both the road
and the rail.


The nation’s farms, coal mines and quarries depend on rivers like the Mississippi,
Ohio and Missouri to keep their products moving. Business is healthy on the
Mississippi and the Ohio. But on the Missouri, barges carry just a third of the
cargo they did 30 years ago. Many shippers say drought and overregulated dam
releases make the water levels too unreliable to plan the big hauls that bring in
the most profit.


Paul Davis runs Interstate Marine Terminals, 200 miles upstream from where the
Missouri River meets the Mississippi, near St. Louis. He ships and stores
fertilizer from his dock. But Davis says when the river runs low, barges are not
his best option:


“The real adjustment that I’ve made is going from river to rail.”


Logistically, the adjustment is easy. The Union Pacific railroad line runs just a
few feet from Davis’ dock. But it costs him about 15 dollars more per ton to move
goods by rail. Davis says river barges might be profitable again if old feuds over
water management would end:


“There’s business out there. It could come back if people quit fighting and start agreeing
and confidence would return to shipping on the Missouri River. But I can’t afford to wait
and see… I’ve got to make adjustments.”


The fighting puts business against the environment. Shippers want enough
water to move freight. But environmentalists want the river to rise and recede
like it did before the Army Corps of Engineers started changing it.


The conflict goes back to the 1930’s. Congress ordered the Corps to make the
river safe for barges. That meant clearing snags and sandbars from a 735-mile
stretch from Sioux City, Iowa to St. Louis, Missouri. The Corps also confined the
river with earthen levees. Opponents say it turned the Missouri into a
characterless ditch.


The Corps spends 7 million dollars a year to maintain the channel. Spokesman
Paul Johnston says despite the dwindling volume of river traffic, the Corps is
mandated to keep the river open:


“The Corps of Engineers, like any federal agency, does not have the option to pick and
choose which laws it’s going to obey and not obey.”


But critics say wildlife has paid for the Corps’ mandate. Over the years, dams
and channels eliminated a half a million acres of wetland habitat. Birds lost their
sandbar nesting grounds, and fish no longer found shallow backwaters to lay their
eggs.


Among the hardest hit animals is the pallid sturgeon. It’s a long, flat-nosed fish
that dates back to the T-Rex. It’s been around 70 million years, and for the last
17, it’s been on the endangered species list.


Chad Smith directs the Nebraska field office of the environmental group
American Rivers. He says the pallid sturgeon’s fate shows the whole river is in
jeopardy:


“When it starts to decline, you know, that kind of creature that’s so in tune with the
Missouri as it was, is an indicator that maybe something’s not right, and it’s going to be
the first thing to fall.”


So Congress told the Corps to take on a recovery mission. The agency spends
more than 50 million dollars a year to rebuild shallow water habitat for fish and
birds. The Corps hopes a water resources bill pending in Congress will increase
its habitat restoration budget to 80 million dollars.


In 2006, the Corps launched its most controversial restoration program to date. It
released extra water from a South Dakota reservoir to mimic the natural flood
pulse that occurs on the Missouri River every spring. That triggers the sturgeon
to spawn.


Conservationists herald last year’s man-made spring rise as a long overdue sign
of progress. But barge companies on the lower Missouri are upset. They say
the spring rise brings a drop in the river’s depth in the summer… which means
less cargo they’re carrying and less money they’re making.

In 2004, America celebrated the bicentennial of Lewis and Clark’s Corps of
Discovery mission to the West. At the start of the 19th century, the Missouri River
was center stage in an age of discovery.


By the start of the 21st century, the river was in an age of discontent. Riverboat
companies, environmentalists, Indian tribes and state governments were
deadlocked in legal battles over water releases.


Paul Davis’ shipping terminal in Boonville, Missouri has been around for 36
years. In 2004, he watched two major shippers call it quits. One of them,
Blaskey Marine, was a family venture:


“And Blaskey had been in the towboat business on the Missouri River for as long as I can
recall, and business just got too tough for them, so they just gave it up. And that’s what
really was the beginning of the end in our involvement with barges, at least for the time
being.”


Industry watchers say the riverboats have been clanging their death knell for
a long time. In 1977, barges carried just over 3 million tons of cargo. Since then,
floods, drought and market forces have cut barge shipments by two-thirds. Chad
Smith is with the environmental group American Rivers in Lincoln, Nebraska:


“They don’t move a lot of tons, and agriculture basically dictates that grain moves the
market by truck and rail. Everybody agrees those numbers don’t lie.”


But everyone doesn’t agree. Paul Rhode is with the national shipping advocacy
group Waterways Council, Incorporated:


“People say barge traffic is dying on the Missouri. That’s not true. Barge traffic is being
killed by the way the Missouri river is managed right now.”


Rhode blames the industry’s woes on the Army Corps of Engineers, the federal
agency that regulates the Missouri River.


In May 2006, the Corps released more water than usual from a South Dakota
reservoir. The rise was meant to tell an endangered fish, the pallid sturgeon, to
spawn. Rhode says that artificial rise in the spring later lowered the river’s depth
in the summer. He says unpredictable flows kept shippers from carrying a lot of
freight… and making long-term plans:


“The levels could be managed much better. We don’t need a spring rise. We need water
down here in August and September. Barge traffic has been cut short by leaps and
bounds over the past few years, in part because of the spring rise issue.”


How short? Despite heavy rains earlier this year, the Corps plans to shorten the
navigation season by at least 45 days. That means shippers who normally finish
in December will be lucky to still be hauling by Halloween.


But there’s only so much water that can be released from upstream
reservoirs… and the Corps stands by its decision to raise the river. Spokesman
Paul Johnston says biologists are encouraged by the data they’re seeing on the
pallid sturgeon. And he says the man-made flood pulses are minor:


“They’re certainly not aggressive, at least in our perspective, and I know that there are
people who think that it’s too much too soon. But if we don’t do anything, then we
certainly will not have any data to back up any decisions.”


Historically, the Corps’ decisions tended to favor riverboats, especially in the
1930’s, when the Corps turned 735 miles of the Missouri into a shipping channel.
American Rivers’ Chad Smith says while that was viewed as the best course for
the river then, its time to set a new one:


“It’s now the year 2007 and I think our hopes and dreams have changed. And it’s probably
time for Congress to go back and see what’s happening in this basin with market forces in
agriculture and a lot of these big drivers that put pressure on the way we use and manage
the Missouri now, and see if there are things we need to do differently.”


Smith suggests some of those uses of the Missouri River might be changing
soon. With their balance sheets already razor-thin, barge operators worry those
changes might sink them.

industries relies on a steady supply of water. In the last of three reports, Kevin
Lavery looks at how all of those interests share – and struggle – over water:


The Missouri River is known as the Big Muddy. Sure, it’s muddy at its mouth
where it joins the Mississippi River near St. Louis. But a thousand miles
upstream, the Missouri cuts a gleaming blue ribbon through Bismarck, North
Dakota. It looks like paradise to Mike Peluso… and with a broad smile, he rushes
his boat smack into the middle of it.


Peluso grew up fishing on this river. It’s a place brimming with history. Lewis
and Clark camped here in 1804. As he’s fishing, Peluso points to a frontier-era
fort that now sits within a state park:


“That’s actually where Custer started off, right up there before he went to his final… Here’s
a bite!”


Peluso lands a 4-pound walleye. It’s the most abundant fish species in the upper
Missouri system, and he wants to keep it that way:


“Just going to let her go down. You know, hopefully my kids at some point in time will get
to enjoy the same thing I just did. (SPLASH). Oh yeah… she took off. Perfect.”


Fishing on the Missouri River is crucial to North Dakota’s economy. In the 1950’s
the Army Corps of Engineers dammed the Missouri River 80 miles north of
Bismarck. The formation of Lake Sakakawea gave rise to a 150 million dollar
annual recreation industry.


That industry largely exists because of the US Fish and Wildlife Service. The
Garrison Dam National Fish Hatchery breeds 80% of the state’s game fish.
There’s about 70 million walleye eggs in one building alone. But officials here
also care for fish that are never meant to be caught.


Rob Holm is with the Fish and Wildlife Service. He watches several pallid
sturgeons circling an 8,000 gallon tank. Each five-foot fish weighs about 60
pounds. The pallid has survived for 70 million years. But Holm says threats to
its habitat have made it an endangered species:


“If we can change things just enough to give them a fighting chance, I think it’s a good
thing. They’ve been around since the time of the dinosaurs. If we miss a beat on it now…
they’re not going to be there in 10 years.”


The pallid sturgeon was harvested for its caviar before it was federally protected.
But illegal catches still happen. Environmental groups see the pallid as a
barometer that gauges the overall health of the Missouri River. Chad Smith runs
the Nebraska field office of American Rivers:


“We lose the pallid sturgeon, that’s an indication that we may start to see problems with
the catfish and the paddlefish and the mallards and the bass, and then people are really
going to start screaming.”


The pallid sturgeon needs deep water to lay its eggs. In 2006, the Army Corps of
Engineers released extra water from a South Dakota reservoir to mimic the flood
pulse that cues the fish’s reproduction. It was a highly controversial act 15 years
in the making:


“I’m uncomfortable with the Corps playing God.”


Paul Rhode is with the national shipping advocacy group Waterways Council,
Incorporated. He says the artificial rise meant dropped water levels later in the summer.
That hurt commercial barge operators. Rhode questions the Corps’ methods:


“I hope there are studies going on to try to capture whatever it is that they’re doing to justify
having a spring rise. In past years it was to stimulate least tern and piping plover
populations, and then it was discovered that there was no science behind that. That was
just guesswork.”


The interior least tern and the piping plover are two birds that are also protected
by the Endangered Species Act. Spokesman Paul Johnston says the Corps has
evidence that its methods are working:


“Near Ponca, Nebraska we dredged out an old channel that had been closed off to create
shallow water habitat for the sturgeon and created an island. It was still being groomed
when the terns and plovers began nesting on it. We had to shut the bulldozer operator
down.”


The Corps says it understands the needs of all the different interests along the
Missouri River. That’s why it’s agreed to pay for an independent scientific study
of its habitat construction program. That study is expected to begin this fall. The
Corps says it’s still committed to trying to find a balance between nature and
business on America’s longest river. But barge owners, sportsmen and
environmentalists will try to tip that balance in their favor.

Turning Nuke Waste Sites Into Playgrounds

Across the U.S., there are more than 100 sites contaminated by radioactive waste from the nation’s nuclear weapons programs.
The government is trying to return these Cold War relics to safe and useful purposes. Some of these once toxic zones are being treated much like public parks. The GLRC’s Kevin Lavery visited one that was recently opened to the public:

Across the US, there are more than 100 sites contaminated by radioactive waste from the
nation’s nuclear weapons programs. The government is trying to return these Cold War
relics to safe and useful purposes. Some of these once toxic zones are being treated much
like public parks. The GLRC’s Kevin Lavery recently visited one that was recently
opened to the public…


A thick grove of trees opens up to a clearing that reveals a white mound of limestone
rock. It rises like a tomb from some long-forgotten civilization, were it not for the water
towers and golf courses on the horizon.


Mike Leahy and his 9-year-old son Cameron came to this rock dome to catch the view
atop its 75 foot summit. But the real attraction was what they did not see:


“We read the sign and saw what was buried and how they did it, and – it’s kind of
disturbing, what’s in there.”


Beneath their feet lay more than a million cubic yards of spent uranium, asbestos and
PCB’s. The 45 acre mound is a disposal cell, where the government buried thousands of
barrels and tons of debris. That history didn’t bother young Cameron:


“It’s really cool. They keep all that nuclear waste under all that and it can’t harm
anybody.”


The Weldon Spring site, 30 miles west of St. Louis, Missouri began during World War
Two as an Army TNT factory. In the 1950’s, the plant refined yellow cake uranium for
later use in nuclear weapons. All that stopped in 1966 and all the radioactive waste just
sat there. Weldon Spring became an EPA Superfund site in 1987. After a 900 million
dollar cleanup, the site was opened to tourists in 2002.

Today, frogs sing in a native prairie at the foot of the cell. In April, officials opened a
hiking trail adjacent to a once-radioactive landfill. The route connects to a state park.


Weldon Spring is not a park per se, but project manager Yvonne Deyo says urban sprawl
prompted them to think like one:


“There’s subdivisions and lots of infrastructure going in…and that just kind of hits home
how important green space is, and that’s kind of what we’re trying to do a little bit of
here at the site.”


Weldon Spring is one of about 100 such sites the Department of Energy is converting to
what it calls “beneficial re-use.” Many are becoming recreational venues. Another
closed uranium plant near Cincinnati is adding horseback riding trails. In Wayne, New
Jersey, a former thorium processing facility is becoming a baseball field. And a national
wildlife preserve is in the works at Rocky Flats, the site outside Denver that made the
plutonium cores of nuclear warheads.


The Department of Energy says Weldon Spring is safe for visitors – though some residual
contamination remains.

Burgermeister Spring runs through a 7-thousand acre state reserve adjacent to the site.
This is where uranium-laced groundwater from Weldon Spring rises to the surface.
Though the spring exceeds the EPA’s drinking water quality standard, there’s no warning
sign here. Officials say the contamination is so low that it poses no immediate public
hazard. The spring feeds into one of the most popular fishing lakes on the property.
Most visitors are surprised to hear that:


“Huh.”


Jeff Boeving fishes for bass four or five times a month:


“(Does that concern you to hear that?) Yeah – absolutely…I mean, they’ve got a great
area out here and they’re kind of messing it up if they’re going to have contaminants, you know, going into it.”


The government’s vision of post-nuclear playgrounds is not without its critics. Arjun
Makhijani heads the Institute for Energy and Environmental Research in Takoma Park,
Maryland. He says recreational sites near urban development zones risk losing their
original purpose:


“Institutional memory tends to be very short; after 30, 40, 50 years people forget, they
begin to develop the land, and pretty soon you could have houses, farms and schools in
the area. So it’s not necessary that it will stay recreational forever.”


Recreation is only one option the Department of Energy is considering for all of its sites.
In the last two years, the agency’s budget has doubled with the addition of nearly a dozen
radioactive properties. Officials say Congress has so far supported its fiscal requests.
And with the future of a proposed permanent nuclear waste site at Yucca Mountain still
in doubt, even more tax dollars will likely be spent converting the nuclear dumps in
America’s backyards to a place where families play.

Cleaning House for Lewis and Clark

Two-hundred years ago this May, Meriwether Lewis and William Clark started up the Missouri River on a two-year journey into the American West. As America commemorates the bicentennial of the expedition, hundreds of volunteers are cleaning up the Missouri. The Great Lakes Radio Consortium’s Kevin Lavery reports:

Two-hundred years ago this May, Meriwether Lewis and William Clark started up the
Missouri River on a two-year journey into the American West. As America
commemorates the bicentennial of the expedition, hundreds of volunteers are cleaning up
the Missouri. The Great Lakes Radio Consortium’s Kevin Lavery reports:


A troupe portraying Lewis and Clark’s Corps of Discovery is retracing the explorers’
path. The real journey starts when they leave Illinois and take their keelboat up the
Missouri River as it meanders through the state of Missouri.


But…the Missouri is not as clean as the day Lewis and Clark first saw it. With the re-
enactors and their flotilla coming, some local volunteers want to do some cleaning up
ahead of time. They’re launching what could be the biggest clean-up ever on the Big
Muddy.

John Brady and Jeff Barrow are with Missouri River Relief, a grassroots nonprofit that
began cleaning the banks of the Missouri three years ago. Now, they’re embarking on
their most ambitious project yet: eight massive daylong cleanups that will stretch into
June. The idea is to stay two weeks ahead of the flotilla, clearing away any eyesores
along its cruise upriver.


Barrow says they’ve seen their share of garbage clogging the Missouri:


“Everything from cars and truck bodies, you find a lot of freezers and refrigerators, you
find tons of Styrofoam, plastic…we found a piano once.”

Barrow and Brady are scouting the river in search of places where debris piles up. As the
advance team, their job is to place markers in heavy trash areas so the coming clean-up
crews know where to start. Just a few hundred yards out, Brady spots a small pocket of
trash. But he knows that what he sees on the shore is only a fraction of what’s hidden in
the trees:


“So, when you go out scouting you spot the obvious stuff that you can see from the
riverbank, and then you go to the spots where you know that it’s more likely that stuff
accumulates. For example, brushy spots on the outside of bends. And you get out and
look, and if it’s a good heavy spot, you schedule a crew to come in there and work it.”


Barrow guns the motor and heads for the spot where the Missouri flows into the
Mississippi. The two currents blend into a broad waterway. On the far bank of the
Mississippi, green trees give way to rusty machinery and industry on the Illinois bank:


Barrow: “Do we have our passport for Illinois here?” (laughs)


Barrow says this area will get special attention:


“Right here is where they’re going to kick off the Lewis and Clark flotilla. See this gravel
beach? So they’re expecting 2,000 people to be here, and we’re going to be cleaning up
this area, get all this driftwood out of there…you see the trash that’s up there.”


Preparing the site for that many people will take a small army of volunteers. But the
excitement of the Lewis and Clark bicentennial should make that an easier job than usual.


Evan McFarland belongs to the River Kids…a non-profit group made up of some 40 St.
Louis fourth-graders that began cleaning local creeks last fall. He’s enthusiastic about the
environmental benefits of a cleaner river. But Evan also sees a public relations benefit.
With potentially thousands of foreign tourists coming to the U.S. for the bicentennial
events, Evan thinks the time is right to showcase the Missouri:


“Well, I hope that they would be very excited and maybe compare where they came from,
maybe a river or a lake to the Missouri River…and maybe if they’ve already been here
before, see how it’s improved, and say hey…this is a pretty clean river.”


The band of volunteers will start at the confluence of the Missouri and Mississippi before
the flotilla sets sail May 14th. They’ll steadily move upstream, capping their efforts with
a grand finale cleanup in Kansas City in June.

A team of U.S. Fish and Wildlife Service scientists is putting the final touches on its latest recommendation for the management of the Missouri River. The document, known as the Biological Opinion, will guide the Army Corps of Engineers in deciding how to control the river in a way that best protects endangered birds and fish. It’s the latest turn in a contentious battle that for years has pitted environmentalism against economics. The Great Lakes Radio Consortium’s Kevin Lavery reports:

A team of U.S. Fish and Wildlife Service scientists is putting the final
touches on its latest recommendation for the management of the Missouri
River. The document, known as the Biological Opinion, will guide the Army
Corps of Engineers in deciding how to control the river in a way that best
protects endangered birds and fish. It’s the latest turn in a contentious
battle that for years has pitted environmentalism against economics. The
Great Lakes Radio Consortium’s Kevin Lavery reports:


The new Biological Opinion will be the second such document in three years.
The 2000 Bi Op – as it’s often called – advocated high water releases on the
Missouri each spring to cue the spawning season of the pallid sturgeon.
Reducing the flows in the summer, the Bi Op explained, would expose sandbars
to provide nesting grounds for two endangered birds, the interior least tern
and the piping plover.


That philosophy had been the view of many in the Fish and Wildlife Service,
who have studied the Missouri for more than a decade. But in early
November, the Department of the Interior announced it was replacing the
original scientific team to expedite the process of crafting a new outlook
for the river.


The decision unsettles environmentalist Chad Smith with the group American
Rivers. He feels the switch was an attempt by the Bush Administration to
silence those who offered a politically unpopular opinion.


“It seems to us like there’s an effort being made to try to find
someone to give the administration the answer that they want; that they don’t want to make flow
changes even though the science is crystal clear.”


The Fish and Wildlife Service team leaders deny that politics played a role
in rebuilding the scientific staff. The 15-member team in fact includes
seven who either worked on the 2000 Bi Op or have specific research
experience on the Missouri.


Commercial shippers that do business on the river are hopeful that new
thinking may lead to more growth for their industry. Navigation on the
Missouri has always been negligible, but industry officials say the past
summer was nothing short of devastating. A series of court decisions and
overturns led to a three-day drop in flow levels in August that ground barge
traffic to a halt.


Chris Brescia is President of the Midwest Area River Coalition 2000, which
represents barge operators. He says that incident punctuated their position
that unpredictable flow levels make the Missouri an unreliable
transportation mode:


“The conflicting court orders literally brought everything to a
standstill because it was unsafe for operators to quote freight rates and to
presume that they could navigate on the river when they didn’t know at what
point in time the court was going to reverse a decision to support
navigation.”


Central to the debate over how to manage the Missouri is the issue of
whether the economic value of river commerce is worth the cost of keeping
the river navigable. For the past decade, the Corps of Engineers has spent
just three million dollars a year on navigation. The Corps’ own data
indicates that navigation is worth about three times that amount each year.


One fully loaded 15-barge tow can carry more than 22-thousand tons, about as
much as 870 large semi trucks. Barge operators say having the river as a
viable transportation route keeps the cost of other shipping modes down.
But American Rivers argues that the two million tons of fertilizer, grain
and similar products barges carry each year on the Missouri fall far short
of what the Corps projected decades ago would be carried on the river.


For its part, the Corps of Engineers says whatever the cost-benefit ratio,
navigation is a congressionally mandated purpose it’s obliged to continue
paying for.


The draft of the Corps’ 2004 operating plan does not include the flow
changes environmentalists have demanded. Corps spokesman Paul Johnston says
his agency recognizes that those measures will not provide the biological
conditions the listed species need to survive. Instead, Johnston says the
Corps plans to spend more than 40-million dollars next year to accelerate
its habitat creation program:


“We’ll be looking for opportunities to acquire appropriate land
from willing sellers, and we’ll be looking at building tern and plover
habitat as well. So I’m really convinced we will reach a point where we can
have a much richer river than we have now and still enjoy the economic
benefits.”


The scientific team has until December 15 to complete its Biological
Opinion. The Army Corps of Engineers hopes to have its final operating plan
for the Missouri in place by March 1.

A new research facility will be testing scientific innovations in the field of ethanol production.

The National Corn-to-Ethanol Research Center will focus on developing new ways of producing
ethanol, a corn-based product that shows promise as a long-term alternative to fossil fuels. Each
year in the U.S., more than 2-billion gallons are produced. It’s hoped that figure will increase to 5
billion within 10 years.


Center director Rodney Bothast says projects performed at the new facility will help make that
happen.


“And it’s broader than just fuel ethanol. It means the co-products. They might be food products,
they might be industrial products, all interfaces into this scenario.”


While politicians hail ethanol as an environmentally-friendly fuel that reduces U.S. dependence
on foreign oil, critics argue that a single gallon of ethanol produces less energy than it takes to
manufacture it.

Validity of Corps Study Questioned

The Upper Mississippi River is a key navigation route for
commercial vessels traveling to and from the Great Lakes. The U-S
Army Corps of Engineers is studying ways to enhance the river’s traffic
capacity. One option is to expand some of the locks. That would reduce
the time it takes for barges to travel between ports. But one Corps
economist says the benefits of lock expansion don’t outweigh the costs.
Now, he’s blowing the whistle on those whom he says have fixed the
numbers to justify a one billion-dollar construction project. The Great

The Upper Mississippi River is a key navigation route for commercial
vessels traveling to and from the Great Lakes. The U-S Army Corps of
Engineers is studying ways to enhance the river’s traffic capacity. One
option is to expand some of the locks. That would reduce the time it takes
for barges to travel between ports. But one Corps economist says the
benefits of lock expansion don’t outweigh the costs. Now, he’s blowing the
whistle on those whom he says have fixed the numbers to justify a one
billion-dollar construction project. The Great Lakes Radio Consortium’s
Kevin Lavery reports:


Lock and Dam number 25 near Winfield, Missouri straddles the upper
Mississippi 40 miles north of St. Louis. Last year, 39 million tons of
grain, soybeans and other cargo passed through here. Though it’s winter,
water continues to rush through the dam. However, ice on the river farther
north has slowed barged traffic here to near non-existence.


A lock is essentially a watery elevator that raises and lowers boats to
different depths. Each lock is 600 feet long, but a typical 15-barge tow is
12-hundred feet long. Walter Feld is with the Corps of Engineers’ St.
Louis District. He says a tow has to break apart to negotiate the lock’s
narrow chamber:


“One lockage would take about 30 minutes. When you break that tow
apart and put two pieces together, it takes probably closer to 90 minutes.
So all that delay adds up to triple the length of time to get through
it.”


In 1993, the Corps began a 58-million dollar study of the upper
Mississippi in an attempt to plan for the needs of the navigation industry
over the next 50 years. Dr. Donald Sweeney was named the lead economist
for the study:


“The feasibility study is a planning and implementation
study.
You’re required to investigate the economic effects and environmental
consequences of whatever actions you might propose.”


At the start of the study, Sweeney says his team was told to give its best
unbiased estimate of the situation:


“And I believe that was truly the spirit of the study up
until
late 1997, at which it turned 180 degrees.”


Among other alternatives, the Corps looked at doubling the size of seven
locks to reduce congestion on the river. But the economics team concluded
the benefits gained would not be worth the cost of construction. Sweeney
says the analysis showed such a project would result in a loss of up to
20-million dollars a year.


In a written affidavit, Sweeney testified that top Corps officials
the economists to alter their analysis to justify spending a billion
dollars to expand the locks. The report points to a number of internal
memos indicating the Corps’ desire to appease the barge industry. In 1998,
Sweeney was relieved as head of the economics team, five years after the
study began.


Corps spokesman Ron Fournier says the media has underplayed the full scope
of the navigation study, and that lock expansions are not the only option at
the agency’s disposal.


“The study is actually navigation improvements, which is
variety of alternatives for the river. We have alternatives such as
extending the guide walls, adding mooring cells or buoys for barges to
tie up to, and then again also the expansion of the lock chambers
themselves.”


Fournier says Sweeney failed to take into account some of those
alternatives, many of which he says were added since the economist left the
study team.


“The navigation study has been evolving for the past seven
years; and as new data is received from the shipping industry, from the
farm growers and from a variety of other economists throughout the
country, new calculations are being used and different results are
being obtained.”


Aside from the financial issues associated with large-scale construction,
environmentalists say lock expansion would jeopardize wildlife on the river.


Washington D.C. based Environmental Defense has taken a leading stance in
the issue by releasing many of the internal Corps documents to government
officials. Senior attorney Tim Searchinger says the papers clearly show
most of the people in the study had a great deal of professional integrity,
and that some may have been pushed into doing the wrong thing.


“There is a top ranking leadership that’s willing to cause
environmental harm, even when the analysis clearly shows that from a
purely economic standpoint, the project isn’t justified either.”


Another reason why economist Donald Sweeney says the Corps is pushing
expansion is because such projects would bolster the agency’s stagnant budget.


“They’re trying to become a bigger, more vital agency.
And
sometimes that conflicts with a purely unbiased scientific analysis of
potentially a billion dollars worth of expenditures.”


Late last month, the Office of Special Counsel declared the Corps likely had violated the law in

catering to the interests of commercial navigation. The OSC is the independent federal agency with

whom Sweeney filed his affidavit. The office has ordered Defense Secretary William Cohen to

conduct an investigation and report back by the end of April. Spokesman Ron Fournier says from the

start, the Corps has been forthright about the
study both with Congress and the public.


“We feel that when this investigation is complete,
they’ll
find there’s no wrongdoing, and of course the
study has been done in an above
Corps will prove that the
board, upright manner.”


The investigation has also reached the congressional level. The Senate
committee on Environment and Public Works is conducting a number of public
hearings on the study this month.
