Along many Great Lakes cities, long concrete or stone seawalls protect property against
wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In our series ‘Ten Threats to the Great Lakes,’ we’ve been looking at how humans make
changes that affect the health of the lakes. Lester Graham is our guide through the series.
He says the next report shows how far we’ll go to try to manage nature:


Along many Great Lakes cities, long concrete or stone seawalls protect property against
wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In the middle of a miles-long concrete shoreline, there’s a tiny beach. Steve Forman points
toward a small bluff at the base of a tree. The professor of earth and environmental sciences at
the University of Illinois at Chicago says the sand, grass and dunes help soften the impact of
waves and rain.


“This kind of relief is what you’d see in many natural coastlines, a coastline like this can
accommodate change better than one that’s been concreted up.”


Just feet away, the concrete picks back up, like a stark white runway that bisects the land and the
lake. Concrete revetments like these in Chicago are a familiar sight in urban areas across the
Great Lakes.


Roy Deda is with the U.S. Army Corps of Engineers. The Corps manages much of the
construction on public shorelines. Deda says hardening the shore is one way of protecting against
erosion.


“Where hardening of the shoreline is important and used, is where you have an existing
community in an urban area like Chicago. You have a lot of development in place already, and
basically you’re protecting what’s been built over a long history.”


Deda says it protects property. But scientist Steve Forman says using concrete walls comes at a
cost: the destruction of natural systems that are often helpful.


Forman says wetlands and stream valleys normally act like a sponge to absorb high lake levels.
They also release some of the water back when lake levels are low. Forman says concrete can’t
buffer those fluctuations.


“It makes the extremes potentially even more extreme in terms of lake level variations.”


So, when there’s a rainstorm, Forman says the water runs off the concrete quickly… instead of
being absorbed across sand or wetlands slowly.


He says the same thing is true for the water flowing into the lakes from rivers.


Discharge into rivers can go up by 50 times the amount it would if natural areas buffered the
rivers.


“Any time we change the landscape from its natural components, we also change the plumbing of
the Great Lakes. We change the way water is routed in and around and through the Great Lakes
as well.”


It’s not only rushing rivers and lake levels that cause problems.


When the shoreline is hardened… the wildlife and organisms that once lived there disappear.


Cameron Davis is with the Alliance for the Great Lakes. He says many rare species live in that
narrow ribbon where the land meets the water.


“When we harden the shorelines, we basically sterilize them in a lot of ways, because we’ve not
providing the kinds of habitat and cover that we need for many of them.”


And beyond the effect on wildlife… hardening the shoreline can also be a bad economic decision.


Steve Forman says permanent structures built near the shores are not as stable as they might seem
when lake levels are high and winter storms cause big waves that erode the land underneath them.


“When the lake levels go up, the erosion rates are just phenomenal…what you see are hanging
stairs everywhere, instead of stairs that take you down to the beach, they’re hanging over the lake,
basically.”


That’s why scientists and planners are taking action. The Alliance for the Great Lakes’ Cameron
Davis is calling on planners to balance protecting the shoreline … with preserving ecology.


“Frankly I don’t think shoreline planning across the region is that great. There really is no single
unifying policy we’re all using to guide what our shorelines ought to look like.”


He’s hoping that some cities will experiment with restoring natural areas along their shorelines…
He says we need to see if in the long run, nature can do a better job of protecting the shores.

Jack Reed stands on the edge of the huge limestone rocks that make up the seawall, drying himself off. He just swam a mile along the shore of Lake Michigan. He drapes a big flannel sheet over his head that he’s fashioned into a makeshift changing tent, and modestly gets out of his swimsuit.


The 67-year-old has been swimming off this rocky peninsula that juts into Lake Michigan for forty years now. He says the trees and the giant limestone rocks made him appreciate nature and realize how much he needs a break from the city.


“I sort of hate to leave and go back to the grind, ’cause when you’re out here, you can relax and look at the sky and get in the water and watch the birds and the clouds go by. It’s like a vacation trip, just as long as you have time for.”


The place where Reed comes to swim and relax is called Promontory Point. The point is lined with large limestone blocks that stretch along the water like a chunky, irregular staircase.
People come here to swim, fish and bicycle. They have picnics, walk their dogs and throw Frisbees.


The city and Army Corps want to replace a lot of the limestone with concrete. They say the limestone seawall is getting weak. They just overcame an important obstacle by winning approval for their concept from the Illinois Historic Preservation Agency which recognizes the limestone wall as a historic part of Chicago. Jack Reed says replacing the limestone with concrete would make the Point seem sterile.


“The thing about concrete is it’s artificial. It’s manmade. We spend most of our lives inside buildings and buses and subway tunnels; that’s all manmade.”


Reed says he comes here to escape what he calls the “concrete jungle” of the city. He says the limestone makes a soft, naturalistic transition between land and water. But the lakeshore isn’t as natural as it looks.


Less than a century ago, this whole area was part of the lake. The point was created by dumping debris into the lake in the 1920s. Workers built the limestone seawalls on top of wood shorings. Now the wood is rotting, and the rocks are shifting. The city and the Army Corps say that’s dangerous for people and for the shoreline.


And the Illinois Historic Preservation Agency says there needs to be balance between safety and historic preservation and making the shoreline accessible to people with disabilities. David Blanchette is with the state agency. He says the wall has to be reconstructed to stabilize the shoreline.


“Our job is to make sure that this historical resource, which was built for a specific purpose quite some time ago, preserves as much hisotric character as possible, but still allows it to function for its intended use.”


The work at Promontory Point is part of a 300-million dollar project to replace miles of old limestone revetments along the city’s lakeshore, but the point has caused a snag in the plan. Community members and preservationists have stalled the work at Promontory Point for years now.


The Landmarks Preservation Council of Illinois put the point on its list of ten most endangered historic places in the state, putting it at odds with the Historic Preservation agency.
And Council president David Bahlman says it’s one of the few spots left where the lakeshore hasn’t been hardened with concrete.


“Let’s say it’s an unacceptable compromise that moves closer to ensuring that two-thirds of the point is going to be destroyed.”


Most critics acknowledge something needs to be done to protect the shore from erosion. But they say it’s entirely possible to come up with a plan that preserves limestone on the entire seawall, not just part of it. A community group is now lobbying the U.S. Senate for legislation to prevent funding for construction unless the limestone wall is preserved much as it is. A similar measure has already passed the U.S. House.

Designing Bird-Friendly Buildings

Now a group of bird watchers, biologists and architects are working together, hoping to lower the death toll. The Great Lakes Radio Consortium Lynette Kalsnes has the story:


If you call the group the Chicago Bird Collision Monitors, you’ll hear this message:


“If you have found an injured bird, please place the
bird gently in the bottom of a brown paper sack. A
grocery bag is just fine. Please put the bag with the bird in it in a quiet, dark place that’s warm. Inside, please.”


That’s the voice of the group’s founder and director Robbie Hunsinger. She’s followed those same instructions herself hundreds of times.


During migration season, in a single night, thousands
of birds fly over Chicago. They are attracted to the
lights on tall buildings and crash into the windows.
Hunsinger and other volunteers get up before dawn so
they can rescue the injured birds before the rats and
gulls get them.


After a morning of picking up injured birds, Hunsinger
has filled her car with brown paper bags containing
hurt swallows and cuckoos. Then, she’s driven up to 3
hours round-trip to get the birds to wildlife
rehabilitators.


She’s even cared for some of those birds herself.
Hunsinger has filled her music studio with mesh cages
and used up all her dishes for food and water. She says she decided to do something to help the birds three years ago after she saw 80 dead birds one morning in just a small area downtown.


“It was horrendous. Everywhere we looked, there were
birds, and they kept coming down. They were still
hitting when we were out there. So you’re standing
there, and birds were falling out of the sky.”


Hunsinger says she found the fallen birds clustered on
the sidewalks just as the busy city began to wake.


“It was rather surrealistic. Especially as the sun
started came up, and people started coming to work.
People were stepping over birds everywhere. People in
suits, people in high heels, coming in from the train
stations, going to their jobs in the Loop.”


Hunsinger says something changed in her that day. She
says she could no longer be an armchair
conservationist.
So, she formed a group of volunteers to help her save
the birds.


But rescuing injured birds didn’t seem to be enough.
Now she’s working with biologists, architects and bird-watchers to make buildings safer for birds.


Chicago already asks the managers of its tall
buildings to turn out the lights at night during
migration to avoid attracting the birds. But it’s
become clear that something more has to be done to
prevent so many birds from crashing into the building
windows.


This spring, the city and the Chicago Ornithological
Society will host what’s believed to be the first
conference on bird-friendly design. Those who’ve studied it say the problem is that birds
don’t recognize glass.


“The glass surface will act as a perfect mirror.”


That’s biology professor Daniel Klem Jr. of Muhlenberg College in Pennsylvania. He estimates that collisions with windows kill a billion birds a year in the U.S.


“A bird is not capable of determining that that image
on the glass surface is not a real tree. It attempts
to fly to it. Or it attempts to fly to light seen in
the window, as if it was a passageway to safety. And
the bird gets whacked and dies.”


Klem says installing windows at an angle or using
patterned glass can help. So can shades or
decals. Klem’s also pushing for research to develop special
glass or coatings that would be invisible to humans
but visible to birds.


It’s a new field. Limiting bird crashes isn’t part of
building design. Ellen Grimes is an assistant architecture professor at
the University of Illinois at Chicago. Grimes says
architects think about light, heat, power, water and
human traffic, but not bird traffic.


“When architects have approached sustainable design,
it’s been an engineering question. But there has not been a lot of consideration of
the biological interactions.”


Grimes acknowledges the issue of protecting birds
might be a hard sell because it might mean
compromising other design elements. But she’s hoping bird friendly design becomes as much
a part of green buildings as energy efficiency.


The rescue group’s Robbie Hunsinger says we share the
migrating birds with other nations. We have an
obligation to be good stewards of the birds.


“This can be fixed. These our our buildings. And we
should do it. We, by God, should do it.”


Meanwhile. Hunsinger is among a group of bird
watchers pushing for a center in downtown Chicago to
care for injured birds that collide with the building
windows. She’d like to keep the cages out of her home music
studio so she can actually practice music.

A new study says erosion in the St. Clair River has caused water levels to drop on Lakes Michigan and Huron. The Great Lakes Radio Consortium’s Lynette Kalsnes has more:


W.F. Baird and Associates is a coastal engineering firm. They recently conducted a study that found that water levels dropped on the two Great Lakes by eight to thirteen inches over the last forty years. Rob Nairn is the study’s lead author. He says that’s about twice as much as authorities thought.


“The outlet to Lake Michigan/Huron, which is the St. Clair river, is in fact expanding. The analogy would be if you had a drain hole in a bathtub, that drain hole is getting bigger, and more water is going out. And as more water goes out, the lake level drops.”


Nairn says the erosion may be caused by dredging, sand mining, or shoreline protection measures that prevented new sediment from getting into the water.


Several environmental groups say the lower water levels could hurt shipping and boating, and damage natural habitats. They’re calling for the U.S. and Canadian governments to stop the reported water loss.


The International Joint Commission says it can’t confirm the report, but it plans to take a closer look at the study’s findings.

The Army Corps is building the electric barrier in the Chicago Sanitary & Ship Canal. But the Des Plaines River runs near the canal, and it often floods in the spring. Chuck Shea is the project manager for the Army Corps of Engineers. He says they might need to build a flood wall or levee so high waters can’t sweep fish past the new barrier.


“It’s possible that water from the Des Plaines River could run into the Chicago Sanitary and Ship Canal. And if it was a large enough flood and there were fish in the right place, they might be able to use that as a pathway to enter the Chicago Sanitary and Ship Canal.”


Shea says while this possibility is unlikely, it still will be an important issue to study down the road. He says the more pressing concern is that an existing temporary barrier could wear out before construction on the permanent barrier is finished.


Asian carp have been spotted about twenty miles downstream from the electric fence. The giant fish are considered a threat to sport and commercial fishing. Shea says state officials are working to find money for the last phase of the electric barrier project.
