A lot of native fish have been hurt by pollution, invasive species and changes we’ve
made on the lake, but one fish stands out. For anglers, the Coaster Brook trout might have
been the greatest Great Lakes fish. It was abundant, fun to catch and lived in the cleanest
water, but throughout the 20th century, its populations declined just as the health of the
lakes did. Now, slowly, a diverse group of people is trying to save the fish in an effort
that could improve the Great Lakes too. The Great Lakes Radio Consortium’s Chris
McCarus reports:

We’re continuing our look at Ten Threats to the Great Lakes. Lester Graham is the
series guide. He says one of the threats is a disappearing species.


A lot of native fish have been hurt by pollution, invasive species and changes we’ve
made on the lake, but one fish stands out. For anglers, the coaster brook trout might have
been the greatest Great Lakes fish. It was abundant, fun to catch and lived in the cleanest
water, but throughout the 20th century, its populations declined just as the health of the
lakes did. Now, slowly, a diverse group of people is trying to save the fish in an effort
that could improve the Great Lakes too. The Great Lakes Radio Consortium’s Chris
McCarus reports:

Hundreds of feet above Lake Superior, the Salmon Trout River flows fast and falls hard
onto a rocky bottom below. Much of the river lies within a large tract of private woods
and hills. It’s been untouched for about a century.


Peter Dykema and his family are part owners of the land. He speaks with affection about
fishing for coaster brook trout here as a kid.


“Well as you can tell it’s a beautiful river and there’s nothing a 14 year old boy would
rather do than get his feet cold and wet and throw flies into trees. So, I did it every
chance I had.”


Dykema is nostalgic because those days are long gone for almost everybody. He’s part
of a group of activists trying to restore the coaster brook population.


Coaster brook trout have sparkling colors. They’re even more colorful than Rainbow
trout, and they grow a lot bigger. They can reach 2 feet and 4 pounds. These indigenous
fish used to live in 200 streams around Lake Superior. People came from all around the
nation to fish for them. Presidents Roosevelt and McKinley came to Michigan to catch
them, and they were caught by the boatload.


Over fishing was one of the biggest reasons why they were nearly wiped out. Their
habitat was damaged from mining and road building. Silt filled in the rock bottom where
they like to lay their eggs. That also hurt the fish.


Logging damaged the coaster brook’s habitat. Scott Libants is a fish and wildlife
researcher at Michigan State University. He says loggers dammed up streams to flood
them. Then they packed them with logs. When they had enough, they broke the streams
back open so the logs would float down to the lake to be sold.


“You knock the dam out and send all the trees down. You scour the watershed. It’s like
flushing a toilet.”


The fish haven’t recovered since. They just couldn’t take the abuse.


The Salmon Trout River still has them because the private landowners banned fishing
and didn’t alter the land. It’s one of only a handful of streams in the U.S. and Canada
that still has the coaster brook trout.

Downstream on the way to Lake Superior, Peter Dykema and state environmental
officials walk to the spot where they have equipment that counts the numbers of coaster
brooks going up river to lay their eggs. Dykema says they counted more than 80 fish last
season. The population seems to be slowly increasing here, but the stream still isn’t
perfect. There’s too much sand and not enough gravel for laying eggs.


“Most of the sediment problem we are looking at is a creature of the last 40 or 50 years.
So if we can stop the input, I’m hoping that the river will be able to cleanse itself.


The sediment Dykema is talking about comes from the points where roads cross the river.
People and cars jar soil loose and it fills up the riverbed. This is the fish’s current
challenge. Coaster brook trout are sensitive and susceptible to pollution. Conservation
officials use brook trout as indicators of high water quality. Coaster brooks will die if
they don’t have nearly perfect conditions.

Few anglers alive today have seen coaster brook trout, but if they could this would be the
place. It’s where the Salmon Trout River meets Lake Superior. For a diverse group of
conservationists, this place symbolizes what people did to the land and water of the
region.


Laura Hewitt is visiting from Trout Unlimited in Wisconsin.


“This is a fish that presidents came to fish for, that Hemingway wrote about. It’s
something that captures the imagination, it touches the soul. It’s a fish that we care
very much about and think it can be sort of a rallying point for action in the basin.”


Those working to preserve the last few hundred coaster brook trout say we should feel
lucky that they’re not all gone. They say now’s the time to keep what’s left, build it up,
and use the eggs from this small population to start the fish in other streams of Lake
Superior. Then perhaps within our lifetime, our children can enjoy the fish that our great
grandfathers did, and in doing that, they’ll know the water’s clean.

We’ve been bringing you the series, Ten Threats to the Great Lakes. One of the
keys to the health of the lakes is the connection between the lakes and the land.

About a dozen researchers have come to Saginaw Bay off of Lake Huron. They walk from the
front yard of a cottage into some tall grass and black mud out back. The coastal wetland is wide
here.


Don Uzarski is a professor from Grand Valley State University. He wants to see just how many
different kinds of microorganisms live in this wetland. He asks a colleague to dip a fine mesh net
into the muck.


“Why don’t you give us your best scoop there…”


The net’s contents are poured into a tray. The water and muck is pushed aside and tiny animals
are revealed. None of them is any bigger than an inch.


“There are a lot organisms right there. That’s a lot of fish food. Lot of water boatmen. We have
scuds swimming through here. We have snails. Probably a bloodworm. I don’t see it. But the
red thing.”


Uzarski says this is a healthy patch of wetland. It’s where Great Lakes life begins.


“The whole community starts here. And we’re talking about everything from the birds and fish
and all the things that people tend to care about more. But without this stuff we don’t have
anything.”


These microorganisms are at the bottom of the food chain. Lake trout, walleye and salmon are at
the top. But this natural order has been disturbed by humans. Only parts of the wetland are able
to work as nature intended. The bugs, snails and worms are supposed to be everywhere here. But
Uzarski says they’re not.


“Look at if we take 20 steps over there we’re not going to find the same thing. It’s gonna be
gone. And where’s that coming from? It’s coming from these disturbed edges. Which were
disturbed by? It was the spoils from dredging out that ditch right there.”


The dredging material is piled along the edge… a bit like a dike. Uzarski says that’s one of the
three main threats to coastal wetlands.


The dikes stop the natural flow of water. Farm and lawn fertilizers, sediment and chemical
pollution are not filtered out when they run off the land. Dikes also stop the water from carrying
food for fish out into the lake… and in the other direction, water can’t bring oxygen from the lake
into the wetlands. They’re at risk of becoming stagnant pools.


A second threat to the wetlands is alien invasive plants. Ornamental plants intended for gardens
have escaped. Phragmites, purple loosestrife, and European water milfoil among others all choke
out the native plants that help make the wetland systems work.


But… the greatest threat to the coastal wetlands is construction. We’ve been building homes,
buildings and parking lots right over the top of some of the Great Lakes’ most critical wetlands.


Sam Washington is Executive Director of the Michigan United Conservation Clubs, the state’s
largest hunting and fishing advocacy group. He says we need healthy wetlands if we want to
keep fishing the Great Lakes.


“If we didn’t have wetlands, if we didn’t have the ability to regenerate the bottom foods in the
food cycle of these animals, we wouldn’t have the big fish that people go out in the Great Lakes
to catch everyday. They just wouldn’t be there.”


Washington says the way to fix the problem is easy… but it will require us to do something that
comes really hard…


“The best thing human beings can do for wetlands, even though we really believe we know how
to fix everything, is just to leave ’em alone.”


Sam Washington gets support from the biologists who tromp out into the wetlands. They say
we’ve got to protect the whole food chain… so we should leave wetlands alone and just let nature
do its job.

New Mining Operation Worries Neighbors

A multinational mining company is planning to mine for nickel near the shore of Lake Superior. But some mining experts and the community don’t want the mine to be built. A multinational mining company is planning to mine for nickel near the shore of Lake Superior. But some mining experts and the community don’t want the mine to be built. They say there’s no way to make sure the mine won’t damage the environment. The Great Lakes Radio Consortium’s Chris McCarus reports.


The price of nickel has tripled in recent years. It’s needed for electronic produces such as computers. It’s used to produce cars. And nickel is even used in air pollution control equipment. If it’s approved, this would be North America’s only active nickel mine.


Kennecott Minerals Corporation says it’ll mean 120 jobs for local workers over a 10-year period. The state of Michigan has been lagging behind the rest of the nation in job recovery and in the northern reaches of the state good jobs are really hard to find.


The mine will cost 100 million dollars to set up. But the value of the nickel ore in the ground is somewhere between one and three billion dollars. So the company could make hundreds of millions in profit.


Scientists and activists say that this nickel mine could be even worse than the iron and copper mines of the past.


That’s because it would require mining through sulfide minerals. When they mix with water and oxygen, they can become sulfuric acid, just like battery acid. The industry calls the problem acid mine drainage. It can kill fish and wildlife and pollute water.


Michelle Halle is a lawyer for the National
Wildlife Federation and a local resident. She’s got one question.


“I’m always interested in the answer to the question about whether he believes that a mine can exist with 100% perfect track record.”


It’s a rhetorical question. She’s confident that the company won’t be able to meet the newer, stricter standards for getting a permit to mine.


“No human error, no design flaws, no natural disasters that are going to cause an impact… I don’t think that any company can say yes to that honestly.”


The mining company says there’s always some risk. John Cherry works for Kennecott Minerals Corporation. Cherry insists the company’s design is the best, and the safest. Although he says it’s impossible to guarantee against accidents at the mine.


“We can get in a crash on the way home today too. You design it with a safety factor built into your design. You have a very robust design. That’s your first step. You make your system as structurally competent as you can. Make it as bulletproof as you can.”


Cherry says the next steps are to install a monitoring system to detect the smallest problems. And if there are any problems, the mine will have a contingency plan with the right materials and properly trained people on hand.


State law requires the company to pay all of its accident insurance up front. They can’t just pay in installments. That way, the company will pay to clean up any mess, not the state or the community. Minnesota has a similar law. And In Wisconsin, People Against Mining got the state to establish a moratorium on sulfide mining


David Chambers used to work as a geologist for a mining company. And now he works for the Center for Science in Public Participation. He says, at the nickel mine planned in Michigan, groundwater contamination is possible and would be dangerous.


“Probably the most likely event is an accidental release from the mine. All mines have problems. It’s likely that somebody won’t turn a valve the right way or a big storm comes and there’s an overflow.”


Chambers says a mine collapse would be the most destructive. But, he says, even for the accidents that will not devastate the environment, the company and the community should plan, because they will happen.

On the road leading into the wilderness area where the mine would operate, local road crews are doing routine maintenance. Right now, most people who use the road are hikers, kayakers and fishermen. The pristine waters of Lake Superior and surrounding lakes and streams attract them here.


Kristy Mills is a store owner. She thinks a sulfide mine would only mean heavier traffic of trucks carrying away nickel ore. She says it wouldn’t bring in the tourist dollars the area needs.


“We don’t like to see that kind of growth. I think it’s a poor way of investing into our future. You know, we need to encourage tourism and visitation, not mining and hauling ore around in big trucks. It’s gonna be interesting.”


Many local residents and environmental activists feel the area should have learned lessons from the region’s past mining heritage. The precious ore is removed. People somewhere else get rich. And the legacy of pollution is all that remains when the mines are closed. So now, they’re hoping if it comes, this mine will be different.

The film March of the Penguins shows the birds at their cutest. Emperor penguins cradle their babies between their legs. They slide on their bellies on the ice. And they seem to kiss like people.


Joe Hawkey is a seventeen-year-old who saw a screening of the movie. He says our energy consumption is endangering penguins and other Antarctic wildlife. But, he says, it’s clear to him that people can do things to help.


“Turn off your lights. Unplug your tv. There’s lots of things you can do. So much pollution, especially with like, automobiles I think a lot more people should try and give their bikes a chance. Even walking. Cause even… help the environment. It’d be healthy for you too you know.”


The March of the Penguins film is based more on emotions than facts. But this approach might also have more impact on the audience.

Saving Rattlesnakes From Development

The Eastern Massassauga Rattlesnake used to be found all over the Midwest. Now there’s only one state where the population is fairly healthy, but even there it’s threatened by rapid development. A group of scientists is trying to protect the snake before all of its habitat is gone.

The Eastern Eastern Massassauga Rattlesnake used to be found all over the Midwest. Now there’s only one state where the population is fairly healthy. But even there, it’s threatened by rapid development. A group of scientists is trying to protect the snake before all of its habitat is gone. The GLRC’s Chris McCarus reports:

A team of veterinarians and researchers is pulling an Eastern Massasauga Rattlesnake from a bag. They put the snake on an operating table. Then the doctor snips open the skin.


“Okay, so I’m into the abdominal cavity.”


She’s putting a radio transmitter the size of a AA battery into the snake’s belly. This will allow them to track the snake’s movement in the wild for the next two years.
Kristin Wildman is a graduate student at Michigan State University. She catches and tracks the snakes. She’s involved in a project with federal, state and university biologists. They’re trying to protect the Massasauga.


She thinks of the snakes as being much like herself. She identifies with their personalities. Wildman says these snakes are just modest. They don’t like to attract attention and don’t like to hurt anybody.


“Like with this snake, she’s one of the bitier snakes I have in this study. And she only strikes the tongs – the snake tongs – because I’m grabbing her with the snake tongs. It just kind of gives you an idea. They don’t really strike unless you’re messing with them, unless they have a really good reason to, or unless they’re harassed enough that they feel they need to.”


Although it would rather avoid you, if you’re bitten by a Massasauga Rattler, its venom can kill you.


But it can’t fight people destroying its habitat.


Mike DeCapita is with the U.S. Fish and Wildlife Service. He and other experts say rapid development is the snake’s biggest enemy. It’s not only destroying the snake’s habitat, it’s also destroying other wildlife habitat.


“The Massasauga is sort of an indicator species or a keystone species; perhaps that if we adjust so that we protect the needs of the Massasauga then all those species that use that same type of habitat also are protected.”


The onslaught of development has made the Eastern Massasauga Rattlesnake a candidate for the endangered species list, though it’s not on the list yet.

A new subdivision is being built in suburban Detroit. It’s just beyond the gate of a park where the research team came to study Massasauga habitat.

Andy Hertz works for the State Department of Environmental Quality. He has the authority to refuse a building permit to anyone who could hurt Massasaugas.


“This is part of an effort of making us more aware of the habitat the Massasauga’s found in, so hopefully, we can direct developers and landowners to stay away from these more sensitive areas.”


In the winter, the Massasauga joins the frogs and turtles. They hibernate in marshes about two feet underground. Then, in spring and summer, they’ll seek higher ground for feeding. They can’t survive if they can’t move back and forth between their summer and wintering grounds. The research team has figured out this rule for minimizing damage to the snake’s habitat: don’t tamper with wetlands in winter nor the uplands in summer.


The team is focusing on Michigan to see why the population is the healthiest there. Then perhaps they can understand how to protect the rattlers in the rest of the Midwest where they’re nearly wiped out.


While she’s looking for more snakes, graduate student Kristin Wildman laughs about how a woman once called her to take a Massasauga away from the side of her house.


“We said, ‘Well, we’ll come out and we’ll move it for you.’ And we usually just move it down into the nearest wetland, down the hill. We pull in and she lives on Rattlesnake Drive. I didn’t expect to move out here and have all these rattlesnakes and stuff. It’s like, you live on Rattlesnake Drive. It’s called that for a reason.”


Wildman says when people come into conflict with wildlife, the wildlife almost always loses. If the Massasauga Rattler is going to survive it will take constant attention from all kinds of experts. They’ll have to stop developers from building over the snake’s habitat and threatening its existence.

Artist Teaches Kids Environmental Awareness

30 children are sitting on the floor with sketch pads in their elementary school classroom. They’re watching artist Gijsbert van Frankenhuysen. He’s standing at an easel, drawing animal shapes.

“So we’re gonna make an oval shape right here, with 2 ears on it. And then you can color it black and you give him 4 short black legs. Make sure you make em black. That’s what they have. Look at that. One sheep.”


The children look up at the easel, then back down at their sketch pads, then up at the easel again. They’re comparing drawings to see whose come closest to the artist’s drawing, and they want Van Frankenhuysen to show them how to add body parts to the sheep.


“What do you want me to show?”


“Tails!”


“Hooves!”


Van Frankenhuysen has spent the whole day at this school.

He gets this kind of response everywhere he goes, and he visits about a hundred schools a year. This student, Emily has just seen, step by step, how the artist turned blank pages into the beginnings of a book. He’s already illustrated childrens favorites like Adopted by an Owl, the Legend of Sleeping Bear and 16 other books.


Child: “I learned about aminals.”


McCarus: “What about them?”


Child: “That they’re cool to make.”


McCarus: “Do you ever see any of the animals out in nature outside?”


Child: “I see horses and cows and owls at night. And I hear ’em by my house.”

Back at his home on a farm in central Michigan, Van Frankenhuysen’s wife Robin walks through the barnyard past the sheep and horse the artist uses for painting. She roams the property trying to call him in to the house for dinner.

But he doesn’t hear her. Since they bought this farm 25 years ago they planted thousands of trees and made 3 ponds. There are lots of places to hide. But it’s not like the couple is trying to get away from people and be alone in nature. They’re happy putting them into one big mix.


It wasn’t until a couple days later that we finally caught up with van Frankenhuysen. He doesn’t miss the chance to show kids the wonders of nature. He says learning about it can make classroom lessons easy.


“I have boys, young boys, that normally don’t do any journaling, because they thing it’s for girls. And then they see what I do. And I write down the stuff that happens on the land. If I find a birdnest, I make a drawing of it, I put it in my book, I write it in. A deer, a fox, anything that I see. And now those stories are kind of turning in to books that we sell. And I’ve had several kids that now they’re doing it. And I don’t know if in the back of their mind, they’re thinking maybe I can make a book out of this when I grow up. It doesn’t matter! They’re paying attention. They’re writing this stuff down. I think it’s all good stuff.”


Many states are cutting education budgets. Often art is the first program to go. But state education association spokeswoman Margaret Trimer-Hartley says parents demand art. Learning it creates interest in science, literature and even math. She says van Frankenhuysen makes children better students overall. He supplements what regular teachers might not be able to provide.


“His work has given all of us an appreciation for nature and the flora and the fauna around us. Now his lessons can give us all a greater appreciation for the issues of conservation and protection of that environment.”


The warm, playful illustrations in his books touch both children and parents. In person, van Frankenhuysen is just as disarming. He’s modest when he explains why he goes into classrooms to teach kids to draw year after year.


“It’s the only thing I know how to do. I don’t know anything else. It’s painting. It’s fun.”


It really isn’t the only thing he knows how to do. His drawings are just the beginning. The trick he’s mastered is to get kids to start thinking about themselves and their environment.

Dairy Farmers Keeping Milk Close to Home

A dairy farmer who got tired of shipping his milk to far away dairies is now processing it on the farm. By not trucking it away, he’s reducing the amount of energy used to produce milk and giving local customers different kinds of dairy products. Recycled glass bottles are banging around inside a giant dish washer.


“Bottles just are put in here in rows and they go through a soap tank for 3 to 4 minutes and they come through a few rinse cycles and a chlorine rinse, down the belt down to the filler.”


After they’re washed, the bottles are filled with milk and capped. Crates of fat-free, 2 percent, whole and chocolate milk are stacked into a cooler.


Sally and George Shetler set up this bottling plant on their farm 5 years ago. They say for a pretty small investment, they’re reaping more profits. They’re also saving energy because they don’t ship their milk somewhere else for processing. Their 38 cows are just a few feet away in their barn, so the milk’s journey from cows udders to containers is short.


George Shetler used to just sell his raw milk to a company that would pump it out of his tank and into their truck. But he says – like milk everywhere – the first trip was only the beginning of a long trip for his cows’ milk.


“Now some of the larger dairies, it goes through one or two transfer stations where it’s transferred from one truck to another truck to another truck to a milk plant. I’ve got a cousin that used to drive for a milk company out west where he was hauling milk from New Mexico up to North Dakota for processing then some of it goes from North Dakota to Wisconsin for processing.”


And so a lot of fuel is wasted getting the milk from cow to jug. George Shetler says he’s also saving energy at the beginning of the process. Instead of trucking in grain, or burning fuel to plant and harvest grain to feed the cows, he’s letting his cows eat grass.


Brian Halweil is with the WorldWatch Institute in Washington DC. He has written a book on local agriculture called “Eat Here.” He says the grass-fed cows require less energy to produce milk than do cows on modern farms.


“The feed that the cows eat needs to be brought in, driven in, which consumes a lot of energy, the production of that grain takes a lot of energy, there’s water pumping and cleaning that’s associated with factory farmed dairy cows and in contrast to that the grass-fed farms essentially runs on sunlight.”


Sunlight is the only energy grass needs to grow. But despite all the savings in energy costs, the Shetlers’ milk is more expensive. That’s because the huge system in place to distribute milk works on economies of scale. The big dairies can balance production and distribution. Milk reaches just the right place at the right time in the right amount. The dairies also get huge government subsidies to keep the price of milk lower.


“It’s kind of a fake price that we pay in the supermarket.”


Brian Halweil says that the price should not be the only reason to buy a locally produced gallon. Burning extra diesel fuel and gasoline should also be considered.


“It’s a price that doesn’t include the cost of shipping, that doesn’t include all the pollution associated with that shipping and it doesn’t include all the health and environmental and social impact of factory-raised animals versus a local grass-fed dairy.”


And many people would rather buy the milk from cows that don’t receive as much antibiotic medicines and hormone injections that make the cows produce more milk.


Inside their pasteurizing vat the milk is heated to a lower temperature. This allows some of the enzymes to stay alive, which some people believe is healthier. One customer says she comes to the store right on the farm because she wants to connect with the people and animals that make what she drinks.


“It’s much better. That’s all I can say. It’s wonderful milk.”


And many of the customers who buy the locally-produced milk from nearby stores say they prefer it. Just like farmers markets, local dairy products are becoming popular. Environmentalists believe that’s good for the local economy and for saving fuel.

Four men are raising a timber frame house on an old farm
in central Michigan. Several feet up in the air, they’re piecing together
some beams, 12 feet long and 12 inches thick with some help from a small
crane.


(Sound of engine)


“Cable it! Cable it! Cable it? Yes!”

The framing is like assembling giant Lincoln Log toys. Neighbor Nick
Van Frankenhuyzen is holding a rope attached to some beams.


“Look at that. Look at how far that is extended. We lifted one of
those beams yesterday by hand and they’re not light. Now this wall has to
come back. This has to pop out again to make that one fit and I don’t
know how that’s gonna happen.”


Facing these kinds of challenges is what people in the green building
movement seem to relish. Kelvin Potter owns this farm. He’s using materials
that most builders overlook.


Potter: “Yeah we saved all these timbers, developers were burning all these.
So. These were all going up in smoke. And some of these logs came off my
neighbor’s property. They had died and were standing. We dragged ’em over here. He planted them. He’s
standing right there.”


Van Frankenhuyzen: “Yeah we’re standing on them. And then Kelvin
said I sure could use them. Because they’re the right size. Go get ’em. So he did. And here they are. Can’t believe it. Much better than firewood.”


Kelvin Potter’s home is one example of a growing trend in green building.
The U.S. Green Building Council includes 4000 member organizations. It’s
created standards for protecting the environment. The standards include
reusing material when it’s possible, using solar and wind energy, renewable
resources, and non-traditional materials. Sometimes from surprising
places.

A city truck dumps wood chips onto a municipal lot. On other days it
dumps logs like sugar maple, oak and pine. The trees came from routine
maintenance of parks, cemeteries and streets.
Kelvin Potter is also here, checking for any fresh deliveries. While other
guys come here to cut the logs with chainsaws for firewood, Potter says he
makes better use of it as flooring or trim. Even saw mills don’t take advantage of this kind of wood. That’s because
trees cut down in backyards often mean trouble for the mills.


“Sawmills typically aren’t interested in this material because there is
hardware, nuts, bolts, nails, clothes lines, all sorts of different things
people have pounded into them by their houses. ”


Potter says sawmills use big machines with expensive blades that get
destroyed. So THEY throw the logs away. Potter instead keeps the logs and
throws away his blades. He uses cheap ones, making it worth the risk.
When it’s finished, Kelvin Potter will have an environmentally friendly
house, even if it doesn’t meet all the criteria to be certified as a “green
building.”


Maggie Fields works for the Michigan Department of Environmental Quality.
She says there are many ways to build green. Anything that helps the
environment is a big improvement on the status quo.


“Every material that we reuse is a material that doesn’t have to be cut
from the woods, if that’s where it’s coming from, or remanufactured. And that means that the pollution that’s associated with that material getting
to that use state isn’t having to be created. So, it doesn’t matter if they
get the green seal. If they’re taking steps along that that’s great.”

Kelvin Potter is climbing a ladder to the belfry of his new house. He
shows off his shiny steel roof, the kind now covering barns. He compares it
to asphalt shingles.


“It lasts 100 years versus 15, 20 years. We actually fill a lot of landfills with shingles. They don’t compress. They don’t decompose. Steel will
go right back into making more roofing or cars or what not. It’s a win-win
situation. It’s a lot cheaper all around and I can’t see why it’s not a lot
more popular.”


The point Potter and other green builders are trying to make is, good
building material isn’t just the stuff marketed at lumberyards. They say, “Look around. You might be surprised what you can use.”

Some government officials say it’s an attempt to tax for the services used and to discourage mobile home parks from sprawling across former farm fields. But others wonder if higher taxes aren’t a form of discrimination against this kind of affordable housing. The Great Lakes Radio Consortium’s Chris McCarus reports:

Some government officials say it’s an attempt to tax for the services used and to discourage mobile home parks from sprawling across former farm fields. But others wonder if higher taxes aren’t a form of discrimination against this kind of affordable housing. The Great Lakes Radio Consortium’s Chris McCarus reports:

The Capital Crossings mobile home park sits on rolling farmland near an Interstate highway. The residents of the 15 homes have moved here either to retire or to make the 30 minute daily commute to nearby Lansing, Michigan. And more mobile homes are being pulled in.

Workers are building porches and attaching the skirting between the ground and the house. It’s supposed to show permanence, like a foundation. But mobile homes are not permanent. And mobile homes are not taxed the same way as other houses. They’re taxed like vehicles. Taxed when they’re purchased. Taxed when they’re sold. Still there are no property taxes on the homes. Only on the tiny lots on which they sit.


Some government officials say the $3 a month that these park residents have been paying for property taxes don’t cover the costs of police and fire protection or other government services. They want a tax hike to give local governments more money. Dave Morris is a farmer and the local township supervisor.


“We all have to pay our fair share for services such as sheriff, ambulance, fire department as well as schools. Schools is a big issue of course. And they aren’t paying their share. That’s all.”


But advocates for affordable housing say hiking taxes on mobile home residents is more likely just an attempt to discourage that kind of housing. They say zoning mobile homes out of existence has been tried, but taxing them out is a new idea. Higher taxes will likely lead to mobile home parks closing.”


John McIlwain is with the Urban Land Institute. He says as mobile home parks become more expensive to operate, their owners will sell off to subdivision or big box store developers.


“The numbers are going to be so attractive that the people who own mobile home parks are going to be much more interested in selling the land to a housing developer than in continuing to run the mobile home park. So in time the parks are probably going to disappear on their own anyway and trying to raise the taxes on them specifically is simply going to make that day come earlier.”


In Michigan there is a proposal to raise the taxes on mobile home sites four times higher. State Senator Valde Garcia says the $3 a month that mobile home park owners pay for each home site is not nearly enough.


“What we are trying to do is really change the tax structure so it’s fair to everyone. The system hasn’t changed in 45 years. It’s time we do so but we need to do it in a gradual manner.”


Senator Garcia’s colleagues in the state house have voted to raise the tax to $12 a month. He’d like to raise it to at least $40 a month. The mobile home park industry has hired a public relations firm to produce a video criticizing the tax increase.


“Site built homes pay sales tax only the materials used in their homes and don’t pay tax on resale. Manufactured home owners pay sales tax on materials, labor, transportation profit of a home and they pay sales tax every time a home is resold. ”


The two sides don’t agree on the math. Tim Dewitt of the Michigan Manufactured Housing Association says $3 a month sounds low because it doesn’t show hidden costs. The biggest cost comes when park owners have to pay the higher commercial property tax instead of the lower homestead tax. Dewitt says the park owners then pass the tax to the home owners whose average family income is only about $28,000 a year.


“That’s our worst fear. It could put people who could least afford any type of tax increase into a tough position.”


15 million people live in mobile home parks around the country. And different local governments have tried to find ways to increase taxes on mobile home parks. But Michigan is one of the first states to propose hiking taxes this much. State Senator Garcia says he is not trying to hurt the mobile home industry or make life harder for mobile home park residents. He dismisses the idea that he’s being pressured by wealthier constituents who don’t like to see the mobile home parks being developed.


John McIlwain of the Urban Land Institute says a bias against mobile home parks is part of the mentality that leads to sprawl. When people from the city and the suburbs move a little further into rural areas they want the look and feel of suburbia.


“The mobile home parks are no longer things that they want to see. And so they find ways to discourage those mobile home parks. The ones that are there try to see if they can be purchased, turned into stick built housing or otherwise discourage them and encourage them to move on elsewhere.”


But often the people who move in also want the shopping centers, restaurants and conveniences they once had instead of the mobile home parks.

‘Land Bank’ Reinvests in Inner City

One community is fighting its problems of abandoned lands and unpaid property taxes.
They’ve led to a decaying inner city and increased suburban sprawl. The new tool the
community is using is called a “land bank.” It uses a unique approach to try to fix up
properties that otherwise often would be left to deteriorate. The Great Lakes Radio
Consortium’s Chris McCarus reports:

Cleanup crews are sending downed branches through a wood chipper on a vacant lot.
They’re also removing tires, used diapers, car seats, sinks, old clothes and dead animal carcasses.
The workers are from the Genesee County Land Bank in Flint, Michigan. They’re trying to
make abandoned property useful again. Dan Kildee is the Genesee County Treasurer and the brains
behind the land bank. He thinks this new approach can recover unpaid property tax money and help
improve the Flint Metro area.


“The community gets to make a judgment on what we think we should do with this land. We get
to take a deep breath.”


Empty lots and rundown homes have been multiplying for a generation. That’s left the city of
Flint in a terrible economic state. But the land bank is beginning to change things.


Until just three years ago, Michigan was like most other states. No one had come up with
a solution. The state would auction off a city’s tax liens. Then conflict between the tax
lien buyer and the property owner could go on for up to seven years. In the meantime,
properties were left to neglect and often vandalized.


Under this new program, the treasurer’s office forecloses on a property and hands it over
to the land bank, which acts as the property manager. The land bank might then demolish
a house; it might throw out the owner and let a tenant buy it; or it might auction it off
to the highest bidder. A private investor can’t just buy a tax lien. He has to buy the
property along with it and take care of it.


The land bank is financed in two main ways: through fees on back taxes and through sales
of the few nicer homes or buildings the land bank acquires that bring in relatively big
profits. Treasurer Dan Kildee says it makes sense to take that revenue to fix up old
properties and sell them to people who deserve them.


“There is no system in the United States that pulls together these tools. Both the
ability to quickly assemble property into single ownership of the county, the tools
to manage it and the financing tools to develop that property.”


The land bank program hopes to change the perception of Flint. As thousands of abandoned
homes, stores and vacant lots become eyesores, people and their money go other places,
usually to build more sprawling suburbs. The perception that people are abandoning the
inner city then speeds up that abandonment. Many people who can afford to leave the city do.
And those who can’t afford to move are left behind.


According to data gathered by the research group Public Sector Consultants, Flint has the
state’s highest unemployment and crime rates and the lowest student test scores.


Art Potter is the land bank’s director. He thinks the downward spiral can be stopped.
When it is, those folks in the central city won’t have to suffer for still living there.


“Even though the City of Flint has lost 70,000 people in the last 30 years, the people who
are still here deserve to have a nice environment to live in. So our immediate goal is to
get control and to clean these properties now.”


Urban planning experts are watching the land bank approach. Michigan State
University’s Rex LaMore says Flint is typical of Midwestern cities whose manufacturing
base has shrunk. Private owners large and small have left unproductive property behind.
As the land bank steps in, LaMore says it’s likely to succeed and become an example that
other municipalities can follow.


“They can begin to maybe envision a city of the 21st century that will be different than
the cities of the 20th century or the 19th century that we see around the United States.
A city that reflects a more livable environment. So its an exciting opportunity. I think
we have the vision; the challenge is can we generate the resources? And the land bank model
does provide some opportunity to do that.”


But the land bank is meeting obstacles. For example, the new mayor of Flint who took over
in July canceled the city’s existing contracts. A conservative businessman, the mayor is
suspicious of the city’s past deals. They included one with the land bank to demolish 57
homes. This has slowed the land bank’s progress. Its officials are disappointed but they’re
still working with the mayor to get the money released.

The weeds grow rampant in a neighborhood with broken up pavement and sometimes
no houses on an entire block. It’s open and in an odd way, peaceful. Like a
century-old farm. It’s as if the land has expelled the people who invaded with their bricks,
steel and concrete.


In the middle of all the vacant lots, Katherine Alymo sees possibilities.


“I’ve bought a number of properties in the auctions from the land bank and also got a side
lot acquisition from them for my house. My driveway wasn’t attached to my house when I
bought it. And it was this huge long process to try to get it from them. But they sold it
to me for a dollar. Finally.”


And since then, she’s hired people to fix the floors, paint walls and mow the lawns.
She’s also finding buyers for her properties who want to invest in the city as she has.
Together, they say they needed some help and the land bank is making that possible.
